During a raucous public meeting Monday, Davenport MPP Cristina Martins pledged to lobby the Ontario Minister of the Environment to halt the Davenport Overpass. Metrolinx wants to build the elevated two-track bridge, which it is now referring to as the Guideway, as a way of replacing the busy Davenport Diamond rail crossing, where GO Transit intersects with C.P. freight trains. It says the bridge is needed to double existing Barrie line GO train service. But the project has generated considerable outrage from Davenport residents, who are distrusting of Metrolinx’s motives and want to see the rail crossing replaced with a tunnel instead. During the meeting organized by Metrolinx to announce the beginning of a six-month assessment process for the project, Martins – who has come under fire for not intervening to stop the bridge and was repeatedly catcalled during the meeting – said she would write her colleague Glen Murray >>>many, page 10

Carleton Village students share their dreams School assembly honours the life and accomplishments of Martin Luther King Jr. LISA RAINFORD lrainford@insidetoronto.com Andrea O’Rourke’s Grade 1 class at Carleton Village JS Sports and Wellness Academy were busily creating booklets about their dreams; not just any dreams, but those inspired by civil rights activist Martin Luther King Jr.’s philosophies. The junior kindergarten to Grade 8 school in the Davenport Road and Osler Street-area marked Martin Luther King Jr. Day on Monday with a morning assembly followed by activities and lessons in individual classes. O’Rourke’s students shared sentiments like, ‘Everybody is different;’ ‘We are all together’ and ‘We have to show kindness to everybody,’ in their booklets and then added their handprints on the cover. “To work with our students, it’s so inspiring,” principal Lorelei Eccleston said. This is the second year the school has marked Martin Luther King Jr. Day with support from officers at 11 Division police. “Across schools in the U.S., this is a special day where families honour the work and legacy of Martin Luther King Jr. It’s not as common for schools in Canada, but Martin Luther King Jr.’s legacy is not isolated to the U.S. It is global,” Eccleston told her audience of students, community members and parents. “We are here to think about how we can keep his words and work alive.” Grade 1 student Kyannah Coutain captivated everyone with her selfpenned speech about King’s family life, career and humanitarian work. “Martin Luther King Jr. wanted everyone to be treated equally and not be judged by how they look,” she said. “He wanted to make the world a better place for you and me.” Eleven Division police Supt. Heinz Kuck spoke of the civil rights activist’s early life and leadership, including the Montgomery Bus Boycott in 1955 when Rosa Parks, an African American woman, was arrested for refusing to surrender her seat on a bus to a white person, and King’s shooting death on April 4, 1968. Born Jan. 15, 1929 in Atlanta,

Georgia, King had an older sister and a younger brother. “He grew up in an extremely loving, but strict home; he loved to read and to learn,” Kuck told the students. “He skipped Grade 9 and 12 and went to college when he was 15.” At 18, King became an ordained minister and graduated from college at 19 before entering the theological seminary and receiving his doctoral degree in 1955. King and his wife, Coretta Scott King, had four children. In 1964, King was awarded the Nobel

Peace Prize for combating racial inequality through nonviolence, Kuck pointed out before reading from the picture-book biography, “Martin’s Big Words: The Life of Dr. Martin Luther King Jr.” Kuck encouraged students to repeat poignant phrases from the story, such as, ‘Love is the key to the problems of the world,’ and ‘He said love when others said hate.’ Many Carleton Village teachers relied on the book along with other texts to encourage students to create art projects and the like about King’s

message, Eccleston said. The school’s ‘Ladies’ Choir’ performed Canadian singer/songwriter Oscar Peterson’s Hymn to Freedom. Eccleston briefly mentioned the time she visited King’s birth home, which is part of an historic site. “I was so inspired to walk into that house in Atlanta. What a remarkable legacy this family has left,” she said. “We’re going to keep the word of Martin Luther King Day alive today.”

