I

’ve been in and around the construction sector for all of my working life; but I can’t recall a time when we have had so many uncertainties as we enter a New Year. In the world of politics, we have upcoming elections this year in France, Germany and, maybe, Italy plus the ongoing Greek financial crises which may have a big effect on how the European Union develops. And you don’t need me to tell you that the twists and turns involved in securing an orderly Brexit for Britain are adding to the political uncertainty. I, along with a lot of CEA members, will be interested to get reactions on the first few weeks of the Trump presidency when we visit the Conexp-Con/Agg show in Las Vegas, in March. Meanwhile the human nightmare

of the ongoing conflagration in the Middle-East is likely to continue with no easy solutions on offer. As someone who has been a visitor to Russia for many years (and the USSR before that), I will be particularly interested in seeing how international relations develop there over the next year. There must be a way to include Russia within a more open trading system to the benefit of all if political differences can be negotiated away. It is certainly a different world when one of the remaining beacons of stability is the People’s Republic of China. At home, the CEA will be watching closely to see how our government follows up on its pledge to invest more in the physical infrastructure and boost housing construction. In this “age of uncertainty”, clear government policies and practical plans for their implementation will go a long way to bolster business confidence in our sector. We can’t let Brexit dominate proceedings to such an extent that the nuts and bolts of running a successful economy are neglected. Let’s hope that at least by the time of our PLANTWORX show, in June, we will have a better picture of the future. It is quite a fashion now to be both cynical about politicians and political processes and I will happily join in with some of this! However, change, uncertainty and conflict

around the world, along with low oil prices, weighs heavy on our daily business lives as forecasting future demand for our products, and on what trading terms, becomes more of a lottery than a test of professional expertise. The guys in the factory need to know how much they need to produce and the sales teams need as much information as possible to feed back to them. Jobs depend on it and it is becoming a tall order. What we do know, of course, is that for our exporter members sterling is at its most competitive rate for years. This provides a great opportunity for companies to get out and about and look at overseas markets afresh. The CEA can help in this through its international connections and export promotion work. We also invested more resource last year in facilitating more market information for our members. There are wellestablished statistical exchanges in key product areas through our membership of the Committee for European Construction Equipment (CECE) but we needed to do more. This led to the introduction of our Market Information Portal on the CEA website, which brings together digests of published sources of information. If you haven’t tried it yet, have a look and let us know what else you would like to see. Let’s see what 2017 has in store!  ■

Member News Terex Unveils New Dumper Tech

Stockton Joins HAE Board

Peter Stockton, Operations Director of construction plant tracking specialists AMI Group, has been officially appointed as a Board Member of Hire Association Europe (HAE).

Terex Construction, has announced that a duo of new technologies will be added as standard to all models. Terex Construction has announced that a duo of new technologies will be added as standard to all models across its range of Stage IIIB/Tier 4 finalcompliant nine and ten-tonne site dumpers. Introduced earlier this year as part of a strategic trial to set new standards in the compact equipment marketplace, the technologies are proven to improve productivity, reduce maintenance requirements and deliver greater fuel economies. Each stateof-the-art development has been designed to improve efficiency while delivering an excellent return on investment by lowering machine running costs. The first technology – Stop/Start Control – has been designed to improve on-site safety, minimise fuel consumption and increase service intervals. With suitable interlocks in place to prevent unexpected movement, the new system will automatically start and stop the engine in predetermined conditions. Compliant with ISO13849 functional safety, the innovative technology means that, when loading materials, site managers will no longer have to worry about equipment being left running. The introduction of Stop/Start Control will reduce hours on the clock, provide fuel savings and extend service intervals. Tested duty cycles have shown hundreds of pounds of fuel savings per year, as well as extending

service intervals by 24 weeks (on a typical 500hour maintenance schedule). The second technology, Autoshift, complements Stop-Start Control and will be featured on all new nine and ten-tonne models as standard. Many automatic transmission solutions use engine speed to trigger gear change points. Autoshift, however, uses torque demand to guide changes. In challenging and demanding conditions – such as steep gradients and high payloads – Autoshift technology enables the transmission to hold lower gears for longer, providing torque, power and drive when it’s needed most. When the machine is unladen, the system allows gears to be changed quickly, again improving operator productivity and fuel efficiency. “As the UK market leader in site dumper equipment, continually improving our portfolio to deliver even greater customer benefit is a key part of our product development strategy,” says Paul Macpherson, sales and marketing director at Terex Construction’s Coventry facility. “Following lengthy research and trials, the introduction of these three new technologies is hugely exciting for Terex Construction. The feedback we have received from operators and distributors confirms that the introduction of these innovations is already benefiting on-site productivity – saving time and money.”

