NHS patients to be treated in France Patients in the south of England could soon be heading to France after a Calais hospital agreed to provide health care services for the NHS. Those opting for treatment in France will have to pay for their own travel costs, but will benefit from shorter waiting times. al English providers, two French health care providers also applied; one is the Centre Hospitalier de Calais. “We carried out a careful assessment of the services they offer and are visiting sites,” said Ms Carpenter. “The two French providers, among others, fulfilled our criteria and we expect to finalise a contract with them.” The NHS was keen to stress that treatment in France would be an option only if a patient wanted it, in discussion with their doctor, and that those who did choose to cross the Channel would pay for their own travel and incidental costs.

ell, here we go again! Another World Cup and another chance to become convinced that this is going to be the year for your particular team, only to have your hopes dashed against the rocks of disappointment. Most of the home nations will be thinking that they have a chance, although at the risk of upsetting my cousins north of the border, the Scottish would probably be considered the outsiders in this regard. Wales and Ireland on their day? Why not? And England, with home advantage throughout the tournament, would be disappointed to not be there or there abouts at the end. And so it will be that most, if not all, of us will be left crushed and disappointed and with another four years to wait, during which time we will gradually convince ourselves that
last time we were not quite ready but next time will be different. I'm not sure if other nations are more pragmatic and this circle of hope, expectation and disappointment is a uniquely British and Irish trope, but we do all seem to believe that we will definitely win this time. This phenomenon is no more noticeable than at the Football World Cup. England fans genuinely convince themselves going into every tournament that the “spirit of '66” will return and we will once again lift football's biggest prize. This in the face of overwhelming evidence - and precedent - that we will almost certainly not get close. At least in rugby British and Irish fans have a decent chance as their teams are among only a few that could potentially win. It is generally accepted that in rugby there are very few genuine shocks (don't worry Wales, I won't mention Western Samoa... oops). If

Accrington Stanley play Manchester United 100 times, you would not be surprised at a smattering of draws and maybe the odd upset. But the All Blacks could play Spain 1,000 times and never win by less than 50... cue Japan! I love rugby... I mean LOVE rugby, but nothing is less satisfying than a one-sided game. World Cups in the past have seen top-tier teams run up cricket scores against “lesser” nations and things often don't get going until the latter stages. In that respect rugby has sometimes suffered from the same problem as cricket: there just aren't enough nations playing at the highest level. This does finally look like it will change. The rich nations need to invest in the smaller unions around the world to nurture the game, something which the IRB has been doing and is now starting to pay dividends. Japan's victory against South Africa was no fluke - you do not win a game of rugby by accident. Eddie Jones, the former Australia coach, has been with the side for a number of years and you can see the difference it has made. Where second-tier teams have been blown off the park in the past, they are now hanging on for 60 minutes even if they do then lose out by a wider margin as fitness and conditioning become more of a factor. But with so many teams showing huge strides forward, and with the next World Cup currently set to be held in the land of the rising sun, the future of the game looks
promising. One thing about living in France as that it does give me a “backup” option should the unthinkable happen and England don't march to the title, although being a French fan must also be frustrating. Unbeatable one moment, spreading the ball around with Gallic flair, abject the next. Jonah Lomu summed it up well in a recent interview when he said the French were like fine wine: one year's vintage can be sublime, the next year's good for little more than lifting paint. ordon Ramsay is no stranger to confrontation, but the celebrity chef has a new fight on his hands after opening up a restaurant in Bordeaux, just a fortnight after one of France’s top chefs opened his across the street. Ramsay, who currently has a total of seven Michelin stars to his name, has taken over the reins of Le Pressoir d’Argent in the Grand Hotel in the centre of Bordeaux, his second restaurant in France after the two Michelinstarred Trianon Palace at Versailles. The restaurant adds to his growing portfolio, with another due to open in Hong Kong in the very near future. “There is lots of work to do and lots of pressure, but I love it! I’m very happy to be here in Bordeaux,” said the chef. Gordon Ramsay’s name will be on the menu, but he will not personally be cooking the food. This will be done under the watchful gaze of Israeli chef, Gilad Peled, who worked with Ramsay in London and until recently ran the kitchens of Les Sources des Alpes in Switzerland. So, does chef Ramsay hope that his latest restaurant will soon be adding to his collection of stars? “Of course,” replied the ambitious chef. “Next year, or in two years time I will be looking for awards and the attention of the major guides. But the first thing we
need to do is get to know our customers.” At €165 for a taster menu, those customers will be expecting the highest quality from the Ramsay brand. Ramsay’s new restaurant was unveiled less than a month after Philippe Etchebest opened his own restaurant, Le 4ème mur, at the nearby Grand-Théâtre. Etchebest holds two Michelin stars of his own and is well known in France as the host of the TV show Cauchemar en cuisine… better known in English as Gordon Ramsay’s Kitchen Nightmares! ■

nfortunately, one fact of modern life is that mobile and internet technology has produced new and creative ways for criminals to scam members of the public. Expats can often find themselves in a more vulnerable position as they are operating in a system that they may not necessarily understand and in a language that may not be their first. In last month's paper we had two such stories: one involving the renewal of the carte Vitale, the card used to obtain healthcare refunds in France; the second was a letter from a reader about a delivery driver phone scam. In the latter case, the reader was called by a delivery company and told that there was a parcel for them, but the driver
could not find the house and could they please call him on an “08 99 ...” number. This is a scam and revolves around premium rate phone lines: if the reader had indeed called the 08 99 number and waited, they would have been paying several euros per minute to listen to elevator music. This was a new one to us at The Bugle, but is obviously becoming quite common. Not only did a number of readers get in touch with similar stories, but we were also targeted ourselves. In our case, a mobile call was placed, but cut out after just 2 rings. As a business we rang straight back, but were taken directly to a voicemail message that said the person we were trying to call was currently unavailable, but we could reach them on “08 99 ...”
We declined to do so. A brief internet search reveals a small army of these “08 99 ...” numbers currently doing the rounds. This is one of those scams that is hard to prosecute as the “08 99 ...” number does often state the cost of the call before asking you to hold... the scam preys on your inquisitive nature, but you are calling of your own free will. See page 14 for a more in-depth look at other common scams that you will probably come across if you own a telephone or computer, as well as tips on how to avoid becoming a victim. A useful piece of advice from a reader is to keep an eye on the Facebook pages of the local Gendarmerie, where there are regular updates on current scams doing the rounds. ■

