Dufferin station catches up to modern times LISA rainford lrainford@insidetoronto.com Commuters waiting for the subway at Dufferin station recently, would have noticed glimpses of coloured tiles on the platform, which are slowly being unveiled. The coloured tiles comprise a public art component of the redevelopment that is being integrated into the finishes on the walls at the station, explained community liaison officer Devin Horne. Work is well underway on Dufferin Station’s modernization project, which began in 2010. Part of the original stations first built when the Bloor-Danforth subway was constructed in 1966, Dufferin has not been significantly updated since, said Horne. one of the busiest stations “Dufferin station is one of the busiest stations in the system,” he pointed out. “The (Dufferin 29) bus is one of the top five busiest routes in the city.” Updates to ensure “maintainability” and “passenger convenience” at Dufferin station are key components to its modernization, according to the TTC. The structure of a second exit at Russett Avenue is mostly completed. Its interior has yet to be finished. The TTC is forecasting an official opening in the spring, said Horne. The entire construction project is slated for completion in the summer of 2014. “The challenge is doing this type of work at a station that’s maintaining its operations,” said Horne. “This is a really complicated project, lots of utilities need to be moved.” Public open houses and consulta>>>COMMUNITY, page 6

Artists showcase work at design festival Event launches this weekend in the Junction LISA RAINFORD lrainford@insidetoronto.com The Junction is on its way to cementing itself as a design district as it gears up to host the weekend kick off event for the Toronto Design Offsite Festival (TODO), Saturday, Jan. 19 and Sunday, Jan. 20. In its third year, TODO is a notfor-profit, indie design festival whose aim is to showcase local and national designers while fostering a public understanding of the practice of design. This year’s festival features more than 40 exhibitions and events across Toronto, 10 of which are happening in the Junction between Jan. 21 and 27. “We immediately got on board,” said Kristina Skindelyte, executive director of the Junction Business Improvement Area (BIA). “Everyone loved the idea, it was the perfect fit. It’ll put the Junction on the map as a destination location.” TODO executive director Jeremy Vandermeij sang the praises of the Junction and its BIA. “We love the Junction – it’s where a lot of emerging talent is working. There’s a great art and design community that’s emerging there,” said Vandermeij, praising the BIA’s professionalism. Vandermeij, director of marketing at The Gladstone Hotel, is an

architectural and interior designer, who has been making art since he was a kid. He is heavily involved in the Gladstone’s annual alternative design event, Come Up To My Room, which coincides with TODO. Since its inception, TODO has grown from just seven exhibitions to more than 40 this year. Its attendance grew 45 per cent in 2012 from 11,400 to 15,300. As many as 300 designers took part.

“In the second year, we opened up the festival to anyone who wanted to submit an idea for an official offsite exhibition. Twenty groups of people said they wanted to do an exhibition. That number has tripled since the first year,” Vandermeij said. “We weren’t pounding the pavement, we’ve never really done that. It’s been really amazing. We have sponsors and cultural partners.” The festival is not pretentious

– “no one’s out to make a million dollars out of it,” said Vandermeij. “It’s about making a personal connection.” The exhibits are more spread out than it’s ever been, he added. TCDSB touts Portuguese study program Parents of high school students interested in earning credits abroad this summer are invited to attend one of three upcoming information meetings about opportunities in Portugal. The Toronto Catholic District School Board (TCDSB) and Instituto Camões are providing an opportunity for Toronto secondary students to study in Portugal, while touring and experiencing the country’s wonders. Share your input on future plans for Toronto transit

T

oronto residents need to continue to make their voices heard when it comes to the transit issues facing not only our city but the entire Greater Toronto and Hamilton Area (GTHA).

