New development, an increase in housing prices and gentrification are just a few reasons why the Roncesvalles-Macdonnell Residents Association (RMRA) executive committee has decided to embark on starting a community-led planning study. “Roncesvalles is clearly in a transition stage as a neighbourhood. It’s becoming a desirable neighbourhood, more people are coming in,” RMRA chair Brian Torry told The Villager. “We’re starting to change from a sleepy single-family neighbourhood to a more mixed neighbourhood. But there comes a point when you got to start thinking about it (the study) and we’re there.” Torry and the executive committee are in the early stages of creating this study in order to help give the community a unified voice when it comes to future planning in the neighbourhood. Developer to remove ‘Praise the Loft’ slogan from local sign Union Lofts relents, after hearing story of family tragedy LISA RAINFORD lrainford@insidetoronto.com The developer of a residential loft project in the Junction Triangle has agreed to change its slogan on a local sign that a community member found

offensive. Windmill Development is in the midst of converting the interior of the former Perth Avenue Methodist Church at the corner of Perth and Wallace avenues into more than 40 modern lofts called the Union Lofts. The advertising slogan, ‘Praise the Loft’ upset local resident Daniel Masih, who lives just blocks from the church, so much so that

he decided to appeal to his neighbours to sign a petition. Windmill has decided to provide a new slogan for the sign that faces the street. “The only thing we have agreed to do is provide a new slogan for the sign, which is on the site facing the street and a cause of concern to a family that is in distress about their personal tragedy,” Alex Speigel, a spokesperson for Union Lofts, told The

Villager. T h i s p a s t s u m m e r, Masih’s older brother and his brother’s two young sons were reportedly discovered in a burned car not far from Barrie. “We felt it was a small humanitarian gesture made out of compassion to them and not in any way bowing to religious fundamentalism as some have suggested.” Masih is happy about the

outcome. “God must be smiling down from heaven,” he said. “I feel like the right thing was done – the neighbourhood and big business have come to a positive resolution.” Spiegel said the company is not changing its website, nor its brochure or any of its other creative materials. Spiegel was alerted to Masih’s family’s tragedy by a member of the commu-

nity and wanted to make the “compassionate” gesture. However, Masih says he is “very sensitive” about what goes out to the press about his family. “I don’t want to mix both of (these stories) up. They’re not related in any way.” – With files from TorStar

Shipping container a magnet for community engagement ‘Business in a box’ helps sustain McCormick Park and draw people out, even in winter

The Aangen Community Centre was the top choice when it came to choosing an organization to operate a notfor-profit, neighbourhood food outlet and activity hub in McCormick Park. Since September, the selfsustained supportive community centre has been running the McCormick Park Shipping Container Cafe and market. It has become famous for its mac and cheese and Friday night dinners in the short time it’s been open. “Weekends are pretty big,” Aangen’s executive director Gurbeen Bhasin told The Villager. “When we first opened, the lineups were huge.” For nearly five months, the shipping container cafe and market has been collaborating with local farmers and creameries to offer eggs, bread, butter and honey in addition to its ethical and organic Alternative Grounds coffee. Aangen also works with Green Shift to provide biodegradable products. “We’re in a park. We want to sustain the park,” said Bhasin, adding that plates and cutlery can go right into the green bin. “The cafe is our way to engage the community, to give back in the way of employing people who have had a hard

Comic Billy Wiegand’s funny bone is genetic. “My dad’s hilarious,” said the Junction resident of his comedy inspiration, recalling his father’s antics on grocery shopping excursions when he was a kid. Wiegand got his first taste of stand up in Grade 12 performing at a coffee house where he said he had “the warmest audience you could ever have.” Two years ago, he graduated from Humber College’s comedy writing and performance program. Six months ago, Wiegand says he decided to give comedy a try fulltime. “I had to – it was as much a pull as it was a push,” he said. The comic has launched Junction Comedy Fridays at The Magic Oven, on Keele Street, just south of Dundas Street West, which take place every other Friday at 8 p.m. Admission is pay-what-youcan. “The venue is so good I felt I had to drum up more enthusiasm for it,” Wiegand said. The Toronto native has called the Junction home for the past 12 years. He describes his comedy as observational and impressionistic. He says he can imitate everyone from

