Festival to take over Bloor West this weekend Bloor West Village will celebrate the 2013 Summer Street Festival – Toronto’s favourite family-friendly festival – on Saturday, July 13 with a street party from 9 a.m. to 11 p.m. Visitors to the free family festival, which is presented by the Bloor West Village Business Improvement Area (BIA), will enjoy a variety of stage shows, activity centres, strolling entertainers, delicious food, sidewalk sales, carnival games and inflatables. baby contest The festival’s main stage will be set up at Bloor and Windermere with the lineup of events kicking off at 9 a.m. with the Bloor West Villager Newspaper Baby Contest. Main Stage fun continues throughout the day with magic shows, a wildlife safari and a chance to meet Alex, the lion from the Madagascar movies. At 8 p.m., local band Disco Nation plays popular hits for a traditional

For the first time in more than two decades, the theatre company presents the two Shakespearean productions at the High Park Amphitheatre, at various times during the week until the end of summer. Toronto flood: preparation and reaction I
n light of Monday’s severe thunderstorm that walloped the Greater Toronto Area and caused significant service disruptions and flooding, there’s much for all of us to learn from the experience. There always is. When it comes to the record rainfall and the subsequent flooding, power outages and transportation paralysis endured by Torontonians, we expect that service providers will undertake a thorough review of the steps they followed in the wake of Monday’s event. Such introspection is important no matter how well or poorly things went; it’s essential because it can help lead to improved service delivery during future emergency occurrences. It helps to have that kind of stability. In some cases, it can be simple steps. Making sure communication devices are charged frequently, for example, is one. Having an emergency kit at home is another. In your own neighbourhood, checking in on those who may have mobility issues or other illnesses is yet another. But it’s also important to differentiate between preparation and reaction. The theory goes if we do a better job preparing, we’re better enabled to react properly. And while it’s important that all of us strive to improve our own planning for the unpredictable, it is also important to celebrate heroic deeds and acts of kindness we witnessed Monday evening. Some moving video and images have emerged. You can see some of them on our website at www.thevillager.ca There’s the picture of a man helping another move his car through a flooded intersection. There’s the video of the GO train rescue of 1,400 passengers on the Don Valley. So for emergencies, there’s the preparation part, which we must always strive to improve. And then there’s also the reaction part, which benefits from proper preparation.

Time to cut Doug Holyday some slack
L
et’s not be too hard on Doug Holyday this summer. Toronto’s deputy mayor seems to have found himself in a bit of a tangle, since he decided to accept the nomination to seek a byelection victory for the Progressive Conservatives in the provincial riding of Etobicoke-Lakeshore. The byelection is Aug. 1, and he’ll be stumping against fellow councillor and now Liberal nominee Peter Milczyn. Here’s the trouble: some nine years ago, Holyday made a fuss when thencity-councillor Olivia Chow did something very similar, seeking the nomination for the federal New Democratic Party in the same riding where she’d just won her seat on council. Councillor Holyday was outraged, and put forward a motion asking council require a councillor seeking higher office to immediately resign their post.
david nickle the city It was a colourfullyworded motion. Holyday likened Chow’s behaviour to that of a gambler “at a Las Vegas poker table, where you can ‘fold a hand’ and play another later without risk.” Holyday maintains the circumstances are different this time — he hadn’t expected this opportunity... which is to say, byelection... to come along, unlike Chow, who knew an election was in the offing when she ran for municipal office. Critics have pointed out that in 2004, Holyday hadn’t made that distinction, and he shouldn’t now. He ought then to quit, not simply forgo his salary for the better part of a month. Holyday ought to be consistent. To that, I say: Oh, tosh. Toronto’s deputy mayor
has been startlingly consistent through his long career as a municipal politician. That is to say, consistently Conservative. When Mayor of Etobicoke, he took one look at that city’s unionized garbage collectors and replaced them with contractors. When Holyday came to Toronto Council post-amalgamation, he listened as Mel Lastman called Ontario Premier Mike Harris a liar and gave away influence to New Democrats. Holyday spent the rest of the term calling Lastman out, as the appeaser Holyday understood him to be. When former New Democrat David Miller took over in 2003, Holyday went to war. When New Democrats on council tried to look after one another, using tax dollars to cover legal bills related to their candidacy, Holyday was all over that — spending his own money to see that
council followed the rules. And yes, when Olivia Chow made a play for a federal seat in Ottawa while she sat on Toronto Council, Holyday stood up to shout, ‘No!’ But we should understand: Holyday was shouting ‘No’ to a New Democrat, attempting to use taxpayers’ money to bring a socialist agenda to the nation’s capital. Councillor Holyday is hoping to cut gravy at Queen’s Park in the same way he understands Mayor Ford to have done at city hall, and to bolster a Progressive Conservative caucus that has, to his mind, been too long out of power and far too long without a seat in Toronto. The Conservative agenda is at stake. And that, for Councillor Holyday at any rate, makes all the difference.

