new coating which has been applied. Although the new notes are more secure, counterfeiting has not proved to be a huge problem for the eurozone. In the first half of 2012 a total of 251,000 counterfeit euro banknotes were withdrawn from circulation. That is just 0.0017% of the 14.6 billion genuine euro banknotes in circulation during the same period. Initially, only the €5 note has been introduced, with the remaining notes to be launched in the future in ascending order of value (€10, €20, €50, €100, €200 and €500) - no timeframe has yet been given for the larger denominations. The new notes are the same size and very similar in

s of May this year, the European Central Bank has begun the phased introduction of the second generation of euro banknotes. The new notes are being called the “Europa” series as they feature an image of Europa – a figure from Greek mythology and the origin of the name of the continent – which appears in the hologram and watermark of the banknotes. ricket is on the television... therefore it is summer. It's a simple rule. If somewhere in Britain you can hear the sound of leather on willow, then put on your flip flops and pour yourself a gin and tonic. I tried to explain this principle to one of my neighbours recently when I turned up in the pouring rain with soaking wet pieds nus. Weirdly, they did not understand. The fact that the rain was coming down horizontally and the mercury was only just above zero may have had something to do with it. Cricket = summer = flip flops. It is a simple equation. As we go to print, my flip flopped feet finally don't look so silly, as the weather has started to pick up again and the sun has finally come out. After the cold and the wet of the last 6 or 8 months, I think we are due a good summer. On the first day of the recent cricket test match between England and New Zealand, the covers had ice on them on the morning of day 1 - that is a little bit bonkers!! I think I read recently that Disneyland Paris has registered

another loss. I took my family there about a month ago (ironically, in the only island of good weather for months - we were lucky). The news story caught my eye as I could not quite believe what I was reading. A loss? Surely not. I have just been there and seen what they charge. I spent most of the weekend wondering how much a 36-year-old kidney goes for and whether I really needed both of them. I did some calculations and worked out that if it turned out my kidneys were in good shape, I should be able to feed my family of 4 for about 36 hours on Disney food!! Fortunately, we were in one of the self-catering lodges a short drive away from the park, so we were able to take our own food and make sandwiches for the park. I understand that when you are in a captive market like a theme park, you can expect to pay over the odds. I've got no problem with that, but there is a limit. We were not long in the park when we saw a stall selling balloons. “Oh, look Daddy... Minnie Mouse!!” My wife insisted that we buy our daughters one each - we had been collecting all our €2 coins for months for just such frivolous

expenditure. “OK,” I said - a father's love knows no bounds - “so long as they're not something stupid like 5 euros each!” It turns out that my love does have a limit, and it is somewhere south of €7.50 for a bag of helium!!! Quite how the park manages to run at a loss while charging that much for a balloon is beyond me. And it wasn't like no one was buying them; every second child was holding at least one - snotty-nosed reminders of my cheapness. Perhaps I should change my marketing material to say “Advertise with The Bugle for less than the price of 2 balloons per month”. On a more serious note, we receive an alarming number of emails and phone calls from people who have been contacted by fraudsters and scammers. More often than not, people's alarms have gone off and they are just checking that it is indeed a scam. But we unfortunately also hear from people who have been defrauded in some way. It always makes me angry when people lose money like this. I remember my Nan was conned and my overwhelming emotion was not sympathy or incomprehension, it was anger. One reader contacted us having lost a few hundred pounds to the Microsoft Help Desk scam and it prompted us to write an article on the scams that we have come across most often in France. When the information is presented in another language it can make us even more

vulnerable to being duped. Just this morning I received a call from a reader with a scam I had never come across before: an image popped up on their computer, taken minutes earlier through the computer's own in-built webcam. A message appeared alongside it saying that they had been illegally downloading and unless they paid a fine in the next few days, the police would be after them. It just goes to show that these scams are constantly evolving. Please do take a look at the piece we have written and keep your wits about you! nly one year after being relegated from the Top 14, Brive Rugby Club have been promoted back to France's top division of rugby. After a long and arduous campaign encompassing 32 matches in the Pro D2, it all came down to a meeting between Brive and their rivals Pau, with the winner returning to the top flight. The match, played in Bordeaux, was beamed live into the place de la Guierle in Brive and the locals enjoyed a first half to remember, comfortably leading 17-3 going into the break. At the final whistle, the scoreline looked even more comfortable with the team from the Corrèze winning 30-10, a result which means that the Limousin will once again be welcoming France's top teams next season - including Jonny Wilkinson and his fellow Toulon galácticos. Brive's English centre, Jamie Noon, was understandably delighted with his side's promotion. “It is a dream to finish the season like that!” said the former England international. “It was our aim at the start of the season, something that I desperately wanted to achieve with this club. And it's something that we have now achieved, thanks to every single person in the team.” The club's most famous supporter was also quick to offer his congratulations: “I am very proud of them,” said President François Hollande, who apparently watched the game from the Elysée Palace. “This victory reflects well on Corrèze as well as on the region as a whole.” ■

Bellac tax seminar in English a huge hit!

n an attempt to help the region's English speakers understand how to fill out their French tax returns, the Direction régionale des finances publiques this year organised an information meeting in Bellac. The first lesson that was learned...? Next year, they will need a bigger room!! A previous meeting organised in Limoges last year attracted a mere 2 people, Saint-Junien fared better with 20 or so, but the first ever meeting of its type to take place in Bellac brought 80 expats through the doors. Paul Chatail, director of the DRFIP, along with a member of the tax office of Saint-Junien and a local tax inspector from Bellac, were able to answer a number of questions, in English. “Faced with the complexity of our tax system, and the significant difference between ours and other countries' tax systems, these residents sometimes find themselves tackling a language barrier when trying to get accurate information,” explained Mr Chatail. “This meeting allowed our experts to explain the nature of tax residency, to explain the various agreements that exist between our countries and most importantly to help avoid double taxation between Britain and France.” ■

Now that spring has (finally!) sprung, many of us will have been tackling our overgrown gardens, a process that often ends up with huge piles of clippings, cuttings and general garden waste. A nice big bonfire may seem like the best way to deal with all this green waste, but be warned, it is not always legal to start fires in your garden! The prefect of the Creuse recently issued a reminder that bonfires are banned from 1st March until the 30th September. Exemptions can be made for businesses and certain professionals, but for the general public, garden fires are banned until at least autumn. In the Haute-Vienne, a decree from 18th November 2011 states that bonfires are banned year round. If in doubt, check with your local mairie. The ban is motivated by several factors: small bonfires are often the cause of more serious wildfires; the smoke and smell from burning damp vegetation can be a source of tension between neighbours; and uncontrolled burning of household waste can produce fine particle pollution. The Creuse prefecture outlined the alternatives in its recent reminder: mulching, composting, or taking green waste to your local tip (déchetterie). ■

SHEEP SHEARING CHAMPIONSHIPS Press Release

INTERNATIONAL FRENCH NATIONAL SIX NATIONS JULY 5, 6 & 7, 2013 LE DORAT - HAUTE-VIENNE

n 2001 the city of Le Dorat hosted the International Sheep Shearing Championship. The event was a real success counting 110 competing shearers and a total of 5,000 visitors. In 2013, the Local Limousin Wool Network (LLRL : Laines Locales Réseau Limousin) in partnership with the Sheep Shearers’ Organisation (ATM : Association des Tondeurs de Moutons), the city of LE DORAT, the Tourist Information Bureau and the local trade association will once again host this event July 5, 6 & 7 in Le Dorat, commune of the Pays du HautLimousin. During this event the National and International Shearing Championship will take place, but also, for the first time in France, the Six Nations Sheep Shearing Championship (France, England, Scotland, Northern Ireland, Republic of Ireland, and Wales), a championship in which France has been participating for the last 3 years. The sheep shearing trade has the uniqueness of being athletic and spectacular, especially for the non-initiated. The shearing competitions organised in different regions of France draw and fascinate an ever increasing crowd. The media also loves this kind of unique and unusual show where the level of performance of the athletes is surprising.