Gendarmerie closures Local councillors and mayors in the Dordogne are staging protests against withdrawals of Gendarmerie units. The closures are part of a nationwide phenomenon related to cuts and rationalisation of resourcing. Over 150 elected members from Le Lardin, Le Buissonde-Cadouin, Montpazier and Sainte-Alvère marched together in Le Buisson in September to present their protest to the Gendarmerie. This is only one of a series of events planned this autumn. The closures are widely unpopular and elected members from every political party support the protests. Jean-Marc Gouin, mayor of Le Buisson-de-Cadouin, stressed that this latest withdrawal is another example of “desertification”, together with the loss of local postal services and schools. He spoke for his fellow local politicians of the fear that rural areas of France are being abandoned by the State. The Gendarmerie insist that this redeployment of manpower will lead to greater efficiency, improved response and greater security for citizens. A petition has been started against the closure of the Gendarmerie in Le Buisson-deCadouin and the town’s mayor has declared that, if need be, he will march on foot to the capital to underline local feeling: “A Paris, à pied”. ■ by Brian Hinchcliffe
Périgueux mayor goes nationwide
T
o get a mention in a major national weekly news magazine is quite a coup. To be the subject of a special main article is true fame. In September, the respected French weekly, L’Express, brought that very fame to Périgueux. Founded in 1953, with a readership of almost half a million per week and 8 million internet hits per month, L’Express is no lightweight. It has prestige and authority. Mid-September’s issue of L’Express contained a special supplement dedicated to the mayor of Périgueux and his vision of the future for this ancient bourg. It is only 18 months since Antoine Audi was elected mayor of the Dordogne’s capital as a UMP candidate. The consensus in this part of the Périgord is that the city had been in something of a
coma since the 1980s under previous incumbents. The residents of Périgueux have long felt like the poor relations to Sarlat and Bergerac. Indeed, Périgueux is tiny, with just 31,000 inhabitants, the equivalent of UK towns like Pontypridd or Dunstable and only slightly bigger than Ballymena! It is said that the department’s prefecture was only placed in Périgueux because Bergerac is too far geographically from the Dordogne’s centre. Audi’s first act was to rename the city as “capital of Périgord”. This was followed by CCTV, improved school meals, redevelopment of housing, controlling hypermarket expansion and clearing the streets of aggressive begging among many others. He has revitalized lagging night markets into hugely suc-
cessful “gastronomic nights” and aims to give the Christmas markets the same lift. Events, exhibitions and displays are part of the Audi trademark. Not everyone is thrilled by Audi’s accomplishments, however. Many have criticised his vigorous proactive style. “Like a city Sarkozy”, say some. Others say he mixes up entertainment with culture, calling his approach all bread and circuses. The opposition group of the city council, however, continues in somewhat of a disarray and disunity following Audi’s election. Undismayed, Audi enthuses about his next projects: he will build a brand-new 300 vehicle car park near the cathedral; he aims to redevelop disused warehouses into a centre for culture and gastronomic expertise; he has a long-term vision for a southern-
style city with ramblas like Barcelona and wide tree-lined boulevards for strolling and chatting. His aim is to bring warmth and life back to the streets of Périgord’s capital. The results of the next election will prove whether the electorate agrees. ■ by Brian Hinchcliffe
Iconic music hall to get a facelift
I
f you are being pedantic, the open-air musichall-café at Barnabé, Périgueux, is in fact a guinguette. The guinguette, which has no English equivalent, has been a hugely popular form of entertainment throughout France for over a century. The association of music, dancing, singing, restaurant and bar in a riverside location became a favourite throughout the country, reaching its heyday in the 1930s and 40s, fading away
to nostalgia by the 1960s. An idea originating on the banks of the Seine and the Marne around Paris in the 1840s, guinguettes were a location favoured by Impressionist painters such as Auguste Renoir and Vincent van Gogh. Périgueux’s own guinguette is at Barnabé on the river Isle, a short stroll away from the city. At the end of the 19th century, Barnabé was a favourite swimming spot with changing cabins, bathing areas and a
bar. Built in 1936, the present buildings and the entire site are considered superb examples of art deco, using innovative techniques of cast reinforced concrete. Time has not been kind to the structure, however, and it had to be closed for a major renovation. The commune purchased the site in 2014 for the sum of €800,000 and Jacques Auzou, mayor of Boulazac, has announced that the guinguette will live again from next sum-
mer. He is keen for the Barnabé campsite to also open. Working with a consortium of businesses, the mayor is confident of restoring this prime location for Périgueux residents as well as visitors. Connoisseurs of fine dining will be interested to know that management of the venue is to be in the hands of a former chef at the Michelin-starred Moulin du Roc in Champagnac-de-Belair. ■ by Brian Hinchcliffe