Time to ban plastic bags for good Unions gave us better paying jobs: Villager reader To the editor: It amuses me, although it shouldn’t, how we are reminded that Mayor Rob Ford has ‘tamed the unions’. I hear often we can lay the blame for the drop in our economy on the unions. I wonder if the public is aware of what the working conditions were like before unions? I know. I entered the work force in those days. Many people worked 60-hour work weeks with no overtime pay, no paid holidays and often under extremely poor working conditions. Men fought hard to bring about unionization. They were beaten and scorned but they carried on. As union workers demanded better conditions and better wages, those things increased also for the
non-union workers. I wish that, today, union workers could demand more full-paying jobs and better wages for the working poor but I am not lulled into thinking that, if society lowers union wages and benefits, the same won’t happen to those nonunion jobs. Privatizing garbage saved the taxpayers money because wages were lowered. I cannot believe the public sees this as a feather in Ford’s cap. Cost of living has increased and our mayor supports a workplace that cuts wages. Anyone who has the idea that going back to the 1940s before unions is going to solve everything, they would be wise to consult their history books. Joy Taylor
To the editor: I have just returned from a whale watching holiday, where we were told about the horrific problems that plastic was causing to these magnificent animals. Plastic bags have found their way into our oceans and are being ingested by marine animals, often leading to their deaths. I was then dismayed to read about
Mayor Rob Ford’s rant against the five cent charge for these bags. Such short sightedness by our leaders is inexcusable. These bags are but a small part of the problem, but one of the easiest to solve. Try to get rid of what else we find in our grocery stores; bread, milk, fruits (some even with zip locks), all enclosed in plastic.
Keep the land transfer tax To the editor: I have heard that Mayor Rob Ford is still intent on reducing, if not eliminating, the city’s land transfer tax. While I am in favour of eliminating taxes whenever possible, I was surprised to read this tax brought in more than $340 million in 2012 alone. What a cash cow this has become for the city. I would like to suggest that not only should this tax remain in place, more ways should be found to source new revenues from the real estate movers and shakers in this city. They aren’t suddenly going to away and
take their urban sprawl with them if they don’t get what they want. We don’t need to subsidize them because they can afford it. Ford wants to reduce the tax by 10 per cent, creating a estimated $34 million loss to the city coffers. This money, if spent wisely, is vital to our city services and we can’t afford to turn our backs on this income. If the players in the market want to play, let them but they have to be under no illusions about the cost of doing business in Toronto.
Not only should the five cent charge be obligatory, the complete banning of them, as was done earlier by city council before it was unfortunately rescinded, should be reinstituted. A public campaign to encourage ‘bring your own bag’ would also be money well spent. Stella Kryzanowski

When he was eight, Mason was diagnosed with Tourette Syndrome. Looking back, his mother Anita Nielson, said he developed ticks starting at age four. “When he was little though, they could be explained away,” Nielson told The Villager.
For example, Mason had a cough and sniffle that never seemed to go away, however, his mother simply thought he had a cold. When her son was diagnosed, Nielson recalled feeling a sense of relief – that finally, everything made sense. At the same time, the diagnosis was “devastating” for Nielson, who experienced several stages of the grief process, including denial. In spite of the challenges

Mason has experienced in part because of the difficulties concentrating and organizing due to his condition, the teen has thrived. Both Nielson and her son credit the “tremendous” support of his teachers and school administrators. Last year, it was determined that Mason should skip Grade 8 and go directly into Grade 9. The Jane and Annette streetsarea resident chose to attend Western Tech after attending a private school called The Study. “I think when he got to Grade 9, he felt he needed that bigger high school experience,” Nielsen said. “He just liked the vibe at Western Tech.” Although it’s been a bit tough adjusting to the high school, whose population is about 1,000, Mason is enjoying being a part of its Gifted/ Robotics program. The teen, who is currently working towards the silver level in the Duke of Edinburgh program, scored in the 97th percentile, receiving High Honours after writing the School and College Ability Test as part of Johns Hopkins University’s annual Gifted Talent Search last year. Center for Talented Youth identifies and develops the talents of kindergarten to Grade 12 learners worldwide. The ability test is an above level standardized test in which students are compared against others their own age and against older students for whom the test was designed – “in Mason’s case, a nationwide sample of Grade 12 students,” Nielsen said. children from 120 countries take part in the Gifted Talent Search each year and only 25 to 30 per cent of those receive the designation. Mason was recognized during an awards ceremony in June at the University of Rochester. The test, said Mason, was comprised primarily of multiple choice questions on the subjects of math, English and logic. “Today we face critical global problems that require the best minds of the future to solve using discipline, creativity, and innovation,” said Elaine Tuttle Hansen, executive director of the Center for Talented Youth in a statement. “It’s inspiring and reassuring to see this group of some of the best and brightest students emerging and to know that they will become tomorrow’s thought leaders and innovators.” Mason is passionate about music. Last fall, he participated in MIT’s SPLASH program that allowed gifted high school students to spend a weekend taking courses at the renowned university. In July, he’ll be completing a volunteer work placement at the Royal Ontario Museum’s Summer Club.

