New 11 Division initiative launched using social media ERIN HATFIELD ehatfield@insidetoronto.com Following the success of the Toronto Police Service 55 Division’s Wanted Wednesday, 11 Division launched its own version of the initiative dubbed Wanted Ones. Wanted Ones is a weekly news release profiling a person with an outstanding warrant for their arrest. It is sent out to

The Junction Farmers Market has a new venue this year. The eagerly anticipated second season of the local farmers’ market opens Saturday, May 25 and takes place at the Junction train platform, on the north side of Dundas Street West, just east of Pacific Avenue. It’s a spot organizers have coveted since the inception of the market, but were not able to secure until this year.
“We always wanted the space,” Chris Ganowski, president of the farmers’ market board of directors, told The Villager on May 1. “The Green P (lot at Pacific Avenue) was okay, but it wasn’t our first choice. This year, things came together and we were able to secure the space.” There is a tiny downside, admitted Ganowski – vendors won’t be able to park their vehicles in the space, however, there will be plenty of volunteers to help set up their produce, he assured.
Market organizers are now on the lookout for volunteers, passionate about the Junction community and local sustainable food to help out on Saturdays. The majority of its vendors are returning this year. Most hail from the GTA, Niagara Peninsula and Prince Edward County, said Ganowski. Teen named Youth Ambassador for Chuck’s walk and run in High Park LISA RAINFORD lrainford@insidetoronto.com Despite a diagnosis of Myoclonus Dystonia, a neurological movement disorder, 16-year-old Spencer Clough is a snowboard cross gold medallist and Paralympian hopeful, who is also a crosscountry runner, soccer player and aspiring lifeguard. The teen has been named Youth Ambassador for the June 2, 2013 Chuck’s 5K Run/ Walk supporting research through the Dystonia Medical Research Foundation Canada (DMRFC) in High Park. “I was really happy and surprised to be asked to be the Youth Ambassador this year and I hope more people learn about Dystonia,” Clough told The Villager. Last year was the first time Clough and his family heard about the annual event.

Suffering seizures and painful involuntary spasms, an arm or leg will kick up for no reason, Clough deals with shakiness and uses a laptop to write. The run is named for Chuck Saundercook, younger brother of former Parkdale-High Park Councillor Bill Saundercook. Chuck Saundercook passed away from Dystonia-related complications in 1978 at the age of 17. His family has been leaders in founding and fostering Dystonia research in Toronto. The third most common movement disorder behind Parkinson’s disease and essential tremor, Dystonia symptoms range from mild to severe.

Transit needs to be provincial priority

hould a provincial election come before summer – and we’re still waiting to see whether Ontario’s New Democrats will support the budget put forward by the minority Liberals on May 2 – transit must be at the forefront of the debate for Torontonians. Toronto council’s decision last week not to endorse any of the proposed revenue tools for transit expansion can be taken as an indication it is not keen on working with other stakeholders – including other municipalities – until after a provincial election. At best, it’s a non-commital stance. When it came time to consider those tools, Toronto council rejected all but two, and even then offered no opinion on those. In addition, council voted to ask the province for funds for a westward expansion of the Sheppard subway and the conversion the Scarborough Rapid Transit line to an extension of the Bloor-Danforth subway our view line. Neither of these projects (the Transit vision Scarborough project is currently funded as an upgrade has to be and extension of the existing RT line) are listed as a priority of made clear Metrolinx, the provincial transportation agency. The city’s position on transit funding is at distinct odds with the positions recently put forward by Metrolinx, other municipalities and organizations such as the Toronto Region Board of Trade, who agree that if we want transit expansion, we must find a way to pay for it. So what does this all mean? It means if Ontario is plunged into an election, it is incumbent on Torontonians to hold the candidates and their parties to account. We must ask them: What is their vision for transit’s future in Toronto? How do they intend to fund the necessary expansion to relieve our gridlocked roadways? How will responsibility for cost recovery be allocated? These are hard questions. They demand thoughtful answers. We recently wrote in this space about how these proposed revenue tools are “gaining traction with influential decision-making groups and the public that is willing to pay for better transit.” We need to be part of that discussion so Toronto’s council is actively proposing solutions – not just demanding more funds. A provincial election campaign, should it happen, is the ultimate opportunity to have your say.

