West-end councillors approved the demolition of two townhouse blocks across from High Park this week, paving the way for the construction of a pair of controversial 25-storey apartment buildings on the prime sites. Parkdale-High Park Councillor Sarah Doucette secured her fellow councillors’ support for what she described as a “procedural motion” for the demolition of the 16 threebedroom townhouse units at 51-65 Quebec Ave. and 52-66 High Park Ave. during Tuesday’s meeting of the Etobicoke York Community Council (EYCC). Refusing the application, she explained, would not succeed in stopping the contentious development, which was approved >>>councillors, page 16

Polish talent shines at film fest The Revue Cinema, 400 Roncesvalles Ave., hosts the seventh annual Polish Film Festival, which takes place until Sunday. The festival, presented by the producers of the not-for-profit organization Ekran, will feature critically acclaimed films and documentaries that put a spotlight on some of the most talented filmmakers and actors of Polish origin. The festival will open with Body, a film directed by Malgorzata Szumowska starring Janusz Gajos and Maja Ostaszewska. Body received the top prize at the 40th annual Polish Film Festival in Gdynia, and Szumowska has received numerous prestigious awards for the film, including a Silver Bear for Best Director at this year’s Berlin International Film Festival. The closing night feature Warsaw 44 will take the audience back to the 1944 Nazi-occupied Polish capital and tells the story of the Warsaw uprising from a youthful perspective. Last year, Warsaw Uprising opened the festival to a sold-out cinema. The director of both films, Jan Komasa, will be available for a Q&A session following the screening.

Word on the street: text-based mural unveiled on Lansdowne train bridge LISA RAINFORD lrainford@insidetoronto.com There’s a new mural in Davenport Village. Painted by artists Ryan Dineen and Dan Bergeron, the vibrant, text-based mural found on the west wall of the CP train bridge on Lansdowne Avenue, just north of Dupont Street, references the American writer and essayist Flannery O’ Connor’s collection of short stories called Everything That Rises. “This phrase is a perfect fit for the new community that is being constructed at Lansdowne and Dupont – it’s literally rising up,” Bergeron told The Villager. “The location of the mural also features a sidewalk that rises and the general area around the mural is the beginning of a steep rise from Dupont to St Clair.” Davenport Road is also where the water of the former Lake Iroquois coastline, now

Lake Ontario, rose to, Bergeron added. The mural was financially supported by Street Art Toronto and commissioned by the non-profit group, The

Public Realm, with support from the Davenport Village Community Association and Davenport Councillor Cesar Palacio. An unveiling ceremony took

place Saturday north of the Dupont rail line on the west side of Lansdowne Avenue. Participants had the chance to speak to the councillor, the artists and the residents’ association about the changes happening in the neighbourhood. “We’d pushed hard to have this dark space transformed into something a little more vibrant and are thrilled with the result,” Davenport Village Community Association president Matt Park said. “Dan Bergeron did a great job.” The mural, Bergeron said, “captures the new energy” that’s coming to the area. “People are excited that this neighbourhood is changing,” Bergeron, a Corso Italia resident, said. The mural was painted over the course of two weeks in late October. Bergeron and Dineen would work when it wasn’t too cold or raining. The piece’s 3D text points to

the new residential developments in the neighbourhood and the graphic lines in the background represent “the kinetic energy of the new residents moving into the community,” Bergeron said. “The graphic lines can also represent the flux of housing prices in Toronto,” he added. Bergeron has completed several projects across the city, including the AGO, the ROM, MOCCA, and in the spring, a permanent piece commissioned by the City of Toronto in Regent Park. Bergeron, 40, has been an artist since he was 18. The one-time skateboarder said he drew inspiration from the activity. “As a skateboarder, you look at public spaces differently than a pedestrian. You’re looking to interact with public spaces,” he said.

Rose Hirano’s wood block prints on display at Latitude 44 Gallery LISA RAINFORD lrainford@insidetoronto.com The Junction’s Latitude 44 Gallery presents a retrospective exhibit of artist Rose Hirano’s wood block prints, a collection of 15 years worth of pieces, until the end of November. The Hong Kong native’s relationship with the gallery dates back almost a decade. “I am a print maker. A print maker is where the artist does the print making process themselves, instead of using a machine,” Hirano explained one early November morning at Latitude 44 on Dundas