Aangen’s other programs include Families in Need, which aims to provide personalized emergency relief to those in “disadvantaged life situations” locally and globally; and Send a Girl to School. The shipping container cafe was made possible with help from The Friends of McCormick Park, comprised of local residents who advocate for the 1.5 hectare park near Dufferin and Dundas West streets. “I think it’s been great. One of the reasons we wanted food in the park was to make it more accessible and it’s done that,” said Jennifer Cypher, a member of Friends of McCormick Park. “It’s combined well with what we’re doing in the park; the ice rink and art workshops and the splash pad in the summer. In the winter, (the cafe) has changed the nature of the park. People are in the

park.” There will be a skating party Family Day, Monday, Feb. 16. The cafe will be open from 9 a.m. to 2 p.m. Skating is available anytime. The group took a page out of the Scadding Court Community Centre’s ‘Business in a Box’ book. Friends of McCormick had been trying

for some time to figure out a way to serve food in the park. “The park is crucial to neighbourhoods like this. (The park is) everyone’s backyard,” Cypher said.

His influences are “all the classic comics” like Lenny Bruce, Steve Martin and Chris Rock as well as favourite Louis CK. “I really like being in a community where everyone’s working really hard and getting better,” he said. His goal is to “scrape by” making a living – the “Canadian way of making it,” he says. Wiegand said he wouldn’t mind trying voice acting as well. Junction Comedy Fridays have so far included comedians like Michael Harrison, Jarrett Campbell and Cathryn Naiker, among others. The Magic Oven can be found at 347 Keele St.

Focus on legacy of Pan Am Games

ow can Toronto optimize the legacy of the upcoming Pan Am Games? What opportunities are there to create lasting change in our communities as a result of hosting the 2015 Pan Am/Parapan Am Games this summer? In this space last week, we wrote of how the Pan Am Path, an 84-kilometre trail being built to connect communities across the Toronto region, could create a living legacy for the city. It’s not the only example. Consider the facility construction and renovation that have taken place in Toronto because of the Games: The Aquatics Centre at the University of Toronto’s Scarborough campus. The track and field facility at York University in North York. The renovated Etobicoke Olympium. The Pan Am / Parapan Am Fields at the University of Toronto’s St. George campus. Several sites in CIBC Pan Am Park located along the shores of Lake Ontario, including Exhibition Place, Ontario Place and the West Channel. We can make use of those our view facilities in terms of promoting physical activity and Take advantage enabling community particiin local events. There of all the Games pation are significant opportunities offer to Toronto to impact the lives of many Torontonians. Consider that there’s an entire neighbourhood – the Canary District – in the West Don Lands being constructed that will serve as temporary home for athletes this summer. Following the Games, that neighbourhood must integrate into the surrounding community and the city as a whole. How that transpires can serve as an example for other neighbourhoods when they experience a major development. And it’s not just bricks and mortar examples. There are opportunities for local businesses. There’s the opportunity to learn more about another culture being represented at the Games. There’s the volunteer experience. This isn’t about whether having the Games in Toronto is a good idea or not. We’re past that point. This is about making use of what the city will have after the Games and building the best possible legacy. There is potential to enable positive change on a grand scale. Learn more about the Games. Learn more about the facilities and parks being built. Understand how you as a resident of Toronto can take full advantage of Games facilities to create a better lifestyle once the Games are done. Anything less would simply be a wasted opportunity.

Will residents sign a blank cheque for new subway?

P

redictably, Toronto council didn’t want to trouble itself this week with more questions about the Scarborough subway plan. Councillor Josh Matlow dared them to do otherwise – submitting five fairly uncomfortable administrative inquiries poking holes in council’s plans to hike taxes and build an expensive three-stop subway along a route that had been slated for a fully funded seven stop light rail line. Questions asked, questions answered, Toronto council decided, voting overwhelmingly to approve a motion from Deputy Mayor Glenn De Baeremaeker to receive the inquiries and not send them along to Mayor John Tory’s Executive Committee. The questions were answered, by City Manager Joe Pennachetti as the rules require. Given those answers, one might have thought councillors would be interested in a little more talk. Matlow wondered about the

david nickle the city sunk costs that the city will be responsible for paying on the cancellation of the light rail line. Pennachetti said he’d report later, although leaked documents indicate it sits at $75 million. In 2013, they were estimated at $10 million more. What will the new subway cost to run, now? Pennachetti said $30 to $40 million a year for capital maintenance. It’s not known how much it will cost to run; it will depend on the service levels that council approves. How much help the city will get for operating is an open question. What of SmartTrack and its impact on ridership of the subway? All of that will be factored in to further studies emerging as the Scarborough subway environmental assessment unfolds, and the SmartTrack preliminary work proceeds.

