A west-end residents’ group is hoping the province will step in to halt a series of controversial train noise walls planned by Metrolinx. Kevin Putnam and fellow representatives from the Junction Triangle Rail Committee are scheduled to meet with Ontario Transportation Minister Glen Murray Oct. 31 at Queen’s Park to relay the group’s objections to 16-feet high concrete and transparent acrylic barriers Metrolinx wants to begin constructing along the GO Georgetown South rail corridor starting next year. The group has long opposed the noise walls which it considers an eyesore intended to hide diesel train traffic from view and make future electrification of the Georgetown corridor less likely. “We want to make it clear to the minster what it is we’re willing to talk about. The man has given us 30 minutes and we’re intending to come to the meeting with our agenda wellknown up front,” said Putnam this week. This is the second time the >>>OPPOSITION, page 17

“That’s how I started on this path. I approach it from an aesthetic point of view,” she said. In 2007, Bigham opened her retail store, ‘Open Door Designs’ on Dupont Street, which features her own designs alongside other Canadian puppet builders and vintage collection. To r o n t o ’s P u p p e t Performance Series will be performed at the Metropolis Factor y, 50 Edwin Ave. Shows are held Sundays and Mondays from October to June next year.

Back by popular demand, the second season of Puppet Allsorts presented by the Toronto Puppetry Collective launches with a special production Sunday, Oct. 27 at 2 p.m. in the Junction Triangle. The event features the puppetry group Rock the Arts from Ottawa performing ‘Pirate Treasure,’ with an added bonus of a workshop about puppet manipulation after the show. There will be door prizes, a theatre with puppets to play in and more. Puppet Allsorts, a puppetry performance series, which includes six all-ages shows as well as three adult-only shows, is the only series of its kind in the Greater Toronto Area. “People kept asking, ‘Where can we see puppetry?’” said Joanne Bigham, Puppet Allsorts artistic director and founding member. “We formed last year in order to produce the series.” Last year, the series was comprised of seven performances – five of which were all-ages and two adult-only. All were sold out, Bigham said. “We’re always surprised when this happens, but people are really hungry for puppetry,” said Bigham, who attributes this to their interest in live performance in a small set-

ting. When people think of puppetry, they tend to think of Jim Henson, creator of the Muppets, however, there is so much more to the medium, Bigham said. “You can project anything onto a puppet, any emotion,” Bigham said. Bigham, a visual artist, got her start working with puppets working for Canadian children’s musical trio Sharon Lois and Bram behind the scenes building props and designing. She then designed a puppet theatre for a friend who was performing at libraries, schools and people’s houses and needed something portable.

eadership is an important skill to acquire in life. However, many people, in particular youngsters in at-risk neighbourhoods do not have as many opportunities to gain those important skills. Thankfully the charitable organization Kids Now has taken up the challenge, offering an afterschool program where youth in grades 7 and 8 can empower themselves and gain confidence. Youth volunteer for the 12-week program and are paired with mentors who help drive home the importance of self-esteem, setting goals, communication, conflict resolution, and stress management. All skills are rooted in making the right choices our view in life, staying in school, and taking part in extraAfter-school curricular activities and in the cominitiative benefits volunteering munity. The last point, though entire community no more special than the others, is one that speaks to how a strong community is created - by everyone being an active part of that community, which helps make that community a better place to live, work, and enjoy life. Kids Now mentors come from all walks of life including corporate employees, university students, and even former Kids Now participants Kids Now is a chance for corporations, companies, Torontonians, and even politicians to become mentors to youth. This is something that would not only help the lives of youth, but create a community, a city where people believe in themselves, which leads to believing in their city and the neighbourhoods they call home. The Kids Now program flourished in several schools in Toronto, in particular St. Luigi Catholic School where students raised funds for Meagan’s Walk, as well as to support a village in Kenya and ran a food and clothing drive to help the less fortunate. It is obvious that giving youth the right skills – leadership being just one – they will take up a challenge and become better citizens. It is now time for mentors of various stripes to help mould even more youth to become all they can be.

