LISA RAINFORD lrainford@insidetoronto.com One of its designer’s “finer” designs, the Sunnyside Bike Park is scheduled to open mid-July, according to a City of Toronto Parks, Forestry and Recreation department spokesperson. Close to three quarters of the long-awaited and eagerly anticipated bike park’s riding features are constructed, said Scott Laver, acting supervisor of natural environment and community programs. “There is a lot of buzz from online cycling forums to people coming by the site asking questions of our construction team through the construction fence,” Laver said. “The site has great exposure to the general public from vehicular and pedestrian traffic along the lakeshore and as the park is taking shape, people are starting to understand what it is we are building and how it will be used.” Situated north of Lake Shore Boulevard West between Ellis Avenue and Colborne Lodge Drive, the park will be the first

Ford wrong to play favourites with media

W

ith Mayor Rob Ford’s return to civic politics after a stay in a rehabilitation facility, we would expect to see some lessons learned and some new attitudes heading into October’s civic election. Ford has been a controversial figure at best of times, with as colourful a political persona as his private one. It’s all made for curiously divisive leadership for this large, world-class city. But when he begins to hold press conferences, picking and choosing who he invites from the accredited city hall media gallery, we’re not quite sure he’s learned much during his time away. Surely all news organizations deserve a place at the mayor’s table. Metroland Media Toronto puts close to 500,000 newspapers on Toronto doorsteps every Thursday, with nine newspapers, including The Bloor West Villager. Then there’s our www.insidetoronto.com website. And we haven’t even mentioned the 100plus other Metroland newspapers our view in the province posting the stories we tell on their own websites. That’s not a bad household Shunning reach and larger than the Globe media in turn and Mail, Toronto Star, Toronto and National Post distribushuns voters Sun tion combined on that day of the week. But it wasn’t enough to avoid exclusion from the mayor’s first meeting after rehabilitation earlier this week, along with The Canadian Press and NOW Magazine and others. We expect that sitting politicians and hopeful candidates understand that people receive their news and information in a varied number of ways. When you play favourites with the media, you shut the door to opportunity to reach citizens who voted you into office. We really don’t get the point. Surely he might have learned that through his trials and tribulations with The Toronto Star. We sincerely hope Ford’s time in rehabilitation facilities has helped combat his personal issues. Given his comments when returning to Toronto on Monday, he would like you to believe that too. We’d love to spend the months leading to the next civic election talking about policy and performance and not abuses. But being exclusionary to some media members continued a bad pattern of his prerehab practises and doesn’t create confidence in Ford having changed his practises. The mayor has a chance to hit a reset button. We’re not convinced he is prepared to take advantage of that opportunity.

Mayor Rob Ford must address his personal record if anyone is to trust his sincerity

I

t’s hard to know what to make of Rob Ford’s return to office. In the speech that he gave in front of a few reporters, Ford started off seeming quite contrite. He spoke of his enlightening experiences in the GreeneStone rehabilitation centre — that he overcame his own penchant for denial and understood that his addictions to drugs and alcohol are a disease that will require constant, diligent treatment. He pledged to keep clear of the dangerous and unhealthy associations that have supported his addictions. He even apologized – to Torontonians and city councillors, and especially councillor and mayoral candidate Karen Stintz over remarks he made. And he acknowledged that

david nickle the city he is not asking for forgiveness. That was a pretty good first couple of steps on a road heading toward redemption. But as the speech finished up, it was as though he stepped up onto the sidewalk, crossed a parking lot and disappeared down an alley. It became fast clear that Ford’s speech was an election speech. He spoke of his accomplishments, both real and simply claimed: how the mayor stopped the gravy train, saved money contracting out garbage and saved public anxiety by making the TTC an essential service. A few breaths after saying he was not asking for forgiveness, he

announced his intentions to ask for another mandate, and said he hoped to continue to be mayor for many, many years. And when faced with a barrage of the many questions that still hang over his mayoralty, he packed up his papers and walked off, answering not one of them. Now, to be fair, the mayor’s office and his brother Doug Ford had indicated for some time that the mayor would not take questions. But a spontaneous answer or two might have gone some way to clearing away the stink of a self-satisfied stump speech that hung in the mayor’s wake. Given that he didn’t, the mayor might have spent the time talking about those hundreds of millions of dollars he’s saved taxpayers answering

