Davenport in 2030: visioning session planned ERIN HATFIELD ehatfield@insidetoronto.com Sometimes it takes dreaming big and working backwards to build a better community. That is why MPP Jonah Schein is asking residents in his westend riding to imagine what they want Davenport to look like in 20 years. “Too often we work in short political cycles,” Schein said.

“But we need to build political will to push things forward.” Schein is asking Davenport residents to join the conversation about what they want communities to look like in 2030. “We have a lot of people who increasingly want to be engaged in community making and have really good ideas and engaging ideas,” Schein said. Schein is hosting two community visioning meetings to

discuss neighbourhood priorities, transit, building, energy, schools, the environment and food, among others topics. “It is really important that communities look at these things,” he said. Schein said these conversations will help shape priorities in Davenport and further to that, they will hopefully help forge connections between people and different interest groups, who

There are two sessions planned and Schein said they currently have an open format. Discussions could involve breaking into smaller groups and brainstorming about goals in the community and then reconvening as a larger group

to discuss. Writer Becky Blake wins CBC short story competition LISA RAINFORD lrainford@insidetoronto.com Bloordale resident and writer Becky Blake is the winner of the CBC Short Story Prize. The prize is awarded once a year to the best original, unpublished short story, chosen by a jury of wellknown Canadian authors. Blake, the grand prize winner, received $6,000, courtesy of the Canadian Council for the Arts, and will see her story published in Air Canada’s enRoute magazine and on the Canada Writes website. She’ll be awarded a twoweek residency at The Banff Centre’s Leighton Artists’ Colony. Blake was recognized for her piece, The Three Times Rule. “It’s pretty amazing. It’s huge,” Blake told The Villager. “There’s so many great components of the prize. It blows my mind that my story will be in the seat pockets of an airplane – it’s going to go all over the world.” Blake calls the CBC contest a “dream contest” for Canadian

writers. “There’s such a big pool of writers – there’s a lot of luck involved,” said Blake, who has always wanted to go to Banff’s writers’ conference. Blake’s story is short even by contest standards. “My story is four pages long – I’m a minimalist writer so it wasn’t difficult,” said the journalist-advice columnist-script consultant and playwright. Blake’s Three Times Rule provides a glimpse into the life of a damaged young woman, who lives in a world of self-imposed rules designed to help her avoid further pain and disappointment. It’s a story she first wrote when she was in her 20s during a period of particularly disappointing dating. While it is not autobiographical, she said, it was certainly inspired by a failure to connect with others. “It was an old story I thought I’d re-work for the CBC contest. I wrote it 12 years ago. I’ve always liked it and always wanted to go back to it – I’m a much more mature writer

Runnymede Collegiate robotics team snags silver LISA RAINFORD lrainford@insidetoronto.com Runnymede Collegiate Institute’s robotics team brought home the silver medal from the Waterloo University FIRST (For Inspiration for Science and Technology) Robotics Canada Tournament (FRC) over the weekend. Qualifying for the FRC World Championships in St. Louis on April 23, the team also garnered the FRC’s ‘Innovation and Control Award.’ “It’s just incredible. Everyone’s just spinning,” said team co-ordinator Bob Poldon. Runnymede is ranked 19th in the world out of 2000 teams, Poldon added. “It was breathtaking, one of the most exciting sporting events I’ve ever seen,” he told The Villager Monday. The two leading teams in the qualifying rounds get to choose

which schools they want to compete with, explained Poldon. Runnymede got picked by North York’s Crescent School. In the third game of the semi-finals, Runnymede hit a snag – the robot’s computer died. The robot must pick up a frisbee and fire it into a target – the more frisbees thrown into the target garners more points and the most points wins, Poldon explained at the school last month as his team worked diligently to build the robot. “The battery died – everyone was just beside themselves. They shot seven into the target and were ready to load up when the computer died. They couldn’t do anything,” said Poldon, recalling the horror. Meanwhile, competitors from Crescent School worked hard, picking up four frisbees and racing to the finish line. At the finish line, they managed to pick up 10 additional points when they programmed

We are now going to St. Louis... I am exceptionally proud of the whole team. She’s almost finished writing a novel, which she’s been working on for four years, about a Canadian woman who becomes a pick-pocket in Barcelona. Blake used to live in Barcelona, however, she was not a pick-pocket. Blake said she’ll use her prize money to take some time off work to finish her book. Blake currently shares her expertise with young, aspiring writers at the not-for-profit agency Story Planet on Bloor Street West.

