COUNTDOWN TO THE TIPPING POINT – and other TV game shows We are in the countdown phase now for PLANTWORX 2019. The party invitations have been sent out, the marquees booked – and the entertainment arranged. As well as being a great forum for business, I believe the event will prove to be an enjoyable coming together of our construction equipment community. In this issue, we celebrate the victors in the PLANTWORX innovation awards. All worthy winners, with a special mention to the Hendys at Brendon Powerwashers who won the Gold Award in the nonoperated plant category, a family company I have seen grow and prosper over many years. The East of England venue proved itself to not only be a good choice to host PLANTWORX but it also did us proud for our CEA “Today’s Horizon” conference and black tie dinner – I recommend Margo Cole’s report on the conference. We had some significant speakers from the country’s largest construction projects and they had a lot to say to give us encouragement for the future. Encouragement too from our “sneak peek” at the latest Sector Study on the UK construction equipment industry. Authored by our friends at Knibb Gormenzano and Partners, and co-sponsored
by BEIS, they confirmed that the current annual value of the construction equipment sector in 2018 was some £13 billion. A solid answer to those that say we are increasingly drifting towards an economy dominated by finance and services. There is a future theme too at PLANTWORX, with the focus on Skills, Education/Employment and Training in the GetSET zone, the hands on “reality” of the Simulation Zone – and the business potential of the Drone Zone showcase. With the support of CITS (the anti-crime industry organisation) we will also be highlighting security, and, with a nod to our heritage, we have the first Classic Plant feature at the show. With so many positives, there remains a concern that positive market indicators can be blown off course by political and economic winds beyond our control. Maybe 2019 will be a tipping point where business people can frame their own destiny. So at PLANTWORX, let’s all join in the chase for sales and render the pessimists and politicians pointless. ■

Member News Nylacast Launch Mission to Develop Future Scientists and Engineers (sorry low res only one they had)
National Space Centre and Nylacast Launch Mission to Develop Future Scientists and Engineers Award winning engineering firm Nylacast has become one of the first sponsors of the National Space Centre’s IGNITE scheme, focused on developing future scientists and engineers. The company has pledged their support for an initial three-years, which will help to fuel the mission after launch, recruit new audiences, develop exciting new programmes and help them onto pathways into science, engineering, coding and creative design. IGNITE is the National Space Centre’s Community Engagement programme with a mission to get people excited about space and help develop the next generation of scientists and engineers. The National Space Centre, working with sponsors and supporters, look to achieve this by providing new opportunities to young people in Leicester who may not otherwise have the means to embark on pathways to school, college and university courses. Chas Bishop, Chief Executive of the National Space Centre, said, “I am thrilled that Nylacast has agreed to join the IGNITE scheme to help fund the National Space Centre’s Community Engagement programme. This programme will give wonderful opportunities for young people in Leicester to enjoy exciting activities that will boost their confidence in a broad range of topics and help guide them onto new life pathways. Who knows, some of them may turn out to be Nylacast employees in the future!” Mussa Mahomed, Group CEO of Nylacast, said, “Nylacast are delighted to support this incredible mission. The supply chain scheme links in supportively with the SafeHire Certification for the tool, plant and equipment sector and is designed to promote excellence in the hire industry. JCB invests for Growth as new £65 million factory plan unveiled JCB is to invest £65 million in a new plant in India as the company prepares to celebrate 40 years of manufacturing in the country. The new factory will be located in Vadodara near the port city of Surat in the State of Gujarat on the West Coast of India and will fabricate parts for global production lines as the company prepares to meet increased demand. JCB Chairman Lord Bamford laid the foundation stone for the new plant which will be JCB’s sixth in India – a country which has been JCB’s biggest single market since 2007. The announcement follows the start of work on a new £50 million factory to build cabs for JCB machines in Uttoxeter, Staffordshire which will be completed later this year. Lord Bamford said: “With major investment in manufacturing capacity in the UK and India, we are very well placed to grow our business in the future. This year we celebrate 40 years of JCB India and our success over those four decades is down to our continual investment. It’s fitting that we mark the 40th anniversary with an investment in a factory which will give us enormous manufacturing capacity.” JCB India already has factories in Delhi, Pune and Jaipur. Production at the new facility on a 44-acre site will begin next year. It will house the most modern laser cutting, welding and machining technology and will be a fork-lift free operation. It will be capable of processing 85,000 tonnes of steel annually. JCB India MD Vipin Sondhi said: “For 40 years JCB has remained committed to India. The decision to build a new world-class factory
at Vadodara builds on JCB’s commitment to India. The chosen site is strategically important because it is located close to a major sea port which allows efficient transportation.” ■

Webster Technologies selected as DIT Export Champions CEA member company, Webster Technologies has been chosen as a growing movement of Export Champions as part of an initiative run by the Department for International Trade. “We’re really proud to have been asked to become an Export Champion and share our personal experience of exporting with others.” Said Belinda Naylor, Business Development Manager, Webster Technologies. “We understand what it’s like to see the exciting opportunity exporting offers but also understand the challenges to realising it.”

In the current landscape we think it’s now more important than ever to inspire and encourage businesses that can export but have not started or are just beginning and to help by signposting them to the support that is available through the DIT.” Belinda went on to say, “We were delighted to get the attention of Dr Liam Fox Secretary of State for International Trade at the recent Export Champions launch day.” Ian Webster, Technical Director explained “Alongside running our UK operations supplying our products for some of the biggest infrastructure projects such as Hinkley Point and Cross Rail we have been developing a new hydraulic hammer supported partly through funding from Innovate UK, the Governments Research and Innovation agency. It was great to be able to share our story of innovation with the Minister and he was genuinely interested to hear about our progress and vision for launching the product in the UK and eventually to a global market.” ■

Mecalac welcomes new apprentices to Coventry production site Award winning, Mecalac Construction Equipment UK, has recently welcomed nine new apprentices to its Coventry manufacturing facility. Coming as part of an educational partnership with Derby College, the programme affirms Mecalac’s commitment to developing the workforce of tomorrow. Each studying towards an NVQ in Performing Manufacturing Operations, the students have completed their classroombased period and will now gain practical experience working across departments including ‘quality’ and ‘production’. Alongside supporting personal development and building real-world skills, the 12-month placement will provide hands-on experience and put academic theory into practice. Gregg Horne, General Manager at Mecalac Construction Equipment UK, commented: “The biggest challenge facing the UK

The programme even includes training modules for experienced employees to learn new skills and competences.
Export Champion status for British Steel British Steel has been awarded Northern Powerhouse Export Champion status for 2019 by the Department for International Trade. Elka Ritchie from the Department for International Trade said, “The Export Champions initiative will support DIT’s export strategy to promote peer to peer learning by forging a community of thousands of UK Export Champions as part of the award-winning EiG campaign. It positions Export Champions like British Steel as a key Government resource against the ‘encourage’ element of the strategy. British Steel’s strong heritage and international track record will mentor, encourage other companies to export and to think globally.” Special Profiles is a prime example of a leading exporter with 60% its sales going directly overseas this year, which rises to over 85% when taking into account indirect exports via its onsite customers. David Waine is the nominated Export Champion for British Steel adding to his role on the CEA’s Management Council. David said “As a business, Special British Steel’s David Waine pictured with Elka Ritchie from the Profiles exports most Department for International Trade at the launch event in Durham of the product we produce. Hence, whilst raising our profile with the Department for International Trade this initiative allows us to help others in the local business community to look towards export markets to grow their business by offering real practical advice.” ■

CASE Construction Equipment appoints new Head of Sales and Marketing in Europe CASE Construction Equipment announces the appointment of Nicola D’Arpino as Head Sales and Marketing for Europe. Following a 16-year career within the CNH Industrial Group, D’Arpino brings a wealth of knowledge to this role from his work within the construction industry. D’Arpino will succeed Jose Cuadrado, as Cuadrado moves to take the position of VP in After Market Solutions for CNH Industrial. D’Arpino’s appointment follows the changes to CNH Industrial’s Global Executive Committee in January 2019, as it enhances the organisational structure to focus on five global operating segments: construction, agriculture, commercial and specialty vehicles, powertrain and financial services. The construction segment continues to be led by Carl Gustaf Göransson, President of Construction.