Peter Stockton, operations director of construction plant tracking specialists AMI Group, has been officially appointed as a Board Member of Hire Association Europe (HAE), one of the industry-leading trade associations for the plant and tool hire sector. Peter has been appointed to the HAE Supply Chain Board which is chaired by Gareth Matthews, UK Sales Director at Marcrist International Limited, and also comprises representatives from the likes of JCB, Morris Site Machinery and Hilti (GB) Ltd. Stockton has been employed by AMI Group for over 10 years and heads up the operations and engineering divisions, whilst helping to develop new solutions and assist in first line installations and support requirements throughout the UK. As an experienced aftertheft finder and RF (Radio Frequency) finder trainer, he co-ordinates AMI Group’s in-house finder team to assist in the recovery of stolen assets. To date, this has involved recoveries throughout Europe, as well as special operations to recover stolen equipment in areas such as the Ukraine. Despite Stockton’s relatively young age, he has a wealth of experience to call upon in the hire industry and deals direct with many of the UK’s national plant hirers, construction companies, equipment manufacturers and SME’s alike to lead the fight against plant theft. Thanks to his sterling work alongside his colleagues, over £245 million worth of customer assets are protected with AMI tracking devices and 100 percent of stolen equipment protected with a covertly installed AMI tracking device has been recovered compared to the industry average of ten percent.

Member News Kubota and HSS Sign Landmark Deal

Kubota are delighted to have been chosen as preferred supplier to HSS Hire for mini excavators. Kubota UK has signed a landmark agreement with HSS Hire Group to supply its range of miniexcavators and compact construction equipment. The deal – an industry first between these two major players in the construction plant and hire sector – will initially see 200 Kubota machines available across all forty-plus HSS Hire depots across Greater London. Following this successful trial period in the nation’s capital, this contract will then be rolled out across HSS Hire’s network of over 300 locations across the UK. “Mini diggers are really important items of equipment to all our customers and there is clear demand for this type of ‘mini plant hire’ throughout London. We are committed to HSS’ customers having the tools they need, where and when they need them, delivered with seamless customer service,” says HSS Hire CEO

John Gill. “Our partnership with Kubota allows us to do this and we aim to win new and deepen existing customer relationships with the service which is available now.” Under the partnership, 200 brand new Kubota machines will be available to hire, with next-day delivery guaranteed, from all HSS Hire depots within Greater London. HSS Hire will supply Kubota’s state-of-the-art machines with GPS tracker technology installed as standard, with a 24/7 four-hour breakdown response service also included, providing maximum peace-of-mind and minimum chance of operational downtime for end users. Kubota will also be providing specialist maintenance, co-ordination and troubleshooting under the agreement. “All of us at Kubota are delighted and really grateful to have been chosen as preferred supplier to HSS Hire for mini excavators, and we are excited to be rolling out this new initiative with HSS in the London area over the coming months,” says Kubota UK managing director Dave Roberts. “As major brands, the synergies between our businesses are clear and this has helped forge a strong relationship very quickly during the build up to the launch, which is key to any partnership, and we are confident this will continue to go from strength to strength. The Kubota excavator models featured within the initial 200 machine deal include 100 x

U17-3 (1.5 tonne) zero tail mini excavators, 70 x KX61-3 (2.5 tonne) machines and 30 x K008-3 (1 tonne) micro excavators, offering a wide array of solutions for HSS Hire’s building and landscaping customers within the capital. The machines will also be available to nationwide firms undertaking contracts within Greater London. The 1 to 2.5 tonne range of Kubota equipment that HSS Hire has opted for is ideally suited to a wide variety of jobs where space is at a premium, from roadside excavation, to working in back gardens or other areas where access is limited by narrow gates or doorways – with applications including digging foundations, footings, new patios, converting basements, constructing ponds and landscaping. “For Kubota UK to enter a business partnership with such a big industry player as HSS Hire is testament to the build quality, performance and reliability of Kubota machines, alongside the high demand for our products within the market place,” concludes Leana Horton, key account manager at Kubota UK. “With the initial 200 machine deal across Greater London having the potential to go nationwide, this is a massive business opportunity for both parties and we will do everything in our power to ensure Kubota’s high service standards and reputation are maintained throughout the trial period and beyond.”

