Overnight sewer work in Étienne Brûlé Park halted, until January LISA RAINFORD lrainford@insidetoronto.com Lisa Hamilton’s home on Old Mill Drive overlooking the picturesque Étienne Brûlé Park, is typically a tranquil spot. Yet, last week she and her neighbours were unable to sleep several days in a row as construction work continued around the clock in the park, situated in the Humber River valley, just north of Bloor Street West. “The work suddenly started up three nights ago and continued all night,” Hamilton told The Villager. “It made our windows shake.” While she could escape the noise at the office, her husband works from home. “Last night, I debated going down (to the park) in my pajamas,” said Hamilton, about speaking directly to the construction workers to get some answers. She and her neighbours, members of the Old Mill Humbercrest Neighbourhood Association, traded emails during the night, unable to sleep, trying not to go

“insane.” They called 311, Toronto’s customer service line, the councillor’s office and Toronto Parks and Recreation department staff, but with no immediate response. Because of residents’ perseverance and help from Parkdale-High Park Councillor Sarah Doucette, a letter was distributed to the community explaining what the construction project was and how long it would last. As part the residential condominium towers being built at 1 and 2 Old Mill Dr., there are existing sanitary sewer legs within Etienne Brule Park upstream of the Baby Point Pumping Station that need to be upsized to accommodate “a marginal increase in sanitary flow,” engineer Rasheed Serrano of the firm GHD Inc., said in the letter. “Based on the location of the proposed construction, all sanitary flow that is currently directed to the Baby Point Pumping Station needs to be bypassed around the work area to allow for installation works within the pumping station itself,” he explained. To complete the bypass,

several vacuum trucks suctioned the flow upstream of the station. This is what caused the construction noise. There will not be any further overnight work for the rest of this year. “Bypass pumping will be needed to connect the new sanitary sewer line to the existing line in the intersection of Catherine Street and Old Mill Drive, however, the bypass pumping would be complete before 11 p.m.,” Serrao said. Overnight bypass pumping will be required again for two days during the first week of January. A notice will be sent to homeowners when those days are confirmed. A spokesperson for Doucette said the councillor was aware that the sewer was being replaced, however, not aware of the scope of the work and the noise that it would cause. “It is a great relief to finally be able to sleep at night,” said Hamilton, just days before Christmas.

Developer agrees to mediation The developer of a proposed nine-storey condominium at Bloor West and Durie streets has agreed to mediation in advance of a Jan. 6 Ontario Municipal Board Hearing (OMB). “All parties to the OMB hearing have agreed to mediation regarding the 2265 Bloor St. W. development proposal,” the Save Our Village neighbourhood advocacy group announced in an e-newsletter, Saturday, Dec. 20. “This opens the door to constructive dialogue focused on finding common ground and reaching a mutually acceptable agreement.”

The OMB has appointed a mediator and the OMB hearing has been converted to a pre-hearing conference. This will be followed immediately by the OMB mediation session. “If we are unable to reach an acceptable agreement through this OMB mediation process, then a full OMB hearing will be scheduled at a future date,” Save Our Village said. Mediation still requires the group’s legal and planning professionals attend the sessions. “While we are optimistic that an acceptable agreement

can be reached via the OMB mediation process, there is still the possibility of a full OMB hearing to ensure our community’s input is reflected in this development,” Save Our Village said. “This all requires more money.” The group is within reach of its $40,000 fundraising goal before Christmas. Following last week’s community meeting, the total has reached more than $35,000. Meanwhile, participants are still required at the OMB hearing at 655 Bay St.

Kumazawa has created over 100 paintings. With 50 per cent of this work physically painted in

High Park, Kumazawa has not only drawn the attention of regular park visitors as he worked his canvases, but also the attention of the Park’s wildlife - once having painted in the company of a coyote. The colours and contrasting lighting that typifies this Toronto gem is Kumazawa’s muse.

Toronto forced to face some truths in 2014

T

rying to parse the meaning of 2014 is only slightly less challenging than summarizing a Thomas Pynchon novel. But if not now, then when? So let me take a stab at it. 2014 was the year that Toronto realized it was not, in fact, a city. It was not, at least, the kind of city that we have always thought that we were and the place we hoped we might remain: an idealized place where ethnic and economic divisions are not obstacles to consensus and harmony. We always knew this vision of Toronto might be a mirage. But in 2014, we stepped through the illusion and were faced with the undeniable evidence: on Oct. 27, only John Tory was able to exceed the support that remained with the Ford family, Mayor Rob Ford and his brother

david nickle the city Doug. That Torontonians would elect Rob Ford mayor in 2010 might have been excused as a blip. Voters either did not know or could not believe how unsuited Rob was for the city’s top job, and were likewise ignorant or incredulous of the fact that the picture Ford painted of the city’s problems and the solutions to those problems had so little to do with reality. things change But when four years later, with all of that amply and painfully demonstrated, so many – about a third of those who voted – cast their vote with Doug Ford, there was no denying it. Toronto’s old idea of

