The final ‘Making Space for Culture’ public consultation meeting for the summer will take place in Davenport Councillor Cesar Palacio’s Ward 17 on Tuesday, July 9 at the Dufferin/St. Clair Library from 6 to 8 p.m. Area residents are invited to take part in the meeting to share their input regarding the neighbourhood’s cultural infrastructure. “We have a couple of objectives with these meetings,” said Terry Nicholson, acting director of the City of Toronto’s Cultural Services. “Firstly, to update our inventory of cultural spaces in each ward; to hear from residents where they participate in cultural activities and also to hear suggestions for spaces that might be made accessible with changes to existing hours of operation or rental cost structure or to the buildings themselves.” The cultural services depart>>>residents, page 6

Area antiquers organize first Parkdale Flea Sunday Calling all collectors and bargain hunters to inaugural market July 7 ERIN HATFIELD ehatfield@insidetoronto.com It may have been inspired by the Brooklyn Flea in New York and it may have come to life after the Junction Flea, but Joshua James said the west-end’s new Parkdale Flea will offer vintage lovers and bargain hunters a truly unique market. “The concept of a flea market really has changed because it used to be selling a lot of used goods,” James said. “But it is not like that anymore; it is artists and designers and it is showing the personalities of young entrepreneurs whether they are selling antiques or designing handmade greeting cards.” James, from Parkdale, and Vince Luk, from the Junction, are the owners of Nobel Street Antiques and the organizers of the Parkdale Flea. Nobel Street Antiques is largely an online business the men started as a means to pare back their personal collections. “Vincent and I have been collecting for years,” James said. “So we basically decided, after running out of room to put anything, it was time to start selling stuff.

“It basically frees up room for us to buy more things because it has become somewhat of an addition,” James said. “It is like a treasure hunt.” The pair have been hosting pop-up antique sales, which James said have been tremendously popular. The natural progression of those pop-ups was to involve other artists and sellers, and thereby the Parkdale Flea was born. The first Parkdale Flea takes place on July 7 and a second is planned for Aug. 4. The market will feature vintage goods, collectables, designer objects, local artisan goods, food and drink. Vendors, about 40 of them, were heavily juried and hand selected for the Parkdale Flea. “It fits into the reclaimed vintage and antique genre,” James

said. James said the Parkdale Flea will be different from the Junction Flea, which Noble Street Antiques has participated in the past. “We want our own fleas to be original,” James said. “We want
to use different vendors.” The vendors are paying a standard flea market fee for a table, but James said the Parkdale Flea is not meant to be a moneymaking venture for the pair. The first Parkdale Flea will take place July 7 in and around
Goodfellas Gallery, which James owns and operates, on Noble Street, just west of Dufferin Street and north of Queen Street West. Entry to the market is free.

Artist looking for input for safety fence at MacGregor Park LISA rAINFORD lrainford@insidetoronto.com Right now, it’s about “ideas, dreams and fantasies,” says Kristen Fahrig, cultural animator, educator and sculptor. The playground at MacGregor Park on Lansdowne Avenue two blocks north of College Street needs a safety fence. Community members are worried their children could run out into traffic,
said Fahrig, who has lived within walking distance of the park since 1981. “We’re envisioning a fence that will be beautiful,” said Fahrig, whose community artwork can be seen in Dufferin Grove Park, Sorauren Park and in and around Parkdale, among many other local spots. “We’d like to do a wrought iron fence, trellises and arbors.” Fahrig can take credit for creating the archway into Sorauren

She had been hosting visioning sessions Mondays throughout the month of June for anyone who was interested in sharing their ideas. “People don’t want (the fence) to look like a fenced-in off-leash area because it’s a children’s playground. They want good site lines,” Fahrig said. Once Fahrig is finished work-

D
ata released from Statistics Canada recently confirmed what most commuters in the Greater Toronto Area already know – we have the longest commute times in the country. Our average travel time of 32.8 minutes to work (one way) is the longest in Canada’s urban regions, according to the data. That makes us more than seven minutes longer than the national average. Something else to think about while sitting on the bus, train or in your cars: our commuting time is now among the longest in North America – topped only by New York City with 34.7 minutes and Washington D.C. with 33.8 minutes, according to Statistics Canada. The data came from the National Household Survey conducted in 2011 by StatsCan. The reality, though, is that the commute is much longer for many Greater Toronto Area residents. This is not something we should be proud of. It’s a conour view demnation of past governments and their poor planning. We can’t StatsCan wait much longer for better road numbers paint systems, better development and improved public transit systems. sombre picture The StatsCan numbers are consistent with the Toronto Region Board of Trade’s stats on Toronto’s average twoway commute time of 66 minutes. The cost of the time we’re spending travelling is not only impacting businesses and their productivity; it’s taking a huge toll on the commuters themselves. According the TRBOT’s A Green Light To Moving the Toronto Region: Paying for Public Transportation Expansion, congestion is costing the Toronto region $6 billion in lost productivity annually. “No surprise then, that irrespective of who’s measuring, or how, the results are consistent: the Toronto Region’s problems of gridlock are amongst the worst of any major urban centre in the world and getting worse by the day; a fact the region’s weary commuters know all too well as they try to navigate through our congested roads and packed transit systems,” said TRBOT President and CEO Carol Wilding in the Green Light report. It can’t go on. Hopefully, these latest numbers from StatsCan can be used to make politicians at the federal, provincial and municipal levels understand that transportation investment is critical to the economic and social success of Canada’s largest city. Those very politicians can expect it to be a key election issue, and one on which local voters will be looking for real answers and action.