some of the questions that he might have anticipated, and apologizing more specifically for his racial, homophobic and sexist slurs. He might have apologized to the city staff that he’s on record as having abused. He might have apologized to Toronto police Chief Bill Blair. He might have explained himself, in terms other than those that seem drawn from the pages of a recovery self-help book as much as they were from true epiphany. The reality is that Rob Ford is a long way from being able to boast about a political record, without first addressing the serious deficit in his personal record. Group needs to hire professionals to help provide ‘hard evidence’ against developer’s appeal at OMB hearing >>>from page 1 redevelop the property a t 5 1 - 7 7 Q u e b e c Av e. and 40-66 High Park Ave. The High Park Coalition has been granted party status for the OMB hearing in September while the developer has approached the group with a request for mediation in July. To be successful, the coalition needs a roster of paid professionals in its corner to lend expertise. This includes the coalition’s lawyer and urban planner, who were instrumental in guiding residents through the early stages of their fight, as well as an urban designer and arborist, who will provide critical counsel during the next two phases. “The OMB is looking for hard evidence, sound urban planning evidence to defend our case,” said High Park Coalition executive member

Rishi Sharma. “We’re up against a developer who has deep pockets and expert counsel.” The coalition’s efforts helped to convince the City of Toronto planning department to recommend that the OMB reject the developer’s appeal. An OMB pre-hearing in March was so overwhelmed by potential participants from the community that a second pre-hearing had to be scheduled, said Sharma. “The OMB was blown away by the number of participants who wanted to be involved in the hearing,” he told The Villager. The coalition is new to the OMB process. “We want to be as cooperative as possible with the developer, with the city,” said Sharma. “We want to promote infill where appropriate. Replacing

a three-storey townhouse with a 26-storey building is absurd. This is not the downtown core of Toronto.” The coalition, said Sharma, remains optimistic as it gears up for the hearing in September. The group boasts as many as 2,000 members at large; about 40 “on the ground” helping to fundraise and fashion community updates and an executive team of six, he said. The High Park Coalition is aiming to raise the $27,000 by Sept. 1. Any amount is appreciated. Presto system to be installed on city streetcars by this November Metrolinx unveiled some more details of its ongoing work to install the Presto smartfare system throughout the TTC. Riders can currently use the re-loadable card to gain entry at 14 TTC stations – to increase to 26 in the fall – but the service is not available on any vehicles. That will also change this year, when Presto terminals are installed on the new streetcars beginning in November. Fare dispensing machines will also be available which will also allow for the purchase of individual cash fares or tokens. Terminals will also be placed at some streetcar stops. Also, Metrolinx is planning now to install 60 Presto fare gates in various subway stations, which would replace the traditional turnstiles. The TTC expects to have Presto fully-enabled by 2016.

A new city report is recommending creating a subsidized fare strategy for low income TTC riders. The report, endorsed by both TTC customer service chief Chris Upfold and the city’s executive director for social development Chris Brillinger, makes seven recommendations for a general “fair fare” policy to be considered by the city’s executive committee. It wouldn’t go into effect until at least the end of 2015. If the executive committee signs off, it will go to city council for a final vote later in July.

Hope lives on for owners of Standard taxi plates after judge grants injunction Plate owners who count on income from Standard plates stand to lose significantly LISA RAINFORD lrainford@insidetoronto.com A judge has granted owners of Standard taxi plates an injunction to stop the City of Toronto from implementing a new licensing system that would have come into effect on Canada Day. Arguments on the injunction were heard in Ontario Superior Court, Wednesday, June 25. “We have a very good argument,” Joel Barr told The Villager the morning after the ruling. “There was a little bit of wrangling, but we got what we wanted. We’re quite satisfied.” Barr, a Bloor West and Jane streets-area resident, is part of the 23 per cent of Toronto’s taxi industry who are ownerdrivers. Council’s February vote to reform the taxi industry in Toronto has significant repercussions for drivers who own their own vehicle. The taxi reform includes establishing a new type of taxi licence called the Toronto Taxicab Licence (TTL) that all plate owners must have by June 30, 2024. The aim of the TTL is to allow drivers to work for themselves without having to pay fees to the person who owns the vehicle. T h e i Ta x i w o r k e r s Association and the United Steelworkers (USW ) called council’s vote to reform the taxi industry a victory. The changes, they said, will allow drivers to keep more of their earnings, as “middlemen and absentee investors are eliminated from the system”. However, the TTL will replace the existing system of Standard licences (which can be sold) and ‘Ambassador’

