Homeowners fed up with bus stop next to station

FALL FETE

No plans to move ‘second chance’ stop from Runnymede Road: TTC LISA RAINFORD lrainford@insidetoronto.com Bill Armstrong never anticipated the problems he would encounter since moving into his house next to Runnymede subway station about a year and a half ago. Yes, he admits the rumbling and the shaking of the trains beneath his house have become more pronounced in recent months, but it’s the bus stop out front that’s causing him more grief than the subway. Armstrong says he is dealing with three particular issues: TTC riders blocking his driveway as they wait

for the bus, strewn garbage across his lawn and the potential danger of people getting hurt as they race to catch the bus. “One of these days, someone’s going to get killed. Someone’s going to be running, hit some black ice and slip under the bus,” he told The Villager. “It’s ridiculous. Runnymede station itself is where people should be lining up.” Armstrong purchased the house a year ago May and renovated before moving in a few months later. He and his family wanted to return to the city after living in Thornhill. >>>LITTER, page 14

Beloved Roncesvalles tree granted heritage status LISA RAINFORD lrainford@insidetoronto.com The majestic silver maple, a fixture on Roncesvalles Avenue for more than a century, has been granted heritage status by the Ontario Heritage Tree Program. A celebration to commemorate its designation will be held Saturday, Oct. 27. “I’m so proud it finally came to

be,” said a jubilant Karyn Klaire Koski, a Roncesvalles Village environmental steward. In the spring, Klaire Koski, a TV producer, submitted a video nomination of the beloved tree, capturing its essence in the less than two-minute short. The video, submitted along with an evaluation by a technical expert, was reviewed by a Trees Ontario committee to >>>CELEBRATION, page 6

MPPs to spend more time in riding Premier McGuinty resigns, shuts down legislature LISA RAINFORD lrainford@insidetoronto.com The premier may have called it quits and shut down the legislature, but local MPPs plan on stepping it up, promising to be even more visible in their ridings during the hiatus at Queen’s Park. Parkdale-High Park MPP Cheri DiNovo says she is going to seize the opportunity to get back into her riding to speak to constituents. She and her staff will be going door-to-

door seeking feedback from community members about not only Dalton McGuinty’s departure, but what they’d like to see happen and what should happen in the legislature and closer to home. “I’ll be knocking, walking and talking,” DiNovo told The Villager the morning after McGuinty’s Monday evening announcement. The provincial politician revealed she wasn’t caught off guard by McGuinty’s announcement. There had been a rumour circulating around

T

he most coveted ticket for kids in the Dufferin and Bloor West-streets area is out of this world. Children – ages six to 18 – can get their boarding passes at the Intergalactic Travel Authority in Bloordale Village before blasting off to a galaxy in which a little orb called the Story Planet can be found. It’s a place where epic adventures, fantasy and fairy tales come to life, coaxed from young people’s imaginations with help from professional authors and illustrators. To us mere mortals, we can only catch a glimpse of this outer world, a.k.a a non-profit kids literacy centre, via the Travel Authority, a storefront cafe on Bloor Street West, just west of Dufferin Street. Beyond the portal, the Story Planet is a colourful, happy environment where children’s books by such acclaimed authors as Robert Munsch and Dr. Seuss are stacked upon various shelves; a selection of illustrators’ characters created in collaboration with the kids have been framed and adorn the walls. Founder Liz Haines had been organizing literacy workshops out of her home office for the past three years until she found the ideal spot to launch her venture. “The need far outweighs what we can do,” Haines told The Villager, about the new venture which opened about two months ago. “We have a wait list for our workshops. Schools are calling us. There’s no question of the need. This is a hugely diverse area, the most multicultural ward in Toronto.” The Story Planet offers one and three-day workshops in conjunction with teachers that focus on literacy and art, but within the school curriculum, Haines explained. For example, a teacher recently approached the centre about facilitating a workshop that would encompass several subjects, including social science, healthy choices and three-dimensional art. The end result? The creation of the most “disgusting,” “unhealthy” character, said Haines, adding that he had cigarette legs.

