are held and a new cabinet is formed. A bill containing the suppression of the licence fee is expected to be put before parliament later this year, meaning that homeowners could have already paid their last TV licence fee. It is not clear how the estimated €3.2 billion raised by the fee each year will be replaced, but government spokesperson Gabriel Attal denied that any of the services currently publicly funded would be privatised, insisting that “financing of public audiovisual media is guaranteed”. The TV licence currently funds France Télévisions (France 2, France 3, France 5), Radio France

Following on from the phasing out of the taxe d'habitation, the government is pushing ahead with plans to get rid of the television licence later this year. ewly reelected president Emmanuel Macron has pledged to abolish the television licence fee in a move that could save 23 million households €138 per year. The change follows on from the gradual phasing out of the taxe d'habitation which the contribution à l'audiovisuel was traditionally a part of – meaning that for most households, the only annual property tax that remains is the taxe foncière. Full details of how the change will be implemented have not yet been revealed, and more information is unlikely to come before this month's parliamentary elections

ell that was u nexp e ct e d ly hot! Part of the deal when you leave the UK and head south is that the weather will be warmer. This is a huge part of the reason why many choose to do so, but I have never been a sun worshipper. Once the mercury tips the mid-twenties, my energy levels drop exponentially. I tend to “endure” the height of summer in order to enjoy more moderate climes the rest of the year. I have always been quite warm-blooded in that regard and if you give me the choice I would take minus ten over plus thirty-five most of the time. I have a long history of embarrassing my kids by turning up at the school gates in the depths of winter wearing flip-flops and a T-shirt. I once got half way to school before it occurred to me that my shorts and flip-flop combo might not be appropriate clothing for 4 inches of snow! I will, however, take plus thirty-five over low, grey skies and nothingy drizzle...

what I call “Manchester weather” (remind me to tell you my favourite joke, for no other reason that it annoys my in-laws who live there*). The recent canicule, whilst approaching unbearable at its peak, has seen us get out and about far more than we would usually expect to at this time of year. And what a delight that has been after two years of having to squeeze in trips to new places between lockdowns, closures and restrictions. The last month or so has almost felt normal, albeit we are now living in a “new normal”. I am one of those annoying people that wears a Fitbit and checks every evening whether they have reached – or more often how close they have got to – the magical 10,000 steps. During the pandemic, I seldom hit this target, although a good percentage of the steps I did take could be put down to getting out of my car, walking half way to my destination before doubling back, fetching the mask I had forgotten and heading off again. I swear

Zone d’Activités Les Bois Verts, Le Grand Bourg 23240 britishmarketstall@gmail.com facebook.com/britishmarketstall

this forgetfulness has saved at least an inch from my waistline. But recently, I have found myself not even thinking about such things for the first time in a long time. Once again we can just say to each other, “Who fancies going to...” and there really isn't a lot to stop you. The dream of something that once frustrated a large part of the waking day is now routine again. I have been thoroughly enjoying it and trying to make a point of appreciating this magical “new normal” before it once again inevitably becomes mundane. We have spontaneously been to brocantes and vide-greniers simply because we woke up and fancied it. Supermarket shops occur more than once a fortnight and no longer require the hiring of a forklift. We have even begun to pay for the kids' activities a term in advance, rather than weekly or monthly “just to be safe”. And don't you dare mention Monkey Pox to me. I woke up one morning and saw a headline about the latest potential plague and assumed it was some kind of sick internet meme. A disease that sounds so ridiculous it has to be a joke? But no, apparently that is a thing. Well Monkey Pox, you can do one. I will defeat you with the power of positive thought alone. No way are you taking these new

freedoms away from me. So in general, I am feeling incredibly positive about the summer ahead. We are making plans with confidence and I am pretty sure that if karma is indeed a thing, the world is due a break for at least the next few years. But I'm afraid there is bad news to bring you, a turn of events that has challenged my new brighter, sunnier disposition... my chickens have stopped laying. Hubris is indeed a cruel mistress, and I knew I shouldn't have bragged about that first, perfect fried egg I ate exactly one month ago. I even included a photo in this editorial... what was I thinking?! I don't know if it was a combination of the extreme heat and the fact that Heather almost instantly turned broody and refused to

siret: 824 386 551 00017

come down form an empty nest box, pecking at all and sundry who approached, despite having no eggs to defend. More likely it was fate chastising me for being cocky. I promise I have learnt my lesson now. Having loudly proclaimed to all who would listen that my days of buying supermarket eggs were once again over, I did recently perform the walk of shame down the egg aisle to buy a dozen... just to tide me over. Until next month! Steve Martindale, Editor * How do you know when it's summer in Manchester...? The rain's warmer!