Possibilities are endless when it comes to municipal election time in Toronto Rob Ford isn’t the only one thinking about the next municipal election in 2014. Radio host John Tory’s thinking about it, word is that TTC Chair Karen Stintz is building a team and New Democrat MP and former Toronto city councillor Olivia Chow is aimed that way too. It’s all an invitation to start up a game of fantasy politics post-haste, scour the polls and start picking winners and losers. That’s all good fun. But it puts aside a more vital question: just exactly what the next Mayor of Toronto will be left to work with, once the ballots are cast and the winner’s chosen, and what that individual will be able to do with it? Mayor Rob Ford has repeatedly maintained it’s been his job to reduce the size and cost of government. He claims he has
david nickle the city so far saved taxpayers a billion dollars. The claim’s not entirely accurate – he’s included both the removal of the vehicle registration tax and the increase of user fees – but it is wrong to say the mayor hasn’t done taxpayers a good turn, contracting out garbage collection and taming unions and cutting councillors’ budgets. If he’s not re-elected for all that, however, he will also have done his successor a good turn. Focus on surplus For running on two years now, the Ford administration has operated under a strict policy of sliding three-quarters of
prior year surpluses into the city’s capital budget and holding back the rest for unanticipated liabilities. This year, that surplus amounts in total to $248 million. So $186 million will be going to pay for the sorts of projects that in the past the city has funded through debt. Last year, the surplus was higher: $292.7 million. This 75-25 policy is a child of the Ford administration but happily midwived by the city’s finance staff. Keeping debt levels low makes for far more manageable books and more predictable revenue streams. It also limits city council’s ability to make in-year operating changes, and allows Ford to continue the business of shrinking government in terms of the services it provides.
What it does for a future mayor – one with more governmental ambition – is another thing entirely. By sending surpluses to reduce debt, what the Ford administration has done is create borrowing room for an ambitious mayor to embark on a much more ambitious capital program going forward. Shelley Carroll, the former budget chief under former mayor David Miller and a sometime-mayoralhopeful herself, wonders what might be done with the Gardiner Expressway going forward. Many things become possible, for a city-building mayor riding in on the heels of a mayor whose major ambition was to put a hold on ambitious projects.

Trio of creators lock in on love story Stop Kiss enjoys Fringe Festival debut at Tarrgaon Theatre LISA RAINFORD lrainford@insidetoronto.com To get into character, Melissa Hood indulged in all things the woman she embodies in the play ‘Stop Kiss’ is passionate about. “She loves fashion; she loves to go out to eat – she’s a real foodie,” said Hood, a new Roncesvalles Village resident, who plays the starring role of Callie Pax in the Toronto Fringe Festival production, which debuted yesterday. Pax is a savvy city-girl, a traffic reporter who has called New York home for the past 11 years. She’s been in an onagain off-again relationship with “ladies man” George, whom she’s known since she was 20. “She has a pretty good life, but she’s not connected to it,” Hood said. “My character is a bit scattered. She uses a magic eight-ball to make decisions. She lets life happen to
her instead of making things happen.” That is, until she is introduced to Sara, a “plucky” teacher from St. Louis – who recently broke up with her longtime boyfriend to pursue a controversial teaching fellowship in the Bronx. The two become best friends, according to Kate Ziegler, who plays the school teacher. The relationship with Callie grows beyond friendship, much to the surprise of both women. “(Sara) speaks before she thinks; she thinks she’s got her life worked out in her head. I’m like that,” said Ziegler, who lives at Queen and Bathurst streets. “I tried to connect to what she believes in.” Sarah is a teacher who wants to make a difference in the lives of her students. She’s someone who believes in standing up for yourself, said Ziegler, who produces Stop Kiss alongside Hood.
Hood said she wanted to find a play with strong roles for women, a play that hadn’t been performed in Toronto. Stop Kiss was first written by American playwright Diana Son and was produced OffBroadway in 1998, starring Sandra Oh, of Grey’s Anatomy fame. The play tells the story of friends-turned-lovers, who are assaulted for kissing. Despite the shocking and random violent act, the violence is not the focus of the play, said its director Shaun Benson, a Junction resident. “It’s about these girls who find love in this form that was never in their childhood dreams,” he said. Written 15 years ago, Benson says, “I’m not happy to be doing this show. This show should not be relevant.” But, it was only months ago that a gay activist was severely beaten on the streets of Paris, Benson pointed out.