licences (those that cannot be sold) and must be used only by their owners. Barr is the proprietor of a Standard licence, implemented in the 1960s. “I had no money for RSPs. I was putting my money back into the business. We’re selfemployed. We don’t have medical coverage. This was our nest egg,” Barr said of his Standard plate, which, previous to the reforms, could have been worth as much as $350,000. Stories like Barr’s are far from uncommon. lifetime investments The changes will destroy the lifetime investment of hundreds of cab drivers and their families, say holders of Standard plates; people like Gail Bouchard. Bouchard’s late brotherin-law was the owner of two Standard plates. He and Bouchard’s sister planned to use the income from his Standard plates to care for their son, who has an intellectual disability and lives in community housing. “My sister died on June 3. The money from the sale of the taxi cab plate was to go into a trust to improve (my nephew’s) life,” she said. Bouchard’s brother-in-law was a cab driver for decades. When he died at age 59, his plates were transferred to his wife’s name. She lived on the

income from those plates. When she fell ill in 1997, her son, Michael, moved into a group home. “It was her hope that the value of those plates would provide for Michael when they passed away,” said Bouchard, the executor of her sister’s estate. “Then, all of a sudden, the rules changed and he could end up with nothing.” Bouchard was one of several “taxi widows” who shared their stories as part of a press conference that was held prior to the June 25 court date. Nusrat Raana, a Jane Street and Finch Avenue-area resident’s husband, Mahmood Bhatti, was killed behind the wheel of his cab in 2006. “The Standard taxi plate is how I support my four children,” she said in a statement. “We are still struggling after my husband’s death and to have this taken away from us would be devastating. I don’t know how we will survive.” This fall, Standard plate owners will be back in court to support the Toronto Taxi Alliance Inc.’s motion to quash the city’s reform vote. “If we win that case, the TTL is dead,” Barr said. Mayor Ford fails the grade on environment issues: TEA Enviro report card grades council on its commitment to the environment DAVID NICKLE dnickle@insidetoronto.com Mayor Rob Ford and many of those who’d been loyal to him on council over the last term got failing grades for their protection of the environment from the Toronto Environmental Alliance. The environmental activ-

ist group released its Enviro Report Card for council’s 2010-2014 term on June 26. The report card graded based on how councillors voted on 31 issues, ranging from water efficiency and downspout disconnects to the 2011 decision to remove the Jarvis Street bike lanes, to Mayor Ford’s motion in

January of 2014 to cut $7 million from the city’s tree planting budget. On that scale, Mayor Ford did worse than anybody, scoring 13 per cent — or an ‘F’, along with 16 other councillors. Seventeen councillors, meanwhile, scored ‘A+’. Franz Hartmann, the

executive director of TEA, admitted the result skewed far from a bell curve. “If you think of this council as the class of 2014, it could best be described as a battle between those who want to protect existing environmental programs and those who want to dismantle them,” he said.