The championships are the opportunity for the general public to discover and learn more about this trade. All throughout the event, a host comments and educates the audience about shearing. These competitions are also big annual or biannual meetings for the profession. Indeed, shearing being a seasonal activity, the professionals must travel to follow the different seasons throughout Europe and the world. Programme: Friday July 5th in the evening: The Speed Shear Le vieux Cèdre, 26 place du Champ de Foire. From 21h. The Speed Shear is a real shearing show - rapidity being the central point of this friendly competition inaugurating the championship. Saturday July 6th and Sunday July 7th: elimination rounds, semi-finals and finals Place du Champ de Foire. Sat from 9h30; Sun from 8h45. Several categories of shearers: intermediate, senior, and open classified based on their level of shearing. Several criteria are taken into account: neatness, quality of shearing and rapidity. The judges watch over the competition carefully, paying special attention to

these criteria. 1) The International Shearing Championships - Many shearers come from neighbouring European countries (United Kingdom, Spain, Germany, Italy, etc.), and sometimes even from Switzerland and New Zealand to participate in this championship. For the 150 competitors, the goal is to measure themselves against the others in an athletic and convivial ambiance. This round of the competition is individual and will determine the champion of each category. 2) The Six Nations Championship - England, Scotland, France, Northern Ireland, The Republic of Ireland, and Wales will confront each other simultaneously on the podium in teams of 3. 3) The French National Championship - The goal of this championship is to determine the champion and vice-champion of France who will represent France in the World Championship in Ireland in 2014. 4) A contest - A challenge between France and a region of the United Kingdom will lead to a re-match that will be scheduled at a later date.

He represented France during the World Championship in Wales in 2010 and has been participating, with his team, in the Six Nations Championship for the past 3 years. Wool: a resource Shearing is directly linked to sheep breeding. Indispensable for the well-being of the livestock, this seasonal activity is the first step in producing revenue for the members of the wool industry. The Pays du Haut Limousin produces 270 tonnes of wool each year. Wool, as a local and sustainable resource, represents a real stake for the area. ■

Residents protest against aircraft noise

ne of the advantages of living in central France is the lush rolling countryside, wide open spaces and, especially in the east of the Limousin, beautiful hills and valleys. Unfortunately, this terrain also makes the prefect training ground for the French Air Force. Most of us will have experienced relaxing in the garden only to be frightened out of our skin as a fighter jet screams by overhead. If you happen to be looking up, you will often see the planes long before you hear them. Once in a while, it is not too annoying - in fact, it can be quite exciting. For a group of residents in northeastern Corrèze, however, enough is now enough. Since the number of fighters at the local airbase recently increased, the roar of low-flying jets has become a regular occurrence, often for as many as 8 hours a day. “Sometimes, I think I can see the pilot's helmet,” said one resident. “It is as if a storm is breaking directly over your head,” complained another.

The area in question is to the east of the Beaulieu-Tulle-Treignac axis, a zone used intensively for military training. For several years now, trainee pilots have taken to the skies for 5 days each week, starting at 10:30 and often continuing until around 18:00. Night flights are also not uncommon. According to local residents, they would previously only hear the aircraft once a week at most. “When you consider that people often complain about the noise made by dogs and chickens, I find it baffling that we are not allowed to complain about these aerial exercises,” complained one resident of Soursac. “I am not against this kind of training, but why does it have to be concentrated in our area?” So angry have the residents become, that they have formed a collective to try to put pressure on the authorities. “We want to tell people that we are taking action,” said Yves Masson. “The idea is to get as many people together as possible so that our voice carries more weight. For exam-

ple, we are planning to have a huissier document the noise and present our case to the European Court.” Despite the eye-witness testimony of a number of locals, the Ministry of Defence is adamant that planes do not fly below 2,000 metres, claiming that “the planes can appear lower when they are flying down valleys”. There is a precedent for the Air Force breaking their own rules. In 2011, an unexplained explosion was

heard over much of Haute-Vienne, just after 10 a.m. one morning. For most of the day the Gendarmerie were unable to explain the noise until the Air Force admitted that a Rafale fighter jet had been in the region around that time; the prefecture subsequently surmised that it had probably broken through the sound barrier. Also in 2011, a Rafale fighter jet crashed near Crocq in the east of

Creuse, killing both pilots. Locals, while upset, were not surprised by the tragedy. “I’ve been expecting an accident like this for many years,” said local resident Michel Baré at the time, adding that he had complained to the authorities on numerous occasions. “The planes pass 20 or 30 metres over the rooftops, day and night. Sometimes we’re in the garden with our grandchildren… it’s terrifying!” ■

Please, don't try this at home. France is celebrating a new world speed record after Frenchman François Gissy broke the record for the top speed reached on a mountain bike. His bike is powered by hydrogen peroxide and recorded a speed of 263 kph (163 mph). The record was set on a disused runway near Mulhouse in eastern France. Gissy designed the bike and the accompanying rocket himself, with help from Swiss company Exotic Thermo Engineering and engineer Arnold Neracher. Although he broke the previous record of 242.6 kph, he narrowly missed out on the overall cycling record of 268.8 kph set by 50-yearold Dutch cyclist Fred Rompelberg in 1995, who achieved his feat by riding in the slipstream of a dragster. ■

French town's wind farm windfall

ike many mayors of small communes across France, Alain Couzinié, mayor of Arfons in the Tarn department in southwestern France, has got money problems. The situation got so bad that Mr Couzinié recently called a meeting of the town's 189 inhabitants to try to allocate the budget for the coming year and find a solution. But the problem faced by the once-poor village is not a lack of money... in fact, they have got too much!! The glut of cash is thanks to 11 wind turbines that were installed on the hills outside Arfons in 2009. The turbines provide enough electricity to power 50,000 homes and the commune receives tax revenue from the state for their use. The government, however, “forgot” to pay this for the first 2 years, meaning the current wind farm windfall has raised the commune's budget from 400,000 euros to 2.3 million euros – or 12,169 euros per inhabitant!! “It's like it has rained gold on

the village. It's a miracle,” Mr Couzinié told the Daily Telegraph. Another resident, Baptiste Dubois, put it in simpler terms: “We've hit the jackpot. It's EuroMillions on a village scale. Lots of people were initially against the wind farms with people claiming it would destroy local flora and fauna, but that's not the case at all.” When the village met to decide how to allocate the money, it wasn't gold-plated roadsigns that the villagers asked for. The pressing issues in Arfons appear to be sterilising stray cats, tackling Asian hornet nests, eradicating pigeon droppings and sprucing up the old village phone box. “They were asking for almost ridiculously modest changes,” the mayor said. “At first these proposals over such trifling problems almost irritated me. But I soon realised that it is by pragmatically resolving small problems that you improve the daily life of a village.” The mayor does have plans to

