A Great Dane-bullmastiff mix was discovered by a Humbercrest Boulevard homeowner and her daughter after the pooch had made himself comfortable on their porch. “We fell madly in love with him,” Brenda Morgan told The Villager after discovering the dog last Friday. Morgan, who has a Golden Retriever named Bailey, took the dog to her backyard while she reached out to as many as 60 dog owners in the neighbourhood, who are part of an organization called ‘The Humber Hounds’. Group shows ugly side of Davenport bridge rAHUL GUPTA rgupta@insidetoronto.com Grassroots group Options for Davenport is insisting a grim architectural rendering it released this week of a proposed GO Train bridge is an accurate representation of how the neighbourhood will look in the next few years if the project is completed. The rendering, prepared by a supporter of the group, which opposes the bridge and wants a tunnel built instead, was posted on social media this week. It depicts the impact of an 8.5-metre high rail on Campbell Avenue Park, which lies within the study area proposed for the 1.4-kilometre structure to span from Bloor Street West to north of Davenport Road. Should the bridge – which Metrolinx is proposing to build to eliminate the Davenport Diamond at-grade rail crossing – be approved the rendering suggests an austere landscape dominated by a concrete overpass dotted with graffiti, and green space devoid of trees and activity. “It looks very similar to what (Metrolinx) has built in other places,” said group spokesperson Sam Barbieri in an interview last week.

“There are columns every 30 feet, it’s made of solid concrete and has no architectural value whatsoever.” Barbieri also pointed to constant graffiti spray painted on special walls installed along the West Toronto Railpass to reduce noise and vibrations from the Union Pearson (UP) Express air rail link, suggesting the same fate would befall the proposed train bridge for Davenport.
Not so, according to Ann Marie Aikins of Metrolinx. Aikins said the rendering presented a wholly inaccurate view of the overpass, which the agency wants to build to improve service for GO trains servicing the Barrie line. She said Metrolinx is fully committed to improving the lands under the bridge with more green space, cycle tracks and multi-use trail to
connect with the park. Aikins also took exception with the group’s contention trees will be removed from the park, pointing out the planning agency will plant three new trees for every two which need to be removed for construction. “There is nothing technically accurate about this rendering,” said Aikins over email. “Metrolinx would never build an overpass that looked like this rendering.” Barbieri insisted the bridge’s estimated $140-million price tag won’t be nearly enough to pay for an eyecatching design, as well as public realm improvements underneath, like a rejuvenated Campbell Park. “Add in maintenance costs and all of a sudden the cost of the bridge is the same as a tunnel,” he said. A tunnel, which would cost well over $600 million according to initial projections from Metrolinx, would allow the same promised “amenities” but free from the shadow of an immense rail bridge, said Barbieri. “Then we don’t have an eyesore and we don’t have safety issues,” he said. “We’d be in the sunshine and green grass, and there would be trees. People would be able to walk or bike all the way from Davenport Village to the Junction Triangle.”
Council asks Metrolinx to build tunnel instead of bridge DAVID NICKLE dnickle@insidetoronto.com The Davenport overpass planned by Metrolinx to replace the Davenport Diamond rail crossing should possibly be a $626 million tunnel instead, Toronto City Council has decreed. Council voted 38-1 to ask Metrolinx to abandon its plan to bolster the Barrie GO Transit service by building a 1.4 kilometre, eightmetre high bridge that would stretch from north of Bloor Street to south of Davenport Road. Metrolinx, the provincial agency that oversees GO Transit, made the call this fall to build the $140-million bridge project – despite the fact that its own engineering assessment indicates that the bridge will have
a huge impact on the homes along the route, both visually and in terms of noise. Metrolinx will begin its approvals process in January, accelerating the work so as to meet its timeline for regional express rail. While council has no authority to stop the work, councillors rallied around local Davenport Councillor Ana Bailão to ask the provincially appointed agency to take another course. She said her constituents wanted to look at putting the track underground, and also other ways to make the new rail line more attractive – possibly including a station that links the GO line to the subway. “We need to make sure that this piece of infrastructure isn’t going
to deter the development of the community but help it,” she said. “We don’t want to be the community known as the train-watching community. You’re asking us to put a 1.5-kilometre bridge, eight metres high without access to it or benefits in the public realm. So stop working on it. We want to make sure that we benefit through this infrastructure.” Willowdale Councillor David Shiner, who chairs the city’s planning committee, moved the recommendations that council ask Metrolinx to consider a plan to build a tunnel through the community instead. “It is a public organization and the board at Metrolinx has a fiduciary duty to think about the public – to think about the community – to