T

he recent war in Ukraine has not generated many positive headlines, but locals in the Dordogne were celebrating in May as the department welcomed the first Ukrainian baby born in the Périgord. Weighing a healthy 3.3 kg, baby Erika came into the world at Périgueux hospital, blissfully unaware of the arduous journey her mother Yulia had made to get there while heavily pregnant, along with her two other children. The actual birthday of the department's recent addition is up for debate, however. Born at 23:30 on 28th April, the family consider the time of her birth to be 00:30 on 29th April - the time it was in Ukraine where her father had to remain as a male of fighting age. The moment of joy was down in large part to the generosity of locals in the

neighbouring communes of Bars and Limeyrat, to the east of Périgueux, who set up an association in the early days of the war. “Everything began with Nada Stone, an American lady living in Bars who was in contact with a number of families in Ukraine trying to flee the country,” explained Marie-Noëlle Queyroi, a member of the association and the baby's unlikely godmother. “A number of people got involved, including the mairies of both Bars and Limeyrat and we began collecting useful items.” Within days, the collectif Ukraine BarsLimeyrat association had been formed and in the last two months members have found homes for 43 people, mostly women and children. Yulia began her epic journey following the bombardment of her home city of Odessa when her husband packed

his family into a taxi and sent them west. The group passed through Moldova, before arriving in Romania and eventually on to the Hungarian capital Budapest where they were given accommodation. Whilst grateful for the shelter, the accommodation was far from adequate and after a number of children became ill, Yulia was put in touch with French volunteers. “We were very scared, we were afraid to go to France but we tried our luck.” Volunteers from the association met the family on their arrival in Paris before driving them to their new home in the Dordogne, a second home owned by the manager of Thénon's Carrefour Contact supermarket, Michel Grand. As well as being the father-in-law of Marie-Noëlle Queyroi, Michel is also now the proud godfather of baby Erika.

Understandably nervous about giving birth in a foreign country where she does not speak the language, volunteers contacted a local Ukrainian nurse who was able to accompany Yulia on a day that the new mother

would later describe as “wonderful”. The local association has been so successful at finding homes for young families that Yulia now has a small but growing community of Ukrainian friends in the area and

is hoping that her family will once again be complete in the near future: her husband has recently been given permission to leave Ukraine and is planning to rejoin them as soon as possible in their new Dordogne home. ■

Government unveils Region's farmers plans to scrap TV licence struggle with too

many strawberries

>> continued from pg 1 (France Inter, France Info, France Culture, France Musique), Arte, and international media such as France 24 and RFI. During his first term in office, President Macron introduced legislation to phase out the taxe d'habitation on a means-tested basis. By 2021, 80% of households were already exempt from the tax, but were still liable for the TV licence element, as well as contributions towards rubbish collection in certain parts of the country. In 2023, the taxe d'habitation will be phased out completely for all primary residences – second home owners and

foreign owners of holiday homes will still be liable for the tax. Unlike the taxe d'habitation, the TV licence is only payable once, irrespective of how many homes you own, and you are also able to tick a box on your tax return to state that you do not have a device capable of watching public service broadcasting. Households which try to dodge the tax in this way are often found out via internet or subscription service contracts: personal details, including your home address, will be taken whenever you buy a TV, take out an internet package which includes a TV option, or subscribe to pay-TV services. ■

T

he region's strawberry producers have been struggling with a slightly unusual problem this spring after too much fruit ripened too quickly and at the same time. While farmers typically fear extreme weather events destroying their crops, the sudden glut seen in May, combined with a shortage of labour, has forced some Dordogne strawberry farmers to abandon entire fields of the precious fruit. “They are suffering a crisis of rare intensity,” explained Bernard Plantevin, a former expert at the chamber of agriculture. “Today, after a year of hard work, producers are being forced to abandon certain plots. The extreme weather conditions saw a cold spring and an episode of frost in early April which delayed the start of production. This was followed by the scorching temperatures of mid-May which accelerated the ripening of the fruits with, as a consequence, a surplus of production.” While some farmers battled bravely to harvest all their fruit, the varying quality of the over-ripe berries led to a number of complaints from retailers and an overall fall in the price they can charge. The industry has also been battling the rising costs of fuel and transport, along with a lack of seasonal workers willing to work in the fields. With such a short season to make their annual profits, producers have urged those who can afford it to support their local farmers and buy a few punnets. The recent spring heatwave saw thirty-eight consecutive days registering temperatures above seasonal averages. The previous record was set in April-May 2020. ■

Warnings over drunk deer

credit: JoJo (WikiCommons)

R

esidents in northern France were recently warned to be on the lookout for drunken gangs roaming the local countryside, acting erratically and causing mayhem. The hooligans in question were not local youths, however, but rather herds of deer that had overindulged and become drunk. According to the animal charity 30 millions d’amis, deer have a huge appetite for spring buds that are in plentiful supply at this time of year. The sweet buds are packed with sugary goodness and the chevreuils will eat as many as they can find. The problem is that the sugar ferments in their stomachs, releasing alcohol and causing the animals to get blind drunk. “The buds are delicious to them. It is like eating honey or sugar for us,” explained Alain Coupet, a wildlife expert from the Eure department. “We take one piece of cake, then another, then another…but they don’t know how to stop. And then they get really very drunk.” While inebriated, the deer become disorientated and are prone to panicking and behaving erratically. In one recent instance, a small deer stumbled into the garden of a resident in the town centre of Vernon. A second was found in the hospital car

park. In another case, emergency services were called to a deer that was struggling in the deep, fast-moving waters of the Seine river; the animal was rescued and returned to its more natural habitat. If you come across a deer acting strangely, the advice from experts is not to panic. “Stay calm, do not run, as this may cause the animal to feel threatened. Also try to hide and just watch this rather astonishing spectacle,” said Richard Holding from the Association pour la protection

des animaux sauvages. “However, if the animal is behaving in a way that could be dangerous to others or to itself - such as near a road or town, then people are advised to contact the nearest wild fauna centre. In general, motorists should be careful on the roads in spring. There is a lot going on at this time for wildlife. Animals that normally come out at night come out during the day. You have to be on the lookout and vigilant in the countryside on the roads. You don't know what might come up.” ■