ABAX and Hitachi agree strategic international deal

Hyundai Construction Equipment prepare their excavators for Engcon tiltrotators Hyundai Construction Equipment Europe (HCEE) and the Swedish expert for tiltrotators, Engcon, have announced a cooperation in terms of product completion. The collaboration means that Hyundai Construction Equipment (HCE) will factorymount Engcon's proportional control system DC2 on its excavators to be easily equipped with an Engcon tiltrotator. The first Engcon equipped excavators were shown at Bauma 2019. Hyundai customers are now able to order a machine which will have an Engcon tiltrotator ready mounted by the factory. This means that there’s no lengthy or complicated retrofit at the dealer or customer site. The factory-installed technology will pass the same quality gates as the machine. The excavator will come ready prepared with a “plug-and-play” solution, with integrated electric and hydraulic controls. The product range can now cover excavators from a mini 1 tonne to a 33-tonne heavy-line machine. “We see an incredible potential in the product tiltrotator as it increases the excavator's efficiency. That is why we decided to offer this solution to our customers”, says Peter Sebold, Construction Equipment Product Specialist at HCEE. In addition, he states that the first step is to equip excavators for the European market and later introduce it to other markets. A decision that Engcon's CEO, Krister Blomgren thinks is wise: “First and foremost, we are both happy and proud that Hyundai has made the decision to prepare its excavators for Engcon's tiltrotators. It feels wise that Hyundai begin with the European market which is has already matured for the technology itself and therefore closer for us to support Hyundai at the beginning of our cooperation.” ■
Technology company ABAX has agreed a deal to deliver telematics solutions to CEA member company, Hitachi Construction Machinery Europe. The partnership means that ABAX solutions will be included in several of Hitachi's machinery to help owners access operational data on their machines. This data enables them to increase productivity, enhance efficiency, maximise availability and reduce their running costs. ABAX CEO Morten Strand is excited for the value this brings to ABAX, Hitachi and their customers: “Our market-leading platform enables us to offer new opportunities and create mutual benefits for Hitachi, its dealers and customers. Hitachi is one of the market leaders in the construction equipment industry, and we are looking forward to a long-term partnership that will bring new developments and great opportunities going forward". Webtec hydraulic flow monitoring range now compatible with biodegradeable fluids Webtec, the specialist manufacturer of hydraulic measurement and control products, has unveiled its FlowHUB ViscoCorrect, which is a hydraulic flow monitoring device, with integral temperature measurement and a large digital display, which can now be used on oils, water and water-based fluids. Martin Cuthbert, MD of Webtec commented, “We have seen more customers asking for a flow monitoring solution that they can take from stock and quickly configure for their specific application. The FlowHUB ViscoCorrect can be setup easily for use on water,

On the right tracks This year sees the launch of the rail civils and systems show Railworx, co-located with Plantworx. 2019 will mark the first time that rail has had such a significant presence at the show, and - with CP6 and major projects such as HS2 - it reflects the growing importance of rail infrastructure to the UK construction industry.

TCP paving the way for Clean Energy TCP Ltd (Taylor Construction Plant Ltd) is a leading innovator of hydrogen fuel cell products and green powered products for construction, railway and highway maintenance, and event management. The company has successfully developed hydrogen fuel cell lighting towers, surveillance cameras and generators, which are now being used across the country for off grid applications. Why has TCP chosen to use Hydrogen Fuel Cells to develop products for the construction industry? As far back as 2013, TCP recognised a gap in the market for a lighting tower which could replace diesel. We began collaborating with BOC with the aim of producing a product that used hydrogen fuel cell. This is because a fuel cell generator produces electric power by combining hydrogen and atmospheric oxygen. The only emission from these cells is water vapour, and they are virtually silent in operation. The other advantage of hydrogen fuel cell is greater efficiency. With a continuous supply of hydrogen, a fuel cell can provide electrical energy indefinitely unlike a battery which requires charging or replacing. It is also more reliable than trying to use sun or wind to generate a constant flow of energy. However, hydrogen fuel cells can be hybridised with these renewable energies to further improve efficiencies; which makes this technology very versatile.
What hydrogen fuel cell technologies are available through TCP? Following the successful launch of our Ecolite TH200 hydrogen fuel cell lighting tower, TCP started looking at other applications for this technology. We have now developed the Ecolite WH2 to provide compact local task lighting with additional hand tool power supply, and the Ecolite CCTV hydrogen fuel cell tower to provide cost-effective temporary site security with remote monitoring and on-site recording. There is also the Eco-CH2 Cabinet and Cage supporting low power applications such as environmental site monitoring and can be used in conjunction with other renewable energy sources like solar PV. Last year we launched the ECO GH2 hydrogen DC power generator, developed in partnership with Intelligent Energy, which is capable of a maximum output of 1kW. This compact unit has been designed to
work together with TCP’s LGP 2500 Power Pack to produce a clean air alternative to a 5kW diesel generator for off-grid applications.
Is the construction industry embracing hydrogen fuel cell? More and more we are being invited by some big names in rail, highway and construction to demonstrate our hydrogen fuel cell products at ‘onsite environmental days’. We have learnt the best way to explain the technology is to have the product in front of the customer. Many of these onsite demonstrations have led to a trial of our Ecolite hydrogen fuel cell products and finally an order. It is great to see the distinctive blue Ecolite TH200 being used on major construction sites across the country. Exhibiting at Plantworx within the new Railworx section will enable us to speak to a variety of business about how they can reduce their carbon emissions by using our products. What is the future of hydrogen fuel cell for other plant machinery? Fuel Cell power outputs can range from watts to mega-watts therefore it is not unreasonable, to predict most plant equipment in the near future could be powered by the technology. However, even with increasing economies of scale and a growing market; currently, lower power fuel cells <1kW offer the best and cost-effective alternative to diesel generators. Record Attendance for CEA’s Annual Conference The shadow of Brexit loomed large over this year’s Construction Equipment Association (CEA) annual conference, held at Plantworx new home at the East of England Arena, Peterborough, as it has over most business events for the last two years. It was held just eight days before the UK was due to exit the EU, and one of the aims of the conference was to discuss its implications of the UK’s exit from the EU on its plant manufacturers and suppliers. The conference had a record attendance with more than 175 delegates attending from the construction sector. Journalist Margo Cole reports… As it was, the day of the conference coincided with prime minister Theresa May’s appearance before EU ministers to request an extension to the Brexit deadline, leaving the construction equipment industry as unclear as everyone else what the possible implications of EU withdrawal are likely to be. In planning the conference, however, the CEA had sought to address the Brexit issue head on, and the programme including one session specifically designed to look at some of the implications: a workshop on “Terms of trade – UK/EU import and export issues in a post-Brexit world”. In that session, Jim Fanshawe, founder and director of Your Export Department, prefaced his presentation by saying: “I’m hoping that everything I say, you’ve already done or are thinking about.” A show of hands suggested otherwise, as many delegates admitted they had not yet taken any of the steps he was outlining. “The majority of businesses touch the EU in one form or another,” Fanshawe said. “It’s not just exports that link you to the EU: it could be your suppliers, your employees or a parent company, sister company or subsidiary. “Even if you’re not exporting at all, what your supply chain is doing could mean you’re suffering because of currency rates, so getting to know your supply chain is one of the key factors.”

Fanshawe, whose company advises firms on export issues and carries out Brexit impact analysis, said businesses will be affected by Brexit at many levels, as it will have an impact on employees, VAT, CE marking, product regulation and compliance, trademarks, trade and custom, contracts, foreign exchange and export strategy. Most of the issues will impose additional administration burdens on firms at the very least, he said, while others will require the involvement of experts like patent attorneys, logistics companies and foreign exchange advisors. On the subject of regulation, for example, Fanshawe said: “The thing to remember with regulation is that, regardless of where you export in the world, your product has to conform with [local] regulations. That means you are still going to have to conform to EU standards if you are exporting to the EU, which might mean you will need to have two checks, one for the UK and one for the EU. Your product doesn’t have to change in any way, but it is an extra admin burden to check you are conforming both ways.” And he advised exporters to look at their customs arrangements and to prepare for goods to be delayed at the border: “There’s going to be a bit of a bumpy road regardless of what happens, and this may lead to border delays. You need to be in the best position to manage this, so I would suggest you review the clauses in your contracts with customers and suppliers, because there could be a few extra days you need to add on.”