Expat help for children
A
British expat in the Dordogne is working hard across the department to bring smiles to mothers and children in the South-West. Caroline Evans from La Tour Blanche near Ribérac is focussed on giving a helping hand to mums in the area with her campaign to collect toys, clothes and baby equipment. Caroline told The Bugle, “I have been very lucky. I have been involved with caring for babies and children all my working life. In that time I have cared for many children with wealthy and privileged parents. Now I want to give something back. I am trying to do something for mothers who have never known privilege, for babies whose parents are struggling to get by, for hard-up parents desperate to give their children a start in life. I want to make life a little easier for them and their babies.” Caroline collects toys, prams, push-
chairs, baby clothes, baby accessories, baby lotion and milk formula, for distribution by Les Restos Bébés du Coeur. Caroline explained: “The Restos du Coeur was founded to provide food banks for people down on their luck. Bébés is an offshoot that specialises in helping the youngest, smallest and most vulnerable of our fellow citizens.” Donated goods are shipped by Caroline to a warehouse at La Couronne, just over the border in Charente. From here they are distributed to needy mothers across the region. The “Coeur” organisation was set up in 1985 by popular French comedian and actor, Coluche. Its declared aim is to “help those in need, to support their return to the mainstream community, and to combat poverty in all its forms”. Coluche, whose real name was Michel Colucci, was born to a work-
ing-class family in Paris and died in a motorcycle crash in 1986. He was known and loved for his idiosyncratic brand of humour combining slapstick with irony and satire, exposing waste, inhumanity and cruelty. Other support services supplied by Les Restos Bébés du Coeur include counselling, social support, as well as advice on finance, health and nutrition. Caroline is also active with mothers and local health professionals in another area of her experience and expertise: breastfeeding. Caroline told The Bugle that in her opinion, some customary practice and advice on breastfeeding in France is outdated and inadequate for our 21st century way of living. With her links to health organisations, she is helping young mothers and babies cope better through care and advice. Cinema icon in new Dordogne film
H
autefort is due to hit the cinema screens once again in a brand new historical feature film being shot in September and October. Director Albert Serra chose the Dordogne gem of Hautefort Castle to set his latest drama about French King Louis XIV. The Dordogne is a popular location for film-makers,
with hundreds of titles filmed here from the 1960s to today. Hautefort Castle and the nearby village is a prime choice for period film-makers. With its medieval and Renaissance architecture, wide vistas and lovely Dordogne weather, Hautefort already has a dozen film credits. This latest production chronicles the last days of the Sun King, while he was making arrangements for his
succession to maintain peace and prosperity for France after his death. Coincidentally, like Her Majesty Queen Elizabeth II, Louis XIV was also a record-breaking monarch, reigning for 72 years. Playing the part of the ageing king is Jean-Pierre Léaud, famous for his childhood starring role in Truffaut’s “Les Quatre Cents Coups”, an iconic social realism film of 1959.
Locals wishing to kick off their film star career have missed the boat, however. All secondary characters, film extras, street crossers and crowd actors have already been recruited, at €100 to €400 per day. Eymet win Blevins Franks Cricket Cup Sunday 30th August saw the first final of the Blevins Franks Cricket Cup in France, played at Eymet in the south of the Dordogne. With 10 teams starting the competition, the final was between the host “Club de Cricket Eymetois” and “Bordeaux Giscours” Cricket Club.
In front of vocal local support, Eymet ran out easy winners, making a substantial total of 201 from their 35 overs, with Ed Nicholson top scoring with a patient 74, ably supported by captain David Horlock with 39. Bordeaux Giscours never got going, having fielded for three hours in 40 degree temperatures and, despite a determined innings from captain Clinton Ferreira, were all out for 101. Around 70 Blevins Franks clients watched the match and enjoyed wine, tea and food, provided and served by the host club and all showed their appreciation to the Bordeaux office staff present. Rupert Holderness presented trophies and medals to both teams and umpires and Blevins Franks were thanked by the “Association des Clubs de Cricket du Sud-Ouest” for their continued support of the competition. ■

Martin Trelcat, general manager of the Calais hospital, said that English classes were being given to about 70 nurses and language would not be a barrier.
The news was met with understandable dismay by many north of the Channel, with Simon Bolton, a spokesman for the Unison union, calling the move “an admission of failure” by the NHS. Others have pointed out that the East Kent Hospitals Trust, which is already in special measures and struggling financially, will lose the income from any operations being performed in France. Damian Collins, Folkestone
and Hythe MP, argued that it was sensible to use a fantastic hospital that might be less than an hour away from some and pointed out that, at only 33 km, Calais was more accessible for many in the area than hospitals in London. The French hospital hopes to see the first UK patients before Christmas and plans to treat between 300 and 400 NHS patients each year. ■

Voluntary national service introduced to mainland France
N
early twenty years after compulsory military service was phased out in France, a new voluntary service has been launched that aims to give marginalised young people a better start in life. From this month, a total of 1,000 young adults, aged between 18 and 25, who have dropped out of the educational system and have precarious family situations, will undergo between 6 and 12 months of training at one of three locations across the country. The service will involve training in civilian industries such as hospitality and the building trade, as well as more basic life skills like punctuality and politeness all while living under military discipline. The recruits will receive €313 per month plus food, clothing and accommodation. In 2016, the service will be offered to 2,000 young French people in seven locations across the country. The concept has become well established in France's overseas territories over recent decades where it has been shown to offer partici-
pants better opportunities when they rejoin civilian life. “The aim is to give a second chance at employment for those struggling to find work,” Minister of Overseas Territories George Pau-Langevin told Le Parisien newspaper earlier this year. Recruits are more likely than their peers to find full-time work when they leave the service. France phased out military service under former President Jacques Chirac in 1996 after finding it had no trouble in recruiting professional soldiers, although French school-leavers, including women, are still obliged to register for possible obligatory service should the need arise. An opinion poll earlier this year, however, revealed that over three quarters of French people are now in favour of bringing back some form of national service following the Paris terror attacks. Among the key reasons given in the poll were “the need for a more powerful integration tool”, “bringing together people from different social backgrounds” and “transmitting French republican values”. ■

