Sunnyside art show held this weekend The sixth annual Sunnyside Beach Juried Art Show takes place on the west-end waterfront inside the historic Sunnyside Pavilion from May 31 to June 2. The three-day art event brings together acclaimed emerging and established painters, sculptors, illustrators, and photographers, alongside art installations, live music performances and special projects that include art workshops for kids (in painting and sculpture) and large-scale live collaborative painting – an extraordinary feat by show attendees and participating artists who produced the official 2013 show banner. During each show, a jury of distinguished professionals from the field of the arts in Canada selects the award winners and visitors to the show are invited to vote for the People’s Choice Award, a $500 cash prize presented to the show’s favourite artist. The show attracts art collectors and cultural enthusiasts from across Toronto. The Sunnyside Beach Juried Art Show is a free, family-friendly event that operates rain or shine.

Class films screened at Just Docs Festival Grade 10 students learn to use video camera for the first time LISA RAINFORD lrainford@insidetoronto.com Bishop Marrocco/Thomas Merton Catholic Secondary School students received their own version of an Academy Award as part of the school’s annual Just Docs Festival on Monday, May 27. Grade 10 students were recognized for their social justice films that tackle such subjects as female bullying, new Canadian immigrants, the electric car, homelessness, genetically modified foods and animal cruelty, among others. Their films were recognized for their direction, camera work, soundtrack, editing and best overall documentary.

Bishop Marrocco/Thomas Merton Catholic Secondary School Grade 10 students John Ngo (left) and Justin Bicomong work on their short documentary film about newcomers to Canada. The students’ films were screened at the Revue Cinema this past Monday.

“This kind of work celebrates our uniqueness as a Catholic school,” said Social Justice Documentary

teacher Jeana McCabe at the Revue Cinema on Roncesvalles Avenue, Monday afternoon.

For the Grade 10 students, Mc Ca b e’s c l a s s o f f e re d t h e first opportunity to use a video camera. “They’re just used to using their cell phones,” she said. “The Grade 10s have to be able to tell a story, to convincingly portray their social just principal in their story.” McCabe is looking for films that offer “beautiful, well thought out images, with a beautifully composed score,” she said. “I want my Grade 10s to get out in the community to talk to people, to get outside their comfort zone, to educate and expose an unfair practice or issue and offer solutions on how we can make a change,” said McCabe. McCabe credits Toronto Catholic District School Board superintendant Jim Saraco and Bishop Marrocco principal Maria Pereira for their support. The religion arts program boasts state of the art equipment, including cameras and editing program. With a background in psychology – McCabe is intrigued by what make people tick – and communica-

tions, specializing in documentary, McCabe said, “I’ll never be able to teach with a text book.” When she arrived at Bishop Marrocco under principal Russ Coleman, she told him, “You give me two cameras and I won’t spend any money on text books.” As the saying goes, “the rest, they say is history.” The Art School at Marrocco is thriving and at capacity. McCabe’s Grade 10 students Justin Bicmong and John Ngo said they enjoyed the creative process of filmmaking. “It’s cool to talk to people and hear their stories,” said Bicmong, whose documentary short is about welcoming new Canadians to Toronto. “Some people are shy. That’s one of the issues, but once they know it’s for a good cause, they open up.” Grade 12 students’ filmed were also screened and awarded during the ceremony that took place at the local theatre.

Western Tech student wins gold at graphic design competition LISA RAINFORD lrainford@insidetoronto.com A senior student at Western Technical Commercial School, Andrew Cooper was 13 when his interest in graphic design first piqued. Surfing the net, and stumbling upon a website with a particularly interesting banner, he immediately wanted to find out how it was created. Since then, graphic design has become a rewarding passion as Cooper, a Beresford Avenue resident, brought home a gold medal for graphic design from the Ontario Technological Skills Competition, which took place in Waterloo earlier this month. Enrolled in the Evelyn Crescent high school’s CyberARTS program, Cooper, a Grade 12 student, competed against 32 gold medal

winners from regional competitions across the province. They were tasked over an eight-hour period to solve the same graphic design problem. The mission: to create an identity for a fictional golf ball company, Cooper told The Villager at the school Thursday, May 23. Competitors were provided with a template within which they had to create packaging for the golf balls as well as a poster for the company using provided stock photos. Achieving gold at the provincial competition qualified Cooper for the Canadian championships in Vancouver in early June. “I have some jitters,” Cooper admitted. Western Tech staff, students and parents hosted a celebratory lunch in Cooper’s honour. A congratulatory banner hangs in the teachers’ lounge

