Are all UK Benefits available to What are the new pension all expats?

As a general rule of thumb, mean-tested benefits (those based on your income) cannot be “exported” from the UK to Spain. This includes benefits such as pension credit, income support and housing benefit.

What changes are occurring?

The benefits that can be exported are usually contributions-based (i.e. those based on your national insurance contributions) and include the state pension and the care component of disability allowance. If you are in receipt of a UK benefit and unsure whether you should be receiving this in Spain, speak to the authority which pays you the benefit. Spending time out of the UK, whether for a holiday or to live, doesn’t necessarily mean your benefits will be affected. But failing to notify your local benefit office of time spent abroad is considered an offence and could lead to prosecution, imprisonment and even the confiscation of your home and possessions. More information on UK benefits in general and on which ones can and cannot be received whilst living in Spain can be found on www.gov.uk.

UK state pension age will increase up to 65 for women by 2018 and up to 66 for both men and women by 2020. The government has proposed to raise the State Pension age from 66 to 67 in 2026. Under the current law State Pension age will already increase to:

The rules for accessing healthcare in Spain are set at a national level, and now fall under the INSS.

Can the British Consulate set up a facebook page with which we can all interact? Most Consular staff time is taken up with helping the most vulnerable and liaising with stakeholders and local authorities to ensure British nationals know where and how to access help when needed. Individually, Consulates do not have the resources to maintain their own websites or facebook pages. However The British Embassy and Consular Network in Spain does have its’ own facebook page and we encourage all British nationals to “like” it so they can receive the most up to date information as it is posted on our website (ukinspain.fco.gov.uk). This is where both British residents and visitors to Spain should look to for helpful guidance on a range of important topics, ranging from passports to registration requirements with local authorities.

What's all the hoo-ha with driving licences? So far as we understand, that you must get the medical step of actually exchanging it has been law in Spain, since at least 2006 ,that as a resident you can only drive on an 'unregistered' foreign EU licence for up to 2 years. After that time you are supposed to submit to regular certificated medical tests, just like any other driver in Spain. Not doing so risks a fine of up to €200 January 19th, the date that many people started talking about this , was basically just with regard to an EU directive re-enforcing this pre-existing requirement. What is confusing for some is

done at a specially appointed clinic, where they will certificate you as having completed the requisite tests satisfactorily and then register your UK licence with the Spanish Trafico authorities. It is very quick and costs between €45 and €60 dependant on the clinic. We believe it is as simple as that. Though this is more of a grey area, we believe that absolutely the best course of action for anyone living here for a period of two years or more is to take the further

their UK licence for a Spanish one, as it is potentially an offence drive on any EU licence with an address on it that is not your usual address of residence in your usual country of residence. Your usual country of residence is defined as any country in which you are domiciled for more than 183 days per year; doing so potentially invalidates your UK licence. Community Mourns Well Loved Resident The British resident community in Playa del Inglés was united in grief at the sudden and unexpected loss of well loved and respected, local resident Loraine Hassal on New Year's Eve. Known to friends and family as Lola or Fringe, Lorraine was universally liked for her sunny disposition and truly caring nature. More than 200 mourners gathered at the Ecumenical Temple to show their respects and support her life partner Mark Johnston, who showed great strength and decorum greeting each attendee personally and with equal warmth. After Lola's send off, many of her best friends gathered at locals hub, Kim's Bar in PDI. Our thoughts are with the many she left behind.

Allegations of mistreatment of women

Can my new boyfriend live with me and my daughters? In our divorce settlement I was granted use of the apartment, owned by my ex-husband. My new boyfriend is now living with me and my daughters, and my ex does not like it. Can he kick me out of the flat? Your ex-husband approved the resolution of the divorce settlement regarding use and assignation of the family residence, which is usually granted to the parent who takes custody of any children. Living at the residence with another man should not affect your right to use the property, as agreed in the judgment. But this does not however prevent, your ex-husband requesting modifications, which does not necessarily mean the court would grant his desired changes.

I have seen a particular woman often mistreated by her husband. Can I report it anonymously? Yes. Any member of the public, neighbours or family members can make a denuncia or report of known mistreatment like this. You can also seek advice on the toll-free number 016, which leaves no indication on your phone billing. One of the main features of this service is the absolute respect for the privacy or anonymity of the person who made the call. It is also important that women who are violently abused are aware that there are specialists available to speak to any time and that confidentiality is assured. The phone number never appears on any bill nor should it remain recorded in the list of recent calls. Behind this service are professionals who specialize in dealing with gender violence, who provide the service in several languages. Furthermore these specialists also have facilities to help hearing impaired people (on 900 116 016).