France to open first Alzheimer's village

he French government has unveiled plans to create the country's first “Alzheimer's village” in the Landes department in south-western France. When it opens in 2018, it will be home to 120 dementia sufferers. Laurence Rossignol, the country's minister for family affairs and the elderly, fittingly made the announcement on World Alzheimer’s Day, telling a press conference that the village will be “a place where it is possible to continue to live a real life with your loved ones”. “This is a project for Landes, but certainly it is also a national project,” Rossignol said, adding that it would be “an emblematic place which will mark a turning point in the management of the disease”. The project will cost an estimated €22 million, but officials from the Landes would not give details of how this money would be raised. The government has announced that it will contribute €3 million of the annual €8.5 million running costs once the village is up and running, with the remainder being met by the department and the State and through resident fees, which will be

or two carers, in 23 different homes. Residents have their own spacious bedroom, but share the kitchen, lounge and dining room. of trained professionals. Doors are not locked and residents are free to go where they wish and many apparently do not realise that they are in fact “in care”. According to the facility's director, Isabel van Zuthem, the idea is to “maximise the quality of people's lives. Keeping everyone active. Focusing on everything they can still do, rather than everything they can't. Because when you have dementia, you're ill, but there may really not be much else wrong with you.”
Once built, this revolutionary approach is also no more expensive to run than traditional dementia care: six storeys, anonymous wards, locked doors, crowded day rooms, nonstop TV, nurses in white coats, heavy medication... At €5,000 per resident per month, the cost is very similar. “We can still do more, but in general, I think we get pretty close to normal,” said van Zuthem. “You don't see people lying in their beds here. They're up and about, doing things. They're fitter.
And they take less medication. I think maybe we've shown that even if it is cheaper to build the kind of care home neither you or I would ever want to live in, the kind of place where we've looked after people with dementia for the past 30 years or more, we perhaps shouldn't be doing that any more.” If the Alzheimer's village in the Landes follows these same principles then it should prove equally popular and have a waiting list just as long as the groundbreaking facility it is based upon. ■

SNCF expands Ouigo service
Fuel prices hit 5-year low

rench rail operator SNCF has announced an expansion of its popular low-cost TGV service Ouigo. With one eye on the success of low-cost airlines, the no-frills, high-speed rail service was launched to much fanfare in 2013, whisking budget travellers from Paris to Marseille and Montpellier on the south coast via Lyon-Saint-Exupéry airport. At just €10 a ticket, the service took the industry by storm. From the beginning of 2016 the modified TGV trains will also now link stations in the north of France via Charles de Gaulle airport: Haute-Picardie near Amiens and Tourcoing. To the west, there will be a low-cost link from the capital to Nantes, Rennes, Le Mans and Angers. The comparisons with the EasyJet and Ryanair model extend beyond just cheap tickets. The trains, although identical to the current TGVs in use, do not offer a first-class service, do not have a café or bar, and have less free space. The result is that they can carry over 1,200 passengers, 20% more than a 'normal' TGV service. Luggage also costs extra, with a charge of €5 for a second bag. If you want to use a power point, that will set you back €2, and transporting a pet costs €30. Currently, 400,000 seats go on sale each year at just €10 with a further one million costing €25. Prices rise, depending on
demand, until they reach a maximum of €115. A further sign that SNCF is embracing the low-cost philosophy is the rebranding of its bus service iDBUS as Ouibus. Following the liberalisation of the inter-city bus routes as part of the loi Macron (see last month's paper), SNCF is entering the predicted price war with its new, rebranded low-cost bus service. The company plans to triple the number of vehicles in its Ouibus fleet and will offer 4 million

journeys from just €5, across a network that will cover 130 routes and 46 destinations. “You can assume that this is 100% a low-cost SNCF offer,” confirmed president Guillaume Pepy. “But it's low-cost without any concession on security, in full compliance with labour laws and with the proper maintenance of all materials.” All services will be available via the SNCF's traditional train-booking site www.voyages-sncf.com ■
As anyone who drives a car will no doubt be aware, the price of diesel and petrol has been steadily dropping in recent months. So much so that at the beginning of September the price of diesel hit a 5-year low, with the average litre across the country costing “just” €1.086 - over 15% less than one year previously. The recent drop in the price of unleaded petrol was even more pronounced, with a litre of SP95 costing an average of €1.317 at the start of September, down 5.8% from the previous month. Whilst the price did rebound somewhat over the course of the next few weeks, the reduced cost of running the family car has provided one piece of good news for most household's finances. The slowdown of the Chinese industrial machine has been a major factor in the reduction of global demand for oil and, as of yet, the major oil producing nations have been reluctant to decrease production in order to drive prices back up. This means that we could be enjoying continued (relatively) low fuel prices in the months to come - good news for those of us with oil-fired central heating! ■

been a fiasco from start to finish, however, and the French government were soon forced to backtrack as evidence mounted, exposing a number of blunders by the DGSE team. A French-made inflatable boat and diving gear were found abandoned in Auckland waters, and investigations into suspects uncovered a number of phone calls to the defence ministry in Paris. “They left a trail so Gallic that the only missing clues were a baguette, a black beret and a bottle of Beaujolais,” a DGSE source told the Washington Post at the time. Most damningly, the two agents posing as a Swiss couple were arrested in the days after the explosion as they attempted to return a rental camper van; they were apparently captured because they were reluctant to flee New Zealand without collecting the NZ$130 deposit on the vehicle. The agents were tried, found guilty and sentenced to 7 and 10 years in prison, although they were back in France within months following a deal that sparked almost as much outrage as the bombing itself. A third member of the team, Gérard Royal, the brother of France's current environment minister and former presidential candidate Ségolène Royal, picked up the two men in a dinghy after the covert operation. In an interview with journalist Edwy Plenel, the founder of the Mediapart website, Kister said he planted the explosives with fellow agent Jean Camas in an operation that was approved by France’s political leaders. “Thirty years after these events, now that emotions are calmer and with the distance I now have from my professional life, I believe it’s time for me to express both my profound regret and my apologies,” Kister said. He also gave an interview with New Zealand television TVNZ in which he described the operation as “like using boxing gloves to crush a mosquito”. “It was a disproportionate operation, but we had to obey the order, we were soldiers.” He insisted the team’s goal was not to kill anyone, and accused French politicians of “high treason” for having leaked his name and role in the operation after the sinking. France has paid damages, formally apologised for the bombing and, in 1996, brought a halt to the nuclear testing that initially sparked the Greenpeace protest. ■

