Two homeowners granted parking pads TAMARA SHEPHARD tshephard@insidetoronto.com Etobicoke York Community Council unanimously approved two Swansea area residents’ applications for front yard parking pads Wednesday morning. Councillors supported Parkdale-High Park Councillor Sarah Doucette as she moved city staff recommendations that required the two homeowners to each pay to plant a tree on their property or on city property near their home. Many residents in Doucette’s ward apply to the city for front yard parking pads. Both homeowners stressed to

councillors visitors to Swansea and Bloor West Village create parking pressures by parking on area residential streets rather than on Bloor Street West. “I hate parking pads,” said Doucette, who represents the area. “I don’t like them. I don’t think they look good on the street. I’d rather people park on the street.” But Doucette quickly added she supported the applications because neither homeowner’s front yard parking pad would remove a parking space from the street. “I do not allow parking pads to take parking spots off the street,” Doucette said. >>>community, page 8

A detective caper, the story is set in 1950s West Toronto Junction. “We’re so excited, over the moon,” Ball told The Villager. Ball and her fellow authors will read from their private eye novel, Junction Book, during a

With their debut novel, the first-time authors are already hard at work on the second book of their trilogy, inspired by Kenneth Newton’s childhood in the West Toronto Junction. “It sort of seems real now. We did it,” Ball said. “It has been such a long process. We’re all pretty proud.” The book takes place in 1951; a bookmaker’s son, “Junior O’ is >>>debut, page 9

Story Planet launches campaign to fund renos LISA RAINFORD lrainford@insidetoronto.com The Intergalactic Travel Authority in Bloordale Village is embarking on a new mission: to rocket the space departure lounge to the next level. “It’s time,” said founder Liz Haines. “It’s been almost three years. We want to build on what we’ve learned and push the envelope.” The authority is where travellers can get their passports to venture into an entirely new universe: Story Planet, billed as “a place where epic adventures, fantasy and fairy tales come to life, coaxed from young people’s imaginations with help from professional authors and illustrators.” To serve the increased number of travellers at the Intergalactic Travel Authority on Bloor Street West, just west of Dufferin Street, Haines and her team are preparing to launch an Indiegogo crowdfunding campaign in March to raise money for the project. A designer is working on the new design, of which Haines says she doesn’t want to divulge too many details. Visitors to the travel authority will hear flight announcements when they arrive and will be able to watch a video screen to learn more about Mars and Venus as well as weather reports. This outer world, otherwise known as a non-profit children’s literacy centre for ages six to 18, can be accessed through the travel authority, a storefront cafe. Story Planet offers one- and threeday workshops in conjunction with teachers that focus on literacy and art, within the school curriculum. The campaign will launch March 16 and will run for 30 days. “We’re not doing a complete overhaul, but building on what we’ve got. The Indiegogo campaign will help us purchase materials to make it a completely imaginative place,” Haines said.

Feds smart to back SmartTrack

M
r. Mayor goes to Ottawa, and with him a pitch for those in our nation’s capital to consider his SmartTrack transit plan, the key plank in John Tory’s run to become mayor of Toronto. With the city already on shaky budgetary/financial footing – Toronto is to borrow from itself to fill the 2015 budget hole, and city manager Joe Pennachetti is looking at “new” revenue tools to fund growth – all levels of government need to step up. Especially when considering how much money Toronto sends to Ottawa and Queen’s Park. Tory’s Tuesday and Wednesday itinerary includes meeting with Liberal Leader Justin Trudeau, NDP Leader Thomas Mulcair, federal Transportation Minister Lisa Raitt and several Toronto MPs. These are discussions that must happen, something Tory started with Prime Minister Stephen Harper in December, shortly after being sworn in as mayor. Whether Harper drops the writ our view before the fixed Oct. 19 federal election date is uncertain, but it is time to start talking transit with Talk transit our local MPs – and it’s their job to bring our concerns and ideas with those to Ottawa. seeking votes Transit has been one, if not the main municipal issue for nearly a decade. With that comes the necessity to keep that discussion going on a daily basis. Not just during elections. Transit issues stretch beyond Toronto because the city is an economic generator for the entire country, and congestion is an economic killer – the social and economic costs across the Greater Toronto and Hamilton Area are estimated at $6 billion annually. The federal leaders have been in Toronto recently – making announcements, shaking hands – so it’s obvious interest in Canada’s largest city is there. SmartTrack will not solve the entire issue; however, getting people around the city more quickly on transit will help take some cars off the streets and quicken commuters’ trips. Tory has often repeated his position that the federal government needs to sign on to a 10-year agreement to fund transit in big cities across the country, and that SmartTrack should be next on the prime minister’s list. It is now our responsibility to make sure that position extends to our doors, when federal hopefuls start knocking. It is up to us to make sure transit – not just Tory’s SmartTrack – stays top-of-mind leading to the federal election.

