It’s about blooming time

Staff photos/IAN KELSO

THEY’RE HERE: (Clockwise from top left) The Cherry Blossoms were just starting to bloom on Sunday, but should be at full display later this week. Visitors came to High Park to check on the status, as did Xiusun Tran, who took the opportunity to snap some photographs. The city is ready for the volume of visitors expected this week, with a line of Porta Potties on stanby for guest use.

Discover spooky secrets at Doors Open events Torontonians are invited to explore the city’s secrets and spirits – the mysteries behind more than 155 architecturally, historically, culturally and socially significant buildings as part of the 15th annual Doors Open Toronto, May 24 to 25. Close to 80 locations feature secret spaces, stories of spirit sightings and unexplained mysteries. Look for the mysterious keyhole icon while browsing the list of participating buildings or walking tours. Doors Open is produced by the City of Toronto in partnership with the broader community. provincial election campaign comes and goes quickly. It will all be over on election day June 12. We thought we’d give you an idea of the preelection campaign coverage you can expect from The Bloor West Villager. First, while we believe in democracy – and that political parties are necessary in a parliamentary democracy – we will always encourage candidates to represent their constituents first and their party second. In a city with such diverse our view transit needs, different geograhave different opinions on Look for our phies transit priorities. We’re going to be features on quite eager to see how provincial candidates balance the needs of key city issues the people and the needs of their party leader. At The Bloor West Villager, we’re going to key our pre-planned coverage in coming weeks to three specific areas: transit, health care and whether Toronto should have special exemption from Ontario Municipal Board governance which, in practice, has a perception of delaying or even preventing proper growth. During the final weeks of the campaign, you will see features comparing the platforms of key candidates in a riding. You’ll see longer feature stories explaining the issues and calling candidates to action. Our website has its place, too. Time to change the rules for city councillors seeking higher office G ood on Adam Vaughan for packing up his office. The former journalist and now former city councillor up and quit this past week, after the writ dropped on the federal byelection in Trinity-Spadina. Vaughan will be running for the federal Liberals, to try and take the riding from the New Democratic Party following Olivia Chow’s departure, to run for mayor. Leaving aside whether Vaughan is the best person to go to Ottawa for the riding of Trinity-Spadina, his decision regarding his seat at city hall has made for one of the best departures from city hall in recent memory. Unlike representatives at other levels of government, Toronto councillors and mayors are under no obligation to vacate their seats when they choose to run, mid-term, for MP or MPP.

david nickle the city

They can even, during the campaign period, continue to collect their full pay. If they lose, their old job is waiting for them. Councillor-candidates don’t have a great record on resisting those perks. Raymond Cho, just now serving the residents of Scarborough-Rouge River while running for the provincial Progressive Conservatives, says he’ll be donating his councillor salary to charity for the length of the campaign, but is still collecting it. Doug Holyday, the city’s former deputy mayor, did forgo his salary when he ran in last summer’s Etobicoke-Lakeshore byelection for the Progressive Conservatives, but he didn’t stop being a councillor

You can’t blame them for doing so, given how the rules are. The question that Vaughan’s decision raises again, is: should the rules be changed?

until he won. Peter Milczyn came back to Toronto council after having lost against Holyday, and is now getting ready to run again for the Liberals there. We could go on: Olivia Chow, Brad Duguid, Judy Sgro, Michael Prue, Bas Balkissoon, Jack Layton... they all took advantage of a system that allows ambitious politicians to maintain both their base and safety net as they make the jump to federal and provincial politics. You can’t blame them for doing so, given how the rules are. The question that

Vaughan’s decision raises, again, is: should the rules be changed? Federal and provincial representatives seem to get by fine with more severe restrictions on their ambitions. When Olivia Chow decided to run for Mayor of Toronto, she quit her job in Ottawa, as did Jim Karygiannis, when he decided to run for a seat on council in ScarboroughAgincourt. Legislation forced them to genuinely commit to seeking the new office, in a way that Toronto councillors need not. That is something that we should expect from any politician with ambitions. Because really, an honest decision to move up cannot come without an honest decision to move on.

Runnymede Health Care Centre launched its National Nursing Week with a special ceremony Monday at the hospital. Pictured is president and CEO Connie Dejak with Runnymede nur ses.