Committee decision could vault bike lanes into an election issue J

ust in time for the 2014 municipal election, it looks like Toronto council is going to be talking big bike lanes again. This week, Toronto’s Public Works and Infrastructure Committee voted to restart the environmental assessment of bike lanes along Bloor Street – a route that is both a practical goal and symbolic grail for Toronto cycling advocates. It should also send a shiver up the spine of any regular downtown bicycle commuter. Just about four years ago, cycling advocates convinced the council at the time to put bike lanes on Jarvis Street, and nearly got a separated bike lane pilot project on University Avenue too. The Jarvis bike lane was good for cyclists, but better for politicians willing to stir up anger over what they characterized

david nickle the city

as those cyclists’ sinister and overweening ambitions. There wasn’t much consensus in the 2010 mayoralty race, but nearly everyone agreed that there was a war on, that war was against “the car,” and Jarvis Street was its battleground. And so it was that the new council voted to pull the lanes out and widen the road again, against the wishes of the local councillor and community. As an afterthought a year later, council ordered the city to stop studying that other big bike lane project along Bloor Street. And now, it is on the verge of starting up again, and from a transportation planning point of view,

it makes a great deal of sense. The city is studying a bikeway along Dupont just to the north of Bloor. What happens there affects what happens on Bloor and vice versa. And it’s not for nothing that Bloor is such a grail for bike nuts. All the public transit along Bloor is below ground, which means cyclists need contend neither with buses nor streetcar tracks, and it crosses many pedestrianand bike-friendly communities already. It sounds perfect. But going into an election next year, it’s just as perfect an example for nay-saying politicians to hold up as the latest example of a permanent war against automobiles and their drivers. It’s hard to see how pushing along with even an environmental assessment now will result in anything

but a push-back from what has previously shown itself to be a powerful anti-bike sentiment in a large part of the electorate. This is not to say that bike commuters should despair and the city should shelve what is a good plan. A Bloor Street bike lane’s a good idea — just as it would be to extend the bike lanes back east along the Danforth. It would make the city safer, greener, and maybe even a bit more physically fit on average as commuters from Etobicoke to Scarborough and in between saw a better option in biking. But wouldn’t it be nice if it didn’t also fuel the kind of divisive and disingenuous politicking that burned so bright in 2010?

Library still Boy with cerebral palsy, autism pushed by veteran runner at marathon holds appeal 30 years later TAMARA SHEPHARD tshephard@insidetoronto.com

To the editor: Re: ‘Library marks centruy milestone,’ News, Oct. 17 In 1973, my older brother took me to the Bloor/Gladstone library for the first time when I handed in my parent-signed yellow library card application and received my first card. On that day I remember the children’s librarian (Miss Whiteside) told us a story based on the book, My Cat Likes to Hide in Boxes. I was so entranced with the book, I asked if I could be allowed to take it home, even though I had already selected the two books that were allowed, for a first visit. Miss Whiteside said I could take home a third book. I was so excited. Little did I know that I would start to work at the public library in 1980 and 33 years, I’m still here. Edward Karek

Nine-year-old Thomas Bourke triumphed at Sunday’s Scotiabank Toronto Waterfront Marathon. The former Bloor West area boy ran the half-marathon – 21 kilometres – in just 1:46, an athletic feat for the boy diagnosed with cerebral palsy and Autism Spectrum Disorder. The run was a gift from veteran runner Michael Rumi, who made the time amid more than 10,000 runners and despite the added load of pushing Thomas in his 60-pound chair. “It was so electric,” Thomas’ mom, Linda Canning, said of the family’s first marathon. “There are thousands of people, and high, high energy. Thomas is autistic so the high stimulation was a little bit challenging for him. But he was fine. He was in good spirits. He knew he was going to a race. He knew he was going to be running fast.” Through the marathon, Team Thomas successfully raised aware-

ness and $8,550 in donations towards Thomas’ continued enrolment in the Academy of Conductive Education. The Ontario March of Dimes’ twice-weekly integrative rehabilitation program teaches functional movement while working on cognitive and speech goals. Thomas has participated in Conductive Education since age two. The highly structured, oneon-one learning environment costs $12,000 a year. He requires assistance to sit, transfer and walk and has difficulty speaking, feeding, dressing and holding a writing instrument. Canning said specialized interventions like Conductive Education are essential to reduce limitations that inhibit independence and quality of life, and are most successful when administered consistently and at an early age. Canning and countless March of Dimes’ staff met Thomas and Rumi 100 metres before the finish line. “It was a really emotional day,” she recalled. “You go from getting goose