And what is that ridership? In 2006, the city estimated 9,500 people per hour. In 2013, the ridership was estimated at 14,000. Pennachetti explained that the new results came in a rush based on other variables. In the end, only six councillors thought those questions required more study. De Baeremaeker, with the blessing of Mayor Tory, carried the day and the whole matter is shelved. After the vote, De Baeremaeker pointed out that many of the questions Matlow posed had been answered in 2013 when council made the leap from light rail to subway. And he accused Matlow of simply using those questions as a back door to reopen the matter and build light rail rather than subways in Scarborough. Well, of course he is. Matlow opposed the subway for those reasons in 2013, and he’s opposing it again now. Things change. Among

other things, De Baeremaeker is proposing another $150 million for a fourth station on the line. In a scrum after the vote, De Baeremaeker wouldn’t rule out supporting an even longer route, for billions more, if the environmental assessment said it was a good idea. Matlow is not the only one uncomfortable with this. Deputy Mayor Denzil Minnan-Wong voted against the subway in 2013 and still thinks there are problems. But that’s not the same thing as wanting to reopen the matter. The public wants to get on with things is the mantra; no one wants more debate. There is one more question though: are Torontonians tired enough of debate to sign a blank cheque for a transit plan that’s looking more and more like a bad fit? Guess we’ll find out. City’s ‘unspoken’ parking rule a slap to visitors To the editor: Re: ‘No parking allowed? Says who?’ News, Feb. 5. As a resident of Ottawa and a regular visitor to Toronto I was as “fortunate” as Janet Joy Wilson, when I returned to my vehicle to a parking ticket for a bylaw the City of Toronto does not post signs for. According to your article Anthony Fabrizi, Toronto’s manager of parking operations, indicated this threehour parking limit is not an offence signs for which signs are posted. How your city feels this is justifiable baffles this non-resident and I am infuri-

ated for Torontonians and its visitors. As a result of this “unspoken rule” I await my day in court where I will waste the money of your taxpayers to fight said ticket. What astounds me further is that your article quotes Fabrizi as explaining “the city aims to keep its streets clean and clear”. Having just come from a five-day visit to Toronto in early February, I had the displeasure of seeing numerous streets, main streets and side streets alike, go unplowed the entire time. These are streets I have

purchased parking permits for on numerous occasions yet I could not park due to the obstruction of snow, mountains of snowbanks impeding these designated permit parking areas. To you Villager newspaper I would ask that you ask Fabrizi how he can rationalize ticketing for an unmarked three hour-limit unspoken rule and allow permit parking on streets go unplowed for days on end? Three-hour parking limit rule unacceptable To the editor: Re: ‘No parking allowed? Says who?’, News, Feb. 5 Thank you for this article. I have lived in the city 30 years and had never heard of this regulation of a city-wide blanket limit of three-hours parking. It is pretty outrageous since there is absolutely no way to know about it until you get hit with a ticket yourself.

In other cities, there are sometimes rules about not leaving a vehicle parked over 24 hours, but the objective is so people don’t abandon broken cars. The areas where controls need to be put in place to protect neighbourhood residents from commuter parking are already managed through the parking permit and signed one-hour limit processes,

which govern the vast majority of the city. There are however many occasions when visiting relatives or friends may require more than three hours, and where finding the few pockets of uncontrolled parking is useful. This blanket rule, and one that is not even communicated to residents, is unacceptable. Brendon Hemily

Transit riders forced off Scarborough RT and onto buses after electrical power loss Scores of Scarborough RT riders were forced to switch to emergency shuttle buses over the weekend following an extended outage on the aged transit line. The TTC blamed “electrical power loss” for the hours-long shutdown of the entire line from Kennedy to McCowan RT stations which lasted much of Saturday, Feb. 7. This year should have marked the opening of the Scarborough LRT, which would have replaced the RT. RMRA seeks community volunteers >>>from page 1 this study has become more prevalent in recent years according to Torry. “When I moved here 10 or 12 years ago there were a lot of mom-and-pop shops and a lot of Polish shops and a lot of that is starting to disappear,” he said, adding a change is also happening in the residential sector. So far, according to Torry, meetings are being arranged to gather input from residents; he’s also open to involving planning students from local universities. He added the RMRA plans to include the City of Toronto in the study and has already reached out to some staff members and local councillor Gord Perks (Ward 14 Parkdale-High Park). “We’re circling around what is it that needs to be studied and what’s the right kind of process that needs to be done,” Perks

told The Villager. According to Perks, the initial steps can take more than a year to complete depending on what aspects the study plans to focus on, particularly a neighbourhood traffic study, which Perks said can be “very controversial and very difficult.” “It all depends on the scope and scale of the work we want to do.” Torry said the study will also look at community spaces, green spaces, transit, biking and of course, new development. According to the RMRA chair, the development portion would focus on identifying what types of development are appropriate for the area and which ones are not. It will also look at where, how and when development fits into the neighbourhood. The RMRA is looking to gather as many residents as they can to help with

the study, who understand it’s a long-term commitment that could last years and are willing to look at the bigger picture for the chance to give the community a voice in what happens in their neighbourhood.