Bride accidentally marries husband's twin brother

A woman was taken by surprise recently on discovering that she was legally married to her “husband's” twin brother. When Stéphanie's partner Thomas visited his local mairie to enquire about the apparent mix-up, he was told: “Yes, I'm afraid your wife is married to your brother!” As a twin, Thomas was used to administrative accidents and the happy couple took the mistake in good humour. “I immediately burst out laughing,” Thomas confirmed. The error came to light when the newly married couple attempted to draw up a will with their local notaire. While Stéphanie's paperwork was in order, Thomas’ did not mention that he was married, despite the pair holding their wedding in Bordeaux on 2nd October last year. Subsequent enquiries revealed that it was in fact his twin brother who was now legally married to Stéphanie, despite himself already being in a civil union with someone else! The clerical error appears to have been due to local civil servants entering the groom's date of birth and surname into a system and then simply selecting the name at the top of the list of first names – his twin brother's name begins with an “A”. “Fortunately, at the mairie, they were very responsive,” Thomas said. “The amended birth certificates were posted and we received them the next day. It slowed everything down because we were unable to sign the will we wanted. It’s a good thing neither my wife nor I died in the meantime because that could have been much more problematic! Now that it's about to be settled, Stéphanie and I are just having a laugh about it.” ■

Stanley Johnson becomes Limousin: land of newest French national the 100-year-olds

S

tanley Johnson, the father of British Prime Minister Boris Johnson, has been granted French citizenship in a process that appears to have been fast tracked. After first applying in November of last year, Stanley Johnson, whose mother was born in Versailles, secured French nationality in May, news which was apparently greeted by his son with a one-word statement: “Magnifique!” With his son a controversial figure in the EU after playing a central role in pulling the UK out of Europe, French authorities were quick to clear up the rules surrounding Stanley Johnson's citizenship: “Based on the facts set out in his application, and in the absence of a refusal by the Minister of Justice, Mr Stanley Johnson acquired French nationality on May 18, 2022,” the Ministry stated. “This decision only regards Mr

Stanley Johnson and does not extend to his descendants.” Johnson senior was an MEP for 5 years and campaigned to Remain during the 2016 referendum, although in recent years has voiced support for Brexit. “I’m absolutely delighted and have no idea at what level this decision was taken, but I do think it was a very imaginative thing to do at this moment, at a time when relations with France and the EU are not necessarily the best,” the former I'm a Celebrity Get Me Out of Here contestant said. “I think it’s very nice for arms to be stretched out one way or another.” Stanley Johnson had previously said that he planned to take French citizenship “to retain mobility and residence rights in the European Union”, but has recently clarified that he has simply applied for something he is entitled to. “It’s not a question of becoming French.

If I understand correctly I am French! My mother was born in France, her mother was completely French as was her grandfather. For me it’s a question of obtaining what I already have and I am very happy about that.” According to French law, foreigners with French relatives can no longer claim French nationality if their family has been settled abroad for more than 50 years without having exercised the rights linked to nationality. This is known as loss of nationality through désuétude, or disuse. However, an article of the French civil code allows such people to regain French nationality by making a simple declaration, subject to justifying “manifest cultural, professional, economic or family ties” with France or having fought for it. It appears that this is the basis on which Johnson applied. ■

A

recent INSEE study has confirmed what has been known for some time, the three departments of the former Limousin region have an unusually large number of one-hundred-year-olds. Exactly why so many centenarians are to be found in this corner of central France is more of an open question. Some say it is the result of a physical, farming lifestyle, others that it is genetic, or even that it is because the locals stay mentally active. All three of these factors probably play a small role, but what can't be denied is that with 4.5 centenarians per 100,000, the Limousin has twice as many 100-year-olds as anywhere else in France. The latest INSEE statistics come shortly after the French nun Sister André became the world's oldest living person at age 118. The oldest person to ever have lived was also a Frenchwoman, Jeanne Calment who celebrated her 122nd birthday in 1996, although neither of these women

were from the Limousin. The area's most recent resident to blow out 100 candles is Madeleine Nicot who still lives independently at her home in Saint-PriestTaurion in the Haute-Vienne. Despite her impressive health, she apparently has no plans to challenge the record books. “Getting to 118? Oh no, not for me thanks, that's a long way off and I already can't see so well,” joked Madeleine, who still cooks all her own meals and has not adapted her home to take her advancing years into account because “that would be too much like hard work”. Those of a more clinical, mathematical disposition may argue the number of centenarians is simply a statistical consequence of the region having an ageing population due to younger generations migrating towards the cities. Madeleine, on the other hand, believes that her longevity is due to her active life: she began work in a porcelain factory aged 13 and describes every day until she retired at 60 as like “going to the gym”. ■

Government to ditch windscreen insurance sticker requirement

PPhiletdom - Fotolia

T

he small square insurance certificate that drivers are required to display in their windscreens could soon be a thing of the past as the industry lobbies the government to move to a digital solution. Campaigners and advocates for the insurance industry argue that removing the requirement to have a paper document would not only be more environmentally friendly, but would also cut down on fraud. Under the current system, drivers are required to display the small, square, green vignette containing details of their insurance and the date until which it is valid in the corner of their windscreen. The square is usually removed from a larger A4 document that must also be kept inside the car at all times; failure to produce it when stopped by the police could land you with a €35 fine. The document has been compulsory since 1986, but a parallel, digital system has also been running since 2019 which allows law enforcement to quickly check insurance details from a central database using the car's licence plate. The digital check provides the name of the policy holder, the contract number and its validity period.