City manager Joe Pennachetti’s long goodbye
T
here must be something liberating in the long goodbye. Just look at Joe Pennachetti, Toronto’s longsuffering and ever-efficient city manager, who agreed to hang around for a few months after his planned retirement to help Mayor John Tory make a budget for 2015. Pennachetti’s been good to his word – directing first one staff budget and then another, once the political realities of provincialmunicipal relations became apparent. Last week, Pennachetti delivered that second one with a neat fiscal flourish, forgoing a loan from either province or bank to “borrow” money from Toronto’s own capital investments. The plan raised some eyebrows but got Tory out of a pickle, made by the failure of his fledgling administration to negotiate a good deal with the provincial government to soak up $86 million in lost
david nickle the city revenue in time for March. It i s u n l i k e l y t h a t i f Pennachetti were planning on staying longer than a month or so he would have delivered his third piece of parting advice as he did. Act now Toronto, he said, needs to look at new sources of revenue, and it needs to do it now. The City of Toronto Act is under review, and with strong council support it is possible the province might allow Toronto to find sources of revenue beyond the ones it has now: specifically, a sales tax. That new source of revenue could make a dramatic difference in the city’s finances – allowing it to deal with its crushing public housing and transit responsibilities, and manage
everything else on its own terms. Shelley Carroll, who served as budget chief under former mayor David Miller, is going to bring forward a motion on the plan. Tory, meanwhile, is united with his budget chief Gary Crawford in thinking it a terrible idea. On Tuesday, Tory told reporters that first he wants to find some efficiencies and get some money from the federal and provincial government. New revenues should only be considered after all that’s failed. Tory’s nervousness is understandable. Even the pro-revenue Miller got cold feet before too long facing the opposition that comes with new revenue tools. In 2007, he just stayed home from the public consultations on the prospect of new taxes, leaving poor Pennachetti to work on his grey hairs alone fielding
snark about land transfer taxes and vehicle registration taxes in meeting halls across the city. It’s understandable, but it’s not acceptable. Extravagant budget Toronto council is on its way to approving a budget that is built on short-term profligacy, paid for over time. It’s like raiding your kid’s college fund to get a new car: if you have any hope for pleasant holiday dinners and visitors at the retirement home, you’re going to have to spend the next few years cutting other things you may need – or go get a better job to pay it back in time. Or you could do both – cut back on frills and get some more money. That’s the gist of the parting advice from the guy who knows. David Nickle is The Villager’s city hall reporter. New SketchFest troupe attracts veteran performers to 10th anniversary season ‘O Dat Dum makes its debut at festival taking place March 5 to 15 Award-winning comedian, writer and director Cameron Wylie’s latest sketch comedy troupe assembled almost by accident during last year’s Toronto Sketch Comedy Festival. After a show, everyone was hanging out having drinks when someone made a joke, which the rest of the group started building on, recalled Wylie, a High Park-area resident, in an interview last week with The Villager. “SketchFest is so important for the performers in the festival, but also for the entire health of sketch comedy in Toronto,” said Wylie, who’s been involved in nine of the annual festivals, the 10th one taking place this year. “During the year, there’s
not a lot of opportunity for other sketch groups to see each other. At SketchFest, everyone’s together at one festival. You can sit back and get inspired and see who you want to work with.” Billed as a sketch “supergroup,” ‘O Dat Dum boasts members who have performed in such sketch outfits as Parker & Seville, Smells Like the 80s, The Reception, Weaker Vessels and 2 Humans. Its material is described on the SketchFest website as “too dum for anywhere else.” Wylie served as a SketchFest volunteer before performing in the event – 12 days of live, scripted comedy, which this year takes place March 5 to 15. “The amount of growth is unbelievable,” said Wylie of the evolution of the festival. “In the first year, it was one
night in one room. Since then, the venues have gotten bigger and bigger. Teams have worked hard to grow the festival. There are now billboards and subway ads.” Last year, every show Wylie tried to go to was sold out. “That’s such a good problem to have,” he said. What’s great about sketch comedy is there is so much more that can be done when there’s a team of performers, he said. “With sketch, you can expand ideas better. You can act it out. You get a sense of the friendship created between the performers.” Wylie has experience in all kinds of comedy from stand-up to improv. He said he enjoys the sense of camaraderie working in a group. While he’s always known he wanted to pursue comedy,
Wylie said he thought he should have a backup. That’s why he studied radio broadcast and spent time in Northern Ontario as a creative director of stations in Sudbury. “But, I missed performing terribly and came back to Toronto,” he said. Wylie’s resume includes co-creating of the viral video Finding Bessarion, writing and directing The DJ Demers show and serving as editor of the 2013 WestJet Christmas Miracle video that attracted more than 40 million views on YouTube. Visit www.torontosketchfest.com for details on the Toronto Sketch Comedy Festival. To find out more about Wylie, check out his YouTube Channel and find him on Twitter @cameronwylie

