here are no plans to do anything with the two-storey brick building housing the Starbucks Coffee shop at the corner of Yonge Street and Davisville Avenue. But Josh Matlow isn’t taking any chances. Bunnett was awarded her fifth Juno for Best Jazz Album, Sunday, March 15, for the album featuring a sextet of women ‘Jane Bunnett and Maqueque.’ “The big thing is, we’re acknowledged as a group out on the scene,” Bunnett told The Villager on the phone from the Roncesvalles home she shares with her husband, trumpeter/producer Larry Cramer. “It’s a boost for all our hard work.” Bunnett wasn’t at the ceremony

to a concert that evening. Set to go on stage at 9 p.m., Bunnett said she was on the phone with her husband, who informed her award was about three categories away. That’s when Bunnett turned her phone off worried she would be distracted by any kind of news – a win or a loss. Only after high-fiving with bandmates for a great performance did she allow herself to turn her phone back on and she discovered the news. “Larry said we had got it and I was so happy,” she said crediting her husband for his excitement and believing in the project from the getgo. ‘Jane Bunnett and Maqueque’ is a departure for the veteran instrumentalist. It’s different than any record

she’s ever produced before because of its all-women sound. “I feel like Canada has acknowledged the music and hard work of young women,” she said. The group has a number of performance dates in Toronto in May, followed by stops in California before returning to the city. “(The Juno) gives us a little bit of extra steam,” Bunnett said. Maqueque band members include Bunnett on flute and soprano sax, drummer Yissy García, vocalist Daymé Arceno, Yusa on tres guitar and fretless bass, pianist Danae, and Magdelys on batás and congas.

The Roncesvalles Village BIA is encouraging the community to come out and gather in solidarity for this year’s 6th Annual Earth Hour candlelight walk. The walk will begin at the future site of the Dundas-Roncesvalles Peace Garden in front of the Starbucks at 8:15 p.m. The walk will begin at 8:30 p.m. and finish up around 9:30 p.m. “It’ll be a fun way to spend a Saturday and get to know your neighbours,” said Keith Denning, the manager of the Roncesvalles Village BIA, who added volunteers from RoncyWorks will also be attending the walk. The walk takes place during the Power Down Hour, initiated by World Wildlife Fund Canada (WWF Canada) as a global environmental movement in 2007. It was started to raise awareness about the effects of climate change on the planet. Businesses along Roncesvalles will also be participating by using only candles during the power down, Denning said. Attendees are encouraged to bring their own candles or lanterns. Other walks taking place locally include: n One hosted by Green 13 in Bloor West Village. Meet at the Alex Ling Fountain (northwest corner of Bloor Street West and Jane Street) at 8:15 p.m. Bring your own candle or lantern. oronto Council needs to fix its slow and cumbersome heritage preservation process, or risk jeopardizing not only the future of Toronto’s historically significant buildings, but the city’s relationship with developers. The first point comes in a warning by the CEO of Heritage Toronto, one of our sources in this week’s exclusive feature on heritage preservation (pages 18 and 19). Too few staff and a long list of nominations for the city’s heritage inventory means a slow evaluation process getting properties protected. All the while, fast-paced development continues to make its lasting mark on the city. “The delays mean we may lose buildings, particularly residential buildings, that don’t get evaluated time to get onto the list,” said our view in Francisco Alvarez. The lack of staffing and History being resources at the city’s Heritage Services is affecting sacrificed to Preservation developers, too. Sam Mizrahi, the new owner of inefficiency the former Stollerys at 1 Bloor St. told us he was surprised to hear a councillor was trying for a heritage designation on the site, only months after Mizrahi purchased it. He said his plans were always transparent and when he did over a year of prepurchase research, any question about heritage designation he put to the city was met with “indifference.” In the end, his demolition of the site was perfectly legal and whether there was ever enough to deem the building historically significant enough to warrant protection remains to be seen. Even developers working on heritage properties wish HPS had more staff. Deirdre Gibson with the architectural firm converting Wesley Mimico United Church into a seniors residence says the lack of staff made it difficult co-ordinating efforts. The city has approved adding eight planning staff to study properties for potential Heritage Conservation Districts (HCD), but it may not be enough. There are 16 neighbourhood HCD requests, but over the next year the increased staff will only be able to approve three or four. And there’s an estimated 1,500 properties awaiting review for the heritage inventory list. It’s our history that gets sacrificed by the city’s inefficiency. There’s a balance to strike between developers and heritage preservationists that starts with bringing this department up to speed.

