Heather Pegg was inspired to paint Telephone Lines after photographing the area one winter morning. The neighbourhood was illuminated by the morning sunshine and transformed an ordinary scene into one of beauty. Telephone Lines references the child’s game “Telephone” where the final story no longer resembles the one first told. But more importantly, it speaks to our desire to connect, communicate and support each other. Heather Pegg is a resident of Bloor West Village and during the last several years has pursued her artistic goals at Art Works Art School under the guidance of Marija Barac Jandric. Call 311 if you have snow removal questions The city’s transportation services department is asking residents to call 311 if they have any issues with snow removal. The customer service number is the fastest way to get information to front-line crews, Parkdale-High Park Councillor Sarah Doucette told constituents in her weekly e-newsletter. Transportation staff move as quickly as possible during a storm, however, they do ask that you not call for road salting for 12 hours after the snow has stopped falling and 16 hours for ploughing. Residents are responsible for clearing the snow from the sidewalk outside their home. Roncesvalles Village violinist shares his talents with TSO TSO prepares to launch its 10th annual Mozart Festival LISA RAINFORD lrainford@insidetoronto.com The Toronto Symphony Orchestra (TSO), featuring Roncesvalles Village concertmaster and violinist Jonathan Crow, invites patrons to celebrate the new year with a series of concerts beginning Jan. 11. The TSO presents the 10th annual Mozart Festival, A Fairy Tale Family Concert, Favourite French Composers and the Sounds of Simon and Garfunkle. The ‘Mozart@258’ marks a decade that the TSO has celebrated Wolfgang Amadeus Mozart’s birthday with six concerts rich in the composer’s music, from Jan. 11 to 23. This year’s festival highlights the music Mozart wrote while working as a freelance composer and musician in Vienna and the choral music composed under his patron, Prince Archbishop of Salzburg. Both guest conductors joining the festival this year, Ignat Solzhenitsyn and Louis Lortie, will lead as Mozart did in his lifetime, performing and conducting from the piano. The final concert of the festival includes, ‘Gran Partita,’ long considered one of Mozart’s greatest works of chamber music for wind instruments. The TSO’s guest soloists and conductors are part of its excitement and appeal,

It’s likely Crow’s daughters, six and seven, would love their dad’s involvement in the TSO’s Once Upon a Time on Saturday, Jan. 18 with shows at 1:30 and 3:30 p.m. Fairytales old and new come to life through music and dance with the orchestra performing Prokofiev’s Cinderella, Ravel’s Mother Goose Suite, and Mendelssohn’s A Midsummer Night’s Dream and with special guests PickleShoes Dance Company. This is Crow’s fourth season with the TSO. The Prince George, B.C. native was introduced to the violin when his parents enrolled him in the Suzuki Method as a six-year-old. At the time, Crow had little experience in auditioning. “It was the first audition I did. There was no pressure, no stress so I could play at my best,” recalled Crow. 2014 must usher in transit decisions
L
et 2014 be the year of definition for Toronto’s transit future. Circular discussion about transit options doesn’t ease gridlock. Insecure funding doesn’t build transit. Poor transportation doesn’t help us realize economic stability, let alone economic potential. And every day without a bona fide master plan agreed to by funders, builders and users is another day to fall behind an eager and competitive global marketplace. For the decisions made or not made today affect us for years to come – and hurt us as traffic gets increasingly problematic. You can’t build what you can’t fund. And nobody seems willing to accept responsibility for funding regional transportation plans. Frankly, no government has the kind of money sitting around to do so anyway. Back in May, Metrolinx, the provincial agency planning and building transit improvements in the Greater Toronto and Hamilton our view Area (GTHA), estimated a $34 billion cost for priority projects. Let’s not dither Funding methods suggested included a gas tax hike; increasing on a long-term the HST in the GTHA by one per cent; hiking development charges transit plan to 15 per cent; and requiring commercial parking lot operators to pay a fee of 25 cents per space. Ann Golden, who chaired a provincial task force examining Metrolinx’s funding suggestions, has recommended to Premier Kathleen Wynne to either fund transit with a gas tax hike or a combination of a raised gas tax and HST hike. The thought of any tax hike is tough for many drivers – and politicians – to accept. Politicians who say they won’t support this tax, however, must offer their own credible solution for funding. We’ll repeat our great wish: Let’s see an ongoing and public meeting of representatives from all levels of government to meet and hash out a complete transit system and a complementary funding formula every level of government can live with. For this isn’t simply a Toronto problem. Canada does not succeed with a Golden Horseshoe weakened by transit woes. Ontario does not succeed when the manufacturing and population hub is staggered by lengthy commute and transport times. And Toronto does not reach full potential on a local or world stage if it develops a reputation as municipally dithering and indecisive in future planning.

