and bar patios, announced the Ontario government this month, a move that some food industry spokespeople support. The consensus among a

Armed with nothing but their winter clothing, sleeping bags and ground sheets a group of community members and police officers braved the cold temperatures and slept on the lawn of 11 Division headquarters. The camp-out was part of the Warm4Winter campaign that’s been collecting warm winter gear for men, women and children to be donated to the West Neighbourhood House. LISA RAINFORD lrainford@insidetoronto.com Tennis aficionado Carolynna Gabriel has a vision: she would love to see Toronto District School Board (TDSB) courts, such as those at Western Technical School, refurbished and more frequently used. The courts are in need of some TLC, said Gabriel, the founder of Wilmington Tennis – whose namesake is Wilmington Avenue, a small street located in the heart of North York. Its mission is to make the elite sport accessible to players of all abilities and financial levels. There are more than 600 tennis courts in Toronto that Gabriel says cannot be permitted through the city, which causes a supply shortage. “There are waiting lists for courts,” Gabriel told The Villager. “The city doesn’t offer very many reasonably priced tennis lessons. We thought, ‘what can we do to open up tennis courts to make them accessible?’” Wilmington Tennis runs mini-tennis programs for kids ages six to 12 in groups after school to off-set the short outdoor May to September season. To achieve this mandate, the organization approached the Toronto District School Board ( TDSB) initially in February of 2012 about creating a partnership. Wilmington would teach free lessons to students in exchange for use of the courts outside of school hours. Although feedback was positive, it wasn’t until earlier this fall that the TDSB took action. “As per board direction, the TDSB has an expression of interest to the tennis community to understand if there are opportunities to partner. We are only seeking interest at this point,” spokesperson Ryan Bird said. “The intent is that if there is a viable proposal, we would

then review with all involved to see if there is a benefit to moving forward.” The TDSB is in the “exploratory stages at this point,” said Bird, therefore “no further details are available at this time.” In an effort to strengthen its bid, Wilmington approached local community groups for their support. The idea backfired, Gabriel said. “They thought (the bid) was for the Western Tech tennis courts specifically,” she said. “They didn’t know the details of our proposal.” Residents, said Gabriel, feel that nearby school properties are for their use after school. Some people supported Wilmington’s idea while others didn’t. “They don’t want additional traffic in their neighbourhood,” she said. Wilmington’s proposal would impact not only the Bloor West Village neighbourhood, but areas throughout the city. Gabriel said Wilmington is among 33 organizations that has registered interest with the TDSB. Its proposal includes providing 50 hours of free tennis lessons in exchange for the use of each site as well as raising funds in conjunction with the

school board to fund capital upgrades and Wilmington proposes to absorb all maintenance costs of the courts. Tennis players could book the courts through Wilmington, such as those at Runnymede Collegiate Institute, for example, or simply show up and if not in use, could play for free, Gabriel said. Other, more wealthy groups, might propose winterizing the tennis courts covering them with a dome and adding more lights, seating and a club house. “Overhead costs increase when you winterize tennis courts,” Gabriel said. “It costs $80,000 a year to heat a bubble. Once you introduce winterized tennis, you have to charge expensive court fees.” Tennis is a social enterprise, said the 25-year old graduate of Richard Ivey School of Business at the University of Western Ontario. “It’s a shame when sports become inaccessible,” she said. Gabriel founded Wilmington shortly after graduating in 2011. She used to be a Junior player ranked in Ontario. She was captain of the varsity team at Western.