bumps to holding back your tears. Already, you’re walking into something that is awe-inspiring. People are competitive, energetic. Everybody is pushing their limits trying to get the best time. “You know Thomas can’t do that. For somebody like Michael to go out of his way not only to raise awareness and funds, but to bring that experience to him to the best of Thomas’ ability, it’s incredible.” Canning said she remains awestruck by people’s generosity. The average gift donated to Team Thomas is $100 a person. “People are inspired by him. He works so hard to learn and develop. It must have struck a chord with people.” Canning said she remains hopeful she can reach $12,000 in fundraising with people continuing to support Thomas in coming weeks via his website www.hopeforthomas.com Donations to Thomas’ Conductive Education may also be made by mail at Hope for Thomas Fund, 176 Martin Grove Rd. marathon morning Road Sweeping Operation Toronto & East York District Transportation Services is getting ready to perform sweeping operations on the streets of Toronto & East York this fall. The purpose of the sweeping is to collect leaves that fall, naturally, onto the street. All streets will be swept on two occasions. The operation will continue until November 29, 2013.The map shows the area where the sweeping operation will take place. Please do not rake leaves onto the roadway or sidewalks from your property. City by-law officers will be enforcing the City of Toronto by-law that relates to the use of streets and sidewalks. Raking leaves onto the roadway is a by-law offence and could result in charges being laid. It is an offence to store, place or dispose of material, including fallen leaves in such a way that it may enter onto a street by any means, including wind or water. In addition, raking, blowing, placing or dumping leaves onto City property (sidewalk, roadway, catch basins, etc.,) can create dangerous conditions, cause flooding on the roadways or on property or cause accidents. Here’s how to put leaves out for collection: Use reusable containers (any rigid open-top container such as a garbage can, bushel basket, green plastic yard waste bin– no lids) or kraft paper yard waste bags. Put leaves at the curb by 7:00 a.m. on your scheduled yard waste collection day. Check your collection calendar for your yard waste collection schedule and more helpful hints. Sorry, no plastic bags: The City does not collect leaves and yard waste in clear plastic bags or Halloween-themed plastic bags. (If you use these decorative bags, please empty the contents into one of the approved containers listed above before placing out for collection. Ways to reduce the amount of leaves you put at the curb for collection: Feed leaves to your backyard composter now, plus stockpile leaves to add as dry material during the winter. Here’s what the City collects as yard waste: Leaves, plant/tree trimmings, weeds and brush. Branches measuring less than three inches or 7.5 cm in diameter should be tied in bundles no longer than 4 feet or 1.2 min length and 2 feet or 0.6 m in diameter. Pumpkins and waste fruit from trees in your yard are also accepted. Sorry, we can’t accept: Soil, sod, grass clippings, logs or tree stumps. For more information on yard waste, please call 311 or visit us at www.toronto.ca/compost/yardwaste.htm If you have any questions about the service, call 311

Storage, short-term leases needed for displaced families >>>from page 1 now sharing with their new addition, born earlier this month at St. Joseph’s Health Centre. “I rented this place for six months, what I thought was enough time to get things done. Turns out, I’ve got to find something cheaper by Dec. 15. We’re under a lot of pressure. We need storage too,” he said and is now

hoping to find a new landlord that can offer short-term leases for those who have been displaced. The family is one of 10 condo owners plus three businesses who were uprooted by a three-alarm fire that engulfed the building’s roof on that May afternoon. When firefighters arrived at 2:15 p.m., they discovered heavy black smoke and flames