Affordable house league hockey and figure skating available in Toronto To the editor: Re: ‘Ice to call their own,’ Special Feature, Nov. 28. I have four kids who participate in hockey and figure skating. Their clubs never seem to have any difficulty getting, keeping and maintaining their ice contracts from year to year. When I have helped managed teams, I was able to secure a long-term permit for ice rental with the city for a reasonable price as I was unwilling to pay the price for private ice. In addition, while reading the article, one of my kids current hockey coaches sent out a note that more ice was purchased for the team to have an outdoor game. Yes, I understand that prime ice (6 to 8 p.m.) may be difficult to get as it is often booked long in advance by annual permit holders. However, there are other time slots and other rinks to try. Several years ago when my
son started with The Toronto Non-Contact Hockey League (TNCHL), I didn’t even know Phil White arena existed. With respect to the Greater Toronto Hockey League (GTHL) volunteer President John Gardner’s comment that the GTHL barely has enough ice, I challenge him to review the statistics of the teams in each division in the league. One may find that in some divisions, there are teams that are struggling (to win) as they struggled to form a full competitive team. Perhaps if the GTHL decreased the number of teams in those divisions, to respect the clubs who are struggling, they would have enough ice and more competitive games. The consequence of decreasing teams should result in more kids playing house league, which could handle the 30 or so extra players as some of the house leagues have been declin-
ing over the years for various reasons. There are still ways to find affordable organized hockey and skating lessons in the city. The city skating programs are reasonable and used skates can be found at various locations. Some house leagues are less than $500 for the season,
which includes: one game, one team practice and one shared skills session per week - about three hours of ice per week. In addition many house leagues and figure skating clubs offer a chance for families to recycle or sell their equipment. Annikki Desmarais
City has its signals crossed over dog park To the editor: Re: ‘Rennie Park users file an appeal to save dog area,’ News, Dec. 12 I just adopted a dog from the Toronto Animal Services, and now the Toronto Parks, Forestry and Recreation Department is threatening to close the Dog Off-leash area in my neighbourhood. On one hand the city is adopt-
ing out dogs to responsible pet owners and on the other hand the city is shutting down community dog parks. What is wrong with this picture? Let’s work together to create a livable city for man and beast alike. I suggest we keep the Rennie Park Dog Off-leash area open. Mary Burge

Time-based transfers may be expanded by the TTC The TTC may expand the use of time-based transfers. At its December meeting set for this week, the transit commission’s board is expected to approve a motion from chair Karen Stintz for a review of the TTC’s current transfer policy, which allows riders to take unlimited trips within a two-hour window – but only along the 512 St. Clair West streetcar line. Time-based transfers were first introduced in 2005 as part of a TTC pilot program. Independent research estimates the TTC would take a $15 million annual loss if the policy were expanded system-wide. TTC transit enforcement officers will have the power
again to arrest unruly riders thanks to a new agreement with Toronto police. The Toronto Police Services Board (TPSB) and the transit commission reached a deal late last week to designate some 40 officers part of the TTC’s transit enforcement unit (TEU) as special constables. With the new status, the officers will be able to investigate incidents, conduct search and seizures and make arrests if need be. Such powers were removed by the TPSB in 2011 following reports of special constables misusing their authority. The police board agreed to return the expanded powers following an application by the TTC in the fall promising greater accountability. Rahul Gupta is The Villager’s transit reporter. Bid to keep diesel trains off the tracks fails MPPs defeat Jonah Schein’s Private Member’s Bill to electrify Union-Pearson Express line Davenport MPP Jonah Schein’s Private Member’s Bill to prevent the use of diesel trains on the Union-Pearson Express and electrify the line was defeated at Queen’s Park on Dec. 12. Simply called UP Express, the project is a piece of the
Metrolinx Big Move project. It will connect the Pearson International Airport to Union Station via the Georgetown South Rail Corridor and will be finished for the Pan American Games in 2015. According to Metrolinx, it will run the cleanest-burning diesel trains