n today’s newspaper we’ve presented the 11 funding tools Metrolinx was considering as ways to find $34 billion to fund the first part of the Big Move project in the Greater Toronto and Hamilton Area (GTHA). There’s been plenty of debate about these tools, how transit expansion should be paid for and who will pay. Ultimately, all roads lead to the Province of Ontario when it comes to these questions. Metrolinx, the provincial agency tasked with building and financing the Big Move transit expansion, has recommended four of the 11 revenue tools in a report, which will go to the province and affected municipalities by this Saturday, June 1. You can find which four Metrolinx said no to; which three it listed as supplemental measures; and the four it passed on to the province in our exclusive look here. Others players with a our view stake in the Big Move, including the City of Toronto, CivicAction and the Toronto Region Board of What are Trade, have their own positions you willing on the funding tools; this is also reflected in our report. to accept? The Big Move is a huge project with many spurs of transit growth, and multiple jurisdictions with competing priorities. However, we are all part of the same transit/traffic mess, and it’s hurting our economy right now in long commute times and increased business costs. We’ll all pay the price for not getting the Big Move right. The onus is on taxpayers to understand the situation and its impact. It’s your tax money that will potentially fund transit upgrades. It’s easy to just say no to taxes, but then you have to be able to offer other sources of funding and be part of the solution. We hope our report will let readers better understand some of the ways in which Metrolinx thought the Big Move could be funded, and how those funding tools would work. Take a look at them and then let your local MPP know what you think, and what you would be willing to accept and pay. It is the province that will decide which revenue tools to implement, and right now we have a relatively unstable minority government situation. Hopefully, the importance of better transit will trump politics when making these decisions.

column

Metrolinx shows transit leadership; unlike Toronto’s elected officials I

n the midst of the political apocalypse unfolding here at Toronto City Hall, it’s nice to see that things aren’t collapsing everywhere when it comes to the governance of our city. On Monday, Metrolinx released its preferred revenue tools — yes, also known as fees and taxes — to pay for transit expansion in Toronto and the surrounding communities. The revenue tools preferred are a one per cent hike in the HST, a five-cent-per litre gas tax, a 25 cent commercial parking levy and a 15 per cent increase in development charges. Metrolinx also recommended tolls on HOV lanes, parking fees at transit stations and a land value capture tax as supplemental tools for funding.

david nickle the city

The total cost for the average household would be $477 a year, according to Metrolinx’s calculations. More for big families. All of this was too rich for the broken instrument that Toronto Council had become earlier this month, when it attempted consensus on ways to raise money for transit expansion. The best council could do then was ask for a couple more subways, and tell the provincial government to find the money to pay for it elsewhere. The political appointees that currently make up Metrolinx are, sadly, left to be the grown-ups in a room full of democraticallyelected kindergarteners.

Toronto needs that politically mature guidance right now. The city and the region that surrounds it desperately needs to update and expand its transportation infrastructure. Those families being hit up for $500 to $1,000 a year in new fees will be needing that infrastructure as more families arrive to use the roads and buses and subways of this town. And council? Beset by scandal in the mayor’s office, its members divided along political, regional and grudge lines... In its current state, it’s never been less fit to govern this city. As Deputy Mayor Doug Holyday has pointed out, the business of the city goes on as it collapses. And that’s true, inasmuch as Toronto is 90 per cent a service delivery orga-

nization and as long as it’s financially sound and retains a professional bureaucracy, the city itself will work. But that crucial 10 per cent, which involves moving an agenda forward and crafting policy — looking at the city we’ll have five years from now as opposed to dealing with the one we’ve got — is beyond Toronto. Fortunately, the most crucial policy question of this term — how to fund and build better transportation — has been taken away from Toronto Council and given to an unelected body. Under ordinary circumstances, that would be cause for alarm. These days, it’s a lucky break.