They took my child away, due to my problems with addiction. The authorities took my daughter away from me on the basis of my having substance abuse problems, but now I am rehabilitated. Can I get my daughter back? Yes. If the court requests your approval for the adoption of

your daughter, you must refuse it and request recovery of your parental authority to regain custody of your child, on the basis that you have recovered from the addiction.

My mother-in-law gave money to her son. My mother-in-law contributed money to help us buy a flat. If my husband and I separate, will he own the flat? If your mother-in-law made a gift of the money, the apartment should owned by you and your partner equally, because it is a community property. If she only gifted the money to her son, expressly excluding you, then the flat could well be exclusively owned by your husband. The answer, then, depends on knowing the basis on which the money was given. If nothing has been formally specified, then the flat should be considered as jointly owned by both spouses.

Who should pay for the installation of a new lift? My communidad want to install a lift on the first floor lobby, due to the problems in the hall. Should the ground floor residents be forced to pay for that installation? Is there any public support available for this? Yes, all proprietors of the communidad are required to contribute to installations like this without any exception. There is a financial support available for homeowners, who fulfil certain requirements.

Investors much readier to back Spain

Is there confusion again over Spain's banks? If so its not really new. On one hand, the Bank of Spain said in mid-January that nonperforming loans were on the increase and that more than one in nine would probably not be repaid. On the other, the central bank said at the same time that Spanish banks were less dependent on emergency funding from the European Central Bank. In December they borrowed €357bn, appreciably less than the €411bn they took last August. Prime Minister Mariano Rajoy is relaxed. He is "absolutely convinced that Spanish financial institutions will not require any more funds than they were given already" because they have been subject to a "complete striptease" laying bare their financial circumstances. The prime minister's optimism is shared, though perhaps with more caution, by investors. Since the beginning of the year they have been buying bank shares, lifting the value of Bankinter by a third and Banco Popular Español by a quarter. Investors are also much readier to hold Spanish bonds. Six months ago they were demanding a return of over 7% on their five-year loans to the government.

Today they are content with less than 4%. The change is symptomatic of a warmer attitude among investors towards the euro. A month ago it looked as if 2013 would turn out to be a better year for the single currency and halfway through January that is proving to be true. Since the turn of the year the euro has strengthened by about five and a half cents against the pound and by about four cents against the US dollar. It has done so mostly as a result of improved sentiment. Strange to think it was about twelve months ago when most of the world were questioning the very survival of the single currency with a full complement of member states. Today it feels reasonable to expect that singleness to continue, as a result of the determination of EU leaders and central bankers to do "whatever it

takes" to save the euro. Okay so what else is happening? Interestingly instead, it is the pound that must face the tough questions. Even though the UK economy appears to be in better shape than Euroland, investors are not satisfied. They fear a third dip into recession. They fear the downgrade of Britain's AAA credit rating that might follow that dip. They fear the anti-Europe rhetoric in Westminster and the media. And because of those fears their appetite for sterling has faded. Add to this the fear of further job losses in the Financial Services sector and the high street disappearing unemployment may still have a further negative impact upon the UK's timetable for recovery So half the euro's performance against sterling this year is down to

improved demand for the single currency; the other half is the result of investors' disenchantment with the pound. Both attitudes could change. It would be unusual if there were not some new panic in Euroland before too many months have gone by. The UK economy might pick up speed once the cold weather has passed and people are allowed to go back to work and school. Stateside the new holiday destination of " The Fiscal Cliff" seems to

have disappeared and the republicans have provided Mr Obama a little bit longer to sort out the economy and the debt ceiling which is standing around $17trillion. Not sure how many zeros a in a trillion but its a lot. What´s the betting it could hit 20 trillion? In fairness however housing, manufacturing and employment opportunities are all moving in the right way for the citizens of the USA. Spanish Lesson 74

Past Tense: not so simple

We saw last lesson that the ‘simple past’ is used for short, completed actions. However, it´s far from simple if the pesky verb is irregular. This means that the first part of the word by Theresa Coe Language Exchange Group (LEG) co-ordinator is different and you have yet another set of verb-endings to learn. In lesson 19 I gave you the allimportant fui/fuimos (I went/we went) and in lesson 26 tuve and estuve (I had and I was). Here are the endings for most irregular verbs in the past simple. The order is always the same (I, you, he/she/it, we, they):

