Council votes to save Runnymede fire hall for now LISA RAINFORD lrainford@insidetoronto.com Neighbourhood residents can breathe a sigh of relief – at least for now – as city council voted to save the Runnymede fire station during its budget meeting last Wednesday. While approving Toronto’s 2013 operating budget, city council voted to restore 83 frontline firefighter positions and to maintain fire trucks slated for removal from five stations as part of the Toronto fire chief’s plan to cut costs. “It’s a relief, but it’s not over yet,” Parkdale-High Park Councillor Sarah Doucette told The Villager. “We’ve got a six-month reprieve.” The $3.1 million spending injection was approved pending the out-

come of an efficiency study on fire and EMS as well as a fire insurance underwriters’ review. “What this means is, we can work with Toronto’s fire chief to really, really see where services should be,” said Doucette. “What I find interesting, is that I don’t think all the development coming into my ward was taken into account.” Plus, the number of emergency calls coming into Runnymede station are slowly on the rise, Doucette pointed out. “We have to wait six months until we have a chance to analyze the reports,” she said. The local investment is part of a more than $700 million plan to build and renovate 87 schools across Ontario to alleviate the “accommodation pressures,”

Violinist, 9, earns highest mark in Ontario-wide conservatory exam LISA RAINFORD lrainford@insidetoronto.com Csenge Magyar, 9, was “surprised” to learn she had won a gold medal for scoring the top mark in Ontario on her Grade 2 Royal Conservatory of Music violin examination. “I didn’t know there was a medal,” Csenge told The Villager in a conversation at her house on Windermere Avenue, Thursday, Jan. 17. Her parents, Kalman Magyar and Beatrix Nagy, were just as shocked. “Her teacher never mentioned it,” said Magyar. Nagy admitted they almost deleted the email addressed to her daughter from the Royal Conservatory. It arrived out of the blue in the fall. Csenge was awarded during a convocation ceremony and reception at Koerner Hall, in the Royal Conservatory’s Telus Centre for Performance and Learning on Sunday, Jan. 13. Suzuki Music students A student at L’École élémentaire catholique Sainte-Marguerited’Youville on Royal York Road, Csenge has been playing the violin since she was four. She along with her brother Soma, 6, and sister, Bibor, 4, are Etobicoke Suzuki Music students. “As an option, you can take the Royal Conservatory exams,” explained Nagy. “The Royal Conservatory will count as a high school credit. Csenge earned a mark of 95 out of 100 on her Grade 2 exam, which she completed last year. She competed against all ages to win the gold medal. She has gone on to skip Grade 3 and just recently wrote her

Up by 7:15 a.m. each day, Csenge will oftentimes practise before she goes to school. She spends approximately 20 to 40 minutes each practice session. “I brought my violin to school. I showed my medal to my teacher, who taught me last year and played violin for my class,” said Csenge. She says she enjoys performing in front of an audience and revealed she only gets nervous

And if the Liberal Party is going to win back the confidence of Ontarians, we can’t just put a new face on the poster. 4) Tell us a bit about yourself.

n When I was 26 years old, I was involved in the start-up, management and growth of one of Canada’s largest non-for-profit organizations. Toronto’s Daily Bread Food Bank collected and distributed about $35 million worth of food every year. I enlisted public support, created understanding and awareness of the forces of poverty and motivated up to 20 per cent of the GTA households participating in our major food drives at any one given time. I’m someone who will roll up my sleeves and work with people to solve problems, and I won’t stop unless it’s done.

Four Villages program helps moms stay healthy before, after pregnancy Fundraising goal of $24K set to support weekly drop-in program LISA RAINFORD lrainford@insidetoronto.com The Four Villages Community Health Centre’s Healthy Women Healthy Babies program (HWHB) was a godsend for first-time mother-to-be Lavina Bailey. A friend told her about the program, which invests in the health of pregnant women and their young children by increasing access to primary health care providers, healthy and culturally appropriate food as well as nutritional education. “It helped me financially, emotionally and physically,” said Bailey, whose eldest son was born May 23,