TTC traffic on Runnymede, weakening roads causing problems for residents To the editor: Runnymede Road, specifically Runnymede from Annette to Bloor streets, is a bad road that requires repaving for the following reasons: This stretch of Runnymede Road is a two-way single lane road which services several TTC bus routes requiring a properly paved road to allow for a smoother ride and reduced vibrations in the homes along both sides of Runnymede Road. These bus routes offer frequent service so there is a bus travelling along Runnymede every three minutes in either direction from 5:30 a.m. to 1:30 a.m. The constant rattling felt within the buses will

have a negative impact on the buses and increase maintenance required while the patch work on the road due to winter repairs are further weakened by the constant TTC traffic on Runnymede Road. Meantime, many residents pay a premium to live closer to the Bloor line, which means that residents use the TTC versus driving which reduces vehicular pollution/congestion. While residents living on Runnymede can expect some noise pollution from the traffic, the constant vibrations/rattling of homes is disconcerting. I have noticed a significant increase in the vibrations/ rattling of my home after the recent road work done on the north east

corner of Runnymede and Lincoln Avenue this past winter where my bed vibrates at night and the bathroom door rattles when closed. Each morning I look forward to a 5:30 a.m. wakeup call when the rattling jolts me out of sleep. The homes on Runnymede are approximately 100 years old and may also suffer structural damage over time from the constant rattling/ vibrations caused by the buses driving on the patch work road. The TTC needs to take this into consideration and prioritize road work maintenance in the city, which will benefit both the residents and extend the life of its buses. Sabrina Darchiville

Reader senses end of Ford Nation To the editor: Now that it appears Mayor Rob Ford’s reign might come to an end, I have noticed something peculiar. After garbage privatization west of Yonge Street, our own sanitation workers were efficient

and friendly and bins actually landed in the same spot from which they were picked up. That has suddenly changed. The bins land either in the middle of the road or driveway and the workers smirk when chal-

lenged. They sense the changes coming where unions will rule once again. And no, I am not of Ford Nation; I just want accountability and money to be spent wisely. Rositta Buracas

There are benefits to Porter expansion To the editor: I’m an aviation enthusiast and want to share my opinion on why Porter Airlines should be permitted to expand. Why, you ask? It’s due to the fact that the CSeries jets which Porter is planning to purchase are the most environmentally friendly and quietest in their class. They are even comparably quieter to the Bombardier Q400s that Porter is currently operating out of the airport right now. Keep in mind that Porter is asking for an extension of the runway of only 168 metres on each end, which does not go beyond the marine exclusion zone. Porter is also asking for an exemption of the “no jets allowed” regulation for only the CSeries jet. The airline is NOT asking for new noise restrictions, different flight paths, or alterations to the marine exclusion zone. What many people fear is that once Porter is allowed to expand, other (dirtier, and noisier) jets will be allowed to fly in and out of Toronto’s Billy Bishop airport, however, that won’t be the case. The Toronto Port

Authority (TPA), for over 30 years, has made it clear that only aircraft which comply with the TPA’s noise limits (such as Porter’s proposed CSeries aircraft) are allowed to be operated out of the airport. My point? We need more competition for flights and lower fares, especially in Canada. If Porter expands, more jobs will be created, and will further benefit Toronto’s economy. Before we rush to deny Porter’s expansion, let’s all do the research and number crunching, and listen to everyone’s take on the matter. Then, only then, do we make the final decision. How to Select Your Home Improvement Contractor The Certified Contractors Network (CCN) is an independent, North American organization focused on increasing the professionalism in the contacting industry, as well educating home owners on how to select a professional contractor. CCN states that “the critical factor in a successful contracting project is selecting the right contractor”. At a meeting last Friday, the TTC board agreed to approve an amended contract for the operation of subway station newsstands, which came under scrutiny following criticism from Mayor Rob Ford. The new deal with Tobmar Investments reduces the size of the contract to operate the Gateway newsstands and convenience stores from 10 to four years after which the contract must be put to public tender. The board was set to approve the agreement last year, but Ford and his brother, Etobicoke North Councillor Doug Ford, criticized the TTC for approving the “sole-sourced” extension of an existing agreement with Tobmar after the company requested one in exchange for agreeing to some store renovations in time for the 2015 Pan American Games. Author bases latest books on Carleton Village neighbourhood LISA RAINFORD lrainford@insidetoronto.com Carleton Village novelist Heidi Loney looked no further than her own neighbourhood for inspiration in writing her second novel, Love and Cola Wars, to be released in September. The mother of two boys, four and seven, the avid blogger turned to writing