And so, as the city contemplated closing libraries in response to an independent consulting company’s report a few years ago, Junction Triangle residents rallied to create a public-private partnership to fund an expansion of their library. “Residents came together and worked with the councillor, who worked with the developer,” said Putnam,
crediting Bailão, who secured $1 million in Section 37 funding (money allocated for community use by developers), specifically from an impending condominium development on Lansdowne Avenue. Mazyar Mortazavi, president and CEO of Tas, says it’s part of the company’s DNA to be “community builders.” Tas has agreed to sell the space to the library board for $1 million – even though it’s worth $3 million, Putnam said. And, that money has already been allocated through Section 37 funds. The remainder of the money needed to finish the interior will be made through the sale of the old library, said Putnam. Toronto Central CCAC supports seniors living on their own When older adults are having difficulty doing everything they used to do at home, there is a big fear for many: the prospect of having to leave their homes before they feel ready. But there’s reassuring news: many options are available to help people manage in their homes. For those finding grocery shopping and preparing healthy meals difficult, referrals to Meals on Wheels or organizations that provide volunteers to help with shopping trips can make life much easier. For people isolated due to limited mobility or health challenges, day and night activity programs can provide them with social interaction, nutritional support, mental health support and transportation. The Toronto Central Community Care Access Centre (TC CCAC) Information and Referral line can inform callers about services available for themselves or family members. But more help may be needed for people with chronic health problems. A call to TC CCAC can start the process of receiving homecare services. A new client receives a visit

from a TC CCAC care coordinator. These are health professionals trained to listen to and work with people to reach their health goals. The care coordinator will ask what’s most important to the person, their family and caregiver. Then she will include the individual’s family doctor and create a customized care plan. Next, the care coordinator gathers the team of healthcare professionals and the client to make the plan work. She maintains a relationship with the client, updates the care plan and maintains communications between the client, the primary care provider and the rest of the care team. If a client’s health takes a turn for the worse, the care coordinator can arrange for more care at home or help with identifying more appropriate care options. Unnecessary hospital stays and trips to the emergency department may be reduced.
Homecare is not just for seniors. Parents who need help caring for children with complex medical needs and adults with chronic medical challenges can also qualify for homecare support. Even those needing palliative care can be supported to die with dignity in their own homes. With a little help from their community, those with complex health needs are increasingly able to live in their communities and enjoy a high quality of life. All TC CCAC services, including care coordination, are free of charge, paid for by the Government of Ontario. Condo’s size ‘inappropriate’ says OMB >>>from page 1 now a little more familiar with the complex processes needed to represent a neighbourhood’s planning interests all the way to the OMB,” Lloyd Livingstone, a member of the Lithuania Ravine Residents and Ratepayers Association and a Hillsview Avenue resident, told The Villager. “It was also very gratifying to see the hard work of city staff in amassing a wealth of detailed support documentation. Other groups at different stages in this journey need to stay motivated and do their homework.” Sedona Development (High Park) Inc. was seeking to create a larger site for its redevelopment by separating part of the rear yards of 195 and 203 Oakmount Rd. and merging these parts with 200 Keele St. Sedona appealed four issues to the OMB, including a site specific official plan amendment, a site specific zoning bylaw
amendment and two decisions by the City of Toronto Committee of Adjustment that dismissed applications of consent to sever parts of the rear yards on Oakmount Road. The OMB ordered all appeals dismissed. Five Hillsview Avenue residents, whose properties are adjacent to the north side of the site, spoke against the project at the recent hearing as did a spokesperson for the West Toronto Junction Historical Society. While the height of the proposed development is higher than what is permitted by the zoning bylaw, evidence presented to the board did not focus on height, but instead its impact on the existing naturalized area. The OMB ruled that the development’s mass and scale would be “inappropriate” for the site and would not complement the existing physical character of the area. “The neighbourhood is
characterized by large landscaped or naturalized rear yards. The proposal essentially replaces landscaped and naturalized open space with built form,” stated the OMB. The proposed apartment building would not provide any outdoor amenity space because of its close proximity to Lithuania Park. However, the board determined that the park is there to serve residents in the neighbourhood. “It is not there to be a substitute for landscaped open space or private outdoor amenity space that is intended to be provided on the subject site.” The OMB ruled that the proposed development “does not respect and reinforce the existing character of the neighbourhood nor is its height and scale appropriate for the site.