look at the impact of their decisions. That’s not happening here,” he said. “What are you looking at? A Gardiner Expressway for trains, going over the community.” Council also voted to have staff ask that politicians be put onto the board at Metrolinx. Currently the agency is governed entirely by provincial employees.
City OKs lights at busy Bloor intersection Toronto City Council approved the installation of traffic lights at Bloor Street West and Armadale Avenue at its Wednesday, Dec. 9 meeting. The pedestrian-activated traffic lights passed without debate, a decision Parkdale-High Park Councillor Sarah Doucette called “good news.” Area residents had been pushing to see a pedestrian-safe crossing installed at the intersection. Their efforts included a petition they circulated in late summer and early fall that garnered more than 200 signatures. Sw a n s e a re s i d e n t O rc h i d Jahanshahi, who lives about three blocks from the intersection, said she first sent a letter to former councillor Bill Saundercook expressing the need for a crosswalk. A lot of seniors and children cross there, she said. It’s a busy intersection, in part, because of its proximity to the Jane subway station. In fact, one of Jahanshahi’s neighbours, Marney Showalter, was struck by a car there in February. “I was crossing from the north side. A stopped car was waiting to turn left onto Armadale north,” she told The Villager. “I made eye contact with the driver of the stopped car, looked carefully to make sure no other car was in the curb lane and proceeded to cross. A car came from behind to pass the stopped car on the right side. I did not have time to get out of the way, nor did the car have time to stop. The car hit me in the upper leg and threw me to the ground.” Showalter was rushed to St. Joseph’s Health Centre. She had a fractured bone in her face and lost a front tooth. Etobicoke York Community Council voted at its November meeting to approve the traffic control signals. – Lisa Rainford

Citizens must condemn ‘blip’ of gun violence W
hile the recent uptick in gun violence that took place in Toronto this past week shouldn’t be cause for alarm, it should be a call for law-abiding citizens to condemn any violent crimes regardless of where they occur in the city. Beginning Friday afternoon, a fatal drive-by shooting was reported in the Entertainment District downtown, which was followed by a separate shooting incident at a small plaza minutes away from Fairview Mall near Don Mills Road and Sheppard Avenue. The following night, police responded to a call after gunfire erupted at Keele Street and Eglinton Avenue where a baby shower was taking place in a nearby building. Whenever gun violence is reported anywhere in the city, there’s a danger in the complacency felt by residents when they discover such violent acts have taken place in another neighbourhood. Instead of just reading the headlines in the newspaper and shrugging a shoulder, there may be opportunities to get involved with organizations that are already working to make communities safer through a number of outreach initiatives. Perhaps more can be done to ensure residents and businesses in at-risk neighbourhoods feel less neglected and isolated by demonstrating any violence in the city is unacceptable. Torontonians do indeed have the privilege of living in a safe city, but it will take more than just the police doing their jobs to keep it that way. So while it shouldn’t be a cause for alarm that Toronto streets are no longer safe, it should be a cause for concern that not all violent crimes are taken seriously.

Former mayor’s tax breeds complacency
L
et us take a moment to sing the praises of David Miller. This has not been a popular pastime for many years. Indeed, it made one suspect in certain circles from nearly the moment Torontonians decided to elect him mayor in 2003. Try saying a good word about Miller in 2007, the year he strong-armed Toronto councillors into approving the Municipal Land Transfer Tax (MLTT), and you’d be run out of certain parts of town even whistling a happy tune. Well, that was then. On Tuesday morning, Toronto’s new city manager Peter Wallace made it clear that everybody – tax-aphobic conservatives and spend-o-philes in the ranks of the municipal New Democratic Party, and everybody in between – owe it all to the blond lawyer from High Park and his notion of raising revenues by taxing real estate