Optimist Club donates to school robotics team

The Runnymede Collegiate Institute Robotics team received a leg up from the Optimist Club of Etobicoke. The club donated $5,000 to the Dundas Street West and Jane Street area high school to help students in their quest for gold. The Runnymede Robotics team is currently celebrating its 10th anniversary and is grateful for the support from the local community and “dedicated mentors” who are assisting them in participating despite the ban on extracurricular activities by teachers, according to team co-ordinator Bob Poldon. The Optimist International organization is volunteers dedicated to providing a helping hand to youth with positive service projects in each community. enants in many Toronto rooming houses are living in unsafe conditions due to overcrowding, poorly built rooms made with materials that don’t meet fire codes, lack of security and lack of smoke alarms. In some cases, tenants are at the mercy of unlicensed operators, and nearby residents also face risks associated with illegal rooming houses in their neighbourhoods. Toronto is in a limbo of pre-amalgamation rules in which rooming houses are legal in some parts of the city and banned in others. It’s been 15 years since the megacity was formed. Presently, there are 351 rooming houses that are legal or with a licence application. Estimates suggest hundreds of illegal rooming houses are operating in the city. Not all are a bad idea. For instance, students depend our view on these houses – legal or not – around post-secondary camLegal, licensed puses in Toronto. Many have a good experience. As of now, rooming houses are illegal in all of Scarborough, East York and North York. They are legal in the old City of Toronto (including the Beach, Parkdale and Bloor West), and are allowed in limited parts of Etobicoke and York. Stories from the situation across the city appear at www.insidetoronto.com With such inconsistent rules, it’s no surprise illegal rooming houses are sprouting up, especially in areas surrounding universities and colleges. Making rooming houses legal across the city does not mean they will be allowed in every neighbourhood. Designating where they can and cannot be located will be a key part of the law. They should be allowed on main roads, and areas that are already made up of multiple-unit buildings. They should not be allowed in single-family neighbourhoods. Licensed rooming houses would also make it easier for the city to pursue illegal operators successfully in court. As it stands, it’s far too easy for someone who operates an illegal rooming house to plead ignorance of the laws, or even run a defence saying that if it’s legal in one part of Toronto they assumed it was legal everywhere.

Is Ford properly fulfilling his job as Toronto’s mayor?

oes Mayor Rob Ford have an alcohol addiction? It’s impossible to say. The only addiction that Mayor Ford has admitted to in his time as mayor is one of stress – eating ice cream late at night. But whether he does or not, and whether he likes it or not, the mayor needs to face that other question. The Toronto Star this week published a long article laying out the case that he just might have a drinking problem — and that it, or some other affliction, is affecting the performance of his job. The article quoted sources as saying he’d been asked to leave the Garrison Ball last month while there in his official capacity. It alleges that he got into trouble earlier at a Toronto nightclub. The story also said members of the may-

david nickle the city or’s staff past and present have been attempting over the past two years to get the mayor to seek help with his drinking. The mayor denied the story in its entirety, calling it “an outright lie.” That’s his prerogative. But Ford is on shaky ground when it comes to the question of alcohol. In 2006, he was caught lying about having engaged in a drunken harangue with two out-of-town visitors at the Air Canada Centre. During the 2010 election, he had to field questions about a driving-under-theinfluence charge in Florida, back in 1999. And earlier in March, failed mayoralty candidate Sarah Thomson called out Ford for allegedly boor-