He also warned that warehouse capacity in the UK is very limited, so manufacturers should speak to their logistics providers to find out if they have availability to store goods in the event of border delays. According to Fanshawe, exit from the EU will add complications to many aspects of what has previously been a fairly straightforward trading environment between UK manufacturers and their customers and suppliers elsewhere in the EU. But this can be managed, he said: “It comes down to relationships. As long as you’re on top of any impacts like additional time or cost, then you can reassure your customers you’re on top of issues. “If your customers in the EU think it’s going to get harder to buy a product from you, they’ll look elsewhere.” Delegates who attended the Brexit workshop also heard from Malcolm Harbour CBE, who served as a Member of the European Parliament from 1999 to 2014 and chaired the parliament’s Internal Market and Consumer Protection Committee. He now works as a senior adviser on the Single Market to the European Policy Centre and is a honorary patron of the CEA. He told the audience: “I think the most likely outcome is that we will leave with a transitional agreement that will set up two more years of negotiations to find a distinctive position for the UK as a special trading partner with the EU. People are talking about Norway and Switzerland, but there are no [existing] models for a partner of the size and importance of the UK.”

Harbour described the construction equipment sector as “one of most complex and interesting manufacturing sectors”, due to the variety of equipment and the range of regulations that the machines have to comply with. “For you, the European decision-making process will remain absolutely crucial,” he said, adding that UK manufacturers would continue to be have a voice in Europe through the CECE – the organisation that represents and promotes the European construction equipment sector. “By working with our European partners, we will continue to have a role in that partnership arrangement.” As yet, the prospect of Brexit has not had a direct impact on sales of construction machinery in the UK, according to Chris Sleight, managing director of Off-Highway Research, who revealed the company’s most recent analysis into the global construction equipment market at the CEA event. “So far, Brexit hasn’t really affected the UK market,” he said, “but it is a question of how long the industry can continue to soldier on. We have seen a strong housing market – especially in the Southeast – and some major infrastructure projects, but as Brexit drags on, companies don’t have certainty to invest. And if the [Brexit] result is a poor one, it will harm the industry.” Sleight said the global construction equipment market has never been more buoyant. A total of 1.12 million machines were sold worldwide last year, compared with 894,000 in 2017. “Quite an unusual thing has happened,” he explained. “In the last two years, [sales in] pretty much all the major markets and regions have moved up.”

China is by far the largest market for plant, accounting for 26% of the total value; then comes North America at 17% and Europe at 16%. All three regions currently have very buoyant construction sectors, although Sleight believes they may have reached their peak. “Europe has seen fairly convincing growth over the last two or three years, but we feel the market has peaked,” he said. “Last year’s growth took us by surprise, and we don’t see much scope for the market to get very much bigger.” Sleight added: “For most of the time in recent history, Europe been a net exporter of machines. More recently, we’ve seen that gap close a little bit.” He said between 10,000 and 15,000 more machines are produced in Europe than bought in the region – but that number is reducing. “It does raise the question about what is Europe’s place in the global marketplace. A lot of the equipment [made in Europe] is high specification, high emissions standard machines, and places like Africa and the Middle East [where standards are lower] are now being served by China.” Off-Highway Research’s analysis of the market shows that crawler excavators are the “tool of choice” for buyers around the world, accounting for 46% of the machines sold, and replacing traditional machines in some regions. There is also a growing market for mini excavators in most regions, and they now account for 11% of the market. They are even becoming popular in North America, where skidsteers were previously dominant at the small end of the equipment range. “North America is a very impressive growth story, but the question is where it goes next,” said Sleight. “We feel there is growth still to come, but a lot of growth in recent years has been driven by the residential market, and that’s tailing off. But we expect infrastructure and nonresidential to take the lead a bit more, which would mean that growth in sales of bigger machines.” However, he added: “[President] Trump is going to have to make good on his election pledge to invest in infrastructure.” Sleight said he expects global sales of construction equipment to flatten out in the year ahead, followed by a moderate downturn, but sales should continue to be high. However, he warned against trying to predict the future: “It’s confidence and certainty that’s most important in this market, and what we see in the world today – since the [financial] crisis – is uncertainty and unpredictability.” UK construction equipment manufacturers last year produced around 60,000 machines, earning them around £13bn in revenue, according to Knibb Gormezano & Partners managing director Alex Woodrow, who is currently preparing a report on the state of the industry. The success of the sector is due in part to massive infrastructure projects like High Speed 2 (HS2), Hinkley Point C and Highways England’s current £15bn five-year roads programme (RP1). All three of these mega-projects and programmes were discussed at the CEA conference, with their representatives all expressing a desire to see innovation from the plant sector. Highways England procurement team leader Paul Whitehead said: “We want construction innovation, but the short-term issue for me is around have we got enough plant and operators? You can sell as many machines as you like but if you haven’t got the people to operate them, they’re not any good.” He said that Highways England has identified a “big spike” in the amount of construction equipment it thinks will need for road building programmes between now and 2025 but added: “We’re not the only infrastructure programme out there.”

One of the others is the new Hinkley Point C nuclear power station being built by EDF. The scale of the project is enormous, as is its requirement for plant and skilled operators: there are currently almost 4,000 people working on site, 18 tower cranes have been erected so far out of a total of 52, a total of 5.6 million cubic metres of muck have to be shifted, and 3 million tonnes of concrete will be needed. EDF senior construction delivery lead Andy Gibbons wants the plant sector to innovate to make construction operations safer. “We want to do everything we can do to move people away from moving equipment and moving plant,” he said. Contractors on the site have already introduced technologies that make work safer and more efficient, including a beam lifter so ground nails can be installed mechanically, and Bomag compactors fitted with equipment identifying which areas have been compacted and how many passes the machine has done. “That’s good because it’s taking away a person being in close proximity of a machine,” said Gibbons. The project will have 50,000 crane lifts per month when all the tower cranes are in place, and there is a site-wide policy that cranes are not allowed to lift over people. As a result, the Tier 1 contractors on site are keen to use the best technologies to makes sure crane movements are restricted to permitted zones. Gibbons encouraged plant manufacturers and suppliers to work with the project’s Tier 1 contractors to get their innovations on site – as did Tin Le, supply chain analyst at HS2. The project – planned to be built in two phases – will see 553km of new track laid between now and 2033, with the first section, between London and Birmingham, set to be open in 2026. Construction involves building 73km of tunnels, 192km of cuttings, and 60km of viaduct, and enabling works contracts are already under way. Le said the project’s Tier 1 contractors were being challenged to use the most up-to-date construction equipment. “We want to raise the bar on vehicle emission standards and leave a legacy for future projects,” he explained. All three speakers representing major projects and programmes emphasised the role of construction equipment suppliers in improving efficiency, safety and environmental performance. And Woodrow says equipment manufacturers will have to collaborate more closely with
the wider construction industry in future to answer these issues: “The industry’s culture is going to have to continue to develop; more and more collaborating will be required.” He also stressed that one of the biggest challenges facing the industry is that of skills. “We have to find people to design these machines and people to design sites to use the machines, and to service them – especially the new technologies and autonomous machines,” Woodrow said. “There is still a big challenge finding the number of operators we need. “Automation/autonomy can fill that gap, but it is a big challenge for the industry.” The issue of skills was also addressed by David Kirschner, an independent consultant who spoke at the conference on behalf of LE-TEC, the Land-based Engineering – Training & Education Committee. He said that EngineeringUK – a not-for-profit organisation that works in partnership with the engineering community to encourage young people into engineering – predicts that 203,000 Level 3+ engineers will be required year on year until 2024. This equates to a total of 1.2 million engineers by 2024. “There simply are not enough engineers to meet the demand,” said Kirschner, adding: “As an industry we have to attract and grow our own replacement workforce.” He pointed out that competitive engineering sectors are chasing the same candidates – something that was only too evident listening to a presentation by Bob Bell, former chief technical officer of the Renault Formula One (F1) team. The team spends £20 million on each of its new F1 cars and builds a new one every season. The cars are constantly evolving, he told the audience, with 90% of components new every year, and 75% of components evolving through the season. Each car requires 50,000 person hours of aerodynamic development, 24,000 computational fluid dynamics (CFD) simulations, 2,200 wind tunnel tests, 20,000 model parts and 20,000 full scale car drawings, with peak output of 1,700 drawings a week. All of this requires upwards of 700 people. PLANTWORX 2019 TAKES CENTRE STAGE New Machines - New Technology – New Features – New Venue Hot on the heels of BAUMA Munich, the PLANTWORX Construction Machinery Exhibition hosted by the Construction Equipment Association is almost upon us! The 4th biennial working construction event is taking place at its brand new home at the East of England Arena and Events Centre, Peterborough, from 11-13 June. New for 2019 is the complementary event, RAILWORX, which will cast the spotlight on the boom in rail-related civil engineering. Joining the 20-tonne and 30-tonne family of next generation excavators, the new models range from a Cat 301.5 up to a Cat 310, the first of a new ten‑tonne size class from Caterpillar. RSP-UK will be exhibiting the ESE6 Suction Excavator. The ESE6 can be mounted on a 32T tridem or a 26T 3 axle chassis making it incredibly versatile. With its double fans it can remove material from a depth of 45M and up to a distance of 120M allowing for operation from a safe distance. Tim Faithfull retires from CEA Secretariat A personal tribute from CEA Chief Executive, Rob Oliver. It’s an old line, “Time flies like the wind, but fruit flies like a banana...”, but the time since Tim joined the CEA staff back in 1992 has truly speeded by at hurricane force. He joined after a varied career which took in British Airways catering and a stint as a bus driver. I’m fairly certain had he continued with the latter calling it would not have ended well. Tim was charged with steering the technical and regulatory activities of the CEA, working with a succession of General Technical Committee chairs and experts. Often mistaken for an expert himself, he liked the time when a member said words to the effect of, “Tim, you’re an engineer you will understand this…”. Like myself he has absolutely no qualifications in the engineering dark arts but developed a passion for this hugely underrated profession. The number of good wishes and bottles of red wine he has received since confirming his retirement is testament to the affection and respect in which he is held by so many. Happy retirement Tim.