The cause has yet to be determined. Initially, the damage was estimated at $500,000. “The building’s off-limits until next year,” Routh said. “It’s very frustrating. cleaners, carpenters, artists and support workers, who share similar challenges, including no access to a workplace pension, no benefits or job security. “Some are urban workers by choice, others are by circumstance,” Cash said. “Fifty-per cent of all workers in Canada cannot access a full-time, stable job. Today, we begin to change that.” Cash’s Urban Worker bill proposes improved access to employment insurance, study options like income averaging for workers with fluctuating incomes, increased access to a livable pension while preventing the “mis-use and abuse” of unpaid internship programs. Raven Shields is a musician and freelance graphic artist who also works at a coffee shop; Samantha Ludovico is an entrepreneur who operates her own cleaning business; Patrick Manful is a cab driver. All three Davenport-area residents share one thing in common: their jobs and careers do not provide them a pension, security or benefits. Shields would like to start a family one day, which could prove challenging since she doesn’t get maternity leave; Ludovico loves the flexibility her career provides her to care for her two young sons, yet she has to be careful during lean economic periods; while Manful, who has raised a family on his wages, is carefully saving for retirement. Davenport MP Andrew Cash is working to bring stability and financial security

to the lives of his constituents Shields, Ludovico and Manful and those like them in Canada with a National Urban Worker Strategy he was set to introduce in the House of Commons this past Monday. In advance of its tabling, Cash introduced the strategy while unveiling two new videos describing the issues urban workers face at the community learning centre, The Academy of the Impossible, Monday morning. “It used to be you could get a job out of school, work for the same company for 20 to 30 years making enough money to raise a family and then retire with a pension,” Cash told his audience at the academy on Wallace Avenue, in the Bloor Street West and Lansdowne Avenue area. “Today, all that has changed. We need new laws and policies that reflect the reality of work in the 21st century.” Urban workers are graphic designers, taxi drivers, office

In the Neighbourhood BLOOR WEST VILLAGE Bloor West Village is a popular shopper and foodie destination located along Bloor Street between Jane Street and Runnymede Road, just west of High Park. It enjoys a high profile in the Toronto real estate market and is a most desirable place to live, thanks to its high walk score and many amenities. The area is known for its over 400 fine retailers, firstclass restaurants, cafes and coffee shops. Local residents have all they need right in their own neighbourhood: rec centre, library, bakeries, deli’s, vegetable markets, and other personal and professional service providers. The Bloor West Village BIA is well known for maintaining the European-style village’s beauty and reputation. There are several neighbourhood parks plus spec-

tacular High Park, Toronto’s largest at 400 acres. Close by, it features Grenadier Pond, hiking trails, dog park, zoo, children’s playground, tennis courts, playing fields, and picnic areas. Its beautiful vegetation varies from wild forest to Japanese cherry trees. Development of Bloor West Village really took off in 1909 when it amalgamated with the city of Toronto. Original residents were mostly Eastern European immigrants, and today a diverse population includes many who speak Ukrainian, Polish, or Russian. Residents tend to be well educated with high incomes. Most households have 4-5 people who are focussed on living the good life, entertaining friends, and staying healthy. Homes are fairly consistent in size and style, most having been built in the early

Large front porches shaded by majestic oak and maple trees are common. There are numerous familyoriented events and festivals throughout the year, including the renowned Ukrainian Festival each September. Excellent local schools include public, Catholic and private. At the secondary level are Humberside and Runnymede Collegiate Institutes. Easily walkable are the Jane and Runnymede subway stops, plus drivers can get to the Gardiner Expressway and Lake Shore Boulevard within minutes. This vibrant neighbourhood draws visitors from all over the GTA, and many families looking to settle here.

Building the Stonegate community St. Olave’s hosts a discussion on November 1 about the state of Stonegate and how you can help the community For years, the Stonegate community, nestled in east Etobicoke, has dealt quietly with social deprivation. “The broader community may not be aware of Stonegate and the poverty that is there,” says William Cowling, a former resident of Swansea and longtime member of its Ratepayers’ Association. After watching the Swansea Plaza be torn down to make room for a condo development, he would like to see the Stonegate community protect the Stonegate Plaza from experiencing a similar fate. ”Toronto has recently proposed to tear down the plaza

with a potential redevelopment,” says Cowling. “This could mean the exodus of affordable shopping options, from groceries at ValuMart to clothing at the Stongate Ministry’s Outreach Store and social services through the Community Health Centre.” Members of the Stonegate Ministry fear that making room for a new structure with mostly new retail stores will threaten the current shops and services detrimental to the community. “People are not very mobile. The Stonegate Ministry knows that there are a lot of single mothers and immigrant households and the plaza is a walkable hub in an economically distressed community where not many have access to cars.” “The Swansea community may not be aware that there are 75 low-rise apartments just across the river from them in Stonegate, or that 25 per cent of households are led by single