Provincial education tax puts Toronto businesses at disadvantage, says BIA DAVID NICKLE dnickle@insidetoronto.com Running a competitive small business can be tricky. But for the past 15 years, Toronto business owners have been operating with a handicap. Property taxes going to fund provincial education are higher in Toronto than they are in surrounding municipalities – and while relief has been promised, it’s not coming quickly enough for business leaders. “The difference for Toronto could amount to thousands of dollars,” says Lionel Miskin, vice-president of the Toronto Association of Business Improvement Areas (TABIA), which represents 74 BIAs (comprising of some 35,000 business and property
owners) across the city. “If my business is on the south side of Steeles Avenue in Toronto and I’m competing with businesses on the north side of Steeles Avenue, which is in Markham, I’m at a huge disadvantage.” The reasons behind that disadvantage stretches back to former premier Mike Harris and continuing today.

• In 1998, then finance minister Ernie Eves promised to fix the Business Education Tax (BET ) imposed when the PC government took over the funding of education from local boards of education. When boards levied property
taxes for schools, they taxed according to local needs and that money went into local schools. But with the Ministry of Education allocating funding according to a specific formula, the money was spread across the province according to regional needs. The province equalized residential property tax rates for education. Because of that shift, Toronto and other large municipalities took on a larger portion of the property tax burden. Eves committed to cutting business taxes so it eventually would equalize at 1.6 per cent. The initial
target date was 2007. By the time they left office in 2003, the Conservatives were cutting the tax by $400 million a year. • In 2003, the Liberals froze the reductions until the 2007 budget, when it announced it would resume the cuts, targeting complete reduction of the rates by 2014. • In the 2012 budget, the Liberals announced another freeze in the phase-out until 2017 to ’18, when the provincial budget is anticipated to be balanced For TABIA, that’s too late. In a July, 2013 report commissioned by TABIA and the Ontario Business Improvement Area Associations indicated the freeze
would effectively penalize Toronto, where business taxes remain higher than normal, and would not significantly speed up the rate at which the deficit is eliminated. NO COMMENT Officials at the Ontario Ministry of Finance would not comment on the report but pointed to the 2012 provincial budget documents. The documents indicate that high BET rates have been cut significantly, resulting in millions of dollars of savings each year for Ontario businesses.

Ontario is fortunate to have a wide variety of plants and animals. Over 200 of these species, however, are currently ‘at risk’. One of the key threats to their survival is habitat loss. Under the Endangered Species Act, 2007, the Government of Ontario has passed habitat regulations for Bogbean Buckmoth, Four-leaved Milkweed, Fowler’s Toad, Laura’s Clubtail, Queensnake and Rusty-patched Bumble Bee and an amendment to the existing habitat provision for Pale-bellied Frost Lichen.