Simulation Zone takes centre stage at Plantworx Plantforce Rentals is bringing advanced simulation technology to Plantworx 2019. The new state-of-the-art zone, located in the indoor arena, will be the UK’s first fully interactive construction Simulation Zone of its size, which will promote virtual interactive training. The new Zone was the brainchild of Plantforce Rental’s Dale Hawkins who is leading the way in simulation training and has introduced this technology to tier one contractors on major infrastructure and rail projects such as HS2 and, nuclear project, Hinkley Point C. Dale reported, “Using state of the art simulation we have teamed up with a number of industry key players such as Trimble, GKD Technologies, Prolec, Leica -Geosystems, Tenstar Simulation, and SiteZone – to bring what will be a ‘world first’ to Plantworx. Visitors to the Zone will be able to experience each of the technologies and work together in construction site challenges.” Dale added, “This Zone will highlight the very latest technology in construction and how it is changing the way we work in an informal and fun environment.” Plantforce Rentals has invested just over 200k into simulation to train its own plant operators to the highest of standards in fuel efficiency, GPS machine control, height and slew restriction, proximity warning, hand eye co-ordination and hazard perception. Dale concluded, “We wanted to share our expertise with Plantworx visitors and exhibitors and encourage everyone at the show, no matter what their ability, to come and experience the Zone for themselves and unleash their potential!”
The Simulation Zone will comprise six state-of the-art simulators and a fully immersive ‘Mission Room 360°’ both will replicate ‘real working construction sites’ - but in a virtual world. Each of the simulators will be linked and will represent an individual construction machine – an excavator, wheel loader, tower crane, dozer or an articulated dump truck – as examples. Visitors to the zone will be invited to work together on the simulators in the virtual world to complete tasks on a construction site. Spectators will be offered oculus rift headsets to join the virtual world as bystanders and offer encouragement and support to the participants! A number of 80-inch screens and a huge event screen will project live feeds from the simulators and their operators. This will create a major visual and audible impact. All Plantworx visitors will be invited to participate. Immersive training experts will be on hand to guide each participant through the virtual world of simulation technology. Companies and contractors who would like to investigate this type of training are also invited to experience what the zone has to offer. No previous experience is necessary! A trip down memory lane Plantworx will be digging up the past and paying tribute to classic plant and machinery in a dedicated arena at the show. Innovation is built on experience - so in addition to showcasing the most ground-breaking industry innovations, Plantworx 2019 will also be celebrating the heritage and legacy of the machines that have laid the foundation for today’s vibrant industry. At the heart of the show, in the outdoor event arena, visitors can take a step back in time, revisiting the kit that inspired modern day machines with the event’s very first ‘working’ Classic Plant display. The exhibition will be fully operational, and visitors will be able to enjoy seeing historic plant in action. The arena will feature a variety of equipment including vintage dump trucks, excavators and loading shovels. This will bring together a rich mix of key machines which visitors and vintage plant enthusiasts will recognise from the archives of construction’s past. Visitors can get up close and personal and get a feel of what it was like back in those pioneering days long before the invention of modern hydraulics! Each day of the show a Vintage Pageant is planned.
Dehane Rhodes and his son Will Rhodes, from Bridgwater (Somerset), are both keen classic plant enthusiasts and are bringing three of their working classic machines to Plantworx. The machines that Will and Dehane will be showing are a 1982 International TD-15C, which is a diesel engine crawler tractor, built by the International Harvester company in the USA. Also, a 1979 International 100B series 2 ‘Drott’ crawler loader and a 1968 Ford 13-6 Auto-Dig Wheeled Backhoe. Will said, “We are really pleased to be part of the classic plant arena at Plantworx. I think it’s a really good idea to show not only the very latest technology in machinery – but also to show visitors where these modern-day machines originated from. It was these machines that helped build our motorways and much of the infrastructure we see today. It’s important to remember where our heritage began and keep the interest alive. I think that the classic plant arena will be a big draw for visitors.” ■

The Plantworx COMIT Drone Zone Takes Off The use of Drones in construction has grown dramatically in recent years and there is an aerial revolution happening across the entire industry. These flying cameras or UAV’s (Unmanned Aerial Vehicles) are transforming the way we work - from small-scale construction sites to mammoth infrastructure projects - a bird’s eye view from a drone, which can store accurate measurement data, video and images, offers a level of project monitoring which has not been previously possible. The UAV sector is set to be worth billions over the coming years as more and more companies invest in this advanced technology. Price Cooper Waterhouse’s (PCW) recent study of the impact assessment of drones on the UK economy by 2030, states that the construction and manufacturing sector will see an uplift of around £8.6bn due to drone technology. The success of drones within the construction sector is attributed to many big-name companies currently using drones as part of their portfolio - these include major contractors, Kier, Balfour Beatty, Costain and Interserve – to name but a few. Plantworx construction machinery exhibition has become synonymous with innovation and at this year’s event, which is taking place from 11-13 June, at the East of England Arena in Peterborough, the show will host its first ever ‘Fly Zone’ – where visitors can experience drones first-hand. Plantworx has formed a partnership with COMIT (Construction Opportunities for Mobile IT). COMIT has been bringing construction and technology together since 2003. The organisation aims to improve understanding between the construction and technology industries and speed up the adoption of mobile IT within the construction sector.

