Toronto’s Union Station could become a “unique destination” with improved spaces for retail, dining and cultural experiences as soon as 2018 if Toronto council agrees to open its lease with Osmington Inc., the station’s main lessee. Osmington proposed the change to the city’s Government Management Committee on Monday. It would see Osmington put an additional $37 million into enhancing the public spaces. The city would, on paper, be responsible for 40 per cent of those costs, but the proposed lease would see Osmington front the entire amount and recover the city’s share by withholding leasing fees on the new spaces. That would still leave the city with slightly more revenues than it would receive without the enhancements. And city real estate officials agreed that doing so would turn the site into a destination as well as a transit hub. “This was seen as a transportation hub, slash, mall,” said Toronto Real Estate Director Joe Casali. “Now it’s seen as a destination that could fuel the downtown.” Toronto council will debate the issue at its meeting on Feb. 4.

winter riding tips from an avid cyclist By Rahul Gupta

With winter cycling on the rise, it’s no secret a major concern is dealing with the elements, but maybe not as you’d think. “What people complain about winter riding isn’t that it’s too cold, but that it’s too hot,” said avid winter cyclist Jared Kolb. “People have a tendency to get overheated.” In his role as executive director of Cycle Toronto, Kolb has helped push for more bike infrastructure and increased education and training for riders. This year, Cycle Toronto organized several winter cycling workshops at public library branches. Of late, Kolb has noticed an increase in the amount of cold-weather riders queued up at traffic lights. “We’re seeing quite a remarkable change happening,” he said. If you’re thinking about pedalling in the winter, beyond dressing in layers to stay cool and ventilated, there are some things you should know, and Kolb agreed to share some tips on how best to ride safely in winter. Here’s some of his advice.

PROTECT YOUR EXTREMITIES

Where the cold is most likely to hit while pedalling is exposed fingers. Having frozen fingers impedes one’s reaction time, which is particularly dangerous on busy city roads jammed with traffic. Kolb suggested investing in a pair of warm gloves, winter boots and a skull cap, which can snugly fit under a bike helmet.

DON’T SWERVE

Black ice has long been a bane of all types of road users. For cyclists it can be particularly dangerous, but Kolb recommends treating such potentially hazardous conditions like black ice and gravel by maintaining a straight direction without swerving. “So long as you ride safely in a straight line you’re good to ride right through winter,” he said.

FAT VERSUS SKINNY TIRES

There’s a “great debate” taking place among cyclists on what tires to use in the winter. As Kolb sees it, both fat and skinny tires have their benefits as well as their drawbacks. Fat tires provide better traction, but the skinny versions allow for greater ease when cutting through a pile of snow. Kolb’s winter bike, an “old clunker with a pretty low centre of gravity”, works better with the thicker tires he says, but it’s purely based on preference.

GET OUT OF THE BIKE LANE

In the past, the city routinely neglected to clear snow from bike lanes on a timely basis. But that’s changing thanks to prodding by Cycle Toronto and other groups. Last year, Toronto City Council approved $650,000 for an annual snow clearing program dedicated to hightraffic bike lanes that have an average ridership of 2,000 cyclists per day. Priority routes include Harbord, College, Shaw,

While some cyclists will ride in any kind of weather, Kolb recommended most people err on the side of caution. He suggested people take alternate modes of transportation in severe winter storms. Toronto’s winters are usually only harsh for about a month, so there’s plenty of opportunity all season long to enjoy a nice, crisp ride, Kolb said.