There are around 60 million cars registered and insured in France and the current rules already require insurance companies to update the central database within 72 hours of any changes. Supporters of the move argue that not only would the changes save 60 million pieces of paper from being unnecessarily printed each year, but the digital checks, which are 99% efficient, remove the potential for counterfeits and fraud. “We are largely in favour of this re-

moval... there’s no longer any need for this piece of paper,” said a spokesperson for the drivers campaign group 40 millions d’automobilistes. “It may take some time to change people’s habits, but the paper stickers and certificates are no longer useful because everything is digital now.” Discussions with the newly formed government are ongoing and even if the changes are accepted, it is likely that the old paper system will be used in the short term.■

Spain removes all border restrictions with France As the threat posed by coronavirus appears to be gradually subsiding, Spain has lifted all travel restrictions at the land border with France for the first time in over two years. “In view of the epidemiological situation in both countries and the impact of current restrictions, it is considered appropriate to revoke the health control measures for people arriving from France to Spain by land,” Spanish authorities confirmed in a statement. Until recently, travellers over the age of 12 were required to show proof of vaccination against Covid, proof of recovering from the virus, or a recent, negative PCR test. Since 19th May, none of these are required, although some restrictions will still apply to those arriving by plane or boat for at least a further month. Spain has also lifted travel restrictions along its border with Portugal. Unfortunately for travellers to the Iberian peninsula, restrictions do still apply when returning to France. According to the French embassy in Spain, those over the age of 11 are still required to show full proof of vaccination or, for the unvaccinated, a negative PCR/antigen test taken less than 24 hours before departure. There are, however, two exceptions to this rule: if you are travelling for less than 24 hours and no further than 30 kilometres from your primary residence; or for urgent business trips or family emergencies where performing a test is “incompatible with timings”. ■

The guitar that broke up Longest urban Oasis auctioned in Paris cable car opens in central Toulouse

A

T @muerdekeroyo (Twitter)

n iconic guitar belonging to Noel Gallagher, which played a central role in the band's now-infamous final concert, has been sold at an auction in Paris for €385,000. The Gibson ES-355 cemented its place in music history when it was smashed by Noel's brother Liam prior to a concert at the Rock en Seine Festival in Paris in 2009. The gig would be cancelled, Noel would quit the band with immediate effect and rumour has it the brothers have barely spoken to each other since. “This guitar has such an iconic aura. People were really excited,” said Arthur Perault, the organiser of the auction, adding that the buzz around the sale had “exceeded his expectations” and led to the €150,000 estimate being more than doubled. News of the sale featured heavily in the press in the lead up to the auction and generated countless column inches reliving the last days of the iconic Britpop band. Several years after the inci-

dent, Noel had the red Gibson guitar repaired by Londonbased French luthier Philippe Dubreuille. According to Dubreuille, the neck of the guitar was broken and missing a bit of wood; there was also a hole in the body as well as missing varnish. “For me, this was something very prestigious that needed to be done and it was very important to do the job as well as I could: to act as a sort of magician,” said the expert, who in the past has also worked on instru-

ments belonging to Iggy Pop. Ultimately, Noel decided to get rid of the guitar “because it reminds me too much of Oasis” which led to it finding its way to the Parisian memorabilia auction several years later. Among the other lots under the hammer was a bondage suit made of leather and chains worn by Depeche Mode's Martin Gore which was bought for €15,528 and a rare vinyl signed by both Jimi Hendrix and Johnny Hallyday which sold for more than €10,000. ■

he public are more than used to large infrastructure projects being subject to delays, but few are delivered as late as the country's longest cable car which recently opened in Toulouse a mere 80 years after the project began! The three-kilometre cable car was initially proposed in 1936 by the city's mayor Albert Bedouce. The onset of World War II caused it to be delayed, but the €82.4 million project has now finally been unveiled to much fanfare. The Téléo transport system links Toulouse from east to west, crossing the Garonne river which runs through the heart of the country's fourth largest city. The cable car system is an impressive feat of engineering and is capable of operating even during the strong autun winds which can blow in from the south at well over 100 km/h. The 14 gondolas depart every 90 seconds at peak times and can each carry 35 passengers, meaning that the system can transport up to 1,500

people per hour from one end to the other in just 10 minutes. A similar journey by car typically takes over half an hour, but even with empty roads can not be done in fewer than 11 minutes. “Téléo is an innovative and environmentally-friendly public transport solution,” the Toulouse mairie said in a statement. “100% electric, it is less polluting than a car and three times faster to reach its destination.” Cable cars are becoming an increasingly popular, environmentally-friendly solution to urban congestion, with similar, albeit less grand projects already operational in Brest, Grenoble and Toulon. Work is also due to begin next year on a cable car project in Ajaccio on the island of Corsica. Not everyone is a fan, however, and proposals for a transport system in Lyon were recently abandoned over fears it would spoil the city's skyline and give passengers a view into private gardens and households. ■

Travelling between the UK and France with dogs

S

ince Britain finally left the EU at the end of the transition period, there have been a number of changes in the rules concerning who can travel to France, what you need to provide at the border and how long you can stay. For many second home owners, however, there is another aspect of travelling across the Channel that is just as important... bringing man's best friend along for the ride. Pre-Brexit, the EU Pet Passport scheme was a relatively simple and straightforward way to avoid any unwanted problems at the border. Since Britain formerly left the EU, however, Great Britain is no longer part of the Pet Passport scheme and travellers are required to provide extra documentation when travelling with their pets. EU-issued pet passports are valid for travel within the EU as well as to and from the UK. There is one exception: if your pet passport was issued in Northern Ireland, it is still valid for travel to other EU countries. If you have a pet passport issued in England, Wales and Scotland, it is no longer valid when crossing into France, or any other EU country. In this case, you will be required to provide: • Proof that your dog is microchipped • Proof that your dog has a valid rabies vaccination, issued more than 21 days prior to travel. • An “animal health certificate”. (You can add up to 5 pets to an animal health certificate.)