French secret service frogman who took part in the deadly bomb attack that sank the Greenpeace ship Rainbow Warrior in New Zealand has apologised for the first time, 30 years after the notorious incident. Jean-Luc Kister said he believed it was now the right time to apologise to the family of Portuguese photographer Fernando Pereira, who was killed in the explosion, as well as to the Greenpeace organisation and to the people of New Zealand. “I have the blood of an innocent man on my conscience, and that weighs on me,” said Mr Kister, who attached the mines which sank the ship. “We are not cold-blooded killers. My conscience led me to apologise and explain myself.” Pete Willcox, the Rainbow Warrior's captain, accepted that Kister's apology was genuine but said it should not obscure the harsh truth about the attack. “I accept the apology, I think it was sincere... I hope that it allows him to sleep better and live his life out,” Willcox told Radio New Zealand. “But it doesn't change the fact he and his friends - thenPresident Mitterrand and everybody that was part of that team - who planned the operation and carried it out are murderers... that should be part of the story.” The Rainbow Warrior, a converted trawler, was docked in New Zealand on its way to protest against French nuclear testing at Mururoa Atoll, about 1,200 kilometres south-east of Tahiti, when the attack took place. A 12-man team from France's spy agency, the DGSE, was dispatched to carry out what was an unprecedented mission: the bombing of a peaceful protest ship without warning in the waters of a friendly nation. Two French agents posing as Swiss tourists had earlier visited the ship, which was open to the public, to gather information for the operation. Kister and a second teammate then attached 2 limpet mines to the ship's hull. The first exploded at 11.38 pm on the evening of 10th July 1985, when many of the crew were asleep, and blew a large hole in the ship’s hull. Portuguese photographer Pereira, who had returned to his cabin to retrieve his cameras after the first explosion, was below deck when a second bomb went off; he was trapped in his cabin and drowned. Paris initially denied any involvement in the sinking, code-named Opération Satanique, and described it as a “terrorist attack”. The operation had

Tobacconists protest cigarette packet changes
F
rance's tobacconists are continuing their protests against government plans to introduce “neutral” cigarette packaging. A European Union law passed last year stated that health warnings should cover more of the packet: 65% of the front and back and 50% of the sides. The remaining space is available for branding, but the law makes provisions for member states to impose plain packaging rules when they are “justified on grounds of public health, are proportionate and do not lead to hidden barriers to trade between member states”. France is one of four EU countries that plan to follow Australia’s example and
impose plain cigarette packaging in May next year, as well as increasing the cost of a packet of 20 cigarettes to €10. Along with the larger health warnings, the proposed neutral packets will have the brand name written on the outside without any logos or identifying marks. As part of their protests, tobacconists have been dumping tonnes of carrots which have become a symbol of the protest - outside government buildings. They have also been “hooding” speed cameras across the country, an action that they say deprives the government of money in the same way that anti-smoking legislation will reduce tobacco sales. “A price around the €10
mark will simply push smokers to buy their cigarettes over the borders, on the internet, or illegally on the street,” said a spokesperson for the Confédération des buralistes. “This will serve to show an official drop in sales that will the not reflect an actual decline in smoking numbers.” France is actively trying to reduce the number of smokers, particularly among the young; it is estimated that 33% of boys and 30% of girls smoke every day. Philip Morris International and British American Tobacco have sued the British government over its own plans to require plain packaging, arguing that it would rob them of their intellectual property and restrict trade. ■
Calls for UV tanning ban
T
he Senate has voted to ban UV sunbeds from 2017, against the wishes of the government. As such, the move is unlikely to be ratified when it comes before the National Assembly. “The role of these cabins in the development of skin cancers has been scientifically established by the international centre for cancer research,” said senator JeanFrançois Longeot, who also stated that the number of cases of skin cancers has doubled in the last decade. “The dangers of exposure to UV rays is proven and we must continue to act,” said France's health minister Marisol Touraine. “But do we really need a ban?” The minister was keen to point out that legislation has existed relating to the use of UV sunbeds and cabins since 1997, rules that were strengthened in 2013. “The law goes further these days, banning unlimited usage contracts, the availability of sunbeds at home and sales to individuals, as well as requiring staff to be properly trained.” The minister also said that a European study group has been established to look into the issue and that “in the
absence of these results, we are against any complete ban”. Melanoma caused by skin tanning is the second fastest-growing form of cancer among women in France, after lung cancer. According to a study published in 2012 in the Bulletin épidémiologique hebdomadaire (BEH), tanning lamps are responsible for between 19 and 76 skin cancer deaths in France each year. The national union of tanning professionals was, not surprisingly, against the decision of the Senate. “The Senate appears to want to destroy this industry and condemn 22,000 people to join the ranks of the unemployed,” the union said in a statement. “If this ban were to be confirmed [by the National Assembly], it would be an economic and social disaster. If UV rays are that dangerous, then we should ban the use of beaches, café terraces and even the sun itself!” The organisation also accused the medical sector of being “more interested in lifting, epilating and bronzing than curing” and of seeking “a monopoly on all aspects of beauty and wellbeing”. ■
Cash machines disappearing The once ubiquitous cash point could be headed the way of the telephone box as more and more people in France move towards contactless payment systems. The number of purchases made using contactless cards, where the card is simply held against the payment terminal and no pin entry is required, has quadrupled in the last 12 months and in July this year there were more than 20 million contactless transactions in France. A quarter of payment machines are now compatible with this form of payment which is limited to a maximum transaction value of €20. The most popular locations for contactless payments, where people may have previously used cash, are supermarkets, tabacs, fast food restaurants and bakeries. It is estimated that well over half of all active bank cards have the contactless option, which is shown by a logo of curved waves on the card. With less cash in circulation, the number of cash points is now on the decline, reversing a trend that has seen the number of terminals grow steadily since the 1980s. ■