John Tory valuing consensus over obedience: evolutionary, not weak M ayor John Tory gets a lot of credit for fulfilling some pretty basic expectations as a mayor: he is diligent and compassionate, tries to be fair and at least attempts to apply common sense to organizational matters. This was in great evidence Monday, when he joined councillors and music industry representatives to report out on a trip they’d all taken to Austin, Texas. He met with tech companies, sat down with Austin’s new mayor, saw some Canadian bands at the South by Southwest music festival, and he came back with the beginnings of a plan to boost Toronto’s music industry, promote tourism and attract hightech jobs. Good behaviour, good ideas, a consensus at the end of it… and all

so staid that just a single reporter was assigned to follow him around. At the same news conference, Tory dealt with some other issues, notably, a scathing critique by the Ombudsman, now departing, that he hadn’t done enough at council to ensure her office was adequately funded. Tory seemed hurt that she would criticize him: he had, after all, tried to whip the vote at council to boost the tiny office’s budget back to a more adequate funding level. He simply couldn’t persuade a majority of council to support his true plan. Now looking at recent history, it is inconceivable that a mayor just

a few months into his job would find himself unable to win a vote at council, and would have to resort to an unworkable compromise. Mel Lastman, David Miller, even Rob Ford could generally get what they wanted from council and wouldn’t, on key matters, take no for an answer. Tory has in recent months made it clear that he eschews that style of leadership, at least on council; that he values consensus over obedience. It’s easy to call that weakness, but it would be nice to think it was evolutionary. In the final year of the last term, after all, ScarboroughAgincourt Councillor Norm Kelly started that ball rolling when he took over most of Ford’s duties at the behest of council. Kelly spent the entire year well aware that he served at council’s plea-

sure, and often abandoned issues rather than try and whip the vote. It was clear that council enjoyed this consensus approach to governance and if not much got done, well, not much got broken either. Tory fits into this newly self-aware council well. In the broad strokes, he pushes policies and ideas that appeal to the centrist majority on council, abandons difficult ideas like the contracting out of garbage when it seems they won’t fly, and most importantly, behaves himself. It is a marvelous way to govern when one’s government is of one relatively sane mind. When it starts to leave the rails? Tory may find that expectations suddenly rise.

from the local community, saying there’s no indication of how much money Metrolinx is willing to spend on beautifying or improving any of the space below the where the bridge is to be built. He also criticized local MPP Cristina Martins, who was elected following last year’s provincial election, for not pressuring Metrolinx to include more options beyond the bridge. “Our MPP sounds like she’s toeing the party line and not even considering trying to get the GO tracks tunnelled below the CP freight tracks like they did for the UP Express,” said Forrest over email. In a recent interview, Martins said she consulted with Metrolinx officials in early February and is confident enough is being done to ensure the community is heard. She said a tunnel was never an option even with previous planning for removing the Diamond, but rather a “trench” which would disrupt traffic and cost too much considering the benefits provided. “At some point you have to trust what is being said to you, and not knowing what that bridge is going to look like tells me Metrolinx is looking for input,” Martins said this week. She said she’d be willing to host a further public meeting for Davenport Diamond consultations should the need arise.

