An appeal has been made to keep the Rennie Park Dog Offleash area open. While city staff has begun the process of dismantling the off-leash area, users of the park have filed an appeal. Deadline for submissions is Dec. 24. Following careful consideration and meetings with the community regarding the off-leash area and repeated

attempts to resolve issues that have arose, the Parks, Forestry and Recreation department announced the off-leash area would be closed. Big wheels keep on turnin’ Thanks to St. Jacobs Mennonite who can fix historic fire engine LISA RAINFORD lrainford@insidetoronto.com More than 60 years ago, firefighters in the Junction relied on a handdrawn chemical fire engine to battle blazes. Once pulled to where it was needed, the engine was then turned upside down so the chemicals inside could mix and react to create a foam and enough internal pressure to force the foam through the nozzle of the hose and onto the fire. Years ago, the historic engine was donated to the Junction Fire Station no. 423 where it has been on display in its front garden. However, its wooden wagon wheels have seen better days. In desperate need of restoring, firefighters took matters into their own hands, using duct tape to keep the spokes attached to the wheel. Painted black, the tape is virtually unnoticable – at least from a distance, according to fire Capt. Greg Schultz. However, the tape is no longer doing the trick. And so, Schultz is taking the engine, built in 1950, to St. Jacobs this month to Cleason B. Martin Buggy Wheels and Hitch Gear, a Mennonite business, where the wheels will be restored. The engine will remain there until spring, after which it can be placed back in its spot in the fire hall’s front garden where it stays for eight or nine months of the year. This is the second time the engine’s wheels have needed work. Built by the American LaFrance Fire Engine Company while it operated a plant on Old Weston Road, just north of Junction Road, the chemical engine was originally used at the Benjamin Moore Paint Factory on Lloyd Avenue and donated to the fire hall by Benjamin Moore. “The original paint for it was made by Mulock. The plant was at 159 Mulock Ave.,” Schultz said. “The goal is to keep local history local.” The cost to restore the wheels is approximately $800. The cost will be covered partly by the Junction

The local fire station and two Junction organizations continue to collaborate on different projects. “It’s a mutual, ongoing partnership,” said executive director Kristina Skindelyte. “They help us with watering the plants in the summer. We’re helping them with their toy drive.” The Junction Fire station, at 358 Keele St., is home to a long list of historical artifacts, particularly because Schultz is a history buff.

The collection includes an early 1900s Gamewell – Northern Electric fire station house alarm gong. It was originally used for dispatching horse-drawn fire apparatus from the station. Once part of the street box telegraph system, it would be activated in the case of fire by a person closest to the alarm box, who would trip the alarm lever. The gong hangs at station no. 423 and has been used as a backup alarm system during a power failure.

he Toronto District School Board is faced with a stark reality: a declining student population, while its hard costs continue to grow. But, in an attempt to rein in some of these growing costs, the province is contemplating selling $60 million worth of school properties this year. The loss of such valuable community space will not only impact students but the city as a whole. Where will, not only students, but sports and community organizations hold their events – sports or otherwise? How will we keep students active if there is not place to play sports or participate in outdoor activities? In a time when more and more community organizations are looking for our view community space, to sell off these properties is, in the words Karen Pitre, Toronto Sports Partnerships of Council chair, “mind-boggling.” There is a truth that some will help school populations are shrinking, perserve fields and keeping schools open just for the sake of a small student body is not economical. Some schools will need to close, but community space is at a premium in Toronto. Neighbourhoods across the city are trying to carve out small parcels of land for community space, and with large playing fields already in existence, it begs the question why sell such valuable real estate? How will the community as a whole benefit by the selling of a field? Why not look to partnerships with organizations to help preserve fields? Give the space over to the city to manage as a park or sports field. Take a different direction – create a covered skating rink like that at Greenwood Park, which can be used year-round for other things, including concerts, and other sports. This is a time for creative thinking, not a time where it’s easier to just sell off a commodity. It’s important for the community – politicians included – to look at the community space that’s currently there, and think of ways to keep it there or make it better. Some properties will have to be sold, but others should be preserved, improved, and become a place that builds community rather than divides it.