2004. She credits the program for providing an encouraging word when she needed it and because of it, didn’t have to worry about where she’d find clothes for her newborn – money was tight at the time. By the time she and her son, Jonathan, were on the verge of graduating from HWHB, she discovered she was pregnant again with son Jadon, now six. She was so appreciative for all the program gave her that she began volunteering, returning to the community health centre every Wednesday. Now the mother of three (son Jaron is four) looks after the older children while their mothers

participate in the program. The weekly $10 food voucher and TTC token each mother is provided was particularly helpful to Bailey. “It meant a lot to me – I could get a bag of milk and some eggs,” she told The Villager. Established 14 years ago, HWHB is partially funded by the Toronto Central Local Health Integration Network and caters primarily to newcomer mothers, non-insured, those with low income and the homeless or under-housed. “Women attend from when they find out they’re pregnant or when they find out about the program, said Sandra Almeida, director of

programs and community initiatives at Four Villages. “They can stay in the program until their child is a year.” The Four Villages Community Health Centre is currently fundraising for the program, offered weekly on a drop-in basis. “This program has a great need for financial resources,” Almeida said, particularly because of the food voucher and public transit tokens it doles out. Fundraising efforts that began as part of a campaign approved by the board of directors last year will continue into 2013 with a goal of $24,000. Events include a Mother’s Day online donation drive, a client-organized garage sale and musical event at Hugh’s Room, among others. A nurse and dietician is on hand

to provide nutritional information and to address any health concerns. Over the past seven years, more than 1,200 mothers and children have been assisted through the program and the statistics are indicative of the program’s success. Since 1991, Four Villages has treated mind, body and spirit in those who are most in need: the elderly, the frail, the new immigrant, new mother, young child and youth at risk. To the editor: So having a casino in Toronto would generate $400 million in revenues annually. Really? Generate from what: thin air? In reality, those $400 million would be funds that consumers would spend or save otherwise. Capturing them with a casino would likely diminish vital revenues of other economic agents that depend on these to sustain their businesses. If these $400 million were to be redistributed to taxpayers, for example under the form of a tax rebate, it may not matter much. But it does not seem to be on the table. Looks like just another tax grab to me.

Taking care in the cold weather

s Toronto grapples with its first significant cold snap of the season, we all must take the proper precautions to stay warm, but be ready to lend a hand to those who may need it. It’s during these cold stretches where strong community bonds are most valuable – making people aware of what services are available, protecting against safety risks and providing that sense of belonging to those at risk of feeling isolated. There’s a lot we can be doing. The city issued its first Extreme Cold Weather Alert of 2013 on Monday. These alerts are called when Environment Canada predicts a coming overnight temperature of -15 degrees Celsius or lower without wind chill. The alert also triggers additional homeless services in the city. Getting people someplace warm is crucial. Call 311 if you see someone you think needs street community outreach assistance. connections While the issue of homelessness may not be readily apparent in your own neighbourood, there are community-building tasks you can undertake during these times that have a significant impact. Cold weather means less outdoor interaction with our neighbours – especially those with mobility challenges. There’s nothing stopping you from paying a visit to a neighbour to check in on them and have a chat. It may be snow shovelling that’s needed or keeping walkways and stairs salted to prevent ice build-up. Interaction is an important building block of a community. Community-building exercises don’t need to take huge numbers of people and hours of planning to be successful. There’s always something we can do. Even a short conversation can help you to get getting to know your neighbours a little better and forge a stronger community bond. While some temperature relief is expected early next week and this cold snap will relent, these are prudent steps to follow. Winter is far from over, but even when the season changes getting to know the people we share a common bond with can lead to a healthier and happier community. Ultimately, at a time when interaction with our neighbours is limited by the cold temperatures, now is when we need to ensure we’re looking out for each other. newsroom

Del Grande’s decision to step down puts a bitter cap on budget process M

ike Del Grande’s abbreviated tenure as Mayor Rob Ford’s first budget chief will almost certainly not be remembered the way that the ScarboroughAgincourt councillor would wish it. Del Grande quit the job last week, providing a bitter cap to Toronto council’s chaotic and graceless debate of Toronto’s 2013 operating and capital budget. He went in with a chip on his shoulder, warning councillors that he would likely quit the job if they made even a single change to the budget he and Ford’s executive committee presented. That in itself was an unreasonable ultimatum; to ask Toronto’s divided council to leave his budget alone. If that were the only provocation, his resignation could reasonably be dismissed as a childish snit. But Del Grande’s pride sustained deeper wounds,