Council Invests in JCB equipment Powys County Council has invested almost £450,000 in JCB compact equipment for highway maintenance work across the region. The equipment – which includes JCB mini excavators, skid steer loaders and tandem vibratory rollers – will be used by the council’s highways team for routine maintenance works including patching, sweeping, ditching and drainage works. “The council has to reduce its spending by £29.8 million over the next three financial years. This means we need to look at how we provide services and see if they can be delivered differently to meet these savings. By purchasing this equipment as part of a capital investment, not only are we providing the right tools to our staff to carry out the work and improve our highway maintenance service, we are reducing our

reliance on using hire equipment, which can be very expensive,” says Councillor John Brunt, Cabinet Member for Highways. “All of the new plant assets feature JCB’s LiveLink

telematics system so that we can get highquality data to our highways managers so we can ensure they are being utilised fully. This is a positive spend-to-save initiative which will help the council meet its savings targets.” The investment is part of the council’s plant and vehicle review project, which has been ongoing for the last 14 months. A detailed review of essential plant equipment and vehicle requirements, as well as the way the council carries out routine highway maintenance works, has taken place as part of the project. The project has seen the council auction off old plant equipment that was no longer fit-for-purpose. The money made from the auction of the old equipment has been reinvested into the new assets that have been purchased.

Member News Beat of a New Drum Atlas Copco has agreed to acquire Erkat Spezialmaschinen und Service GmbH, a manufacturer of drum cutter attachments for excavators. Erkat is based in Hämbach, Germany, and has sales and service locations worldwide. The company makes drum cutter attachments for excavators used primarily in construction and demolition and for quarries and tunnels. According to Atlas Copco, the Erkat brand name is recognised for premium quality and continuous innovation. The company employs 38 people. “Drum cutters are an ideal complementary product for Atlas Copco as a solution provider in rock excavation, tunnel and foundation profiling and demolition,” said Vladimir Kozlovskiy, President of Atlas Copco´s Construction Tools Division. In demolition and rock excavation today, a new technology is breaking through, mainly

driven by legislation, to reduce sound and vibration, but also due to better performance in certain applications and material properties. “Drum Cutters close the gap in certain applications between the ordinary buckets which are suitable for soil excavation and

the highly sophisticated hydraulic breakers which are used in hard rock extraction,” adds Kozlovskiy. The parties have agreed not to disclose the purchase price. The acquisition is expected to be completed in the first quarter of 2017.

equipment for urban, utility and railway construction sites. The Coventry compact construction business manufactures and sells backhoe loaders, site dumpers and compact compaction rollers. The sale is subject to

customary closing conditions and is expected to be finalised in the first half of 2017. “We are pleased to enter into this agreement with Mecalac as they are a logical strategic buyer and have the resources and capability to further grow the business,” commented John L. Garrison, Terex President and Chief Executive Officer. “For Terex, the sale of the Coventry compact construction business represents continuing progress in our strategy to focus our portfolio on those product categories where Terex has a significant presence in the market and that can provide the greatest returns for our shareholders.” Gregg Horne, General Manager of the Coventry business, said: “We are pleased and excited about the opportunity to join the Mecalac family. They embrace our vision of market growth and product innovation for the Coventry products and share the same values in terms of quality and team working.” He added: “It will be very much business as usual for us and for our dealers and we are working towards a seamless transition during the first half of 2017.”