while taking on child rearing full-time. Her young adult novel, Love and Cola Wars, is described as a satirical retelling of Romeo and Juliet, but takes place in a parallel world where not only Carleton Village, but all of Toronto has turned corporate. “My husband and I were sitting around one day, we were joking, thinking, ‘wouldn’t it be funny if a

products.” The character of Romeo lives in the middle-working class community of Carleton Village while Juliet lives in the affluent High Park area. The pair go to opposite schools run by rival corporations Coca-Cola and Pepsi. Loney weaves in additional corporations, such as Swiss Chalet and Microsoft, among others. “Instead of a prince, there’s a mayor, who’s loosely based on Toronto Mayor Rob Ford,” said Loney. “The schools are beautiful, beautifully landscaped, books are paid for, but you’re bom-

barded with logos – that’s the price you pay,” Loney told The Villager. Love and Cola Wars is Loney’s second novel. Her first, a young adult thriller called Ravenous, takes place a century in the future and tells the story of Calla, a girl who’s taken from her parents to live on a “fat farm” when the state determines that she exceeds the legal limits. Ravenous will be released June 1 on Amazon and Kindle. Love and Cola Wars will be available in September.

High Park Zoo benefits from $12K in new donations Two more organizations have stepped up in support of the High Park Zoo. During a special ceremony at the zoo, The Grenadier Group presented a $5,000 cheque while CUPE Local 79

presented a $7,000 cheque t o Pa rk d a l e - Hi g h Pa rk Councillor Sarah Doucette on behalf of the zoo. The funds will be matched by the Honey Family Foundation up to $50,000. The influx in funds

brings the zoo’s grand total to date to $35,000. “It’s fantastic, a great boost,” Doucette told The Villager on Monday. “Without the Honey Family Foundation, the zoo wouldn’t be here.”

The local councillor credited the foundation for inspiring a number of groups and individuals to make a donation. Donations made to the Toronto Parks and Trees Foundation before June 15

will be doubled by the Honey Family Foundation. Donate online at torontoparksandtrees.org/highpark-zoo – Lisa Rainford

Shortcuts to a lush lawn

Many homeowners aspire to having a lush, green lawn as the showcase of their properties. The front lawn can make a statement and indicate to passersby the property owners’ personalities and design preferences. Lawn care takes some dedication and hard work, but there are certain ways to cut down on the amount of effort required to maintain a landscape. By employing a few different shortcuts, you can have a healthy, lush lawn without spending all of your free time cutting the grass or pruning the trees. • Stop weeds at the start. Weeding is one of the most time-consuming parts of maintaining a lawn. Weeds can proliferate throughout the lawn if not addressed in a timely manner. Once weeds take root they can become a nuisance, so it’s best to treat weeds before they even have a chance to sprout. Apply a preemergent weed control product as soon as possible in the spring and then reapply it about three months later to ensure weeds are eradicate. • Wake up and water. Watering in the early mornings saves time

and energy in the long run by fostering a tougher, more droughtresistant lawn. If you water early in the day, less water will be lost to evaporation. Limit watering to a few times per week, and less if you have had adequate rain. Avoid watering at night, which can expose the lawn to bacteria and attract insects. • Let clippings fly. Mulching mowers, or those that just distribute clippings on the lawn as you go, can be healthier for the grass. They will serve as fertil-

izer and redistribute nutrients to the lawn as they breakdown into the soil. According to “The Organic Lawn Care Manual,” leaving clippings on the lawn will fulfill about 25 percent of fertilizer requirements. • Mow less often. Raise the mower’s blade so that the grass is longer in between cuttings. The taller grass will shade the soil and block weeds from germinating. It also helps improve soil’s moisture retention.