Right, Kaleigh Wisman who is in charge of social enterprise and retail management at the centre, works behind the counter on a recent afternoon. Each student was then asked to create plasticine characters of what this thing would look like if he was healthy – or what he looked like before he let himself go, recalled Haines. “For us, the excitement is seeing a child who is sparked, who can’t stop writing or drawing. They’re really keen to communicate,” she said. Children like seven-year-old Rosie, who loves to write stories. She is especially thrilled because October is ‘Monster Month’ during which the kids get to create their own creatures out of plasticine and then make up stories about them. Rosie calls hers ‘Silly Billy.’ “It lives in haunted parks,” she said on a recent Wednesday afternoon as she participated in the after-school program. “He’s a very good monster, really funny.” Rosie, who says she’s been writing since she was two, already knows she wants to be an author when she grows up.

Her mother Lucy Brandon said she and her daughter happened upon the Story Planet while out and about in their community. “Just being a part of something in the neighbourhood, that’s very important to her,” said Brandon of Rosie. The authors and illustrators who facilitate workshops in the classroom are compensated, but those who participate in workshops at the centre are the very much in demand volunteers. “Volunteers help us achieve as close to one-on-one time with the kids,” said Haines. “Focused attention is just as important as the activity itself.” Tiendara, 7, and Thusanth, seven-and-a-half, agree the “teachers” are “nice.” “They help us with our homework,” said Tiendara, who says she loves to read and write. Added Thusanth, “They teach us brand new things we’ve never learned before.” The Story Planet is funded

by the Ontario Arts Council, the Toronto Arts Council, CIBC, RBC, TD and the United Way’s Enterprising non-profits fund, but it is working on diversifying its funding. The Intergalactic Travel Authority is key to building on this funding, said Haines. “It provides this great meeting place in the community. The whole idea is that you’re in this airport lounge, you grab your coffee and a souvenir – I always knew I wanted it to be a space lounge. If you’re a child, you can check your flight and travel to the Story Planet. It’s magical, there’s a real joy here.” Haines has always worked with kids, first in dance and theatre, then educational television at TVOntario. “I just love their (inquisitiveness), their creativity and their brutal honesty,” she said. As part of its centennial anniversary celebrations, Humberside United Church presents the final Festival of Hymns accompanied by brass and organ Sunday, Oct. 21. The hymn festival is produced by the church’s music director and organist Mel Hurst, who has been offering these events in the neighbourhood, first at the Kingsway Baptist Church and then at Humbercrest, since 1982. The latest installment of the Festival of Hymns – Hurst’s last as he is retiring from organizing them – features the Salvation Army band. The musical event boasts an extra special guest, Dr. Phyllis D. Airhart, associate professor of the History of Christianity at Emmanuel College, University of Toronto, who specializes in the history of the United Church. The Festival of Hymns will be led by the Vena Brass Ensemble, while the Humbercrest choir will lead the sing-along. The festival takes place Sunday, Oct. 21 at the church, 16 Baby Point Rd., at 2:30 p.m. Admission is a suggested donation of $20 per person or $15 for families.

Transit must remain priority for new leader D

alton McGuinty’s announcement Monday night that he is stepping down as Ontario’s premier and proroguing the provincial legislature has opened a number of interesting scenarios for Toronto’s many Liberal MPPs. Say what you wish about the timing of McGuinty’s move, Toronto residents can expect a number of their provincial representatives to be serious contenders for the Ontario Liberal Party’s leadership. Toronto has been good to the Ontario Liberals, showing them strong support in the last three provincial elections. After majority government wins in 2003 and 2007, the Liberals formed a minority government in 2011 and would not have done so without Toronto’s backing. More than a third of the Liberals’ 53 seats at Queen’s Park belong to Toronto MPPs. We have strong political influour view ence in the party, and that will be reflected once the race to Toronto MPPs replace McGuinty heats up. Part of McGuinty’s legacy is understand transit. He created the provincial transit authority Metrolinx transit needs with the mandate to build and fund transit across the Greater Toronto and Hamilton Area (GTHA). Whoever replaces him must continue to make transit in the GTHA a priority. Any MPP from Toronto will clearly understand the importance of the transit file, and it should be a major plank in the campaigns of those running for the party’s leadership. Ontario Progressive Conservative Party leader Tim Hudak was at Toronto City Hall Tuesday morning to talk transit at a meeting scheduled before McGuinty made his announcement. He will be making transit and traffic gridlock a key issue when we do get a provincial election call, presumably sometime after the Liberals pick their new leader. Flanked by a number of city councillors including Mayor Rob Ford’s brother Doug, Hudak looks as if he’ll have no problem working with the Ford administration at city hall. McGuinty was also able to work with Ford. In a statement on McGuinty’s decision, Ford said, “While we had different political views on some issues, Mr. McGuinty and I always had a very good working relationship as mayor and premier.” Maintaining that good working relationship with Toronto’s mayor will be crucial for whoever is chosen as the Ontario Liberal Party’s next leader. Toronto must fund its own transit