The Greater Toronto CivicAction Alliance released an update of its Your 32 campaign this week, and it shows a growing support among GTHA residents to not only improve transit but to also accept some of the responsibility for paying for it. John Tory, co-chair of CivicAction, said transportation challenges have become the top issue for GTHA residents who deal with one of the longest commute times in North America. He called it “seven-day-aweek paralysis” that deeply our view affects families and business in the area. Transit The Your 32 campaign asked ‘paralysis’ residents what they would do if they had 32 minutes they other- hurting city wise would have had to spend on transit. Spending more time with family was one of the main responses. What really stood out, though, was what Tory called the human cost of our inadequate transportation system. The campaign was done to show support for the regional transit system improvements being proposed by Metrolinx. The Big Move aims to infuse some $50 billion worth of transit improvements in the GTHA over the next 25 years. The campaign helped residents realize the real costs of transit congestion and what it would be worth to them to make things better. We have said before in this space that we in Toronto, and the surrounding regions, will get the transit we are willing to pay for. Yes, provincial and federal governments must shoulder their share of the cost, but residents are also going to have to be willing to accept funding tools such as tax increases dedicated specifically for transit. To that end, the City of Toronto’s planning department is beginnings its own set of public consultations on transit. Chief Planner Jennifer Keesmaat said the meetings are being driven by the need to provide information to Metrolinx on what Toronto’s transit priorities are. We urge Toronto residents to participate in these meetings, and play a role in creating a regional transit system that works for all of us. To the editor: Re: ‘Activist launches blog to report aggressive motorists,’ News, Jan. 3 Is there a blog to report aggressive cyclists? First, cyclists will have to buy license plates to attach to the back of their bicycle seats so we can see them. Let’s have a level playing field. Three months ago, I was waiting at the south east corner of Dundas Street West and Pacific Avenue to cross to the north side. A cyclist sped by me in a flash. He had the green light but he was on the wrong side of the road going the wrong way in a west direction. One month ago, I was waiting at Royal York and Meadowcrest roads with my granddaughter. The light was red and the cars had stopped. Just at that moment, a cyclist sped by us right through the red light. It seems the cyclists are more dangerous than the motorists. Planner makes brave stand on transit issues

W

hen Jennifer Keesmaat turned up as the City of Toronto’s new chief planner last summer, it raised a few eyebrows. It’s not to say the former planning consultant wasn’t a good fit. Keesmaat cut her teeth on city politics, working as an executive assistant for New Democrat councillor Joe Mihevc and Progressive Conservative Councillor Jane Pitfield in the early days of amalgamated Toronto. In the private sector, she’s worked on land use planning issues – what she’d term “city building” – in communities across the country. But she seemed like an odd choice for the Ford administration. Keesmaat also came as an advocate for lower-order transit and cycling and pedestrian accommodation. On the last point, she went so far as to deliver a Toronto Economic Development (TED) talk, extolling the virtues of

walking to school. She’s a planner that would have been a perfect fit in the David Miller administration. On Monday, less than six months into the job, Keesmaat stood up in front of a packed house at the Toronto Board of Trade, pressing a similarly neighbourhood-based agenda. Transportation, she said, remains the singular challenge for growing a city surrounded by sprawling suburbs, both within — and far beyond — city limits. Too many of us are spending too long getting to and from work, and it’s affecting the city’s ability to attract more jobs and remain livable.

Next month, she and the city will be launching a public consultation plan to see just what level of transit improvement Toronto residents are willing to pay for. But in the speech, she made it clear that the biggest transportation improvement the city can make has nothing to do with transportation at all: rather, it involves developing mid-rise housing and commercial space along some of the city’s avenues. As she pointed out: “Where we choose to live is our most important transportation planning problem. If you live in Hamilton and commute to Toronto, even with state-of-the-art transportation infrastructure, you’re commuting for two hours a day.” This is a view entirely consistent with the City of Toronto’s progressivist planning legacy — so not entirely new. But so long as Toronto continues along the route that Mayor Ford began in 2010, it’s clear that Keesmaat is fighting

against the grain. In a moment of candor that seemed almost unbelievably politically naïve for a civil servant, she admitted as much. “We, of course, have a political culture that’s very challenging. I’m not getting into that in any detail — but the reality is we’re in a highly politicized environment. I was warned about the fishbowl before coming here. You can know about it intellectually, but you have no idea what it’s like having so many eyes looking at everything you say or Tweet.” The fact that Keesmaat was first hired, and second remains in her position, suggests that those eyes are more diverse in opinion than the message from the mayor’s office might suggest. n David Nickle is The Villager’s city hall columnist. Ward 18 residents get answers at town hall budget meeting LISA RAINFORD lrainford@insidetoronto.com Property taxes, the arts and projects in Ward 18 were topics of discussion for a small, but attentive group of constituents who attended Davenport Councillor Ana Bailão’s 2013 Toronto city budget town hall last week. Bailão outlined several initiatives in her ward during the consultation meeting at New Horizon’s Tower at the corner of Bloor and Dufferin streets, which attracted about a dozen people. Capital funds allocated for Ward 18 as part of the city’s capital projects include Carleton Park where new pathways to accommodate strollers will be installed, a new playground in Susan Tibaldi Park and the expansion of Perth/Dupont Library, Bailão noted. “There was talk of closing it, but the reality is we are working on expanding it. We’ve been able to put it on

the map for the library board,” Bailão said. “The expansion will more than double the space and make it wheelchair accessible.” new art hub A 36,000-square foot West Queen West art hub will be built at Lisgar and Queen streets as part of The Edge condo development. The Toronto Media Arts Cluster will be comprised of seven non-profit groups that specialize in film, photography and animation, and a 250-seat cinema, which will attract the smaller film festivals in the city, said Bailão. Maria Brum, a Bloor West and Dufferin streets-area resident, expressed her gratitude for the investments being made in Ward 18, however, she wanted to know if there would be money for street lighting and sidewalk repairs. “There are sidewalks that don’t have ramps for seniors and strollers and those with

disabilities,” she pointed out. Bailão explained that lighting is not considered a capital project, but rather smaller issues that “we’re working on.” “In terms of sidewalks, we had Dundas done last year and we’re having Bloor and Dufferin done this year,” she said. “On College, Dundas and Queen where we’ll have new streetcars, we’ll get new sidewalks because the new streetcars are wheelchair accessible. We’ll have to have ramps at every corner. All sidewalks will have to be accessible.”