when Ford himself tore a hole in his own budget, first voting for a mischievous motion by York West Councillor Giorgio Mammoliti to eliminate the budget’s two per cent property tax, and when that failed, voting to add $3.1 million to the firefighters’ budget. Del Grande had spent the past few months standing firm against firefighters’ demands. He had every reason to believe the mayor had his back. Who could blame him for resigning, when that turned out not to be the case, and in fact he had always been on his own? The reality, of course, is that Del Grande was always on his own as budget chief — often by his own

design. Where past budget chiefs had divided work on the budget among their committee members, Del Grande took on much of it himself. He was often sharp with deputations to his committee, that came to complain about the cuts his budgets would impose on various programs. Earlier on, he would dig in his heels on these matters, and leave it to council to sort it out. Toward the end, though, it was clear that he took the job of balancing the city’s financial needs against its social and infrastructure needs very seriously. In 2012, when the public came to depute, Del Grande grilled each one about what it was they wanted, and how much it would cost. The list he kept posted during the meeting seemed at first like the kind of object lesson you’d use to teach a spendthrift teenager about household budgeting. Oh we of little faith.

When it came time to wrap up the budget, Del Grande emerged with a proposal, to raise property taxes a hair and restore funding to various areas of need, raised convincingly enough by deputants. It was a significant gesture — but not significant enough for the needs of city council, and not even enough for the political needs of the mayor. In the end, it is not likely enough to solidify the story of Del Grande’s short time chairing the city’s budget committee as one of a balanced, thoughtful financial architect committed to rational budgeting for the good of all, as he might have wished. To do that would have taken the one thing that he determined last week he didn’t have: Time.

A “passion project” for Montreal producer Sebastian Howard of Batchfilms Inc. and a “labour of love” for Roncesvalles Village resident and filmmaker Barnes of Keep it in the Family Productions Inc., Milk? is the story of an inquisitive man, who sets out to learn the facts about milk, but discovers the growing controversy surrounding the white drink. Instead of answers, his journey leaves him with even more questions in the midst of opposing positions from doctors, scientists, nutritionists and experts. Barnes admits he knew nothing of the liquid, except that it was his go-to in coffee and cereal. “This documentary does not answer the question: Is

I eat cheese all the time,” he said. “Sebastian, he was brought up drinking big glasses of milk – it was his mom who tried to turn him off of milk.” Barnes interviewed gov-

ernment officials, industry experts, biologists, anti-milk activists, raw milk advocates and an endearing milk-loving dairy farmer in his quest to enlighten and uncover lesserknown arguments about milk. “It’s a fun watch,” said Barnes. “When Sebastian pitched (the idea) to me, I got it right away. (It’s a subject) that touches everybody.” The documentary took the two throughout Ontario, Quebec and even to Wisconsin, which is a big milk state. It’s where farmers put cows on a pedestal to be milked. “It looks like the cows are smiling,” said Barnes, who revealed he never anticipated he’d make a documentary about milk.

GEORGETOWN SOUTH PROJECT NOISE WALL COMMUNITY ADVISORY COMMITTEE BACKGROUND The Georgetown South (GTS) Project rail expansion will help transform regional transportation in the Greater Toronto and Hamilton Area (GTHA). As a key element of Metrolinx’s regional transportation plan, The Big Move, it will help to reach the following goals: double public transit users, triple length of rapid transit, put transit within two kilometres of 75 per cent of population and reduce commuting times and greenhouse gas emissions. The infrastructure being constructed for the GTS Project will enable GO Transit to expand its rail service on the Kitchener, Milton and Barrie corridors and will accommodate the new Union Pearson Express service that will begin operating in 2015. As part of the project requirements, we have evaluated the noise impacts of future train operations and have identified locations where noise barriers will be needed to mitigate any increased sound levels. WHAT IS A NOISE BARRIER? Noise barriers are walls that are specifically designed to reduce the sound levels, in this case of trains operating in the Kitchener rail corridor. A full explanation of why we need this mitigation and where they will be located can be found in our Operational Noise and Vibration Mitigation Report, under the Environmental Monitoring section on our website at www.gotransit.com/gts. The report, which we released last fall, provides recommendations to address operational noise and vibration impacts from the GTS Project. We subsequently held six public meetings to present our recommendations. NOISE WALL COMMUNITY ADVISORY COMMITTEES We are looking for community members who are interested in participating in one of the following nine community advisory committees that will help guide the design of the noise barriers in your neighbourhood. This epitomizes the story of Milli and David in the Village Players latest show, Queen Milli of Galt, a love story told through the memories of an 80-year-old woman, who commissions a headstone for herself, on which she claims to be the wife of the recently deceased Duke of Windsor. This claim has every reporter in Ontario at the old lady’s doorstep wanting to know if she’s telling the truth, or just a crazy old lady. A moving, funny and witty story, written by Canadian playwright Gary Kirkham, Queen Milli of Galt is based on a true story of two unlikely people who meet and eventually fall in love. And, like the best love stories, it’s filled with obstacles, bliss and heartbreak. Set in the small town of Galt, Ontario in 1972, and back to 1919 when the love story begins, the story starts with the town buzzing with excitement over the arrival of the Prince of Wales (Luke Marty), everyone except Milli (Lydia Monet), who’s mending a broken heart and has resigned herself to spending most of her time gardening in solitude. The prince, who is called Edward or David depending on who he’s with, is on a Canadian tour accompanied by his “everything guy” Godfrey (David Eden). When his hectic schedule becomes too much, he escapes and finds himself in Milli’s garden. He’s immediately intrigued by her lack of interest in the prince, her candor and her honesty. Later, the two accidentally meet again and when Milli realizes who she really met in her garden the verbal sparring begins along with the obvious sparks between them. Those sparks quickly turn to love