Deadline driven design at Instyle With summer just around the corner, construction bins are popping up all over Bloor West Village and contractors are setting up shop for another busy season. Local residence and owners of Instyle Kitchens and Bathroom, Michael Lamarche and Gerry Turino, have been renovating in the area for over 12 years. With over 400 completed local renovation projects they have strong support from past clients who are now acting as references for their renovations of local kitchens, bathroom, basements, additions and large custom homes. Many of their past client will invite new clients over for a quick tour of their completed work, giving Instyle a gold seal of approval. At Instyle, every project is treated as top priority. “A constant complaint we hear from local residence is how they hired a contractor to do what seemed to be a straight forward project and instead of taking three to four weeks to complete it, ended up dragging on for six to 12 months,” says Turino, a Master Electrician, Master builder and a Kitchen and Bath Designer. “Just have a look around the area, the

lawn sign goes up and it’s still there six months later.” With many successful projects behind them, Lamarche andTurino have the necessary experience needed to complete any project, big or small, on budget and on time. Just ask one of their many former clients. At Instyle Kitchens and Bathrooms, customers are provided with a one-stop shopping experience for a stress-free home renovation. When you make the initial phone call to 416-833-4343, a free in house consultation and quotation will be set up. At the meeting you’ll view a slide show of past, local projects. Then, a general

ballpark figure is given base on your project discussions. At a later date, you will be invited to the local showroom at 361 Jane St. (near Annette) to select all material cabinetry, countertops, backsplash, flooring, electrical, and plumbing for your dream kitchen and bathroom. Instyle also handles all kitchen cabinet layouts drawings, and permits. At the end of this second appointment, with all the material selected, Instyle will present an accurate cost for the project with a clear start and finish date. Metrolinx recommends four revenue tools for Big Move transit plan RAHUL GUPTA rgupta@insidetoronto.com Metrolinx’s board of directors unanimously approved recommendations for creating new taxes and fees to fund $34 billion in transit improvements across the Greater Toronto Hamilton Area (GTHA) over the next 15 years. The decision was made at Metrolinx’s board meeting on Monday. Tasked with providing the Liberal government of Premier Kathleen Wynne with advice on how to pay for its $50 billion Big Move plan, the provincial transportation planning agency released its long-awaited Investment Strategy (http://www. metrolinx.com/en/regionalplanning/funding/investment_strategy. aspx) report at the board meeting. The report includes a recommendation to establish four main “revenue tools”, dedicated taxes and user fees to go directly toward transit construction of priority projects to be completed within 15 years. Announced by Metrolinx CEO Bruce McCuaig at a press conference at the Toronto Reference Library, the tools are: a one per cent increase to the regional HST bringing in $1.3 billion annually; a parking levy of 25 cents per parking space charged to commercial lot owners, which would raise $350 million; a GTHAwide five cent gas tax for $330 million in dedicated revenue; and an increase in development charges to 15 per cent for a yearly return of $100 million. The revenue tools add up to $2 billion per year, which is the level of funding Metrolinx says its needs

to complete the Next Wave projects, which include two subways benefitting Toronto. If implemented by the province, the four taxes and fees would cost the average GTHA household with one car $477 a year, which works out

to just over $9 per week. Mi s s i s s a u g a Ma yo r Ha ze l McCallion who attended the announcement said she was pleased with the recommendations and urged all provincial parties to support Metrolinx’s recommendations.

Ontario Progressive Conservative transportation critic Frank Klees said his party would not support new taxes under any circumstances. “The people of this province need to decide between new taxes or more efficient, accountable and transpar-

ent government. I believe they will opt for the latter,” said Klees. Metrolinx is set to formally deliver the report to the province and all GTHA municipalities by June 1. the complete story, visit our i For website at www.thevillager.ca

special report: big move, big money The following are 11 proposals considered by Metrolinx to help fund regional transit expansion as well as views of the organizations that have weighed in on the recommendations. By Rahul Gupta

1

PARKING SPACE LEVY

ing space would net $350 million per year.

How it works: Per space levy charged daily to operators of paid and unpaid commercial parking lots as well as at transit stations. Annual projected revenue for The Big Move: A daily charge of $0.25 per park-

2

EMPLOYER PAYROLL TAX How it works: Regular deduction paid by Greater Toronto and Hamilton Area (GTHA) employers each pay period in form of flat tax or a percentage of total gross salaries. Annual projected revenue for The Big Move: 0.5 per cent tax would raise between $630-$730 million. Pros for implementation: w High revenue potential and minimal implementation costs. Cons against implementation: w Could discourage job creation. w Doesn’t impact congestion.

4

FUEL TAX

Pros for implementation: w Stable long-term funding since parking spots are unlikely to be removed over time. w Easy to implement. w Encourages smarter land-use planning.