Runnymede’s ‘heart’ honoured at National Nursing Week launch at health care centre Five days of presentations, displays offered LISA RAINFORD lrainford@insidetoronto.com Nurses at Runnymede Health Care Centre were treated to a continental breakfast as part of the opening ceremony for National Nursing Week, May 12 to 18. Nursing week is the busiest event that the Runnymede and St. Johns roads hospital hosts. The five days will be jam-packed with presentations, activities, prizes and food. Dr. Margaret Blastorah, assistant professor at the Lawrence S. Bloomberg Faculty of Nursing at the University of Toronto was scheduled to make a presentation to nurses as was Dr. Natalie Archer about oral hygiene instruction. The week includes displays and fitness tips as well as a Zumba class and fashion show. “I’m extremely proud and honoured that I get a request to speak at the opening of

nursing week. I know first hand what our nurses mean to our patients,” said president and CEO Connie Dejak. “You are the heart of our organization. I have nothing, but the utmost respect for you. From the bottom of my heart, I want to say thank you. I’m very fortunate. You make my job very easy.” pride in work Dejak commended the nursing staff’s dedication and pride in their work. This year’s theme, ‘A Leading Force for Change,’ highlights the central role nurses play, Dejak said. Raj Sewda, Runnymede Healthcare Centre chief nursing executive admitted he had to look online to find out just how many nurses there are working in Canada. He discovered there are more than 287,000; one in 10 Canadians work in health care, he said.

“The largest group of health care professionals are nurses,” he told his audience. “Three out of four employees at Runnymede are nurses.” Nursing week provides the opportunity to pause and thank the 287,000 nurses who devote their time and energy to the profession, said Sewda, whether they’re ICU nurses or trauma nurses in Afghanistan. “I’d like to challenge you this week to think outside the box, to see how we can make a difference,” said Sewda. “Access to health care is not the same as it was years ago.” Patient centered care and client centered care must extend to community centered and national centered care, he said. “Let’s challenge the status quo,” Sewda said. Tell us your experiences with the city’s nurses. Email us a letter to the editor: contactus@insidetoronto.com

>>>from page 1 remained the same since its inception, however, there was a geographical shift about 10 years ago, Lynch said. The neighbourhoods now include Bloor West Village, Swansea and the Junction. This year boasts 32 artists at 28 locations – the largest it has ever been. Many sites are the homes of participating artists, providing visitors with a friendly, intimate setting in which to experience art. Some locations are picturesque commercial buildings, specially transformed for the art tour. Artists are on hand at all display sites to welcome visitors and answer their questions. Free maps are available at participating local merchants and online. The map, said Lynch, whets one’s appetite. Some people want to visit every participat-

Restoration to wrap up in April 2015 >>>from page 1 bite and to hydrate. Not all is lost, however, says Parkdale-High Park Councillor Sarah Doucette. The Sunnyside pool, change rooms and washrooms will remain open. “As you drive by, you can see it needs work. It’s an old building,” Doucette told The Villager on Monday. Built in 1922, the pavilion is designated a heritage building and therefore its restoration must be done carefully, she said. According to historical records, the original function of the pavilion was to provide changing facilities for swimming in Lake Ontario, however the lake was often too cold and so an adjoining public swimming pool was built in 1925. The pavilion was renovated in 1980 to provide updated changing facilities and a café along the beach as well as a garden. Officially opened by thenMayor Charles A. Scouts host annual Haliburton Club Breakfast May breakfast event helps raise funds to send local Scouts to outdoor summer camps The 43rd annual Haliburton Club Breakfast set for next Thursday, May 22, in Toronto helps send young people to summer camp. Hosted by Scouts Canada Greater Toronto Council, this year’s breakfast takes place at the Fairmont Royal York Hotel in the Canadian

Room, from 7:30 to 9 a.m. The breakfast helps to raise funds to provide safe, well-maintained facilities for thousands of youth to enjoy at the Haliburton Scout Reserve, or at the Woodland Trails facility, which provide summer activities for Scouts.