For example: Pus/e tu chaqueta en el dormitorio (I put your jacket in the bedroom) ¿Conduj/iste aquí? (Did you drive here?) Pablo traj/o un regalo para tí (Pablo brought a present for you) No tuv/imos tiempo para verle (we didn´t have time to see him) Quis/ieron saber tu dirección (they wanted to know your address) Two especially useful irregular verbs in the simple past are HACER (to do/make), and VENIR (to come): HACER (did/made) hice hiciste hizo hicimos hicieron

No, le di solo tu email (lit: ‘him I gave only your email’) Avoid tricky verbs If a verb is regular, and ends in ar or ir, it´s the same present and past when talking about we . So it´s easier to say: caminamos (we walk/we walked) than anduvimos (from the verb andar, which is irregular in the past). Similarly, you can avoid some of the vaguer tricky verbs in the past simple like quise (I wanted), pude (I could) or supe (I knew) by using the imperfect, or ‘long’ past which is much easier. This is the one where you just add ía on the end of normal –er and -ir verb stems. E.g. querer (to want): quería (I wanted), poder (to be able to): podia (I could) and saber (to know): sabía (I knew). E.g: No sabía que vívias aquí - I didn´t know (for a long time) that you were living/lived here No podia asistir porque estuve enfermo (I couldn’t attend because I was ill) No quería verla otra vez (‘I no wanted to see her again’). Expat Considerations by Barrie Mahoney

Did you make any resolutions for the New Year? I know many expats who have made a number of very determined resolutions, and I applaud their efforts in doing so. However, I do get bored with hearing about “My Diet for the New Year”, “Going to the Gym, “Learning a New Language” and all the rest. How many of these will be kept, I wonder? Worst still, resolutions have a nasty habit of making you feel even more demoralised than before they were made. Personally, I like things to be a little more flexible. I no longer ‘do’ resolutions, but instead I have ‘considerations’, which are basically areas for personal improvement that I can consider doing, forget or modify as I go along. Is it a cop out? Well, maybe, but we shall see later. Here are just a few recommended ‘considerations’ to think about, which are based on a number of e-mails that I have received from ‘Twitter’ readers last year. Don’t try to create a mini Britland in the Costas One of the greatest frustrations for expats is failure to convert the Spanish to becoming British. They are quite happy as they are and, indeed, this is one of the reasons why you moved in the first place. Watch, listen and delight in being welcomed into a new country. Remember, the days of Empire are long gone.

