The 44-year-old had made up virtually every detail on his CV, basing many elements on just a scrap of truth. Perhaps the most bizarre fact in the case is that, according to one source at the airport, “he did an amazing job. He was so good, it leaves you stunned!”

Since first being convicted in 1994, Gaillard has spent a total of 2 years in prison for a variety of crimes. In 1996 he was found guilty of falsifying military documents his CV boasts a long and glorious military service history with the Air Force and he claimed in an interview with local press last November to

ean-Philippe Gaillard, the former director of Limoges International Airport, has been sentenced to 2 years in prison, with one year suspended, for fraud. He was also fined €5,000. Mr Gaillard was appointed to the post at the head of the airport in November 2011, but just three months later he was exposed as a serial liar and placed under investigation for falsifying his application form.

love this time of year, it has so much going for it. The evenings are still relatively long, there are no problems with unbearable heat and the countryside is simply stunning as the leaves turn red and orange and autumn really sets in.

There are also loads of events at the weekends which my eldest daughter loves at the moment: we have already been to two potato fairs this year and coming up on the agenda for us this month is the pumpkin fair at St-Laurent and the massive horse fair at Chénérailles.

If you are prepared to make a small effort, these town-based outdoor events are almost always excellent. A brocante/vide-greniers can alleviate the boredom of a long summer’s day in August, but I find that the large themed events taking place outside of the height of summer are far more interesting (plus they almost always come with a vide-greniers too!)

I was speaking to a couple recently who told me that they always wait until the start of September to go to any tourist attractions as it is invariably quieter - and I must say I can get

annoyed in the summer that so many tourists are in ‘my’ area.

This reminded me of a sentiment expressed in a book I have been reading recently about off-grid living. The author of the book travelled around the country in his camper van, meeting and interviewing people who had disconnected from ‘the grid’ namely mains electricity and water.

They were not all dreadlocked ‘Swampy the eco-warrior’ types.

Many were respectable middleaged people who no longer wanted to be a slave to monthly utility bills and mortgage payments.

More often it was couples who had bought a piece of land and just wanted to live on it in peace.

He also interviewed the local residents to see how they felt about them moving in with their yurts, caravans and wooden structures.

Interestingly, the people with the most vocal objection to these new arrivals, and the ones that would fight against their planning applications the hardest, were the outsiders who had recently bought their own farmhouse or cottage nearby. The locals often had much less of a problem with people

moving in than the other recent arrivals. As the author put it, “They paid good money for that view and they’ll be damned if someone else is going to get it.”

It is a strange logic and one that I am guilty of to a certain extent.

I have discovered this region and I love it, so why would I not be happy that others also discover it, if only for a few weeks in August.

Between expats, there can also be a similar kind of snobbery. I have heard people say things along the lines of, “Of course, we moved here ten years ago, before all the other Brits came”, almost implying that somehow the newer arrivals have less of a right to be here than the ‘real’ expats; I was here first, so I am more important than you.

Another reason that I am going to come to love this time of year is la rentrée - that blessed day when the children go back to school. Don’t get me wrong, I love my kids, but 24/7 for 9 weeks was even harder on occasion than having the in-laws (Hi John, Hi Joan - miss you!) My eldest is three and a half and goes to school 4 days a week… I say ‘school’, which is what we call it in public, but secretly behind closed doors we call it ‘free child care’! Don’t tell anyone I said that!!

I loved the summer holidays as a child. Endless days of warm weather and freedom with no homework. In reality, I’m sure I was bored (this was in the prePlaystation era!) and annoying

(I was a child) and it must have driven my parents mad to have the three of us rattling around the house all summer.

A couple of reminders: the clocks go back on 28 th October (see our bilingual page for a piece about how this started) and fines will be introduced for motorists found without breath test kits from 1st November. I am sceptical about this, given the difficulty buying one, so how can they possibly fine you!!

Finally, there is an initiative underway across Haute-Vienne and Creuse called “Tous au resto” where you can get 2 for 1 meals at all participating restaurants. See page 4 for more information on this.

Limousin cow, which had somehow fallen from a cattle truck, caused the closure of the A20 in both directions for 2 hours this month. The caramel coloured cow gave onlookers on the nearby bridges quite a show as it evaded attempts to capture it.

The intrepid beast “was running up and down the carriageways, even jumping over the security barriers between the lanes,” laughed one spectator.

As gendarmes chased it down the motorway, this particular bullfight ended in a more peaceful manner, when a vet arrived and tranquilized the animal with a hypodermic dart, before moving it to safety just before 8p.m.

ccording to a report in L’Express m a g a z i n e , Limoges has been revealed as France’s second best medium sized city to live in. The capital of porcelain came in just behind its neighbour Poitiers in the category for cities with between 100,000 and 200,000 inhabitants.

The figures formed part of the magazine’s special edition “Changer de Région” (‘Changing Region’) and were based on INSEE statistics.

Two areas that helped the capital of the Limousin climb the rankings were housing and crime. The latter came as no surprise to local official Yannick Salabert: “The crime rate here is very low. In fact, we have fewer than 2 burglaries a day for a population of 183,061- a very low figure compared to cities of a similar size. Thefts from shops and newsagents, of cars and scooters, are all much lower here too.” In Limoges,

Runaway cow shuts A20 Limoges voted France's second best mid-sized city

you are apparently 4 times less likely to be attacked than on the streets of Marseilles.

In terms of housing costs, it should also come as no surprise that Limoges fared well. The city has among the lowest property costs in the country: between €8-10 per m² for rental and €1,300 per m² for sale.

With regards healthcare, Limoges came 7th among the 21 cities in its category, still above the average, thanks in large part to the presence of the CHU hospital.

Despite the encouraging report and the favourable press coverage it has generated for the region, the mayor of Limoges, Alain Rodet, was more circumspect.

Invited to comment on the very low rating in terms of employment (it came 17th), he said, “Putting cities such as Caen, which are smaller than Limoges, in the ‘big cities’ category shows that this survey is a bit arbitrary. I think that the figures, whether good or bad, are possibly slightly exaggerated.” ■

Former airport boss jailed for fraud >> continued from pg 1 have “fought in just about all wars” of recent years: the two Gulf wars, the Balkan war and the Libyan uprising. In reality, he once sat part of a pilots licence, which he failed.

In 1998 an appeal court in Agen convicted him for having posed as a member of the Police three years previously.

“His is the story of a young man who for many years has invented various and diverse identities”. So wrote a journalist in an article

dated 6th November 1997.

