Affordable housing slated for Lansdowne vacant lot Lisa RainfoRd lrainford@insidetoronto.com

Lisa RainfoRd lrainford@insidetoronto.com Inspired by a Canada Council initiative offering Syrian refugees free access to arts programming, the Theatre Centre, together with CultureLink, has launched a crowdfunding campaign to hire newcomers to work in its cafe bar. Franco Boni, executive director of the Theatre Centre, an arts hub specializing in experimental theatre and multimedia performances situated at Queen West and Dufferin streets, wondered if Syrian refugees new to Toronto would want to see one of its shows. “One thing theatre is so good at is being a community and creating a sense of belonging,” Boni told The Villager. “We have a cafe in our building. It plays an important part in connecting the community with our artists. I thought, ‘What about creating an opportunity for someone to have access to this community, to the people who live here?’” Especially, he added, if that someone is a Syrian newcomer >>>cafe, page 13

For almost two decades, Bloordale Village residents have been curious to know just what would happen with the vacant lot at Lansdowne Avenue and Paton Road, deemed surplus by the city in 1997. Residents need wonder no more; Davenport Councillor Ana Bailão, Toronto City Council’s Housing Advocate, with help from Mayor John Tory, announced Tuesday that the former TTC property at 640 Lansdowne Ave. would become a site for affordable housing. It is one of 15 parcels of city-owned land that as part of Toronto’s Open Door Program, which has committed to dedicating $225 million in city incentives over the next five years, will become affordable housing sites. “I’d like to have a Request for Proposal (RFP) out by the end of the year, beginning of next year,” Bailão said during a press conference Tuesday morning at the site, in advance o f t h e n a t i o n a l To r o n t o Housing Summit that takes place tomorrow. >>>bloordale, page 6

Value of homework a topic of debate

biking on bloor

Benjamin Priebe/Metroland

Riders take part in the annual Bells on Bloor bicycle ride Sunday. The annual mass ride celebrated the Bloor bike lane pilot and advocated for bicycle and pedestrian safety.

MP launches youth council in Parkdale-High Park Hilary Caton hcaton@insidetoronto.com Parkdale-High Park MP Arif Virani is launching the Parkdale-High Park Constituency Youth Council to engage youth in federal political issues. “We want to take their knowledge level and take it to the next level,” Virani told The Villager. The council, expected to meet several times a year, will explore topics that matter to youth such as climate change, education and youth employment. “Younger Canadians often bring things to the table that maybe don’t get enough attention, and are sometimes maybe discredited,” the MP explained. “But some of the best ideas come from them because they’re not cynical, they’re not jaded and they have a different way of doing things. You want that sort of fresh perspective because without that you get a more stagnating govern-

>>>from page 1 The club’s goal is to help kids learn independently and to show them that learning can be fun. Part of its success is that local high school students mentor the children. “They’re so enthusiastic,” Peters said of the teens who volunteer to tutor. The younger kids are keen to learn from older peers rather than an adult. Program co-ordinator Monique Schwarz said the kids “really connected with the teens.” “We’re trying to attract elementary school students who don’t have the means to have a private tutor,” Carol Walmsley, a spokesperson for the town hall, said. Avery Schwarz and Sophie Chase, both Grade 12 students, are volunteers who advise the tutors. “We’re trying to teach in a way that’s not like in the classroom,” said Avery, adding that they engage the kids in ice-breaker games, educational and camp-like activities that everyone can participate in. The club serves as a supportive place where students can get help to get their homework done; however, it’s also where they can gain the skills they don’t have in an environment that’s enriched, Schwarz said. “There is a lot of talk about homework and the validity of homework. Some parents are pro-homework; some want less,” she said. “I think it’s got to be meaningful.”

HOMEWORK

Schools in Shanghai and China assign the most homework around the world. According to a 2014 study conducted by the Organization for Economic Cooperation and Development (OECD), whose mission is to “promote policies that will improve the economic and social well-being of people around the world,” those students spent an average of 14 hours per week on homework. Source: OECD

According to a 2011-2012 Toronto District School Board Student Census, the number one reason students in grades seven to 12 did not finish their homework was spending time with friends. Other reasons included participating in sports or recreational activities.