buy up the village's only café-hotel-restaurant, which shut down a few months ago - a project that will cost an estimated €800,000 when the work required is completed. He also intends to reopen a local grocery which doubles up as a post office and newsagent. The European Union plans to provide 20 per cent of the EU's electricity consumption through renewable energy by 2020, and Mr Couzinié encouraged other cash-strapped villages to look into wind turbines. “My advice is don't despair and look at all means of renewable energy to develop their village,” he said. There is one problem, however, faced by small villages across the country, that money can't solve. “This village, like most in France, has an ageing population and all the money in the world won't make us younger,” explained the mayor. “What I hope is that this can help breathe life back into the place, with more young couples and the cries of children.” ■

nternationally, French film is enjoying something of a boom. In Britain, French cinema is experiencing its biggest box office success for over a decade, with 2012 attendances for French language or French-made films up by 157% on the previous year. According to recent figures, 8 million tickets were sold in the UK last year to see French films, making up 4.6% of the market. Unifrance, which promotes the French movie industry abroad, described 2012 as “a unique year for French cinema in Britain”, but also pointed out that the increase is not purely attributable to the success of The Artist, Michel Hazanavicius' silent film which won five Oscars, seven Baftas and made in the region of €100m at the box office. “The figures aren't down to any one film,” said Unifrance spokesperson Sophie Bataille. “The Artist was responsible for 1.6 million admissions [in Britain], but films like Amour, which also won an Oscar, plus Rust and Bone starring Marion Cotillard, and a film like Untouchable, all did very well. The French-produced blockbuster Taken 2, starring Liam Neeson, also boosted profits.” Marketing French films to a mainstream English-speaking market is not always easy. The idea of a film being

'French' often comes with certain unjustified preconceptions involving words like 'pretentious' or 'art-house'. Studio Canal, who released both A Prophet and Rust and Bone, two films by director Jacques Audiard, had a clever strategy for the UK trailers of these films: they didn't have a word of French in them. “So it helped market A Prophet as a prison thriller, which is what it is, rather than a foreign-language film with subtitles. It's small strategies like this that are increasing the audience. It's funny that any film that comes from France is automatically seen as 'art-house.' Populaire, for example, is actually a big blockbuster at home.” Now, in order to try and bolster the influence of the French film industry overseas, the government is considering introducing a 1% tax on the sale of smartphones and tablets - something that would raise an estimated €86 million per year. The move is based around France's so-called “cultural exception” policy, which aims to protect French culture from market forces and foreign competition. Broadcasters already pay fees to fund cultural projects but firms like Google and Apple are currently exempt. A report, led by Pierre Lescure, the former CEO of French pay-TV channel Canal Plus, suggested that a tax on

'Fagin' of Paris Defence budget frozen for 6 years sentenced to 7 years in prison

illed as a “modern day Fagin”, the head of the biggest child pickpocketing ring ever seen in France has been sentenced to seven years in prison. Bosnian native, Fehim Hamidovic, 60, who was described by his lawyers as a “good grandfather”, was charged with running a widespread pickpocketing operation that police believe was at one stage responsible for up to 75 per cent of all thefts on the Paris Metro. The Dickensian gang of Roma girls, some as young as 12, were forced to steal cash and valuables from mainly Asian tourists or face punishment in the form of cigarette burns, beatings or worse if they failed to steal €300 a day. The girls, many of whom had been brought to France from the Balkans, were trained to tell police they were 12 years old - an age at which criminal prosecution is difficult in France. The male leaders kept their distance from the everyday operation of the gang. When Mr Hamidovic appeared before a judge in March this year, he appeared nonplussed when asked how he was able to fund a lavish lifestyle in his Rome villa, one that included driving a Porsche Cayenne and

spending much of his time gambling, while declaring nothing to the taxman. Investigators estimated that the pickpocket earnings netted him €1.3 million in 2009 alone. The court heard how phone tapping suggested Mr Hamidovic had bought a €58,000 Mercedes and discussed buying and selling a Ferrari and other luxury cars, along with a €30,000 six-carat diamond ring and designer watches. “We gipsies tend to boast about things that aren't necessarily true,” he told the incredulous judge. Mr Hamidovic claimed to be the victim of a plot to incriminate him by a rival Bosnian clan run by a mysterious man called “Elvis”. He also claimed that signs that the girls had been beaten could have been “selfinflicted” in further attempts to incriminate him. “There are 500 women and children involved. I'm accused in this affair but have nothing to do with it. It's Elvis,” he said. The judge disagreed and Mr Hamidovic, who already has a conviction in Austria for people trafficking, will spend the next 7 years behind bars. A further 20 members of the gang were also on trial and were sentenced to between one and five years in prison. ■

White Paper released by the government has fixed France's defence budget at €179.2 billion from 2014 to 2019, effectively freezing defence spending over the next 6 years. Cuts to the defence budget had been suggested, but met with stiff opposition from lawmakers and the armed forces. Although cuts were avoided, the freeze means a further 24,000 jobs will be lost over the coming years. These job cuts are in addition to the 54,000 due by 2015 outlined in a previous White Paper signed by former president, Nicolas Sarkozy. France's defence spending now stands at 1.56 per cent of GDP, down from a maximum of 2.5 per cent at the end of the Cold War. France currently has 280,000 defence staff, both military and civilian, including 130,000 army personnel, 40,000 navy and 55,000 air force. France will remain Europe’s number 2 in terms of military spending, behind Britain. The unveiling of the budget looks to have saved several ongoing FrancoBritish projects like the development of a helicopter launched anti-ship missile and the planned renovation of the Storm Shadow air-launched cruise missile. The future of France's only aircraft carrier, the Charles de Gaulle, is also now secure, meaning that proposals for France and Britain to 'share' their carriers are still on the table. Both France and Britain currently each have one aircraft carrier in operation, which spend long periods of time in dock being serviced and refitted. Under the proposals, both countries will be able to use the other’s aircraft carriers and one carrier will always be at sea. Opponents of budget cuts feared that a reduction in defence spending would hamper France's ability to mount military operations such as its recent intervention in Mali. Under the paper, France

General Vincent Desportes, former head of France's School of War, warned that France's decision

to “sanctify” its nuclear deterrent to the detriment of conventional forces meant “we will end up with a model that doesn't work, namely the nuclear bomb plus gendarmes”. One area being targeted for spending cuts is the Republican Guard, the elite unit that provides the pomp and ceremony on state occasions. France's spending watchdog, the Cour des Comptes, said that the Guard, which includes the last cavalry unit of the French army, has 2,859 civilian and military staff and costs €280 million a year to run. Two thirds of this budget is allocated for the protection of public buildings, although the watchdog pointed out that the Guard's role was, in reality, mainly ceremonial, noting that “In the event of an organised intrusion (at any of the buildings), the static guards would not be in a position to resist”. ■

