Residents worry safety at risk if fire station closes

Rally to save station scheduled tonight LISA RAINFORD lrainford@insidetoronto.com The possible closure of Runnymede fire station is a particularly emotional topic for nearby resident Jeff Mather. The MacGregor Avenue resident watched in awe several years ago as firefighters from the local hall arrived at his home within minutes to extinguish a smoking dryer. “Before we knew it, the guys were there,” he said of the emergency crew from station no. 424 on Runnymede Road, just south of Annette Street. Only a few years later, his elderly father would perish in a fire that engulfed Mather’s childhood home

in the Don Mills area. “It struck me – had he been in a similar situation with the fire station down the street – would it have been a different story?” Mather was one of a couple dozen local residents who filled the Swansea Town Hall council chambers on Sunday afternoon, to discuss the station’s potential closure in January 2013. Due to City of Toronto budget constraints, Toronto Fire Services has been forced to contemplate closing the fire hall while removing four trucks from stations in Scarborough, Etobicoke and Riverdale. Seniors test their fitness levels at opening of Loyala Arrupe centre LISA RAINFORD lrainford@insidetoronto.com Eileen Sword had never tried Zumba, the ever popular dance-fitness program, but she gamely joined the group as the instructor cued the music. As the demonstration of aerobic and dance moves wound down,

Sword made her way back to her chair. “I just made a damn fool of myself,” she quipped good naturedly. Sword was one of several seniors taking part in the grand-opening of the LA (Loyola Arrupe) Centre for Active Living in its new home at 55 Rankin Cres. last Thursday. Sword

said she and her husband had just moved to the Bloor Street West and Symington Avenue area two months ago and she was looking forward to taking part in the nearby fitness programs offered by the LA Centre for Active Living – she said she might even give Zumba another try. “It was difficult, but I loved it,” >>>SOCIAL, page 5

High Park resident launches petition to save old oak trees Daniels Corporation says council has approved the development LISA RAINFORD lrainford@insidetoronto.com A High Park area resident is on a quest to save several old, majestic oak trees on land slated for a condominium development at Bloor Street West and Oakmount Road. Anila Sunnak, who lives nearby the site at Glenlake and Pacific avenues, is circulating a petition that calls on the City of Toronto and developer, The Daniels Corporation, to “stop cutting oaks in High Park eco-buffer zone.” “Within a couple of days, we have almost 400 signatures,” Sunnak told The Villager. “This is clearly an important issue for our area, but the petition has been signed by people across Toronto and further afield.” The oak trees, nine altogether, are an important part of Toronto’s eco-system, Sunnak said. “Why weren’t they built into the design of the development,” she said. “It’s really sad. We have to present the petition to the decisionmakers and The Daniels Corporation.” big picture The oak trees are part of a big picture concerning the impact of development on High Park, according to Leslie Gooding, co-chair of the High Park Natural Environment Committee. High Park has grasslands with “islands” of black oak trees called High Park Oak Woodlands. This habitat is very rare. “ T h e Hi g h Pa r k Oa k Woodlands are the fourth largest such area in Canada. They are continentally significant and globally rare,” said Gooding. “It is designated a provincial Area of Natural and Scientific Interest (ANSI).” The centuries-old trees, added Sunnak, serve as a pitstop for migrating birds. “We don’t even have the genetic heritage of these trees. The seeds don’t even exist anymore,” she said.

Anila Sunnak is on a mission to save a number of oak trees on a plot of land, at the corner of Bloor Street West at Oakmount Road, that is under development.

“People in our neighbourhood are very concerned. The community will work to make this concern known to the developer.” To make room for the proposed 14-storey, 378-unit residential and retail complex, the site that encompasses 1844 to 1854 Bloor St. W., 34 and 37 Pacific Ave. and 6 to 14 and part of 18 and 18A Oakmount Rd., has to be cleared. The long-abandoned houses were torn down. The trees remain standing at this point. City council has approved the development, according to Daniels’ senior manager of development Neil Pattison. However, residents take issue with the building’s height and density as well as its ecology and are fighting the proposal at the Ontario Municipal Board (OMB). The OMB hearing wrapped up Nov. 23, but the decision will not be handed down for up to five months. Until then, the site will remain as is, said Pattison. “We had an ecologist give