This last document replaces the pet passport and must be issued by an “Official Veterinarian” (OV) no more than 10 days before travel. When you visit your vet, you’ll need to take proof of your pet’s microchipping date and vaccination history. Your pet’s animal health certificate will be valid after the date of issue for: • 10 days for entry into the EU or Northern Ireland • 4 months for onward travel within the EU • 4 months for re-entry to Great Britain

If you remain in the EU for more than four months, you will need to get a new animal health certificate, issued by an OV in France before returning to the UK. As has always been the case, you must also have your dog treated for tapeworm no less than 24 hours and no more than 120 hours (5 days) before you return to Great Britain. Your pet will need a new animal health certificate for each trip to an EU country or Northern Ireland from Great Britain. There has been much talk online about applying for a French-issued pet passport while you are at your second home in France as these remain valid for all EU travel, including to and from the UK. This is a slightly murky issue as while there are reports online of this being possible, you may be refused if you are not French resident and the exact rules are currently unclear. ■ * The above rules apply to dogs, cats and ferrets.

No Covid cases in Dordogne ICU The Dordogne hit a major coronavirus milestone in May when health authorities reported that there were currently zero patients in intensive care with complications arising from COVID-19. The welcome news came off the back of a slow but steady drop in the number of positive cases being reported each day. The Nouvelle-Aquitaine region was one of the least affected parts of France for much of the first few waves of the pandemic, but appeared to have been disproportionally hit by recent spikes in the number of positive cases. While local hospitals were at no point overwhelmed by the pandemic, the latest decline will provide a welcome relief to the region's healthcare system.

Bergerac mayor gets tough on dogs Bergerac has become the most expensive city in France for irresponsible dog owners. After a long campaign to encourage people to pick up after their pooches, the town's mayor, Jonathan Prioleaud, has swapped the carrot for the stick and signed a decree making dog fouling a class four offence, with a maximum fine of €750. “The mayor is responsible for ensuring public safety and cleanliness,” the decree states. “People accompanied by a dog are obliged to immediately clear up the animal’s waste by any appropriate means.” “I think that this is probably the heaviest fine for this type of infraction in the country,” Loïc Dombreval, Alpes-Maritimes MP and specialist in animal matters, told AFP. “Dog mess can be a real curse in certain communes, and all dogs and their owners end up being stigmatised.” Authorities were also keen to stress that for several years, doggy bags have been available for free across the town and at the mairie, but that owners face a €38 fine if they are not in possession of at least two such bags while walking their dogs in public. ■

The end of the Algerian War

ixty years ago, on March 18, 1962, France signed a peace agreement to conclude the seven-year Algerian War, bringing to an end more than 130 years of colonial rule in Algeria. Africa's largest country was first occupied by France following a bizarre event in 1827 when the Algerian leader apparently struck the French consul with a fly swat. Within three years, France had invaded, established control and exiled the leader who had caused such offence. Over the coming decades, French influence gradually increased, mainly due to the large number of French settlers - known as “Blackfeet” by the native Algerians – who arrived from Europe. Despite making up just 10% of the population, these settlers were able to suppress Algerian customs and slowly impose French education and culture. Before long, the colony had been annexed completely and officially become part of France. Responsibility for Algeria was transferred from the capital Algiers to a minister in Paris.

This situation - an uneasy balance of French and Algerian culture - remained largely unchanged until the Second World War. When France fell to Germany, Allied forces were quick to take control of colonies once controlled by France in North Africa. The Allies made promises to Algerians that they could declare independence after the war in return for their support. When the war ended in May 1945, a spontaneous uprising occurred in Setif and 84 Europeans were killed. France reacted with brutal force, thousands of Algerians were killed and French rule was once again imposed. In an attempt to ease tensions, certain Algerian citizens were given the right to vote, but the changes made one European vote equivalent to seven Algerian votes. After years of mounting tension, the Algerian War of Independence broke out in 1954. It was a bloody war, with accusations of murder and torture on both sides. After several years, the Algerian War had seriously

polarised public opinion in mainland France, and many feared the country was on the brink of army revolt or civil war. The political crisis came to a head in 1958 with mass protests and an intervention from the army who demanded the return of the retired Charles de Gaulle and the dissolution of the Fourth Republic. De Gaulle answered the call and parliament voted for the general to take power and establish the Fifth Republic, which remains to this day. Within three days of taking office, de Gaulle had visited Algeria and promised an independence referendum. More violence ensued as the Blackfeet fought to remain part of France, but finally in March 1962 a peace agreement was signed, promising independence for Algeria. On July 1 1962, Algerians overwhelmingly approved the agreement, and voted by 6 million to 16 thousand to become an independent nation. Following the vote, most of the one million Europeans in Algeria rapidly fled the country after a war that had cost more than 100,000 lives. ■