French university courses could Masterpiece found in soon be taught in English abandoned Paris flat in English, France can increase the number of foreign students at universities from the current level of 12 per cent to 15 per cent by 2020. When the changes were initially announced, she warned that if nothing was done, French universities would end up as “five people sitting around a table discussing Proust”. The influential Académie Française, set up in 1635 and the official guardian of the language, led a chorus of disapproval of Fioraso's proposals, saying they “favour a marginalisation of the French language”. Courriel, a French language defence association, even branded the move “linguistic assassination”. In reality, many elite French business schools and Grandes Écoles have been quietly teaching in English for the last 15 years. According to the left-leaning daily newspaper Libération, 790 higher education courses in France are already taught in English. The newspaper is in favour of the changes

and even ran a front page written entirely in English under the headline “Let's do it”. Fioraso tried to calm any opposition by saying that only 1% of all courses would be affected and that foreign students would still have to learn French. Despite the protestations of linguistic purists, the move does have many supporters. A collective of senior French academics, including two Nobel prize-winners, backed the proposals in an open letter to Le Monde, saying that it made sense to allow foreign-language teaching in French faculties and that it would make its universities more attractive abroad. Pointing out that hundreds of masters courses in France are already taught in English, they criticised opponents as “totally out of step” with reality. They said English was used in science and by scientific publications and postgraduate students needed to be able to master it. ■

s the German army invaded northern France and advanced on Paris at the start of the Second World War, one woman decided that her best bet was to head south. She never returned to her Parisian apartment and it seems that no-one has stepped inside there since. It was not until Mrs De Florian died recently, aged 91 and with no next of kin, that authorities became aware of the flat when experts were called in to draw up an inventory of her possessions. The apartment, located close to the Pigalle red light district in Paris’ 9th arrondissement, had not been touched in 70 years - it was a perfect time capsule of the day the young Mrs De Florian fled. One expert said that it was like stumbling into the castle of Sleeping Beauty. Another specialist, Olivier ChoppinJanvry, was particularly impressed by a painting of a woman in a pink muslin evening dress - it later emerged that the beautiful woman in the portrait

was Mrs De Florian’s grandmother, Marthe, who had been a renowned actress, socialite and a muse of the 19th century artist, Boldini. The expert had a hunch the painting might be by Boldini, but could find no record of it. “No reference book dedicated to Boldini mentioned the tableau, which was never exhibited,” explained an art specialist consulted about the work. But then Mr ChoppinJanvry found a visiting card with a scribbled love note from Boldini and he knew he had struck gold. “We had the link and I was sure at that moment that it was indeed a very fine Boldini.” Although the never-exhibited artwork was not signed by Boldini, it was later confirmed as being his and dated to 1898 after a reference was found in a book by the artist’s widow. Initially put up for sale at €300,000, an astonishing ten bidders pushed the final sale price up to €2.1 million - no doubt partially inspired by the astonishing story behind the long-lost piece found in the flat that time forgot. ■

Still no Sunday trading

rance's labour minister, Michel Sapin, has refused calls from Socialist MPs to ease the laws on Sunday trading. Speaking on RTL radio, he said that he would not allow such an “important part of workers’ lives” to be “nibbled away”. Sunday trading laws are relatively strict in France and Sundays are legally considered to be a day of rest. As a general rule, Sunday shopping is not allowed, although a number of exceptions were introduced by the government of Nicolas Sarkozy in 2009: certain zones of the metropolitan areas of Paris, Marseille, and Lille, as well as around 500 tourist towns and cities. Most major stores nationwide open every December on the Sunday prior to Christmas and supermarkets (but not hypermarkets) are allowed to open nationwide every Sunday morning until 13:00 for grocery shopping.

The 2009 relaxation came after an embarrassing incident when President Sarkozy had to call around Paris' shops to get them to open on a Sunday for US First Lady, Michelle Obama, who had enquired about a spot of weekend retail therapy during a state visit. The changes allowed all stores to open in tourist areas (previously, only sports, toy and cultural shops were allowed). The most visible result is that now clothing stores open every Sunday in places such as the Champs Elysées in Paris and central Marseille, Cannes and Nice. In the interview on RTL radio, the minister said the situation was very complex and the law made it even more complex. He also highlighted the paradox that while the majority of French people wanted shops open on a Sunday, an equally large percentage did not want to work on Sundays themselves. ■

cademics, teachers and politicians are up in arms at what they see as the latest attack on the French language, namely the government's proposals, approved by the National Assembly this month, to allow university courses to be taught in English. Until now, teaching and lecturing in a foreign language at French universities has been banned by law, except in the case of language courses or visiting professors. The law in question is the 1994 “Toubon” law which, among other things, states that French must be used in classrooms from nursery school right through to university. The government is relaxing this law in order to try and attract more foreign students to France's universities. France has recently slipped to fifth place, behind the US, UK, Australia and Germany, for attracting foreign students. n occasion, the EU does itself few favours with some of its weirder legislation. Everyone remembers the (now defunct) rules concerning the curvature of cucumbers and the bendiness of bananas. In 2011, the EU even ruled that bottled water manufacturers could no longer advertise that their product prevents dehydration. In its latest attempt to baffle member states, rather than turn its attentions to the financial crisis crippling the continent, the EU has set its sights on the 'problem' of olive oil bottles in restaurants! The European Commission this month put forward plans to ban restaurants from using refillable jugs and bowls of olive oil. From January 1st 2014, it said, olive oil “presented at a restaurant table” must be served in pre-packaged, factory bottles with a tamper-proof dispensing nozzle and adequate labelling in line with EU industrial standards. Officials defended the ban as a protection for consumers, who

would now know that they were getting a safe, guaranteed product with proper labelling of its origin and with tamper-proof, hygienic dispensers. European Commission spokesman, Olivier Bailly, said: “We are just making clear when you want olive oil of a certain quality you get exactly what you’re paying for.” However, critics were quick to complain that restaurant owners would not be able to select artisanal oils to serve to their clients, but would be forced to buy homogenous, mass-produced oils from registered factories. Sam Clark, the food writer, chef and proprietor of the award winning Moro restaurant in London, told The Daily Telegraph that the ban would stop him serving his customers specially selected Spanish olive oil in dipping bowls with bread when they are seated at their table. “This will affect us. It is about choice and freedom of choice. We buy our oil, which we have selected from a farm in Spain, to serve our customers,” he said. Mr Clark attacked the regula-

Haven't they already done enough damage to artisan products?” he said. Even some of the EU's own officials were dismayed by the new rules. “This is the sort of thing that gets the EU a deservedly bad name. I shouldn't say so but I hope people disobey this ban,” one official said. “It will seem bonkers that olive oil jugs must go, while vinegar bottles or refillable wine jugs can stay.” Responding to the ban, Martin Callanan MEP, the leader of the European Conservatives

and Reformists Group, asked: “Is it April 1st? With the Euro crisis, a collapse in confidence in the EU and a faltering economy, surely the Commission has more important things to worry about than banning refillable olive oil bottles? They should be seeking to reduce unnecessary packaging.” Under a barrage of criticism and ridicule, Agriculture Commissioner Dacian Ciolos was forced to shelve the plans within a week, conceding that the ban plan had failed to muster sufficient support. However, he continued to defend the idea, saying he would convene producers, traders, restaurateurs and consumers “round the same table” in a bid “to find a better way”. ■