More legislative futility at city hall
O
n Monday, May 13, six members of Toronto council had a look at possible changes to the way they’re elected. City clerk’s staff had come out with a range of ways to make the process more open, to make sure that as many residents as possible are enfranchised, to make the best choice for representing their needs and aspirations. The committee would have none of it: all the recommendations, even one to help disabled people vote over the Internet, lost on a tie vote. It was a depressingly familiar moment of legislative futility at city hall. The week previous, council had similarly failed, utterly, to present a coherent opinion on funding for the public transit expansion that Torontonians desperately need. That failure was undoubtedly the more

And then the same council voted to ask for hundreds of millions of dollars of new transit projects. scarborough subway? Now, council supports to spending another $500 million to turn the Scarborough RT minisubway into a full-blown subway and another subway line connecting Downsview station to Yonge-Sheppard station along Sheppard Avenue West. The transit asks are absurd practically, but useful politically.
York Centre Councillor James Pasternak joined council with the narrowest of electoral margins, and he did so in part on a pledge to see that subway connection built. Scarborough Centre Councillor Glenn De Baeremaeker was elected more handily in 2010, but has made a name for himself opposing Mayor Rob Ford’s “Scarborough” subway along Sheppard Avenue East. He and other councillors from Scarborough know full well that many of their constituents voted for Ford because of his subway promise. Opposing subway expansion entirely in Scarborough is going to hurt at least their victory margins, and could see them out of a job. The fact that both positions – the mayor’s and council’s – amount to little more than expensive and unproductive pandering is beside the point. Under
the current electoral system, pandering is the most effective weapon in the campaign arsenal. Would changing the electoral system resolve Toronto’s transit gridlock issues? Where are Toronto’s worst roads?
The Canadian Automobile Association (CAA) is inviting road users again to name the province’s worst roads in its annual campaign launched this month. We want to hear from you too – which road in your neighbourhood deserves being named the worst? It can be a stretch of road strewn with potholes as Dufferin Street is known to have – and not surprisingly received the people’s choice award as being the worst in the province in last year’s CAA campaign. Maybe it’s poorly marked lanes or a bottleneck that constantly results in slow and excess traffic. Community input is important to help prioritize road construction work especially in the city where dayto-day driving takes a major toll on the road infrastructure. The country’s largest auto club suggested the provincial government establish a dedicated fund for road work to be paid through provincial gas tax revenues. The province currently reaps $2.3 billion annually through its excise tax, stated CAA spokesperson Faye Lyons. More will be necessary for the continual upkeep of roads to help lessen gridlock and subsequently improve economic productivity. We encourage all residents to provide feedback on how to tackle this issue. Several ideas are already out there that warrant further discussion such as Premier Kathleen Wynne’s recent announcement during the provincial budget this past week that new tolls to use high occupancy vehicle (HOV) lanes could raise money for transit construction. Metrolinx has also recently recommended revenue tools for transit infrastructure improvement such as introducing parking space levies and a dedicated portion of sales tax on consumer goods, which will be debated by Toronto council later this month. In the meantime, the money that is already earmarked for road improvement work should be spent on areas of the city that need it the most. City needs to look at tourist-friendly projects In little over a week, Toronto council will finally get a chance to make the call on a downtown casino. It’s a good bet council won’t be voting yes to a casino in the core of the city. Opposition is not unanimous, but decisive, and it seems unlikely the provincial government will sweeten the pot of Toronto’s hosting fee to sway enough to make a difference. And so, no casino, at least not downtown. The debate, once that final vote happens, will be over. Or will it? It may be true that Toronto doesn’t need or want a casino, but that’s not to say Toronto doesn’t need, or really want, more infrastructure to promote tourism and jobs and investments. Currently, the city’s core is developing effectively as a mass of tall condominium towers filled with tiny apartments. In the midst of those, Toronto does have assets: museums and galleries and sports venues and even a certain amount of convention space. But if the city wants to

encourage visitors beyond the parents of 20-something condo dwellers in Liberty Village, it’s got to do something. Once the casino is out of the way, it would behoove our leadership to start thinking about that. As City Manager Joe Pennachetti noted in his report outlining the benefits of a casino, Toronto needs more convention and trade show space near the downtown if it’s to be competitive with other destinations. A casino, Pennachetti said, would be an easy way to kickstart that development. That sounds like a mission statement. Council should, if they reject that casino plan, start looking at other ways to redevelop downtown properties in such a way as to draw visitors. Building a giant new convention centre with nothing but property tax and

municipal debt might not be a good idea. But finding ways to create incentives for that sort of development would be a good use of, say, the city’s economic development committee’s time. Toronto could look at how well it promotes its existing convention space and see if there’s a way to maximize it. It could look at its public spaces, and see if there’s anything that can be done to improve them beyond making them welcoming, and making them mesmerizing. In the past, Toronto’s done well for tourism fueled by a relatively open border, a low Canadian dollar and a thriving theatre scene. The dollar’s too high, border crossing is a pain and the theatre scene isn’t what it used to be. A casino wouldn’t, by itself, have made up for all that. A concerted, positive effort based on consensus, investment and genuine civic pride, though... that might be just the thing.