oronto might be a city on the move, but a casual observer might wonder whether that movement would be outpaced by a glacier. When we build something – whether a subway, a highway or a waterfront – we are not inclined much to hurry. Of all the slow-burn builds, few are slower than the revitalization of Union Station. The grand old station officially opened in 1927 and was built during the First World War. It was then and remains a vital transportation hub for the largest city in Canada. It was in 2000 – 16 years ago – that Toronto purchased the station and looked for a private-sector partner to redevelop and renovate the station. Nearly a decade ago, Toronto and the federal and provincial governments launched a $640-million plan to expand, repair and revitalize the station. It went over budget, and now our view is going to cost in the neighbourhood of $800 million. It was supposed to be finished New deal in 2015. brings life to Now, it is expected to be done in 2017. It was hopeful news, then, when at the Jan. 4 Government Management Committee, councillors considered altering the lease with Osmington, the company that manages the leases in the public space of Union Station. The lease will see Osmington put another $37 million into the project to enhance the leasable public space, to turn the station into more of a destination. The deal seems like a good one: Toronto will pay for its portion of the redevelopment by forgoing the incremental revenue it would receive from the new spaces. In the end, the city projects it will still get more revenue than if the spaces were maintained as-is. The only money that the city would put up front is $500,000 for lawyers, to make sure the deal is, and stays, as good as it seems. We sincerely hope that it is. While it’s difficult to fault the city for the escalating costs of a project that is at once essential and a profound engineering challenge, it would be nice to cap this very tough job with a flourish to make it all look easy.

Budget chief Crawford not interested in tax increases It didn’t take long for the fundamental direction of Toronto’s budget to emerge this week. The Jan. 5 meeting of the budget committee had broken for lunch, after its first foray into the $11-billion worth of unfinished business that is the 2016 operating and capital budget. The budget, as has been noted, is unfinished by design. City finance staff made it clear in late 2015 that it is unable on its own to square maintaining existing services and adding the services that council approved last year, and also keeping the property tax increase below the rate of inflation. Staff, in fact, couldn’t even figure out how to balance the budget without the $67-million worth of enhancements approved by council and its agencies. The budget will require $23 million of, well, something to balance it without adding a lick of service.

david nickle the city Council has to figure its own way out of this. There are not really very many routes. Council could raise property taxes higher than inflation, or find some similar way to bring in extra cash. Or it could dig into other parts of the budget, either cutting services or trimming staff and resources, expecting more out of what remains. Or, it could simply refuse to fund some or all of the enhancements it supported through 2015. At least as far as the budget committee goes, it looks as though this last option is the one that we’re going to be looking at. Budget chair Gary Crawford spoke with reporters after a morning going over those options with staff, and immediately after council progressives

Joe Mihevc and Joe Cressey had made their pitches for versions of the first option. And he made it clear over the next month of budget hearings, he’s not going to have much time for tax increases and revenue tools. It’s going to all be about setting priorities, among those $67-million in enhancements, or as Crawford referred to them in scrums, the “wish list.” We’ll see how all that goes. I don’t recall any of the motions and reports approved at council last year including the term “wish list.” Council debated the poverty reduction strategy last year, for instance, and approved it in principle then sent it along to be funded. When council partially funded service enhancements at the Toronto Transit Commission in 2015, it didn’t represent the full roll-out of those increases as a “wish” for 2016. To be fair, it is always the

case that a government has to balance its aspirations with its means, and nothing is guaranteed. But council and Mayor John Tory ought to have considered affordability in the long term when they approved and promoted those things, during what may well be remembered as the feel-good honeymoon year after the 2014 election. That was the year when council supported a hugely expensive rebuild of the Gardiner Expressway, and when it approved paying premiums to have city road work finished early, and when it put its stamp of approval on all sorts of enhancements. This year is shaping up to be a little more sobering. To paraphrase Mick Jagger: you can’t always get what you thought you voted for.

Bloor West Village resident Serge Jusyp, a retired trial lawyer, has discovered a second career as an author. Jusyp’s debut novel, the sciencefiction-action-adventure OTMA 82 – The First Day, is experiencing a resurgence of sorts, thanks in part to Goodreads.com, a site for readers and book recommendations. One review Jusyp is particularly impressed with says, ‘... likely going to read it a thousand more times.’ OTMA 82, Jusyp explained, is about the first day of life after death. “I’m asking the reader to assume there’s life after death,” he said. “The narrator, George, is a retired Toronto

teacher, who is killed in a car accident. He thinks he’s in the hospital, but he’s in the next world.” There is an assumption, among some parts of society, that when one leaves this world, one gets his or her wings and is perfect, Jusyp said. “I don’t think you’re any smarter after you’ve died,” he said. If a person commits a heinous crime, does that person get probation in the next world, Jusyp mused. “I think we go to a planet that doesn’t feel much different than here,” he said. “I refuse to believe if I’ve died, I’ll become God-like.” It took six years to complete the book – from the birth of the idea, to writing, to completion. “Because I was a lawyer by profession, I had the discipline to sit