Metrolinx to give update on electrification of air rail link For the first time in more than a year Metrolinx will provide a public update on efforts to electrify the Union Pearson (UP) Express air rail link. The provincial transit planning agency has already promised to convert nearly all of the GO rail network from diesel to electric within a decade. On Tuesday, Metrolinx electrification director Karen Pitre will take part in a question and answer session hosted by the Roncesvalles-Macdonnell Residents Association, 7 to 9 p.m., Fern Avenue Public School.
rahul gupta TO in TRANSIT A report to the city’s Public Works and Infrastructure Committee recommends closing the Allen between Eglinton and Lawrence avenues west from Friday, April 17 to Monday, April 20. The report also recommends closing off the Allen between Sheppard Avenue and Lawrence on the same weekend to conduct maintenance. The committee will debate the issue on Feb. 23.

LAUNCHES PETITION to push LRTS wTTCRIDERS
The city’s transportation services department is recommending closing the southern section of the Allen Road Expressway over a weekend in April to allow for re-location of massive tunnel borer machines used in Eglinton Crosstown LRT construction.
An online petition calls on Mayor John Tory and the rest of city council to see to the completion of the Sheppard East and Finch West LRTs without further delay. Launched by the group TTCriders last week, the

Change.org petition had 995 supporters as of Tuesday. Addressed to Tory and 25 members of city council it notes both Sheppard and Finch are fully funded by the province and will improve transit in areas where buses are the only option.
Tory takes SmartTrack plan to Ottawa Mayor John Tory winged it to Ottawa Tuesday to talk with federal leaders in the governing Conservative party, along with opposition leaders in both Liberal and NDP camps. The meetings, Tory said, would be to introduce that
leadership to what he sees as key issues for federal and municipal partnership: transit (specifically the SmartTrack heavy rail transit plan he championed in the election), public housing and general infrastructure.
Tory said he doesn’t anticipate coming back with concrete funding agreements, but he said he wants to make sure that as Ottawa prepares for an election later this year that all parties understand Toronto’s position.

Community council unanimously endorses two parking pad requests >>>from page 1 A woman told councillors if she and her husband secured permission for a parking pad out front their Beresford Avenue home, they would gladly give up their on-street parking spot. “That would allow an additional spot for our neighbours,” she said. “We only have one vehicle. We only need one spot.” Only 55 per cent of city
parking permits are allocated on the applicant couple’s section of Beresford between Morningside Avenue and Deforest Road, a January city transportation services staff report indicated. A poll of neighbours last December showed 74 per cent supported the couple’s application. Parking on their street is at a premium, especially on weekends, when visi-
tors descend on Swansea and Bloor West Village, the woman said. “Due to our close proximity to Bloor Street, it’s a hightraffic area,” she said. “Many people park on our street, especially on Thursdays, Fridays and Saturdays.” Councillors similarly supported Sinisa Jurasic’s application to construct a parking pad in front of his Mayfield Avenue home in Swansea.
Jurasic expressed concern for his wife, who is often trying to find street parking while juggling two children aged three years and six weeks. “It’s very difficult for my wife, particularly after dark, dealing with two young children who can’t walk on their own,” he said. Last November, 56 per cent of Jurasic’s neighbours polled supported his application. Jurasic said his adjacent
neighbour, with whom he shares a mutual driveway, has a legal, city-approved parking pad. A large tree out front of Jurasic’s home will be protected, he said, since an existing brick walkway in the so-called “tree protection zone” of his front yard will not be disturbed to create the parking pad. Existing bushes will simply be removed to accommodate it.
Councillors supported his application. Doucette moved alternate city staff recommendations, which require Jurasic to maintain his front yard’s existing paving, existing curb cut and to pay the city to plant a tree in his neighbourhood. All parking pad decisions are final.