He was also once engaged to be married, before disappearing the day before the wedding after supposedly being called up for an important mission by the military. A letter to his fiancée later informed her that he had been killed in action.

And it was to be a former girlfriend, combined with his high-profile position at the airport, that was to prove his undoing. This woman saw his picture on the airport website and anonymously tipped off his employers

The lawyer for the defence argued that no damage had been done. “My client has not stolen from the till, he put no one in danger and no one had any issues with the job he was doing,” put forward Caroline Toby. “The only ‘crime’ that his ex-employers have reported was that they were made to look ridiculous, which as far as I’m aware, is not punishable under the penal code.”

The public prosecutor, Georges Borg, disagreed. “He is a loser, I am fed up of being told how brilliant he is,” he fumed, before asking for 4 years in prison, one suspended, and a €10,000 fine, also referring to the defendant as a “low level crook” and a “professional liar”.

In the end, the court sentenced Gaillard to 2 years in prison, with 1 year suspended, and a €5,000 damages payout to his former employers. He was then free to leave court to serve his sentence at a later date.

The court, which did not follow the public prosecutor’s recommendations of a longer sentence, “took into account the fact that there was no criminal damage in this case” concluded the lawyer for the defence, adding that her client would take time to consider whether or not to appeal. ■

Local baker creates a cake fit for a President

Every year, Tulle baker André Mirat creates a unique cake to celebrate the Nuits de Nacre music festival in the town. This year, his recipe has attracted national attention as it features the image of Tulle's former Mayor, and current President of the Republic, François Hollande.

Hollande famously shed a lot of weight as he ran for president, so he may not be indulging in the new cake himself, but with the taste of election victory still fresh, there is plenty of appetite in Tulle for all things Hollande.

The dessert has proved a success, although its creator insists that his motivations were not political.

News of the presidential pudding quickly spread to the national press agencies and Mr Mirat admitted that he has spent a good deal of time giving phone interviews from the back room of his bakery.

Although it is not known if President Hollande will ever taste the cake that bears his image, several people have allegedly bought one with the intention of personally delivering it to the Elysée Palace in Paris. ■

Priceless Rodin sculpture found 13 years after it was stolen from Guéret

A

stolen bust of Auguste Rodin, sculpted by his lover Camille Claudel, has been returned to its rightful home at the Guéret Museum of Art and Archaeology this month, 13 years after it was stolen.

The 8kg sculpture, which stands 40cm tall, was created by Rodin’s lover in 1892 and cast by Georges Rudier. Claudel signed the piece and it has been authenticated by the Rodin Museum in Paris - it is believed to be worth as much as €1 million.

The bust was stolen from the Guéret museum in 1999. “It was simply displayed, on a plinth, like most of the other busts,” explained Catherine Wachs-Genest, curator of the museum for the last decade.

“Given its weight and size, my predecessors never imagined that it could be stolen!”

The bronze resurfaced completely by chance when detectives discovered it inside the truck of an antique dealer, who had been under surveillance for several weeks. The suspect, a man in his 50’s, was being followed in connection with a number of burglaries in the Lyon area and was arrested along with another man, who was armed at the time, in Montbrison in the Loire region of France.

the stolen Rodin bust, as well as a number of other works of art that are all now in the process of being identified by the Central Office for the Fight Against Traffic in Cultural Goods (OCBC), a unit specialising in stolen art.

“For the moment, the two men are having trouble explaining the origin of the bronze,” a police source told French daily, Le Parisien.

The bust will now retake its place in the Guéret museum alongside one of Rodin’s most famous masterpieces, his 1899 work The Kiss, a sculpture of a couple embracing.

“I never imagined I'd get to see it. There’s a great feeling of satisfaction. We’re very happy,” said Catherine Wachs-Genest as the work of art was reinstalled in the museum.

“We were shocked by this theft, we were furious,” said an obviously delighted mayor of Guéret, Michel Vergnier.

“We had resigned ourselves to never seeing it again.”

The bust was bequeathed to the museum, along with more than 200 works of art, by an amateur collector from Dun-le-Palestel, Doctor Borg, when he died in 1954.

As well as being his lover, Claudel was a talented pupil and the muse of the sculptor. She became a sculptor in her own right, producing some 50 works, but signing relatively few of them. ■

Economist proposes EU-wide passport A prominent French economist has led a call for the introduction of a ‘European Passport’, a single EU-wide passport that would create “a real status of European citizenship”.

The man behind the suggestion is Jacques Attali, chairman of a think tank established in 2007 to make growth and reform proposals for France. “One can imagine that any citizen, from whatever member state, could obtain 'European nationality',” said Mr Attali.

“They could cross borders - in the EU and elsewhere in the world - with a single passport, which would also serve as an ID card in the member state where they decide to settle.”

Attali believes that the new passport would give citizens in every EU member state equal rights to vote in the country in which they choose to settle, and also to pay tax in that country: “For the vast majority of people, this country would be the one in which they were born,” continued the respected thinker. “The passport would do nothing to take away people’s wish to belong to a particular country.” ■

The Eiffel Tower is revealed as Europe's most valuable monument

A

study has revealed that the Eiffel Tower is the most valuable monument in Europe, worth a reported €435 billion to the French economy. The tower, built by Gustave Eiffel in 1889, has a value more than 6 times greater than that of the Tower of London, at €70.5 billion.

The study, published by the Chamber of Commerce of Monza and Brianza in northern Italy, compared the value of historical European monuments based not on any material worth, but on value linked to image, branding and aesthetic qualities.

The ‘Iron Lady’, as the monument is affectionately referred to in France, is the most visited tourist attraction in the world - last year, over 7 million people visited one of the three viewing platforms, taking the total visitors over

its lifetime to 200 million. Its value is 25% of France’s GDP. These figures are all the more impressive when you consider that the Eiffel Tower was only supposed to be a temporary structure, erected as an entrance archway into the World Fair and originally due to be dismantled within two decades. ■ The full list: 1. Wine production down in 2012

F

rance’s agricultural minister has warned that the country’s grape harvest for 2012 will be “exceptionally small” and could be the lowest since 1991. Current estimates are that France will produce 42.5 million hectolitres of wine this year, compared to 51 million hectolitres in 2011 - a 17 per cent drop.

Wine makers have had a tough year, with frosts, hail and adverse weather conditions damaging vines and affecting productivity, although the story for 2012 is much the same in vineyards across the world.