St. Joe’s welcomes first baby of 2016 Three-year-old Evija is ecstatic to welcome her new baby brother, says her mom Kristina Palmer. Palmer gave birth to Teolis Palmer at 1:47 p.m. New Year’s Day. The baby boy was St. Joseph’s Health Centre’s first baby of the new year. Teolis’ Jan. 1 arrival was somewhat of a surprise, Palmer admitted to The Villager. “We didn’t expect it,” she said. “My first (baby) was two weeks late and had to be induced. I was so happy it happened naturally this time.” Teolis’ name is Latvian and is inspired by Palmer’s grandfather, who shared the same moniker and was due on his birthday. Palmer said her contractions began around 3 a.m., but she said she was able to go back to sleep until about 7 a.m. “It happened so quickly,” she said. “We got to the hospital around 10 a.m. and he was born at 1:47 p.m.” Palmer and her husband, Daniel, didn’t have to travel far. The family has lived in Roncesvalles Village for a decade and the couple has

Project Update Davenport Diamond Grade Separation Metrolinx, an agency of the Province of Ontario, is working to transform the way the region moves. As part of plans to use GO rail corridors as the backbone of an electrified rapid transit network that connects communities and people through a reliable, frequent rail and light rail service, we are looking at ways to remove the Davenport Diamond rail-to-rail crossing to increase reliability and safety. Project Update As a unique piece of rail infrastructure, options to remove the crossing have been reviewed and the public meeting focused on the feasibility or technical study outlining the community impacts of the options. Pizzeria Defina owner Roksolana Curkowskyj said she was shocked when she received the call about appearing on the show. “I was totally surprised, excited and thrilled,” Curkowskyj said Tuesday, Jan. 5 during the second day of filming at the Roncesvalles Avenue restaurant. “I was thrilled for the whole team. They’re such a wonderful team. It’s a great boost to be recognized.” The restaurant invited all its regulars, those who have frequented the joint so much that they’ve become like family, to appear on You Gotta Eat Here!, Curkowskyj said. “We invited them to share their thoughts on our pizza that they’ve come to love,” she said. “We want to say a big thank you to our community, the neighbourhood, and the staff who provide great service and food.” The Pizzeria Defina episode is the first to be filmed after the holidays. Part of the show’s fifth season, the episode will air in two parts, in the spring and then fall. Since its inception, You Gotta Eat Here! has featured almost 80 restaurants and eateries across North America. This year, it’s heading to Europe. There is an extensive interview process with the chefs at each establishment. Not only do those highlighted have “great” food, but they must also have inventive takes on classic dishes, Nixey said. “They’ve got to have a lot of heart,” she added. Show host John Catucci and the film crew are on the road filming three weeks at a time.

“It takes a whole day of filming in the kitchen for seven minutes of footage, Nixey explained. Catucci is not a chef and that’s exactly what appealed to the show’s creators. “John comes from a comedy background – he’s a funny guy who loves food,” Nixey said. The actor-singer-comedian had known the show’s producers from other projects they’d collaborated on. “They were looking for a host that wasn’t a chef, who had no kitchen experience, but who is excited about food,” Catucci said. Ca t u c c i , w h o g re w u p i n Etobicoke and now calls Little Italy home, said he had heard of Pizzeria Defina, but had never eaten there. “They’ve got classic Neapolitan stuff and very cool takes on international cuisine,” he said. Meeting people is especially rewarding for the TV host, who recalled visiting the town of Churchill in northern Manitoba, where he was able to get up close to a polar bear. One of the show’s most challenging aspects is not over eating, Catucci said. “In the first season, I was eating way too much – the plaid was getting very tight,” he said, referring to his trademark plaid shirts. “The director would say ‘Put the fork down’ after each take.” It doesn’t help that pizza is Catucci’s weakness. “I had to hire a personal trainer to kick my (butt).