by Julia Watson

une is the month when fruits and berries tumble onto summer stalls, scenting the air of farmers market streets. Nostrils flaring, we abandon the thought of the pies and crumbles we made during winter which worked to disguise the poor quality or tedium of the only fruit available then for us to eat. We’re now well into the season where we should stop meddling with fruit and allow it to shine on its own or at most sprinkle it with sugar and maybe dribble it with cream. But if you do want to tizzy it up a bit, or improve a fruit such as apricots which may not be quite ripe, or stretch the fruit to feed more people, a good fool is the way to go. A ‘foole’ is undoubtedly an English, not a French, tradition. The pudding is first mentioned in 1598. But there is a suggestion that the gooseberry fool - the classic fool flavour - may go back to the 15th century. Sadly, gooseberries seem to have fallen out of fashion in our supermarkets. If you want them, you pretty much have to grow your own or haunt high-end fruiterers for their limited supplies. Instead, raspberries (but not strawberries), rhubarb, blackberries, blackcurrants, apricots, even apples, have all been associated with fools. Pruneaux d’Agen that have been macerated for weeks in Armagnac (or cheap port) make a marvellous fool. Mango fool is almost a staple in India. If you want to make it, and why not, it works better with tinned Alphonso mangoes than with fresh ones.

Don't be a fool

Although the 1598 mention of the ‘foole’ talks of it being made with ‘clouted cream’, traditionally a fool was a purée of stewed fruit folded into a rich egg custard. These days, we have reverted to whipped cream, sometimes flavouring it with rose water, orange water, cinnamon or nutmeg, depending on which fruit is used. No one quite knows where the name ‘fool’ came from. The Oxford English Dictionary firmly rejects the suggestion it comes from the French verb ‘fouler’, to crush or press. Its argument is that it bears no relation to the early use of the word. But it doesn’t come up with an alternative. Robert May, born in 1588 into a family of cooks in Buckinghamshire, was a cook from the age of ten to the English Roman Catholic aristocracy of the day. In 1660, he published the enormous and wide-ranging The Accomplisht Cook, the first cookbook to group recipes into sections, twenty-four of them. It was one of the few cookery books published during the Commonwealth of Oliver Cromwell and went big on recipes for two new American food imports to Europe, the potato and the turkey. His recipe for fool is unusual. He calls it the Norfolk Fool. It’s an odd recipe, mostly focused on a manchet, a small flat loaf of bread which he slices and covers in a thick boiled cream and egg custard with the fruit almost an afterthought. It’s more like a bread-and-butter pudding than a fool. If you have children in need of entertainment, a fruit fool is a good

FRENCH LIFE ♦ 13

way to start them on cooking. It’s a very quick and easy recipe to make and produces a delicious bowl for them to lick clean. To serve 4, use 450g of any fruit to 400ml of double/thick cream, or, for a lighter version, 300ml of cream with 100ml strained Greek yogurt, and 4-5 tablespoons of sugar or more to taste. Put your fruit in a medium pan with four tablespoons of sugar. Set the pan on a medium-low heat and cover. Cook until the fruit is soft. If it is surrounded by juice, take off the lid, turn up the heat slightly and leave it to bubble away until some of the juice has evaporated and the purée has thickened. Taste the cooked fruit and add more sugar if necessary. Lightly mash with a fork or, for a

smoother finish, place a sieve over a bowl and press the fruit through it. Pour the cream into a large bowl and whisk it into soft, floppy peaks. Lightly fold the cooled fruit into the cream for a rippled effect or more completely if you prefer a fully integrated fool. But take care not to deflate it with a forceful action that knocks the air out of the cream. Serve with Langues de chat or some other delicate biscuit. ■ Julia Watson has been a longtime Food Writer for newspapers and magazines in the US and the UK. The wines of Bergerac - Even better abroad

W

by Martin Walker

hile spending the last month on a book tour in Germany, Austria and Switzerland to promote a new novel, I was delighted to be offered Bergerac wines at several of the bookstores, cinemas and town halls where German-speaking readers like to gather to hear authors read their works aloud. Delighted and also proud since I try hard to promote our excellent local Bergerac wines wherever I go. The effort seems to be paying off, in Germany and in the United States, where the Bruno fan club has started importing Cuvée Bruno, Tiregand and other wines that I celebrate in my novels. Some of this tiny export boom had been expected, since for the last few years a German wine seller, Hartmut Theuerkauf, has become a friend on his annual visits when I take him around my favourite vineyards. He tastes the wines I recommend, buys by the carton and ships it back to his warehouse near Bremen, from where he delivers to customers all over Germany. So I was not surprised to see Hartmut smiling genially behind the bar in a civic cultural centre in Achim, selling Cuvée Bruno, Château de Tiregand, Château Briand, Château de la Jaubertie, Château des Eyssards, Château Puy Servain and Château Bélingard by the glass and by the bottle. This has triggered a new marketing trick. I don’t just sign my books at these readings; I also sign bottles of the Cuvée Bruno I make with Julien Montfort. In Switzerland, I came across bottles of Château Monestier La Tour, which was not a great surprise since the owner, Karl-Friedrich Scheufele, runs the Chopard watch and jewellery company, and he and his wife have become friends. He also owns the Caveau de Bacchus selling fine wines in Geneva and Gstaad. He has transformed his chateau, in Monestier,