The announcement by agricultural minister Stéphane Le Foll comes hot on the heels of warnings from the Champagne region that it was suffering its worst season for decades.

Wine is still a big market for France - in 2011 it exported 14 million hectolitres worth 7 billion euros, a total that Mr Le Foll said was “equivalent to the sale of 154 Airbus planes”. The French wine sector employs 250,000 people in 70,000 domains.

The minister also pledged to fight a European Commission decision to allow massive

vineyard expansion in 2015 by liberalising planting rights. The absence of restrictions to planting vines across the European Union would be “prejudicial to France and harm its quality offer,” he said.

Europe’s major wine producers - countries like Italy, Spain and Germany - argue that the change would “weaken” their wine industries by encouraging overproduction. Supporters of liberalisation argue that current planting rights provide unfair protection to existing wine growers and amount to an indirect subsidy. ■

After a period of being owned by the newly nationalised Icelandic bank Landsbanki, the company is now determined to press ahead with expansion plans under French leadership.

Hamleys bought by French company Hamleys, Britain’s most famous toy brand, including its flagship Regent Street store, has been sold to a French company for an estimated €75 million. This icon of ‘Britishness’ has been taken over by Groupe Ludendo, which operates 300 toy shops across France, Belgium, Switzerland and Spain under brands including La Grande Récré and Starjouet.

Hamleys was founded in 1760 when William Hamley opened a toy shop called Noah's Ark at 231 High Holborn, London. Today, the world's largest toy store sits on 7 storeys of prime real estate on Regent Street and has become part of the London tourist trail.

It has been the target of equality campaigners in recent years for its policy of keeping girls’ and boys’ toys on separate floors and only recently stopped colour coding its floors in pink and blue.

any women will already know how difficult it can be to find a decent man in today’s world. The Internet has changed the way single men and women find a partner with dating websites attracting hundreds of thousands of members each

year.

One such French website, AdopteUnMec.com (literally AdoptAGuy.com), has taken this one step further by opening up a travelling store this month in which men are quite literally on the shelf. The men, all of whom have signed up to the website, spend an hour at a time inside human-sized toy boxes in the window of the store where they can display their ‘talents’ to female shoppers.

The travelling store spent a week in Paris before moving on to other cities. The publicity stunt appeared to be popular, with single women flocking to check out the men on offer in the shop window.

“It reminds me of the red light district, but much tamer and for us girls instead,” remarked one interested shopper. Another agreed: “I think it’s great, it’s different. For once, we have a choice and we don’t have to deal with the trials and tribulations of seduction.”

The store also has a café downstairs, so that couples who do hit it off can go for a cup of coffee and get to know each other better. The idea is clearly popular, but only time will tell if finding Mr Right becomes part of the average woman’s weekly shop. ■

udget clothing company Primark has announced plans to open its first French store in 2013, and six or seven by the following year. Initially, the company is believed to be looking at locations in Paris, Marseilles and Bayonne, although if these stores are successful then more could be opening up right across France.

Other low-cost fashion retailers will be looking nervously at Primark’s plans - their clothes tend to be 20-30% cheaper than their direct competitors like H&M and Zara.

Since starting in Ireland in the late 1960s, Primark has been a success story wherever it has opened and today has 241 stores across 7 European countries. It has even managed to gain a significant foothold in recession-hit Spain where its 27 stores are flourishing.

The first Primark stores will all be based in shopping centres where the 5,000m² of floor space typically required is easier to find, although no leases have yet been signed. Insiders have hinted that aggressive negotiations are ongoing over rent prices.

“Primark is one of those few brands where the opening of a new store is an event in itself… like Apple Stores,” explained one retail expert. “The shopping centres that have the first stores will see a massive increase in footfall. As such, Primark is using this fact to demand far lower rents than usual.”

The group reported a 15% rise in turnover in the first half of this year, at €2 billion. It will be the latest retail chain to make the move across the Channel - M&S re-entered the market last year, New Look has a number of stores in northern France and Prêt à Manger now has three outlets in Paris. ■

Half of all drugs 'useless'

H

alf of France’s drugs are “useless” and five per cent are dangerous, according to a book released by two of France’s top doctors. The duo believe the pharmaceutical industry is forcing ineffective drugs on to the market, costing taxpayers up to ten billion euros a year.

Professor Philippe Even, former director of the prestigious Necker Institute, and Bernard Debré, a doctor and member of parliament, say that removing “superfluous and hazardous” drugs from the list of those paid for by the French health service would not only save up to €10 billion a year, but would also prevent up to 20,000 deaths linked to the medication and reduce hospital admissions by up to 100,000.

In their 900-page book, Guide to the 4,000 Useful, Useless or Dangerous Medicines, Even and Debré examined the effectiveness, risks and cost of pharmaceutical drugs available in France. They found that 50 per cent were “useless”, 20 per cent were “badly tolerated” and five per cent had adverse effects.

The two doctors were

commissioned to write a report on the pharmaceutical industry by former president Nicolas Sarkozy in the wake of the Mediator scandal. Mediator, a drug developed to fight obesity-related diabetes, was also prescribed as a weightloss medicine in France from 1976 to 2009. During this time 5 million people took the drug, and estimates suggest that as many as 2,000 died from heartrelated complications related to it. This is despite concerns first being raised in 1999 and the drug being banned in many other countries. The company’s founder is currently under investigation for deception over the drug’s quality and of falsely obtaining authorization to sell it.

Even and Debré were keen to point out, however, that while half the 4,000 medicines they reviewed were “useless”, “many of the others are extremely efficient”. “Antibiotics are the best [medical] discovery of all time,” Even told Le Parisien.

“Antiretroviral drugs have given us a very real lead on AIDS and a large number of anti-cancer medicines have had an immense impact on our treatment of the disease.”

France is the world’s fifthlargest consumer of medicines, behind the US, China, Germany and Ireland. The average French citizen will have 47 medicine packs in their cabinet, prescription or otherwise, every year at a cost of €532 euros per person, with the state shouldering 77% of the cost. In the book, these figures are compared to the

industry, which they call “the most lucrative, most cynical and least ethical of all the industries”. Speaking to The Guardian, Professor Even said that most of the drugs criticised in the book are produced by French laboratories who push the medicines at doctors, who then in turn push them on to patients. “It is like an octopus

The money involved in pharmaceuticals is enormous - on Wall Street, the pharmaceutical industry is third in size only to petrochemicals and banking. “Sadly, none of them is interested in making drugs for rare conditions or, say, for an infectious disease in countries with no money, because it’s not a big market.