Hollande auctions off Élysée Palace wine collection in austerity drive

n a move of austerity that previous presidents would have considered unthinkable, François Hollande is practising what he preaches and selling off 1,200 of the Élysée Palace's finest wines. Hollande has gone out of his way to appear a “normal president” and to contrast his simpler style with the “bling bling” image of his predecessor, Nicolas Sarkozy. This largely symbolic move comes after trimming the presidential and ministerial fleet of cars, and cutting ministerial salaries by 30%. According to government officials, the chief sommelier of the Élysée, Virginie Routis, personally selected the bottles to be sold. Those going on sale make up just a tenth of the presidential cellars, which were established in 1947, but every single bottle is French - for all France's pro-EU rhetoric, foreign wines are banned at the Élysée. Among the wines to go under the hammer at the Drouot auction house are three bottles of 1990 Château Petrus, estimated to be worth €2,200 a bottle, although some are expected to sell for as little

Wine sales of this nature are rare, but not unprecedented. In 2006, Bertrand Delanoë, then the newly elected mayor of Paris, auctioned off 5,000 bottles from the cellars of the Mairie of Paris. With some bottles of Romanée-Conti fetching €5,000, the auction raised nearly €1 million. The British have been in on the act as well; auction house Christie's sold 54 of the government's vintage wines in March this year in an effort to make the cellar self-funding. ■

had thought I would start off this month by prattling on about the annual return of good weather... but I thought I'd wait for the saints de glace to pass, just to be sure. Well, it looks like the old wives' tales aren't going to work this year. At time of writing, late May, the temperatures are below average for the season, eastern France has suffered from extensive flooding, grape formation in some areas has been compromised and the wild and windy weather is set to go on for a while. So, being optimistic, we'll say that we hope to see the sun back in June.

Until then, try and keep on top of the grass (in between showers), which is growing like nobody's business, and the weeds. This is easier said than done as wet soil pulls up in big clumps around roots. One possibility is just to cut the growth off at ground level, gaining some time until the soil dries out and you can go back

and get the little blighter! But even despite the relatively horrid weather, things are growing in the garden and the land doesn't look much the worse for wear. Yes, we can all grumble about the fact that we can't yet barbecue comfortably outside, but the trees and shrubs are catching up on dry years and the water table will be less critical later on in the year. “Wow!!!” is what I say every year in May/ June. Well, more like “wow, wow, wow!” as waves of exquisite blossom succeed each other. Starting off with the camellias, ornamental prunus, then the amelanchiers, viburnums, crab apples, fruit blossom, magnolias, lilacs,

wisterias... we sure do live in an exquisite area. All these flowering trees are so important for bees and other pollinators and so, if for no other reason, try and plant the maximum chez vous, and ideally in such a way as to give a succession of blossom over a long period. With caution, depending on your site, plant out your

tomatoes. It can be a good idea to do as the old boys do and place the plants in between two vertically placed tiles. These absorb the heat of the day and release it overnight, and also shelter the tender plants from rain damage or hail. On hot sunny days, just lay them down and replace them at nightfall. All heat lovers can benefit from this – although personally I wouldn't plant out peppers, chillies and aubergines just yet. Once the sun gets going things will race away, so have plants ready for that moment, and then just pop them into place and watch them grow. Don't slow up on the sowing. Your first crop of lots of things will soon be/is ready, so after you've harvested it you need to replace varieties. Sow regularly to keep a constant source of young plants - so much more satisfying than buying plants in. Remember to leave a few plants to go to seed – especially those that have been in tunnels, cloches or greenhouses. In a few weeks' time you'll have next year's seed crop ready. Do remember to label varieties before the stalks are dry (and while you remember what they were). The first harvests of some herbs can be made, e.g. mint, thyme, lovage, etc. Either dry the leaves to keep for later use, or use to make flavoured vinegars and oils. Start planning for late season crops and decide where you are

going to plant them and what you really want to grow over the winter. It pays to give this some thought now and aim to regroup varieties into the same few beds. Then you can put the remaining areas under textile or mulch, and not be bothered by a row of chicory or leeks. Prune off the lilacs which have finished flowering - the dead flowers aren't nice to look at and can lead to lilac blight. Keep an eye on your fruit if a tree or bush is too laden, thin out. Be ruthless, they say, and you'll get better fruit. I can never manage to be hard hearted enough! Also keep an eye on the borders and fill any empty gaps. If you buy plants from garden centres, remember to harden them off a bit before planting, and to give them regular feeding in the beginning to compensate for the transition to 'real life' conditions. Lastly, distrust gardening mags (!), having read articles in several this year which talked about harvesting artichokes, eating broad beans, picking peas, etc., all at times when none of this is possible in my garden. I realise that articles are not necessarily written at the time of the edition they're printed in - unlike this one!! So if a gardening star talks about doing something and you feel depressed because outside in your garden nothing is happening... don't worry!! ■

From shrubs to cacti, roses to herbs, you can find pretty much everything you want for the passionate gardener, as well as hand-produced decorative objects, furniture and craft items. The setting is lovely, too, in the grounds of an ancient château, whose owner is the driving force behind this fête. Go early because it gets crowded!

alking through a local town last week, I couldn’t believe the amount of cigarette tips that were lying on the pavement outside all the bars and restaurants, now that there is a ban on smoking inside. A quick scoot round the internet reveals that cigarette tips are one of the most common litter items found on streets, roadsides, beaches and waterways all over the world. But they aren’t just unsightly, did you know that cigarette tips are also toxic? A survey conducted recently has shown that more than 64% of smokers polled admitted to having dropped a cigarette on the ground and nearly 52% have dropped a cigarette out of a car window. Guilty as charged on the former. During most of my years as a smoker, and while working for the world’s biggest cigarette manufacturer, I believed filters were biodegradable and I didn’t take into consideration the high concentration of toxins in the tip. Simply put, cigarette tips are toxic waste and need to be disposed of as such. For example, another recent study found similar patterns of poly-aromatic hydrocarbon levels, some of which are carcinogenic, in roadside soil as cigarette tips found in the immediate vicinity, indicating that the chemicals had leached from the tips into the soil. There is now a growing campaign to try and help reduce the littering of cigarette tips and to highlight the very important point that the billions of cigarette tips littered around the world annually represent a huge environmental and public health threat. Something to think about as you run the gauntlet of smokers, and step over the piles of tips outside the bars and restaurants here in France… -------------------------- On the subject of pavements (I seem to have been looking down a lot lately),

I have become aware of just how much dog poop there is lying on the streets. So I began to wonder (as you do), just how much dog poop winds up being improperly disposed of each year. It certainly must be in the millions of tonnes. Until relatively recently, dog poop wasn’t considered a huge biological hazard, except for in rare cases causing a disease called Toxocariasis. But scientists have been reconsidering that notion after having made disturbing discoveries such as bacteria levels being so high at some beaches that people have to stay out of the water. One of the culprits that has been found to significantly raise the bacteria levels is dog poop. It’s not just from poop on the beaches, as most beaches now have a ban on dogs, but run-off from surface water drains after that water has come into contact with the poop. Some of the bacteria harboured in dog poop includes E. coli and salmonella. Other than that, dog poop is just plain gross and pollutes our parks and pavements. Most of us will also have seen somebody out walking their dog when Fifi decides to answer a call of nature, and the owner doesn’t clean up afterwards. A fairly commonplace occurrence in France. Many people carry plastic bags with them, which is great, but unfortunately standard plastic bags aren’t all that earth friendly and take years to break down, although there are biodegradable/degradable bags on the market designed just for this purpose. According to research, the ‘green’ bags are mostly starch-based and will break down in landfill in approx 90 days. I’m assuming that the common black bag, like most other plastics, is petrochemical-based, so the ‘greener’ bag would be the one considered by many as being the more environmentally friendly option. It’s a little difficult to accurately say which is more ‘green’ as even starch-

Brioche Bread & Butter Pudding

The earliest bread and butter puddings were called white-pot and used either bone marrow or butter. White-pots could also be made using rice instead of bread, which led on to the creation of rice pudding. One of the earliest recipes for a bread and butter pudding was written by John Nott in 1723.