Citizens can find strength in numbers

e’ve said it before, that if you’re unsatisfied with something or desire change in this city, you need to speak up about it. But better than that, the best way to effect change is to do it with a united front. There’s strength in numbers, but also strength in shared experiences and resources. This week we’ve seen great examples of that in stories we’ve covered. In Etobicoke, Glen Agar residents concerned about the intensification of development in their neighbourhood banded together and formed a new ratepayers’ association. “We must have a say in the decisions that affect our neighbourhood,” reads their mandate. “No politician or city staffer has a more vested interest in how our community is growing and shaping than each and every one of us.” On Monday evening, a group called WSIC (Why Should I Care?) based out of North York held a forum on transit and urban planning. Motivated by the desire to engage and inform, our view the group hosts public meetings like this to spur discussion and citizens why municipal Effect change show affairs matter to them. through shared In Parkdale, the Ossington BIA – the city’s newest BIA – recently experiences became official, in choosing its first board members. The BIA formed after business owners saw a need to manage the transformation of the Ossington strip and mitigate relations with residents and area developers. And in another show of productive collaboration, transit advocacy groups and the airport workers’ union rallied together in order to push for affordable fares on the upcoming Union-Pearson air rail link. In forming the Our Union Pearson Coalition, the group offers a collective point of view, backed by the voices and experience of thousands. Where groups can learn from each other, share best practices and experiences is where issues will be most effectively resolved. Discover who shares that common interest or has an investment in your area and bring everyone to the table to make the most impact. BIAs can assist resident associations. Issue-related advocacy groups may find a wealth of resources in grassroots community groups. Politicians, school board trustees, police liaison committees – there’s no shortage of people to turn to, when you’re looking to strengthen your cause. Mayor-elect Tory must speak firmly to feds about Toronto’s transit needs

uring the election campaign, John Tory repeatedly said that he would “shame” other levels of government into paying for big-ticket items beyond the scope of the property tax base. Specifically, things like housing and transit. Just a few weeks following the election, Mayor-elect Tory seems to be waffling. When asked Monday whether he would turn transit into an election issue in the looming federal election, Tory chuckled. After having finished a municipal election, he joked, “the last thought I have is getting involved in another one.” It’s a disappointing note in what had been a hopeful tune: namely, that Tory, with his Rolodex full of contacts and relationships, might be the city’s most effective advocate when dealing with other levels of government.

david nickle the city Surely the best time to bring that advocacy to a government is as it heads into an election and therefore has the most at stake. That Tory seems unwilling to do so is puzzling. A benign explanation might be that he simply doesn’t wish to be seen following the Toronto Transit Commission’s union leadership, who made the call earlier Monday as it released a report indicating the poverty of our transit system and the need for federal and provincial investment. But the theory advanced by failed candidate Doug Ford – that Tory’s relationships are as much a constraint as they are an advantage – is another explanation. Tory’s candidacy was endorsed by

sitting politicians of both Liberal and Conservative persuasion. Taking a firm stance in the context of an election involving the careers of those politicians, after they’d been so kind ... well, it’s just bad manners. Hopefully Tory’s reticence to bring up awkward truths with old friends, particularly in concert with natural opponents like the Amalgamated Transit Union Local 113, is a temporary thing. Because it is going to take some hard talk, either publicly or privately, to engage the current federal government on municipal issues to any degree. Left to his own devices, Stephen Harper is more likely to fight the coming election on tax policy and the country’s new military adventure against ISIS. Municipal matters are outside of the federal government’s wheelhouse as a rule,