Nor are they interested in developing drugs for conditions like Alzheimer’s or Parkinson’s disease because it is too difficult and there’s not money to be made quickly.”

The Professional Federation of Medical Industrialists, LEEM, has criticised the book as “confused”, saying it “serves to needlessly alarm the ill and could lead them to stop their course of treatments specially adapted to the illnesses they suffer”.

“We must not forget that the state exercises strict controls on drugs. France has specialist [government] agencies responsible for the health of patients and of controlling what information is given to them [about drugs],” LEEM president Christian Lajoux told AFP. ■

Exercise could soon be prescribed by doctors Doctors in France could soon be prescribing ‘exercise’ under new proposals being supported by the government. The idea already has the backing of the health ministry and the Comité National Olympique et Sportif (CNOSF), as well as sports minister Valérie Fourneyron, who is herself a sports doctor.

Mme Fourneyron believes that sport prescribed by doctors - and reimbursed by the state - produces benefits that have already “largely been proven”. “It’s a question of the right dose,” she said.

dedicated to sports health, has estimated that people who undertake regular exercise spend on average €250 less per year on healthcare than those who do no regular exercise.

By subsidising a suitable sporting activity up to a maximum of €150 per person per year for 10 per cent of people with longterm illness, it believes that €56.2 million could be shaved off the country’s social bill.

“15 minutes of walking every day reduces mortality rates by 14%,” said Martine Duclos, a professor of sports medicine and another expert backing the idea. A recent study in the British medical journal, The Lancet, reported that a lack of exercise is a factor in one in every 10 deaths around the world.

Studies are currently under way to determine which kinds of sports are most beneficial for particular conditions, with research already focusing on cancer, obesity, cardiovascular illness and ageing. ■

Dog shoots Dordogne hunter They say that a dog is man’s best friend, but one hunter in the Dordogne may beg to differ after his beloved pooch accidentally shot him in the hand with a shotgun. The Blue Gascony Basset hound caught the trigger of his owner’s gun after leaping up while the huntsman was taking part in a deer shoot. The bullet shattered a part of his right hand, which has since been amputated.

The victim, whose name was given as René, was stoic about the incident and said he had only himself to blame for not applying the safety catch. “It wasn't

the dog's fault - and he's adorable!” he told France Bleu radio.

According to French news magazine Le Point, two of the man’s dogs ran off after a deer while the third - the youngest and new to hunting - stayed by his master. “He jumped on me to give me a cuddle, I think,” René said. “As he jumped, he put a paw on the gun.”

The 55-year-old victim was evacuated to hospital in Bordeaux by air ambulance but said he did not hold the incident against his dog “at all”. ■

New bells soon to toll at Notre Dame A new bell has been cast for Notre Dame in Paris as part of the cathedral’s 850th anniversary celebrations. The largest of nine new bells, it was cast for France's most famous cathedral in the Dutch town of Asten. The six-ton bell, named Marie, was cast in a blend of copper and tin using a centuries-old formula and replaces one of the same name that was melted down during the French Revolution.

In the 1790s, revolutionaries took over the cathedral and removed all of its bells except the largest one, a 330-year-old, 13-ton bell called Emmanuel.

As well as ringing every hour on the hour, Emmanuel has also been witness to some of France’s most important historical events: it chimed to mark the end of the First and Second World Wars, the liberation of the city in 1944, as well as a host of major

state occasions. It also rang on September 11, 2001 after the attacks on the Twin Towers in New York.

Using cutting edge technology, engineers have been able to computer simulate what the new bell will sound like before it is cast. Experts have found manuscripts from pre-revolutionary times indicating what note the original bell would have produced, and are aiming to reproduce this sound in the new bell.

After the Revolution, the north tower’s bells were replaced in 1856, but they will now be replaced again with bells made of better quality metal that will produce a clearer sound.

The nine new bells will be inaugurated in February 2013 and will sound on Palm Sunday, a month later. ■

How did Closer get away with it?

A

s most people in the world will probably be aware, French gossip magazine Closer was this month the first publication to print topless photos of the Duchess of Cambridge. The photos, which were taken from a public road several hundred metres away while the Duke and Duchess of Cambridge were relaxing at a private château in the south of France, instantly became headline news across the world.

But how could a publication in France, a country that has some of the strictest privacy laws in Europe, get away with printing such images?

The answer is that they can’t and probably won’t get away with it, but that editors and magazine bosses don’t care because it still makes financial sense!

Privacy rules in France are based on Article 9 of the Civil Code which dates back to 1970 and states that “Everyone has the right to respect for his private life”. This right, which became part of the constitution in 1995, applies

not only to the disclosure of a person's private life but also the unauthorised taking of photographs and their publication.

Exactly what constitutes “private life” is not defined in the law, but it has been spelled out by the courts as including one’s love life, friendships, family circumstances, leisure activities, political opinions, trade union or religious affiliation, and state of health.

Very few people tried to claim that the recent photos were not in clear breach of these laws. Closer themselves put up a half-hearted defence, but in truth they probably knew that they were breaking the law from the beginning.

The reason that they so brazenly did lies in the nature of the penalties imposed.

“The law protecting people’s private lives, forbidding publishing photographs without their consent, is much stricter than anywhere else in Europe,” said Jean-Luc Soulier, a lawyer specialising in defamation and privacy law.”

“The judge might choose to go above a normal fine as there

is an international element to this and this is a member of the royal family, but I think the maximum would be €20-30,000. That would already be a huge amount for a French judge,” said Mr Soulier. “But that doesn’t stop magazines like Closer or Voici from publishing such photos almost every week, as their circulation figures are so high that fines generally never go above a few tens of the thousands of euros. This is too weak to dissuade such magazines.”

French prosecutors have opened a preliminary criminal investigation into the publication of the topless pictures. This could then lead to a full investigation into whether taking and publishing the pictures breached the couple's right to privacy under French law. Any subsequent fines, however, are unlikely to dissuade French editors from publishing such pictures again in the future.

Libel laws are also tough in France, but the maximum fine is €12,000. The usual pattern, which has become a common sequence in French

magazines, is of gossip one week and the enforced retraction of it the next with a modest fine… but plenty of sales.

Privacy and libel laws are indeed very strict in France - you can not get away with anything like as much as you can in the UK, for example but the penalties are such that editors simply need to do the maths. ■

ducation minister Vincent Peillon has this month called for an increase in the number of teaching days for primary-age children from 144 to 180 a year.