Engineers in the Making at Plantworx Plantworx and Perkins Engines has once again teamed up with the Primary Engineer team, alongside other sponsor companies, to host the Primary Engineer ‘Celebration Event’, where pupils from local schools will work in teams to secure an award for their engineering efforts. This event, taking place at Plantworx on Thursday 13th June, is where children from Peterborough schools, taking part in the project, showcase their shoebox models and battery powered cars – highlighting the achievements of both the pupils and teachers. Primary Engineer develops children’s practical maths and science abilities through creative problem-solving activities and engagement with engineering role models. Primary Engineer believe that Science, Technology, Engineering and Mathematics are key subjects in securing positive opportunities and career paths for future generations, and that this begins in Primary school. Following Primary Engineer, ‘teacher training’, hosted at Perkins Engines headquarters in Peterborough earlier on in the year, the pupils taking part are busy preparing their projects in readiness for the competition - where teams from each of the participating schools will go head to head to find the best in class. A new initiative for this year is the Perkins Young Engineers Award – where Perkins judges will present trophies to the winning teams. The judges applauded Webtec for donating profits from its Introduction to Practical Hydraulic System Maintenance to support STEM programmes. The BRONZE AWARD went to machine manufacturer Mecalac for its vision to get more young construction professionals to enter the sector, and its joined-up approach to plugging the skills gap. The judges were impressed by the company’s holistic approach to skills training, which encompasses every stage of education from primary school to university, as well as training modules for employees to learn new skills. The SILVER AWARD went to A-Plant, which has continued to invest in training since being recognised in the same category two years ago. The company committed £2.5 million last year in apprentices, and took on 80 new recruits to their programme. The judges were impressed that A-Plant’s apprentice scheme has an 88% completion rate, and that 14% of its apprentices are female. Asif Latief, Marketing Director at A-Plant, said, “With a workforce of over 3,600 people, we provide a highly supportive workplace for our colleagues and have carried out 15,000 training

The academy offers a wide variety of programmes and courses for upskilling existing staff, including leadership and management apprenticeships. Nylacast is also using its academy to offer mental, physical health and well-being courses. The company champions engineering for all age groups, and has forged strong links with schools, colleges and universities. The inaugural Digital Innovation Award attracted a wide variety of entries, from simulation-based training to plant-hire solutions, but the judges felt that two innovations deserved awards for tackling genuine on-site issues. The SILVER AWARD went to water treatment specialist Siltbuster, for its online, real-time water quality monitoring and reporting system, Clarity. It has been designed to eliminate the chance of a company inadvertently releasing polluting water into the environment, reducing the chance of prosecution and fines. It also provides real time assurance for managers who are responsible for the environmental performance of their business. The judges liked the simple customer interface, which uses a traffic light system to give site managers key information on water quality. The GOLD AWARD went to Bomag GB for its BOMAP app, which simplifies measurement and documentation control for soil and asphalt compaction. The app is compatible with standard smartphones and tablets, so operators can plug their own device into the cab rather than having to use special hardware. The judges felt this “bring-your-own-device” approach should make operators feel comfortable using dynamic compaction control systems, making adoption of the technology much easier. With the BOMAP approach, customers can choose how far down the automation route they want to go – from simple roller pass-counting to a completely integrated solution that tracks and documents multiple construction jobs, machines and operators. The judges praised BOMAG’s open approach in developing a solution that works on compaction equipment made by any manufacturer.

The GOLD WINNER in this category is another tool designed for a specific purpose – in this case for the safe and efficient removal of the clips that are used to fasten rails to railway sleepers. The e-Clip EDC15-01 De-clipper from Thomson Engineering is a heavy-duty road-rail vehicle attachment that enables these clips to be removed quickly and safely when tracks are being replaced. Most track replacement is done during short overnight possessions when time is really tight, so the more efficiently this can be achieved, the less time the network is down and the more cost effective the work becomes. Removing clips has traditionally been a labour intensive and potentially dangerous task, involving workers standing on the track and using large hammers. Thomson Engineering’s new De-Clipper has enormous potential for improving the efficiency of this frequent task.

Tufftruk’s new TRUXTA EV, a small, battery-powered dumper with an 8-hour duty cycle, specifically designed for no emission, no noise environments. The judges particularly liked the fail-safe dead-man brake system - and also felt it would cope well with tough environments and heavy materials. The SILVER AWARD went to another piece of equipment designed for low noise and emission situations: Atlas Copco’s E-Air electric-powered compressor, which is part of the company’s new Power Technique range. The E-Air provides up to 40% greater flow for the same power consumption as conventional portable compressors while weighing less and having a 15% smaller footprint than comparable models. The GOLD WINNER is not a product but a process – and one that could have a big impact on the quality and longevity of products used throughout construction and rail. British Steel has moved traditional technology onto a higher level to develop a new way of removing oxide deposits that form on the metal surface during heat treatment processes. This process – known as descaling – involves applying water at high pressure to hot steel, but quality is often compromised by not being able to get the water nozzles close enough to the product. With British Steel’s new descaling system, water sprays are dynamically positioned so that every product has the optimum spraying distance. The result is an automotive level of surface finish on products like track shoes, cutting edges and forks.

The SILVER AWARD went to the ToolDefend alarm system from Amber Valley, designed to prevent thefts from vans. It works by protecting the side and rear doors with ultrasonic, sound wave detecting sensors. Any attempt to breach them will result in an alarm being triggered and a loud siren sounding. There is also an option for the system to send a text message to alert the owner that someone has tried to break into their van. The judges liked its simplicity and also applauded the company for offering an effective solution that is affordable both for selfemployed workers and for large companies to fit on their entire van fleet. The GOLD AWARD went to another innovation designed to prevent theft of tools and equipment – or at least to help you get them back if they are stolen. It is CanTrack Global’s CanTrack Protect asset tracking device. This purpose designed tracker has been designed to combat the techniques thieves use to locate and remove other tracking devices by detecting when the signal is being jammed and automatically switching to an alternative location technology.

The company employs ex-Police investigators to locate and retrieve stolen assets, so the tracking genuinely does lead to assets being recovered. Although tracking devices are not new, the judges felt that CanTrack has taken the industry forward by offering a device that is suitable for a huge range of tools and equipment at an affordable price.

The Environmental Innovation category attracted a very high number of entries, proving that environmental considerations are high on the agenda of the entire industry. Many focused on alternative fuels and energy reduction. The BRONZE AWARD to Certas Energy UK for a project it has been running with Jackson Civil Engineering and the Environment Agency to use Shell’s GTL fuel on the Perry Barr and Witton flood risk management scheme in Birmingham. This paraffinic fuel has been designed as an alternative to conventional diesel and the project presented a unique opportunity to trial the fuel in construction plant and generators on a major construction scheme. The SILVER AWARD went to AJC EasyCabin for its EcoSmart ZERO welfare unit. The unit is powered by a combination of a hydrogen gas-powered fuel cell and a solar power system, so has zero emissions. Power for the heating, sockets, kettle and microwave comes instantly from the battery bank, which is constantly fed by the built-in hydrogen fuel cell and solar panels. The GOLD WINNER winner is also targeting the zero emissions market – it is Wacker Neuson’s DW15e all-wheel drive electric site dumper. Power is provided by a maintenance-free Absorbent Glass Mat battery and the machine will operate for a whole day on one charge. It produces the same performance as the company’s equivalent diesel-powered dumper, with zero emissions and reduced noise levels. And the drive system features an energy recovery system when braking or descending a hill.

The Non-Operated Plant & Support Products category produced a fascinating range of entries, including the fuel-carrying equivalent of a wine box, and a portable compressor. However, the judges felt that two of the entries deserved awards, and the SILVER AWARD went to GroundGuards Ltd, with products designed to prevent kerbs being damaged during construction. The company’s KerbGuards kerb protectors are intended for the housebuilding market, where the kerbs are often laid early in the construction process, and many are damaged by plant and equipment. They are manufactured from recycled PVC and can be re-used many times over and recycled at end of life.

Certas Energy is awarded Bronze in the Environmental Category
The GOLD AWARD in this category went to Brendon Powerwashers for their Dustec DT400 water-powered dust and odour suppression solution, which works as an attachment to the firm’s range of powerwashers. It operates by using the water to drive a fan, which generates the air flow needed to help launch fine water droplets into the atmosphere. The water is then returned to the powerwasher to be recycled or pumped to waste, ensuring a controlled amount of water is delivered for suppression. The judges felt that the DT400 makes clever use of an existing technology to solve a problem that is prevalent on most construction and demolition sites. This innovative thinking means a powerwasher can easily be converted to provide dust suppression without the need for expensive specialist equipment. Brendon Powerwashers Director, Chris Hendy said, “It was of great pleasure for Rob and I to receive the Gold Award for the Brendon Dustec DT400 Dust suppression unit. Having both played snooker to a reasonable amateur level during the 1980's, we grew up watching and trying to replicate the skills of Steve Davis....we look back at the times when we exhibited at the Hirex in Wembley during the late 80's and we often tried to finish the day on the stand, with an evening watching the World Snooker in the Wembley Conference centre! The system dynamically measures the real time movement of an excavator, including the boom and slew positions, to ensure it stays within pre-set limits and also slows the machine when it gets close to the limits. The judges were particularly impressed with its simplicity of use in comparison to alternative systems on the market. The SILVER AWARD went to an innovative new railway interlocking system that has been designed to keep track workers safe. Interlocking systems are designed to prevent conflicting train movements through junctions and crossings, but Dual Inventive and Movares have developed an interlocking system that is not just focused on the safe movement of trains but also on protecting workers on the tracks. The companies have integrated their Eurolocking interlocking system and MTinfo 3000 cloud platform to use train position data received from the interlocking to warn trackworkers of approaching trains. The GOLD AWARD went to Wacker Neuson for their Dual View Truck, which the judges described as a game-changing solution to the problem of site dumper safety. As the name suggests, the Dual View Truck means the operator has full visibility both during loading and unloading and when driving. This is achieved by having an operator’s station that can rotate through 180 degrees. When loading and unloading the operator looks in the direction of the skip; before driving they turn the seat through 180 degrees to give an unobstructed view in the main driving direction with the skip behind. ■