parents, or that 56 per cent are immigrants,” he says.“It would be catastrophic if the new development didn’t have the commercial aspect, including a grocery store, or if the health centre and clothing store were forced out.” On Friday, November 1, Linda Dixon, the new Executive Director of the Stonegate Ministry, an ecumenical agency for all faiths, will speak at St. Olave’s. “She will provide a timely look at the background: poverty, inadequate housing, literacy challenges and the lack of food security—together with the latest breaking news in Stonegate’s evolving story and some answers to the question, what can be done to help?”says Cowling. Come to St. Olave’s at 360 Windemere Ave. for an All Saints Evensong at 6 p.m., followed by a light supper at 6.30 p.m. and Linda’s talk from 7:00 p.m. to 8:00 p.m. You can count on some very lively discussions!

This weekend’s road closures

I

s it just my imagination or is there more work going on during the weekends on Toronto roads than ever before? Construction, resurfacing, maintenance, paving, grinding (whatever that is), concrete de-scaling (whatever THAT is), watermain replacement, railing replacement, bridge repairs, building new TTC tracks, repairing old TTC tracks. It’s endless. Throw in marathons, walkathons, assorted otherathons, festivals and events and it can be quite challenging to navigate your way around. So what’s a person to do? The only thing one can do under these trying circumstances: grin and bear it. And to help alleviate the frustration of the inevitable detours awaiting you, I suggest you make a travel plan well in advance. The best way to find out what thoroughfares are out of service is online. For those without Internet? Not to worry. Here are this weekend’s key road closures in and around town.

jamie wayne BUT SERIOUSLY 1. That northbound highway entrance ramp you’re expecting to take to get out of the city and away from all the aggravating congestion. 2. The southbound highway exit ramp you’re planning on using to get to your favourite mall. 3. The eastbound lanes on the expressway. That’s if you’re heading east, of course. 4. If you’re heading west, it’s the westbound lanes on the expressway that are closed, needless to say. 5. From the intersection of Hey, I Thought That Was Supposed To Be Finished In April and Hey, I That Thought Was Supposed To Be Finished In May to the intersection of Hey, I Thought That Was Supposed To Be Finished In June and Hey, I Thought That Was Supposed To Be Finished In July. 6. That back road you were counting on to get to your job interview on time.

7. That one-way street you were counting on to get to your doctor’s appointment on time. 8. That short cut you were counting on to get to the time-management seminar on time. 9. That bridge you’ve been taking every weekend for as long as you can remember. 10. That overpass. 11. That underpass. 12. That in-between pass. 13. That street you need to take so you can get grandpa to his local pub where he can watch his beloved Arsenal on the tube. 14. The street you need to take to get your niece to her hockey game. 15. That street, too. 16. That one, too. 17. Definitely, THAT one. 18. Etc. And so on. Alas, also both closed for the next little while, I’m afraid. As if you hadn’t guessed. New way to find your way on TTC? Colour-coded bus stop markings and a streamlined network map introduced in the last year could be removed in as little as two months. TTC spokesperson Brad Ross said no decision has been made whether to preserve the designs currently seen along the 94 Wellesley bus route since being placed there on a pilot basis in February. Ross suggested some elements of the designs could be incorporated into a proposed system-wide wayfinding strategy, which was to be unveiled to the public at the TTC’s monthly board meeting on Wednesday. truths about transit report wHard

An advisory panel tasked by Premier Kathleen Wynne to look at a list of transit revenue tools proposed by Metrolinx released its first of three planned reports this week. O n M o n d a y, t h e 13-member panel published Hard Truths about Transit,

A public education campaign will launch across the TTC next year to encourage riders to offer up their seats to expectant mothers. The TTC will place advisory decals aboard all vehicles in support of the measure, which Ross said comes as a result of provincial accessibility requirements and not – as has been reported by some media outlets – a strategy to improve rider etiquette. Also planned is the future installation of blue seat inserts on all TTC vehicles designating priority seating. Rahul Gupta is The Villager’s transit reporter. His column appears every Thursday. Being a financial advisor shouldn’t mean all work and no play… find your work/life balance!