France's pupils have some of the longest class hours in Europe but the fewest days at school. The education minister is in favour of a longer school week and of cutting the present nine-week summer holiday. He believes that schooling is too condensed under the current system and argues this is too tiring for children and not conducive to learning.

He would like to see an extension of the school week from the present four days to four-and-a-half from the rentrée 2013, with children going to school on Wednesday mornings rather than a return to Saturday morning school. It is not yet known if the remaining 4 days would be shortened and how much of the summer break would be lost.

Education psychologist François Testu said that cutting the holidays would be a bad idea for the pupils as they need the break to “discover new things and friends away from school”. The plans are also likely to receive vocal opposition from the tourism

industry, which prefers a longer summer break.

The education minister has hinted that the holidays would be phased across the country to maximise the summer season for tourist businesses, similar to the current Easter break.

Elsewhere, the education minister also revealed plans for the introduction of morality classes.

Peillon’s bid to introduce a secular moral code for France’s youngsters is aimed, he says, at helping them “live together”. “Secularism is not about simple tolerance, it’s not about ‘anything goes’. It is a set of values that we have to share. To be shared, these values need to be taught and learned and we need to rebuild them among France’s children.”

Teaching French children Republican values will not require them to salute the tricolour flag, Peillon says, but he is in favour of them learning the French national anthem, La Marseillaise.

A think tank will report on how the classes would be structured and taught, although parents’ body the Fédération des Parents d'Elèves de l'Enseignement Public has warned that schools should be careful not to encroach on the domain of parents. ■

rance's Constitutional Council has rejected an appeal by animal rights campaigners to ban bullfighting in France. Activists had asked for the fights to be classified as “cruelty to animals”, but judges ruled that the “traditional” fights held in areas of southern France could continue.

Bullfighting is already banned in many parts of France, but is allowed to take place in the south due to a provision in the law that safeguards the tradition. Campaigners were seeking to close this loophole, but judges said the provision allowing bullfighting in the south was “precise, objective and rational”, adding that “these traditional practices thus authorised do not infringe upon constitutional rights”.

Bullfighting originated in Spain, but became popular in border areas around 150 years ago.

Today, 1,000 bulls are killed in fights each year, with the tradition being particularly popular in the Nîmes and Arles areas.

A recent opinion pole in France suggested that 48% of the population would back a ban on bullfighting, although previous surveys have suggested a figure as high as two-thirds.

Supporters also point to the tourism benefits: it is estimated that 500,000 people descend on Arles for the Easter Feria alone, spending on average €100 per day during the 6-day festival.

Animal rights groups are now considering taking the issue to the European Court of Human Rights. ■

De Villepin under investigation

Dominique de Villepin, the former prime minister and arch enemy of Nicolas Sarkozy, is to be questioned by magistrates over allegations of his involvement in a financial scam involving a luxury hotel network.

A close friend of Mr de Villepin, Régis Bulot, is accused of embezzling €1.6 million from the company Relais & Chateaux, of which he was president, between 2002 and 2008. De Villepin was brought into the case when police secretly recorded a telephone conversation between the two men in early 2010.

In the bugged phone call, it is alleged that Mr de Villepin claimed to have put pressure the

new management of Relais & Chateaux not to co-operate with the police investigation during a meal attended by Jaume Tapies, Mr Bulot’s successor at the head of the hotel group.

According to the BBC, in the recordings, de Villepin is reported to have boasted after the meal that he had “scared the pants off them” and that he had warned the other people at the dinner: “if somebody some day starts to ask which politician slept with whom in which room, you are dead”.

Denying any involvement in the Relais & Chateaux case in an interview for French station TF1 in December last year, Mr de Villepin said: “This case does not concern

me. One may have a friend, friends, and not be implicated in their business dealings.”

The 58-year-old became famous internationally in 2003 when he made a passionate defence at the United Nations of France’s refusal to join the war in Iraq. He was subsequently embroiled in a high-profile scandal involving an alleged smear campaign against his nemesis Nicolas Sarkozy. His political career was put on hold for several years while he fought the case. He was eventually cleared of the charges last year, but had to abort his presidential campaign earlier this year when the current allegations surfaced. ■

CRISIS? WHAT CRISIS? ‘H ouses on Internet’, the successful, fast growing internet-marketing company that helps people sell their French property without the use of an estate agent, does not seem to be affected at all by the ongoing euro crisis.

Richard Kroon: “I never expected we could top those numbers so soon, but the reality is that 2012 shows an increase in sales of about 30% compared to 2011.”

Who is buying?

It is of course interesting to know who all these buyers are.

Richard explains: “the advantage of the euro crisis is of course that this currency is now relatively cheap for countries outside the eurozone, which makes buying French property an interesting investment. A lot of “our” buyers come from countries like Australia, Russia, USA, Canada, but also closer to home like Switzerland,

Germany and Finland. And the way to reach of all of these people remains the same: clever internet marketing and a top Google ranking.”

There is also another group of (maybe unexpected) buyers that has been actively searching for and buying French property this year: the Belgians, especially the ones living in the northern part of Belgium, where Dutch is the primary language. It seems that a lot of these people do not speak English or French and therefore cannot be reached by (inter)national websites that just try to sell houses in English or in French.

Richard Kroon: “For these people it is a huge advantage that we present every property in three languages, including Dutch. And they seem to be

telling each other that ‘Houses on Internet’ is the place to be because the number of sales to people from northern Belgium has increased by over 400% this year.”

The feedback from these people shows that they not only appreciate that they can fully understand the adverts, but also that they get replies in their own language and if required, we keep translating between them and the owners all the way to the actual sale.

Think global, act local.

This is really what this business is all about, says Richard. It is extremely important to have a wellfunctioning global network in order to reach as many people as possible, but when you

actually talk to a prospective buyer, that personal touch, flexibility and multi-lingual service is what makes the difference.

Tu vs Vous - a The perils of small town life social minefield!

Bugle Editor, Steve Martindale, looks at the difference between tu and vous... and how it can get you in trouble!

M

oving to a foreign country and learning another language can be daunting at the best of times. How many of us have tried to say one thing, only to pronounce it incorrectly and say something quite different… often to the amusement of our host? I know that I certainly have, on one occasion accidentally saying something so bad that it could never be printed in the pages of a family newspaper!

So, how much harder is it when you can say something that is technically and grammatically correct, but still potentially cause huge offence? I am talking about the two French forms of the English word ‘you’ – tu and vous.

