A national initiative established by Junction-area residents advocating for safe, transparent, and regulated rail service, has created an online petition calling for higher industry standards in order to reduce the risks to neighbourhoods along train corridors. The transport of dangerous goods by rail through Canadian communities puts thousands of citizens at risk, charges Safe Rail

Communities. The non-partisan enterprise was founded two years ago by Junction neighbours Patricia Lai and Helen Vassilakos. Their intention is to create awareness of the increasing number of black DOT 111 tank cars carrying petroleum crude by canvassing the neighbourhood and attending community events. Spurred into action following the 2013 Lac-Mégantic rail disaster, Safe Rail Communities has continued to write letters and petition the government >>>E-peTITION, page 14

Swansea artist’s work chosen among 22,000 entries, winner announced tonight in London TAMARA SHEPHARD tshephard@insidetoronto.com Etobicoke School of the Arts’ visual artist Max Perone’s excitement at being named a 2016 Saatchi Gallery finalist out of 22,000 entrants quickly turned to pondering a looming practical consideration. The Swansea award-winning visual artist’s sculpture, “Repression,” is a collection of 900 plaster faces, some emotionally neutral, others screaming, displayed in three steel cages. It weighs one-and-a-half tonnes. “It was really kind of awesome,” Perone, 17, said of learning from his teacher and the school’s head of visual art, Matthew Varey, he was a finalist in the prestigious international art competition. “Initially, I was really excited. That quickly developed into how would I bring the piece over?” to London, England for this week’s Saatchi Gallery/Deutsche Bank Art Prize for School’s exhibition and contest. Shipping one cage with minimal faces would have cost a prohibitive $10,000.

Instead, Perone sent judges six-foot-tall prints of his art installation. “Repression” is Perone’s exploration “of our neverending struggle to hide our emotions, our inner turmoil, behind a socially acceptable face,” he explained. “What can be put out in the world and what has to be hidden to make a functioning society. “It’s a reflection of why it’s almost mandatory in a way that we do this.” It is the teen’s largest-scale art piece. He cast 10 moulds of his face. Then set the moulds in plaster. Initially, he made a pair of faces for a class assignment that asked students to create a personal response to the concept of protection. Then, Perone exploded the project to a massive scale. “Our teachers always say, ‘that’s amazing. Why don’t you make 100?’” he said. “So I started with my first 100 faces. But they wouldn’t fit the cage I made. So I decided to make two more cages.” He enlisted the help of his mom, Alix Campbell, to cast moulds at home while he made more at school.

Etobicoke School of the Arts’ student Max Perone is one of 20 finalists from around the world for the 2016 Saatchi Gallery/Deutsche Bank Art Prize for Schools. Perone’s sculpture of 900 plaster faces in three cages speaks to putting on a false face in society. Here, he is pictured during the school's Portfolio Day in Nov. 2015.

“At peak efficiency, we were able to make about 50 faces a day.” Jack Perone, his dad, helped him weld the cages.

Perone and his parents worked on the installation for approximately 200 hours over a two-month period last fall. “Some of the faces were

still wet at Portfolio Day.” L a s t N o v e m b e r, 2 0 Etobicoke School of the Arts’ Grade 12 students, including Perone, showcased their photography, paintings, drawings, sculptures and films at the school’s sixth annual Portfolio Day in a bid to attract substantial scholarships from 53 of the world’s top arts colleges and universities. In 2015, ESA’s fifth annual Portfolio Day secured scholarships in excess of $4 million to 20 students. One student alone captured three full tuition offers, and just over $800,000 in total offers. At Portfolio Day, Perone

received an application from a Pennsylvania Academy of the Fine Arts’ recruiter. Varey isn’t surprised. Perone “embodies the sort of risk-taking and responsibility for his artistic understanding and output” that has helped Etobicoke School of the Arts’ visual art find its place on the world stage, Varey said. Perone’s finalist status (he’s one of 20) in the Saatchi contest “indicates how truly successful Max has been in translating sophisticated thinking into large-scale and fully realized sculptural installations,” Varey added. Perone flew to London on Tuesday with his parents. T h e Sa a t c h i c o n t e s t chooses one primary school winner, aged four to 11, and one secondary school winner aged 11 to 18. Each student wins £1,000, and £5,000 for their school’s art department. The overall winner chosen from both age categories receives £2,000 and £10,000 for their school’s art department. The winners will be announced at an awards ceremony tonight.