I

t’s been a long time since anyone has illustrated the argument for madein-Toronto transit funding solutions as well as our soon-to-be-former Premier Dalton McGuinty did Monday night. McGuinty’s surprise resignation was not only as leader of the Liberals and premier of the province — but as the remaining steward of Toronto’s current light rail transit expansion plan. That $8.5 billion plan, for light rail on Eglinton, Finch and Sheppard avenues, is the reliable base-line for hope, for those who wanted to see faster transit to suburban communities. We’ve dreamed of other plans, of course. Mayor Rob Ford briefly created a convincing enough scenario in which the private sector might build subways to Scarborough. TTC Chair Karen Stintz created an even shorter-lived scenario in which Toronto might have as many new transit routes as burst capillaries on an old drunk’s nose. And now, the morning after McGuinty’s exit announcement, there are indications that even the $8.5 billion light rail plan

THE CITY

david nickle

isn’t that reliable. Tim Hudak, the leader of the Ontario Progressive Conservative Party, stopped by Toronto City Hall to affirm his preference for a Mayor Ford-style subway expansion. Although the days are early, it’s fair to say that Hudak’s chances of being the next premier of Ontario are excellent, as are the chances that Ontarians will be given the opportunity to weigh those chances in an election within the next six months. What happens to the $8.5 billion in light rail funding if that happens? Well, it’s up to Hudak. Work’s already started on the Eglinton-Scarborough Crosstown line, and unless the Progressive Conservatives want to develop a reputation as the kind of government that fills in holes on Eglinton (as the Mike Harris government did there in 1995) there will

probably be some form of light rail transit there. But if the decision gets made to bury the rest of the line, that will take care of most of the $8.5 billion right there. And Finch and Sheppard will be unfunded. When will subway funding come? “When I am the next premier, we will use whatever dollars are available to build underground,” he told reporters. Uh huh. Toronto’s decision earlier this year to look into funding transit expansion on its own starts to look pretty good, given all that — because really, with a provincial government deep in deficit, whatever money’s available won’t pay for much light rail, let alone subways. It’s pretty clear, as we move into our suddenly very muddy future the only reliable way to get around this town by bus, subway or light rail, is to belly up to the table and put our own money down. n D a v i d Ni c k l e i s T h e Villager’s City Hall columnist. To the editor: Re: ‘Reader talks privatization and meat,’ Letters, Oct. 11 W.D. Adamson is eager to privatize the TTC yet he seems to forget where it came from. It is fairly common knowledge that when they built the TTC tram and subway lines, it was an investment of millions of dollars of public money. Then when they built the Skydome, it was with more public money. Then Hwy. 407, with more public money invested. Ontarians were told the road would eventually be toll free after it was paid for. Then when they needed money to pay the taxes or maintain and improve them, nobody wanted to pay. The privateers figured ‘hey, let’s just wait a bit and we’ll get something for nothing when the government sells them’. The Conservatives under Mike Harris eagerly sold the 407 to get the province out of debt, leaving Ontarians with the knowledge that the highway they had built was no longer theirs and had become a new toll highway that they had paid for, only now it was owned by a foreign company who would be charging Ontarians to use it. The TTC has been on life support since the Harris Tories reneged on the province’s portion of subsidies forcing greater strain on the city. Given its tenuous situation, we’ll see what kind of bargain price the city and province can come up with should they decide to give away another pillar of the common good to balance their books in the short term. And that’s if there is any debate. Privatization should be front and centre, but not because it’s the solution. Thanks to privatization, billions of dollars in public money have been funneled to private interests and the more we push for it, the more our hard earned money will end up in their pockets. Is that what you want? Eugene Spanier