Included in these programs are canoeing, boating, fishing, orienteering and nature study at the 5,000-acre Haliburton Scout Reserve. Scouts Canada strives to prevent having any youth turned away due to financial hardship. Thanks to

funds raised at the breakfast, every Scouting youth has a chance to visit these camps where dreams and memories are made. Guest speaker at the breakfast will be Brian Price, Olympic gold medal winner in 2008 as coxswain of the Canadian men’s eight rowing

team. There are a variety of ticket options from entire tables to individual tickets.

How to Select Your Home Improvement Contractor The Certified Contractors Network (CCN) is an independent, North American organization focused on increasing the professionalism in the contacting industry, as well educating home owners on how to select a professional contractor. CCN states that “the critical factor in a successful contracting project is selecting the right contractor”. With the multitude of home renovation shows now on television, home owners are learning that not all renovations go as they had hoped. Most dissatisfied construction project victims limit their investigation focus to “How much will it cost?” even though studies clearly show that most dissatisfaction involves the lower bid contractors.

The CCN suggests selecting a contractor that can show you in writing all of the following criteria: • Has a permanent place of business and is licensed. • Has a minimum of $2,000,000 in liability insurance and complete worker’s compensation coverage (WSIB). Homeowners may be liable for uninsured contractors. • Staff are trained and certified by the manufacturer. • Installs products according to all of the manufacturer’s specifications to validate the product warranty.

Cycle to support St. Joseph’s Health Centre Upcoming bike challenge inspired by local teens

“higher aspirations” this time around. Already, the hospital has doubled its corporate sponsorship this year, said the doctor. “From my point of view, the event was inspiring,” Elmaraghy said. Event co-ordinators have added an additional route to ensure more people – whether seasoned cyclists or those who simply enjoy a leisurely ride – can take part. “We don’t want it to be something you have to train for,” the doctor said.

LISA RAINFORD lrainford@insidetoronto.com Registration is now open for St. Joseph’s Health Centre’s ‘Cycle 4 St. Joe’s,’ a 15K, 45K or 75k challenge that begins and ends at the Glen Eagle Golf Course in Caledon, Saturday, Sept. 28. The registration fee is $75, which includes pre-ride fuel, a picturesque ride through Caledon, a souvenir cycling jersey and lunch.

In the fall of 2012, Roncesvalles Village resident Hayden Mayeur, then 15, and Lansdowne and St. Clair avenues-area resident Jonathan Garcia Limani, then 14, decided to embark on an approximately 130 kilometre bike ride from St. Joe’s to Niagara falls with the goal of raising more than $20,000 for the west-end hospital. “This ride means a lot to both of us because we know that St. Joe’s takes care of a lot of kids and it’s where we’d go if we ever needed help.” Mayeur told The Villager before their ride in 2012. People may participate as an individual or as part of a team. Each participant is asked to raise a minimum of $250. The event goes rain or shine. For further details, visit www.cycle4stjoes.ca

Gabbys: Proudly serving great neighbourhoods since 1989 Not your typical restaurant, Gabby’s provides great food, family-friendly dining, sports and late night socializing, all under the same roof. Providing a neighbourhood spot where you can bring the kids or watch the game with friends, has been the driving force behind Gabby’s restaurants since opening in 1989. With the bar and flat screen TVs in the back, and the cozy restaurant in the front, you can come for the food or fun, day or night. This year marks the 25th anniversary of the Toronto- based restaurant chain, and to celebrate Gabby’s is turning back the clock. On the 25th day of every month

this year, stop by your local Gabby’s to indulge in a dish that was once a customer favourite 25 years ago, for the price you would have paid in 1989! Gabby’s is still owned and operated by the original Sherman and Warfield family. After opening their first location at 3263 Yonge Street, the family has successfully expanded the business in the GTA. They remain living in Toronto and still work in the restaurants seven days a week. The family’s choice to stay local and connect to the community allows them to offer the best food, drink and atmosphere best suited for each neighbourhood. The neighbourhood sports bar and family restaurant has expanded to include corporate stores and franchises, while maintaining

Nestlé employees return to work after deal reached LISA RAINFORD lrainford@insidetoronto.com Nestlé Canada employees reached an agreement with their employer Monday afternoon after more than 360 workers at the chocolate factory at Dundas Street West and Lansdowne Avenue went on strike, Saturday, May 3. The ratified collective agreement was “overwhelmingly” supported by the membership of Unifor Local 252, according to its national representative Barry Lines. The collective agreement recognizes increased wages and increases in the defined benefit pension plan. “It was a tough fight, but successful,” Lines told The Villager. “We are the only Nestlé factory in the world that still has a defined benefit pension plan.” The company says it is “pleased” its employees will return to work shortly.