Examples where it is used: Oregon raised over $200 million in 2010 for the Portland area TriMet transit service through an estimated 0.69 per cent payroll tax. Also used in New York City and Paris, France.

Toronto Region Board of Trade

5

HIGH OCCUPANCY TOLL (HOT) LANE How it works: Low occupancy drivers pay a user fee to access High Occupancy Vehicle (HOV ) lanes normally reserved for vehicles transporting three or more people. Annual projected revenue for The Big Move: A toll of 30 cents per kilometre would bring in anywhere from $25-45 million by 2014 and up to $250 million after 2017 if additional HOT lanes are constructed on the 400 series highways as planned.

CivicAction Toronto Region Board of Trade

Examples where it is used: Widely used in places like Vancouver, Montreal, parts of Europe and Australia.

LAND VALUE CAPTURE (LVC) How it works: Fee charged to property owners, including developers and home buyers, to capture a property value increase resulting from proximity to a public transit connection or project.

Pros for implementation: w Encourages less fuel consumption over time. w Reduces total car trips and improves travel times over the long-term. w Minimal administrative costs since taxing mechanism already in place. Cons against implementation: w Could significantly increase costs for transporting goods and services resulting in higher prices for con-

Pros for implementation: w Voluntary usage which means many road users would not have to pay more. Cons against implementation: w Capital construction costs required to convert existing HOV lanes to allow for tolling. w Potentially unaffordable for lower-income drivers. Examples where it is used: HOT lanes exist or are planned in just about every U.S. state dating back to the 1970s.

Which of the following recommendations do you support? Send us your thoughts at contactus@insidetoronto.com

Metrolinx

Toronto Council

Cons against implementation: w Low annual revenue potential. w Administration costs unclear due to a lack of details on how it would work. w Unpopular among vast majority of polled residents.

Metrolinx CivicAction Toronto Region Board of Trade

Pros for implementation: w Can capture property value increases from public and privately held land.

Toronto Council

Annual projected revenue for The Big Move: Five cent per litre tax would raise up to $330 million per year.

i

Annual projected revenue for The Big Move: LVC fees could produce $20 million in dedicated revenue, though the cost of implementation is unclear at the moment.

CivicAction

How it works: Regional consumption surcharge in the form of a flat tax for every litre of gas purchased or as a percentage of the base price.

UNDER CONSIDERATION

Cons against implementation: w Lot owners can transfer the cost of the levy to users. w Unlikely to improve traffic congestion. w Levy would be enforced even if the spot remains empty during peak hours.

sumers. Examples where it is used: Vancouver’s TransLink receives around $120 million yearly through a 17 cents per litre fuel surcharge. Maryland’s Democratic governor Martin O’Malley recently signed off on a $650 million investment in public transit paid for by the state’s gas tax.

REGIONAL SALES TAX How it works: Percentage increase within GTHA of existing tax rate to fund transit projects. Annual projected revenue for The Big Move: A one per cent increase would generate around $1.3 billion for the region and over $500 million to Toronto. Pros for implementation: w High revenue potential with capacity to rise as economy grows. w Can be adopted quickly.

Metrolinx CivicAction Toronto Region Board of Trade Toronto Council

Cons against implementation: w Unpopular with polled residents who feel they’re over-taxed; would cost average Toronto household an estimated $600 more per year. w Would affect low-income residents more adversely. Examples where it is used: Los Angeles County’s Measure R instituted a 0.5 per cent tax increase over 30 years to build subways.

7

HIGHWAY TOLL How it works: Same as HOV tolling, with exception everyone must pay for lane

usage, usually based on a fee per kilometre. Would be implemented on all 400 series highways and major roadways.

since all road users would have to pay. w Could reduce traffic congestion, especially if there are alternative modes of travel.

Annual projected revenue for The Big Move: A toll of 10 cents per kilometre could generate up to $1.5 billion by 2021 without taking into account construction costs.

Cons against implementation: w Significant capital and administrative costs required. w Would encourage people to live closer to urban areas, which would be a disadvantage for suburban employment.

Pros for implementation: w Major long-term revenue potential

8

TRANSIT FARES INCREASE How it works: Raising fares of all GTHA transit agencies including the TTC to raise money for transit construction. Annual projected revenue for The Big Move: A 15 cent raise would raise around $50 million.