ttC bike racks a waste of money, reader writes The installation of bicycle racks at the front of TTC buses is a total waste of taxpayers’ money. Just look around and see how many bicycles are carried on those racks on any given day. BuS ORNAMENTS The buses are for carrying passengers and bicycles are for people to ride. The TTC always cry out for more funding from taxpayers, yet they can waste millions to install such ornaments on the buses. The next time you see a bicycle rack on a bus that is not being used, be glad the cyclist who would be using it is safely riding on the road, which is what he wants to do. I certainly hope those who complain about bicycle racks are not the same people who complain about strollers in the bus. If the racks are removed and a cyclist needs to take the bus home, guess where the bicycle will be?
To the editor: I think it’s good the federal government is considering pay cuts to our military personnel serving combat duty in Afghanistan. The savings will help pay

The city’s planning department seeks to achieve such priorities as affordable housing options, tree-lined streets made for walking, a comprehensive, high-quality transit system that helps move people around the city quickly and efficiently, a public and diverse waterfront, clean air, land and water and all types of green spaces, public squares, recreation facilities and cultural facilities that celebrate the best of city living; “beautiful” architecture and “excellent” urban design that “astonishes and inspires.” Keesmaat offered a glimpse into what the planning department’s “universe looks like” in an effort to help people understand what some of the opportunities and constraints it sees. “We’re living through a significant building boom, a tremendous amount of buildings are being built,” she said. “Toronto is the second fastest growing city in the world. The speculation we see is that every single site is seen as an opportunity to add density. It’s bursting our framework at the seams.” Council has approved 18,000 residential units within the last five years; 84 per cent of the growth has taken place within the Official Plan’s high growth areas.

“We are like a vortex in North America for cranes. There are currently 185 cranes in the sky,” said Keesmaat, adding that between 2008 and 2011, 72,286 residential units were approved in the city. “This is a moment like no other moment before where we need leadership in city building.” key issue One of the planning department’s key issues is protecting the city’s employment lands. “The Catch-22 is, if we put residential (buildings) everywhere, where will people work?” Keesmaat asked. The planning department is looking at refining its consultation process and how people can access this process sooner in a meaningful way. “Many communities learn this on the fly; some are sophisticated; others are still learning,” she said. Keesmaat is a proponent of mid-rise buildings – “they’re a good way to accommodate density.” However, former BWVRA chair Steve McNally pointed out that developers looking
to build in Bloor West Village aren’t interested in mid-rise projects. “Given the priority that’s being put on mid-rise, how do you get mid-rise?” he asked to rousing applause. Keesmaat admitted the buildings that are being proposed “in general, are a little bit higher than they ought to be... the proposals are inappropriate.” “We need really strong policy. We now have mid-rise guidelines, which are a really important tool,” she said. Parkdale-High Park MPP Cheri DiNovo spoke up against the Ontario Municipal Board (OMB). “All the great plans of mice and men fall adrift at the OMB. The OMB is an appointed body. We want to abolish the OMB in Toronto because it’s unelected and unfair,” she said. Contrary to what some might believe, the city is not beholden to the OMB, Keesmaat said. The city can create its own appeal body. A working group is in the midst of looking into how the city can take on its own appeals. Only four per cent of applications end up at the OMB, said Keesmaat. “A vast majority don’t. We win 50 per cent of appeals to the OMB,” she said citing the proposed 27-storey condo development at the north west corner of Bloor Street West at Dundas Street West, which was refused by the provincial body. “Having strong policy and clear policy is going to be an important part of moving forward.”

Mobility challenged subway riders may find themselves in a quandary if an ongoing work stoppage by elevator maintenance workers stretches further into the month. TTC elevators at North York Centre, Davisville, St. George, Jane, Victoria Park and Main stations are all out due to a province-wide strike of elevator technicians belonging to the International Union of Constructors. Even though none of the striking workers are TTC employees, the transit commission is warning riders to prepare for an extended service outage affecting all 80 station elevators. Byford wants TTC to take over GO Transit The man who says he wants to modernize the TTC suggested the city’s transit commission should take over GO Transit operations from Metrolinx. Before an Empire Club of Canada audience, TTC CEO Andy Byford outlined a corporate plan for the commission,
which he said would focus on areas the TTC has been historically deficient in such as customer service. “My personal view would be to get people to focus on their area of expertise,” said Byford. Byford added the province