Councillor Ana Bailão charged with impaired driving DAVID NICKLE dnickle@insidetoronto.com City Councillor Ana Bailão has confirmed she was charged with impaired driving and driving over the legal limit of 80 mg of blood alcohol early Tuesday morning.

Bailão, 36, was stopped by police at Bathurst and Harbord streets at 1:47 a.m. after officers observed unusual driving, according to Toronto Police spokesperson Const. Wendy Drummond. She was stopped and charged. Bailão was at city hall Tuesday

morning, but after news broke of the charges her staff told reporters she was off-site at a lunch appointment. Initially, a staff member promised she would speak with the media, but she apparently changed her mind and released a brief written statement. “I can confirm that on Oct. 16, I

was charged with impaired driving. This situation is regrettable. I have been advised by my legal counsel that because this matter is before the courts that I have no further comment,” she said in the statement. Bailão will appear in court Dec. 3, at the Old City Hall courthouse.

Celebration of designation set for Oct. 27 >>>from page 1 determine the silver maple’s historical and cultural significance. The first-ever video nomination impressed members of the program, said spokesperson Azadeh Chobak, but they were moved more so by the attributes of the tree itself. “It is believed to be one of the oldest commercial trees in Toronto,” Chobak told The Villager. “The age of the tree itself – the fact that it is 125 years old – it’s rare for this species. It has stood the test of time.” It has witnessed the evolution of the neighbourhood, added Chobak, who said the committee was taken by residents’ passion for the tree. “We get a lot of calls regarding this silver maple,” she admitted. Situated on the east side of Roncesvalles Avenue, just south of St. Vincent de Paul Roman Catholic Church, the silver maple stands 11 metres high – approximately the height of a four-storey building. Its circumference is 320 centimetres. During the recent renovation and construction on Roncesvalles Avenue, the City of Toronto and the community joined forces to safeguard the tree. As part of the sidewalk reconstruction, flexible sidewalk tile was installed instead of conventional pavers to protect the roots and ensure better circulation of air and water. As the video points out, it has witnessed “decades of growth, decline, celebrations, seasons and sorrows,” such as the funeral of Pope John Paul the Second. It has also been at the centre of the largest Polish festival in North America, hosted by the Roncesvalles community. Its nomination and heritage status will serve as a legacy, said Klaire Koski. The tree’s designation would help Roncesvalles Village achieve a reputation for being an eco-aware community that celebrates environmental stewardship, she said. The celebrating begins later this month with a plaque presentation and speeches from local dignitaries. Klaire Koski would like to invite the high school students in the Toronto District School Board Grade 11 Internship Program who helped create the video to the Oct. 27 event, which takes place at the tree, 263 Roncesvalles Ave. at 10 to 10:30 a.m. Representatives from the Ontario Urban Forest Council, Trees Ontario and LEAF will attend. There will be Halloween candy for the kids. The silver maple will be outfitted with a tracking number so that anyone who would like to learn about the tree can visit the Trees Ontario website for further details, said Chobak. Two tall condos coming Lithuania Park development to former Swansea Plaza denied by councillors, again TAMARA SHEPHARD tshephard@insidetoronto.com Despite some residents’ concerns, two towering condos will be built on the now-vacant former Swansea Plaza property. Etobicoke York Community Council last week approved the development application for a 26- and 29-storey condo at 34-50 Southport St., which will include 558 condo units, as well as 16 three-storey livework condo-townhouses and 2,203 square metres of graderelated retail space. “The previous owners operated a local shopping plaza used by many area residents and people in Swansea,” area Councillor Sarah Doucette said in putting forward a motion to support city planning staff’s approval recommendation with an amendment stating the minimum non-residential gross floor area used for retail stores be 1,250 square metres. “( When the plaza shut down), residents were forced to find new places to shop. Often that meant taking a taxi or driving to the nearest grocery store. We heard you want retail; a place to buy a pint of milk, a nice coffee shop.” South Kingsway Neighbourhood Committee formed in the face of the proposed development, eager for the development to provide sufficient retail space to accommodate amenities like