The Ministry of Health and Long-Term Care announced its directive to force hospitals to set more affordable parking rates Monday. We’re actually supportive of the announcement,” Buller said. “We’re very patient centred and we know that parking can be a challenge for many patients and families, in particular when you have multiple visits. We already have among the lowest rates in the GTA for hospitals.” Starting in October, hospitals that charge more than $10 a day for parking will be required to provide five-day, 10-day and 30-day passes that are discounted by 50 per cent off their daily rate; that are transferable between patients and caregivers; that are equipped with in and out privileges throughout a 24-hour period; and that are good for one year from the date of purchase. St. Joe’s has a daily maximum rate of $15, an $18 day pass; a $40 sevenday pass; an $80 two-week pass, and a $160 monthly pass. All hospitals in the province are being told to freeze rates starting this month. Buller said St. Joe’s would be changing its weekly pass from seven days to five days. “I think it’s going to be a challenge for hospitals,” Buller said. “We have limited methods of getting revenue. While we get funding for operations and procedures, we don’t get adequate funding for new equipment or replacement equipment or building infrastructure at the level we need it.”

oronto residents can have their say on making our city a better place by taking part in a series of public consultations over the next week. Social Planning Toronto will be hosting four community meetings to talk about its future direction and what its priorities should be over the next five years. The first meeting is tonight in Etobicoke, followed by others downtown, in York and in Scarborough. In its mission statement, Social Planning Toronto says it is committed to “building a civic society in which diversity, equity, social and economic justice, interdependence and active civic participation are central to all aspects of life.” Now there’s something all our view Torontonians can get behind. After all, this is the city we Attend a have chosen to call home, raise families and live our lives meeting, have our in. voice heard What could be more important than contributing to a healthy future for Toronto? One of the areas Social Planning Toronto would most like to hear from residents is on dealing with change. That seems to be a constant in everyone’s lives these days, and it’s no different for a city. What do we need to do and know about our city’s changing demographics, be they cultural or financial; proposed residential and business developments and the impacts they will have on existing neighbourhoods; differing health-care needs and the challenges in serving what is in many parts of the city an aging population; the need for green spaces and recreational opportunities; and, our clogged roads and numerous transit plans? These all affect life in the city, and our voices need to be heard on these issues. Taking the opportunity to be an engaged citizen, rather than just a complaining resident, is crucial to our city’s future. We encourage residents to attend one of the Social Planning Toronto meetings over the next week. They are tonight, Jan. 21, at Thistletown Multi-Service Centre, 925 Albion Rd., starting at 5:30 p.m.; on Jan. 25 at 5:30 p.m. at the College Street United Church, 454 College St.; Jan. 26 at 10 a.m. at the Social Planning Toronto office, 1652 Keele St.; and Jan. 28 at 6 p.m. at Scarborough Village Community Centre, 3600 Kingston Rd. Budget balancing continues along in haphazard way If all goes through as planned, it looks as though Mayor John Tory will have passed two out of two unsustainable annual city budgets by February. In 2015, you may recall, Toronto’s budget committee found itself in a panic over the end to pooling grants from the province, that had helped Toronto deal with the cost of social housing that is much higher here than in other GTA municipalities. City officials thrashed about trying to find a way to fill the $86-million hole and eventually approved a complex plan to loan itself money from its capital reserves – a move that might, absent another robust year of land transfer tax-collection, have squeezed the city for years to come. As it was, surpluses and reserves helped minimize the debt that Toronto will eventually have to repay to itself. That was a lucky break. And maybe there will be another lucky break, after Toronto Council gets through

david nickle the city with this year’s budget. This time, there’s no unexpected trouble that’s shown up to mess up a perfectly balanced budget. Rather, the city administration has made it clear that Mayor Tory and Toronto Council have created pressures that a simple balance-sheet budgeting exercise can’t resolve. To whit: an inflationary property tax increase as Mayor Tory has insisted on can’t deal with either the growing cost of simply standing still, or the many enhancements and improvements that council and the mayor approved and announced this year. Politicians, the city manager said, would have to come up with solutions. So this past Monday, budget chief Gary Crawford brought forward a solution. It involves an old-fashioned raid on reserves, recalibrating