Ingredients (Serves 4):

150g/6oz Sultanas 4 tbsp Rum or brandy 1 loaf Brioche Melted butter 40g/1½oz Caster sugar

1/2 Grated lemon rind 375ml/12fl oz Milk 3 Eggs Demerara sugar for sprinkling

1. Soak the sultanas in the rum or brandy overnight. 2. Cut the crusts off the brioche, then cut into triangles, or use a cutter to press out discs, and place buttered side up in a buttered ovenproof dish. 3. Sprinkle the bread with the sugar, sultanas, and lemon rind. 4. Heat the milk but do not boil it, whisk the eggs lightly, then pour over the milk, slowly whisking all the time. 5. Strain the mixture all over the bread, sprinkle the top with demerara sugar, and leave to stand for 30 minutes. 6. Preheat your oven to 180C/350F, then bake for 30-40 minutes or until the top is crisp and golden. Serve warm. Recipes provided by Chef George. here have always been con artists, grifters and crooks, but the internet has given them a multitude of new ways to target a much wider market. Most people will know at least one person who has been scammed by phone, email or over the internet. “How can people be so stupid?” is a phrase you often hear coming from more cynical, internet savvy people. Well, when you consider that 'phishing' scams alone in the UK earned the cyber criminals £600 million last year, plenty of people are caught unawares - it is much easier to fall foul of the scammers than you would think! It is not simply a case of being 'naïve' or 'stupid'... circumstance, timing and your emotional state of mind all come into it. If a scam artist sends an email to 1 million people saying that there has been 'unauthorised access' on their credit card, you can bet that a good number of them will have mislaid their card that very day and will panic. Sadly, at The Bugle we have heard quite a few stories over the years from readers who have fallen foul to these attacks, so we have complied a list of a few of the more common scams that you are likely to come across in France, as

well as tips on how to avoid them. This list is not exhaustive, and the scammers are constantly updating them, but it should give you an idea of the kind of thing to look out for. Overdue Utilities/Unauthorised Access 'Phishing' Scam

This is one of the most common online scams. You receive an authentic-looking email from a trusted institution informing you there has been an 'unauthorised transaction' on your account, or that they couldn't 'verify your information'. In the case of a utility company, the email may appear to come from EDF or Orange saying that your invoice is overdue. The email will ask you to click on a link and ultimately enter your personal banking information somewhere. You have in fact been taken to a bogus website, where your information has been intercepted by criminals, who will then use it to try to withdraw funds from your account.

Microsoft Technical Support. They then tell you that they can see your computer on the internet and that it is running slowly, either because of viruses or because it needs an additional piece of software - at a cost, of course. Once the scammers have gained your trust, they will ask you to log onto your computer and then guide you through a series of steps that will ultimately give them access to your computer. They can then damage your computer with malicious software, including installing viruses and spyware. Occasionally, they will direct you to a website where you are asked to fill in your credit card details to pay for the 'fix'. Microsoft do not, never have and never will make unsolicited phone calls. If you receive a call from someone claiming to be from Microsoft Tech Support, or Microsoft, simply hang up. That, or tell them you only have Macs in your house and see how quickly they hang up!

In its simplest form, this scam is often a form of money laundering. The email will sound like a genuine reply to your

ad. The tip-off is that the scammer will never actually refer to the item for sale by name. It will always be referred to as the ‘item’ or some similar term. When their cheque arrives in the mail, the amount on the cheque will be much more than the price you were asking for. If you email the person telling them of their error the scammer will respond and probably suggest that you just deposit the cheque in your account and send him back the overpaid amount. They may even offer you additional money for your honest response. After depositing the cheque and sending the overpayment back to the scammer, you will find out that the cheque was stolen or counterfeited - you may be liable to the bank for the full amount of the cheque if it cleared! Nigerian Email Scam This scam is reportedly Nigeria's third largest industry, bringing up to $1 million a day to fraudsters. You receive an emotional email from someone in Nigeria asking for help to get either themselves, or their money, out of the country. In return they will pay you a large percentage of the often huge amount of money. However, they first

French Savings & Investments Bank Accounts French banks offer a variety of accounts from the straightforward current account “Compte Courant”, instant access savings account “Compte sur Livret” to fixed term deposits, offering better interest rates over a defined period e.g. 3 months “Compte à Terme”. For large amounts a “Certificat de Dépôt Négotiable” can offer slightly more interest and a shorter term if necessary. For French residents, there are also various tax-free bank deposit accounts. The most common are the “Livret A” and the “Livret de Développement Durable” (LDD). The maximum deposit per person is €22,950 for the “Livret A”’ and €12,000 for the “LDD”. The general conditions of the accounts are the same and are regulated by the government. Interest is free of all taxation and the annual interest rate is currently 1.75%. Rates are generally reviewed on a six-monthly basis. For low taxpayers, the “Livret d’Epargne Populaire” (LEP) offers an interest rate of 2.25% for savings limited to deposits of €7,700 each. To qualify, you must prove, via a tax certificate, you pay less than €769 of income

tax (in 2012) in France. The “Plan d’Epargne Logement” (PEL) is a four year savings plan, aimed at saving for house purchase and home improvement. There is no tax payable on the interest earned whilst you are saving. If the sum is then used for the above purpose and has been blocked for four years, it can be withdrawn free of income tax but will be subject to “social taxes”. Share Dealing You can hold a share dealing account at your bank, a stockbroker, or on the internet. The normal safe custody account is called a “Compte Titres”. A share is an “action” and a Government or Corporate Bond is an “obligation”. Most people deal in shares through a specific form of investment called a “Plan d’Epargne en Actions” or PEA. This account allows you to hold and deal in French and European shares and provides considerable tax advantages ON CONDITION THAT no withdrawals are made for the first five years. Taxes may be applicable depending on when the withdrawal is made. Please see our information on our website.