a grocery store coupled with concerns over worsened traffic congestion in the Swansea neighbourhood. Some residents at the Oct. 10 meeting carried signs that read: “35-50 Southport Development One Less Tower Tons Less Traffic.” “Our community is promoting authentic retail — a grocer with fresh vegs and meat products — which has been compromised because you’re putting a minimum and maximum (retail square footage) on our situation,” said South Kingsway Neighbourhood Committee chair Veronica Wynne. E a r l i e r, Wy n n e h a d requested a working group, on which she and 12 resident chairs of neighbouring condo boards sat with Doucette. “We do not want you to sell out our neighbourhood for $1.4 million,” Steve Richardson, president of the York Condo Corporation at neighbouring 60 Southport St. told councillors of the monies being allocated by the developer to the city for community benefits. Of the $14 million in community benefits the project will fund: $25,000 for capital improvements to Toronto Community Housing Corporation Swansea Mews; $160,000 for capital improvements to Swansea Town Hall; $300,000 for capital improvements to Runnymede Library; $20,000 for Humber River

lighting hydro connections, as well as $895,000 to be distributed in consultation with Doucette. Christopher Harris has lived in a six-storey condo in the area for 23 years just south of the proposed development. “I’m concerned about the loss of sunlight and ambient light, obstructed views,” he told councillors. “We deserve some protection as a lowdensity neighbourhood.” Etobicoke Centre Ward 3 Councillor Doug Holyday asked city planner Mark Hargot how the project could be agreeable to city staff, when a 2003 Ontario Municipal Board (OMB) decision on the property permitted only up to 18 storeys be built onsite. “The property was sold. This new owner has a different view. The new policy guidelines of 2005 allow for intensification and Tall Building Guidelines,” city planner Mark Hargot said. Hargot added the Next Two condo approved in the neighbourhood will be 35 storeys, 10 of which were granted by the Committee of Adjustment. The developer’s lawyer, Adam Brown, expressed surprise at the resident opposition at the meeting: “We think we have demonstrated good development over the last two years of consultation. We thought we had a cordial resolution at the end of the community consultation process.”

TAMARA SHEPHARD tshephard@insidetoronto.com West-end councillors narrowly refused a controversial application for the third time last week to redevelop the Lithuania Ravine Lands. Etobicoke York Community Council voted 6-5 at its meeting last Wednesday to refuse Sedona Development Group (High Park) Inc.’s bid to demolish 15 rental townhouses at 200 Keele St. and to seek a lot severances of the rear portions of 195 and 203 Oakmount Rd. to build a two-block, 68-unit apartment building. It is the developer’s third iteration of its plans. Sedona Group appealed to the Ontario Municipal Board (OMB) in October 2009. City planner Matthew Premru told councillors city staff consistently opposed each of the three plans. In 2009, city planners opposed a plan to demolish 15, three-storey rental townhouses and replace

them with 24 new condotown units. Planners recommended against a two-block, 76-unit apartment building in 2011. This summer, planners again argued against a further revised plan to build a 68-unit building. City planners called the plan unsupportable in a report and indicated it fails to conform with a number of Official Plan policy areas, does not meet the intent of the ravine bylaw, is inconsistent with certain policies of the Provincial Policy Statement, and conflicts with the growth plan for the Greater Golden Horseshoe. “The issues are the same,” Premru said. “This is a stable, low-density neighbourhood. This is simply not a redevelopment site, much less an intensification site. It would be giving up parkland for development purposes. We were honest and direct in our opinion, yet they went ahead with their applications.” Sedona lawyer Gerald