Hundreds of kids collaborate for Artsfest As many as 800 students from kindergarten to Grade 12 gathered at Perth Avenue Public School over a two-day period to perform dance, drama, music and poetry as part of ‘Artsfest – Raise the Curtain.’ “Artsfest was originally conceived by our former principal Janice Robinson,” Perth P.S. teacher and Artsfest director Arwyn Carpenter told The Villager. “I wanted to bring it back so we reinvented it.” Artsfest brought together

the Toronto District School Board Region 7 family of schools that encompasses those in the Junction, Bloor West Village, Roncesvalles, Bloordale Village and Queen West. “We wanted to showcase the art that’s happening in our schools,” Carpenter said. “We wanted to bring together our family of schools, West Region 7, that’s under superintendant Curtis Ennis. It’s a rare opportunity for students – in kindergarten to Grade 12 – to

meet each other.” Artsfest, which took place at the Dupont and Dundas streets-area school Wednesday, Feb. 24 and Thursday, Feb. 25, showcased all forms of art from dance and improv comedy to stage band and drumming. “It was really wonderful,” Carpenter said. “A total success. I was really impressed by the artistry and professionalism. The feedback has been really positive. It helped boost students’ confidence and teachers

had a chance to show off their students’ talents.” The goal for Artsfest is to become an annual event with area schools sharing hosting responsibilities. “There are a whole lot of skills that are developed through arts learning that are transferable to other areas of learning,” Carpenter said, citing teamwork and ‘thinking-on-your-feet,’ as two examples. – Lisa Rainford

City correct to regulate use of chewing tobacco

Write us

B

anning chewing tobacco in public spaces, arenas and sports fields should be a piece of cake. Given Toronto’s history dealing with tobacco regulation, it’s more likely to be a gooey lump of chaw. Chaw is one of the terms for so-called smokeless tobacco products. Historically popular in the American south and midwest, the product also known as chew, grizzly, skoal and snuff has been spreading in at least visibility thanks to its popularity among professional and semi-professional athletes – in particular, baseball players. The use of the product is extremely unhealthy. It might not get into the lungs, but it’s just as addictive as cigarettes and pipes and it’s associated with mouth, esophageal and pancreatic cancers, gum disease, and heart disease and stroke. Its use is on the rise among young people. In it’s used by six per cent our view Ontario, of students in grades 7 to 12, or 58,200 students (that according Survey finds to the 2015 Ontario Student Drug Use and Health Survey). That’s up use on the from 4.6 per cent in 2011. The rate is lower for Toronto rise in youth students – the increase is just three per cent here. But without a doubt, the power professional athletes exert as role models is an influence, and a bad one in this case, on any young person. This week, Toronto Board of Health Chair Joe Mihevc announced he’ll be asking the chief medical officer of health to draft a bylaw that would restrict the use of chewing tobacco from city facilities and public venues such as arenas and sports fields – including the Rogers Centre where the Toronto Blue Jays play. Council ought to approve the bylaw when it comes forward, as a matter of responsible stewardship, just as it has approved ground-breaking bylaws preventing smoking in bars and restaurants and bingo halls. Critics might argue a bylaw in this case would differ from one restricting cigarette smoking: there is no issue of second-hand smoke affecting the health of non-smokers. This may be so but it doesn’t mean there’s no second-hand influence. And the influence of celebrity athletes, casually gumming a wad of toxins, is demonstrable and needs to be stopped.