“We are pleased that we have finalized a new collective agreement with Unifor, the union representing production and skilled trades employees at our Sterling Road factory in Toronto,” said Catherine O’Brien, vice-president of Corporate Affairs at Nestlé Canada, in a statement. “The ratification vote was held on May 12 and our employees have accepted the terms of the agreement. We are pleased that our employees will return to work tonight and that we were able to achieve resolution.” The employees, who make a variety of Nestlé chocolate bars, including Kit Kat and Aero, had been in a legal strike position since midnight, Saturday, May 3. As many as 365 workers went on strike after negotiations with Nestlé broke down. Union members were particularly concerned about securing and improving their defined benefit pension

plan. “We were able to make significant impact in the current defined benefit plan,” Lines said. The plan now recognizes employees’ past years of service. Nestlé first came to the table with the goal of eliminating the defined benefit pension plan altogether, which was a “non-starter” for the union. Serving more than 305,000 workers across the country, Unifor represents approximately 88,000 workers in manufacturing, 9,600 of whom work in the food and beverage industry. Unifor was formed Labour Day weekend last year when the Canadian Auto Workers and the Communications, Energy and Paperworkers unions merged.

Catholic board students BASEMENT FLOODS ARE ON will be tested on their THE RISE. religious knowledge Toronto Catholic school trustees vote to DON’T LET implement standardized testing as of next year YOUR BASEMENT BE NEXT. CYNTHIA REASON creason@insidetoronto.com

Together we can stop heavy rainfall, melting snow and runoff from ending up in your basement. At the City, we’re doing our part by continually updating and maintaining Toronto’s complex underground pipes, sewers p and catch basins. Now it’s your turn. Here are ar some tips to help you flood-proof your home.

Fix cracks in your foundation.

Ensure the ground slopes away from your house.

Clear debris from eavestroughs and downspouts.

Install a sump pump to remove excess water.

Install a backwater valve to prevent water and sewage from backing up.

Divert your downspouts away from the foundation.

A fourth R will be added to the list of educational foundations Toronto’s Catholic students will undergo standardized testing for next school year. In addition to reading, writing and arithmetic testing, Catholic elementary school students will now also be asked to complete a standardized “religious knowledge assessment”, Toronto Catholic District School Board (TCDSB) trustees decided at their April 30 board meeting. In a vote of 5-3, trustees approved the motion put forth by Scarborough/North York Trustee John Del Grande proposing the testing for students in grades 4 and 7. “Catholic schools are extensions of the Catholic church and home, and it is our responsibility to ensure we are developing wellformed Catholic students who are knowledgeable about core tenants of our faith,” Del Grande’s motion reads, noting the standardized religious knowledge assessment will seek “to measure pieces of the Religious/Family Life program pertaining to retention/understanding of faith tenants and liturgical practices.” In an interview with the Bloor West Villager last week, Del Grande said the assessment will not – and cannot – act as a test of TCDSB students’ faith, but more as a measure of their religious knowledge retention. “Religious education is one of the subjects that really doesn’t get graded at an overall level on a report card, but it’s a core component of what’s being taught in our classrooms and we want to make sure there’s a

standardized way of assessing our students,” he said. “One of the purposes of Catholic schools is to provide a Catholic education...and while it’s impossible to test faith, you can test to make sure there’s that basic knowledge in terms of understanding the core curriculum and core teachings.” Del Grande said reaction to his motion has been mixed, with teachers unions objecting to the new standardized religious knowledge assessment and parents mainly supportive of the move. Teresa Pierre, president of the Catholic parents group Parents As First Educators (PAFE), said she is in full support of the move for the “better accountability and greater fidelity to the faith” the testing will bring. “Parents will appreciate the greater accountability for student achievement in the religious curriculum provided by regular testing,” she said in a statement. “Even more important, we will be able to identify students who are behind, so they can get help, and those who are ahead, so they can be given more challenging work.” Etobicoke Trustee Ann Andrachuk, meanwhile, was one of the three trustees present at the April 30 TCDSB meeting who voted against implementing the