What Risks Do You Face? According to the Better Business Bureau, which tracks the ‘reputable’ roofing companies, roofing is at or near the top of the list for customer enquiries and complaints for the last five years in a row. Homeowners with limited experience in roof replacement rely on the roofing contractor to recommend the proper specifications. This process becomes confusing because there is no regulation in the industry, and each contractor recommends a different job.
What you should know about roof surface or roof deck preparation: The roof deck is the structural surface over which your roofing materials are applied. All roof boards and/or plywood must be fastened securely to the rafters, and damaged or rotten wood must be replaced. Your attic should be inspected before the work starts to uncover potential problems. A bad roof surface allows the nails to push up through the shingles, causing leaks. What you should know about underlayment: A complete underlay system should be applied before your shingles are installed. There are two types of roofing underlay, waterproof and water resistant. Waterproof underlay is needed in areas most vulnerable to leaks: the eaves edge of the roof; in valleys, at dormer sides, around chimneys and around skylights. Water resistant underlay, often called “tar paper”, is needed on the remaining roof area. Water resistant underlay protects the roof surface in a storm situation where a few shingles blow off, but cannot be replaced immediately. What you should know about ventilation: Improper attic venting is a common cause of early shingle failure, and your product warranty requires that your attic have proper ventilation. Venting consists of intake and exhaust. To facilitate proper air flow, your attic needs intake vents located in the overhang and exhaust vents at the roof peak. A balanced venting system is required; otherwise air will be pulled from your house. An inspection of your attic is essential to present appropriate and complete venting solutions. What you should know about shingle quality: All shingles are not the same. Estimators should include at least three grades of shingles and inform you of the real expected shingle life. In addition to their aesthetic appeal, better quality shingles often provide you with the best value when measured on a cost per year basis.

City response to storms needs to improve: mayor Ford proud of staff and city, though response only ‘satisfactory’ DAVID NICKLE dnickle@insidetoronto.com Toronto’s response to Monday night’s torrential, Hurrican-Hazel-topping downpour was only “satisfactory,” said Mayor Rob Ford – and on Tuesday morning, he announced that City Manager Joe Pennachetti will be reporting on how to better respond to heavy rains he said will likely become more frequent. “I think we did a satisfactory job but I’m still not happy,” said Ford at a city hall news conference flanked by senior city, TTC and Toronto Hydro staff. Ford kicked off the news conference with a more salutary message to city staff, many of whom spent the night before mopping up after a storm that delivered more than 126 millimetres of rain to parts of Toronto. “What occurred over a few short hours (Monday night) was unprecedented,” Ford said.
“I am proud of our hard-working staff who worked tirelessly through the night. I’m also proud of the people of this great city for coming together. Once again Toronto has persevered – we have weathered the storm. There were a number of things that worked well last night, unfortunately there are areas that need improvement.” The storm caused commuter chaos in the downtown core and the west end of the city. It knocked out subway service in North York, parts of downtown and the west end, flooded the Don Valley Parkway and Bayview Extension as well as numerous underpasses, and caused basement flooding across the city. It left 1,400 GO Train commuters on the Richmond Hill line stranded as water levels rose into the first level of a double-decker train in the Don Valley. It also knocked out power to hundreds of thousands of homes.

Ford said he spent the night in his SUV with his family and his cellphone, taking calls and driving around the neighbourhood to assist people. He said the failures he wants to study were pointed out to him by
Toronto residents he spoke with and visited. Ford said communication was a big problem. “Communications is a big one – but when there’s a blackout, TVs weren’t working, radios weren’t working. A lot of people were in
their cars trying to get some information,” he said. Pennachetti said he would review the city’s response, but said given the enormity of the rainfall, city staff performed well. He acknowledged the city has issues in terms of infrastructure. “Water, sewers are key areas where we have to do our best to ensure that the backups don’t happen, but we’ve made strides even in the last five years since the last storm,” he said. Public Works and Infrastructure Committee Chair Denzil MinnanWong agreed the city needs to move faster. “We had two storms in the last eight weeks that flooded the Don Valley Parkway. In my memory I have never seen that happen ever, and that happens twice in the span of eight weeks...We are taking some action through the wet weather master plan – we’re spending north of $2.5 billion over 10 years. But this is a difficult problem to address.”

