Nurses label upcoming job cuts ‘draconian’ Runnymede Healthcare Centre to make changes in March

online

LISA RAINFORD lrainford@insidetoronto.com Runnymede Healthcare Centre has announced a “new model” of care it says will be more efficient and effective, yet the Ontario Nurses’ Association (ONA) charges it could cause patients additional suffering. According to an ONA spokesperson, the hospital near Runnymede and St. Johns roads is poised to cut its complement of registered nurses by half. “This is a draconian cut,” Vicki McKenna, first vicepresident of the ONA, told The Villager. “This is not accept-

This affects people’s quality of life.” The implementation of a new patient care model – which ensures its nursing teams are delivering the most efficient and effective care – is part of a plan to achieve a balanced budget for the 2015-2016 term, Raj Sewda, chief nursing executive and privacy officer at Runnymede Healthcare Centre, said. “The full impact (of the layoffs) is not >>>ONA, page 14

Blues for Red Door benefits Kathryn Whitfield receives family shelter Governor General’s History

nov

Lula Lounge opens its doors to Blues for the Red Door, a charity blues revue to benefit the Red Door Family Shelter, on Sunday, Nov. 8. The show takes a conventional music industry model and turns it on its ear; the stereotype of a male backup band supporting female singers who are expected to have a certain amount of sex appeal to “sell” the music. The show presents a cabaret of 10 male blues musicians giving their all in a performance in front of a powerful all-female band. Performers include Juno Awardwinner for Sunday best blues artist Julian Fauth; Steven Ambrose, lead singer for the Lincolns; musician and JazzFM air personality Danny Marks (Blues FM); Chuck Jackson, singer for the Downchild Blues Band; blues harp master and singer Mark “Bird” Stafford; blues shouter and songwriter Big Rude Jake; Juno nominee for best blues artist Johnny Max; roots musician Alfie Smith; Mr. Rick from Rick and the Biscuits; Sugar Brown, and Sax Master & Maple Blues Award winner Pat Cary. The Red Door Shelter, located in the city’s Beach neighbourhood, is for women and their children who are escaping violence and adversity. Tickets cost $25. The show starts at 8 p.m. Doors open at 7 p.m. Lula Lounge is located at 1585 Dundas St. W. For more information, visit www.reddoorshelter.ca

Award for Excellence in Teaching fannie sunshine fsunshine@insidetoronto.com If Kathryn Whitfield had to sum up her teaching philosophy, she would quote historian John Hope Franklin: “We must get beyond textbooks… and travel and explore and tell the world the glories of our journey.” Getting beyond textbooks and doing hands-on exploring is exactly what the Northview Heights Secondary School students in her Grade 10 Canadian history class do, and her innovative approach to teaching has named her one of six country-wide winners – and the only one from Ontario – of the 2015 Governor General’s History Award for Excellence in Teaching. Now in its 19th year, the award recognizes the outstanding contributions of Canada’s history and social studies teachers, ranging from elementary grades through high school. Whitfield, a life-long Bloor West resident, was recognized for a project she developed for students called the Historical Thinking Missions Project, which focused on a particular area of the city in the early 1900s. The project saw students conducting historical research and field work to learn about the history of the former St. John’s ward, which is

bounded by College Street, Yonge Street, Queen Street and University Avenue, focusing on how the community has changed, yet how it has remained the same. Whitfield launched the project in 2013 while teaching at Vaughan Road Academy, and had students learn how to interpret and analyze historical photographs, fire insurance maps, tax assessment records and census data. They also took part in a field study in the neighbourhood and imagined what life would have been like there in 1912. St u d e n t s w e r e t h e n required to create projects to commemorate who and what they felt was historically significant in the ward, which could have been in the form of plaques, guided walking tours and monuments. Due to the assignment falling during winter last year, she altered the project slightly while teaching at Northview by having students do inclass field work and creating an online historical thinking walking tour in the former St. John’s ward to educate and inform potential walkers about its history, its residents and buildings of significance, she said. Students used technology to create tour pamphlets featuring archival photographs, descriptions of historical