Street West, just west of Keele Street. “This is a vehicle I use to transfer colour onto paper. I like the tactile way of working with the wood.” If there are 10 colours in Hirano’s piece, it means she had to prepare the wood and colour it 10 times to build up the image. She adds the colour from light to dark. Hirano came to Canada in 1972, she studied at the University of Western Ontario and began a career in medical microbiology upon graduation. Although she said she has always had an interest in art, it wasn’t until later that she

started to pursue it. In 1981, Hirano moved to Cochrane, ON, east of Kapuskasing, andfound the small town – population 5,000 – inspiring. After painting with watercolour for 15 years, she discovered she wasn’t growing as an artist. “I’d taken a print making workshop and discovered I just like the process,” Hirano said. Art was something she was always passionate about, but it wasn’t until after her first child was born that she had the opportunity to pursue it. “I’m a quiet person. Art is a way to speak without words, to speak with images,” Hirano

said. “I also put a lot of thought into what I want to call the work. The title is one word.” Hirano is the founder of the annual Art Studio Tour in Brantford, ON, a place she once called home. She served a four-year term on the Creative Art Advisory Board at Mowawk College in Hamilton. Rose Hirano ARetrospective: 15 years of wood block prints continues until the end of November. The artist reception is Thursday, Nov. 19 from 6 to 9 p.m.

T

he war on drugs may be nearing an end, but the war of words on drugs is just getting started. At last week’s Toronto Council meeting, a debate on banning hookahs in Toronto business establishments couldn’t go for long before handwringing questions about the implications of legalized marijuana would have on such a ban. Toronto’s chief medical officer of health Dr. David McKeown told councillors again and again that the fulfillment of the Justin Trudeau government’s promise to legalize the drug wouldn’t have much impact on this ban one way or another. But that didn’t stop the rhetoric. It is an easy target for fear-mongering politicians, legalization. What terour view pot rible things might happen when Toronto residents are granted Address the easier, consequence-free access to the long-unlawful, debatably overdose unhealthy drug? Here’s the thing: Torontonians epidemic are already ingesting substances illegal and legal that cause different degrees of harm. And Toronto has been dealing with that reality for a decade now, through the Toronto Drug Strategy. On Monday, McKeown provided an update on the city’s attempts to deal with problems that arise from addiction, experimentation and overdose in the city. Overdose right now is the big problem faced by public health officials. Over the past 10 years, death by drug overdose has increased by 41 per cent, and is now the second biggest cause of death for young people. (Vehicle collisions remain the first.) The culprit in the overdose spike is a resurgence in popularity for opiates like heroin – highly addictive and so difficult to discourage with the threat of arrest and long jail sentences. The Drug Strategy’s implementation board has come up with a partial solution: POINT, a Toronto Public Health program to prevent overdoses. POINT distributes a kit for delivering Naxoline, a drug that can reverse the fatal effects of an overdose if administered immediately. So far, 2,000 kits have been distributed, and the drug has been used 300 times. More lives might be saved if the province and federal government passed a Good Samaritan law so that people present at an overdose can call 911 without fear of arrest themselves. That won’t solve things either, but that is the reality: when it comes to drug use and abuse, there’s no solution, just mitigation. And no amount of talk will change that.

Sizing up garbage in Toronto is getting tiring ‘If this is what you do with an extra large garbage bin, Toronto, maybe you shouldn’t be allowed to have one.’ When Toronto homeowners moved from old-fashioned garbage bags and cans to a payas-you-throw bin system under former mayor David Miller, Torontonians went along with it gamely. The plan was intended to encourage us to recycle and use our green bins, in the spirit of extending the life of Toronto’s landfill capacity without getting into the dirty business of incineration. It had some secondary benefits, too, many of them to the health and well-being of Toronto’s solid waste workers, and also to the gradual elimination of their jobs. The bins were designed to be emptied mechanically, which meant trucks

The other thing, of course, was the bins came in different sizes and that allowed the city to move over to a somewhat measurable pay-as-you-throw system, taking garbage off the property tax bill and providing financial incentive for homeowners to divert more effectively. Trouble is, the system was only somewhat more measurable. Homeowners paid more for the biggest garbage bin on the presumption they would throw away bags and bags of garbage each pickup, rather than the occasional large load and otherwise smaller loads.

TTC chair wants to lower fares to $1

New Swimmers at all levels welcome!

Eglinton-Lawrence Councillor Josh Colle wants TTC fares to drop considerably, and for the province to make up the difference in revenue. At this week’s budget meeting, the TTC chair put forward a motion calling on the Kathleen Wynne government to subsidize every TTC ride, like it does for other Ontario transit agencies, to bring down fares to $1 by 2017. This would require a $1-per-ride subsidy from the province. The provincial subsidy would then increase to $1.30 per ride after 2017, and continue to increase thereafter to maintain an even split between the province and city in operating costs.