Union’s ‘job for life’ being phased out Toronto council won a significant victory in its negotiations with the city’s outside workers – no question. Forget about the less costly benefit plan and the meagre pay increases that CUPE Local 416 agreed to. That’s just money. The big, champagnecork-popping win is on something more fundamental. Now that this contract is signed, it won’t be long before Toronto can shed itself of a significant number of unionized garbage collectors by putting out a tender call, having a couple of meetings and contracting out garbage collection in most and eventually all of the city. Conservative members of council and former mayors have been hoping to contract out garbage collection since amalgamation, when former Etobicoke mayor and west-end councillor Doug Holyday came extolling the virtues of old Etobicoke’s contracted-out garbage

david nickle the city collection. Etobians were very happy, thank you very much, with their contractor-delivered household garbage collection. The trucks came on time, picked up the garbage, and if there was ever a problem between the drivers and the owners, well that was their problem. Etobicoke was strike proof. Not so the rest of Toronto. In North York, Scarborough, East York and York and Toronto, city worker strikes meant that garbage moldered in garages and backyards until it got rank enough to heap in city parks and surface lots. CUPE Local 416, the union representing garbage workers, had real leverage at the bargaining table because of that. Former councillor Jane Pitfield put it most nakedly when in the

run-up to her failed 2006 mayoral campaign, she told reporters that she thought it was time to “phase out” unions. Toronto’s outside workers have agreed to something like it, after they ratified the provision in the contract that phased out what another former councillor and deputy mayor Case Ootes dubbed “jobs for life.” That was a provision that former mayor Mel Lastman’s administration agreed to, that prevented the city from replacing workers with more than 15 years seniority in the event their position was contracted out. That provision has been the single barrier to the contracting out of garbage collection citywide. It’s why even uber-conservative mayor Rob Ford could only contract out half the city. It’s why a strike in warm weather would still be a political nightmare for councillors and mayors who want to get re-elected

in wards east of Yonge Street. It’s why CUPE Local 416, whose membership is less than a quarter that of the city’s inside workers’ union CUPE Local 79, has real power in a collective bargaining session. That power hasn’t been removed, but it is, as Pitfield put it, being phased out. In 2019, the final outside worker will cross the line into an inaccurately named “job for life.” He or she will enjoy another decade or two of job protection. The rest of the city’s workers will serve at the pleasure of Toronto council, and the jobs that they have will be as good as Toronto council deems to be their due. No doubt about it. In love, war and contract negotiations, to the victors go the spoils.

Participants help boost their brain power with free classes >>>from page 1 and board games. “Of course I forget things sometimes,” Alice Germanno Amaral, a participant in the program, told The Villager. “Sometimes, I’m concerned about Alzheimer’s, but the thing that consoles me is that younger people have that problem. I’m still sharp.” Germanno Amaral, who turns 73 this month, said she keeps her mind and body active with help from the Davenport-Perth Centre where she socializes and goes on bus trips, among a long list of activities. “I paint. That’s what I love. I love to read a lot,” she said. Retired at 60, the Dupont St re e t a n d Sy m i n g t o n Avenue-area resident said she decided then to find out what Davenport-Perth had to offer. “This is a good place. Everyone accepts every-

body. We love each other,” she said. Brain Fit55+ continues Tuesday afternoons from 1 to 2 p.m. in Italian and Portuguese, Wednesday afternoons from 1 to 2 p.m. in English and Thursdays from 2 to 3 p.m. in Spanish until the end of March. “What we wanted to do is take a holistic view of the aging brain,” said Catherine Goetz, manager of senior services. Each session tackles such subjects as effective herbs and supplements for the brain; foods to boost brain health; brain plasticity; and kinesthetic learning. “We had our nurse talk about brain diseases as you age and what you can do,” Goetz said. “We looked at what the connection is between music and memory, movement and learning.” The free classes serve a diverse clientele of more than 200 seniors.

“Our philosophy is to provide health education and promote social and recreational activity. We try to make sure there’s a balance of all those when we create our programs,” Goetz said. The program’s mission is to teach seniors about proper brain health in a fun and social environment. Goetz, who has been working at Davenport-Perth for two decades, said she and her colleagues have witnessed members go from being caregivers themselves to living alone. Although they are not medically trained, staff do recognize when something’s just not right with a person. “We see them every week. We’d like to know how best to assist people, to say to them, ‘Have you seen your doctor,’” Goetz said. To register for the Brain Fit55+ program, contact Mariela at 416-656-8025, ext. 263.