measure. While Andrachuk previously supported Del Grande’s standardized religious knowledge assessment proposal when it was being piloted in the mid-2000s, she said she has since had a change of opinion. “What we determined from the (pilot) testing was that, in fact, our students were doing very well from the knowledge point of view in the religious testing,” she said in an interview this week. “My experience with the kids in our schools, at least locally for me, is that they’re putting their faith into practice. And for me, that speaks volumes,” she added. can’t ask for more “So I don’t think (testing) is one of those necessary tools any longer, the way I initially did when I was a new trustee on the board. If they’re walking the walk and talking the talk, then we can’t ask more for our kids.” Del Grande said he believes the new standardized religious knowledge assessment program will be in place in TCDSB schools in time for the 2014-’15 school year (although Ukrainian rite schools will be exempted at this time due to the Roman Rite focus). His motion was supported by Trustees Patrizia Bottoni ( Ward 4 - North York), Frank D’Amico (Ward 6 - York), Garry Tanuan (Ward 8 - Scarborough) and Angela Kennedy ( Ward 11 - East York/Toronto). Tr ustees Andrachuk, Jo-Ann Davis ( Ward 9 Toronto) and Nancy Crawford ( Ward 12 - Scarborough) voted against it.

They are expected to reach the Allen later this year, when they will be redeployed beyond Eglinton West subway station to continue the dig east towards Yonge Street. A second pair of TBMs will then continue to excavate east from Yonge. Tunnelling continues for the first of two underground sections planned for the Eglinton Crosstown LRT, which comprises 10 kilometres under Eglinton Avenue from Black Creek Drive to Allen Road, and then from the Allen to Laird Drive. Since last May, two tunnel borer machines (TBMs) have been excavating and installing concrete tunnel liners at a rate of approximately 10 metres per day. pany was awarded a $177 million contract by Metrolinx for the work. As part of the pre-construction work for the east tunnel, work began in early May on an emergency exit building near the intersection of Eglinton and Donlea Drive, to be used to rapidly evacuate underground workers in the case of an accident. Next week, utility relocations are expected to begin near the future Laird Station site, between Brentcliffe Road and Sutherland Drive to pave the way for future headwall construction. The work is expected to stretch into summer and during that time, only one lane of traffic will be open on the south side of Eglinton west of Brentcliffe. TTC bus stops in the area may also be relocated, Metrolinx is advising transit riders.

planning agency will again propose to the city to close off northbound access to the Allen Expressway from Eglinton to hasten construction. Robinson said Metrolinx had decided to revive a past proposal to close the Allen, which was rejected by the city, and extend it to two years following feedback from Eglinton-area city councillors on the traffic and business impacts from the Crosstown work. Meanwhile, east of the Allen, restoration of the area around Eglinton and Glen Cedar Road is expected to wrap up by the middle of May as work crews continue to remove the construction site there. Further east, staging work continues prior to the construction of the Crosstown’s eastern tunnel, which is expected to begin next year. Metrolinx is inviting bids for constructing a series of sound barriers along the GO Georgetown South rail corridor. A tendering notice was published online this week by the provincial transit planning agency, which is seeking contractors to install the walls plus security fences, as well as see to landscaping along the corridor between the Strachan Underpass and the Humber River Bridge. Earlier this year Metrolinx announced it was going ahead with a controversial plan to erect 10 kilometres of fivemetre-high noise walls at a cost of $20 million for design and building. The walls are intended to reduce noise and vibration from the UnionPearson (UP) Express air rail link service currently under construction. Critics say the walls are not supported by the community and are intended to delay electrification of the service.

track work to start wBloor-Danforth

More weekend Bloor-Danforth subway closures are planned as the TTC repairs subway track between Victoria Park and Kennedy Stations. The poor condition of the outdoor tracks between the stations has caused the TTC to restrict speeds of subway trains passing through until at least the end of June. The result for commuters has been longer than usual trips caused by the backing up of trains at opposite sides of Victoria Park. As it did last weekend, the TTC plans to close the subway to travel on the weekend of May 24 between Woodbine and Kennedy stations so work crews can continue replacing the tracks, with another future

closure planned for June. pressure not checked by drivers wtire

The vast majority of Canadian drivers do not check their tires each month and almost half don’t know what their correct tire pressure should be. Those are some of the findings from a recent online survey commissioned by the Rubber Association of Canada which represents tire manufacturers. The study found the vast majority of the 1,002 surveyed drivers had “glaring gaps” when it comes to proper tire inflation despite 96 per cent agreeing it was important. A press release explaining the study claims properly inflated tires reduce excessive fuel consumption and can save drivers at least $100 annually. Rahul Gupta is The Villager’s transit reporter. Season kickoff takes place Monday from 3 to 7 p.m.