The CEA - flying the flag for UK Manufacturing at Bauma 19 The CEA took its biggest ever UK Pavilion to Bauma this year (8-14 April, Munich). Located prominently at the front of Hall B5, 35 UK companies benefitted from fully fitted turnkey stands and PODS in two high profile UK branded pavilion blocks. With 141 UK based exhibitors located both in the CEA UK Pavilion and in product areas in the indoor and outdoor areas, UK exporters were out in force making them the 4th largest international pavilion. Larger than the USA, France, Netherlands, Spain, Austria and Finland.
The UK Networking Reception, generously supported by BEIS and Meplan, was held in the Meplan International Business Centre on the Wednesday evening. Attended by over 120 guests – a good time was had by all! For the first time, Bauma saw a UK government supported trade mission. Organised by the Midlands Engine, even UK companies benefitted from planned show visits, meetings, briefings and a networking event at the British Consul General’s Residence. ■

Global markets hit record high Worldwide construction equipment sales were higher than they have ever been before in 2018. That will probably prove to be the peak of the current cycle, but barring economic catastrophes the global market should see several years of reasonable health. Global construction equipment sales hit an all-time high of 1.1 million units in 2018, with a retail value of some US$110 billion. This eclipsed the most recent highs of 2011 – the peak of the Chinese stimulus spending boom – and 2007. Continuing the trend seen in 2017, there was a widespread improvement in equipment sales around the world last year, with increases in North America, Europe and emerging Asia, including both China and India. In China sales of construction equipment including mobile cranes grew 37 per cent last year. This followed on from the 81 per cent surge seen in 2017, and took the market to 343,817 units. This was the highest Chinese equipment demand has been since 2012, and established the country once again as the largest market in the world. India also had a remarkable year. Sales of construction equipment including mobile cranes grew 35 per cent, the third successive year of robust growth. This took the market

to a record high of 98,204 units – some 44 per cent above the previous high seen in 2011, and more than double the demand seen just three years previously during the cyclical low point of 2014 and 2015. Meanwhile, sales in Western Europe in 2018 hit their highest for a decade, with a 10 per cent rise to 177,694 units. Demand increased in 14 out of the region’s 15 largest markets, with sales in Germany and the UK in particular hitting impressive levels. The only time the German market has been so strong was at the height of the post-reunification building boom in the early 1990s. This took European demand to its highest level since the global financial crisis, although it was still some 15 per cent lower than the remarkable peak of 210,000 units sold in 2007. However, the boom of the mid 2000s took the market to unsustainably high levels, resulting in a prolonged and painful crash. At the current level, European equipment demand is regarded as being extremely healthy.
Countries displaying growth well above the average of 10 per cent last year included Ireland, Italy, Portugal and Spain. However, volumes in these countries still remain relatively low in historic terms. In contrast, growth was below trend in Norway and Sweden, but these countries have reached remarkable highs in terms of the number of machines being sold. France, Germany and the UK accounted for 64 per cent of European equipment sales last year, and all three enjoyed good growth. Most notable was Germany, where demand for construction equipment was a staggering 43,106 units last year. Mini and crawler excavator sales in Germany have never been higher and demand for telescopic handlers is also at record levels. In France demand has bounced back well from the downturn seen in 2015 thanks to tax breaks and infrastructure investment. At 32,920 machines sold last year, demand was 64 per cent higher than the low point seen just three years previously.

Meanwhile, construction equipment sales in the UK reached a post-crisis high of 38,020 units last year, despite the uncertainty and political bungling around Brexit. A good housebuilding market and a number of major construction projects are providing stability in the market. North American equipment sales also improved last year, with growth of 13 per cent taking demand to some 195,500 units. The only disappointment among the world’s largest markets last year was Japan, where sales fell 5 per cent to 63,700 machines. While 2018 is likely to represent the peak in the current cycle, Off-Highway Research forecasts only a moderate decline in global demand this year. Sales are expected to remain above 1 million units, which would be only the fourth year in history that this has been achieved. While most of the major markets will be flat in 2019 or see a slight decline, further growth
is expected in North America. After two years of fairly synchronised growth in 2017 and 2018, the picture for the future is more mixed, with the falling markets around the world more than offsetting any gains. In addition to North America, there are a number of laggard regions around the world, most notably the Middle East and Latin America, which have not seen much growth during the last few years. Recoveries here are long overdue, and while the volumes are not huge, any improvement would of course be good news. So the overall outlook for the following years is for demand to stay at reasonably good levels. Demand in 2019 is expected to stay above 1 million units, which is a very high volume – it would only be the fourth year in history this has been achieved. However, this bright outlook could of course be threatened by negative and unexpected political and economic events.
Closest to home, uncertainty and economic fallout around Brexit are the biggest concerns. In the wider world the climate of increasing tension around trade and tariff increases are worry for the industry. ■

Statistics shared with attendees at the CEA’s “horizons” conference showed revenues in the UK construction equipment sector to be at a record level of £13 billion last year. Consultants, Knibb Gormezano & Partners, engaged by the CEA and the Department for Business, Energy & Industrial Strategy (BEIS), studied a combination of company reports and official and industry figures to come up with the total. They also confirmed that over 42,000 jobs directly depend upon the sector. CEA Chief Executive, Rob Oliver, explained “The final Sector Report is set for formal launch in the coming weeks. It will deal with the key trends in the industry, including digitisation and electrification, and will supply us with some updated facts and figures to underline the

Department for International Trade (DIT) 2019/20 exhibitions programme released As Brexit rumbles on the DIT has finally announced its programme of grant supported exhibitions for the financial year 2019/20. The focus seems to have changed from supporting exporters at overseas shows, as part of official British groups, to develop a high value ongoing export strategy with a long term benefit to UK plc to a fast return on investment counting success in short term “business wins”. Out of 254 overseas exhibitions receiving TAP (Trade Access
Programme) support in the new financial year, 133 exhibitions – over 50% - are from the “Creative, Lifestyle and Learning” sector. The UK Fashion Association alone was awarded 27 separate grant supported exhibitions. Energy and Infrastructure received only 23 grant supported shows in total – of which BAUMA (Munich) was one. Clearly manufacturing is out of fashion to the current Secretary of State for International Trade. ■

New Upskilling Programme Announced The UK construction equipment industry, via a new partnership between the CEA and the NFPC, can benefit from new training opportunities in hydraulics, pneumatics and electronics. The CEA annual conference at the East of England Events Centre included a key session on Skills, Education and Training. This session focused on the skills gap within the construction equipment industry, and the need to both recruit more technicians, as well as upskill the existing workforce. This is necessary to meet the challenge of equipment becoming more technically advanced, and to improve the underlying level of productivity within the industry. In recognition of the need to improve skills within the industry, the CEA has formed a new partnership with the National Fluid Power Centre (NFPC), based in Worksop. The NFPC is a specialist training centre, and John Savage, Director of the Centre, gave a presentation at the conference to announce the new partnership between the two organisations. This explained how the centre provides post-apprenticeship level training in the fields of hydraulics, pneumatics and electronics, which are collectively known as Integrated Systems Engineering. John highlighted how
John Savage, improved levels of productivity within the Director NFPC industry will come from the application of advanced technology, and how this can be achieved by investing in the education and training of staff to manage and maintain complex systems, in an effective and safe manner. As part of the new partnership, the CEA and NFPC staff have reviewed existing training courses at the centre and identified eight courses that are most relevant to the construction equipment industry. These are mostly for hydraulics and electronics, and are identified in the chart below, which outlines a recommended progression route for technicians. These courses are listed as CEA 1 to 8 for the year 2019 in the chart. The NFPC have an Online Assessment Questionnaire on their website (www.NFPC.co.uk). This provides a tool to help define training requirements and appropriate courses. It is recommended that companies who are interested to assess their training needs, should use this questionnaire.

