LISA rAINFORD lrainford@insidetoronto.com Right now, it’s about “ideas, dreams and fantasies,” says Kristen Fahrig, cultural animator, educator and sculptor. The playground at MacGregor Park on Lansdowne Avenue two blocks north of College Street needs a safety fence. Community members are worried their children could run out into traffic, said Fahrig, who has lived within walking distance of the park since 1981. “We’re envisioning a fence that will be beautiful,” said Fahrig, whose community artwork can be seen in Dufferin Grove Park, Sorauren Park and in and around Parkdale, among many other local spots. “We’d like to do a wrought iron fence, trellises and arbors.” Fahrig can take credit for creating the archway into Sorauren Park, at the corner of Sorauren and Wabash avenues, south of Dundas Street West.

Swimmer Kim Lumsdon swims towards old title LISA RAINFORD lrainford@insidetoronto.com Long distance swimmer Kim Lumsdon wants her title back. In 2006, when she was 49 years old, she briefly held the record for the oldest woman to swim across Lake Ontario – until rival Colleen Shields swiped it right out from under her only a few days later, crossing the lake – not only at five years older, but by nine hours and 18 minutes faster. “I’m trying to reclaim the record after several years,” Lumsdon, now 56, told The Villager Wednesday, June 19. “I had to wait seven years (Shields’ birthday is in October, Lumsdon’s is in February).” Lumsdon is allowing herself between 30 and 40 hours to swim the approximately 51-kilometre distance from Niagara-on-the-Lake to Marilyn Bell Park, just west of Exhibition Place. Situated in the heart of the Western Beaches, the park is named for the famed swimmer who accomplished the same feat at 16 years of age, in 1957, the same year Lumsdon was born. She’s aiming to start July 26. A solid year in training, the life-long Mimico resident and only daughter of world-class swimmer Cliff Lumsdon (deemed Canada’s top athlete in 1949 with the Lou Marsh Memorial Trophy), is eager to get the momentous event started. With genetics on her side, Lumsdon says she’s ready for anything. Lake Ontario, she said, tends to be “wavy, windy and cold,” yet nothing she hasn’t faced before. For the last six hours of her 2006 swim, Lumsdon conquered a 54-degree water temperature, but challenges

that much longer. For the past three years, Lumsdon’s been coaching swimmers and triathletes as part of her Swim and Tri Club. “I love coaching because I like to see people accomplish their personal goals,” she said. A n t o n i Tz a v e l a s , a n Ironman competitor, trains with Lumsdon. “Kim as a coach has always challenged me athletically. She makes me work hard at every session, even if I am not feeling up to it,” Tzavelas said . “She will push me hard, but at the end of the session, I always thank her for what she did. That’s what a coach does. Gets you out of your comfort zone so you can excel. Without her, I wouldn’t have progressed as much as I have currently.” Tzavelas will be providing a live Twitter feed during Lumsdon’s swim, which will be posted to her website (www. kimlumsdon.com). “Lake Ontario is one of the hardest swims in the world,” Lumsdon said. “The biggest challenge is the cold, cold water. You’ve got to be mentally fit.” Lumsdon is swimming in support of the Princess Margaret Cancer Foundation. “It hits home because my mother died of cancer and five swimmers in my club have cancer and are training while receiving treatment,” she said. As of mid-June, she had raised more than $4,000. Lumsdon is aiming to cross the lake starting on July 26 through to July 28, although back-up dates have been scheduled for August 9 to 11.

During an operation to make them more flexible, Lumsdon said she got an infection and had to take antibiotics, making her recovery time

his Monday, Canada will celebrate its 146th birthday. In honour of that special day, The Bloor West Villager has compiled a list of ways to celebrate the founding of this great nation. The list, which you can find on page 10, is more of a launching pad for community engagement – a way to connect with your neighbours, your immediate community and in some way Torontonians as a whole. It’s a chance to get out and enjoy the city: Perhaps you’re interested in one of the bigger celebrations such as the Scarborough Canada Day Parade or the events taking place in the Beach. If you’re the kind of person who likes to stay home, why not call up a few friends and neighbours and host a barbecue. We have tons of great recipes you can try. Neighbourhoods across the city from Parkdale to North York, Etobicoke to Scarborough, East York to Bloor West have started community events, street parties and neighbourhood clean-ups and garage sales all in an attempt to bring people together. The same energy that goes into these communitybuilding events can easily be focused on Canada Day. In this issue, we take the idea of celebrating Canadiana with a few things you may have not even considered - although very Canadian: Learn about Canada’s history and the War of 1812 - did you know Canada Day was once called Dominion Day; watch the annual Robbie Soccer Tournament, which happens every Canada Day weekend; enjoy some ribs at any of the three ribfests taking place in the city; say cheers with Canadian drinks while eating Canadian food. Really, what Canada Day is all about is being Canadian and all the great things this country has to offer. People from around the world immigrate here to enjoy a multicultural society focused on equality. So in whatever way you decide to celebrate Canada Day, keep your fellow Canadians in mind and enjoy the nation’s birthday. Happy Canada Day.