ALI RAZA plv@insidetoronto.com Sorauren Farmers’ Market will have its first official day outside for the year on Monday from 3 to 7 p.m. The market is organized by West End Food Co-op and has grown in size and popularity since its beginnings in 2008. The market offers fresh and foods in an effort to support local farmers and producers. The market is indoors during the winter at the Field House and moves to Sorauren Park, at the corner of Sorauren Avenue and Wabash Avenue, every Monday from 3 to 7 p.m. until the end of October.

“We’re welcoming back a number of vendors that were around last year,” said Corry Ouellette, farmers’ market coordinator with West End Food Co-op. “A lot more prepared foods, a lot more farmers are joining us next week. I would say we have about 30 vendors next week.” In addition to the variety of goods, the market is offering a bike wash to celebrate the spring. “We’re having a bike wash to raise funds for the market,” Ouellette said. “We have live music, we’ll have children’s programs,

a country fair, we’re having a film night, a lot of different activities.” This year’s severe winter raises more concerns about the livelihood of farmers; crops have been slower than most seasons as a result. “There are still some farmers that don’t quite have goods yet,” Ouellette said. “It was a really hard winter so we’re really wanting the public to recognize that we need to support our local food producers more than ever.” Sorauren Farmers’

Market offers foods directly from farmers to community residents. Alongside supporting local and fresh foods, residents can find a place to relax and enjoy the spring and summer. “Our market is a place where people come and hang out,” Ouellette said. “Even in the winter we’ll have a lot of people who come by at the Field House with their kids. They shop while the kids play.”

RBC pledges $1.25 million to new Humber River Hospital CLARK KIM ckim@insidetoronto.com The community campaign to fundraise $225 million to help build the new Humber River Hospital got another step closer in reaching that goal with a $1.25-million corporate donation. RBC pledged the financial gift last Wednesday to go toward the new hospital’s Child & Adolescent Mental Health Inpatient Unit, which will be named after the RBC Foundation. “We’re extremely grateful for RBC’s generous donation,” said Jack Kay, Humber River Hospital capital campaign co-chair, noting they have now surpassed the $60-million mark in the fundraising campaign. “It will take many community and corporate leaders to build a hospital.” Rueben Devlin, president and CEO of Humber River Hospital, also thanked RBC for helping improve the wellbeing of children and youth. “Our mental health pro-

gram is extremely important to us,” Devlin said. After the cheque presentation, RBC representatives got a tour of the new hospital construction site, including the fifth floor where the Child & Adolescent Mental Health Inpatient Unit will be built. One of the benefits with the new hospital, they learned, is that mental health patients can be admitted and provided with an inpatient bed if necessary at the same site. “This whole floor is mental health so we have a continuum of care,” Devlin said. Paula Villafana, program director of mental health and addictions at the Humber River Hospital, noted that most mental health patients currently are admitted at the Church Street site, then transported to the Keele Street site where the inpatient beds are located. On the tour, Villafana also pointed out there will be an outdoor patio and group rooms where mental health patients will have access to

windows, a lot of light, and a great view. A couple of classrooms are also in the plans to provide young patients – who may not be ready just yet to attend school regularly – with education as well as therapy they might still need. “And with mental health, safety is first and foremost,” she said. Other improvements to the new 1.8 million-square-foot hospital, which will have 656 patient beds, include a “portals of care” entrance section with quick and easy access to a number of clinics. “It’ll be just like the airport, but better,” Devlin said. A new ambulance bay, which can hold six ambulances, is also under construction, and will provide direct access for inpatients to be registered and admitted into the treatment area. The new hospital is located near Keele Street and Wilson Avenue is slated to open in fall 2015. For more information, visit www.hrh.ca/redevelopment