evidence on the trees,” said Pattison of the OMB hearing. “These are black oak. They’re common species.” They are not part of the nationally rare oak savannah that can be found in High Park, said Pattison. Approximately one third o f Hi g h Pa rk’s n a t u ra l environment is comprised of the rare oak savannah, an open, park-like landscape that includes widely spaced black oaks, scattered low shrubs and a variety of prairie grasses and wildflowers, according to the High Park Natural Environment Committee. “Our site is not that area,” stressed Pattison. “It had houses on it since the 1900s. It’s not part of the black oak savannah.” ‘sad story’ Pa r k d a l e - H i g h Pa r k Councillor Sarah Doucette called the situation “a sad story.” “It really is,” she said. “I’m the first to go to bat for trees, but there’s not much we can

do.” The city looks at each development site and takes into account the environmental impacts before making any decisions, said Doucette. The trees are not part of the rare black oak savannah, she said. Nevertheless, petitioners have not been shy about sharing their opinions. Roncesvalles Village resident Abby Bushby wrote that the trees are key to the integrity of the community’s public space. “The oaks in and across the street of High Park are of huge importance to the integrity of the public space and to the critical mass of a dense urban forest, which delivers great ecological benefits, including oxygenation and cooling of local streets,” she said. “The buffer zone along Bloor especially is important to keep Bloor Street on the north side shaded, friendly for pedestrians, and preventing the Daniels development from usurping the public space of Bloor Street.”

Colborne Lodge marks its 175th anniversary LISA RAINFORD lrainford@insidetoronto.com John and Jemima Howard would have been extremely pleased by the steady stream of visitors to their Regencystyle picturesque villa in celebration of their home’s 175th anniversary, says the Colborne Lodge museum site coordinator. Decorated for a 19th century Christmas, revellers were especially struck by how Colborne Lodge looked at night, said Cheryl Hart. People were invited to wander through the house, lit up by oil lamps and candles, to learn how the Howards celebrated the holidays recently. Designed by John Howard, one of Toronto’s first architects, Colborne Lodge was built in 1837 to complement its surrounding nature. “John was specific that the park not be called Howard Park,” Hart said. It was his wife’s idea to call it “High” Park for its location atop the highest point of the Humber Bay shoreline. Their house was named for Upper Canada Lt. Gov. Sr. John Colborne, who appointed Howard to the position of geometrical drawing master at Upper Canada College. first surveyor of city In 1834, William Lyon Mackenzie appointed him as the first surveyor of a newly incorporated City of Toronto. As surveyor and city engineer, Howard can take credit for planning Toronto’s first sidewalks, sewers and roads. He also surveyed building lots, the Toronto Harbour and Ashbridges Bay. The couple would be “extremely pleased” by how Colborne Lodge and High Park have been received by the public since they were deeded to the city, Hart said. “ They wanted to set an example for others to encourage them to be philanthropic,” said Hart, sitting at the lodge’s winter kitchen table. The pair also believed people of lower class, in particular, would benefit by returning to nature, she said. Colborne Lodge’s architec-

ture serves to enhance its natural surroundings. After John Howard’s death in 1890 (his wife predeceased him in 1877), the house was occupied by his servants, a family he was quite fond of, Hart said. Colborne Lodge sat empty until the 1920s when the Women’s Canadian Historical Society turned it into a museum. It was restored to the 1870s period “because we wanted to tell Jemima’s story,” Hart said. “(Colborne Lodge) has a long history as a museum. It’s one of the earliest historical house museums in Toronto,” she said. “It’s a nice time to visit particularly because it’s the anniversary and we decorate for Christmas.” Make Christmas centrepieces, ornaments and Christmas cookies at Colborne Lodge during upcoming workshops throughout December. Call 416-392-6916 for details. n The tours continue until Jan. 6, Tuesdays to Sundays, noon to 4 p.m. (The museum is closed Mondays and on Dec. 25, 26 and Jan. 1). Doucette must take strong stand against ‘over-building’