Mayor’s bluster costly in negotiations with province Monday might have been a good day for Mayor Rob Ford. At noon, our mayor ventured onto the roof of city hall where he attended a flag raising for Pride Week, and read some kind words about his LGBT constituents. It was a good sign for the city’s leadership. A few hours later, he dropped the ball on a more vital mayoral duty: negotiating an important financial deal with the provincial government. These things come up – the province makes a financial shift that’s not to the city’s advantage and city officials sit down with their provincial counterparts to work details to balance the books. That didn’t happen this time. By Monday afternoon, after a meeting with Finance Minister Charles Sousa, the mayor had branded the provincial government as a profligate enemy of the city, unmindful of the plight of Toronto’s “most vulnerable,” and jealous of Ford’s fiscal record. “I’m getting punished

david nickle the city for running an efficient government. They found out Mayor Ford can turn the city around and these people can’t.” Then he threatened to continue with a modest tax increase, a cut to the land transfer tax and cut homeless shelters and other social services, and pin it on the province. Sousa was thus enabled to carry himself with an air of bemused frustration. The city is well run and its books are in order? Splendid. It shouldn’t be necessary to continue to prop up the city’s social housing with provincial funding. The city should end up ahead, no longer having to repay an old $200-plus million loan from the province – never mind the city had been considering it off the books since 2005. And even if it’s not... council need not hold “hos-

tage” its poorest residents. The minister needn’t have said anything; Ford had tangled himself up well enough on his own. Ford has spent the past year boasting about savings he has found the taxpayers, while city finance staff continue to find dramatic, seven-figure surpluses each year. To buttress his reelection bid, the mayor has promised to keep taxes low and take a chunk out of one of the city’s main revenue sources, the land transfer tax. Any Ontario voter casually acquainted with city hall would be forgiven for concluding that the city doesn’t need their tax dollars like it used to. Mayor Ford, with his very partisan bluster, hasn’t done anything to convince otherwise. Indeed, in this matter he’s been Ontario Premier Kathleen Wynne’s best friend.

Time for 905 to pay up I would like to remind Metrolinx and the provincial government that it has become a transit crisis because of decades of abysmal local and provincial urban planning strategies that have, in part, allowed urban sprawl to eat up Ontario’s greenspace. I have seen all of our main east/west roads gradually turned into 905 expressways as Durham Region started to expand in the early 1970s. It is time these satellite communities finally start to pony up their own money for public transit. Torontonians have been ‘carrying the can’ for far too long and now can’t afford anymore fees or property tax increases. This will be a back payment that is long overdue. Chris Belfontaine

Look for a real transit solution With everyone trying to help the Ontario Liberal government finance the Big Move’s $50 billion tab, did anyone have time to look at the ridiculous plans included in the Big Move that will worsen gridlock instead of reducing it? What kind of transit do we need? From a purely logical standpoint, subways and road improvements are the only solutions to reduce gridlock. Consider that most arterial roads in North York, Scarborough and Etobicoke are now at capacity all day. Why would anyone think it a good idea to take two lanes away to build streetcars in dedicated rights of way that strangles all traffic including emergency and commercial vehicles and prohibits left turns and crossing the road? Most councillors voted in favour of former MPP Greg Sorbara’s subway to Vaughan, a city of only 300,000, outside the borders of Toronto. Yet they voted against a subway to Scarborough with a population of 700,000 that could be one million in 10 years. How about their grand idea to

extend the Yonge Street subway to Richmond Hill? Today you can’t board a Yonge subway train at Sheppard at 8 a.m. without waiting for multiple trains to go by. Extending that subway to Richmond Hill will mean that even Torontonians at Finch station won’t be able to board, it will become a subway for the residents north of Toronto with Torontonians paying for it. Downtown relief line To achieve any improvements, we must first build a downtown relief line that allows commuters to reach downtown without the Yonge Street line. Another great solution would be to replace the Scarborough RT with a subway extension of the Bloor Street subway at a cost close to what is proposed today. Replacing this already obsolete technology with one that is even older is absolute insanity. We must persuade councillors to consider the good of the entire city, not just downtown. The Sheppard subway from