Try not to be too cynical about politicians Don’t fall into the trap of believing © Barrie Mahoney that all politicians, local councillors and people in power in your new country are corrupt and don’t know what they are doing. Granted, some are, but many are ordinary people trying to do their best, and often in difficult circumstances. If in doubt, do consider the Leveson Enquiry, the UK Parliament Expenses Scandal, Jimmy Savile, Libor rate fixing, naughty banks, Hillsborough... The UK is by no means perfect, and ‘people in glasshouses...’ Don’t blame the Euro Come off it, you have had it good for too long with the strong pound and weak euro. All good things come to an end. Believe it or not, the euro and the Eurozone are here to stay, and I foresee that the euro will eventually become a stronger currency than the pound. (Letters of complaint to the European Central Bank please) Don’t complain about the EU Like it or not, the EU is here to stay. Sadly, it is that troublesome island off France that is causing the problems, not the EU. Maybe the EU is better off without the UK? (Letters of complaint to the UK Prime Minister please) Don’t read the Daily Mail Don’t read the Daily Mail if you wish to remain sane or do not wish to gain a distorted view of the world. If you have been reading it regularly for more than three months, it is probably far too late to fully recover, but you could consider rehab or a course of treatment with a good and patient psychologist. Needless to say, teachers, civil servants, bankers and public sector workers should never go near a copy. Don’t moan about the fall in property prices The point of buying a property is to live in it, and not to sell it at a vastly increased price. Maybe you paid more for it than it is worth now. Don’t complain about the TV programmes We all know that foreign television is mostly reality TV and game shows. Get yourselves a satellite dish or find a crafty way of accessing the BBC on-line instead. Before long you too will be pleading to pay your UK TV licence fee. Don’t complain about the food Sorry, but chicken and chips and pie and chips may not be readily available. Try paella and chips instead. Don’t shoot the messenger! Some of these ‘don’ts may be a little harsh, but are true for many. Lets start the New Year on a positive note, but if you cannot, well, maybe it really is time to go home (wherever that may be). Hotel Rural Molino de Agua Situated in a beautiful part of the Island, Molino de Agua offers tranquil surroundings, beautiful scenery and a vast array of different dishes to choose. Located in the mountain village of Fataga, you will need to leave the comfort of resort to find this amazing retreat. However, you will soon forget the 25 minute drive as you step into another world. The restaurant is well situated next to the pool area, enabling you to relax and enjoy your food, whilst the children play. I was genuinely surprised how much choice there was on the menu, and the vegetarian selection was excellent. I was accompanied to Molina by a group of friends, two of which are vegetarian, and they were also pleasantly surprised by the choice. We choose a selection of different dishes, to ensure that everyone got to experience a little taste of Canarian tapas. This included salads, potatoes, breads, cheeses, prawns and a selection of meats for the carnivores. In true Canarian style the bread appeared first with the Alioli and Mojo Sauce, this was delicious and obviously fresh. There is no rush at Molina, and the staff are friendly, chatting about the local history, and the beautiful surroundings. As the bread begun to vanish the tapas appeared, perfect timing by the waitress, she then followed with more drinks. We noticed we were sat next to a huge chilli plant, which became part of our garnish. I always order more tapas, than needed, but this selection was so good, that everyone ate it fast, and I needed to order more. However, no one minded the extended lunch break, as there were no distractions, other than the birds, and the occasional chicken that walked past. When we finally decided that we had better get back to reality, the bill was produced, and I was Food: shocked again, as it was incredibly good value for money. Molina remains Service: in my opinion one of those hidden gems, which more people should take Atmosphere: the time to explore and enjoy. , from the Puppy O's was one of the biggest in the litter. Now 3.3 kg at the tender age of around 2 months. Oddball, is a bit of a loner.He likes to sleep, eat and play and loves humans and human contact.

Saturday mornings at the TARA Flea Market in Arguineguín, it’s always a treat to pause at Lydia’s compact stall to see what new beautiful creations she’s conjured from household waste tossed into trash bins: broken mirrors, discarded bottles, used cardboard boxes, and outdated newspapers--to mention a few common raw materials.

Oscar, from Puppy O's

is now around 2 months and 2 kg of pure fun. He is a boisterous pup and loves to play rough and tumble. He typically starts most games, and never knows when to stop. Wouldn't you want to adopt him and make his life complete? He too is a mix breed and will stay medium size when adult.

Lydia paints, sculpts, and constructs three-dimensional art using textiles, paper products, wood, hemp, shells, glass - whatever used items she encounters. It’s all putty in her gifted hands. Lydia’s an evolving artist of the first calibre. Her prices are extremely affordable. In fact, it may be they’re way too low considering the time and talent required to complete each item. Every object is a one-of-akind piece of art reflecting her unique style. Lydia can also make something to order. Not only is she imaginative, dexterous with her hands, and knowledgeable about resources, she is also smart. Give her an idea, a crude sketch, and her artist’s eye will see and her skilful hands will follow through to make it. Below is a small sampling of her work. Before photos could be taken, she had sold a gorgeous, durable pirate’s treasure chest that could support an adult’s weight and a larger-than-life whimsical cat sculpture, both made of recycled cardboard, newspapers, and odd bits salvaged from shattered furniture.

: We have not given up on him. He is a good boy and just needs to find his person and a family to call his own. He is around 3 years old, a little overweight and great with all the ladies. We strongly believe that there is a home for this beautiful young man.

Flea market visitors are encouraged to scope out Lydia’s eclectic stall of imaginative wares. Feel the unreal weightlessness of her bulky vases, containers, mirrors, tables or other heavy-looking articles. Guess their compositions, but be ready to be surprised at Lydia’s explanations about how she turns society’s ugly refuse into beauty. Without a doubt, she is the Green Queen of Recycling Art at the TARA Flea Market. The community flea market selling second-hand products, previously owned, or original self-made art and crafts is held every Saturday morning (07.30Hr – 14.00 Hr) at Plaza de Negra in Arguineguín. Registered charities and government subsidized persons are free. Cost for other community members is €3.00 per stall.