ell, if ever a gardening year has been a strange one, this one is it, n'est ce pas? A pleasant spring, a burning summer, with winds direct from the Sahara, and a pretty quick changeover to autumn - not really that much of an Indian Summer. Now mornings are dark late, evenings have drawn in, and it can be pretty chilly. Less time active in the garden, and lots of catching up to do as a knock-on effect of the drought. So, ideally, your veg garden has been cleared of summer crops (remember to note down what you grew where this year, so that you don't replant the same family in the same place). Empty space has somehow been occupied - a thick layer of deciduous leaves is a good, free option, as is manure, or shredded wood, bracken or buy mulch like chopped hemp (paillis de chanvre). If whole beds are empty, consider laying down the weed control fabric that you see in municipal plantings. By the fact it's woven, it lets the air and water through, so your soil can breathe, and soil organisms live. Putting non breathable black plastic down really damages the soil structure. Seeds have been saved, dried and shared around. By now, the little beasties that hibernate will be well on their way to finding a hidey-hole, so make sure you tidy up fallen branches, garden waste, etc. cautiously, into piles that you're not going to disturb til the spring. Deal with frost sensitive plants. Depending what they might be, move pots under cover, bring them inside, put them into a frost free garage or cellar. If the pots are too big to move without risking a hernia, wrap them with something that can insulate them and that's not going to absorb
water. If they are bulbs or tubers, decide whether to lift and store in sand or peat, or risk leaving in situ. If this is the case, put a good thick layer of organic mulch over them, and dig a little channel either side, so that rainwater can drain away. Remember that for lots of things it's the combination of cold and wet that's fatal, not the cold on its own. If it's anything special to you, take some backup cuttings or divisions. In the past the tradition was to really tidy up your garden to the max in the autumn. But that was then, when sparrows and butterflies were plentiful, and no one could ever imagine they'd be scarce. Even in this part of France, the wildlife is struggling with intensive farming practices, so it falls on us to be responsible in our garden management - leave fallen fruit lying around for a while before tidying it up, mow to different levels, leave seed heads for the birds and rodents, don't pick absolutely all your nuts and walnuts, have a few sloes in your hedge for the fruit, don't prune your grasses back…. Small, simple things can have a really positive effect and are unlikely to detract from the look of the garden, and if you manage them in a way that suits you, why not? Get winter veg planted if you haven't already - cabbages (and loads of members of the cabbage family such as kale, sprouts, cauliflower) are pretty readily available still as plants, as are leeks, winter lettuce, and you can sow oriental greens, mustards, mizuna, etc. as long as you have some fleece handy for cold weather. Sow winter radishes (the black ones or the purple ones are pretty, as are the rose de Chine radishes) and you can plant onion sets or garlic, too. Broad beans can be sown - plant extra in case the field mice get hungry. All the onion family can be sown from seed now,

even though it takes longer to get a crop. 'Walking onion' babies should be taken off and potted on or planted directly in situ. Carry on seed saving through the winter when you eat your squash and pumpkins. Pop the seeds onto kitchen towel and put in a dry place for a few days, clearly labelled with the variety. Then store in jars out of the light. Remember to swap varieties with friends. October is a good month to pot up some runners of mint, thus enabling a supply of fresh leaves while the plants outside go dormant. Think of all that mint sauce with those Sunday roasts! Why not plant the mouldy old cloves of the tail ends of garlic - in pots in the house, or the greenhouse - they'll still do, giving you lovely tasty fresh green garlic at a time when it's unavailable in the shops.
Collect some rose hips for decorations, and for rose hip jelly, and some sloes, too, for your Christmas tipple. Pop them in the freezer if collected before the first frosts, to mimic this. And pine cones for the Xmas deco, before the winter rain gets them to go mouldy. Collect autumn leaves for collages, art projects, and just because they're so gloriously beautiful. Do we need more of a reason?! So, there are still plenty of opportunities to enjoy the garden and being outside, but you've got to get your fix when you can, in between the showers and the dark nights. But then that's all part and parcel of living somewhere where the seasons are so beautiful and varied. What's there to complain about? Good gardening! ■

reater international tax transparency has been a major goal for governments seeking to reform the global financial system in recent years. It is now a reality. A global automatic exchange of information regime goes live in January 2016. If you live in one country and have assets in another, tax authorities - including those in France and offshore jurisdictions - will collect and share your financial information under the new Common Reporting Standard. There has been automatic exchange of information in Europe for some years, under the 2005 Savings Tax Directive, but this is quite different. What is different now? The Savings Tax Directive only applied to interest income. Globally, many countries have signed bilateral tax information exchange agreements, but this only enables them to request financial information about people they suspect of tax evasion. The new regime covers much more than just interest income. And tax authorities will receive information automatically, on everyone - they do not need evidence of non-compliance to get it. They will compare information received to what you include on your on tax return so they can check you have properly declared your income and assets. No one is immune to the new regime. If you are a French tax resident and have financial assets outside France, for example pension funds in the UK, the French tax authorities will receive information about these assets. In fact, France has been a key driver in the initiative, in line with its long history of fighting tax evasion. In 2014 it collected almost £2bn from tax evaders but the new regime looks set to increase this
sum substantially. Common Reporting Standard
As well as the Savings Tax Directive, previous initiatives for global financial information sharing include the US Foreign Account Tax Compliance Act (FATCA). This makes it mandatory for foreign financial institutions to report all accounts held by US persons to the US authorities. However, the technical standard for the new automatic exchange of information is 2014’s Organisation for Economic Cooperation and Development’s (OECD) Common Reporting Standard, which was modelled on FATCA. Almost a hundred countries have so far signed up to it. The Standard provides for the annual automatic exchange of financial account information between countries. It lists both the financial information to be exchanged and the financial institutions that need to report. These include banks, custodians, guardians, certain collective investment vehicles and certain insurance companies. It also describes the common due diligence procedures the financial institutions must follow. There are 58 “early adopters” who have committed to start collecting information in 2016, ready for sharing by the end of September 2017. These include France, the rest of the EU, the Isle of Man, Jersey, Guernsey, the Cayman Islands, Liechtenstein, Luxembourg, San Marino and South Africa. Australia, Canada, China, Hong Kong, Monaco, Singapore, the United Arab Emirates and Switzerland are among 35 more jurisdictions that have pledged to start sharing data in 2018. In Europe, the Common Reporting Standard will be launched through the revised Administrative Cooperation Directive that was adopted in December 2014.
It will replace the Savings Tax Directive. It allows authorities to share information automatically on interest, dividends and other investment income, account balances, sales proceeds from financial assets, income from employment, directors’ fees, life insurance, pensions and property.
Also, if you live in France and rent out UK property, even if you have a nonresident landlord certificate, you need to declare the income in both the UK and France.
What does this mean for you?
The cross-border tax landscape has completely changed. It is essential that you take specialist advice to make sure your tax planning conforms to French tax law. If you are not up to date with these developments, it could have serious consequences. French taxation is high, but there are taxcompliant opportunities available that will lower liabilities. You still have the right to structure your wealth and assets in a taxefficient manner and if you want to make changes, you need to do so before the end of this year. To do so it is best to take specialist, personalised advice. ■