Downsview all the way to Scarborough was approved in 1986 and never completed. The citizens of Scarborough have been strongly lobbying for completion of it for years, but will be happy to wait in line, as long as they can be assured that no LRT will be built to decimate Sheppard Avenue the way they did St. Clair Avenue West. But let’s stop this insane construction of useless LRTs all over the city. Karl Haab

Funding will be an election issue during the next municipal and provincial elections, and most likely the ones to follow. The time to do something has past now. Around dinner time, my doorbell rang and when I went to the door a gentlemen was on my porch with several things in his arms. Female baby wallaby at High Park Zoo has a name

LISA RAINFORD lrainford@insidetoronto.com A female baby wallaby that popped her head out of her mother’s pouch at the High Park Zoo in April has a name. The wallaby has been christened ‘Zoomer’ after Citytv founder Moses Znaimer’s company, ZoomerMedia. Znaimer donated $10,000 toward the Honey Family Foundation earlier this year. Zoomer can be seen most weekends in the paddock next to the llama pen at the High Park Zoo, said ParkdaleHigh Park Councillor Sarah Doucette. “Zoomer likes to lick people,” Doucette said. “She’s adorable, so sweet. She loves people and loves to be hand-fed.” The Friends of High Park Zoo recently reached its goal of $50,000 within hours of

The TTC is calling on amateur photographers to send in their best transit shots to hopefuly grace the cover of an upcoming edition of its regular Ride Guide publication. Along with Spacing magazine, the transit commission is holding a contest seeking the best shots of TTC vehicles, stations and facilities. In addition to making the cover of the summer edition of the guide, the winning entry also gets a prize package, which includes a one-month Metropass. One-third of all elected officials in the Greater Toronto and Hamilton Area (GTHA) have signed a pledge in support of better transit funding, says CivicAction. Officially known as the Greater Toronto CivicAction Alliance, the group announced last week 116 politicians – 31 of them from Toronto including Premier Kathleen Wynne – have signed the pledge calling on the province to adopt Metrolinx’s recent recommendations for new taxes and user fees. “The support of these 116 elected officials, from all levels of government and across party lines, is key to making sure our region invests in our future,” said CivicAction CEO Mitzie Hunter in a press release. Metrolinx says it needs two billion dollars in new funding annually to pay for $34 billion in transit improvements planned for the next 15 years in

The province should back up recent comments by the provincial transportation minister and build a new light rail line completely underground, says a Scarborough councillor. Taking issue with Minister of Transportation Glen Murray’s contention in early June that the Eglinton Crosstown light rail transit line (LRT) is a subway – since the majority of its planned route runs underground below Eglinton Avenue West – ScarboroughAgincourt Councillor Mike Del Grande said the entire 19-kilometre line should be built below street-level. “You can’t claim it’s a subway if it goes above ground, so we’re all in agreement,” said Del Grande during an interview last week. “Put it underground all the way.” At last Tuesday’s meeting of Scarborough Community Council, Del Grande introduced a motion calling for all of the Crosstown, in light of Murray’s remarks, to run underground. The motion was adopted by a majority of the 10-member council.

The High Park-area resident’s film will screen in front of the feature documentary ‘Storm Surfers 3D’ as part of TIFF’s summer program lineup. The short – for teens and adults – is about Emily, imprisoned by foxes, who have duped her entire town into believing children can be replaced. Just when audiences are led to believe she’s going to escape, viewers are left to wonder just what her fate will be after an encounter above ground leaves her lost and confused. Currently making the film festival rounds, FOXED! has been “fantastically well received,” said Stewart, whose studio, Geneva Film Co., has been in Liberty Village for the past 13 years. The 3D short is a teaser of sorts for a featurelength film.

Ottawa-born Stewart, who has called the High Park-area home for the past eight years, said he was inspired to create FOXED! after seeing Coraline, the 2009 American stopmotion 3D horror/fantasy film based on Neil Gaiman’s 2002 novel of the same name. Stop-motion is a very slow, but incredibly rewarding process, Stewart said. The short was filmed over 52 days with two frames being shot about every 20 minutes. “It’s a very detailed, yet rewarding experience,” Stewart said. FOXED! is like a fairy tale in that there is a lesson to be learned, he said. However, it is crafted for an older audience. Stewart is currently working on raising funds to make the feature film. dominium at 1844 Bloor St. W. with commercial/retail space at grade. The building’s three components will be arranged in an inverted “U” shape around a public plaza. The intended public art program at High Park will focus on giving young artists the opportunity to work with

established local artists chosen by Daniels. Four experienced artists Micah Lexier, Luis Jacob, Christian Giroux/Daniel Young and Public Studio (Elle Flanders and Tamira Sawatsky) will partner with one or more young, emerging artists of their choice. Each will

form an artist team. Artist teams then each receive a $4,000 fee to develop a conceptual approach to one or a combination of the recommended areas within the plaza. The Public Art Plan for the building across the street from High Park provides a framework for a public art

commission, including: the introduction, site context, specified opportunities for public art sites, art site requirements, competition process, jury, art selection process, estimated budget and schedule of the works. The plan meets the objectives of the city’s Percent for Public