Rob Ford: A journey beyond the absurd

F

rom the ridiculous, to the absurd – and past that, to the slanderous, paranoiac and delusional. That is the route of discourse, coming from the office and family of the titular Mayor of Toronto these days. On Monday, Vision TV aired an interview between Lord Conrad Black and Mayor Rob Ford astonishing in its scope. In the interview, Ford alleged Toronto police Chief Bill Blair had used Ford’s friend Sandro Lisi as a “prop” to get at him in the course of the police investigation into Ford’s alleged crack use – because, Ford said, the chief was cross at having been asked to curtail his budget. He made really unconscionable allegations about Star reporter Daniel Dale – allegations that were dismissed by the police when they were first made – about his 2012 visit to public land behind the mayor’s house. Without going into detail for fear of repeating them,

david nickle the city one can only characterize the allegations as a vicious slander that Deputy Mayor Norm Kelly wasted no time in calling “beyond the pale.” The previous Friday – as the Black-Ford interview was taking place – the mayor’s de-facto deputy, city councillor and brother Doug Ford, let loose his own litany of fabrications and contradictions. In a 10-minute encounter with reporters, the city councillor suggested the generally Ford-critical media was practicing journalism in the manner of the Soviet statesupported (and generally state-supporting) Pravda. Outdoing his little brother on the police-baiting front, he suggested that Blair, the judiciary and the media were all conspiring to release police documents in such a way as to slowly destroy the mayor and drive

him from office. The media, he was sure, was murderous enough that they would be happy to drag Rob to the square, and hang him by the neck, if we were only provided a suitable length of rope. It’s hard to know how to respond to all of this. Lord Black exhibited his characteristic nerves of steel, chuckling supportively as the mayor burbled on with a list of dubious assurances, and unsupported assertions. Clearly, his time in prison has made stronger stuff of him than we in the city hall press gallery, faced with the wrath of Doug. The best that we could manage was to ask questions, challenge obvious falsehoods, and attempt to clarify outrageous-sounding conspiracy theories. And for all that, the Fordian discourse barely wobbled.

Mandela’s message was simple: Listen, and then talk. I am sad upon hearing of the news of Mandela’s passing; this void must now be filled with compassion, not rhetoric. Chapters to host town hall on its future in Bloor Village

of High Park have proposed a public-private partnership with the city to turn it into a sustainable operation.

Friends of High Park Zoo submitted a proposal to the city’s budget committee this week to create a public-private partnership (P3) model to ensure the

zoo remains open for years to come. The group is proposing establishing a High Park Zoo Conservancy in an effort to provide a zoo that is enduring and exceeds visitors’ expectations.

“This is our idea on how to make the zoo sustainable,” said Friends of High Park Zoo spokesperson Chris Diceman as public deputations continued at the budget committee at city hall. “The city alone can’t fund the zoo.”

The High Park Zoo has been operating for the past two years without city funding and the budget committee has not included it again for 2014, pointed out Diceman. “The status quo is not an >>>CORPORATIONS, pg 10

Chapters will host a public town hall meeting in the new year to discuss the possibility of remaining in the Bloor West Village area, according to a spokesperson. The meeting is scheduled for January, yet details have yet to be ironed out, according to Janet Eger, a representative of Indigo Books and Music Inc. “Certainly, we’d be most interested in staying in the fantastic Bloor West neighbourhood, if appropriate space is presented with terms we’re comfortable with,” she told The Villager. Since community members learned that the Runnymede Theatre-turned Chapters bookstore, at the corner of Bloor Street West and Runnymede Road, was set to close in February after its 15-year lease comes to an end, many have been writing emails directly to Heather Reisman, founder and chief executive of Indigo Books and Music. Closing Rennie Park off-leash area short-sighted, says resident To the editor: Re: ‘Dog park closing due to complaints,’ News, Nov. 28 I have to respond to The Villager’s article on the closure of the Rennie Park off-leash dog area. I cannot fathom how a few complainers can influence the city enough to go ahead and hurt so many people. Let me explain to those complainers: Dog people love their dogs. Many say their dog is a member of their family. They care for their dogs, as they would care for their children. Dogs need exercise, but a walk around the block on a leash is like forcing your child to play on the same small jungle gym every day, with no variety to stimulate their minds, and no running to expand their lungs and exercise their muscles. These complainers forget that many, many people care for their dogs responsibly. But to take away yet another much needed off-leash dog area is not only cruel to the dogs, but is

hard on the owners who just want to properly care for their dogs. City life is noisy. Will you stop the airplanes from flying over your yard because you want a quiet garden? Or the buses from going down your street because they rattle the cups in your cupboard? Or the Canada Geese from honking in the early morning, or the squirrels from chattering, or the children from squealing in the playground – all because your peace is disturbed? Wake up. The city is full of noises and barking dogs are happy dogs for the most part. What if you had a neighbour with a dog that barked a lot outside? What if your neighbour had an old car that he revved every morning? What if your neighbour had a baby that cried a lot or a child that yelled a lot? The reality? You can’t do anything about it. So what makes you think you have the right to complain about dogs at healthy play when that is such a small fraction of the noise that we endure every day?