ish behaviour at a party for the Canadian Jewish Public Affairs Committee. Accompanying the accusations was a photograph of the mayor next to Thomson, looking disheveled and unwell. In that incident as well, it should be noted, the mayor denied everything. Ultimately, though, the question is not for us: it’s a question for him and his family. The question we’ve got is the same one that’s dogged us for the past few years: is Rob Ford fulfilling his role as mayor in a manner that Toronto needs and deserves? Letter Create special lottery to fund transit: reader To the editor: Re: ‘Smarter commuting could save TTC money,’ Special Report, Feb. 28. I have enjoyed all the articles on transit. I have one suggestion for funding that I haven’t heard anyone talk about before. In order to help fund the development of the initial infrastructure and construction, why not develop a special lottery. If there is money to win, then people will buy tickets. It might be a good way to raise some funds instead of always relying on raising taxes, fees and road tolls. I also support the Toronto casino bid as another way to fund transit, but I do not have faith that our shortsighted council will vote for it. Rick Jackson

The inference is we shouldn’t build a casino here. By that logic, we should close bars,

beer stores and liquor stores because of the potential negative effects they have on problem drinkers. People have to take some responsibility for their actions/addictions and not expect the state to do it for them. Build the casino, but put it at Woodbine. Bruce Gates

To the editor: Re: ‘Planning better roundtables,’ Editorial, March 7 I thought your comments in your editorial were absolutely spot on. Unfortunately, it is only the people who live in the ‘burbs’ who truly understand your point of view. We who choose not to live in the inner city have sunk to a perceived second-class status ever since that ridiculous concept of amalgamation was forced on Metropolitan Toronto’s residents by the former

premier Mike Harris Tories. They allowed this hijacking of responsible civic government to take place when they backed the move to centralize power at Toronto’s city hall. It certainly didn’t mean the old city of Toronto’s system of civic governing was deserving of such largess. It was and still is the realm of special interest groups and entrenched ruling cliques. I found the leadership of the other ‘cities’, like Scarborough, actually listened to their residents, were suc-

cessful and able to balance their budgets because the various components worked together. So now the rest of us have to go cap-in-hand to the Emerald City, but only during business hours, if we wish to become part of the ‘democratic’ process. Our voices may be heard, but I doubt that they are listened to by those who allegedly make their decisions based on the ‘greater good’. Chris Belfontaine

MPP Cheri DiNovo tables bill to reform housing - again ERIN HATFIELD ehatfield@insidetoronto.com It is a short bill, just two pages, but if it is successful it could mean more affordable housing and more diverse communities across Ontario. Parkdale-High Park MPP Cheri DiNovo has tabled a private member’s bill that will allow inclusionary zoning and enable municipalities to

tackle the shortage of affordable housing in Ontario. Tabled March 26, the bill would trigger a change to the provincial planning act and would give cities across Ontario the power to develop inclusionary zoning policies. This type of policy would require a given share of new construction to be affordable to people with low to moder-

ate incomes. Inclusionary zoning is in effect in more than 500 jurisdictions across North America and DiNovo said there is proof out there that it works. In Ontario, 24 jurisdictions, including Toronto, have shown support for this bill. “This is one way of getting affordable housing done without tax dollars being spent,” she said.

The bill does not impose on municipalities, or set out exactly what policies would look like, but simply gives them the power to introduce these kinds of policies, if they choose to, DiNovo said. “All it does is get the OMB (Ontario Municipal Board) out of the way so that if municipalities want to bring in inclusionary housing policies they can,” she said. “Right now they can’t, their hands are tied.” What an inclusionary zoning policy looks like could be different depend-

ing on each municipality and its needs. It could be that a municipality could use socalled Section 37 money negotiated with developers toward housing in a building, they could forgo down payments or use a rent-to-own model to make owning a home or condo more accessible. “Even if it were 10 per cent of all new units of big developments we would have 12,000 new units a year,” DiNovo said. Inclusionary zoning also leads to more diverse com-

munities because of the mix of affordable and market rate housing, which DiNovo said makes for better communities. This is DiNovo’s fourth attempt to get the bill passed, starting in 2006, her first year in office. Previously, the bill has passed second reading twice, including just before the prorogation of the Ontario legislature in 2012. DiNovo’s bill for Toby’s Law, was also tabled four times. Roma students at doc screening A recent screening of the award-winning documentary Our School was a landmark day for the Roma community, according to the executive director of the Roma Community Centre on Bloor Street West. “It truly exemplifies the value of coming together as Canadians, schools, police and community, to genuinely support anti-discrimination, education, inclusion, equity, anti-racism and healthy com-