Life Assurance One of the most popular forms of investment for French residents is the “Contrat d’Assurance Vie”, a Life Assurance Investment Bond (investments with a Life Assurance company). The reason that such policies are so popular is because they offer significant inheritance advantages, as well as beneficial tax treatment for any growth and/or income generated. To benefit from the preferential tax treatment of these policies, the insurance company provides the ‘wrapper’, but investors are then able to choose the investments which will be held within this, either from a list of funds produced by the insurance company, or, for larger sums (generally €500,000+), a discretionary investment manager can be appointed to run a bespoke portfolio. All French insurance companies also offer access to their “Fonds en Euros”. This basically means that the insurance company invests as they see fit but, in return, they guarantee that the investment cannot go down in value and must go up by a certain amount each year. At the end of each year they work out

how much they have made and distribute the investors’ shares of the ‘profits’ as interest. These investments are obliged to be very conservative, due to the level of guarantees offered. As a result, they are therefore only making about 3% a year at present, due to low interest rates. An alternative to the “Contrat d’Assurance Vie” is a “Bon de Capitalisation”, Capital Redemption Bond. The basic contract terms are the same for both policies, as is the income and social tax treatment. However, “Bons de Capitalisation” carry no inheritance advantages and the value of the policy on death is part of your estate. There are two clear advantages of using these policies. Firstly, for wealth tax purposes, the amount that is declared is the initial investment amount (or the current value, if lower). Secondly, a “Bon de Capitalisation” can be gifted during your lifetime or left on death, which could be useful if the aim is to pass on a “family portfolio”. ■ Note: Siddalls are qualified and registered independent financial advisers in France and

ask for your bank details to pay for legal fees and transaction costs. In the end you lose a lot of money and get nothing in return. The scheme itself violates section 419 of the Nigerian criminal code, hence it is often known as the “419 fraud.” Foreign Lottery Scam Logically, if you haven't entered a lottery, you can't win it, so any letters or emails that tell you otherwise should be treated with the greatest suspicion. The 'winner' will be told to phone the prize line, which unsurprisingly is a premium-rate number, or asked to send off a cheque for a small amount to cover administration fees. The amounts on offer are often huge and the fee relatively small, but don't be fooled. If you send off any money, you will be placed on a 'suckers list' and the amount of spam you receive will explode! The imagination and sheer audacity of the scammers never ceases to amaze, but there are 2 golden rules to follow that will help you to avoid most of them. Firstly, if it sounds too good to be true, it probably is. Secondly, and most importantly, TRUST YOUR INSTINCTS! ■

Golf - proud product of Scotland

he origins of the game of golf are not entirely clear. People have been playing “stick and ball” games for many centuries and several countries lay claim to “inventing” it. One legend is that golf was invented by shepherds who were out looking after their flocks. They became bored and created a game using their wooden crooks to hit round rocks into rabbit holes. It is generally accepted that the modern game of golf, as we understand it today, originated in Scotland. According to the Royal and Ancient Golf Club

of St. Andrews, considered to be “the home of golf” and one of Scotland's oldest clubs: “Stick and ball games have been around for many centuries, but golf as we know it today, played over 18 holes, clearly originated in Scotland.” One of the very first references to the game of golf came in 1452 when King James II banned it in Scotland, along with football, because he believed that it interfered with his people's archery practice – a skill much needed by his armies! The game remained a largely Scottish hobby until the mid-19th century. As the

first railways began to cross England and Scotland, the game's popularity quickly spread, first across Great Britain and soon across the rest of the British Empire. It can be said that golf along with football, cricket and rugby - is another game invented by the British and then given to the rest of the world so that they could beat us at it! Today, golf is played over 18 holes, with the winner being the player who can get his ball around in the fewest strokes. Each player has a bag containing 14 clubs. Although golf is not as

popular in France as in Britain, there are still well over 500 courses in France and over 400,000 registered players. France is due to host the Ryder Cup for the first time in 2018, which will be only the second time the biennial tournament will have been contested in mainland Europe. The Ryder Cup is held every 2 years between teams from Europe and the US who both select their best 12 players. The 2018 competition will be held at Le Golf National course near Paris and organisers hope that the event will give a big boost to golf in France. ■

Aujourd’hui, le golf se joue sur un terrain à 18 trous et le gagnant est celui qui effectue l’ensemble du parcours en un minimum de coups. Chaque joueur a un sac contenant 14 clubs.

Bien que le golf ne soit pas aussi populaire en France qu’en Grande-Bretagne, on y trouve cependant plus de 500 parcours et plus de 400 000 licenciés. L’hexagone accueillera la Ryder cup pour la première fois en 2018 et pour la deuxième fois seulement, le tournoi sera disputé en Europe continentale. Tous les deux ans, la Ryder Cup oppose des équipes d’Europe et des Etats-Unis qui sélectionnent leurs 12 meilleurs joueurs. La compétition de 2018 se tiendra sur le parcours du Golf National près de Paris et les organisateurs espèrent que l’événement permettra de promouvoir efficacement le golf en France. ■

was particularly interested in the “Lost languages of Europe” article [May 2013]; linguistics has been a lifelong interest of mine. I believe that it is regrettably true that many languages will die simply because competing languages offer more benefits: better job prospects and access to a wider range of institutions (schools, internet resources, etc.) To attempt to combat these benefits through government intervention is very difficult; the best that can be hoped for is a dual language approach. Now to the English - French debate. First, the facts. According to Wikipedia, English is spoken by 359 million native speakers, making it rank 3rd in the world after Mandarin (955 million)

and Spanish (407 million). These were 2010 estimates. In these terms, French is very much an also-ran, coming 17th with 74 million native speakers. It is thus crystal clear that in numerical terms English is Premier League, whereas French is struggling to avoid relegation. However, the question of the relative richness of language is far more open. English is known to have more than 1 million words. Comparison in this respect with other languages is difficult, though, for a number of reasons. Do you count the different forms of a verb as one or many words? The German language, for example, constantly forms new words by the agglutinative process; on that basis German has probably more words than English. In some languages the concept of a word is itself different; Chinese being a splendid example. It is also very well known

that all languages change with time (in that sense the French authoritative approach to new words is laughable - if people want to use a new word they will and no amount of official high-handed prohibition will stop them). It would reasonably be expected, for example, that the idea of gender of nouns will eventually be dropped from all languages; it is just not needed. Verb declension will probably last much longer because it has a precise meaning. It is, however, probably true to say that French and English compete world wide in terms of non-native speakers. English tends to be the medium for commerce and dispersion of technical articles, whereas French leads in the arts. am making an intelligent guess that many of you are retired; France and Spain are wellknown for being amongst the retirement countries of choice for expatriate Britons. I know that many come here to change their lifestyle and/ or take up other careers. Others, like myself, have been able to carry on doing what they were doing before they came to the Limousin, either because they are able to work anywhere and prefer doing it in a breathtakingly beautiful place, or because they have universal skills that can be practised anywhere. However, sooner or later, we will all be coming up against the great retirement dilemma, revolving around the big three questions: where, when & how? I am a congenital fence sitter and can’t decide, so it was with interest that I read a paper by Gabriel H. Sahlgren, published in May by the Institute of Economic Affairs (a UK think tank). The paper, entitled “Work Longer Live Healthier”, was sponsored by a UK charity, the Age Endeavour Fellowship. After reading the study, Edward Datnow, the chairman of Age Endeavour said: “…those seeking to retire should think very hard about whether it is their best option.” The paper is an interesting read. It starts with a few self-evident truths, like the fact that people everywhere are living longer and living healthier. Well yes, we all know that a baby born in the mid-nineteenth century had a pretty average chance of only living into their fifties. We are also obviously much healthier than our