A new benefit for the CEA from the partnership with the NFPC is that the selected eight courses will be available to CEA members at discounted rates. When contacting the NFPC to book courses, companies should identify themselves as CEA members, and quote the reference numbers shown in the chart above. In recent years, a number of CEA members, both equipment and component manufacturers, have benefitted from sending employees to the NFPC in Worksop for a range of training courses. Some companies have found these courses so useful that they have worked with NFPC staff to develop additional tailored training courses, suited to the specific needs of their company and equipment. This is a measure of how effective NFPC training can be. ■

Dale's Diary The CEA’s Senior Technical Consultant, Dale Camsell, provides a summary of some of the contents of his technical and regulatory in box. The European agenda continues to dominate... Brexit – preparing for the unknown Despite the lack of clarity regarding whether or not the UK leaves the EU with or without a withdrawal agreement being in place, two things are certain: (1) regardless of whether UK’s exit is a hard or soft Brexit, we already know the regulatory compliance implications of each scenario, meaning that manufacturers can at least be prepared for each eventuality; and (2) the initial UK departure target date of 29th March 2019 has been missed. At time of writing, a new deadline has been set which allows the UK more flexibility to come up with a cross-party agreement, if such a solution is possible. However, the UK will retain full membership of the EU until the delayed withdrawal date. Hence any product compliance implications of Brexit are also delayed until the deferred withdrawal date. One significant Brexit-related development that has arisen and that CEA members need to be aware of are the implications of shipping used machines from the UK to the EU after withdrawal should the UK leave under the terms of a hard Brexit. Recently published guidance from the EU Commission indicates that they do not consider that a used, in-service, machine that has only ever been operated in the UK and has never seen service in the rest of the EU, has ever entered the post-Brexit EU market. The consequence of this position is that such machines will be required to comply with the latest EU regulations on the day they enter the EU27 territory. The Commission does not consider that a machine that has been in-service in the UK prior to departure, i.e. when UK was a full EU28 member, has ever been placed on the post-Brexit EU27 market. Thus it must therefore be compliant with the latest regulations at the time it is transferred to the EU27. For example, supposing an excavator equipped with a Stage IIIB engine had been sold to a UK customer in 2016 and since then has operated

solely in the UK. If the UK leaves the EU without a deal, that machine would not be permitted into the EU post-Brexit since it would need to be fitted with the latest level, Stage V engine. Whilst the Commission’s guidance does not give rise to direct compliance implications for OEMs, there are indirect implications due to geographical restrictions in the movement of machines in the second-hand market, as well as the inability of owners to temporarily or permanently ship machines to the EU27 for contract work. This seems to be another classic example of the law of unintended consequences.
Clean Air Strategy takes shape The UK government published its long-term plans as to how it intends to improve the UK’s air quality – something that is now getting increased media attention. The scope is wide ranging and covers a great many sources, such as emissions from transport (road, rail and air), home (e.g. wood-burning stoves), agriculture (where ammonia emissions are of concern). Non-road mobile machinery (NRMM) is also within the scope of the strategy. Whilst the government recognises that significant emissions reductions have already been achieved within our sector, it will continue to review the situation to ensure that state of the art is being applied, thereby keeping emissions to a minimum. Of particular focus is the tax abatement given to red diesel, because the government wonders if this abatement is stifling innovation and providing diesel powered machines with an operational cost advantage over electric powered machines. In summer 2018, the government conducted a consultation to seek views from stakeholders and the CEA provided a comprehensive response, indicating the opportunities and significant challenges faced in electrifying the NRMM fleet. The clean air strategy document states that the government will announce its next steps in this matter very

shortly. CEA will advise members of these steps along with an analysis of the implications. Other aspects considered in the publication include the potential introduction of permitting schemes for the more significant sources of emissions, and identifying local solutions for specific locations. CEA will continue to work closely with the government department responsible for UK air quality, DEFRA, as they develop the detail of their schemes.
Machinery Directive – Artificial Intelligence issues debated The directive, which provides the basis for machine safety legislation in the EU, is currently under revision and the first stage of the review process has been completed. This early work scopes out, at a high level, the regulatory framework, structure and goals of the legislation. Specific technical requirements will be developed at a later stage. Of particular interest to stakeholders is whether or not any specific clauses should be included covering potential safety implications that are introduced by the inclusion of artificial intelligence (AI) in machines. Each edition of the Machinery Directive needs to remain valid and relevant for many years, possibly decades, hence it needs to be as future-proof as possible. There are some players who believe that AI poses potential safety risks and should therefore be specifically included in the provisions of the directive. But there are others who believe that the existing clauses are already adequate and so no AI specific additions need to be added to the directive.
The next phase of the development of the directive is now underway and CEA will provide input to a public consultation that will shortly be launched by the EU Commission. Members of the CEA’s General Technical Committee will have the opportunity to provide input to the consultation.
Road Circulation – further progress The legal requirements that need to be met before a construction machine is allowed to take to the road are not harmonised across the EU. In other words, each EU country is allowed to apply its own individual requirements covering items such as braking, steering, lights, machine marking, etc. This causes a certain degree of complexity for OEMs in that they are required to install different “roading packs” according to which country the machine is being sold into. However, it is of greater inconvenience to machine owners, particularly those who wish to operate machines across EU land borders since the rules are likely to be different on each side of the border. As a result of lobbying from organisations such as the CEA, the Commission is currently considering implementing a pan-European legislation that would introduce a single, common set of requirements for machines to go on the road. This legislation would be applicable and commonly applied right across all EU countries. This would be very welcome by manufacturers and owners alike. A draft proposal for the technical requirements has been developed by a joint associations’ task force comprising construction, agricultural, materials handling, gardening equipment and other off-road machinery manufacturers. This draft has been presented to the Commission and we await their feedback. CEA members will be kept informed of developments as the proposal progresses through the legislative process. ■

He reflects on his 50 years in exporting... In 1973, two years into my career at BSP International Foundations Ltd, I was asked how I saw the future and what my ambitions were. Like a fool I suggested I would like to get into exporting. Since then I have travelled to over 90 countries trying to sell pile drivers (which has always been a conversation stopping subject). My first trip was around the Middle East, covering 12 countries. Later I was appointed Sales Manager for the area including Iraq where I travelled for 30 years. In the early days, communication was much different from today. We never imagined mobiles, the internet or even fax. It was telex (look it up you youngsters!!) as our lifeline to the office. No computers of course, so we had to carry volumes of brochures plus all the commercial and technical stuff. Happy days but a fortune spent on excess baggage. Of course, life on the road can have substantial challenges. Delayed or cancelled flights, sullen passport officials at borders, and hotels that are full or cannot find your booking. Most of my travel was alone which can bring associated issues. Thankfully I never suffered from potential bouts of boredom, loneliness or homesickness. Rather I was always excited to be in new and strange territories facing the challenges of the day. You find out a lot about yourself on the road. One challenging issue to confront is the surprising variety of odd foods that you often face in territory. Usually something deeply unpleasant, that your agents and the locals will take great pleasure in force feeding you. Snake, chicken penis, scorpion, jellyfish are some of the best / worst. These delights, coupled with jet lag, climatic changes and dodgy
water can lead to the curse of the traveller - Delhi belly, Montezuma’s revenge or more simply put, a dodgy tummy. That can be a lonely feeling as the spasms and uncontrollable sweating convince you that you have contacted an irrecoverable illness. Of course, when you have got to go, you have got to go whatever facilities are on offer. This leads to some interesting reminisces such as being crouched over a hole in the ground where other users have not been the most accurate. If you are fortunate to be near porcelain, then you face two issues. First, at the critical moment, a lack of toilet paper, or how do you flush that damn toilet that just will not respond. For 35 years I have always carried some tissue in the back pocket of all my travelling trousers. It was in 1983 I attended my first Export Group meeting of the FMCEC, now the CEA, which started my 36 year relationship with the Association. This has involved being Chair of the Export Group, a member of the Council, Association President and now the pleasure of serving on the CEE Board, the organisers of Plantworx. I am also delighted to have been inaugurated in the CEA Hall of Fame at the recent conference. The CEA have run missions and exhibition groups to all parts of the globe, with perhaps Russia, Saudi Arabia, Angola, India and Mongolia being some of the most exciting. I have participated in many of these and in my experience, without doubt, they are the best way to gain business or introduce your company to a new territory. It’s been an experience, an education, at times a bit of a nightmare, but most of all I’ve had a ball.