“Here comes Metrolinx again, and here’s another rail project,” said Cowan a resident and core member of the Dupont Improvement Group (DIGIN). “Moving into this we have our guard up.” Kevin Putnam was a vocal opponent of the noise walls, which went up along the Georgetown south corridor earlier this year in advance of UP’s planned launch for the spring. The member of the Junction Triangle Rail Committee said after consulting with Metrolinx officials recently about plans for the Diamond, he came away feeling the plan for the bridge, which he likened to building “the Gardiner Expressway through the neighbourhood”, is set in stone. Putnam also dismissed the consultation panel which Metrolinx has already advertised for by sending notices to approximately 10,000 residents in the Davenport area, saying it provides the illusion local residents have a say in the project although the decision has been made to proceed with the bridge over all other options, including burying the GO Tracks. “It’s a highly manipulated consultation, designed to keep active residents off it,” Putnam said. “I would like to see Metrolinx put all the options on the table and have a real consultation.” Matt Forrest, who attended a public meeting with Metrolinx organized by DIGIN in Davenport, was also skeptical the agency actually wants input

West-end residential groups who say they’ve been burned by Metrolinx in the past, are taking a wait-and-see approach in regards to the provincial transit planning agency’s prospective plans to build a “super bridge” to eliminate the busy Davenport Diamond rail crossing. Metrolinx confirmed it is resurrecting a study of separating GO and CP freight train traffic which converges upon the Diamond, located on the rail tracks northeast of Dupont Street and Lansdowne Avenue, which was abandoned in 2010. A streamlined version of a provincial environmental assessment study required for transit infrastructure projects will launch in late summer and is expected to take six months. Metrolinx plans to study a single option of separating the Diamond train traffic by building a rail bridge roughly from just north of Bloor Street to just beyond Davenport Road to elevate the GO Barrie line several metres over the CP tracks. Metrolinx spokesperson Anne Marie Aikins said building a bridge is expected to cost $120–$500 million less than building a tunnel to house the Barrie line tracks – take two less years to construct, and produce less noise, truck traffic and dust from construction. Aikins said Metrolinx is also taking the unprecedented step of establishing a 36-person public consultation panel which will be made up of residents living along the corridor to provide input for what do with the “unlocked” lands in the areas below where the bridge could be built, options which could include improving public parks, street beautification options and creating more public space. But Donna Cowan is wary. She cites concerns with the “transparency” of past consultations for the Georgetown South rail improvements for the Union Pearson (UP) Express, which left local residents with “non-electric trains and big, ugly noise walls”.

What Risks Do You Face? According to the Better Business Bureau, which tracks the ‘reputable’ roofing companies, roofing is at or near the top of the list for customer enquiries and complaints for the last three years in a row. Homeowners with limited experience in roof replacement rely on the roofing contractor to recommend the proper specifications. This process becomes confusing because there is no regulation in the industry, and each contractor recommends a different job. What you should know about roof surface or roof deck preparation: The roof deck is the structural surface over which your roofing materials are applied. All roof boards and/or plywood must be fastened securely to the rafters, and damaged or rotten wood must be replaced. Your attic should be inspected before the work starts to uncover potential problems. A bad roof surface allows the nails to push up through the shingles, causing leaks. What you should know about underlayment: A complete underlay system should be applied before your shingles are installed. There are two types of roofing underlay, waterproof and water resistant. Waterproof underlay is needed in areas most vulnerable to leaks: the eaves edge of the roof; in valleys, at dormer sides, around chimneys and around skylights. Water resistant underlay, often called “tar paper”, is needed on the remaining roof area. Water resistant underlay protects the roof surface in a storm situation where a few shingles blow off, but cannot be replaced immediately. What you should know about ventilation: Improper attic venting is a common cause of early shingle failure, and your product warranty requires that your attic have proper ventilation. Venting consists of intake and exhaust. To facilitate proper air flow, your attic needs intake vents located in the overhang and exhaust vents at the roof peak. A balanced venting system is required; otherwise air will be pulled from your house. An inspection of your attic is essential to present appropriate and complete venting solutions. What you should know about shingle quality: All shingles are not the same. Estimators should include at least three grades of shingles and inform you of the real expected shingle life. In addition to their aesthetic appeal, better quality shingles often provide you with the best value when measured on a cost per year basis.