The Unexpected Farmer

Ooops I did It Again! I have a very bad habit of going out for one thing and returning with something entirely different. Now this wasn't such a huge issue when we lived in a normal house, and I would pop to the shops for butter and return with coffee. However, now I tend to pop out for, say, chilli's and return with goats! Which some might say was normal! My husband has now got to the stage of offering to go out for what we need, in fear of what I may return with on my next trip out, however, in my defence it could have been far worse than goats. Just in case you are wondering, no, you cannot get goats in the local supermarket. I popped into see the man at the garden centre again, which does seem to be my downfall. I needed to discuss mango's with him, and had no intention of leaving with any animals, as I entered through the doors I kept saying be strong! After the mango discussion had been had, the subject swiftly turned to animals....as it often does. As we wandered through his huge array of different animals, he offered me horses, dogs, cats, another pig, through all of which I remained strong with a firm but polite "No. Thank you." The problem was he was heading towards the goats, this was my biggest test of strength as these small cute animals are very tempting indeed. The sensible part of me was saying no, what would I do with goats, however, milk, and cheese were popping into my head. I stood my ground for at least 10 minutes, explaining I had no money, and no where to put the goat. Unfortunately, the garden centre man is fantastic at bartering, and by the time I walked out of there, I had in fact, agreed to have two goats.....if you are wondering where I suddenly got the money to pay for the goats, I swapped them for mango's of course!! This was going to be a difficult one to explain to the husband, oh well at least I sold the mango's ...sort of!! LOVE...WHILE THERE IS STILL TIME

Welcome to our mad world! We’re farming by experiment and laughing along the way. Come for the eggs, stay for the life lessons! Who would have ever thought farming could be such hard work?!

One of the most well-known love-sonnets of William Shakespeare, written in 1609, speaks of a love that is eternal, steadfast and unchanging. A love that time cannot undermine - though the human body succumbs to time’s power to age it and change it. A love that is not adversely affected by anything or anyone. A love that is not shaken by tempests - one which may even help guide others who perhaps are ‘lost’ on the stormy sea of life.

“Let me not to the marriage of true minds admit impediment”. So says the Sonnet’s first line. When pre-wedding banns are read and immediately before the service itself, the question is asked “... if anyone knows of any just impediment to this marriage, declare it now.” The words echoed by the priest at the end of the ceremony assert, “That which God has joined together let no man separate”. Here is a touchingly simple modern day story which I believe encapsulates the very essence of the above. It was a busy morning in my clinic when at about 8:30am an elderly gentleman, probably in his mid-80's, arrived to have some stitches removed from his thumb. He said he was in a hurry as he had an appointment at 9:00 am. I took his vital signs and asked him to take a seat, knowing it would be well over an hour before someone would be free to see to him. More than once I saw him looking anxiously at his watch and decided that since I was not yet attending to my next patient, I would evaluate his wound myself. On examination I saw that it was well healed, so I asked one of the nurses to bring the instruments required to remove his sutures. As I re-dressed the wound I asked if he had another doctor's appointment to attend this morning, as he was in such a big hurry. The gentleman told me no, that he needed to go quickly to the nursing home, as he did every day, to eat breakfast with his wife. I inquired as to her health. He told me that she had been there for a while and that she was a victim of Alzheimer's Disease. As we talked, I asked if she would be upset if he was a little late. He replied with tears in his eyes “She no longer even knows who I am - she has not recognized me in over five years now”. I was rather incredulous and ventured, “Yet you go punctually for breakfast every morning, even though she doesn't know who you are?” He smiled as he patted my hand and said, “She doesn't know who I am, but I still know who she is”. I had to hold back my own tears as he left and I had goose bumps along both of my arms. I thought: 'That is the kind of love I want in my life. A true and lasting love which is an acceptance of all that is, has been, will be, and will not be. Sometimes we hear stories that have an important message for all of us. This may be one such. Because the happiest people don't necessarily have the best of everything; they just make the best of everything they have. They know, like this devoted old gentleman, that life isn't about how to survive the storms - but how to dance in the rain. As a writer of very much humbler reputation, nevertheless I feel I may make so bold as to join with the Bard himself as he declares in the last lines of the sonnet: “If this be error and upon me proved, I never writ, nor no man ever loved”. I pray that we each have the capacity to live this level of loving; that we are able to action the very heart of this message with those for whom we care deeply ... whilst there is still time.