I grew up not far from what is now the off-leash area. My family has been in the area since 1949. I bet most of you do not realize that the area south of Swansea Public School’s field was the village dump during the 50s and 60s. I can tell you, it is a far better place now than it was with debris and refuse and sofas rotting in the creek leading to Catfish Pond. I would predict that if you were to measure the decibel level on St. Olave’s Rd. of the children at the school throughout the year and the dogs in the dog park, the school children would win hands down. I suggest that a better reaction would have been to post a sign first warning that if barking occurs before certain times, then the area would be closed. Just closing it is not the answer because many, many more people will be hurt than the complainers will benefit. Brenda Morgan

space to the library board for $1 million – even though it’s worth $3 million, Putnam said. And, that money has already been allocated through Section 37 funds. The remainder of the money needed to finish the interior will be made through the sale of the old library, he said, with the entire process will likely take three to four years.

There are several organizations within the community that could benefit from a little Christmas cheer from its neighbours. Groups like, Artsjunktion, a depot that receives and distributes donated materials and supplies free to Toronto District School Board (TDSB) staff, before and after-school care programs, daycare and parenting centres, even

high school students who use the donated materials for their visual art projects, said facilitator Eileen Orr. Its purpose is to recycle material that can be used to enrich classroom projects, in-school creations and to support students in the teaching of the TDSB curriculum. Used Christmas cards are always appreciated. As are children’s books, binders, office supplies, pencils, pens and crayons – “anything that

can be used in a school setting,” Orr said. Representatives from The Boulevard Club brought a big cake and an even bigger cheque to their friends at the Parkdale Activity-Recreation Centre (PARC) this month. The Boulevard Club Gives Back, the charitable arm of The Boulevard Club, a private multi-sport, recreation and social club located in south Parkdale, raised $50,000 for PARC’s meal program. Ann Geddes, general manager at The Boulevard Club, explained the Gives Back’s largest fundraising event of the year was held in October. Money was raised through a silent auction, raffle and a live auction where members purchased meals for PARC members. With the auction, Boulevard Club members - many of whom are from the Villager area - don’t take anything away with them, instead they were simply pledging anywhere between $300 for a month of meals to $3,600 for a year of meals for one person. “For the second year in a row, the meals have brought in the largest portion of the funds,” Geddes said. developing connection After six years of working with PARC, Geddes said the Boulevard Club membership is developing a connection

with the members at PARC and this year, instead of a classic cheque presentation, representatives from Boulevard Club Gives Back came to PARC’s drop-in centre and shared a meal and cake. PARC works with members on individual issues of poverty, mental health, addictions, homelessness and food security through four core areas of operation: a drop-in centre, a peer-support program, an outreach program, and supportive housing. PARC chef Alain Levesque said in 2012 the organization served 77,000 meals. The financial contribution of The Boulevard Club makes an enormous difference at PARC, he said. “It keeps us afloat in the most basic sense,” Levesque said. “It gets divvied up in combination with other funding we get from the City of Toronto. It contributes to our ability to purchase food, it contributes to our ability to employ people like myself, other cooks and dishwashers.” PARC receives a high volume of food from the Daily Bread Food Bank and Second Harvest, Levesque said. “They provide the majority of the fresh food that we are able to serve, but we do have to purchase and supplement what we get from them in order to provide

a well-rounded nutritious meal,” said Levesque. “We are well supported by our partners, but there are some definite gaps that The Boulevard Club helps us to close,” Levesque said. Sheila Koffman, the owner of Another Story Book Shop and the co-chair of the board of directors at PARC, said it is important to PARC that every effort is made to get the best food for the members. Donations such as the $50,000 from The Boulevard Club Gives Back enables PARC to do that. “They are supporting an organization that is so important and the food is such an important part of PARC,” Koffman said. “Most of the people that are here might not even have a home, they might be on the street, they might live in a rooming house or a place where they don’t have the ability to make their own food.” donations needed PARC is seeking donations from the community to help provide PARC members with access to healthy and nutritious food. Councillors Perks and Doucette explain budget to residents LISA RAINFORD lrainford@insidetoronto.com If you borrow a book from a library; ride public transit; or drink water from a tap, you’re relying on a City of Toronto service. “If you can see it, touch it, smell it – it’s probably a municipal service,” ParkdaleHigh Park Councillor Gord Perks said at the 2014 City of Toronto Budget town hall meeting he hosted alongside colleague Parkdale-High Park Councillor Sarah Doucette earlier this month, the third budget meeting the two have presented. “The city you see is something we build together.” A few dozen Wards 13 and 14 constituents gathered in the second floor staff room at Bishop Marrocco/Thomas Merton Catholic Secondary School to talk to their councillors about the city’s proposed 2014 Operating Budget. The total property tax rate