Debut novel, Junction Book, launches March 1 at 3030 Dundas West >>>from page 1 murdered; a “fledgling” private detective firm is hired to find out why – local officers aren’t much help. They’re in the midst of a jurisdictional dispute with the RCMP. Det. Al Green, a.k.a “the Old Man” and his associates Will Jones and Dorothy “Red Ball” Brophy are on the case. “We each assumed a character – there are three detectives trying to solve a murder,” said the first-time author. It would seem that a story like this was borrowed from a page out of the Junction’s history books, however, the murder mystery is in fact fiction. Junction Book took about two years to write and another almost two years to get published. Being firsttime authors, Ball said it was tough to attract the attention of a publisher. It was Leaping Lions Books, a micro-
publishing house at York University, that gave the three a contract. The publishing house is managed by fourth-year professional writing students. Every year, the students are provided with a manuscript chosen by director Mike O’Connor and are responsible for every aspect of the editing process, including designing, producing and marketing. Part of the appeal for Leaping Lions, said Ball, was that no one had ever heard of a detective novel written by three different people – from the same family. It doesn’t hurt that the Junction has achieved “real legendary status,” Ball said. The three family members would meet at a coffee shop in the Bloor Street West and Ossington Avenue area to discuss the pages of the historical detective novel they’d each written that week.
Kenneth Newton’s Al Green returns to his Junction neighbourhood where his connections in the community both help and hinder the case. Meanwhile, Will Jones or “Bill the Kid,” written by Will Newton, is known for his undercover work: he gets results from unlikely sources. Ball’s character, Dorothy Brophy, is a “reluctant sleuth,” who relies on her connections in the Co-operative Commonwealth Federation, (the precursor to the NDP). The story takes place over 10 days in 1951, the year Kenneth Newton was 21. Ball, her uncle and cousin, will read from their book at 8 p.m. at 3030, on Dundas Street West at High Park Avenue.

Playing for Keeps to bring Toronto closer together in time for Games JUSTIN SKINNER
jskinner@insidetoronto.com
Between the athletes’ village – which will become housing for Toronto residents – and a variety of new sporting venues, it’s certain the Toronto 2015 Pan Am/ Parapan Am Games will leave a legacy. An initiative known as Playing for Keeps (P4K) will ensure that legacy consists of more than just buildings. On Feb. 7 and 8, P4K trained a new cohort of volunteer ambassadors at George Brown College on Adelaide Street, giving them the skills they need to become community leaders and organize their own neighbourhood games. “One of the things we do at the Toronto Foundation is seize opportunities to connect philanthropy with community needs,” said Rosalyn Morrison of the Toronto Foundation, one of a variety of community organizations working to make P4K a success.
Morrison noted the city’s Vital Signs report showed health is on the decline in Toronto, but the problem runs beyond simple physical wellness. “What it showed is that we’re seeing a diminished sense of belonging in the city and that’s something we were concerned about,” she said. P4K aims to fulfill four simple objectives: to provide opportunities for youth to become leaders in their communities and have their voices heard; get people to be more active; foster a sense of belonging; and bring the city together. It was born out of the Ontario 2012 Summer Games, with 160 youth, newcomers and longtime residents taking on roles as volunteer ambassadors. They received training, with the caveat that they had to organize a community event of their own. “People get to learn about themselves, what it takes to be a leader and what it means to be a citizen,” Morrison said.
“They organized neighbourhood games that included everything from soccer to Ping-Pong to knitting circles. People can also access $50 microgrants to help make the events happen.” Deborah Kirkegaard got involved with P4K in 2012 and instantly loved the initiative. She joined largely because she wanted to reconnect with Toronto after feeling she had fallen out of touch with it. Kirkegaard noted the commitments made by those who get involved are anything but onerous. “The main commitment – the most important commitment you make when you become a volunteer ambassador – is holding a neighbourhood game in your community,” she said. “You bring new events into the community that are healthy and fun.” P4K is still looking for volunteer ambassadors.