Comment allez-vous? and tu vas bien? mean basically the same thing - ‘how are you?’ - although one is formal and polite and the other must only be used between friends or family. Tu, the informal version of ‘you’, is only usually used when you are close friends with someone, or have been invited by them to use it - tu peux me tutoyer. Vous is a more polite version of the word that confers a degree of respect and you should use it for strangers, your elders and betters and those in a position of authority.

Bumping into someone in a bar and calling them tu can be as inflammatory as tapping someone on the shoulder and asking them what they are looking at!

Grasping this distinction has always made French a more difficult language for English speakers to master - we have no direct equivalent and it can be a strange concept to get your head around. Personally, I have always adopted the theory that I am unlikely to cause offence by ‘vous-ing’ someone who would be happy to be ‘tu-ed’, but I could potentially cause massive offence by ‘tu-ing’ someone expecting a vous. My solution… I ‘vous’ absolutely everyone. (This also has the added advantage that vous is usually easier to decline… 9 times out of 10 you just stick -ez on the end of the word, whereas the tu form of the verb is often harder to remember!!)

The popularity of tu and vous has waxed and waned over the years.

During periods of revolution and social upheaval, the use of tu becomes more common, as it implies an equality between people and enforces the fact that no one is superior. For the generation that grew up in France in the wake of the social upheavals of May 1968, vous is used much less often. Agnès Poirier, a journalist for The Guardian, was one such child and has written on the subject: “As a child of the 70s, part of the post-May 68 breed, I belong to a more informal French generation, the ones who only say vous to their elders and strangers, the ones who have had terrible difficulties adopting the Bonjour, Madame and Bonjour, Monsieur, always more at ease with Salut.”

Amongst the youth of today, the use of tu is almost universal, with the polite form being employed increasingly rarely, leading some to question whether vous has had its day. As more and more people communicate via text messages and share every >> continues on pg 12

Bugle reader, Andrew Wignall, is back in the saddle and considering whether small town life is really so different from the big city...?

i Folks - I’m back.

“I didn’t know you’d been away” and “Who are you?” I hear you say. Well that’s exactly what they said on Shakespeare’s return when he went on a long weekend to Blackpool and forgot to take his quill.

Ironic isn’t it? Or not.

Ironic is a funny word isn’t it?

There was that song by Alanis Morissette which intended to outline various ironic situations, such as a ninetyeight-year-old man winning the lottery and dying the day after, and a bloke who was scared of flying dying in a plane crash.

To me, that’s not irony. The old guy seemed well overdue for his date with the ‘Reaper’, while that was just plain bad luck for the geezer on the plane.

I’m not sure what irony is. It’s fuzzy.

Which brings me to my point. Small town life. At the beginning it’s idealistic, isn’t it? It’s not ‘Broken Britain’, but more of a step back in time. Crime..... what’s that? A mix of the lovely expats and

the welcoming French. Green fields, deer and a place where you genuinely want to own a dog.

We ingratiate. We try to learn the language as best we can and we also try so hard to be friends and seek acceptance from the British coral who’ve taken root in the streets around us. In the UK, we were merely on nodding terms with our neighbours of over ten years.

Simply because we chose to be so. They were nice people but our friends exist within the oxygen of work and those very special ones who’ve endured since school. Here, there are prospective friends coming out of the walls. And why? Because we speak the same language as they do. The ability to communicate should not automatically form a social bond, yet here it seems to be an unwritten law.

We live in a tiny little village and I would not swap that for the world. We love it but sometimes... just sometimes, the politics of the community can have the ability to drown you.

Every once in a while there’ll be

some kind of scandal and most will consider it to be worthy of being on the front page of The Sun. We’re all only human, after all, we like to hear what’s going on and myself and the Missus may consider it a ‘talking point’, but when the punchline is that someone took a baguette back to the boulangerie because they thought it was stale then I think the entire village needs to reorder their priorities.

This Facebook and social networking lark. I’m no luddite and I understand the workings, but WHY? It’s like opening your front door and inviting strangers in. Or operating a Ouija board and letting a demon know what type of coffee you like. I really don’t get it. Do people not value privacy any more? Why on earth would you want strangers to tap into your computer account to look at pictures of you passed out on the floor above a caption which reads “Look at me. I’m wasted.”

And I guess this brings me further towards my point. Small villages and communities provide their own Social Networks. No internet access required. I know that there’s nothing to do and I know we need to fill our time. But, come on, if my neighbour’s dog sees me fall over on the church square on

the way home from the pub, then everyone in the village will know about it by the time I’ve got up.

Don’t get me wrong. Me and the wife are far from perfect and I am preaching from a pedestal built from a pack of stacked cards. We all like to know the ins and outs of our community and anyone who says different is a liar. But it does get me down sometimes when the surrounding world seems to delve and dig and more often than not come up with all the wrong discoveries.

In the UK, the politics of work and the general state of the country were what we moved here to escape from, yet sometimes the local and personal politics seem paramount and inescapable.

Everyone in my village wants to be happy and ‘fit in’ but sometimes it’s akin to a huge playground where certain people lack the confidence to venture outdoors for fear of being judged or facing confrontation.

And I guess this is where the irony returns. We came to escape, but really we’re just in a different country, a different house, a different currency and a different climate. If that’s not irony, then I truly don’t know what irony is. ■

New government tax changes may affect many people.

WEALTH TAX The changes brought in last year by the Sarkozy government have partially been reversed and whilst the threshold remains unchanged at €1.3m, the bands used to calculate the tax due are the same as those used last year: • €800,001 to €1,310,000 0.55% • €1,310,001 to €2,570,000 0.75% • €2,570,001 to €4,040,000 1.00% • €4,040,001 to €7,710,000 1.30% • €7,710,001 to €16,790,000 1.65% • Above €16,790,000 1.80% This has been called an ‘exceptional’ tax for 2012, in respect of which bills will be sent out in early October,

Speaking to the BBC, Anthony Besson, a PR worker from Paris, explained: “In the philosophy of the internet, we are among peers, equal, without social distinction, whatever your age, gender, income or status in real life.”

The use of vous, he said, implies a hierarchy.

Not everyone agrees. Last year, Laurent Joffrin, director of left-leaning news magazine Nouvel Observateur, turned on a journalist who had addressed him using the tu form - “Qui vous autorise à me tutoyer?” (“Who said you could call me tu?” - Joffrin, of course, used vous in his return tweet.)