Add another barrier to the pressures preventing Toronto cabbies from making a decent wage: the Union Pearson Express. Representatives from the iTaxi Association, representing dues-paying taxi drivers, said the recent fare cuts to UP, which go into effect next week, will have a disastrous effect on their bottom lines, as more riders rely on public transit rather than a cab to get to the airport. As an alternative, the group is suggesting the city ease current restrictions prohibiting carpooling, which would at least allow for cabbies to pick up multiple fares on the same ride – something customers of taxi arch-rival Uber currently enjoy. VISION EXHIBIT CLOSURE wTUNNEL

The subway exhibit Tunnel Vision could be a casualty of labour unrest. The exhibition, tracing over a hundred years of local

rahul gupta TO in TRANSIT subway planning and construction, is on display at city-owned Market Village Gallery, inside St. Lawrence Market, until June. But it could be forced to close indefinitely should negotiations between the city and inside workers, represented by CUPE Local 79, fail. THE UNDER GARDINER PROJECT wNAME

The Under Gardiner public installation needs a new name. The project to create multiple public spaces under the elevated section of the Gardiner Expressway, linked by a multi-use trail, is holding a naming contest. Reclaim the Name invites Torontonians to send their ideas by April. Then a special jury will create a shortlist of three to five options, which will be nar-

rowed down through a public vote and presented to Toronto Council in May. The winning entry plus a project logo will be revealed in late June or early July. Check out www. undergardiner.com for more information. ONTARIo Liberals GIVE a boost wtechnology

There wasn’t any new investment in public transit for the Toronto region in this year’s provincial budget, but the Ontario government is clearly interested in boosting support for autonomous or self-driving vehicles. The 2016 budget granted $10 million to the Canadian Urban Transit Research and Innovation Consortium for a partnership with the federal and Quebec governments to further research autonomous vehicle technology. Roncesvalles resident starts up doc screening series at the Revue HILARY CATON hcaton@insidetoronto.com One night when Roncesvalles resident Samantha Hodder stepped into Revue Cinema on Roncesvalles Avenue to watch Boyhood there was some technical difficulties with showing the film and it turned out to be a blessing in disguise. The executive director, Aileen MacDonald, stepped onto the small stage in front of the screen, explained the issue and began to talk about the theatre and its programming. “It felt like I was at a film festival, I love film festivals, and I thought that really gave

the theatre a character and a substance,” Hodder said. “It gives it an anchor and place that makes you want to come back so I thought, how could I expand on that? What’s missing here?” After some thought, it became clear. “I approached her (MacDonald) with the idea that I could help shape a documentary series,” she explained. “That’s the something this place was missing.” Since taking on the job of director of documentary programming at the cinema, Hodder has made it her focus to choose documentaries that reflect the community

it serves. In her Doc in Revue series, Hodder said she tries to gauge what type of docs audiences are interested in and the community’s taste varies from fashion docs, to issues of cyber bullying to films about exploring earth’s unknowns. “I think people are really interested in issue driven documentaries in this neighbourhood,” the Roncesvalles resident told The Villager. “It’s quite an engaged community, so I’m not scared to put a politically motivated doc here if it’s at the right time.” T h e d o c s c h o s e n by Hodder only come from the most noteworthy festivals

such as TIFF, Cannes, Hot Docs, and Sundance. She also aims to engage the audience with the theme of the film by creating a panel surrounding the documentary, which is a different approach for the cinema, she admits. “It helps to draw the community out because it’s an issue or an event or a concern. Then it becomes a night out to connect with people that also draw on the themes of the film and also it makes it informative and engaging,” Hodder explained. “Then it helps leverage documentaries as community tools to get people to come together and have conversations.”

Hodder also gets local shops involved in the process by talking to owners about what they’d like to see. This past December, Hodder showed a fashion documentary at the request of the owner of the Ardith fashion store on Roncesvalles. The owner introduced the documentary at the theatre and invited people back to her store after the film to have refreshments and receive 10 per cent off. “It’s a way to help local business and have fun. You can have fun with documentaries. They don’t always have to be so serious,” she added. In an age where docs are shown on Netflix, she admits

it can be tough to get people off their couch and into their theatre seats, but she’s always looking to add that extra element of connecting to the film, she said. For example, the next documentary panel Hodder is planning for March will be food themed and involves a panel of chefs discussing the film Foodies: The Culinary Jet Set with the potential for food and wine pairings. “I make it more than just about the film. Showing a film isn’t enough,” she explained. “Sometimes docs are intense and need that discussion afterwards that unpacks it to make it more worthwhile.”