Spring has finally sprung, and with the warmer weather comes the start of another season of road work. One major road project on tap for this year is the resurfacing of a portion of muchmaligned Dufferin Street, from Eglinton Avenue West to Jane Osler Boulevard located just south of Hwy. 401, near Yorkdale Shopping Centre. The work will also include sidewalk repairs, installation of new concrete bus bays as well as tree and sod replacement. The work is expected to start in May and run until November with a detailed construction schedule released in April. IN RUNNING FOR WORST ROAD wDUFFERIN

Despite the planned construction it’s a safe bet Dufferin Street will once again end up near the top for the designation of worst road in the province. The TTC announced recently it’s giving the antiquated Scarborough RT trains a new look. Now the line will be out of commission for a few weekends to refurbish the service. The closures are intended to increase the operating life of the RT trains, which recently passed 30 years of service. The trains were supposed to have been out of commission by now, but city council’s ill-advised shift to a subway extension from light rail means the RT will have to run much

longer than intended. The RT construction closures are scheduled to take place from April 25-26 and then on May 2-3. CREATE works for ttc HOARDINGS wARTISTS

The city and TTC unveiled new designs this week for community art murals which will appear on construction hoardings at Coxwell and Woodbine stations. The murals were completed with the assistance of youth artists part of the mentorship program City on the Move, which is an undertaking organized by the TTC and city in conjunction with youth community agencies Arts for Children and Youth and Children’s Peace Theatre. The works also contain lyrics from two poems by Toronto’s official Poet Laureate George Elliott Clarke. Nurse Practitioners – Key to Healthcare in Ontario Timely access to healthcare is a topic on the minds of many Ontarians. With the province’s population growing, it is no surprise that the ability to receive effective and immediate healthcare is a high priority for people. For years, there have been discussions about the difficulty that many experience in their efforts to find a primary healthcare provider. roponents of preserving local historical architecture say the process to designate heritage properties in Toronto is too complicated and slow to be effective and is often trumped by the desire to intensify. It’s why buildings such as Stollerys, a 114-year-old downtown building that housed a clothing store, was cleared for demolition in January before preservation advocates could get the property designated as a heritage building, said Scarborough archivist Rick Schofield. “There’s a huge backlog of buildings that could be threatened and we want to have them listed (on the city’s inventory of heritage properties), not designated. As a result, things like the Stollerys building were demolished because it wasn’t listed.” Properties listed on the inventory are flagged by the city’s Heritage Preservation Services for review when applications for municipal permits or approvals are made. Property owners must provide 60 days’ notice of intent to demolish. Getting on the list is the first step towards city staff ultimately seeking to designate the property under the Ontario Heritage Act, giving it long-term protection against any devel-

Nasmith said. “It should be the other way around. Developers should have to prove why they can’t reuse a building.” When a municipal council refuses a demolition permit, the city has to prove to the Ontario Municipal Board why the building has heritage value and why its value outweighs the potential benefits of government-sanctioned intensification, she said. But, there are victories, too, such as the Weston Heritage Conservation District (WHCD), where an entire community was designated under the Ontario Heritage Act. Designation was split into three phases, due to the neighbourhood’s size, with the first phase, consisting of 114 homes, getting designated in 2007. Work on Phases 2 and 3 is ongoing. The district preserves the streetscapes, allowing homeowners to make interior changes to their properties, some of which are more than 150 years old. “In Weston, it’s meant to be a community building exercise, not a community dividing exercise,” said WHCD president Cherri Hurst.

s much as heritage designations can add to the character of a neighbourhood and provide links to Toronto’s past, there’s little question they can provide headaches for developers. Projects that are approved on heritage sites can prolong work times and ramp up costs as workers have to work around the protected building. In some cases, a heritage designation can even scuttle a project after a developer has invested time and money on a site. The Wesley Mimico Place project – which will see the historic Wesley Mimico United Church site redeveloped to include 30 seniors residences, community space and a smaller church space at 2 Station Rd. in Etobicoke – is in the midst

of grappling with the former problems. The project will see much of the church, which was first built in 1923, preserved – albeit at no small cost. “It’s added about $650,000 worth of costs to the project,” said Deirdre Gibson of Robert Reimers Architect Ltd., the firm tasked with the redesign. “We have to replace copper with copper. We’re taking out old bricks, cleaning them and reinstating them.” Wesley Mimico United Church was adamant the original church building be