The Villager is a member of the Ontario Press Council. Visit ontpress.com

To the editor: Re: ‘Veteran, rookie politicians reflect on half-way mark of council term,’ Special Report, Nov. 29 Sarah Doucette is proud of her contributions to the High Park Zoo and playground, and rightly so. But she falls woefully short when it comes to control and management of housing development. The increased road congestion, the over-building, the potential loss of family housing and amenities are concerns that the councillor should address, first by making her position crystal clear and then by action. The councillor is an elected official who should represent her constituents, not outside interests who have a shortterm vision for the west end. Gared Daniel

Work together to ease effects of teachers’ strike

T

his week, Toronto residents saw students from numerous high schools take to the streets to protest the loss of extra-curricular activities at their high schools as part of the continuing battle between the Ontario government and its public school teachers. Next week, however, the heat is really going to be turned up as a one-day strike by public elementary school teachers in Toronto is expected at some point before next Friday, Dec. 21. The union representing the elementary school teachers, the Elementary Teachers Federation of Ontario (ETFO), has been calling one-day strikes in school boards across the province since Monday of this week. The ETFO is giving boards, and parents, 72 hours notice of the impending strikes. Perhaps by the end of this our view week or early next week, Toronto residents with children in the Make alternate public system should know what day the Toronto District School plans to Board (TDSB) will strike the elementary schools. The TDSB avoid panic will close the doors of its schools with students from junior kindergarten to Grade 8. The board has sent home letters to parents encouraging them to start making alternate arrangements for their elementary school children now. For thousands of parents this is going to be a costly, complicated and stressful day. But by working together in our neighbourhoods and school communities we can make it easier for those facing challenges. Communities in other boards have come up with some good ways of dealing with the strikes beyond taking the day off work or sending the kids to other family members. For instance, the City of Ottawa announced it would be extending its before and after-school programs on the day of the strike. We expect to see an announcement from the City of Toronto shortly that it will be doing the same. Also, other organizations are stepping up. In the case of Ottawa again, the Ottawa Senators said they’d offer a full-day hockey camp that day for kids aged five to 12. Hello, Toronto Maple Leafs – there’s a great idea. There are many other great ideas out there parents can start sharing with each other right now, so that those who are able to help with child care on strike day can do so while those who must go to work can also do so. newsroom

Budget battle a shadow of last year’s fight

W

hat a difference a year makes. Last year, the operating and capital budget was a battleground between left and right, downtown and inner suburbs, Margaret Atwood and Etobicoke North Councillor Doug Ford. The budget committee wrestled with hot-button issues such as the closure of city zoos and the denuding of public libraries. It was enough of a fight that Toronto council finally took part of it away from the budget committee and Mayor Rob Ford, and set the stage for a dramatic power shift in which council wrestled pretty much everything away from the mayor. Mayor Ford and his supporters warned that in this year’s budget, council and the city would have to go through the war all over again. As it’s turned out, that’s not so much the case. The 2013 operating and capital budgets are definitely still a thing of the Ford administration. The budget will see tax dollars

THE CITY

david nickle

invested in road repairs to unprecedented levels — driven even higher by the need to repair and rehabilitate the crumbling Gardiner Expressway — covering roads in cash rather than borrowed money. To help fund that, there will be some cuts to fire, police and ambulance, and projects near and dear to the hearts of downtowners and the left wing on council — such as arts funding — aren’t getting the attention they might have under another mayor. But generally, this is a budget that doesn’t take many risks. There is no attempt to remove the land transfer tax. The budget doesn’t pretend to freeze property taxes. It doesn’t make an attack on downtown services particularly, just as it doesn’t reward

suburban communities, especially. It does make a significant and potentially damaging change to the way the city funds repairs, using cash instead of borrowing — but that is a serious double-entry accounting problem, and not an especially significant political problem. It shouldn’t surprise that the Ford administration is taking it easy on this one, or at least playing things a little more slyly. Last year, Mayor Ford could still point to a strong electoral mandate as a basis to push hard on an agenda that was both aggressive and divisive. That mandate is still there in theory. But the mayor and the agenda are walking dead in these weeks before Christmas, as the budget committee wraps up its deliberations. They’ve been a sullen affair; budget committee chair Mike Del Grande presided over public deputations early this week, underneath the projection of a growing spreadsheet on which he costed every

single thing Torontonians asked for in their three minutes. But again, that’s nothing compared to the marathon meetings Mayor Ford held last year. Spreadsheets have nothing on sleep deprivation. And from the look of things, 2013 has nothing on 2012. n David Nickle is The Villager’s City Hall columnist. His column appears every Thursday. Contact him at dnickle@insidetoronto.com