It’s estimated that children receive approximately three times the annual adult dose of UV.” Because exposure is cumulative, direct contact with sunlight for even short periods of time

A close-fitting, wrap around style frame that protects both the skin around the eye, as well as the eye itself, is recommended. So, too, are 100 per cent UVA and UVB blocking lenses. A wide-brimmed hat tops things off. While tests have shown that inexpensive sunglasses can pro-

vide full UV protection, the quality of materials and consistency of the tints may be inferior. Such imperfections can distort children’s vision, causing a mild headache or eyestrain when sunglasses are worn. “Before choosing sunglasses, children should have a thorough eye examination to ensure their eyes are healthy and to take any current eye conditions into consideration,” says Dr. Ahmed. “At the very least, have their sunglasses assessed by a doc-

Council takes proactive approach to planning west side of Roncesvalles Ave. ERIN HATFIELD ehatfield@insidetoronto.com A report recently passed by Toronto and East York Community Council (TEYCC) lays out the framework to give city staff some guidance when it comes to considering applications for businesses on the west side of Roncesvalles Avenue. “It is a screwdriver, rather than a hammer in terms of how we handle applications,” said Councillor Gord Perks. “I think it is a rather neat new tool.” The west side of Roncesvalles Avenue, between Marmaduke Street and Marion Street, is primarily residential in character with buildings set back from the street and a few businesses like optometrists, a music school and a spa. But requests to permit nonresidential uses, which are otherwise prohibited by the residential zoning designation have slowly started to come in and Perks said he believes there will be more demand to convert the residential properties to commercial or mixed use. “It is an unusual area in that

it is a very busy main street with a bunch of houses on it so there has been some pressure for businesses to go into them.” So the city started a study to look at the suitability of certain non-residential uses on the west side. Based on the results of a study, city planning staff made a report that recommends maintaining the existing zoning bylaw provisions and establishing a set of performance standards for the consideration of future non-residential use proposals in the study area. “This introduces a performance standard tool, which helps to guide the building department and the planners when someone comes in for a rezoning application in this one area,” Perks said, adding that it takes a proactive approach to planning for the future of the strip. The existing zoning bylaw does not permit stand alone non-residential uses on the west side of Roncesvalles. Under this scenario certain non-residential uses, being small-scale retail, service and office uses would be permitted by way of a planning act appli-

It can’t create adverse parking and traffic impacts or too much noise or light. Eating establishments and similar uses will not be permitted and any proposal would also have to respect the physical character of the study area, the size and configuration of the lots, height and scale of the buildings. “The street is very unique within the city and has a very diverse character that is really worth maintaining,” said Jeffery Hanning from the Sunnyside Community Association. Hanning said he believed the report was an accurate representation of the community meetings held on the matter on April 19, 2012 and March 19, 2013 and also of a community-led meeting. TEYCC adopted the report at their meeting on June 18.

Swansea resident tells the story of Parkdale Project Read ERIN HATFIELD ehatfield@insidetoronto.com “The day I came here was the day I was born,” Hewida Abdelmoaty said before a group of learners and supporters at Parkdale Project Read (PPR). It was here she learned to read English, which opened a whole new world to her. Abdelmoaty’s heartfelt comments resonated with all those attending the PPR’s annual general meeting (AGM); but they were directed to one person in particular, Dr. Rita Cox, the founder of the literacy centre. “Thank you for keeping our spirits up, for being a mentor and a leader,” Abdelmoaty said. Parkdale Project Read, located at 1209 King Street West, is a community-based organization that offers literacy services free of charge to adults who are fluent in English. PPR provides a variety of learning activities and assessment methods

that help learners find their best way to learn. They offer math, communication, grammar and reading and writing groups. They also have a knitting circle, literacy through hip-hop, creative writing, book clubs and college preparation courses. In the last year PPR worked with