increase, including residential and non-residential buildings is 1.3 per cent, said Perks about the tax supported operating budget. Council approved a special tax levy of 0.5 per cent for residential property tax and 0.17 per cent for non-residential properties to support the construction of the Scarborough subway, which results in a total 2014 property tax increase of 2.5 per cent on residential properties – an average of 64 extra dollars for a singlefamily dwelling, explained Perks. Despite the proposed increase, Toronto’s residential property tax remains one of the lowest of cities in Ontario. “I think our residential tax rates are low. I think they’ll stay really low for the next while,” Perks said. Breaking down the operating budget, the Ward 14 councillor pointed out that 20 per cent of funds go toward the Toronto Transit Commission

Ward 18 meeting set for January Davenport Councillor Ana Bailao hosts her annual Ward 18 budget 2014 town hall meeting Jan. 9 at Bloor Collegiate Institute. Council will vote on the 2014 city budget Jan. 29 and 30. “This upcoming budget will be another opportunity to implement the vision that we have for where our city should be going; about identifying not only the services we wish to have, but the principles on which we want our city to stand for,” said Bailao in a statement. As this meeting approaches, Bailao is collecting her constituents’ feedback through her online budget survey and during a community telephone town hall Dec. 17 at 8 p.m. The Jan. 9 meeting takes place at Bloor Collegiate, 1141 Bloor St. W., from 6:30 to 8:30 p.m. For further details about this and the telephone town hall, contact councillor_bailao@toronto.ca or 416-3927012. (TTC) while 3.7 per cent goes toward children’s services, including daycare, and 2.1 per cent is allocated for long-term care and services. Perks broke down where residents’ tax dollars are going through a Power Point pre-

sentation. He cited Toronto Police Services ($656 million); TTC ($365 million), Toronto Fire Services ($279 million) and Toronto Parks, Forestry and Recreation ($195 million) as examples. “It costs 80 cents per each

new TTC rider,” Perks said. “Transit ridership is setting record high ridership levels.” More and more people are relying on ambulance services, and Perks said lives will be put at risk if the city doesn’t make the appropriate investments. The 2014 budget proposes hiring an additional 56 paramedics next year and another 56 the following year and 57 positions in 2016 to improve response time to life-threatening emergency calls while reducing overtime pressures. The budget also proposes increasing the number of fire prevention officers while hosting more than 1,600 public education forums to promote fire safety. “There will be new supports through the arts from the billboard tax,” Perks said. “In neighbourhoods that have an above average number of people living in poverty, we’ll

create additional free programs at community centres. Over the next several years, we’ll increase the number of priority centres.” Next year’s budget includes increasing resources for the city’s planning staff. The planning department for the amalgamated City of Toronto is smaller than it was for the former City of Toronto, he said. Other highlights include $6.3 billion to address ridership growth of the TTC and repair infrastructure and replace aging subways and streetcar; $535 million over the next decade to repair and maintain the Gardiner Expressway; and $15.6 million for the construction of the Toronto Zoo’s Wildlife Health Centre to provide modern, efficient and safe handling and care of animal patients. Teams of four students from more than 20 schools within the Toronto Catholic D i s t r i c t S c h o o l B o a rd (TCDSB) constructed their boat in the morning and then competed in both a speed and weight challenge in the swimming pool in the afternoon. “We started with a lot of cardboard and a lot of tape,” said Joey Scamolla, a Grade 12 student at Bishop Marrocco, as he and his team scrambled to assemble their boat. Asked what their strategy was in building a boat that could hold the four teammates during the weight challenge portion of the competition without sinking and keep two teammates afloat in the paddling portion of the competition without breaking apart, Scamolla said: “The lighter, the better.” On the other side of the gymnasium, Julia Carrillo documented her team’s efforts snapping photographs as they built their “origamistyle” boat. The Blessed Mother Teresa team from Scarborough encountered a little bit of trouble initially, however, “their spirits are high,” Carrillo said. Kiara Tonello, a Grade 11 student at St. Joseph’s Morrow Park Catholic Secondary School, said the goal is to design a boat that will make it to the end of the race without sinking. She and her team