9

Pros for implementation: w Would make transit riders solely responsible for funding expansion since they would likely benefit the most. Cons against implementation: w A fare hike would negatively affect ridership and prompt many to

DEVELOPMENT CHARGE

How it works: One-time charge on real estate developers levied by municipalities to recover public capital costs from the private sector. Annual projected revenue for The Big Move: 15 per cent increase across the GTHA would generate $100 million/year. Pros for implementation: w Easy to implement as tax collec-

10

PROPERTY TAX How it works: An incremental increase tied to transit funding of existing property tax rates for residents and organizations. Annual projected revenue for The Big Move: Raising current rates by just over five per cent could yield in 2014 anywhere from $480-670 million in dedicated revenue. Pros for implementation: w Easy to implement as tax collection mechanism is already used by every municipality and the province. w

Stable, long-term growth prospects. Cons against implementation: w Municipalities already rely on property tax revenues to fund many services. w Regressive nature of property tax would disproportionately affect lowincome home owners and renters. w Residents would object to doubledipping by province which already uses property taxes to pay for education costs. Examples where it is used: Vancouver’s TransLink and London, Ont. have funded transit projects through property tax hikes.

Metrolinx

Toronto Council

CivicAction

Toronto Region Board of Trade

Examples where it is used: Like HOV lanes, tolled highways are used

return to their cars. w Low revenue potential that could be better used for operation of existing service. w Fare hike would have to be uniform across GTHA. For the TTC, the least subsidized transit provider in North America, that would mean even more reliance on the farebox. w Would adversely affect fixedincome riders like seniors.

tion mechanism is already used by every municipality and the province. w Stable, long-term growth prospects. Cons against implementation: w Municipalities already rely on property tax revenues to fund many services. w Regressive nature of property tax would disproportionately affect low-income home owners and renters. w Residents would object to double-dipping by province which already uses property taxes to pay for education costs.

VEHICLE KILOMETRES TRAVELLED (VKT) FEE

How it works: All vehicles in a designated area would have to pay a charge for every kilometre travelled. Distance would be measured via GPS devices installed in cars or odometer readings. Annual projected revenue for The Big Move: Charging three cents per kilometre would net for transit construction around $1.6 billion. Pros for implementation: w Extremely high revenue potential with the ability to rise significantly in the longterm. w Would reduce congestion and impact driver behaviour especially if different pricing rates are adopted to account for peak travel times.

Canoe Heads for Kids helps send youth to camp for sixth year LISA RAINFORD lrainford@insidetoronto.com Standing at the corner of King and Bay streets with canoes atop their heads certainly raises some eyebrows, yet for the past five years as many as 100 people have portaged down to Lake Ontario each spring as part of an event that raises funds to send kids from low-income families to

camp. The sixth annual Canoe Heads for Kids, a grueling 20-kilometre paddle and portage through downtown Toronto, takes place this Saturday, June 1, to raise money for the Amici Camping Charity, which enables children to enroll in overnight s u m m e r c a m p s a c ro s s Ontario. “Certainly, we get some

strange looks when we’re portaging across King and Bay,” said Janice Greenshields, a team captain participating in Saturday’s event. “It’s definitely a very different experience than being on a canoe trip. When we walk down Front Street, we turn heads. The amount of times people point to the lake and say, ‘The lake’s that way.’ Everyone is intrigued.”

Former campers themselves, participants will embark on their paddle at 9:30 a.m. from the Harbourfront Canoe and Kayak Centre and portage by the Distillery District, the Financial District, Roy Thompson Hall, the Rogers Centre, Martin Goodman Trail and Sunnyside Park. They’ll stop for lunch at Sir Casimir Gzowski Park at 12:30 p.m. and will paddle from Humber

River Bay back to Harbourfront Canoe and Kayak, ending at 4:30 p.m. Amici works with children ages seven to 17. The event is for people who are “passionate” about the camp experience and want to give back, added Stewart. Through events such as Canoe Heads for Kids along with the support of generous donors and camp alumni,

Amici will provide summer camp experiences to 170 campers in 2013. To date, Canoe Heads for Kids has raised over $180,000 and sent more than 180 kids to camp. For details, visit canoeheadsforkids.wordpress. com

Trustees vote down ban of gay-straight alliances in schools CYNTHIA REASON creason@insidetoronto.com Toronto’s Catholic trustees voted down a motion calling for the ban of gay-straight alliances (GSA) in separate schools after four hours of heated debate at the board’s meeting last Thursday night. A throng of news cameras were on hand to capture the mixed reaction from the standing-room only crowd shortly after 11 p.m. as trustees of the Toronto Catholic District School Board voted 7 to 4 against Scarborough Trustee Garr y Tanuan’s motion to ban the peer support groups for students who identify as LGBTQ. “I’m happy that it didn’t pass,” said 17-year-old Erin Edghill, a member of the Mary Ward Catholic Secondary School GSA. “Still, it’s sad to see all these people who believe that having a GSA in a school is a ‘trojan horse’ to ulterior motives, when it’s really a club to help us feel

safe. The goal tonight for us was to get to keep our safe space – and we did.” Edghill and her classmates were just a few of the more than 20 deputants who took to the mic Thursday night to weigh in on Tanuan’s motion, which challenged Bill 13, The Accepting Schools Act – a piece of provincial legislation passed last June that states “neither the board nor principal shall refuse to allow a pupil to use the name gay-straight alliance or a similar name for an organization.” bill 13 In his motion, Tanuan argued that by enforcing Bill 13, “the provincial government is breaking the law by violating section 93 of the Constitution, which enshrines the denominational rights of Catholic schools.” “Gay-straight Alliance clubs promote a positive view of homosexual activity, which undermines Catholic teaching on chastity and marriage,”

Tanuan said. “The church’s solution to bullying is being ignored and church teaching is being undermined by these clubs.” Among those who spoke up in defence of Tanuan’s motion was former-nationalsportscaster-turned-religiousfreedoms-defender Damian Goddard, who was fired from his job as a Rogers Sportsnet anchor in May 2011, just one day after tweeting his support for ‘the traditional and TRUE meaning of marriage.’ “The Catholic church is extremely clear on this topic of homosexuality. It can never be promoted,” he said in his address to trustees, representing the Marriage AntiDefamation Alliance. “...The question now remains, what is the purpose of a gay-straight alliance other than anything that would be to promote the homosexual lifestyle? “We stand for people who identify as gay. We stand strong with them. But we do not stand for the promotion of that lifestyle.”

On the other side of the debate, teacher representatives from Toronto schools stood alongside those from groups such as Parents and Friends of Lesbians and Gays (PFLAG), Queer Ontario, and the Canadian Civil Liberties Association to argue that GSAs are not out to promote homosexuality, but rather to provide a safe and accepting environment for students who identify as gay.

We’re progressing as a society, and one of the things we talk about is human rights and respect and dignity. – Sal Piccininni, TCDSB trustee

“Homophobic bullying is rampant in our schools. You just have to walk by a playground to hear someone described as a ‘fag’ or something described as being ‘so gay’. Our kids are different

and that makes them targets,” said PFLAG’s Anne Creighton, noting that 70 per cent of LGBTQ kids say they don’t feel safe in our schools. After a full two hours of heated public deputations that drew heckling from both sides, trustees began to debate the divisive motion. Trustee Angela Kennedy (East York/Toronto) said she stood in support of the GSA ban motion in order to protect the board’s denominational rights under the Constitution. “We have the right to ensure that the tenets of our Catholic faith, our Catholic values, and our faith and morals are protected at all times. We, as leaders of this organization, have to show our students that this is very, very important,” she said. “If they want to call their clubs GSAs, well, maybe they should not be in the Catholic school board.” North York Trustee Sal Piccininni, on the other hand, said he had a big problem with

Tanuan’s motion because he thinks it’s on “the wrong side of history.” “We’re progressing as a society, and one of the things we talk about is human rights and respect and dignity... (Banning GSAs) is not the Catholicism that this board taught me. This board taught me that Jesus accepts everybody,” he said. In the end, trustees voted 7-4 against the proposed ban. In support of the ban were: Tanuan, Kennedy, John Del Grande (Scarborough/North York), and Patrizia Bottoni (North York). Voting against the ban were: Piccininni, Peter Jakovcic (Etobicoke), Ann Andrachuk (Etobicoke), Maria Rizzo (North York), Jo-Ann Davis (Toronto), Barbara Poplawski (Toronto) and Nancy Crawford (Scarborough). York Trustee Frank D’Amico was absent.