For Peters’ son, completing homework at home causes him “great stress.” It’s a challenge to be self-driven, she said. Her oldest son, who’s in Grade 11, has a minimum of three hours of homework each night. According to its policy, the Toronto District School Board (TDSB) says the purpose of

Spearheaded by the Swansea Town Hall, which identified a need in the community for free tutoring, the homework club is still in the pilot project stage. Open to students in grades 4 to 8, it is set to begin for a third term on Thursday, Oct. 20, from 4 to 5:30 p.m. at the town hall and will continue weekly until Dec. 1. The only requirement is that participants must complete a contract form and questionnaire. Parents and guardians must also complete a permission form (forms are available at www.bit.ly/1pJTwqy).

In comparison, Canadian and American students spent about six hours a week completing homework. Those in Finland and Korea spent less than three hours. Source: OECD

homework is to enhance student learning. “Homework should be reviewed by teachers so that they know where the students are now and how to better direct them towards their learning goals,” the document states. Not only is homework assigned when work has not been completed in class, but also for practice and preparation so students can review the skills and concepts taught in class and prepare themselves for upcoming lessons, the TDSB states. “Also, where appropriate, homework assignments shall be differentiated to reflect the unique needs of the child,” the policy states. The merits of home-

work have long been a hot topic for debate, but an American teacher’s recent letter to parents that said there would be “no formally assigned homework this year” only added fuel to the fire after it went viral on social media. Instead, she encouraged families to eat dinner together, read, play outside, and “get your child to bed early.” Regardless of the debate, Peters said she isn’t shy about telling everyone she knows about how impactful the Swansea homework club is for her son. Toronto can take steps to stop youth violence

WRitE uS

T

he message delivered at an anti-violence seminar for youth held in Toronto last week was “just think first”. Unfortunately, based on the past weekend, the message didn’t get through. A 15-year-old boy was killed after a stabbing on the bus platform of the Scarborough Centre SRT station Friday, Sept. 23. The stabbing was part of a fight between two groups of about 25 young people on the platform. The night after, a 17-year-old boy was injured in a stabbing at the YMCA located close to the station. Police aren’t saying if the incidents are connected. Either way, the toll this violence takes on the families and friends of the OuR ViEW victims, and our city as a whole, lasts forever. And it’s all so unnecessary. Let’s build There is nothing 15-year-old Kareem Derr could have done hope for Friday night that should have young people ended in his murder. But that’s what happened, and now his family must deal with the loss of a son and brother. Somebody made a decision to stab him, and when that person is caught their life will also be ruined. What the Just Think 1st TO summit was trying to achieve last week was making young people understand the consequences of violence. Specifically, it was aimed at residents who “by virtue of lifestyle and or lack of conflict resolution skills have a heightened propensity to resort to gun violence as a solution to a problem or challenge.” They could have inserted knife for gun in that statement as the end result is the same. One life lost and another ruined. The event was hosted by RISE Edutainment at a Scarborough community centre where young people gather. Randall Adjei, of RISE, said young people need to think more critically about the effects of violence. “It’s a deeply-rooted systemic issue,” he said. So how do we deal with that? Building hope for young people at risk of turning to violence by providing them with educational and employment opportunities is a start. That will make them more able and willing to stand up to violence, and not use it as a way to solve petty issues. As Adjei said, much of how we deal with violence is our reaction to it after the fact. Ways of preventing violence in the first place are far more valuable solutions.

Scuttled licensing plan is a gift for Toronto cyclists People who use their bicycles to commute may not all see it this way, but for many, the end of September means the end of prime bike commuting weather in Toronto. It’s going to get darker and colder and slipperier from here on out. At City Hall, councillors on the public works and infrastructure committee celebrated that end this week with two gifts to those cyclists: one, approving a plan to go ahead with separated bike lanes on Woodbine Avenue in the Beach community and, another, to kill a motion by Etobicoke Centre Councillor Stephen Holyday to look at a system for licensing cyclists. It was a good morning’s work. The separated lanes on Woodbine will be a boon to bike riders in the east end, making, as Jared Kolb of CycleToronto noted, a safe and separated route from near the edge of Scarborough to downtown Toronto. And that bicycle licens-

david nickle the city ing plan? Holyday’s brainchild was probably never going to go anywhere even if it had made it through the committee. In 1995, the former City of Toronto studied the idea and rejected it as costly and ineffective, and that rejection has been good enough for subsequent councils, who occasionally see attempts to get a report that says something different. The impetus for bike licensing – an idea that has caught on exactly nowhere – is usually presented as a measure to control joyriding cyclists: if you don’t get off that sidewalk, son, we’re going to take away your license. Blow through that stop sign will you? Better get a Presto card because that bike’s going nowhere. As Holyday notes, a Forum Research poll found that more than half