In 2013, the TTC announced the closings would be extended by a further two years due to the rapid deterioration of the tunnel ceiling under Lawrence station’s bus bay, which had become a safety hazard. With the year nearly over, the TTC remains non-committal about ending the early closures. In the meantime, buses, not trains, will remain the only way to get north of Eglinton for late-night riders.

NSP-HLDY-BLWV

>>>from page 1 trained in the community for many years before his boxing career led him to international fame. “He’s risen from immigrant roots and becomes the most famous Canadian in the world and later in life faces enormous personal tragedy, but he finds a new mission in life helping young people. He’s been at the pinnacle, but is such a local guy,” Junction Triangle resident Scott Dobson told The Villager. “He comes across like a local, down-to-earth person, like a guy you’d meet on the street.” Dobson was instrumental in initiating a petition that’s circulating, calling on the general manager of Toronto’s Parks, Forestry, and Recreation department to consider naming the community centre at 362 Wallace Ave. after George Chuvalo. The combined number of signatures on both the online and hard copy petition is approaching 400 as of yesterday. “Every person I’ve talked to has said, ‘What a great idea’.

People have been really supportive of it,” said Dobson, who knows someone who is a friend of Chuvalo. “A couple of us got in touch with George and his family to ask him first.” Last fall, they took Chuvalo out to the site of the community centre, at Edwin and Ruskin avenues, and then out for lunch. “He really liked the idea once he came to understand what the project was all about,” Dobson said. “When we arrived, the job site came to a stop. All the workers came over to get their signatures and to talk to George.” The same could be said when the group headed to the restaurant. People stopped to talk to Chuvalo, to get their picture taken and ask for his autograph. “That really convinced me how connected he is to the community,” Dobson said. The 5,000-square foot community centre was made possible by Section 37 community benefit funds stemming from the Wallace Walk townhouse development being built at

362 Wallace. Following a Request for Proposals process earlier this year, operation of the centre was awarded to the Christie Ossington Neighbourhood Centre, a multi-service organization that provides community-based programming for everyone, including high-needs’ children, at-risk youth, homeless men and women, vulnerable community members, newcomers, or anyone who might require extra support. “There are a growing number of families and youth in the area. We knew we wanted a centre with activities for youth and children,” said Davenport Councillor Ana Bailão. “We think it’s appropriate (to name the centre after Chuvalo) because of his work with youth.” Chuvalo, a member of the Boxing Hall of Fame and the Order of Canada, remains connected to the community and has many friends here.

Toronto Drug Strategy marks 10 years; sets goals for future Drugs not going away, problems associated with substance use need solving DAVID NICKLE dnickle@insidetoronto.com It has been 10 years since Toronto City Council approved the Toronto Drug Strategy – and at a conference looking back on the strategy’s first decade of implementation, health officials admitted that it could take more than another decade to eradicate the problems associated with substance use and abuse, if such a thing is ever possible. “Alcohol and drug use is complex,” said Trinity-Spadina Councillor Joe Cressey, who chairs the Toronto Drug Strategy Implementation Panel.

“People have consumed drugs throughout history for all kinds of reasons. Substance use is not going to end tomorrow. In fact, that’s not necessarily the goal. We have more work to do in setting and addressing those issues.” The strategy was approved in 2005 after having been first proposed by the Toronto Board of Health in 2003 and has been used in a myriad of initiatives to deal with drug and alcohol use across the city. While many of those initiatives are long-term advocacy and education projects, some, said Cressey, have saved lives.

“These deaths are preventable,” said Cressey. Toward that end, the implementation panel has also approved a pilot project that will provide testing stations in nightclubs so people who’ve obtained a pill can determine whether its contents are asadvertised. “You have your pills tested and then you write on a chalkboard what is real and what is not. That is good harm reduction, but it also helps on enforcement.”

And drug overdoses, said Cressey and Toronto’s chief medical officer of health Dr. David McKeown, are a looming crisis. Over the past 10 years, death by overdose has increased by 41 per cent and is now the second biggest killer of young people next to vehicular collisions.