Swansea filmmaker’s short Zoey’s Hill earns praise at competition in Hollywood lISA RAINFORD lrainford@insidetoronto.com Swansea filmmaker Jorge Molina’s latest project was inspired by his now 17-yearold niece’s apprehension about her first year of high school. “Everybody when they’re young – even if they’re not young – has a little insecurity,” said Molina, upon his return from Hollywood, California where his short film, Zoey’s Hill made its world premiere. The Nostra Casa Films production garnered an Award of Excellence from the Best Shorts Competition in La Jolla, California. This achievement was the precursor to the movie’s world premiere at the legendary Raleigh Studios as an official selection of the 18th annual International Family Film Festival. Zoey’s Hill was one of more than 100 films from more than 37 countries. “The weather was fantastic; the film was well received,” said an enthusiastic Molina Monday, May 7. “Our film screened twice – it had a great review. People enjoyed it.” Zoey’s Hill is currently being considered for distribution, Molina said. This short film is Molina’s second foray into

Zoey’s Hill was filmed two Christmases ago in Edmonton where Molina grew up and where his niece, Eve, and nephew Nicholas, 15, live. “We came up with an idea to spend time together,” Molina said. “(The film) turned out really great so we said, ‘Let’s put it into some festivals.”
Recognized by Best Shorts for demonstrating “exceptional achievement in craft and creativity,” the film tells the story of a young girl who struggles to overcome her fears in order to find her voice and happiness. Molina is also an artist, who will be exhibiting at the Sunnyside Beach Juried Art Show. He said he is eagerly anticipating word whether his film will be screened at film festivals in Tokyo and Germany, but particularly in Edmonton.

A checklist for young Canadian homebuyers Almost two-thirds of young Canadians (63 per cent) are looking to purchase their first home within the next two years, according to a recent RBC Home Ownership Poll. But these 18-34-year-olds have significant concerns about making the leap. Almost half of respondents (49 per cent) in this age group cited affordability as a reason they had not yet purchased a home, while one-third (34 per
cent) said they were saving money for a large down payment. “Buying your first home is a major milestone and you want to ensure you are both financially and emotionally prepared,” says Michael Schmidt, manager of client segment strategies. First-time buyers could also benefit from the wisdom of current owners. Three-in-five Canadian homeowners admit they made at least one mistake when they bought a house, including underestimating or overlooking significant renovations that the property needed, not having a bigger down payment, and lack of a home inspection. Schmidt provides the following tips to combat some of common home buying mistakes: Put saving on autopilot: Down payment saving takes discipline. So when you get your paycheque, pay yourself first. One of the easiest ways to commit to this plan is to arrange for pre-authorized transfers from your bank account to your savings account. Understand the total cost of owning a home: Purchasing a house is more than just a regular mortgage payment. Budget for both one-time expenses (such as land transfer tax, property surveys, and legal fees) and ongoing costs (property tax, utilities, condo fees) and balance those costs against your lifestyle. Project Neutral, whose quest is to help households in the Junction and Riverdale neighbourhoods reduce greenhouse gas emissions, has launched a new program to entice homeowners to reduce energy bills while fighting climate change. Through the program, Getting to 80, residents in wards 13 and 30 may qualify for as much as $2,000 in energy savings, offered as part of a community-wide climate protection initiative created by a collaboration between Project Neutral and Windfall Ecology Centre. Police offer tips after rash of break-ins in Bloor West Three homes in the Bloor Street West and Windermere Avenue area were broken into early Monday, May 5, police say. Drill a 3/16” hole on a slight downward slant through the inside window frame and halfway into the outside frame – place a nail/ pin in the hole to secure the window; sliding doors and windows can be lifted out of their tracks with relative ease – install self-tapping screws in the upper track that allow the doors or window to slide into place. Place a piece of wood snugly into the bottom track, this will resist lateral forcing. Doors should be mounted so hinge-bolts are not facing outwards. deadbolt locks Install one-inch deadbolt locks on all exterior doors. Chain locks are poor security – install a wide angle viewer instead. Padlocks should be ‘heel-and-toe’ locking; if keys are lost or if you move, locks should be changed. If leaving on vacation,
inform a neighbour of your departure and cancel all deliveries; Arrange to have the lawn cut and walkways cleared, use clock timers to activate lights/radios at various intervals; have a neighbour pick up newspapers and mail; store small valuables in a safe deposit box; ensure all entry points are secured, including mail chutes, milk chutes, garage doors and upstairs windows. Police ask residents keep a record of their valuables; identify your property by engraving an identifying mark - proper identification makes it easier for the police to return personal property. When engraving, hold the engraver straight up, not on a slant. The identification should be readily visible without marring the appearance of the item.