of its respondents wanted to see a bicycle licensing fee applied in Toronto. One would have to speculate as to why all those people wanted the fee in place, but it’s unlikely to be the same reasons that Holyday articulated in his motion and at committee: namely, to be able to gather data for future infrastructure planning, and to encourage more people to make use of a city datamining cycling phone app. It’s not entirely clear that these form the core of Holyday’s motivations, either. Earlier this year, the scion of former councillor Doug Holyday’s political dynasty named himself as the defender of the rights of the driver, and made certain to insist on a very fine-grained study of the separated bike lane pilot project on Bloor Street. Young Stephen doesn’t like to bring his father’s fire to the floor of council, but he does bring the old man’s automobile-centric

skepticism of two-wheeled transportation. This time, the committee was having none of it, and Holyday’s motion was deferred indefinitely. The fact is that council has already put its will behind bicycle transportation. It’s approved a 10-year cycling plan that is based on a great deal of study, consultation and data-gathering already conducted. There’s no need for a licensing system to gather more data, it’s unlikely that the licenses would generate enough revenue to pay for even a miniscule portion of the cost of providing bicycle infrastructure on roads, and police can enforce the Highway Traffic Act any time they see fit. Really, it’s just time to get on with planning and building the infrastructure – and accepting that bike riders are a part of the city’s fabric.

t’s the small things – buying underwear, for instance. There’s the boys department, and the girls. Mandy Klein made a mistake when she picked a pack of undies for her teenager Micah from the girls’ section. Turns out, one pair was pink. Micah was so upset thinking about the girly pink pair, her parents say, that by the end of day Micah had cut the underwear into tiny pieces and tossed them in the trash. Randy and Mandy Klein are doing their best to treat their child’s gender identity with respect, but sometimes, the Newmarket family struggles with the day-to-day details. Micah, 16, came out as gay last year and several months ago, said they are gender fluid. Micah prefers “they and them,” dresses generically and considers themself male or female depending on the day, and sometimes the time of day. It’s all new territory for the Kleins as they navigate a minefield of language

A Massachusetts mom was accosted by a stranger who said allowing her three-year-old son nicknamed “Roo” to wear a tutu was child abuse. Her Facebook response went viral: “Roo may not always want to dress this way, but we hope that he’ll remember that, when he did, he was loved,” she wrote.

It doesn’t mean I’m being disrespectful.’” The Kleins say they will stand by their child, wherever this journey takes them. In the meantime, Mandy says gender-neutral departments in stores would make life easier. It could happen. Parts of society that have traditionally been segregated are undergoing a rapid re-think. Anthems are being rewritten, Facebook invites you to customize your gender profile, the Oxford Dictionaries website added Mx as an alternative to Mr. or Mrs., and everywhere, lines are blurring between male and female. Fashion runways have become gender-fluid with androgynouslooking models in heels and skirts, trousers and tweed.

able housing have come in at other available sites, Tory pointed out. The 15 identified properties together represent 1,750 rental homes, and more than 640 affordable ownership

homes worth more than $100 million in land value. Since Bailão was appointed Toronto Housing Advocate soon after her re-election in 2014, council has approved 522 affordable housing units

to be built across the city. In May, 550 families on Toronto’s affordable housing waiting list received new housing allowances – $250 a month – to supplement the cost of their rent while maintaining their spot on the waiting list, Tory said. The city will have invested $900 million by the end of the year towards its share of the $2.6 billion repair backlog at Toronto Community Housing. “We are working hard to keep our city affordable and livable,” Tory said. “We need the federal and provincial governments to take action. The shortage of affordable housing is a serious social issue, but also an economic issue.” That’s the mission of Friday’s housing summit, to convince both federal and provincial governments to step up and take a larger role in addressing the affordable housing crisis that’s happening in most Canadian cities.

Davenport Councillor Ana Bailã o, Toronto City Council’s housing advocate, and Mayor John Tory announced that the city is taking action to build more affordable housing. They announced surplus land at 640 Lansdowne Ave., a former TTC lot, will soon be turned into an affordable housing site.

When you throw food scraps in your Blue Bin, food residue and particles get soaked up by paper and can ruin large batches of otherwise good recyclables. In fact, last year an estimated 45,000 tonnes of organic waste and garbage was mistakenly put into recycling. Meaning a lot of ruined recyclables ended up in the City’s landfill.