The home-buying process is typically a careful cooperation between buyer and seller to find a middle ground. The buyer may have to make some concessions, as will the seller. Ultimately, it is this cooperation that often determines if the sale goes through or is terminated. Before any negotiations can begin regarding repairs, it is adviseable for a buyer to have an independent inspector come out and look over the home and property. Most real estate agents will suggest this be done as a first priority -- even before a contract is entered on the home. An inspection will unveil any

potential problems in a home and indicate things that the buyer may not be aware of, including items that do not meet with code or could be unsafe. An inspector also may point out problems that could cause a mortgage lender to give pause. This may mean the lender will deem problems unsafe and refuse to fund the mortgage until repairs are made. A copy of this inspection report should be sent to the home seller to review with his or her attorney and real estate agent. The buyer working with his own real estate attorney and agent can petition for certain repairs to be made. Many sellers will make such repairs to ensure the purchase goes through, or they will accept a lower purchase price to compensate for the needed repairs, which the buyer will then

make. Buyers might want to hire a good real estate attorney to write clauses into the contract to protect their interests. This allows the buyer to forfeit the sale and walk away from the contract should an issue arise. Buyers may try to negotiate repairs with the seller, but they shouldn't assume that sellers (or lenders in the event of a bankowned home) are responsible for the repairs. Buyers should know that there are some repairs that should ultimately be the responsibility of the seller. If these repairs are not made, a buyer should think strongly about walking away from the deal. Such repairs include: • lender-required repairs that could impact home safety • leaky pipes • water penetration issues, in-

Sharlene Rankin, director of The Telephone Booth Gallery, presents a sequel of sorts to the ever-successful exhibit she curated last winter called ‘Local Call, a Junction Neighbours Group Exhibition.’ Ever since she opened the gallery, on the north side of Dundas Street West, just east of Runnymede Road, about two years ago, Rankin has come to realize what an artists mecca the West Toronto Junction has become. Painters, sculptors and photographers – among a plethora of other creative types – live and work in the area. Last year’s exhibit grew out of an impromptu conversation with artists David McClyment and Tim Whiten, who both live within steps of the gallery. This year’s exhibit “Part II” is bringing artists from both the Junction and its neighbouring community, The

Linda Martinello, a multidisciplinary painter whose work focuses on history, myth and landscape, is one of the eight artists whose work will be on display as part of ‘By the Dozen.’ “This is an area that’s evolving, especially for artists,” Martinello told The

Villager last week. Martinello, whose livework studio is in the Junction Triangle, has been in the area since 2006. Although there were some artist studios when she arrived, the majority were still closer to Queen Street West. “Now, so many people have their studios here,” Martinello said. Martinello will be exhibiting one of her paintings, oil paint on polyester film, a collage based on the North American South West. Sculptor Badanna Zack, whose studio is in the Dupont Street and Symington Avenue-area, will be showing a life-size mixed media sculpture of three urinals. Former Parkdale-High Park MPP in third place for Liberal leadership LISA QUEEN lqueen@insidetoronto.com As candidates of the Ontario Liberal leadership race head into the final stretch, former Windsor MPP Sandra Pupatello has the most support among committed delegates, with Don Valley West MPP Kathleen Wynne a close second. Last weekend, party members selected delegates to attend the leadership convention in Toronto from Jan. 25 to 27. Each constituency association from Ontario’s 107 ridings is sending 16 delegates, while each Liberal student club is sending eight delegates and each Liberal women’s club is sending one delegate. Pupatello emerged first from the weekend, securing 504 delegates, which represents 27.44 per cent support, according to the Ontario Liberal Party. Whether it’s in the 416 or the 905, a spokesperson for the Greater Toronto CivicAction Alliance believes a groundswell of support for transit expansion is building as congestion grows to “crisis” levels in the Greater Toronto Hamilton Area (GTHA). John Tory, from CivicAction, an advocacy group calling for better regional transit connections, said Monday morning transportation has become the top local issue for residents concerned with gridlock and daily commute times that are among the highest in North America. “You really get a feel when you travel to the farther reaches of the 416 and even more so into the 905 and