>>>from page 1 group has met with the province in regards to the noise walls. But last autumn’s meeting with then transportation minister Bob Chiarelli did not lead to a cancellation of the $20 million project, and Metrolinx is getting ready to issue a public tender for wall construction by the end of the year. The provincial transit planning agency says the barriers need to be in place by 2015, when the Union Pearson (UP) Express air rail link begins operation and creates a significant increase in diesel train traffic along the corridor. While Putnam is not optimistic the meeting with Murray will lead to overturning the project, he hopes the minister will keep an open mind on restricting construction of the walls and consider an alternative “living” wall design conceived by architectural firm Brown and Storey already dismissed

by Metrolinx as being too expensive to maintain over the long term. “Metrolinx will build these walls until told otherwise,” Putnam said. “And the only one who will tell them otherwise is the minister.”

Metrolinx will build these walls until told otherwise. And the only one who will tell them otherwise is the minister. – Kevin Putnam

As part of public consultations for the noise walls, Metrolinx organized multiple advisory panels made up of community members from eight west-end neighbourhoods to provide regular feedback on the designs. At a previous community meeting, a representative for

the architecture firm contracted by Metrolinx to work on the designs told Metroland Media Toronto opposition for the walls was coming from a vocal minority and most residents living along the corridor supported the work. “‘There’s no public opposition, we have been on this project for six months and the majority of people really love the designs,’” said IBI Group landscape architect Neno Kovacevic on Tues. Sept. 17. Putnam, who was surprised by Kovacevic’s remarks, said he has since asked Metrolinx to provide evidence showing widespread support for the noise walls. “They’re not prepared to show us the evidence of how many people want the full build because of ‘privacy concerns’,” he said. ‘Innovative’ rail bridge to silence noisy train crossings New GO tunnel to help quiet Dupont Street/St. Clair West - the busiest rail corridor in Canada LISA RAINFORD lrainford@insidetoronto.com The Junction neighbourhood is on its way to becoming a lot less noisy and congested since an “innovative” rail bridge was installed to separate commuter and freight traffic earlier this fall, according to GO Transit.

The bridge will also aid in getting rid of a bottleneck at the busiest rail intersection in Canada, says the provincial transit agency. Two of four planned bridges were installed on the east side of the rail corridor in the Junction’s West Toronto Diamond – one at Junction and Old Weston roads, the

other within the rail corridor where the CP rail North Toronto subdivision crosses GO Transit commuter service over a two-week period in September. The bridges were put in using what’s called ‘slidein’ technology; the bridge girders are slid or pushed into position. Bridge gird-

ers must be slid into place along slide paths powered by computer synchronized hydraulic jacks, explained GO. The bridges, said Robert Netopilik, junior project co-ordinator of civil infrastructure for the Georgetown South Project, “will eliminate all the biggest noise from the diamond, which has been around since the 1800s to 1900s.” The impetus for the project was the fact that the Dupont Street and St. Clair West corridor is the busiest rail corridor in Canada. There was no more room in the schedule for more trains, said spokesperson Kelly Thornton. “We had to dig a tunnel,” she said. This lowered stretch of rail corridor will cut down on the volume of train noise for area residents by eliminating the need for so many trains

to travel over intersecting tracks. Meanwhile, the new bridge at Old Weston Road and Junction Road will also decrease wait times for pedestrian and vehicle traffic because drivers and people won’t have to wait at the rail crossing for passing GO trains, Neopilik said. “We’ll be going underground,” he said. “We’ll be raising train speeds as well.” Upon completion, the bridge project will enable GO trains on the Kitchener line and the new UnionPearson Express trains, which launches in the spring of 2015, to pass below CP rail service at the intersection for a 1.2 kilometre stretch along the Dupont Street and St. Clair Avenue West corridor. Junction Triangle resident Scott Dobson agreed that the underpasses will make this specific area quieter because trains going in

different directions will no longer have to cross each other’s tracks. “(However), one must keep in mind that this will be more than made up for by the massive expansion of heavy diesel train noise going to the airport through the entire west end,” he said. electric trains better “Using electric trains, heralded the world over for being quieter, would have been the choice if quiet communities was the goal.” GO Transit will start running trains on the east half of the lowered rail corridor in late spring or early summer next year. Two more bridges at the same intersections will be slid into place in the summer of 2014 on the west side of the corridor.