spaces and maps for walkers to follow. “It’s one the most authentic learning experiences they could have,” Whitfield said. “The students were super engaged.” For historical field work during her time at Vaughan Road Academy, she handed students old photos and using various maps and data had them find what was currently at the locations. They then had to snap pictures of themselves while holding the old photos. She also had students investigate certain intersections to see what was there in 1912 com-

pared to the present. She noted the project’s location is irrelevant, and can be used to investigate Vancouver’s historic Gastown, or Africville in Halifax. “What I really wanted the students to get out of the project was authentic historical learning,” she said. She credits her students as equal partners in receiving the award, noting any educator can teach material, but that doesn’t mean it will be well received. Whitfield is also the recipient of the Queen Elizabeth II Diamond Jubilee Medal in 2012, the Toronto District

School Board Excellence in Teaching Award in 2011, was a nominee for the Premier’s Award for Teaching Excellence and Excellence in Leadership in 2011 and 2012 and a Top 25 finalist for the Governor General’s History Award for Excellence in Teaching in 2006. “Our past shapes our future, and understanding our history helps us better understand the world in which we live today,” Janet Walker, president and CEO of Canada’s History, administrator of the Governor General’s History Award for Excellence in Teaching, said in a release.

Remember to turn your clocks back an hour Sunday morning Halloween revelers can enjoy an extra hour of partying – or sleep – when the clocks fall back one hour at 2 a.m. Sunday. That’s when Daylight Saving

Time ends, giving people a little extra snooze, or celebration, time come Sunday morning. Toronto police are urging motorists to pay extra attention to the roads.

“With the change in time, we do ask that drivers be more aware of pedestrians,” Const. Clint Stibbe said. “Drivers in general seem to be doing a pretty good job in

the first week after the time change. However, after that we do see an overall increase in collisions right through until the middle of December.” Police traditionally start to

see a rise in collisions in late September. “In November it spikes,” Stibbe said. “So longer nights are resulting in more collisions.”

ith fall’s darker days now taking hold, and the turning back of the clocks early this Sunday morning as we go back to standard time, pedestrians are at an increased risk of being struck by a vehicle on our city’s streets. Toronto police will be warning drivers, pedestrians and cyclists to be extra cautious once Daylight Savings Time ends at 2 a.m. Sunday. Caution should be the operative word at all times, but it’s especially important in these dark days of November as the number of incidents in which pedestrians are struck by vehicles rises significantly in Toronto. The first week of November last year saw five incidents in the city involving pedestrians being struck in one day (Tuesday, Nov. 4, two days after Daylight Savings Time ended). What we – drivers, pedestrians, cyclists and everyone else who uses our roads – need to do is be that much more aware of the dangers, focus on the safety of all, and take some basic precautions to increase the odds of everyone our view going about their day safely, but especially in the morning and evening rush hours. That’s when We can all the advancing darkness, along take basic with confusion due to the time in the morning hours, precautions change has its greatest impact on the roads. The most dangerous time of day is between 5 and 7 p.m., police say. Pedestrians being struck by drivers making left turns are the most common incident, as it takes a moment for driver’s eyes to adjust from the brightness of the headlights coming toward them to the darker intersection. This problem is made worse if the pedestrian crossing is wearing dark clothing. Obviously, pedestrians need to think about wearing brighter clothing and not to be distracted by cellphones while crossing the street. Along with the increased need for caution Sunday due to the time change, we also remind our readers to be extra careful on the roads Halloween night this Saturday as excited trick-or-treaters hit the streets. By taking a few moments to think, and being aware of the increased dangers, we can make this Halloween and November safer for all.