Many people who pay UK tax do not realise they need to declare it on their French tax returns. However, as a French tax resident it is obligatory that you declare your worldwide income, gains and wealth in France - including income that is taxed elsewhere, such as UK rental income and pensions. If you have a UK government service pension, it is taxed in the UK and not in France, but the income must still be declared in France. This is taken into account when the tax authorities are calculating how much tax you need to pay on your French source income.

Common scams and how to avoid them We first ran this article in June 2013, but unfortunately, it is a problem that continues to rear its ugly head. If you use email and/or the internet, then you will almost certainly come across one if not all of the following scams.
T
here have always been con artists, grifters and crooks, but the internet has given them a multitude of new ways to target a much wider market. Most people will know at least one person who has been scammed by phone, email or over the internet. “How can people be so stupid?” is a phrase you often hear coming from more cynical, internet savvy people. Well, when you consider that ‘phishing’ scams alone in the UK earned the cyber criminals £600 million last year, plenty of people are caught unawares - it is much easier to fall foul of the scammers than you would think! It is not simply a case of being ‘naïve’ or ‘stupid’... circumstance, timing and your emotional state of mind all come into it. If a scam artist sends an email to 1 million people saying that there has been ‘unauthorised access’ on their credit card, you can bet that a good number of them will have mislaid their card that very day and will panic. Sadly, at The Bugle we have heard quite a few stories over the years from readers who have
fallen foul to these attacks, so we have complied a list of a few of the more common scams that you are likely to come across in France, as well as tips on how to avoid them. This list is not exhaustive, and the scammers are constantly updating them, but it should give you an idea of the kind of thing to look out for. Overdue Utilities/ Unauthorised Access ‘Phishing’ Scam This is one of the most common online scams. You receive an authentic-looking email from a trusted institution informing you there has been an ‘unauthorised transaction’ on your account, or that they couldn’t ‘verify your information’. In the case of a utility company, the email may appear to come from EDF or Orange saying that your invoice is overdue. The email will ask you to click on a link and ultimately enter your personal banking information somewhere. You have in fact been taken to a bogus website, where your information has been intercepted by criminals, who will then use it to try to withdraw funds from
your account. Microsoft Help Desk Scam This scam involves people, often from Asian call centres, ringing up and saying that they are representatives from Microsoft Technical Support. They then tell you that they can see your computer on the internet and that it is running slowly, either because of viruses or because it needs an additional piece of software - at a cost, of course. Once the scammers have gained your trust, they will ask you to log onto your computer and then guide you through a series of steps that will ultimately give them access to your computer. They can then damage your computer with malicious software, including installing viruses and spyware. Occasionally, they will direct you to a website where you are asked to fill in your credit card details to pay for the ‘fix’. Microsoft do not, never have and never will make unsolicited phone calls. If you receive a call from someone claiming to be from Microsoft Tech Support, or Microsoft, simply hang up.
That, or tell them you only have Macs in your house and see how quickly they hang up! Item for Sale Scam/ Overpayment Scam
In its simplest form, this scam is often a form of money laundering. The email will sound like a genuine reply to your ad. The tip-off is that the scammer will never actually refer to the item for sale by name. It will always be referred to as the ‘item’ or some similar term. When their cheque arrives in the mail, the amount on the cheque will be much more than the price you were asking for. If you email the person telling them of their error the scammer will respond and probably suggest that you just deposit the cheque in your account and send them back the overpaid amount. They may even offer you additional money for your honest response. After depositing the cheque and sending the overpayment back to the scammer, you will find out that the cheque was stolen or counterfeited - you may be liable to the bank for the full amount of the cheque if it cleared! Nigerian Email Scam
This scam is reportedly Nigeria’s third largest industry, bringing up to $1 million a day to fraudsters. You receive an emotional email from someone in Nigeria asking for help to get
either themselves, or their money, out of the country. In return they will pay you a large percentage of the often huge amount of money. However, they first ask for your bank details to pay for legal fees and transaction costs. In the end you lose a lot of money and get nothing in return. The scheme itself violates section 419 of the Nigerian criminal code, hence it is often known as the “419 fraud.” Foreign Lottery Scam
Logically, if you haven’t entered a lottery, you can’t win it, so any letters or emails that tell you otherwise should be treated with the greatest suspicion. The ‘winner’ will be told to phone the prize line, which unsurprisingly is a premium-rate number, or asked to send off a cheque for a small amount to cover administration fees. The amounts on offer are often huge and the fee relatively small, but don’t be fooled. If you send off any money, you will be placed on a ‘suckers list’ and the amount of spam you receive will explode! The imagination and sheer audacity of the scammers never ceases to amaze, but there are 2 golden rules to follow that will help you to avoid most of them. Firstly, if it sounds too good to be true, it probably is. Secondly, and most importantly, TRUST YOUR INSTINCTS! ■

a builder called William Willett in 1905. One morning, while out riding his horse before breakfast, it occurred to him that most of the population of London were sleeping during the summer mornings, even though the sun was out. He also enjoyed playing golf, and disliked having to finish his round early in an evening when the sun went down. He therefore proposed moving the clocks to take advantage of this early morning sun in the summer months. A local politician heard of his idea and proposed to
Parliament a change in the law to adjust the clocks in summer. The change was rejected and it was not until the First World War that the idea was first implemented. During the war, energy and resources became more valuable, and it was decided that the country could save energy by using the daylight hours for work and sleeping when it was dark. Today, most countries in the world change their clocks during the summer months, including France – more than 200 years after an American president first suggested it. ■