The City of Toronto wants to grow more trees on the streets where you live. Toronto’s beneficial green canopy – after losing trees to emerald ash borer, road salt, storm damage and other causes – is down to approximately 27 per cent, or 10.2 million trees. Mayor John Tory promised to plant 3.8 million trees across the city over 10 years, but the city is not sure how to pay for that. Around 60 per cent of the

city’s trees are on private property, and officials want to know how they can get homeowners to plant more, perhaps with a rebate program. People can bring their opinions to a public meeting on the city tree planting strategy at Scarborough Civic Centre, 156 Borough Dr., Monday, Nov. 16, at the Etobicoke Civic Centre, 399 The West Mall, Tuesday, Nov. 17, and Toronto City Hall, 100 Queen St. W., Monday, Nov. 30. ‘Murder in Green Meadows’ a tantalizing game of cat and mouse MARIA TZAVARAS contactus@insidetoronto.com A tantalizing game of cat and mouse is portrayed in The Village Players’ latest show, Murder in Green Meadows by Douglas Post. Except, in this psychological thriller/murder mystery, the intrigue is in the fact the audience doesn’t readily know which is the cat or the mouse, and who the victims really are. The show is set in a small town called Green Meadows in Illinois, at the home of Thomas and Joan Devereaux (Michael Smith, Margaret Brock). Green Meadows is a new housing development, and the show opens with their neighbours, Carolyn Symons

(Diana Franz) and her husband, Jeff (Bronson Lake), coming to the Devereaux’s to introduce themselves. The foursome get along instantly, and their over-the-top bubbly interactions seem unnatural as they carry on laughing and talking about mundane topics like the economy and the trials and tribulations of life. Soon, the foursome is joined at the hip, enjoying frequent social engagements, dinners, drinks, and poker nights. But no one, especially the bubbly Joan, is happy. She’s hiding something, and not long after, Thomas’ true colours begin to show. Turns out Joan isn’t so happy after all, and how she copes with it is revealed.

The Devereauxs have a rocky marriage, and had to hastily leave their old neighbourhood after the disappearance of a teenage boy. Joan is suffering in an abusive marriage, emotionally and physically, but it’s the psychological torture she endures that is the most sickening to watch. Without giving away the story, it can be said that Joan finds solace in the arms of other men. Thomas always finds out and uses drastic manipulation and abuse tactics to keep her permanently frightened. The Symons seem none-thewiser, but inevitably become caught up in the tangled web of the Deverauxs’ dysfunction. This is when a murder occurs, and those who remain have to

decide how they are going to save themselves. This is well-staged and welldirected psychological thriller that will have you holding your breath. This is a well-written show, entertaining and intense. Part of its appeal, unlike other shows of this genre, is it keeps the audience involved and guessing, right until the bitter end. Murder in Green Meadows runs until Nov. 28 at the Village Playhouse, 2190 Bloor St. W. Tickets are $22; call 416-767-7702 or visit www.villageplayers.net

>>>from page 1 in July after a protracted battle that ended with defeat at the Ontario Municipal Board (OMB), but will only hurt the current tenants, some of whom have lived in the townhouses for upwards of 40 years. “If we were to turn this down, what does it do? All that does is send it to court, and that actually makes it harder for the residents living in these buildings, because they won’t know when they’re going to have to move or not,” Doucette said. “We have worked long and hard with this applicant. We have worked with the tenants who live in these townhouses and yes, some of them have been there 30, 40 years,” she added. “What we’ve tried to do from our end of it is make sure that they get more compensation than the current standard allows.” The current standard, as

laid out under the Residential Tenancies Act, is that each tenant household be given four months notice of eviction, as well as three months worth of rent compensation. The applicant in this case, city staff explained, has agreed to provide “above and beyond” those minimum requirements, providing tenants with six months’ notice of eviction, a moving allowance, assistance for special needs households, and additional financial assistance based on the length of the tenant household’s tenure. For each decade of tenancy, tenants of 51-65 Quebec Ave. and 52-66 High Park Ave. will be granted an additional month’s worth of compensation – one month for those living there for upwards of 10 years, two months for those whose tenancy ranges from 10 to 20 years, three months for 20 to 30 years, and so on.

Typically when rental units such as those on Quebec and High Park avenues are being demolished, the owner is responsible for replacing those units. Such is not the case with this application, city staff explained, because the rental units in question are deemed “high-end rent,” meaning the rents charged are above oneand-a-half times the average market rent in the city for those size units. To help ease the transition for those tenants being evicted, Doucette said she has helped set them up with real estate agents and got the developer of the site to offer them rental units in some of its other properties. “It’s the first time I’ve ever had a development where rental isn’t being replaced, and it was a challenging experience. But I think we’ve put everything in place that we possibly can to help these tenants,” she said.