The plan includes the board looking at 48 operating schools over the next three years as well as 20 additional school properties, which include sites that are already closed and recommended for sale in last June’s capital budget. “It is by no means the end of the conversation,” said TDSB Chair Shaun Chen at the board’s meeting Tuesday, Feb. 10, adding that community consultation will take place for each of the schools being considered. “We want the public to be engaged.” But prior to the board passing the motions to comply with the directives,

some trustees expressed concern that more time should be taken to discuss which schools be considered for pupil accommodation reviews. Trinity-Spadina Trustee Ausma Malik said it would be better to speak to the issue in committee meetings where delegates can have input. “We need to be able to do our due diligence and be responsible,” Malik said. Beaches-East York Trustee Sheila Cary-Meagher warned that “consultation is a very hollow word.” “If the community votes no, will it make a particle of difference? The answer is probably not,” said CaryMeagher, noting the real issue is the province’s flawed funding formula. But board staff noted that referring the issue to the next Planning and Priorities committee meeting in March will

Start doctor-assisted suicide legislation talk now: MP Parkdale-High Park MP Peggy Nash says Ottawa colleagues are split on person’s right-to-die LISA RAINFORD lrainford@insidetoronto.com Parliament needs to accept the Supreme Court of Canada’s decision to overturn the ban on doctor-assisted suicide and promptly begin a Canadawide discussion about how to implement a new law, a local federal politician said. “This can be an issue people can be quite emotional about,” Parkdale-High Park MP Peggy Nash told The Villager following Canada’s highest court’s decision last week. “The government needs to comply with the decision and take immediate steps to have a national discussion on next steps.” The Supreme Court struck down the Criminal Code provision that was originally put in place more than two decades ago to protect those suffering from “grievous and irremediable medical conditions.” The government has a year to change legislation, said Nash, who admitted at the time she hadn’t yet read the entire judgement. If Parliament does not create a new law within 12 months, the decision permits physician-assisted suicides, albeit with strict conditions

– a “competent adult person who clearly consents to the termination of life and has a grievous and irremediable medical condition (including an illness, disease or disability) that causes enduring suffering that is intolerable to the individual in the circumstances of his or her condition.” Nash said Quebec should serve as an example of how the assisted suicide law could be implemented. It is the first jurisdiction in North America to allow medically assisted suicide under a recent provincial law. “We need to have a nonpartisan, very consultative discussion with Canadians across the country about what is the best way to implement the court’s decision,” said Nash, who added some of her New Democratic colleagues feel strongly in support of assisted suicide while other parliamentarians have serious concerns. Nash and colleague Charlie Angus, MP for Timmins-James Bay, hosted a roundtable with health-care professionals to discuss the state of palliative care in Canada last spring. The House of Commons endorsed Angus’ motion calling for a

cross-country strategy on palliative and end-of-life care. While some west-end health care and hospice facilities chose not to weigh in on the Supreme Court’s decision, Feb. 6., Baycrest, which specializes in palliative and end of life services in the Bathurst Street and Lawrence Avenue Westarea, said it would continue to monitor the decision. “We believe all Canadians should have access to a range of palliative and end-of-life services that reflect their individual care needs in hospital, long-term care and community,” said Dr. Paul Katz, vicepresident of Medical Services and Chief of Staff, in a statement issued to The Villager. “With regards to the Supreme Court ruling today, Baycrest will continue to monitor this decision, the legislation being developed by Parliament, and guidelines being prepared by professional organizations such as the Canadian Medical Association and the College of Physicians and Surgeons of Ontario.” - with files, TorStar News

Time travel along the waterfront with PortsToronto photo exhibit PortsToronto will present a photo exhibit featuring historical images of Toronto’s waterfront and South Core at the Allen Lambert Galleria in Brookfield Place, 181 Bay Street, now until Feb. 20. The exhibit, titled Making Connections to Toronto’s Waterfront – A Historical Retrospective, was curated from the Por tsToronto archive.