munities,” said Gina CsanyiRobah. The free screening for Toronto District School Board (TDSB) staff and students was a collaborative effort between Humber Cinemas, the 11 Division and the TDSB’s Equitable and Inclusive Schools department. The March 21 screening was an extension of the Roma Rising Project at Greenwood Secondary School to build self esteem and leadership skills

among Roma youth. The film follows three Roma children in a rural Transylvanian village who are participants in an initiative to integrate the ethnically segregated Romanian schools. About 60 students, about 40 of them Roma, attended from three TDSB schools including Bloor C.I., Greenwood S.S. and Marc Garneau C.I.

Rooming houses date to Great Depression City’s Local politicians believe city should consider regulating such accommodations differing bylaws LISA RAINFORD lrainford@insidetoronto.com

Rooming houses in the old City of Toronto date as far back as the 1930s, to the Great Depression, when wealthy homeowners kept guest houses and rented out rooms in an effort to survive the economic downturn. During the financial upheaval, retaining one’s home became increasingly difficult and a rooming house was not a bad way go about it, said Victor Willis, known citywide as a champion of supportive housing. “Rooming houses are a very appropriate response to affordable housing,” said Willis, who was instrumental in the restoration of Edmond Place, a 29-unit building for current and former psychiatric patients, and executive director of the Parkdale Activity-Recreation Centre. In the post-Second World War era, according to one city official, there was “a greater allowance” for rooming houses. “The objective was to make sure there was accommodation a for returning soldiers,” closer said Toronto planlook ning division’s Alan Inside Theobald, a project Toronto manager on the team working on creating a harmonized zoning bylaw. Coincidentally, rooming house regulations have not yet been harmonized, Theobald pointed out. “Existing rules are very different in different municipalities,” he said. “The City of Toronto before amalgamation had a long-established set of zoning laws. Etobicoke and York address rooming houses in limited fashion.” While rooming houses are legal in the former City of Toronto, they are not in the former municipalities of North York and Scarborough. In Etobicoke, there are some licensed lodging houses that are licensed by Toronto Public Health. The Toronto Municipal Code defines a rooming house as ‘a building that contains dwelling rooms and may also contain one or more dwelling units, where: A. the dwelling rooms, in total, are used or designated or intended for use as living accommodation by more than three people; and b. the living accommodation is provided in exchange for remuneration.’ Enforced by the Municipal Licensed and Standards Division,

rooming houses are not to be operated unless they are licensed. Rooming houses come in many forms, said Joe Lutzi, supervisor, municipal licensing and standards. “You can see the need for this type of housing,” he said. “These days, the focus seems to be on housing for students. There seems to be a huge need in communities that have educational institutions, like Humber College and the University of Toronto. Then, you’ve got the more vulnerable of the population.” Ward 14 Parkdale-High Park boasts the highest concentration of rooming houses, said Lutzi. By comparison, Davenport wards 17 and 18 have approximately just over two dozen among them; Ward 13, a half-dozen with most of them along Bloor Street West, between High Park and Quebec Avenues. Lutzi is the supervisor of a dedicated team of investigators, created in December, to oversee rooming house properties, particularly around colleges and universities. “We make sure these properties are safe for their occupants. We make sure they meet minimum occupancy standards, that the bathrooms can’t leak and the electrical can’t blow up, that there are smoke detectors in place,” he said. “It’s mostly about safety.” Residents need to know if they suspect an illegal rooming house is operating in their neighbourhood, there is a number they can call, said Lutzi. Simply call the city’s 311 contact centre to report any illegal occupancy, he said, and the investigation