Hyundai Appoints new COO Hyundai Heavy Industries announce the appointment of Mr K.Y. Kong as the new COO (Chief Operating Officer) of the Hyundai Construction Equipment division. Mr K.Y. Kong has been working for Hyundai for 30 years and has held a number of positions within the company, which include, Head of global Forklift Sales and Head of Production. Mr Kong will continue with maximising operational excellence in both development and production. “Technology, quality, marketing and HR are the key drivers for sustainable growth in our business,” Kong says. “I am very confident that by focusing on these 4 pillars we will deliver great value to our customers, grow our market-share, and achieve our goal of becoming a global top-three construction equipment manufacturer and a top-ten material handling equipment manufacturer.” Mr. K.Y. Kong has succeeded Mr S.G. Rhee as the Chief Operating Officer of the Hyundai Construction Equipment division. Mr S.G. Rhee retired recently but he leaves an impressive track record. During the past years, he has steered the company through challenging times amid a recessive economy in global markets like Brazil, Russia, China and many others. He has also initiated a comprehensive program to reduce operating costs and to re-align and minimise the number of key suppliers. Mr. S.G. Rhee says “Mr K.Y Kong and I have managed numerous projects together this

makes me believe that this transition should work out smoothly.” At the same time, Hyundai Heavy Industries Europe has announced the appointment of Alain Worp as Managing Director. Worp has been working for Hyundai for 13 years and has held a number of positions within the sales department, which include, Director of Construction Equipment Sales. In the interim Worp will fulfil both roles – Managing Director and Sales Director CE. For 2016 Hyundai Heavy Industries Europe predict to end the year with a five percent growth compared to 2015. This result would mean that Hyundai has shown rising market shares for the 7th consecutive year – in growing sales numbers and/or an increase turn-over.

“The overall market outlook in Europe next year is not a negative one. Based on today’s knowledge we expect more or less a similar overall market growth as we have seen this year. Therefore, Hyundai Heavy Industries Europe should see further growth. However, due to the slow market conditions outside of Europe, we also expect that in 2017 Europe will be the region where all manufacturers will try to secure their business volumes and compensate for their slow sales elsewhere,” Worp says. “This in turn will mean that business will once again be tough and challenging.” Worp has succeeded Mr J.C. Jung who returned to Korea for the position of Chief Officer Forklift division within Hyundai Construction Equipment.

In each issue of ConstructionWorX we introduce the latest CEA members. In this issue we welcome three brand new companies to the CEA fold: Cardley Bingham; HJS UK; and Chinese equipment giant LiuGong.

Y

orkshire manufacturing engineers Cardley Bingham joins the Construction Equipment Association to promote the best of British within the industry. The Pontefract-based company’s heavy engineering expertise originated in the design and manufacture of durable coal shearer drums for the mining industry over 30 years’ ago. Nowadays, mining is minimal for Cardley with construction manufacturing at its core; notwithstanding a wide-spanning engineering knowledge developing products from arboriculture and agriculture to the deep subsea sector and more. The company specialises in engineering quality British built-to-last hydraulic attachments and cutting equipment primarily within road maintenance and construction piling. As such it appeared apt for the established attachment engineers to apply for membership to the Construction Equipment Association after all these years. Cardley Bingham’s first involvement with the CEA as a certified member was at The Chain Conference, hosted by members looking to forge links within the industry, as Josh Sweeney, Group Marketing Manager at Cardley Bingham explains: “We are the most experienced manufacturer of road milling attachments in the UK, but we also have unrivalled experience in forestry, mining and piling so it seems the natural step to take when looking to showcase what we do within our own right in addition to expanding new and existing OEM agreements.”