CESAR responds to industry request for emissions labelling The CEA’s CESAR programme is known for its application as a successful initiative in the fight against plant theft – but its database of over 320,000 machines could soon be put to a new use in helping identify plant used in low emission zones (LEZs). In conversations with OEMs, plant hirers and contractors, the CEA uncovered a requirement for a simplified way of identifying the relevant engine stage compliance of machines used in Low Emission Zones and on similar “green” construction sites. This prompted discussions with the air quality team at HS2 and other organisations and agencies charged with setting and policing air quality standards for Non-Road Mobile Machinery (NRMM). At the CEA’s “Horizons” conference, Neil Wait, HS2’s Air Quality Manager, set out the project’s requirements – which stipulate the use of Stage 5 machines in the most sensitive areas from 2020.
The CEA’s Special Projects executive, Paul Godfrey, explained, “It occurred to us that, with the CESAR scheme, we have a ready-made process for retaining vital information on machines, which could be extended to include emissions compliance data. By linking this to a supplementary, and easily visible, CESAR label we think we can short circuit some of the current identification problems experienced by construction site managers”. Spurred by the interest in the idea, the CEA and the CESAR operations team have set up a consultation panel of relevant stakeholders to work on the practicalities of the initiative with a view to an early roll out. ■

The UK equipment market held up in 2018, while exports showed strong growth The CEA’s Paul Lyons looks at the latest reports and statistics for the UK market… Construction equipment sales grew by 2% in 2018 Retail sales of construction and earthmoving equipment in the UK market grew by 2% in 2018, after experiencing a fall in the last quarter of the year. Prior to the 8% reduction in sales in Q4 (compared with Q4 2017), the trend over the previous two years had been to show steady, but slowing growth on a quarterly basis. The graph below illustrates this trend, showing quarterly sales on an index basis, using Q1 2016 as 100. It also shows the continuation of a very distinctive seasonal pattern within the UK market, where sales are strongest each year in the middle two quarters from April to September.
at over 16% ahead of 2017 levels. This pushed mini/midi excavators (under 10 tonnes) in to second place at 4% growth year-on-year. The equipment type showing the weakest performance in 2018 was sales of telehandlers to the construction industry (only). After weak sales in the second half of the year, total sales in 2018 were 10% below 2017 levels. *The UK construction equipment statistics exchange was taken over by Systematics International Ltd. in 2017. This scheme is run in partnership with the CEA, and allows publication of quarterly bulletins to be issued on equipment sales in the UK market. In Off-Highway Research’s latest market update, they are forecasting that the UK market reached a pinnacle in 2018, with demand being on an upward trend since 2009, following the market crash. As a result, they are forecasting a fall in demand during 2019 and 2020. First indications for 2019 are that it has been a quiet start to the year in the first few months. One reason for this is the young age of the current machine population, and limited demand for fleet replacement activity. The key to a reasonable level of sales in 2019 is a positive outcome to Brexit, and the Government maintaining its spending commitments on housing, roads and the HS2 project. It is forecast that 2019 will see a return to 2017 levels of demand, and a further fall is anticipated in 2020, as the market cools down from the peak levels seen in 2018.
UK exports show very strong growth in 2018
After showing modest growth last year, retail sales in the UK market reached nearly 31,000 units, according to the construction equipment statistics exchange*. Amongst the most popular machine types, crawler excavators (over 10 tonnes) showed the strongest growth,

UK exports of construction and earthmoving equipment showed very strong growth in Q4 2018, to record the highest quarterly level for at least five years. For 2018 in total, exports of equipment showed a 19% increase on 2017 levels and reached £3,473 million, according to the latest HMRC trade statistics. This reflects strong demand in many of the major overseas export markets, providing opportunities for UK equipment manufacturers. The USA remained the top destination for UK exports in 2018, and accounted for 26% of total exports on a £ value basis. Exports to EU28 countries have been on a downward trend in 2018, accounting for 46% of total exports in Q1, but reducing to 42% by Q4 on a £ value basis. The total for the year was 44.5% of total exports,

which was still an increase on 42% of exports to the EU in 2017. This underlines the significance to the industry of any changes in customs and trade agreements due to Brexit.
UK imports on a declining trend in 2018, but still ahead of 2017 levels Imports of equipment in Q4 2018 continued the downward quarterly trend seen during the year, after peak levels were reached in Q1. However, in £ value terms, imports for the whole of 2018 reached £1,634 million, an 11% increase on 2017 levels. Japan remained the leading source of UK imports in 2018, accounting for 21% of total imports on a £ value basis. Germany was ranked second, and narrowed the gap on Japan during the year. On a £ value basis, imports from Germany increased from 17% in 2017 to 20% of total imports in 2018. Similar to exports, imports from all EU28 countries (including Germany) were on a downward trend during the year. After accounting for 63% of total imports in Q1, they fell to 56% in Q4. As a result, for the whole of 2018 they ended at a similar level to 2017 at 61% of total imports on a £ value basis.

The extension of the Government's Help to Buy scheme through to March 2023 continues to encourage housebuilding activity, with output forecast to rise 2% in 2019 and 1% in 2020. The infrastructure sector is expected to reach its highest level on record in 2019 driven by large projects such as HS2, Thames Tideway and Hinkley Point C. This shows a subdued start to the year, with the value of new projects starting on site in the three months to January being 17% down on the same period a year earlier. Weak economic growth and on-going political uncertainty are blamed for dampening construction activity. Civil engineering projects are the most positive, showing an increase in new starts in the last three months compared with the previous three months. However, project starts are still down on the same period a year ago. (www.glenigan.com) The Mineral Products Association (MPA) regularly publish updates on demand for mineral products in the UK market. This is a useful indicator of construction activity, reflecting extraction, processing and movement of materials. Their latest Economic and Market briefing was published at the end of January and highlighted the following:
Construction output flattens in 2018 and prospects are uncertain for 2019 Construction output in the UK in 2018 showed only 0.7% growth, according to the latest figures from the Office for National Statistics (ONS). This was the lowest level of year-onyear growth for the construction industry for five years. The latest UK construction Purchasing Managers Index (PMI) published by IHS Markit for February fell to 49.5 in February, below the 50.0 "no growth" level, after recording 50.6 in January. This was the lowest level since March 2018, when the industry was disrupted by severe weather. Residential work remained the most positive area, while civil engineering and commercial work showed declines. Across all sectors, many respondents to the survey registered concern about lack of new projects to replace completed contracts. Brexit related concerns are continuing to hold back investment decisions. The Construction Products Association (CPA) published their latest forecast for the UK construction market in January. This downgrades the forecast for construction output in 2019 from 2.3% growth in their October 2018 forecast to only 0.3%. This latest forecast is conditional on either a revised Brexit Withdrawal being agreed with the EU and getting through UK Parliament, or a delay to Article 50. Private housing

Sales of Asphalt in 2018 showed a 0.7% increase to reach 22.9 million tonnes, after showing only 0.2% growth in 2017. This product is closely linked to road building activity. Ready mixed concrete (RMC) sales showed a second year of decline in 2018, falling 1.6% to 17.1 million tonnes. This followed a decline of 2.6% in 2017. RMC is used in general building and construction activity. In contrast, sales of Mortar increased for a second year running to reach 2.6 million tonnes in 2018, an increase of 14.3%. Mortar is principally used in housebuilding activity. Aggregates are a combination of crushed rock and sand and gravel, and showed a 2.1% increase in sales in 2018 to reach 133.3 million tonnes. Aggregates are used to make some of the manufactured mineral products, such as asphalt and RMC, as well as being used as fill materials and for other purposes within the construction industry. So, for example, weak sales of RMC in 2018 will have constrained demand for aggregates, in terms of sand and gravel requirements. ■