and they’ll stay that way unless municipalities make some noise. That noise need not be confrontational. Former mayor David Miller negotiated significant improvements in financing and governance with both former Premier Dalton McGuinty and former Prime Minister Paul Martin. Miller was polite about it, but by no means silent. Tory needs to find his own voice, speaking firmly about Toronto’s unmet needs, and assigning responsibility for the fulfillment of those needs correctly, with the governments who have the greatest capacity to raise and disperse funds. The Village Players latest show, Strictly Murder, acts as a reminder that regardless if you are living with someone, married to them, or have known them for decades, it’s not a guarantee that you truly know them at all. T h i s p l a y, b y B r i a n Clemens, is a thrilling, entertaining piece of theatre that’s not a whodunit, but rather a “what’s going on here?” This is because it seems all the cards are laid out on the table for the audience to see, but suddenly, you’re presented with an unexpected plot change and are left to wonder how the story will play out. Set in a country cottage in Provence, France in 1939, English ex-pats Suzy (Kearsten Johansson) and Peter (Richard Marten), have been living together for the past five years. While they’re relatively happy, Suzy’s bone of contention is Peter’s unwillingness to get married. Peter, a painter who’s barely scraping by, always has an excuse as to why he won’t marry her, while assuring her that he loves her and it will happen. However, Suzy’s patience is wearing thin and she’s not happy with his lack of commitment. The couple is isolated except for a neighbour, Josef (Steve Ness), who has begun losing his faculties and stumbles in and out of their cottage randomly and without knocking, startling the couple on several occasions. It seems the couple is just going to live that way indefinitely until one day a man named Ross (Rob Candy) shows up at the door and reveals that Peter is definitely hiding and running from something that he doesn’t want Suzy or anyone else to know. Peter kills the man with no hesitation, and unfortunately, Josef stumbles in and sees the body before Peter can bury him. It looks as though Josef’s

time is up as well as Peter drags the old man outside, shovel and knife in hand. This is where the story gets interesting, and because it would give the plot away, I can only tell you that Suzy finds out she is pregnant, and then gets a visit from British police (Candy and Lisa Kovak) who are looking for the man Peter killed. They’re looking for clues, suspect Peter is involved in the disappearance and asks Suzy for her help. Now, Suzy must decide whether to betray the father of her child, flee back to England or trust her gut and help the man she loves. This is an interesting and well-written story, amazingly portrayed by this talented cast. Marten plays Peter with an eerie dual personality, as he’s soft and loving with Suzy yet a cold-hearted diabolical killer when he kills the man who threatened to expose his secrets.

Johansson also portrays Suzy with a fierceness and softness. She is no wallflower and is as tough with Peter as she is with the police who come to enlist her help. Ness as Josef is convincing as the man who seems to know nothing, and also brings in a few comical moments, which this otherwise heavy drama needs. Hats off to Candy for playing his dual roles of Ross and the police constable, and to Kovack for her great portrayal, which throws audiences for a loop. Nothing is as it seems in this show, and that what makes it interesting to watch. You’ll want to see the conclusion and even at the end, you may not be completely sure. Strictly Murder runs until Nov. 29, 8 p.m., at The Village Playhouse, 2190 Bloor St. W. After graduating from Studio 58 in Vancouver, Le Gal went on to join the Birmingham Conservatory of Classical Theatre Training at the Stratford Festival.

During the Nov. 7 event volunteers had a chance to also sit down and talk about the issues facing the city including poverty, homelessness and the lack of affordable housing. About nine people stayed overnight, according to Kuck and one of them was Linda Martin, co-chair of the Community Police Liaisons Committee (CPLC) and the general director of Green Apple Kids Childcare. For her the experience of sleeping outside for one night was only a glimpse of what the homeless go through week after week on the streets of Toronto. “As much as it was cold, I had two jackets, warm boots and good quality winter gear and that’s not normal for people who do this on a day-to-day basis,” Martin said. “(When it’s over) I’m going to go to my warm

house with my loving and supportive family and the homeless don’t have that.” Martin added it was a “pretty amazing experience” but an emotional one as well. “It shakes your security; you take things for granted pretty easily,” she said. Sarah Doucette, councillor for Ward 13 (ParkdaleHigh Park), also joined in on the experience and said sleeping on the hard ground with the constant noise of the city wasn’t ideal for a decent night’s rest. She got about three hours sleep that night. “When someone moves you’re wondering who it is…. I honestly don’t know how people living on the street get sleep, they’re probably always awake.” The councillor hunkered down for the night and slept in two down-filled sleeping bags, but she still couldn’t shake the chill throughout the night. Once the night was over, Doucette, along with Martin and Kuck, went