The latest e-petition, Vassilakos told The Villager, is “to show the government we have broad support for the issue.” The e-petition is simply another vehicle in which Safe Rail Communities and its supporters can bring their concerns to the government, she pointed out. “Our goal is to raise awareness and advocate for changes at the government level,” Vassilakos said, adding that Safe Rail Communities has been working with chemical engineers and rail experts on its cause. According to research by Safe Rail Communities, the Railway Association of Canada says shipments of crude oil by rail have increased from 500 car loads in 2009 to 160,000 in 2013; the Association of American Railroads says that in the U.S., shipments of crude oil have increased from 10,800 car loads in 2009 to approxi-

mately 400,000 in 2013. “In 2014, there were about 140,000 tank cars carrying crude oil across Canada. This is 280 times the number of tanks that travelled in 2009. The projected number for 2016 is 510,000 tank cars,” Safe Rail Communities said in a statement. “It is our federal government’s responsibility to regulate the transportation of dangerous goods by rail. They must set the standards for industry to follow in order to mitigate the risks to rail communities across Canada.” Safe Rail Communities has worked with experts to develop the list of recommendations in its petition. Among these recommendations, the petition is calling on the Government of

Canada to increase the budget for rail safety transport, monitor and enforce train speeds and provide the public with railway route analyses and risk assessments. “In our minds, it’s our government’s responsibility to take a stand; they have to look out for the public’s interest,” Vassilakos said. In order for an e-petition to be presented in the House of Commons, it must receive 500 signatories within 120 days of being posted on the government website. Therefore, Safe Rail Communities is encouraging as many people as possible to sign. To do so, visit http:// bit.ly/1QyZ4jd For further details, visit www.saferail.ca

Concert shines spotlight on youth Recipients of the SHINE Youth Music Bursaries, created in memory of roots performers Jim Fay, James Gray and Doug Queen, to help young, struggling musicians pursue their passion, say the awards had a huge impact on their budding careers. Britney Fontes, who won last year, called the bursary an “amazing opportunity for musicians.” “The money I received helped me continue my post-secondary education and it was much needed and appreciated,” she said. “Lately, I have been writing and continuing with my love for singing on my own time and truly building up to become who I want to be in the future.” Fontes added, “It really gave me that boost of confidence I needed to take some very important steps into the right direction both creatively and intellectually.” A winner two years ago, Daniella Avidago said she has become “a fearless performer.”

Nova Scotia-born Chelsee Livingstone with the Lonesome Ace String Band perform at a SHINE! concert in 2014 at Hugh’s Room.

“I perform at parties and weddings and in just one month, I have an audition in New York City,” she said. “Whenever an opportunity passes I now say to myself ‘just go for it.’” On Sunday, the SHINE! concert takes place at Lula Lounge, 1585 Dundas St. W., from 6 to 10 p.m. Tickets cost $25. Funds raised from the annual concert go toward the

SHINE Youth Music Bursaries that are awarded to people aged 16 to 25, who want to pursue their practice or study of traditional (folk/Celtic/ blues/R&B/soul) music and who face financial barriers. Since its inception, 26 bursaries and $23,5000 has been awarded. The bursaries are handed out annually at the SHINE concert. When Fay died in 2008, his family and friends chose to celebrate his life and music with an annual concert. The concert raised a little money, which was then handed over to a young person, who wanted to pursue music but couldn’t afford lessons, instruments, tuition or books. A few years later, Gray, formerly of Blue Rodeo, died and his family and friends did the same thing. Most recently teacher-musician Doug Queen, formerly of the band Jug Head, died. So this year, eight awards will be handed out while honouring three musicians. To learn more, visit www. jimfaymusicbursary.ca