A storm erupted, although it was Joffrin himself who was accused of being rude and condescending. “The fact that he was a public figure who was part of an elite probably didn’t help as he expected some respect and viewed tu as an insult,” explained Anthony Besson.

A year later and Joffrin is no longer using Twitter, although he claims this has nothing to do with ‘tugate’. “It was unpleasant,” he later said of the incident.

INHERITANCE TAX The amount that can be left tax-free to each child by each parent on death has been reduced from €159,325 to €100,000.

The same reduction also applies to the amount that can be gifted during a parent’s lifetime without an immediate tax charge, with such gifts now renewable every fifteen years.

Furthermore, in the event of death during the fifteen year period after the gift, the value of the gift will be included in the deceased parent’s estate for inheritance tax purposes.

Seeking ways to invest that help reduce future inheritance tax bills is now even more important.

The only advantage for us expats, floundering in a sea of potential faux-pas, is that we will be cut a fair degree of slack. A well placed tu can infuriate someone if they believe that the user knows the rules and is using it deliberately to be rude. However, I doubt very much that anyone would ever take offence when the use of tu is accompanied by a thick English accent.

If you are lucky (or hard working) enough that your language and accent are so good that people do not know you are foreign… then be warned, as you should know better!! ■

‘SOCIAL TAXES’ It will come as a surprise to nobody that the previous government’s plan to increase ‘social taxes’ (“Contributions Sociales”) on investment income and gains to 15.5% has, unsurprisingly, been maintained!

Crêpes with Orange Sauce Crêpes Suzette

This dish is one of the best known French desserts, that became popular in England at dinner parties in the 60s and 70s. You can make the pancakes in advance, if you like.

Ingredients (Serves 6): For the Pancakes:

120g/4oz Plain flour 1/4 tsp salt 30g/1oz Caster sugar 2 Eggs, lightly beaten

For the Sauce:

85g/3oz Unsalted butter 55g/2oz Caster sugar Grated rind and juice of 1 large orange Grated rind and juice of 1 lemon

250ml/8floz Milk 60ml/4tbsp Water 30ml/2tbsp Orange liqueur 60g/4 tbsp Unsalted butter, melted 150ml/1/4 pint Orange juice 100ml/7tbsp Orange liqueur 30ml/2tbsp Brandy Orange segments to decorate (optional)

1. In a medium bowl, sift together the flour, salt and the sugar. Make a well in the centre and add the beaten eggs. Using an electric whisk if you have one, beat the eggs, bringing a little flour at a time into the mix, then gradually add the milk and the water into the mix until you have a smooth batter.

2. Whisk in the orange liqueur, then strain the batter into a large jug and leave to rest for about 20-30 minutes. If the batter thickens, add a little milk to thin.

uring his presidential c a m p a i g n F r a n ç o i s Hollande vowed to balance the French economy by 2017. Now that his Socialist party have won majorities in both the National Assembly and the Senate, there is little to stand in his way of implementing in full his pre-election manifesto commitments.

The first raft of measures came into force following the passing into law of the Finance (Amendment) Act 2012 (‘Loi de Finances Rectificative 2012 (2)’) in the middle of August and the next stage of the government’s fiscal programme will be revealed in the Finance Bill for 2013 which will be announced towards the end of September 2012.

The new law, however, did announce three important changes which

3. Heat a pancake pan over a medium heat, stir 30g/2tbsp of the melted butter into the batter, brush the pan with a little of the extra butter and pour in about 30ml/2tbsp of batter. Quickly tilt and rotate the pan to cover the bottom of the pan with a thin layer of the batter mix. Cook for about 1 minute until the top is set and the bottom is a golden colour. Check with a palette knife to see the bottom, then turn over the pancake and cook for about 20-30 seconds more just to set the pancake, then tip out onto a plate.

4. After each pancake (you should get about 12), brush the pan with a little butter. Place a piece of cling film between each pancake, as this will stop them sticking to each other. Now you can wrap them up and chill until you are ready to use them.

5. To make the sauce, melt the butter in a large frying pan over a low heat, then stir in the sugar, orange and lemon rind, orange juice, and 60ml/4tbsp orange liqueur. Bring the heat up to medium.

6. Place a crêpe in the pan brown side down, swirling gently to cover with the sauce. Fold the crêpe in half, then in half again to make a triangle. Push it to the side of the pan - do this with as many crêpes as you need.

7. To flambé the crêpes, heat the rest of the orange liqueur and brandy in a small saucepan over a medium heat. Remove from the heat after a few minutes, then carefully ignite the liquid with a match and gently pour over the crêpes. Scatter over the orange segments, if using, and serve at once.

In the garden - jobs for October

T

he larder is full of pots of jam, strings of chillies, sundried tomatoes, herbs and chutneys. The shed is full of jars of dried pulses, seeds and dahlia tubers. The garden is winding down, but we still have that fantastic burst - autumn in the Limousin is usually exceptional, if you're around in the day to appreciate it!

The Michaelmas daisies can keep going for ages, if the Indian Summer does its thing, along with heleniums, sedums, helianthus, schizostylus and other late season flowers. Appreciate them all the more, knowing that winter is just around the corner.

Sow something Late August & September in my area were too hot, and especially, too dry to sow anything, so there's a window in early October to try again, if it's under cover in a tunnel or cloche. After gorging yourself all summer long on salads and tomatoes, perhaps you feel like a break, but in a few weeks' time, when you're back to eating the same old veg that you find in supermarkets (that's travelled halfway round the world), suddenly the idea of nipping down to the garden to pick a crisp fresh handful of salad leaves, a bunch of rocket or a panier of baby spinach, will have immense appeal. Chicories (red, green, variegated) are lovely mixed in a salad, oriental leaves (mustards, mizuna, pak choi, tatsoi, etc) do really well in the cooler weather, as does rocket, spinach, winter lettuce, winter radish, all members of the cabbage family. Onions can be sown from seed, or planted as sets, and hardy herbs can be sown to get a head start on next year.

It's a good idea to put some mint, rosemary or sage plants somewhere sheltered so that they continue production for as long as possible. This year I'm resolved to plant broad beans, and especially peas.

There's such a strong connection between the kitchen and the garden that

it's impossible to separate them. Who would fancy a nice bowl of hot pumpkin soup in August?! But come November, that's another matter! Keep and dry seeds from squashes & pumpkins that you find particularly good to eat, that way you can grow your own next year.