Château Les Hauts de Caillevel into fully bio-dynamic wines and they are really excellent. The Bergerac could not hope for a better ambassador. I also came across a bottle of Pécharmant from Château Corbiac at another reading, along with bottles from Château Moulin Caresse, Château Feely and Château de la Jaubertie. They were being offered by a bookseller who had started taking his annual holiday with his wife in the Périgord and found that they could read my columns in The Bugle online, and began visiting the vineyards I had recommended. But then in the small town of Altenach, which Germans tell you is the metal wire capital of the world, the former mayor invited me home for a drink and uncorked a bottle of a white wine from Château Les Hauts de Caillevel called Atypique. I knew the place, a lovely terroir on the plateau near Pomport, with land that runs down the south-facing slope to the valley of the small

river, the Gardonette. When I first visited it and tasted the wines some years ago, it was run by a splendid woman, Sylvie Chevallier, and her husband. But he was not well and they sold the place before Sylvia embarked on a new career as the Dordogne department’s vice-president for tourism. I still have a few bottles of their excellent wines in my cellar. But this new wine, Atypique, was remarkable. It had all the freshness and gaiety that one expects from a Bergerac Sec, a dry white wine, but there was something more to it. I have a private way of tasting white wines along the range that goes from taut to relaxed. Most Bergerac Secs tend to the taut side, while white Burgundies tend to the relaxed. This Atypique was plumb in the middle, and yet with something else that reminded me of another splendid wine, the Chenin from Château Briand. At that point I realised that this was a wine made of Sauvignon Blanc and Sauvignon

Gris with some Chenin working its own subtle but luxurious magic alongside. So I began doing some research in my hotel rooms - a different one every night on a book tour, with each new bathroom festooned with drying socks, shirt and underwear. (I usually arrive late at each new hotel and leave early so there is never time to use the hotel laundry service.) And I learned that Atypique had scored a very impressive 91 points out of a hundred from the Meilleurs Vins de France. I am therefore counting the days until I can return to the Périgord, head for this vineyard and taste their wines, since the new owners are clearly gifted and know what they are doing. Further research tells me they are a young couple, Charlotte and Pierre-Etienne, with three young children, and that Pierre-Etienne used to be a logistics manager. Increasingly Green in his beliefs, he retrained as a winemaker, and bought the vineyard which Sylvie and her hus-

band had converted to Agriculture Biologique back in 2010. The new owners have taken this further, planting fruit trees and wildflowers to increase the bio-diversity of their terroir. Still, while I can through the internet find out that they do indeed use 20 per cent Chenin in the wine, and that they sell it in cartons of six bottles for 78 euros, there is no substitute for visiting the vineyard and tasting the rest of their wines. But that is the challenge: so many vineyards, so little time. ■ Martin Walker, author of the best-selling ‘Bruno, chief of police’ novels, is a Grand Consul de la Vinée de Bergerac. Formerly a journalist, he spent 25 years as foreign correspondent for The Guardian and then became editor-in-chief of United Press International. He and his wife Julia have had a home in the Périgord since 1999 and one of his great hobbies is visiting the vineyards of Bergerac.

having a low calorie and fat ratio, microgreens contain antioxidants contributing to the maintenance of good physical health. There are many benefits to having microgreens in your regular weekly diet. Perfect for children who may not enjoy eating vegetables, microgreens are a great way to garnish dishes and add colour, texture and healthy nutrients in a fun way. It's simple and quick to sprinkle microgreens on sandwiches, over soups, curries, risottos, and as a garnish with fish or meat dishes. These tiny powerhouses encapsulate all the benefits of the mature plant in a highly concentrated form. Microgreens can also be used as ingredients in food, such as in sauces, dips, or in smoothies. Plus they are perfect as we get older ensuring that we still get the concentration of vitamins, enzymes, minerals, betacarotene, and several antioxidants in every meal.

Studies have proven that microgreens contain 4 to 40 times more vitamins, enzymes, minerals, antioxidants and beneficial properties than equivalent products grown to maturity. As an example, consuming about 30g of broccoli microgreens is equivalent to eating almost 1.5kg of broccoli grown to maturity. Plus the taste is more intense in flavour. Microgreens are more well known in the United States, and first appeared in the American culinary scene in the 1980s in California. Popular also in Canada and the United Kingdom, but largely unknown around France, they are fast becoming firm favourites for top chefs, due to their great flavours, nutrient value, colour varieties, visual appearance and textures. Plus they are very popular with the health-conscious consumers. Please visit our website to find out more about us, our micro-

he recent volatility in the markets can cause even the most seasoned investor a bit of nervousness, but what history has shown is that stock markets are very resilient to these corrections. Since only the turn of this century, there are certain events that stay with you where markets have reacted with extreme volatility due to unexpected global events, only to settle and eventually recover above their previous valuations. The first experience of this was in 2001 after the attack on the Twin Towers, where we experienced declines in world stock markets indices. Again in 2008 at the height of the banking crises caused mainly by subprime mortgage lending in the US. Then again in 2018 when the US and China embarked on a trade war, then

we say at Blacktower “it’s not timing the markets” but “time in the markets” that will provide solid returns over the longer term. The chart to the left shows how missing the best days of recovery in the S&P 500 can seriously impact your returns. We have recently been updated with one of the products which we believe offers excellent rates of returns coupled with tax advantages for French Tax Residents showing that their growth fund hasn’t been affected by the recent drop in global markets. This shows that even in times of trouble a carefully selected and wellmanaged fund can continue to provide positive returns even in the most testing of times. “SolarVenti”- the solar solution to damp and humidity