Cardley takes pride in the knowledge that its British-built road planer attachments’ build quality has gained a respected reputation throughout the industry and across the world. The firm has production agreements in place with many original equipment manufacturers who use the Bingham planer product under their own brand. “We hope the CEA will allow us to increase our relationships with some of the leading OEMs in the UK in order to continue to develop innovative attachments optimised to their host machines,” Sweeney adds. “After all, it is becoming accepted in the industry that attachments can sell and excel construction equipment.” HJS Emission Technology has also recently joined the CEA. The company manufactures a wide range of efficient exhaust treatment systems for non-road applications for both the OEM and retrofit markets. With more than 30-years of experience and expertise in exhaust gas after treatment, HJS offers innovative solutions to satisfy today’s and future emission standards. “We are a cost conscious and quality oriented development partner who manufactures individually tailored custom systems and their components,” explains UK sales representative Mark Cooper. “HJS has joined the CEA is to help the construction industry address the everpressing issue of emissions generated by construction equipment. HJS Emission Technology has the knowledge, experience and the costeffective products that will help manufacturers, construction companies and machine operators comply with these new regulations.” According to HJS the company is the preferred partner to several engine and machinery manufacturers who now put their trust in the reliable, low-maintenance and VERT-certified technologies of HJS technologies, which are currently in service in more than 20,000 vehicles and machines. Diesel engines are at the heart of every piece of construction machinery and must be able to deliver the required performance whilst ensuring maximum fuel efficiency. In light of the current debate about the excessive levels of pollution in the UK’s towns and cities, many local authorities will in future find themselves increasingly obliged to take measures to improve air quality in urban areas and therefore the quality of life of citizens where they live. Many public authorities and institutions are already playing a pioneering role and stipulating that polluting construction equipment must be filter equipped as part of their tender conditions. In Germany, the BG BAU employers’ liability insurance association and the IG BAU union have been demanding the compulsory installation of such filters for a very long time, for occupational health and safety reasons. HJS Diesel filter technologies ensure that companies comply with such standards whilst ensuring the air that we breathe is clean. Liugong, which recently joined the CEA, was founded in 1958 and is the leading manufacturer of construction equipment in China, where it currently has 110 dealers and four spare parts centres. 2016 saw the opening of a new $50 million global R&D centre and marked the 13th anniversary of its globalisation efforts, with the slogan “From Challengers to Champions”. With 13 year’s overseas development, LiuGong has more than 300 dealers across six continents in 130 countries. Meanwhile, the company has established its global layout to support the worldwide business, comprising of 10 regional offices, nine parts centres and three overseas manufacturing plants located in India, Poland and Brazil. LiuGong’s overseas sales revenue accounted for more than 30 percent of all the company’s total revenue in 2015. Construction Plant & Machinery Sales (SE) are the main UK dealer for LiuGong construction equipment, with its HQ and PDI centre located in Portsmouth. CPMS currently has depots in London & Manchester, and plan to open new depots in the South West & East Midlands during 2017. Mr Yu Chuanfen president of Guangxi LiuGong Machinery Co was asked about how he thought LiuGong were performing in the UK market. “The company had done a lot of preparation work before entering this market in terms of adapting its products, and setting up the parts and service support systems. Our main goal is to provide efficient and reliable products with excellent back-up, in conjunction with our dealer partner,” he says. “The rapid increase of LiuGong sales and fantastic feedback from our UK customers signify that our strategy was spot on for this market. We currently have 15 product lines, and if a new product can meet the demand of the local market, we will introduce them to the UK too. It is our aim to provide more machines for our customers and partners in the UK and to make more of a contribution to the continued development of the British economy long term.” At a recent dealer meeting, LiuGong launched its revolutionary vertical lift loader, which the company say is a truly innovative concept, which marks an important milestone for LiuGong and for the construction equipment industry. The key innovations of the product

are the vertical lift loader arms on an articulating frame and the mechanical self-levelling Z-bar bucket linkage on a vertical lift loader – both industry firsts. LiuGong and Dressta machinery will be on display and demonstration on the CPMS stand at the forthcoming PlantworX machinery exhibition in June 2017. LiuGong has ambitious plans going forward. “We are a world-class construction equipment supplier providing global customers with excellent construction equipment and services,” Yu concludes. “The UK market will play a strong part in helping us to achieve our longterm goal.”  ■

The Children Are Our Future 26 Schools commit to the Primary and Secondary Engineer STEM competition at PLANTWORX 2017.

These children could be the construction equipment sector's stars of the future.

I

n the summer issue of ConstructionWorX it was announced that CEA (Construction Equipment Association) and PLANTWORX Construction Equipment Exhibition were joining forces with educational organisation – Primary Engineer – to work with primary and secondary schools in the Leicestershire area on a STEM (Science, Technology, Engineering and Maths) vehicle engineering project. ConstructionWorX is pleased to announce that 21 primary schools and five secondary schools have committed to taking part in the project and are looking forward to presenting their completed vehicles and fluid power challenges at the ‘Celebration Event’ which is taking place on Thursday 8th June at PLANTWORX as part of the Student Day.