team will look into it. Both Parkdale-High Park and Davenport Councillors Sarah Doucette and Ana Bailão agree that rooming houses can provide an affordable housing option. “I think as long as there’s rules and regulations and they’re maintained, they can be an option for affordable housing,” Doucette told The Villager. “If not, they become slums. Otherwise, they can add value to a street.” In several instances, rooming houses blend right into a neighbourhood, she said. However, multiple units within a house can create a potential parking issue, particularly in Ward 13. “If you’ve got five units in a house, should you have to provide five offstreet parking spots? Parking would be a concern for me,” Doucette said. Bailão said rooming houses are an affordable option “we have to have open.” “Toronto is getting really expensive, this creates an affordable option,” she said. Some people thrive in a setting where they are surrounded by others, added the councillor. However, “we want to make sure they’re good, safe, affordable buildings, not run down.”

Bailão says most problems arise from illegal rooming houses so she makes sure to keep tabs on properties within her ward. “You don’t want landlords to take advantage of people,” she said. Over the past two-three decades, most of the rooming houses in the Bloor West and High Park area were situated east of High Park, however, most have been “snagged because of gentrification,” said Bloor West Village-based real estate broker Jeff Derksen. When prospective buyers realized housing prices weren’t going to drop, they decided, ‘we can afford the extra 30 to 40 per cent to renovate,’ he said. “If you’d asked me two years ago, people would say they wanted turnkey, but now, there are not a lot of single family homes to choose from,” said Derksen. “Professional buyers are willing to do complete gut jobs or rebuilds.” When Derksen first moved to Toronto from Vancouver, the only affordable rental he could find was a flat that had been converted from an old porch of a rooming house. It was the only place he could find for $500 a month. Rooming houses are not a “growth industry,” Derksen has learned. The three rooming houses along Bloor Street West, for example, were purchased in 2004. Those along Queen Street West have been owned by the same people since 1990. “People have held onto them,” he said.

In small parts of Etobicoke and York they are allowed. In Scarborough, North York and East York they are banned. Rooming houses are often not welcome due to concerns about property values, noise, garbage and the character of residential streets. When the city’s planning and growth committee passed a bylaw harmonizing zoning rules across Toronto this month, it deliberately avoided setting city-wide rules for rooming houses. “There is a feeling that they don’t fit the suburban community, physically,” said Councillor Norm Kelly. The chance to license and legalize rooming houses “would be ignored by the guys looking for big illegal dollars, which you don’t have to report,” said Kelly. Councillor Shelley Caroll called that view shortsighted. “People always attempt to break laws. Does that mean you don’t create them?” she said. “Because we have no legal rooming houses in the suburbs, which would be licensed and inspected we have a whole lot of people living unsafely.” The number of legal rooming houses in old Toronto have fallen, but as new Canadians and poverty migrate to Toronto’s suburbs, and as university and college campuses grow there, so does demand for illegal rooming houses. It’s been hard to have a conversation about them, but a staff report this fall is expected to launch a community consultation on the issue, Carroll said. Rooming house advocates argue that suburban rooming houses are necessary for lowincome tenants, but those tenants face abuse and poor or dangerous conditions as long as the houses remain unlicensed. Suburban councillors respond to complaints about rooming houses by asking city inspectors to shut them down. Ken Hale of Advocacy Centre for Tenants Ontario said for councillors to pretend they don’t have rooming houses in their ward or that they can get rid of them through enforcement, “is not being honest with their constituents.” – Mike Adler

PRESCRIBED BURN SET FOR

◗HIGH PARK IN EARLY APRIL

Toronto Parks, Forestry and Recreation is preparing to conduct a prescribed burn in High Park in early to mid-April to protect and sustain its rare black oak woodlands and savannahs. A specific date for the controlled burn has yet to be determined. The burn must take place during ideal weather conditions and will be announced 24 to 48 hours in advance. Park use will be restricted during the burn. Prescribed burns have been safely executed in the past by the City’s Urban Forestry unit and are part of the long-term management plan to protect and sustain Toronto’s rare black oak woodlands and savannahs in High Park, Lambton Park and South Humber Park. Individuals with asthma or high sensitivity to poison ivy may wish to limit their exposure to smoke by staying inside and keeping windows closed LIGHTS GO OUT AT CITY