Another challenge was the fact that the City of Toronto’s own Heritage Preservation Services are, in Gibson’s estimation, woefully understaffed. “The city staff at Heritage Preservation Services want to be helpful and they love their heritage buildings, but there aren’t enough of them,” she said. She added that the Etobicoke York Community Heritage Pre s e r va t i o n Pa n e l w a s extremely helpful in moving the project along, writing letters of support. Still, the lack of staffing made for slow going at times. “It’s been a three-year journey and we wish it hadn’t been,” Gibson said. For developer Sam Mizrahi, a last-minute bid for a heritage designation nearly put an end to his proposed “The

Councillor Kristyn WongTam started the process to have the building designated a few months after Mizrahi purchased it in October. “We did over a year of investigating and due diligence before we bought the site and (heritage designation) was never even on the radar,” Mizrahi said. “Any time we asked about it, the response we got was indifference.” Mizrahi secured the proper demolition permits and began tearing down the Stollerys building legally, shortly after

word of the move to preserve the building got out. He finds it suspicious, to say the least, that no move was made to preserve the building and no attention was paid to its potential historic value until after his company purchased the land. He said he believes heritage designation is often used as a cudgel to thwart developers as opposed to a means of protecting buildings that have architectural value. “I don’t think it’s acting in good faith to use heritage to try to control the development process,” he said. “It’s an abuse of power.”

It wouldn’t look like Davisville anymore.” Matlow said he is hoping a heritage designation on the site will help keep that heart in its place. But of course it’s no guarantee. A successful appeal to the Ontario Municipal Board (OMB) by a deep-pocketed developer can still see that designation overturned. It is better than nothing, however. Toronto has an inventory of about 10,000 heritage properties, with two-thirds of those designated. When a property has no protection, whatever its heritage value may

be, owners can demolish the building in short order. Consider the Stollerys story. The demolition shocked many but was entirely lawful. A city review of the property’s heritage value would have taken some time. City staff cannot say exactly how long the list is of sites nominated – but not yet reviewed – for the inventory, but Heritage Toronto CEO Francisco Alvarez estimated the list is about 1,500 long. Until earlier this month, the city only had two staff to sift through those applications – some made by city councillors, but many by residents. And it could take years until a site was simply listed, nev-

ermind put through the more rigorous process for designation. In the 2015 budget, Toronto council approved adding eight

planning staff to move matters along more quickly: specifically, to begin studying properties on a neighbourhood-wide basis, to create so-called Heritage Conservation Districts where many properties would be preserved. But even with the additional resources, nothing will happen quickly. There are 16 neighbourhoods that have put in a request, and over the next year the increased staff will only be able to approve three or four. “Given the pace of development in Toronto right now, it still might not be enough to provide the level of customer service to individuals and developers,” Alvarez said. “The delays mean we may lose

buildings, particularly residential buildings, that don’t get evaluated in time to get onto the list.” Earlier this year, Matlow convinced councillors to seek another way to speed historical designations up, by creating a third designation for historic properties that would list properties of possible historic significance as “identified.” Any plans to redevelop those properties would have to wait 60 days for an assessment. Also on the books is a plan to lessen the ability of the OMB to reverse or disallow heritage designations. That report is expected in June.

Born in the Mount Dennis neighbourhood in Toronto on Sept. 22, 1912, McDowell’s grandfather was in the army when he married her grandmother. Her mother and grandmother went with her grandfather when he was shipped off to England. “He died in 1918 and my grandmother made great effort to keep his memory alive for my mother and me,” McDowell said. “My mother talked about things that happened to her and around her. They were very vivid memories. This was all she had of her dad.” McDowell’s mother experienced bombings, witnessed the depth charging

of a German submarine and spent time on military camps befriending many soldiers. “The guys adored her,” McDowell said. “She was very pretty and friendly, but most of all Canadian. They gave her a dolly dressed in a sailor suit.” The troops would give her strawberry jam and bread – a treat for her because it was rationed. “She’d come home covered in strawberry jam,” MacDowell said. McDowell’s mother was at an age where she saw all sorts of things. “The vision of it really stuck,” she said. McDowell’s grandfather was a photographer and so she has several photographs he took that she’ll share during her presentation.