A

simple solar energy system that runs on its own, even when you are not there! – And provides a free heat supplement in winter. The Solarventi air panel was invented more than 20 years ago by Hans Jørgen Christensen, from Aidt Miljø, with the backing of the Danish government. He wanted to use the sun’s energy for airing and ventilation of the thousands of holiday homes on the West coast of Jutland, - houses that were left empty and unheated for long periods - houses with damp problems, mould and bad odours - houses that left their owners with discomfort, lots of work and expense. He wanted a system that would be safe, simple, without the need for radiators, water and/ or mains electricity. Slowly but surely, the first Solarventi

model came together. How it works The principle behind Solarventi is simple: a small, builtin, solar cell powers a 12V fan that is connected to an air vent, a control unit and an on/ off switch. Whenever the sun shines, the air in the solar panel is heated and the fan, receiving power from the solar cell, introduces warm, dry air into your home at the rate of 20 to 100 cubic metres per hour. The initial models were more than capable of keeping the cottages dry (and ventilated), even with the limited sunshine hours available in Denmark during the winter season. Since that time, the technology has really come along in leaps and bounds. Now, more than 20 years later, the 3rd and 4th

generation Solarventi have exceeded all expectations. In Southern Europe, Solarventi is not only used for ventilation/dehumidification purposes; with far more winter sunshine hours, it also provides a substantial heating supplement. Several technical and governmental studies show that incoming air temperature can be increased by as much as 40°C. A DIY Solution? The installation process is very straightforward and should only take two or three hours. All that is needed is a drill, hammer and chisel to make a hole in the wall. Roof installations are also possible. In fact, the Solarventi was originally designed to be a DIY product - in Scandinavia it still is. There are no electrical or

water connections and it can be safely left running, even when the property is empty. Solarventi requires no maintenance - if the property is unoccupied during the hot summer months, then it can be left running at low speeds for ventilation and dehumidification purposes or simply switched off. With a range of panel sizes, and the option for wall or roof mounting, Solarventi is suitable for all types of buildings, caravans or even boats!! Following the patenting of its design in 2001, Solarventi has only recently been actively commercialized. Over the last six years, Solarventi units have been installed in more than 24 countries and demand is increasing rapidly. From Greenland to Australia, Solarventi is finally getting the recognition it deserves. ■

CANCER SUPPORT FRANCE Charente Plus

Les petits jardiniers du Limousin

We are a gardening association based in the Mairie at St. Amand le Petit, between Eymoutiers and Peyrat le Château. We hold monthly meetings on the third Thursday of the month, starting at 2.30 pm. Meetings are held in English, but we can also present topics in French. We have lots of different nationalities amongst our members. Our aim is to provide and promote opportunities for people to develop their interest and knowledge in horticulture and gardening and related topics in a relaxed and friendly atmosphere. In-house workshop meetings, external speakers and visits are on our agenda. During Covid-19, we were not been able to have meetings and kept in touch with members and friends via Facebook. This has become a very popular feature so do have a look at our Facebook page, "Les petits jardiniers du Limousin", where people post photos of their garden, ask questions, share information and keep in contact on a casual, friendly basis. Our meeting agenda remains subject to any Covid-19 regulations and restrictions in place at that time:

Launched in 1982 by the French Ministry for Culture, the Fête de la Musique, also known as World Music Day, is a music festival held all over the world that takes place every 21st June, the day of the summer solstice in the northern hemisphere. Musicians (amateurs and professionals alike) are asked to perform for free, and all the concerts are free for the public. Performances and concerts take place in open air areas such as streets and parks or in public buildings like museums, train stations, castles, etc. The Fête de la Musique is a way of encouraging the major music institutions (orchestras, operas, choirs, etc.) to perform outside their usual locations and promotes encounters and exchanges between young musicians and well-known talents. To find out more about the free concerts taking place near you visit fetedelamusique.fr or contact your local tourist office for more information.

Félibrée

The Félibrée (Felibrejada in Occitan) is an annual festival of Occitan language and heritage. It travels around different towns and villages of the Périgord each year and this year it’s coming to Eymet, which will be spectacularly decorated with garlands of flowers for the occasion. The celebration, which revives the troubadours who once sang the language of Oc in all the courts of Europe, is the festival of this language. There are shows, parades of traditional groups with authentic costumes and musical instruments and craft demonstrations. The first Félibrée, inspired by Frédéric Mistral and the Félibrige, was held in 1903 in Mareuil-sur-Belle and is today attended by thousands of spectators.

On Sunday 12th June and Tuesday 14th June the garden at Camping Le Petit Patural, 1 Ferme de Montmoulard, 23600 Boussac Bourg will be open from 10h until 16h to the general public. Everyone is welcome! Coffee, tea and cakes will be available to buy and seeds and plants will be for sale also. There will be a small brocante. Entry price is €5 for this garden or €15 for a whole year, which enables visits to all gardens which are connected to 'Jardins Ouverts'. All the profits made on the day will be given to 'Jardins Ouverts'. The largest amount from this will be donated to 'A Chacun son Everest', an organisation which helps young people who have recovered from a serious illness, like cancer, to regain their strength and courage to start living again.