grandparents' generation although, as an aside, another article I read last week named an anti-depressive as the world’s third best selling drug! Back to Mr Sahlgren’s paper; he drew the conclusion early on that the age of retirement was until quite recently edging downwards. Those were the days! Now governments talk about baby boomers, the current economic woes and release figures showing how we can’t afford all those early retirees anymore. The retirement age is advancing in most first world societies (it doesn’t exist in most third world ones), although it does so under a lot of protest from workers who dream of all those days of endless summer, interesting hobbies, exciting travel, a new and improved social life, etc. But wait a minute. Mr Sahlgren’s paper doesn’t paint such a rosy picture of retirement at all. He claims that retirement is a health hazard!! Apparently, retirement “decreases the likelihood of being in 'very good' or 'excellent' self-assessed health” by a whopping 40% and increases the probability of suffering clinical depression by 40%!! The chances of suffering from “at least one diagnosed condition” goes up by 60% in both the mid and the long term. Aha! I thought when I read this, but a lot more questions and arguments sprang to mind like: where did Mr Sahlgren get his data from; how old were the retirees questioned; what was the socio-economic level of his recipients; where did they live and so on? Mr Sahlgren’s study is very long, but also very fair. He himself raises even more obvious “chicken and egg” style questions such as do studies reveal deteriorating health on retirement, because ill health itself is the reason many people retire? He also

raises lots and lots of ifs and buts and asks if retirement - which obviously weakens social isolation in one way as it cuts people off from their working social relationships - creates better social relationships as people form “retiree or interest group” networks. Is this really the case? Are those new relationships as worthwhile as the ones formed over a working life? How limiting, too, is the peer group pressure of other retirees on one to 'act like a retiree'? Personally, I have experienced people saying that at my age, I should cut down on the amount of work and even sport I do - I should relax more, chill out. But then people have been telling me that since I was 40 and my reply has always been about the quality of life. Does your quality of life go up or down on retirement? Ruth Rendell (born 1930), Yoko Ono (born 1933), Mick Jagger (born 1943) and all those other busy non-retirees who’ve been in the news lately, would probably say it might go down. That said, they are the rich and famous, who, given their respective careers, probably don’t have to struggle out of bed too early on a Monday morning. I won’t go on, I have work to do! If you’re interested, you can read how Mr Sahlgren reached his conclusions on the iea.org.uk website or on the BBC World News website. Personally, I am still sitting on my fence, although now leaning towards the work until I drop school of thought. I would be genuinely interested on the take of any Bugle readers on the big retirement debate. Do any of you retirees out there have any regrets? What got you off the fence? Plant Sale Success!! A huge thank you to all those "Hardy Folks" who so generously supported the Plant Sale for Bansang Hospital in Seguinaud on 19th May. Even though the weather was absolutely dire, wet and cold, we managed to raise 1,780 Euros, all of which will go to the Hospital. Please can I thank all those that contributed the plants and cakes, ALL of which were of exceptional quality. Most of all, thank you to everyone that braved the ghastly weather and gave so generously. I am already potting up for next year, so could I ask if any plant pots have been emptied and are no longer needed, could they be returned to me to be reused please. At your convenience of course (I like the larger ones). So far, since our first Fund-raiser in 2011, shortly after Christine was given Etoile by the Guide Dog School in Landouge, Limoges, we, and friends and acquaintances and even strangers touched by the story, have raised 10,700 Euros in a wonderful show of kindness and generosity that all those at the Guide Dog School are amazed and really delighted with. They have expressed their feelings many times to us and we pass this on to everyone who has participated in any way, physically helping at the events, donating items to be sold, baking lovely cakes, doing their own event, and helping in many different ways, including one family volunteering to become a Guide Dog Puppy Host Family. To this 10,700 Euros can also be added the fact that several people have become regular donators as a direct result of Christine being given Etoile, so the real total is much more. When this tragedy struck Christine in 2007, as you can imagine, it was both terrifying and devastating. When I posed the question of a Guide Dog to the Consultant at the CHU Limoges he was immediately in favour and so we started on the road that led to Christine being accepted for a Guide Dog from Landouge School. Every single person there was kindness personified and each one of them went out of their way to help Christine and make her feel confident and cared for. Christine was the first English person to be given a Guide Dog from the School, and having Etoile has made a huge difference to her life. We have always had dogs. All of them have been wonderful, but they have been pets, very much loved pets. Etoile is a pet in the house but pick up her harness and she is there waiting for it to be put on and to do the job for which she has been lovingly trained. Walking with Etoile Christine is happy and confident, without her she is nervous and afraid, it is as simple at that. Etoile has changed her life, and she never stops being grateful for that. Together, as a family, Christine and Etoile, myself and Jack, our wonderful, now very old, Portuguese Water Dog, go for long walks, but also Christine and Etoile venture out on their own frequently for a walk around the village or a long walk into the country. Only if you could no longer do it yourself could you appreciate just how much you would miss it and what it means to get it back. So, a BIG thank you to everyone and please remember to come along to our 3rd Annual Fund-raiser in aid of the Guide Dogs for the Blind School, Landouge, Limoges on Sunday afternoon the 23rd June at 17, avenue du 8 Mai 1945, Oradour-sur-Vayres.

AIPB will be holding an afternoon and evening to celebrate the Fête de la Musique on Saturday the 22nd June in the place de la mairie. We will be commencing the event at 3pm with a "Tea Party". Games for children will be organised and in addition there will be a painting competition for local school children which will be judged at 4pm by a well-known local artist with wonderful prizes for the winners. Sandwiches, cakes and soft drinks will be offered, everything being free of charge. Everyone is invited to join us and we look forward to seeing you there. Later in the evening, starting at 8pm, we are hosting the musical part of the Fête de la Musique, with guest group "B. Boog and the Woogs", which features fabulous local singer Bev Calladine plus her young daughter's group "The Flying Monkeys". Also on the bill will be the popular singer guitarist Robert Floate and the talented local jazz saxophonist, Paul Cullen. A treat not to be missed. Many readers may have already met Jennifer Sanders. Jennifer is a member of the English library in La Souterraine where she often volunteers in the coffee shop. But you may not know that Jennifer is trained in the art of holistic well-being. In simple terms this means that Jennifer is able to help you achieve balance in your life. For those of you who are interested to learn more, Jennifer is providing 15-minute taster sessions. The aim is to provide participants with an insight into what constitutes their positive energies and how to minimise the effects of the negative energies they can be prone to suffering from. Jennifer is also offering to provide advice on one particular topic. Participants will be expected to provide their full name, full name at birth (if different), date and place of birth and also a question to discuss prior to the evening. Places will be limited to 10. The event will take place at Maison Durran, Saint-Germain-Beaupré 23160. The cost is 15 euros. For his first solo exhibition in France, British artist Ian Kiaer is proposing a reinterpretation of the art centre’s architecture, designed by Aldo Rossi and Xavier Fabre in 1986–88 and built on Vassivière Island in 1989–91. In a group of new works all designed specifically for the centre, Kiaer reconsiders the visionary aspect of the building, drawing a parallel between the thinking of Aldo Rossi and the utopian projects of 18th-century architects like Étienne-Louis Boullée and Claude Nicolas Ledoux. Challenging the predefined function initially allotted to each room in response to the different phases of the life of a work, the artist takes a fresh look at the relationships between research, creation and transmission, devising subtle installations that involve a mix of the archival and the found. Launched in 1982 by the French Ministry for Culture, the Fête de la Musique, also known as World Music Day, is a music festival held all over the world that takes place every 21st June, the day of the summer solstice in the northern hemisphere.

The musicians (amateurs and professionals alike) are asked to perform for free, and all the concerts are free for the public. Performances & concerts take place in open air areas such as streets and parks or in public buildings like museums, train stations, castles etc. The Fête de la Musique is a way of encouraging the major music institutions (orchestras, operas, choirs, etc.) to perform outside their usual locations and promotes encounters and exchanges between young musicians and well-known talents.