Swinkin asked councillors to defer the item to “modify the proposal and further deal with the city,” but councillors voted against it. “We believe it is compatible with the neighbourhood. We ask you to reject staff recommendations and ask staff to work with us to settle this at the OMB,” Swinkin said. Nine residents spoke against the proposed development and argued it was “simply too massive” for the site, is out of character for the neighbourhood and would remove more than 100 trees from Lithuania Ravine. Lithuania Residents and Ratepayers Association formed to fight the plans. “It’s a bad idea. It’s not a suitable site for a development that size. Building a building in the ravine is a bad idea,” resident Nancy Duez said. Area Councillor Sarah Doucette moved city planning staff’s recommendations against the proposal.

Air-rail link debate put on hold >>>from page 1 on local concerns, such as clean trains on the Georgetown South rail corridor and Air Rail Link (ARL) to Pearson Airport. “The clean train issue is huge,” DiNovo said. “We’ll have more time to get signatures on petitions.” DiNovo’s NDP colleague Davenport MPP Jonah Schein, has also been working diligently for electric trains. Today would have seen the second reading of his

private member’s bill calling for the electrification of the Georgetown corridor and ARL. “Now, we can’t debate this. I think that’s really disappointing. It’s part of a pattern I’ve seen here. The government has not been accountable or transparent,” said Schein, citing the ORNGE air ambulance controversy and the cancellation of gas-fired power plants in Oakville and Mississauga as examples. Like DiNovo, Schein will

take the suspended legislature as an opportunity to spend more time in his riding. “Ultimately, people elected us to be here and in our communities, it’s frustrating,” he admitted. Schein will be touching base with young people in schools and will be meeting with seniors and new Canadians. “Our community office does not stop working when our legislature does,” he said. “We continue to serve our immediate neighbourhood.”

It’s All About Your Comfort.

>>>from page 1 Before moving in, he said he spoke to the TTC about the bus stop. “ T h e y a s s u re d u s i t wouldn’t be a problem,” Armstrong claimed. “We knew full well we bought a house near the subway. We knew the stop was there. It’s over the past year and a half that it’s been a real point of contention.” Indeed, the bus stop, just north of the station on the east side of Runnymede Road, has been there for a long time, according to TTC spokesperson Danny Nicholson. “It’s there for people who may have missed the bus at the station,” said Nicholson, who confirmed the transit authority has no plans to remove it. “Our TTC strategy and service planning department did look into the issue. The bus stop will remain as is.” The stop is referred to as a ‘second chance’ to catch the 71, 71B and 79 buses. It has been situated in its current spot since 1995. ParkdaleHigh Park Councillor Sarah Doucette tried to appease the

situation asking the TTC to consider a different option, such as only providing the stop during off-peak hours. However, this would prove too confusing to riders, said Doucette. “I sympathize with this gentleman completely,” she said. “Some human nature is completely unacceptable.” Armstrong and his family are simply seeking some kind of relief from the unrelenting “stress” this stop is causing. “How would you feel if you

had to pick half a bag of garbage off your lawn,” he said. Armstrong is not alone in his frustration. His neighbour, Paul Petryshyn, shared similar problems. “People loiter. They’ll go into our backyard to relieve themselves,” he said. “They’ve ruined the grass. We’ve had to replace it with cement.” Petryshyn doesn’t understand why the stop has to be there. As far as he’s concerned, transit users can catch the bus at the station.

in your neighbourhood

Find more quality time in your day Statistics Canada reports that 3.7 million working Canadians describe their stress level as high on most days. Two of the top drivers of stress are work and lack of time. With the time it takes to keep the house on track, buy groceries, run errands, make meals, and take care of the kids, it is no surprise that some of the most highly stressed tend to be working families with children. Put simply, families are struggling to find quality time together.

West end Toronto families now have a new valuable service available to help them find better balance. Bloor West Sanity Savers is a family concierge service that helps neighbourhood families have more quality time together. Families literally leave their “worry list” and Sanity Savers’ bonded and insured, experienced and professionallytrained team will “take care of it”. Outsource what you don’t want to do and have more time to do what you enjoy and appreciate!