The Municipal Land Transfer Tax, Wallace explained at the 2016 operating and capital budget launch, is the single biggest factor in allowing Toronto council to balance budgets with modest tax increases and reasonable service levels. Nothing has saved this city’s bacon like it. OK, that’s enough singing now. Miller’s land transfer tax was what you might call an excellent bet in a highstakes game that led to a series of very lucky breaks for the city. Revenue from the tax that adds a percentage to real estate transactions has grown steadily year by year, just as the value of real estate transactions has increased, in each year exceeding expectations of
finance staff very dramatically. Wallace laid it bare. When property tax revenues were increasing by around two to two-and-a-half per cent a year, the city’s revenue was increasing by about fiveand-a-half per cent, and that – not service cuts, not operating efficiencies, not the elimination of trains of gravy – were what kept the city afloat. He also pointed out it is unrealistic to expect this to continue. That’s still not bad, but it also won’t do. In 2016, the land transfer tax revenue will contribute to the $200 million in new revenue, up $50 million from the $150 million of new revenue the city floated on in 2015. In 2017, Wallace figures we’re looking at $100 million. That means that left on its own, Toronto will not be able to deal with its real inflationary rate – four to four-and-a-half per cent – using its existing revenue tools and keeping property
taxes at historic rates. Politicians can respond to this in a couple of ways. One, they can genuinely reduce the size of local government to fall in line with inflationary property tax increases. That will mean cutting services, limiting growth, tough labour negotiations and firing staff. Or they can go to property taxpayers and tell them to pay more – a lot more – to maintain the city in which they live, and admit that inflation is what the city, not the Bank of Canada, says it is in this town. It will be a job in itself to summon the will to take either course. Because while Miller’s gift of the land transfer tax has given an ephemeral respite from hard choices, one lasting legacy is complacency.

All aboard the streetcar from all doors Transit riders now have the option to board a TTC streetcar from any door. The practice has been in place during peak hours on the busy 501 Queen, 504 King and 510 Spadina lines. Now all streetcars will allow riders to board from any door at any time or day provided they have a valid proof of payment, such as a transfer or a Metropass. Anyone who needs to purchase a fare will still have to enter at the front of the vehicle, with the exception of the new streetcars that have vending machines on board. According to a press release announcing its launch, the app is directly linked to 6,000 taxis across the country, with plans to add 3,000 more. The Ride also promises to allow access to a cab dispatcher should an e-hailing option be unavailable. Currently there’s no way to arrange payment directly through the app a la Uber, and a “convenience fee” of around

For some weeks, this column has breathlessly counted down the impending end of the early Yonge line subway closure for service north of Eglinton Station. For well over seven years, anyone who needed to travel in between Eglinton and Finch Station six days a week after 12:30 a.m. was forced to board a bus so TTC work crews could have enough time each night to carry out essential tunnel repairs. Morgan said she learned from animal services that the dog had been sighted throughout the city’s west end as far away as James Gardens, in Etobicoke, over the past week or so and that it’s likely he was abandoned down by the Humber River. The dog is about six years of age. He is not neutered. He doesn’t have a collar or tags. He’s not micro-chipped and doesn’t have any tattoos. He is awaiting a vet checkup this week before he’s eligible for adoption. This is exciting for residents.” The journey to approval of the new librar y was more than four years in the making, starting with a community meeting on an August evening to discuss how the existing library could be saved. “Now, we’ve got our final approval,” Bailão said. Currently one of the smallest branches in Toronto, the Perth/Dupont library has been ranked as one of the city’s lowest circulation branches, however, there are waiting lists for almost
every program. Those who frequent the library know it’s overcrowded. And so, as the city contemplated closing libraries in response to an independent consulting company’s report four years ago, Junction Triangle residents rallied to create a public-private partnership to fund an expansion of their branch. It’s current location at 1589 Dupont St. will remain open until the new library is built. Then, the old location will be sold with proceeds going toward the new library, Putnam said. Residents came together
and worked with the councillor, who worked with the developer. Bailão was able to secure $1 million in Section 37 funding (money allocated for community use by developers). TAS, the developer, agreed to sell the space to the library board for $1 million – even though it’s worth more. The remainder of the money needed to finish the interior will be made through the sale of the old library.