Park to appeal to rookies and veteran riders alike, says city parks supervisor >>>from page 1 The city enlisted the talents of internationally acclaimed Jay Hoots of Hoots Inc., a world leader in the design of community-based bike skill parks and trail systems. Hoots has built more than 50 projects in large city and small-town environments and boasts experience developing facilities internationally. Riding professionally for more than a decade, Hoots said he doesn’t subscribe to any one kind of riding and was inspired by American daredevil and entertainer Evel Knievel. Hoots has said he couldn’t be happier with the outcome of the project. He sought input from Bicycle Motorcross and Mountain Bike enthusiasts from across the city, who attended an initial public consultation meeting in October 2011. At an event to unveil the

park’s design in June 2012, Hoots credited them for their ideas. “They were some of the most insightful and well researched groups I’ve ever done meetings with,” he said. “I had an actual list, priorities from all different levels – it was a really cool environment. It was a really delightful experience.” Collaborating with Jay Hoots Inc. on the design and construction team is Victor Ford and Associates and Ferdom Construction. “Construction is going well. We are very happy with the progress of the project and the quality of work,” Laver said. The 5,000 square-metre park will be able to accommodate as many as 100 riders at one time. The park is being built to accommodate the rookie rider to the veteran rider and

everyone in between. “This park has a little bit of everything for everyone,” Laver said. ‘exciting features’ “Some of the exciting features include an extensive skills area, a series of wooden riding features that wind their way through trees, pump tracks, a large start hill that gives you a spectacular view of the city and many dirt jumps and berms,” he said. A Sunnyside Bike Park Volunteer Work Day was held Monday, June 30 from 5 to 8 p.m. Volunteers helped to construct and shape riding features, lay mulch and clean up garbage. Ultramarathoner takes on 24-hour treadmill trek High Park resident jumps on treadmill for a full day of running to support Terry Fox Foundation LISA RAINFORD lrainford@insidetoronto.com Ultramarathoner Joe Mauko took on another test of willpower – a 24-hour treadmill run during the Junction Business Improvement Area’s annual Summer Solstice Festival, Saturday, June 21. Ma u k o, a Hi g h Pa r k area resident, raised more than $5,000 in the name of the Terry Fox Foundation running from 11 a.m. on Saturday until 11 a.m. on Sunday. Community members donated more than $1,300; The Bank of Montreal donated $1,000 and A2N Security gave $3,000. Once it was over, Mauko had run 168 kilometres. The charity event was borne out of necessity, Mauko told The Villager. “I’ve got a 2014 fundraising goal of $50,000 to The Terry Fox Foundation. I haven’t raised a penny to-date and

I don’t have a network of people with deep pockets,” he said. “A bright idea and partnership with the Bank of Montreal, together we co-ordinated this 24-hour treadmill run, something unusual to grab the attention of people coming to the Summer Solstice Festival and to trigger donations.” TRAINING RUN The run also served as training for Mauko, who says his next challenge is a race across the Atacama desert in Chile, the driest desert in the world, this October. Twenty-four hours on the treadmill did not come without its hiccups. Mauko’s treadmill suffered a loose wire caused from transportation, disassembling and reassembling. The treadmill would stop intermittently many times over the course of the first hour.

“Initially, there was lost mileage unaccounted for and we just accepted the fact

we had to start at zero miles again in the first 45 minutes of the run,” he said. “From

that point on, we tracked every single metre of distance until a technician arrived to troubleshoot and find the culprit inside the electronics while I ran. The problem was solved by 12 p.m. and it was smooth sailing.” The smooth sailing continued until about 10 p.m. when Mauko said he began suffering gastrointestinal issues after about 13 hours of running. “Two quick bathroom breaks and ginger ale was the cure,” he said. At 3 a.m., fatigue set in and Mauko found himself sleep walking for a bit. However, the sunrise was “rejuvenating” and gave him the jolt he needed to get to 11 a.m. Mauko said the atmosphere at the festival was “awesome,” “overwhelming at times and emotional.” “On my right side, (there was) a Ferris wheel the size of the bank building.

At night it illuminated the entire area with its lights,” said Mauko. “The goal was to run 200 kilometres which was posted - it stopped many people in their tracks, and they came over to me to ask questions, tell me their personal stories (of cancer or weight loss, exercise, their successes and failures). One person who donated asked for a hug.” Between 2 and 6 a.m., there was quiet – only the hum of the treadmill and diesel burning generator created a white noise that made Mauko sleepy. He went into auto pilot. “I was naïve to think 200 kilometres would be a (given). It wasn’t. I went to war just to finish with 168 kilometres,” he said. Yet, Mauko said he’d like to take on the challenge again, perhaps in a crowded mall during the Christmas holidays.