Section of High Park taped off after suspicious packages found Eleven Division police were alerted to two suspicious packages in High Park, along the bike path off Parkside Drive on Saturday. As a precaution, the surrounding area was cordoned off while the Emergency Task
Force investigated, said police Const. Tony Vella. As well, The Queensway was closed, along with intermittent closures of the Gardiner Expressway and area rail lines. Both packages were “rendered safe” as was High Park,
Vella confirmed Monday. “The incident has been concluded,” police said in a statement. There were no further disruptions to The Queensway, Gardiner Expressway or rail lines.

To avoid turning tasks into turmoil, be sure to take a few extra moments to ensure the power tools you use are safe. CSA Group, a leader in electronic product testing and certification, offers tips to help ensure the safety of you and your family while doing yard work this weekend: Ensure products such as electric lawnmowers, barbecues, power tools, ladders, decorative lights, extension cords and safety apparel carry the mark of a recognized or accredited certification organization such as CSA Group. Protect yourself by wearing certified protective eyewear and footwear. Hearing protection should be worn when operating loud machinery, vehicles or tools. Before mowing, take the time to remove objects in your yard that may obstruct your lawn mower or that could be flung by the rotating blades. Never clear an obstruction in a running lawn mower. If the mower is electric, turn off the power and unplug the machine. If it's gas, turn off the power and make sure the engine isn't running and that all safety features have been activated. Never use a power tool that has a cracked casing, loose parts or frayed cords. Ensure all safety guards are in place and in proper working order. Make sure the tool is turned off before it's plugged in or unplugged. Always unplug the tool before changing parts such as drill bits or cutting blades. Use only electric power tools that have either a
three-prong plug or double insulation with a heavy enough gauge (wire size) to handle the electricity load. Use an outlet with a ground fault circuit interrupter to protect against electric shock. Check extension cords for wear and damage before each use. Discard any cords that are frayed or have damaged insulation. Never connect more than one extension cord together. Instead, use a single cord that is long enough to reach an appliance or tool. When working outside, only use cords clearly labeled for outdoor use. Resident on a mission to make Aug. 21 Raksha Bandhan Day Brother Sister Day celebrated in South Asian community LISA RAINFORD lrainford@insidetoronto.com Bloor West Village resident Daniel Masih is on a mission. He is trying to convince Mayor Rob Ford to declare Aug. 21 Raksha Bandhan Day – Brother Sister Day. And he needs your help. Already celebrated for hundreds of years in the South Asian community, Masih would like to adapt Raksha Bandhan Day for all cultures. His goal is to see it become as popular as Mother’s and Father’s Day. “In South Asia, Raksha Bandhan Day celebrates the relationship between a brother and a sister. The
sister ties a string around the brother’s wrist to signify protection and love.” Since he was little, people have asked Masih why he wore a string tied around his wrist. Once he told them why, they would tell him, ‘I wish we had such a day.’ TRADITION PASSED DOWN Masih said he considers himself fortunate to have grown up in a South Asian family where traditions are passed down from generation to generation. There are several celebrations in the South Asian culture, yet Masih’s favourite is Raksha Bandhan because “it reinforces the importance of family and loved ones.”

Just recently, Brampton Mayor Susan Fennell agreed to proclaim Aug. 21 Brother Sister Day in her city.
“We’re very happy about that,” Masih said. “I’m not sure what the Toronto mayor will say, but at least one
mayor has said yes.” Masih’s 29-year-old sister, Ammen, supports her brother’s efforts. “She thinks it’s great,” Masih said about his younger sibling. Raksha Bandhan Day originated centuries ago when wives would tie a “raksha” (string) around their warrior husbands’ wrists for good luck and to keep them protected. “As years passed on, it’s moved on from husbands and wives to brothers and sisters,” Masih said. The initial incentive remained the same, to protect the brother from evil influences that may alter his character. SIBLING BOND Raksha Bandhan is not only a time for blessings, but also a time to strengthen the bond between siblings.
If one doesn’t have a sibling, cousins can step in, Masih said. The South Asian community is a giving one in which there is always an attempt to give back to the culture, Masih said. “This is my attempt to give back to the culture that gave so much to me,” said Masih, whose family has been very supportive of his campaign, which he launched last summer. “My uncle Satnam Bhatti said that ideas like this should be followed through because it encourages and introduces the youth to family values and traditions,” he said.