itself as a city no longer applies. Of course, that’s not to say we underwent dramatic change over 2014. Toronto’s “elite” as the Fords describe them have always been too enamoured of the shiny cultural artifacts of downtown, and always judged the city as to how well those artifacts shone against those of other bigger, more famous cities around the world. Toronto’s elites And the elites have always smugly boasted about Toronto’s multicultural cred – all those cultures celebrated, all those languages spoken. It’s been tougher for the elites to recognize that many of the people bringing those cultures and speaking those languages have gone to live in parts of the city that have been allowed to deteriorate, and since amalgamation

in 1998 been farther from the decision-making centre of Toronto than ever before. The vote for the Fords came from many in those communities – despite the fact that the Fords offered nothing tangible there other than to articulate affection and camaraderie. That vote sustained over unprecedented scandal, in spite of lies against a backdrop of the illegal drug trade that is one of the most genuinely corrosive elements that a city can face. time to heal And that is what we’ve learned, more than anything, in 2014: the nature of our long, chronic injury. So in a three-week period, almost all of my belongings have been returned.To those of you, who passed on the word via social media, or helped me look for my possessions in the dark, thank you. Thank you for caring enough to help out a neighbour. This is what makes the world go round. This is what holiday magic is. Friends and neighbours immediately moved into action – walking the school grounds, travelling the alleys, on a search for my possessions. That evening, I made a list of everything that had been in the bag. That same night, I received an email from someone who found my business card holder and was mailing it to my office. To the editor: I take my life and responsibilities seriously and I work hard to do the right thing and to do my best at all that I do. I have always trusted that others feel similarly accountable. So, when I stepped out of the daycare on a cold, dark Monday night with my seven-year-old daughter, I was stunned to find my bike had disappeared, my main mode of transportation, my sanity. I have parked my bike in this spot every day for the last five years. I never lock it at the daycare. Perhaps, you think I had it coming; but I have a friend whose policy of trusting in the universe has rubbed off on me. LED speed monitors help slow traffic Got a problem with cars zipping through your neighbourhood at high speed? A city traffic monitoring program might be able to help. The Watch Your Speed Program (WYSP) makes use of special portable LED display boards which show to all just how fast cars are travelling. With some restrictions, the boards can be placed by request at most residential streets as a visual reminder to drivers to obey the speed limit. Two years after changes were made to improve pedestrian safety where the Allen Expressway meets Lawrence Avenue West, the city councillor for the area admits there are still concerns. Last Friday’s tragic TTC bus accident in Scarborough was the second such incident involving a pedestrian that week. Fourteen-year-old Amaria Diljohn was killed after she was struck by a TTC bus turning from Neilson Road onto Finch Avenue East. The TTC says video footage downloaded from the bus will aid police investigations of the incident. Following Diljohn’s death, TTC CEO Andy Byford promised to speed up an ongoing review of vehicle operator training which had already been initiated following mul-

tiple instances of bus drivers running red lights. On Tuesday, Dec. 15, a 40-year-old woman was struck by a TTC bus near the intersection of Yonge Street and Eglinton Avenue, and was transported to hospital as a precaution. Police are investigating. SERVICE COMING TO GO TRANSIT wINCREASED

GO Transit riders can look forward to more bus and rail service in the new year. Right after the holidays, GO is promising more weekday service on the Milton train line, more bus trips for York University commuters headed to the University of Waterloo and adjusted scheduling to improve travel times. Those aren’t the only adjustments scheduled for GO service in 2015: For the third straight year fares are going up. The increase takes effect in February. Nurse Next Door assists isolated seniors TAMARA SHEPHARD tshephard@insidetoronto.com Junction resident Halina Taylor feels blessed even though a serious foot injury has sidelined her this Christmas. “I’m so lucky,” she said, her voice cracking with emotion, as she held some flameless red candles. “See how beautiful.” Taylor, 77, is one of 27 seniors aged 75 or older who received a free Lights on for Seniors holiday visit last week from Nurse Next Door Etobicoke staff or volunteers. All recipients live in west Toronto with limited support. Volunteer mother-daughter duo Lisa and Kailie Campbell lifted gift after gift out of a Santa sack. A little Christmas tree. Christmas crafts. A vase with red flowers. A trinket box inscribed with a wish that “all the good you do is returned to you”. A taupe blanket. Taylor, meanwhile, shared memories of her life over Earl Grey tea and Christmas cookies. In 1939, she was just a toddler when she, her parents, her sister and two brothers became prisoners of war captured by the Red Army during the Soviet invasion of Poland. The family lived six-and-a-half years in a Russian concentration camp. They survived. But the meningitis her sister contracted caused her permanent deafness. Taylor later became a nurse in Poland. She immigrated to Canada in 1961, invited by her cousin, who had settled here. “I met a boy and fell in love,” she said of her late husband, Alan Taylor. The couple bought the Junction home where she still lives,