various revenue projections to more optimistic numbers, and demands on big-ticket agencies like the Toronto Transit Commission and the Toronto Police Service to simply do more with less. It is not exactly what happened in 2015, but it is in the spirit of it. Toronto will dig into its rainy-day reserves and ask for an arbitrarily large amount of economizing from its management staff, and keep the city lurching along for another year. It’s easy to shrug when you look at this, because so many Toronto budgets have been balanced in exactly this haphazard way – hoping that a booming economy will keep the land transfer tax revenue high, dipping into savings, stretching staffing resources – and things always seem to have turned out OK. Roads are more or less fixed, programs in one form or another are delivered, and life in Toronto’s many neighbourhoods goes on.

So why not simply continue along this route? When erosion is this slow in its effect, is it erosion at all? The short answer is yes. The long answer is that with the declining dollar and sluggish economy, at some point the land transfer tax – which has above all else kept the city afloat – is going to plateau and decline along with real estate sales. If Toronto isn’t prepared for that with a reasonable attitude toward taxes and revenues, that erosion will quickly turn into a collapse. That may happen by Mayor Tory’s third budget given the indicators. And that will mean that this one will be the last time that councillors can avoid making the difficult choices they should have made long ago. When that time comes, they’d better have a plan B.

not consult.” Bailão said many questions remain unanswered, from rail safety to the exact composition of public space improvements planned for underneath the bridge. “If you’re going to go ahead with this, if you want the community to support, you’re going to have to step it up a lot more,” she said to thunderous applause and loud cheers. Despite the harsh reception, Metrolinx community relations manager Manuel Pedrosa said it was great to see the public engaged. “We look forward to continuing the conversation to refine our initial design study to further address the issues and concerns raised by our neighbours,” he said.

Councillor seeks feedback from residents on speed change >>>from page 1 speeds in neighbourhoods, so much so that Toronto has been issuing signage calling on motorists to slow down. Two significant motions passed last year by council will potentially make the process of reducing speed limits easier, Doucette pointed out; one being that a reduction to 30 km/h no longer requires installing traffic calming measures, such as speed humps. “As traffic calming cannot be accommodated on all streets, this greatly opens up the number of streets where their speed limits can be lowered,” Doucette said

in correspondence on her website. “Second, this spring the Toronto East York Community Council voted to make all residential streets 30 km/h, making all streets east of our Keele Street boundary the new lower limit.” The councillor said a petition signed by Ward 13 and surrounding residents – those who fall under the community council boundaries of Etobicoke-York – is needed before the city’s Transportation Services can undertake a traffic study to determine if a speed reduction is necessary. The pro-

cess is year-long followed by sign installation a couple of months later. “To many residents, this is a long and arduous process that doesn’t guarantee results. I have received a number of requests that Ward 13 follow the lead of our neighbours to the east, and set all residential street speed limits at 30 km/h,” Doucette said. “This blanket policy would create a consistency throughout our ward, create a natural flow from the downtown core, and most importantly improve the safety of our streets.” Doucette added that a healthy number of responses

The Bloor West Village Residents Association has issued a notice to its membership about the proposed speed reduction. According to City of Toronto statistics, between 40 and 60 pedestrians and cyclists are killed at the hands of motorists annually, the group pointed out in its literature. “I live on a street just off of

overcrowded schools, which means there are lots of kids playing in the area, Isbister said. The community is blessed with countless green spaces and parks that tend to be a magnet for children. “We have to be careful,” Isbister said. The residents’ association sent out notices to 600 people and got 120 responses, some of which indicated a desire for a reduced speed. Others said they didn’t want to see traffic impeded.