Trudeau’s election comes with lack of mandate Politics often seems a kind of echo chamber. Themes and movements bounce back and forth, distorting as they go but recognizable for longer than might make sense. It’s tempting to trace the election of Justin Trudeau’s majority back through the election of Kathleen Wynne, the improbable spectacle of an NDP government in Alberta – even the ascent of gentleman John Tory in Toronto – as a particularly resonant echo. nod to the left wing All of these elections mark a repudiation of the hard right conservatism exemplified by the nowformer Harper government, the Progressive Conservatives in Ontario, the depraved populism of Etobicoke’s Ford family, and a nod, at least, to the left wing big-government ideas that the New Democratic Party used to get behind.

david nickle the city In none of these cases, of course, is it a sea-change toward precisely those ideas. When Tory won the 2014 Toronto mayoralty race on a platform of big transit infrastructure and progressive social policies, he was closely followed by Doug Ford in support, leaving New Democrat candidate Olivia Chow in the dust. Similarly, Wynne and Trudeau may have their majority governments, but they didn’t mop the floor with their right-leaning opponents. Trudeau did very well, but it was hardly a rout. If Harper had chosen to stay, he would have led a healthy official opposition – a far cry from the electoral massacre visited upon the federal Progressive Conservatives in 1993, when the caucus

was reduced to only two. Lots of people supported Harper, and the Fords, and former Ontario Progressive Conservative leader Tim Hudak in his plan to gut the public service. The common thread? Lots more people decided that they definitively did not want any of those politicians anywhere near the levers of power, and collectively sent someone else along instead. voter trust It’s a funny sort of mandate – not really a mandate at all, when you think of it – that makes it more difficult than usual to chart success. Do a plurality of people in Toronto really think Tory’s central campaign promise of building SmartTrack is a good idea, or are they just relieved to know that the Fords won’t be in power? Voter trust in Ontario Premier Wynne is a big

question, as her Liberal government embarks on a very Conservativesounding sell-off of Hydro One. And as for Justin Trudeau and the new Liberal government in Ottawa: do his supporters also support his deficitrunning plan, his support of Bill C-51 in some form or another, or whatever else the Liberals choose to bring about? Perhaps, but it appears from polls and the numbers that what Trudeau’s supporters really want is that he replace Stephen Harper. This is the downside of strategic voting. It is both a way of saying what it is that you don’t want, and not particularly caring about what it is you do. The echo is, as echoes often are, discouragingly empty. Report faulty street lights NOTICE OF COMMENCEMENT AND PUBLIC MEETING #2 CALEDONIA GO STATION METROLINX - TRANSIT PROJECT ASSESSMENT PROCESS Metrolinx, an agency of the Province of Ontario, is working to transform the way the region moves by building a fast, convenient and integrated transit network across the Greater Toronto and Hamilton Area (GTHA) and Simcoe County. Part of this plan is to bring frequent and reliable service to communities along the Barrie rail corridor. THE PROJECT Current plans include electrified, two-way, all-day service every 15 minutes to Aurora as well as peak, midday, evening and weekend GO train service to Allandale Waterfront GO Station. The service increase will be phased in over 10 years while we build additional infrastructure. To support this service increase, Metrolinx is proposing a new GO Station on the Barrie rail corridor within the City of Toronto. The Caledonia GO Station will be integrated with the future Eglinton Crosstown Light Rail Transit Station at Eglinton Avenue West and Croham Road (west of Caledonia Road), adding regional connectivity to the Crosstown and the Toronto Transit Commission bus network. THE PROCESS Metrolinx is assessing the environmental impacts of building a new station on the Barrie corridor according to the Transit Project Assessment Process (TPAP) as prescribed in Ontario Regulation 231/08, Transit Projects and Metrolinx Undertakings. As part of the TPAP, an Environmental Project Report (EPR) will be filed documenting any potential environmental effects and mitigation requirements of the Project. Viewing locations for the agency and public review of the EPR will be published in the Notice of Completion. All information produced as part of this project is available at www.metrolinx.com/en/regionalplanning/rer/rer_work.aspx FIND OUT MORE We thank everyone for their feedback to date during our pre-engagement. As we launch the notice of commencement and formal six-month TPAP process, we continue to encourage our neighbours, agencies and other interested persons to actively participate in the TPAP by attending meetings or contacting staff directly with information, comments or questions. Changes are coming to the TTC’s buswaiting areas at Toronto’s Pearson airport. The non-descript waiting areas at Terminals 1 and 3 will receive renovations, including more fare vending machines, better signage and heated bus shelters, tweeted the TTC’s Ian Dickson last week. In early 2015, the TTC began branding its 192 Airport Rocket route, which provides a dedicated bus service between Kipling station and Pearson airport. Last year, a TTC spokesperson admitted the airport terminal bus waiting areas could be made more obvious, especially for tourists. At the time, signs were limited and unclear, and information was still on display for discontinued bus routes. PLANNING Nov. 25 FUNDRAISER at theatre wTTCRIDERS