Plans not final, says Metrolinx Traffic behaviour modified, events at the EX will be impacted

In particular, he is disappointed the designs are not more environmentally friendly and will physically obstruct the existing streetscape. “I don’t think the Metrolinx designs are the worst thing I’ve ever seen but I don’t think they are as green or open to the community as they could be,” he said Tuesday, July 9. The five proposals from designers IBI Group range from precast concrete panels forming a ribbon-like design to various hues of plexiglass. They were revealed during a presentation at a recent committee meeting July 4. Not considered viable for the areas is a “green willow wall” because the city of Toronto, which is responsible for maintenance doesn’t have the necessary resources to maintain it. Metrolinx spokesperson Vanessa Thompson said the designs – which are not final – were based on feedback from all eight CACs.

New bridge slated for 2016 The bridge will be closed to all vehicular traffic for 18 months until a temporary bridge is built to accommodate traffic until a permanent bridge is constructed, beginning in 2016. “There have been all kinds of complications,” Perks said. “We have had to change the signal timing on over a dozen different traffic lights in the area,” Perks said. “We have had to change some of the turn movements in the

area.” For example, Perks said, there are no more left-hand turns off Liberty Street onto Dufferin Street to head south. The closure will impact the many events hosted at Exhibition Place during the summer months such as the Caribbean Carnival Toronto and Honda Indy Toronto. Subway closures for signal work GO Transit to expand coming to Yonge line this fall Quiet Zones on its rush hour trains The TTC announced it will close portions of the Yonge University Spadina (Y-U-S) line for several days in a row this October to continue its complete overhaul of the subway signal system. The closure, which affects stations between Bloor and St. George, begins Thanksgiving weekend and continues for nine days until Oct 20. During that time subway service will be replaced by shuttle buses. Track signal conversion work on Y-U-S is expected to last for at least four more years and until then additional lengthy subways closures are expected. Bixi could be flush with

RAHUL GUPTA rgupta@insidetoronto.com GO Transit will soon expand Quiet Zones noise restriction areas to all of its rush hour trains. Beginning this Monday, the program will be in effect on the upper levels of all GO trains servicing rush hour commutes both morning and afternoon. During that time, commuters seated in the specially designated areas will be expected to refrain from creating excessive noise through loud conversations, music or beeping electronic devices. “There will still be an opportunity to take a quick phone call or hold a quiet conversation if it doesn’t disturb others,” said Mary Proc, GO’s vice president of customer service. Proc said positive feedback regarding the Quiet Zones which were first introduced on the Barrie line back in February convinced GO to expand the pilot program system wide.
The restriction will not be in place on weekends when there are more families and train riders are generally more “boisterous”, Proc said. But while GO has no plans to end the program, no final decision will be made on making the Quiet Zones a permanent feature of the regional transit provider’s train service. Proc said the restriction will be re-evaluated within three to four months when another customer survey is issued. If feedback remains largely positive, the zones would most likely be here to stay. “We like to take things slowly to make sure we are meeting and exceeding customer expectations,” she said. On Twitter, the response to the Quiet Zones expansion was largely positive with comments from users like @being_margaret praising increased opportunities to enjoy the silence. “Quiet zone on my GO Transit rush hour trains? Since February, as many as 50 city ash trees have died because of a tiny insect, the emerald ash borer, which cuts off the flow of water and nutrients to the tree by feeding underneath the bark. Last month, local environmental group Green 13, joined forces with LEAF (Local Enhancement and Appreciation of Forests), to launch Ward 13’s Emerald Ash Borer project with grant support from Mountain Equipment Co-op, in Lithuania Park. Seven of the 50 ash trees lost in Ward 13 were removed from the park. Since the launch, groups of volunteers have been canvassing doorto-door to spread the word about the imminent danger the ash trees are in. “We’ve begun distributing the signs,” said Rita Bijons, co-founder of Green 13, who has participated in all the

Without action, the Emerald Ash Borer will devastate the entire Ash population in North America. Your help is needed! Those that are more than that are a goner.” Tree candidates for treatment will be injected by TreeAzin, which must be administered by a registered arborist and only during months when the tree is actively growing (spring to mid-August). Ash trees that are not treated by the end of this year’s active growing season are doomed. It’s the trees on private property that are the big unknown, Bijons said. “That’s why we’re canvassing. Residential trees, trees on church property and on school property, we need to get them to identify what they have,” she said. It is estimated that most of Ward 13’s ash trees will be killed by 2017.