Social activities, access to computers offered at centre >>>from page 1 Sword admitted. Sword said she took clog dancing at the York West Active Living Centre before moving to her new neighbourhood. The LA Centre for Active Living used to be located at the Loyola Arrupe seniors residence at Bloor West and Keele streets until its lease was up, according to program director Melissa Scott. “We wanted to stay in this neighbourhood and voila, here was this beautiful building,” she said. Approximately 300 seniors live at 55 and 77 Rankin Cres., a Toronto Community Housing complex, the majority of whom eagerly anticipated the arrival of LA Centre for Active Living. “They didn’t have activi-

ties here, but they have an active tenants’ association,” said Scott. The centre has partnered with the Silver Circle West Toronto Services for Seniors, a community not-for-profit organization that provides practical assistance and social support to seniors, caregivers and adults with disabilities living in our community, to provide the new programs. They include not only Zumba, but chair yoga, Wii sports, line dancing and board games. There is also a laptop library with eight new computers. “We’ll provide social activities like daily coffee and tea and birthday parties,” said Scott, adding that programs and activities will change and grow according to what its members want. Davenport MPP Jonah

Schein took part in the grand opening event. “Our population is getting older and one of the best ways to see our money spent well is to make sure people have programs like these,” he said. “I hope you’ll invite me to exercise with you.” Thom Berger, executive director of Silver Circle, said he was pleased to be able to provide the activities and programs that 55 and 77 Rankin residents have been asking for. “All you have to do is take the elevator down here – once you get fit, you can take the stairs,” he said. A GOOD CAUSE: Flora Charnock moves to the music along with other fitness enthusiasts at the memorial aerobathon/toy drive in honour of Holly Jones, which took place at the Masaryk Cowan Community Centre on Sunday. About 70 people took part in the aerobathon, which featured Zumba, kick boxing, dance fitness and yoga. About 100 toys were collected, along with more than $1,000 in gift cards and cash. All proceeds will benefit the 46th annual CP24 CHUM Christmas Wish. Several area grocer’s donated food and beverages for the participants. This is the ninth consecutive year the event has taken place.

The search for your dream home ends here.

Ways to boost home value If you are looking to sell your home there are easy ways to boost the resale value before your next open house.

Upgrade appliances Prospective buyers won’t be thrilled if they walk into a home and see outdated appliances. Some might even feel older appliances indicate a homeowner who cared little about appearances and might begin to wonder if there are any additional areas that might have been neglected around the house. Stainless steel appliances in the kitchen and even new fixtures in the bathroom are aesthetically appealing and tend to excite buyers. Homeowners who aren’t immediately putting their property up for sale can gradually upgrade their appliances to lessen some of the financial toll such purchases take.

Replace the carpet A clean carpet might make a world of difference to a home’s inhabitants, but a new carpet will be more appealing to prospective buyers. Choose a neutraltoned carpet that will boast a more universal appeal.

Paint the home

A fresh coat of paint or new siding is always attractive to prospective buyers. If your home hasn’t had a new coat of paint in awhile that might make buyers feel the home is musty or old. Many buyers judge a book by its cover, and sellers want their home’s exterior to be as attractive as possible. Homeowners can also paint rooms inside the home to give it a fresh and welcoming feel.

Clean up around the house A cluttered house will almost certainly repel buyers. Buyers want a home that’s roomy and well kept, but clutter creates the opposite impression. Organize the closets to make them appear more roomy and clean up any areas that have become cluttered -- consider temporarily renting a storage unit to house excess stuff from closets. Basements or utility closets might be handy for storage, but they should be open and clean before hosting an open house. The less clutter a home has, the more spacious it will appear and the more money sellers can likely demand for the home.