This biannual event has become part of modern life, but why do we do it and what are the benefits? Well, the first benefit is an extra hour of sleep on the last Sunday of every October, but this is cancelled out by one hour less sleep in March and is not why the whole world has to change their clocks twice a year. In fact, the idea was first suggested by Benjamin Franklin when he was the American envoy to France. He published an anonymous, satirical letter in 1784 suggesting that Parisians could save money on candles by getting up earlier in the morning. In order to convince the population to do this, he suggested a tax on shutters, rationing on candles and the firing of cannons early in the morning to wake people up - his proposals were not accepted!! In the UK, the idea of moving the clocks in summer was first seriously suggested by

“SolarVenti”- the solar solution to damp and humidity
A
simple solar energy system that runs on its own, even when you are not there! – And provides a free heat supplement in winter. The Solarventi air panel was invented more than 20 years ago by Hans Jørgen Christensen, from Aidt Miljø, with the backing of the Danish government. He wanted to use the sun’s energy for airing and ventilation of the thousands of holiday homes on the West coast of Jutland, - houses that were left empty and unheated for long periods - houses with damp problems, mould and bad odours - houses that left their owners with discomfort, lots of work and expense. He wanted a system that would be safe, simple, without the need for radiators, water and/ or mains electricity. Slowly but surely, the first Solarventi model came together.
How it works The principle behind Solarventi is simple: a small, built-in, solar cell powers a 12V fan that is connected to an air vent, a control unit and an on/ off switch. Whenever the sun shines, the air in the solar panel is heated and the fan, receiving power from the solar cell, introduces warm, dry air into your home at the rate of 20 to 100 cubic metres per hour. The initial models were more than capable of keeping the cottages dry (and ventilated), even with the limited sunshine hours available in Denmark during the winter season. Since that time, the technology has really come along in leaps and bounds. Now, more than 20 years later, the 3rd and 4th generation Solarventi have exceeded all expectations. venti is not only used for ventilation/dehumidification purposes; with far more winter sunshine hours, it also provides a substantial heating supplement. Several technical and governmental studies show that incoming air temperature can be increased by as much as 40°C. A DIY Solution? The installation process is very straightforward and should only take two or three hours. All that is needed is a drill, hammer and chisel to make a hole in the wall. French Conker Championships
Saturday 3rd October Abjat-sur-Bandiat It’s that time of year again! The official French Conker Championships are being held at Abjat-surBandiat on Saturday 3rd October. Why ‘official’? Simply because the tournament is organised by La Federation Française de Conkers. That means that anybody can organise a conker tournament, but only the one held in Abjat can be described as the French Conker Championships and, of course, the eventual French champion can represent France at the World Conker Championships held annually in England. The registration desk for the tournament is open from 2pm and is open to men, women and children. An enormous vide-greniers is held throughout the day and after the presentation of trophies there is a meal at the Entente Cordiale (€10 – reservation necessary, tel 05 53 56 81 01) followed by a concert with the group ‘Spectrum Band’. Needless to say for the Conker Championships

Fête de la châtaigne et du cèpe 17th-18th October Head to the village of Villefranche-du-Périgord on the third weekend of October for the 27th edition of its annual chestnut and mushroom festival. This two-day extravaganza offers visitors a farmers and local produce market, the sale of grilled chestnuts and fresh apple juice, artisans demonstrating their skills and plenty of entertainment besides. On Saturday morning there will be competitions for the best chestnut, biggest and smallest chestnut, and best cèpe. In the afternoon, there is a mushroom market & chestnut picking contest. The evening follows with a meal and dancing. On Sunday, sample the giant cèpe omelette (buy your ticket repas from the Foyer rural from 11h30) and then watch the chestnut spitting contest (15h), followed by a mushroom market (16h).

The Great Phoenix Book Fair Saturday 24th October The Great Phoenix Book Fair in Campsegret (24140) is being held again on Saturday 24th October! With over 17,000 used books in excellent condition - an excellent supply of fiction, non-fiction, children’s books, French books, antiquarian and collection rarities, brand new books, DVDs and CDs! The Phoenix catering stall will also be serving the best ever home-made cakes and savoury delicacies. Everything’s from one euro and up! The doors will open at 9.30 am (9 am for people with limited mobility) and close again at 3 pm. Children and dogs are welcome and the parking is free. All donations of books, etc. are welcome on the day! All the proceeds from the Book Fair will go to the Phoenix Association to continue their work in saving, caring for and rehoming abandoned, abused and unwanted animals. The Devizes to Dordogne Dash! Phoenix volunteer Nicola Dolman and her husband Jason are part of a team calling themselves The Marvélos that are undertaking a bike ride from England to France in order to raise money for charity. The Marvélos Cycling Team is a group of close friends, spread over two countries - England and France. They are by no means a professional team, just a bunch of cycling enthusiasts undertaking a new challenge. Their mission is to raise as much money as they possibly can for their four chosen charities (Phoenix Association, Wiltshire Air Ambulance, Bath Cats and Dogs Home, and The Royal British Legion) by cycling the 750 km from Devizes in Wiltshire to Sarlat in the Dordogne. Nicola and Jason run La Blanquette - a B&B, gîte and glamping business near to Sarlat. Not being able to do the Challenge during the busy summer months, they needed to decide on a time which suited everybody and one that wasn’t in the middle of winter for obvious reasons. And what better time than the final week of The Rugby World Cup 2015! Their plan is set off from Devizes on the morning of 24th October and get to Portsmouth in time to watch the semi-final game in the evening, before getting on the overnight ferry to St Malo. They then have seven days to get to La Blanquette to watch the Rugby World Cup Final in the afternoon on Saturday 31st October. If you would like to support The Marvélos their fund-raising page is:
