Canada’s first public reflexology footpath is set to be built in Dufferin Grove Park this spring. The city’s Parks, Forestry and Recreation department expects to hire a contractor by April with construction scheduled for May and June and a completion date in July, according to Davenport Councillor Ana Bailão. The reflexology footpath is being built in memory of Jenna Morrison, a 38-year-old expectant mother, a yoga instructor and health practitioner, who was riding her bike on her way to pick up her five-yearold son from school when she was struck and killed by a truck at the corner of Dundas Street West and Sterling Road in November 2011. “Jenna was very active in this park. It is the park we most frequented as a family,” her partner Florian Shuck told The Villager. Designs for the footpath were unveiled at a meeting last month. Swansea Village residents oppose skinny home bid Issue to be heard at Ontario Municipal Board meeting in April LISA RAINFORD lrainford@insidetoronto.com A group of Swansea Village residents are less than impressed with their neighbour’s proposal to sever property adjacent to his home to make room for a new house and are gearing up for a fight at the Ontario Municipal Board (OMB) in April. The Committee of Adjustment denied the request in October to sever the property at 8 Deforest Rd. into “two undersized residential lots” with the intent to build a new, detached house with garage that would require variances to the zoning bylaw. Essentially, the homeowner is planning to build a new

home on the piece of property currently occupied by his driveway. The committee ruled that the application “does not satisfy” the requirements of the Planning Act and therefore did not issue its approval for several reasons. These include, the proposed land “does not conform to the policies of the official plan,” nor would the current roads, vehicular access and parking accommodate such a structure. “ We w e r e c o r d i a l neighbours,” said longtime Swansea resident Dave Reason, who lives across the street from 8 Deforest Rd. “We’ve organized a resistance.” The homeowner did not return The Villager’s request

for comment. Reason and his neighbours on the same block were first alerted to the proposal when they received a notice in the mail from the city’s planning department outlining the variances in mid-October. “I wrote to all my neighbours and rented a room at the Swansea Town Hall. I invited (the property owner), who was kind enough to come and fill us in,” Reason said. Following his presentation, Reason and about seven of his neighbours agreed to organize a response. Reason outlined their concerns in a letter to the Committee of Adjustment. Severing the property would set “an unwanted” precedent in the community, wrote

Reason. “ T h e re i s a c o n c e r n about what the new building will mean for the s t re e t s c a p e,” h e s a i d . “The new building will be out of all proportion with others on the street.” The proposed flat roof, which would make the structure 30 feet tall, would tower over all the other properties that have sloping roofs that begin significantly below that height. The proposed side wall, said Reason, situated on a lot that is half the distance from the next lot, would block out most of the natural light while setting an “unappealing” precedent for the houses on the street. City’s reform to taxi industry sees driver’s ‘nest egg’ wiped out LISA RAINFORD lrainford@insidetoronto.com City council’s vote to reform the taxi industry in Toronto has significant repercussions for drivers who own their own vehicle, those like Joel Barr who is at risk of losing his life’s work and investment. Barr, a Bloor St. W. and Jane streets-area resident, is part of the 23 per cent of Toronto’s taxi industry who are owner-drivers. Council’s vote for “sweeping” reform earlier this month “sets the current system on its ear and essentially undermined everything my husband has worked for the past 34 years,” Barr’s wife, Judi, told The Villager. “It was difficult to sit there and watch his face as he listened to city council’s plans to effectively devalue our life’s investment – bulldozing us out of the way to help give those starting out in the business a leg up, to acquire more

easily what he’s worked years to earn,” she said. The Feb. 19 vote included establishing a new type of taxi license called the Toronto Taxicab License (TTL) that all plate owners must have by June 30, 2024. The TTL will replace the existing system of ‘Standard’ licenses – which can be sold – and ‘Ambassador’ licenses – those that cannot be sold and must be used only by their owners. Barr is the proprietor of a Standard license, implemented in the 1960s. “I had no money for RSPs. I was putting my money back into the business. We’re selfemployed. We don’t have medical coverage. This was our nest egg,” Barr said of his Standard plate, which, previous to the reforms, could have been worth as much as $350,000. After high school, Barr worked for a few years at CN Rail before deciding

he’d rather be his own boss. He decided to follow in his father’s footsteps driving a cab. He bought his first plate off his dad. For years, he drove seven days a week while his kids were growing up. “Cab plates were our investment, our retirement fund,” Judi said. “That’s the reality. That’s the way the system has been set up.” The new TTL will devalue

Standard plates, Barr said. “No one will want to buy the plates (now),” he said. Jim Bell, president of Diamond Taxi, who is involved with the Toronto Taxi Alliance, said drivers will be “exploring our legal options.” “We’ll be looking to make an injunction so council can reassess their decision,” Bell said. “We feel there were procedural errors at council.”

While drivers will be impacted far more than riders, customers will see some changes under the new system. They will be required to pay a $25 ‘soiling fee’ if they vomit in the car and they’ll be required to pay drivers the money up front at the drivers discretion. Pa r k d a l e - H i g h Pa r k Councillor Sarah Doucette, who did not sit on the committee tasked to review the taxi industry, said the aim of the TTL is to allow drivers to work for themselves without having to pay “exorbitant” fees to the person who owns

the vehicle. Although, she admitted the new system does hinder Standard plate owners. “That’s one of the downsides to this,” she said. T h e i Ta x i w o r k e r s Association and the United Steelworkers (USW) are calling council’s vote to reform the taxi industry a victory. They say the changes will allow drivers to keep more of their earnings, as “middlemen and absentee investors – who add no value to the industry but siphon off millions of dollars annually – are eliminated from the system,” the association said in a statement. “This is a great victory for hard-working front-line taxi drivers in Toronto,” said Ken Neumann, national director of the USW, which has long supported the taxi drivers’ efforts to reform the industry.

plan being promoted by a Toronto councillor to make the city’s construction sites more artistically appealing has great merit. The WORKSIGHT project aims to turn the plywood boards placed around work sites, known as hoarding, into canvases that can be used to display art, and encourage the creativity of Toronto artists. Along with beautifying the sites, the artwork can help promote the concept of public art and the artists involved. Ward 27 Toronto Centre-Rosedale Councillor Kristyn Wong-Tam is championing the project, which hopes to see developers and construction companies hire local artists to paint murals on the hoarding. “One of the goals is to create a platform to support emerging artists and bring the idea of the art gallery outside of gallery spaces,” she said. “A lot of people don’t go to galleries, but it’s important to expose them to art.” Along with the councillor, our view social enterprise group the PATCH Project and creative Everyone wins agency Wysp are also involved in the project. with new PATCH is a group of urban planners, architects and profesprogram sional artists who have teamed up to support urban development and manage public art projects in the city. Wysp works with artists to help stretch creative boundaries. With solid backing, the WORKSIGHT project can be a benefit to communities across Toronto. Already, there are examples in the city of murals painted on construction hoarding including at Allan Gardens. Another area where WORKSIGHT has put its plan into action is in the Alexandra Park area of Toronto. There, residents worked together on an art plan for the future hoarding to surround a massive redevelopment plan in the area. They came up with designs specific to the community and its future goals. Expanding such a program across the many different construction jobs in the city will help build a great level of resident involvement and enthusiasm for the future of the neighbourhoods, and will help local artists gain profile. It will also make our community more beautiful. It seems like a winning project to us.

Ford’s Kimmel spot simply a public shaming

T

he Ford brothers’ trip to Los Angeles over the Oscar weekend caught a great many of us by surprise – particularly as Mayor Rob Ford left Toronto claiming to be en route to attend the Oscar ceremony and walk the red carpet, on the arm of none other than late-night talk show host Jimmy Kimmel. Turned out the mayor was a little premature. For some reason, according to his brother, there were security issues involving the late addition of Toronto’s chief magistrate to the A-list. No matter: the mayor would attend Kimmel’s after-party. Although it turned out Kimmel didn’t have one of those: just an after-Oscar show where the mayor took part in a little skit and Kevin Spacey (who’s not a politician, but plays one on Netflix) made some unkind Ford jokes. The next night, Mayor Ford seemed giddy when he came out for his guest

Listening to his brother Doug the next day, they had all been honestly hoping to use the time on the popular late-night comedy show to extol the virtues of Toronto. It sure seemed that by then, the only one surprised was Rob, who instead walked into a late-night version of A Christmas Carol, compressed into what seemed like an excruciating halfhour in which many of the mayor’s sins and humiliations were paraded before him. Kimmel called Ford on everything from his sartorial sensibilities (“Why are you dressed like a magician?”) to his apparent love of the vine (“If you’re drinking enough that you try crack in your 40s and you don’t remember it, maybe that’s something that

you might want to think about...”). Ford laughed it all off – and also sweated it off, to the point that Kimmel at one point reached across to dab the mayor’s forehead – and bravely tried to stick to his familiar message. Indeed, I don’t think a single word left Ford’s mouth in Los Angeles that hadn’t been road-tested many times with Toronto media. Give Kimmel this: his late-night comedy modus operandi was much more effective in deconstructing Ford’s patter than we’ve been here, swinging as we do between the hardball confrontational questions of a city hall scrum and the gently commiserative queries of Conrad Black. Kimmel put Ford in front of his sins and failures, and offering redemption only in acceptance. Ford left the studio unmoved. Indeed, the next day Doug Ford was in Toronto telling the media

how well it all went: how Kimmel thought it funny that Ford’s colleagues were annoyed with him for leaving town after stripping him of powers; how it was all scripted, and really no one was surprised at the hard questions; and how Americans thought that in the end, Rob Ford simply seemed to them more “real.” It certainly was that. Mayor Rob Ford was faced with buckets of “real” over that half hour of television in Los Angeles. The reality was there was no red carpet walk – no after-Oscar party. Nothing but a trip to Los Angeles during a frigid Toronto weekend. Nothing but an expertly wrought public shaming, and an intervention delivered in earnest, both of which Ford appeared to do his best to ignore. And in that, there were no surprises whatsoever.

TAMARA SHEPHARD tshephard@insidetoronto.com Parkdale-High Park MP Peggy Nash argued in Parliament Monday that Ukrainians’ dream of democracy “is at risk” and the federal NDP joins the Canadian government in condemning Russia’s insurgence in Crimea. “As a three-time election observer in Ukraine, I know that what most Ukrainians aspire to is a normal democracy, free of corruption, where there is respect for human rights and the rule of law,” Nash said Monday in the House of Commons. “Today that dream is at risk. New Democrats believe all parties in Parliament should stand together in condemning the aggressive actions of the Russian Federation, which stand in clear violation of international law.” Nash was referring to the 1994 Budapest Memorandum, in which in exchange for giving up its nuclear weapons arsenal, Ukraine received security and territorial integrity guarantees from the United States, the United Kingdom, and the Russian Federation. Thomas Mulcair, federal NDP leader and Leader of the Official Opposition, discussed what had been escalating tensions in Crimea with Prime Minister Stephen Harper last weekend, reported an NDP statement. That NDP statement called Russia’s military intervention in the region “unacceptable and provocative.” Vladimir Putin sharply accused Western governments of engineering “regime change” Tuesday as he pledged Moscow would not annex Crimea and would allow Crimeans to determine their future. The Russian president also said the Russian military would

refrain from the use of force in Ukraine’s Black Sea peninsula — but retained the right to do so as a “last resort” in the event of attacks on Russian nationals in the area. Putin’s remarks during an hour-plus press conference and an earlier announcement that Russia had ordered 150,000 troops mobilized along Ukraine’s border back to their bases served to dial back escalating tensions in the region. Putin’s statements came as U.S. Secretary of State John Kerry arrived in Kyiv Tuesday with a pledge of $1 billion in loan guarantees to help the fledgling Ukrainian government prevent financial collapse. A day earlier, Harper had spoken by phone with Ukrainian Prime Minister Arseniy Yatsenyuk to offer Canada’s support for the nation’s territorial integrity, and urged Putin to withdraw all Russian forces from Crimea immediately or face possible ouster from the G8. Last week, Foreign Affairs Minister John Baird led a Canadian government delegation to Kyiv to meet with the Ukrainian government. The delegation met with Ukrainian Prime Minister

Arseniy Yatsenyuk and acting President and Speaker Oleksandr Turchynov to reaffirm Canada’s support of the people of Ukraine, its support and recognition of the transitional Ukrainian government and its support for the territorial integrity and sovereignty of Ukraine, reported Etobicoke Centre Conservative MP Ted Opitz, a member of the delegation. Delegates also attended a memorial at Independence Square, called Maidan Nezalezhnosti in Ukrainian, to remember the 80 protestors killed two weeks ago in their efforts to fight for democracy and free speech in what was the worst bloodshed in Ukraine since the Second World War. Canadian delegates could clearly see snipers’ bullet holes. “What got us to this juncture is that the people of Maidan drove change in Ukraine and literally showed a willingness to lay down their blood in Maidan,” Opitz said. “This is not the Maidan I saw in December. That was a war zone. That was a revolution. You can clearly see where people were shot.”

TTCriders, the city’s largest advocacy group for users of the beleaguered transit commission, launched the TTC Sardines initiative as a way to generate publicity for the overcrowding characteristic of the TTC. Riders were quick to respond, posting photos or tweeting examples of “sardining”, which can be defined in the transit sense as being

packed into an overcrowded subway train, streetcar or bus. While the campaign is over, TTCriders is getting set to announce the recipient of its inaugural TTC Sardine Award later in the month. Honey Family Foundation ups ‘matching’ target for High Park Zoo Friends of High Park Zoo has launched its 2014 fundraising match campaign with help from the Honey Family Foundation. Since the zoo’s funding was restored at the end of January, Friends is turning its attention to capital projects to enhance and sustain the zoo. “This initiative is critical since no capital funding has been allocated to the zoo in the city budget; help us ensure High Park Zoo is around for another 120 years,” said the group in a statement. Over the past two years, the Honey Family Foundation matching initiatives have raised more than $200,000 in support of the zoo. This year, the organization has agreed to increase the size of the matching program by 20 per cent to $60,000. If Friends can raise $60,000 by the end of June, the Honey Family Foundation will match the funds for a total of $120,000. This coincides

The program invites local elementary school students to volunteer their time caring for homeless cats that have been placed up for adoption. After they feed the kittens and clean their litter boxes, the children then pick out a book to read to their new feline friends. “It’s a win-win, where the kids get to volunteer their time, hone their reading skills and the cats get some extra cuddling and socialization in a program that helps to promote the fact that they are looking for a home,” said Bainbridge, who told The Villager he is always looking for ways to promote his clinic’s cat adoption initiative. Affiliated with Toronto Cat Rescue, the Dundas West Animal Hospital on Dundas Street West at Roncesvalles Avenue, has found homes

for as many as 100 kittens. Currently, there are two kittens, about four months of age, seeking forever homes. Kitty-Litter-a-ture’s goal is to help promote the adoption of homeless cats, teach children the value of responsible pet ownership, and foster a love of reading. So far, children have been clients’ children and students from nearby Howard Park P.S. They come in pairs as reading buddies, accompanied by a parent or guardian. “The cats look like they’re listening,” quipped Bainbridge. “It’s a great way to socialize the (former) feral cats.” Gallagher, a mother of three who lives in Roncesvalles Village and also Bainbridge’s neighbour, discovered the American program through Facebook and immediately thought of Bainbridge. Her 12-year-old daughter has

Sisters relive childhood anguish in Village Players’ Marion Bridge MARIA TZAVARAS contactus@insidetoronto.com Three sisters come together at their childhood home to gather around their dying mother. This sounds like a simple story, or could be anyone’s story, but under the meticulous direction of Greg Nowlan and the talented cast, the Village Players latest production, Marion Bridge by Daniel MacIvor, is a complex story that will touch your nerves and your heart. Set in Cape Breton Island in

Nova Scotia, in the kitchen of the family home, the location is a character on its own as it represents many different things for the sisters, each of whom has distinctly different personalities and crosses to bear. Theresa (Lorene Stanwick) is the oldest sister, and a nun who lives and works at a nearby farm. She is the calm, diplomatic and practical one that immediately challenges middle sister Agnes (Michelle D’Alessandro Hatt), who is volatile and angry from the

moment she arrives from Toronto back to the island. She’s delaying seeing her mother and instead rants about her horrible journey there while drinking from a flask. Then we meet the youngest sister Louise (Anne van Leeuwen), who seems a bit strange and detached, only caring about her soap operas, which is how she passes her time. The tension is evident from the beginning, but it doesn’t take long as these women start to shed layers, both personally

and within their strained family dynamic. Along with coming to their mother’s bedside in her final days, the three have also brought everything else that bothers them to the family table. For the most part, resentment is their biggest problem. For Agnes, this is because she was forced to give up a child years earlier; for Theresa, never being recognized for being more than just a peacemaker and a nun, and for Louise, it’s about feeling consistently left out, as the youngest often is.

However, one common ground the sisters share is the resentment towards their father, who abandoned them years ago, but who they must face at their request of their mother. She wants some peace and believes a dinner amongst father and daughters will be the catalyst. While the show touches upon serious issues like the death of a parent, sibling rivalry and deep-rooted anger issues, the dialogue isn’t depressing, but rather realistic, even funny in parts where levity makes

sense, in a moving and interesting manner. A character-driven play, the sisters are completely relatable, realistic and three-dimensional. It’s hard not to root for these women to heal their pain. The actors are talented and give powerful performances, both as an ensemble cast and individually. Marion Bridge runs until March 22, 8 p.m., at the Village Playhouse, 2190E Bloor St. W.