The sleep out takes place Friday, Nov. 6, from 8 p.m. until 6 a.m. “One thing we want to do again is, at midnight, is to sit down and talk earnestly about what sleeping rough means to (each participant),” Kuck said, recalling last year’s conversation that drew some people to tears. The idea to take a few moments to chat among each other was inspired by a round table discussion he had while on a fundraising dog-sled expedition he embarked on in the name of Victim Services Toronto. “People should think about how fortunate they are to live in a warm accommodation,” Kuck said, pointing out that there are 500 people in Toronto who sleep rough nightly. ONA predicts cuts will affect quality of patient care >>>from page 1 yet known as we continue discussions with the unions representing our nurses,” Sewda said. “The changes will take effect on March 14, 2016, and all of our staff are aware of the new nursing model.” Runnymede has 28 fulltime and 29 part-time registered nurses (RNs). “The organization is introducing a new nursing care model that is built on the foundation of patient-centred care, professional accountability, supportive practice and staff leadership, which will enable staff to function to their full scope of practice,” Sewda said. “This means the introduction of seven full-time advance practice nurses and a net reduction of 11 full-time RNs.” Runnymede will be introducing five part-time advance

Runnymede Healthcare Centre launched its National Nursing Week with a special ceremony in May 2014 at the hospital. In March, the centre will impose a ‘new model’ of care which will result in nursing job cuts.

practice nurses (APN) and a “net reduction of 10” parttime RNs, he said. The hospital’s 24 casual RNs won’t be impacted. “Individuals in the advance practice nurse positions will have the knowledge and skills in areas, including administration, education, case man-

agement, clinical and quality improvement, and leadership support,” Sewda said. “The APN role has been proven successful for organizations in enhancing quality nursing practice and patient care delivery.” However, the ONA says research shows that cut-

ting nurses puts patients at increased risk of suffering complications and leaves them more susceptible to medication errors. “This kind of thing is tragic for patients,” McKenna said. “We have yet to understand how these cuts are happening, but they are. It puts more and more pressure on those nurses who are left. What’s going to happen to the patients?” Nurses’ first concern is always their patients, she added. RN hours will be reduced from 82,000 per year to 41,000 hours, she said. ONA research indicates that for every extra patient added to an average RN’s workload, patients experience a seven per cent increased risk of suffering complications, including bed sores, ulcers, pneumonia, sepsis, cardiac arrest and even death.

But according to Runnymede Healthcare Centre, its new nursing model of care will enable it to meet the changing needs of patients and the community, and is consistent with standards and guidelines supported by the College of Nurses of Ontario. The hospital says that by reducing nursing positions and incorporating new leadership roles, the new model will free up more than $1.5 million that can be reinvested into greater patient rehabilitation. “Runnymede is committed to providing staff with the support that they need during this transition period, providing options of reassignment, recruitment, as well as early retirement and voluntary exit packages while working closely with union representatives to meet their collective agreements,” Sewda said.