133 learners. Cox, who lives in Swansea, not only attended PPR’s AGM on June 20, but shared some of her legendary storytelling, including the story of the creation of PPR. Cox is the founder of the centre, which teaches and supports people to learn to read. She is also a member of the Order of Canada, an author and a master storyteller. Born in Trinidad, Cox joined the Toronto Public Librar y as a children’s librarian in 1960. In 1972, she became the head of the Parkdale Branch and served at the branch for 24 years. Cox pioneered the library’s Black Heritage and West Indian Resource Collection, which were later named the Rita Cox Black and Caribbean Heritage Collection in her honour. She shared with the group the story of the creation of PPR after a parent confided in her that she couldn’t read to her children as the teachers were telling her to. Cox

wanted to help. “In those days, in the 1970s people were more hospitable,” Cox said. “That may have changed, but Parkdale remains a place where people care about each other.” After PPR was started in the Parkdale Branch, Cox said the demand grew. “As the number of learners grew we decided it had to become a community-based program in order to give it

the opportunity to grow,” Cox said. In 1977, PPR held its first meeting as a community group and has been able to help many people since. “I feel so blessed because every day I hear about or see somebody whose life I have touched and who has touched my life,” Cox said. “It is the life stories that really keep me going. When skills are attached with intel-

ligence you can sail away.” It is the staff and volunteers who keep the organization running that really make the difference, Cox said. “They make people feel like they are worthy,” Cox said.

Plastic bag ban issue dead in Toronto DAVID NICKLE dnickle@insidetoronto.com Plastic bags are off the table at Toronto City Hall. That was the word from the city’s public works and infrastructure committee Wednesday, June 19, as it briefly considered a report on strategies to reduce the amount of plastic shopping bags in the city’s solid waste system. The report stemmed from last year’s long and at times all-over-the-map debate at council over what to do about the five cent mandatory bag fee introduced toward the end of the administration of former mayor David Miller. Mayor Rob Ford had brought the matter forward to eliminate the fee, but council in a surprise move voted to ban plastic bags altogether. By the end of the year, council had reversed that decision. But on Wednesday, Ford

took no chances and made the unusual move of attending the committee meeting himself to cast a vote on the matter. As it happened, he needn’t have. Committee Chair Denzil Minnan-Wong’s motion, to simply receive the report for information passed easily. “The item was received, that means the issue is dead,” said Minnan-Wong. ‘status quo prevails’ “The status quo prevails. We’ve had this debate over and over again. I think from the very beginning it was a manufactured issue. The public didn’t really want to have this debate about banning bags and it just went out of control. At that meeting where it did go out of control, where we were going to go to court and get our heads handed to us, we were taught a powerful lesson that we

can’t go off and make policy wherever we want without consulting and going through the proper process.” Following the meeting, Ford spoke to the press. “Today I cast my vote as mayor to make sure we put the final nail in the coffin of this plastic bag fee once and for all,” said Ford. “Folks, we have to remember these bags are 100 per cent recyclable and reusable.” Opponents of the mayor wanted to keep a bit more life in the question of diverting plastic bags. The report from city staff indicated that diversion of plastic from the waste stream improved during the implementation of the mandatory fee, by 53 per cent. A n d So l i d Wa s t e Management commissioned an Ipsos Reid public opinion survey which found 72 per cent of residents changed their behaviour as a result of

the fee, using reusable bags, and 59 per cent reduced their bags more as a result of the fee. About half were in favour of maintaining the status quo for bags. Don Valley East Councillor Shelley Carroll said there wasn’t any will to go back to the fee as it stood, or a ban — but it made sense to discuss the question of plastic bags in the context of a larger waste diversion plan. “No councillor wants to go back to the bag fee — they don’t want a fee that doesn’t end up in the city’s coffers, but they want to do the right thing,” she said. “The mayor came to vote because he thought he had some kind of fight. Councillor Minnan-Wong tried to put on a superhero cape, the mayor put on a superhero cape, but it was to fight a villain that wasn’t there.”

Two hundred agencies across Toronto will receive a two per cent boost in funding from the United Way this year, the charity announced. The money comes from last year’s United Way Toronto campaign, which raised $116 million. “That enables us to maintain the support that we have always given to our agencies as well as provide them with this one time incremental two per cent,” United Way Toronto President and CEO Susan McIsaac said at a press conference to announce the funding hike on Friday, June 21. “I’m excited we’ve completed another good year. We had strong financial results.”

The 200 agencies will receive a total of $77 million. The remainder of the money raised in last year’s campaign was designated to specific charities by donors and also went toward operating costs. “I’m really grateful to Torontonians for all of their support,” McIsaac said. McIsaac said United Way Toronto will focus on four priorities over the next five years: youth employment, providing services in the city’s 13 priority neighbourhoods, building a strong stable community sector and “identifying emerging trends and issues and creating a response to that so that as issues arise we have the capacity to respond to them.”