Despite the play’s heavy topic, Stop Kiss stood out from the more than 30 plays the three pored over. “It’s a beautiful, relevant play that’s never had a profile in Toronto,” Hood said. “It made a splash in 1998 starring Sandra Oh in New York.” The New York Times called it “a sweet, sad and enchantingly sincere play.” Although an act of homophobic violence takes place, no violence is shown on stage, Hood said. The play deals with the repercussions. “A love story is at the heart of the story. It’s about a relationship between the women, a play about falling in love.” The play debuts at the Tarragon Theatre Mainspace. Rash of thefts prompt police to offer residents safety reminder Eleven Division police are alerting area residents to a recent rash of thefts within the Bloor West Village and Parkdale neighbourhoods. Police say two residential break-ins took place recently on Humbercrest Boulevard between Dundas Street West and St. Marks Road. Meanwhile, thieves broke into vehicles at the Dufferin Mall parking lot on Dufferin Street, just south of Bloor Street West, and the Green P lot at Bloor Street West and Kennedy Avenue. A wallet was stolen from a purse on the subway between High Park and St. Andrews station, also from King Street West and Jameson Avenue and a wallet was taken from a
knapsack at Bloor Street West and Glendonwynne Road. Police are advising residents to reduce their risk of becoming a victim of crime by eliminating opportunities. Don’t leave valuables in plain sight in your parked vehicle. Park your car in a highly visible, well frequented parking spot. Ensure the spot is also well lit if it’s going to be there during hours of darkness. Leave most valuables at home and take only those that are necessary for your outing. This includes large amounts of cash, credit cards and identification. When necessary keep valuables in the trunk placing them before your arrival at your destination.
Discourage break and enters into your home or business by trimming back trees and bushes around your property. Special attention should be paid around windows and doors. All foliage on a tree between ground level and the six or sevenfoot mark should be removed. Bushes should be no higher than three feet tall. Remove areas of concealment on your property. If you’re at home, but outside working or relaxing in your yard, remember to ensure all doors and windows are closed and locked to prevent criminals from entering your home.
i
If you see crime unfolding in your neighbourhood, call your local police division.
Residents, groups invited to offer input on cultural spaces >>>from page 1 ment would like to connect with members of the arts community while providing them a chance to connect with each other, he added. Last year, Toronto Cultural Services conducted 20 surveys and are in the midst of conducting 12 this spring and summer and 12 more in the fall of 2013. The meetings are being held in response to a recommendation that was part of a May 2011 report called Creative Capital Gains.
ward-by-ward “The recommendation states: ‘Provide city councillors with a ward-by-ward community cultural infrastructure priority list to guide their Section 37 funding allocations,” Nicholson said. “This will require updating the cultural spaces inventory and collaboration with city planning.” For those who may not be familiar, Section 37 in Ontario’s Planning Act refers to a process where a municipality can ask for public realm contributions, such as parks, affordable housing or heritage restoration and preservation from property developers
in exchange for increases in height or density beyond existing zoning and policy allowances. “Some wards generate significant Section 37 funds, other wards see much less development,” Nicholson said. “It’s important to note that many interests are competing for community benefits and culture is just one voice at the table. Section 37 funds are negotiated and allocated by the ward councillor, who takes into consideration overall ward needs including parks, transportation, day care, public realm, etc.” Examples of cultural spaces and infrastructure include, performance venues for music, theatre or dance, art galleries and studio and rehearsal spaces. “In virtually every case where Section 37 funding is available, it is merely one part of a complex financial equation. Typically, Section 37 funds are used to leverage funding from other sources and other levels of government,” Nicholson said. “In Ward 21, for instance, Section 37 funds were used to kick start the Artscape Barns project, but millions more needed to be raised from a variety of
funders before the project was able to be realized.” One of the Corso Italia Business Improvement Area’s (BIA) priorities is Earlscourt Park, “one of the most beautiful parks in the city,” said former BIA chair Connie Lamanna, also a local resident. The group would like to see the park more accessible and user-friendly. “We’d like some paths so kids can cycle and some more lighting so it can be used 24/7,” she said. online survey For those who would like to share their opinions, but are not able to attend the July 9 meeting, they are encouraged to visit cityoftoronto. fluidsurveys.com/s/makingspaceforculture/ to fill out a short survey. Making Space for Culture public meetings took place in each ward across Toronto. The project is scheduled for completion in late 2013. ward-based meetings to assess community needs for affordable and sustainable cultural spaces. This series of consultations will help provide councillors and those investing in cultural infrastructure with insight into individual wards’ needs and priorities. Residents are invited to attend the meetings and to offer their input about their neighbourhood’s cultural infrastructure. Input on topics such as public participation in cultural activities and accessibility to cultural spaces will help guide potential future investment. Examples of culture spaces and infrastructure include, for example, performance venues for music, theatre or dance, art galleries and studios, and rehearsal spaces.