It will get cold at some stage Don't get fooled like last year. It was so mild for most of last winter that few of us were correctly prepared for really cold weather. OK, it's difficult to do anything about minus twenty but... Put your tubs and pots under cover if you can move them. If not, wrap sacking or insulation around them, and fleece over the top. It can be helpful to sit pots of sensitive creatures like agapanthus inside bigger pots, filling the gap between the two pots with mulch, cardboard, or any other insulating material.

Lay a good thick layer of mulch - straw, bracken, chopped hemp, fallen leaves, manure etc on borders (focus on the more sensitive species) and around any trees or shrubs that you have planted this year. If you cut down your tall herbaceous plants in the autumn, put the stems over the base of the plants to protect them during the winter. It looks a bit untidy, maybe, but then you will be moving them next year.

Take cuttings or divisions of anything that you would be grief-stricken to lose Keep these growing over the winter in a frost-free place.

Père Jean Marie Delavay (1838 – 1895) What do a peony tree, a blue poppy, a magnolia and a fir have in common?

They and over one thousand four hundred and ninety-nine other new species were discovered in China by a young French Jesuit priest, Jean Marie Delavay, who spent nearly thirty years in north west Yunnan. In total, he sent back 200,000 specimens of 4,000 species to the Natural History Museum of Paris.

Destiny is surely a surprising thing, since one of the best plant hunters there has ever been had only just dabbled in botany when he was sent to China in 1867, and his order didn't give him time off to botanise, so all his collecting was done in his spare time, alone, after dealing with his flock.

As the most thorough of all collectors, he spent most of his botanising time on one mountain, in the Tapintze range, north east of Talifu. He climbed it 60 times from all sides in all seasons. It took more than 50 years to catalogue his collection in Paris. Adrien Franchet, a botanist based at Paris' Natural History Museum, praised Delavay's collections, and his meticulous notes on every aspect of the materials collected, as among the finest he had ever seen. He published Plantae Delavayanae (1889-90), forever securing Père Jean Marie Delavay's position in botanical history.

Père Delavay continued collecting until 1888, but unfortunately he then developed bubonic plague and lost the use of one arm. While he managed to fight off the first bout, and continued his work, he died in 1895 in the permanently hot, wet and misty environment of Yunnan.

British Summer Time - daylight saving

In the UK, the idea of moving the clocks in summer was first seriously suggested by a builder called William Willett in 1905. One morning, while out riding his horse before breakfast, it occurred to him that most of the population of London were sleeping during the summer mornings, even though the sun was out.

He also enjoyed playing golf, and disliked having to finish his round early in an evening when the sun went down. He therefore proposed moving the clocks to take advantage of this early morning sun in the summer months.

A local politician heard

of his idea and proposed to Parliament a change in the law to adjust the clocks in summer. The change was rejected and it was not until the First World War that the idea was first implemented.

During the war, energy and resources became more valuable, and it was decided that the country could save energy by using the daylight hours for work and sleeping when it was dark.

Today, most countries in the world change their clocks during the summer months, including France – more than 200 years after an American president first suggested it. ■

ED - The Bugle was contacted this month by someone wishing to highlight a strange practice that seems to be taking place in the region. Apparently there is a person, or people, who are buying and selling furniture and antiques who are asking anyone they deal with to give them a copy of their passport.

The person we were contacted by found this

to be slightly strange and decided not to do business on this occasion.

The buyer allegedly insisted that they had been advised by the Gendarmerie that they should always take a copy of a passport when buying goods from an individual.

They subsequently contacted the British consulate in Paris and the passport office. Both bodies advised them that you should never give a copy of your passport to anyone in this way.

Well, the first benefit is an extra hour of sleep on the last Sunday of every October, but this is cancelled out by one hour less sleep in March and is not why the whole world has to change their clocks twice a year. In fact, the idea was first suggested

by Benjamin Franklin when he was the American envoy to France. He published an anonymous, satirical letter in 1784 suggesting that Parisians could save money on candles by getting up earlier in the morning. In order to convince the population to do this, he suggested a tax on shutters, rationing on candles and the firing of cannons early in the morning to wake people up - his proposals were not accepted!!

It is all very well and good all and sundry berating the fact that we are living in warmer climes and therefore should not receive the winter fuel payment (our lowest temperature in February this year was –21 degrees!)

BUT, I and many other pension recipients living in France on U.K. government pensions are forced to pay income tax on those pensions to H.M.R.C. in the U.K. Were I allowed to pay my tax in France I would be paying less that I do in the U.K. due to the tax

Charities Phoenix Association Phoenix Association is a registered charity that has existed since 2001 to deal with the sad plight of the ever-increasing number of abused and abandoned animals in France. Phoenix does not have a 'rescue centre' as such. Sadly, many of the animals it saves have only ever known confinement and isolation, so instead, the animals are placed in foster homes all over South West France while they wait for their loving and permanent forever homes. This gives Phoenix a better chance of assessing the animal in the normality and comfort of a home which leads to the virtually 100% successful adoption rate. Phoenix is not state funded and so relies on fundraising and donations to cover the very high re-homing and veterinary costs. or readers following the progress of Christine Endres' 1800km sponsored challenge, ‘Santiago de Compostela or Bust!’, Christine is now well into Phase 2 of her 1800km - a 900km walk along the Camino de Santiago. It’s expected to take her 6 weeks to complete.

Christine successfully completed Phase 1, a 900km cycle across France, in June this year - it was much, much tougher than she expected. We shall be preparing for another concert in Limoges, place to be decided, with a programme of French and American music including pieces by Poulenc and Morten Lauridsen. We aim for a high standard of performance and an informal audition is held for all new members. An ability to read music is an advantage.

CALLING ALL MUSICIANS AIPB is now searching for one final group for the third Battle of the Bands competition, which will be held on 3rd November at the salle polyvalente in Boussac.

Five bands have signed up already for what promises to be an evening of fabulous entertainment. Belle Allure, The Racoons, Les Feelarsen, Mercury Blues and Supersleep will be on stage, so this is a night not to miss. Come along to support your favourite group.

The evening begins at 7pm when the warm-up band Prism Break from Bessines takes to the stage and the actual contest between the bands will start at 8pm. Entry is only €4, free for AIPB members, plus there will be a bar, refreshments and a tombola. The AIPB will be making a donation to charity out of the proceeds. This year we are supporting Centre d'Action Médico-Social Précoce in Guéret, to buy special toys for severely handicapped children, so that’s another good reason to support this enjoyable and exciting event.