much to the happiness of Milli’s mother (Anne McDougall) and her best friend Mona (Caitlin Robson), and her small-town life quickly transforms into accompanying the Prince to lavish dinners and romantic dates on the lake. But like all true tragic love stories, the King doesn’t allow them to marry, and the two tearfully part ways. But does the story end here or is it just beginning? What happened after they parted, did they actually part or did they secretly get married? This show is perfectly cast and everyone is both natural and believable in their roles. Monet as Milli is an expressive performer who runs the gamut of emotions in this show, which is raw, real and moving. The strength in this play is the storytelling. It’s well-written and the actors grasp their characters so well that whether or not we are watching a true snippet of history becomes irrelevant. GTA resale market heats up

Realtors release mid-month resale housing figures; ‘cautiously optimistic’ about city’s housing market Even though outside temperatures are frigid, the city’s real estate market is unexpectedly heating up in the first weeks of 2013 after nearly half a year of slowing sales. Greater Toronto realtors reported 1,469 sales through the TorontoMLS system during the first two weeks of January 2013 – an increase of 2.4 per cent over the same period in 2012. "The New Year started off on a positive note with residential sales slightly above last year’s levels,” says Toronto Real Estate Board (TREB) President Ann Hannah. “I am cautiously optimistic about this result. It will be important to watch sales trends closely as we move through the first quarter to see if some of the

households who moved to the sidelines as a result of stricter lending guidelines are starting to renew their decision to purchase a home.” The average selling price during the first 14 days of 2013 was by up by four per cent on a year-overyear basis to $459,728. “The low-rise segment of the market experienced the strongest price growth as competition between buyers remained quite strong,” says Jason Mercer, TREB’s Senior Manager of Market Analysis. “The average selling price is expected to grow in 2013, but at a slower pace as buyers benefit from more choice.” – with files from TREB

Toronto Parks and Trees Foundation receives one-time $250,000 grant Parkdale-High Park Councillor Sarah Doucette put forth a motion approved at a City of Toronto council meeting, Wednesday, Jan. 16, for a onetime $250,000 grant toward the Toronto Parks and Trees Foundation. A charitable foundation dedicated to enhancing the city’s parks, the Toronto Parks and Trees Foundation promotes philanthropy, corpo-

It’ll be a long time until the doors open, but we got this far so we’re pleased.” Pilkey was part of a group of representatives from area school councils who made appeals to the Toronto District School Board (TDSB) and the ministry to address the issue of overcrowding in Ward 7 by releasing

the funding necessary to implement the additions. The group lobbied its local MPs, MPPs and city councillors for support and worked to generate public awareness. “Of course we’re delighted,” said Parkdale-High Park MPP Cheri DiNovo of the ministry’s announcement. “It’s great that they listened.” Additions at Keele and Swansea public schools were recommended and approved by the TDSB last June only to be put on hold by the

Ministry of Education in the fall. The ministry says it had planned to make funding announcements for approved projects in the fall of 2012, but were delayed. “It’s been a bit of a see-saw,” DiNovo admitted . “They promised it originally and we thought the money was coming. Then, we heard it wasn’t. That’s when we got really active. I think this is a significant victory for the community. It’s wonderful. Everything we did, it paid off.”