Western Technical students cycle for cancer research LISA RAINFORD lrainford@insidetoronto.com Decked out in Colonel Mustard’s trademark yellow button-down shirt and safari hat, a cardboard cutout of his handlebar mustache taped above her upper lip, Georgina de Roche was unmistakable as the popular character from the board game Clue. The Grade 12 student at Western Technical Commercial School was joined by cohorts Prof. Plum, Mr. Green, Mrs. Peacock and Miss Scarlet. The group made up a team taking part in the high school’s fifth annual Inside Ride, hosted by the Coast to Coast Against Cancer Foundation, billed as Canada’s only national charity devoted to fighting childhood cancer. De Roche said she was inspired to fundraise for the cause because her grandfather suffered from prostate cancer. “I’ve had family members who’ve had cancer,” de Roche told The Villager. “I wanted to get my friends involved.” The ‘Clue’ team raised more than $450 – 100 per cent of which goes toward improving the survival rate and quality of life of children and their families impacted by cancer. That includes children like nineyear-old Megan, whose photograph adorned one of several sandwich boards throughout the school gym to serve as inspiration to the teens.

The little girl who loves school, arts and crafts and playing sports was diagnosed with acute myeloid leukemia, which starts in the bone marrow but often quickly moves into the blood. “Today is dedicated to the children and families who’ve been affected by cancer,” said Heather-Jo MacIntosh, a physical education teacher and coordinator. “We will ride with energy and smiles on our faces knowing we’ve made a difference.” The two-hour stationary cycling event involved both staff and student teams all dressed up in costumes. Each team member rode for 10 minutes. Medals were awarded for best costume, highest mileage, best team spirit and highest fundraiser. The Inside Ride was spearheaded by Dakota Vine, one of Grade 12 leadership class teacher Anisa Khan’s former students. The leadership class then took it upon themselves to launch the event. “Every year, it’s gotten more and more popular,” said Khan, adding that as much as $20,000 has been raised since its inception. “This event is great for our school because we’re an activist school.” Since its start five years ago, the Coast to Coast Against Cancer Foundation has hosted more than 430 events and raised $6 million. Toronto Fire Station 424 on Runnymede Road is slated for closure next year.

Toronto Fire Services would save $1.89 million by closing station you’ve got a gap. I don’t understand the logic,” confessed Roberts. Sales admitted this was not an easy decision to make. “We look at the amount of calls we get, the average response time; the time to dispatch and to analyze the call. Our goal is four minutes,” he said. “Throughout the entire city, it’s over four minutes.” Doucette reiterated Roberts’ concern. She pointed to the incoming development slated for Southport Street and Bloor Street, just west of Jane Street. “Swansea has one truck. If that one is out, we’re looking at (stations at) Jane and Dundas and Keele and Dundas – that’s a concern,” she said to rousing applause. There was a consensus among community members that the budget is taking precedence over safety; however, Sales assured no data indicates the closure of Runnymede station would have an impact on residents. Although, he did admit, “I don’t think you can shrink yourself

to greatness. We’re trying to tighten our belts and do the best we can.” Both MP Peggy Nash and MPP Cheri DiNovo attended Sunday’s meeting. DiNovo vowed to lobby the province for support. “I’m feeling particularly unsafe,” she said. “We have increasing density no matter what kind of gloss we put on it. To me, this is a problem with downloading. I’m going to be calling for the minister of municipal affairs to do something at the provincial level whether by writing a cheque or coming up with some good ideas. When will it stop? When someone dies?” Residents have also banded together to organize a rally to save the fire station. The rally takes place this evening at the station, on Runnymede Road, just south of Annette Street starting at 7 p.m. This is a family-friendly event that will include Christmas carols in support of local firefighters.

This is playing with people’s lives,” said Doucette, who is circulating a petition to keep the fire hall open. Toronto Fire Services would save $1.89 million annually by closing Runnymede station no. 424. The Runnymede station was chosen for its close proximity to other area fire halls, including Keele and Dundas West streets, Jane and Annette streets and Swansea, and its low call volumes. “This is a difficult time for Toronto Fire Services. We run a very effective service. It’s a challenging budget year,” Sales told his audience. “This year, we’re looking at reducing five crews, 123 units versus 128. Our goal is to keep that many trucks and personnel on the street.” Swansea resident Bill Roberts expressed his worry for the safety of the south end of Swansea, which he pointed out is landlocked by High Park, the Humber River and Grenadier Pond. The Keele and Jane and Annette-area fire halls are quite a distance from south Swansea, he said. “My concern is,