Winning Projects Each school will be bringing two teams to the event where judges from sponsor companies and a team of engineers will be tasked with finding the winning projects. The winning teams will then go on to compete in the Primary and Secondary Engineer National Finals. The PLANTWORX team attended the teacher training days for both local primary and secondary schools. The primary training took place at two local schools and the secondary school training was hosted by CEA member and PLANTWORX exhibitor Nylacast at the company’s training facility in Leicester. Nylacast is also a sponsor of the event and is supporting both a primary and a secondary school. This brand-new initiative by the CEA forms part of the CEA Skills Council programme – inspiring our future engineers today. CEA member companies and PLANTWORX exhibitors have been extremely supportive of this initiative and have welcomed the opportunity to become involved in the scheme as sponsors. ConstructionWorX spoke with supporting companies and asked why they were so passionate about the Skills project.

Primary Engineer has been working with teachers to address the fundamental issue of a lack of engineers and the wider perception of engineering since 2005. It is a not-for-profit organisation instigated through seed-corn funding from the then Department of Trade and Industry. It has grown over the last decade to deliver teacher training to over 1000 teachers annually, bringing the programme, in the classroom, to over 33,000 new pupils, establishing itself as part of the curriculum in thousands of schools across the UK. The research demonstrates that primary teachers find STEM subjects more difficult to teach, this lack of skills increases the disengagement of pupils with these subjects from a very early age. Primary Engineer has addressed this issue by providing teachers with practical skills and academic knowledge to subtly apply and embed the theoretical into the practical, effectively ‘STEM by Stealth’. The impact on the teaching professionals and their pupils which has been reported anecdotally in numerous schools, Ofsted reports and evaluations from Engineering UK’s Tomorrows’ Engineers programme which funded some of Primary Engineers engagement with schools have also demonstrated significant impact on learning outcomes and experiences. Over the last decade Primary Engineer has responded to the demand led by teachers and local companies expanding the programme from the first Primary Engineer training days delivered to primary teachers to a comprehensive suite of training and whole class activities. The Suite includes Topcon’s new GT series of robotic total stations, HiPer HR hybrid GNSS receiver, FC-5000 field controller and the latest MAGNET 4.0 software programme that seamlessly links together the different stages of the workflow. The new BVP 10/30 lightweight plate that was previewed by Bomag at Hillhead in June will be officially launched at the Executive Hire Show. The new plate has a 300mm working width and weighs in at just 47 kg. Powered by an economic and reliable 2.1 kW Honda GX100 petrol engine the plate is ideal for small jobs in construction, landscaping and utility contracting. The maintenance free exciter system operates at 100 Hz and produces 10 kN of centrifugal force at an amplitude of 1.34 mm, making it the most powerful lightweight in its class. BOMAG engineers designed the new plate to be as safe and user friendly as possible and this resulted in very low HAV of just 2.5m/s2 with the vibration insulated steering bow that will be standard on UK machines. As users will expect of a Bomag the machine is well designed and built for a tough life on-site. An optional Vulkolan mat is available for use on block paving to minimise the risk of damage and reduce noise.

Stars of the Future The Construction Plant-hire Association (CPA) will be promoting its ‘Stars of the Future’ award scheme, now in its fifth year, for trainees in the plant-hire industry held in conjunction with many UK colleges offering plant mechanic apprentice training. CPA will also use the EHS to hold an ‘Open Meeting’ on the first morning of the show – Wednesday 8th February. The open meeting will cover new projects the association is planning to undertake in 2017 and topical issues in the hire industry.  ■

T

hose of us of a certain vintage will recall a time – in the not too distant past – when the name of an item of equipment summed up perfectly the job for which it was designed. Loaders took care of loading and excavators excavated. Simple. But not any longer. For while those product descriptions remain, the true purpose of many of these machines has changed radically. Thanks to the advent of specialist attachments, a loader might not spend much of its time sweeping. While that excavator that once dug holes day in and day out might now be piling, placing fence posts, cutting steel, crunching concrete or recycling bricks, blocks and a multitude of other products on a demolition site. Indeed, in certain applications a modern excavator might spend as little as 40 percent of its time sporting the digging bucket with which it was probably supplied.

And rather than running its course like other perceived fads (flared trousers, skateboards, CB radios and Simon Cowell as arbiter of the nation’s musical tastes), the trend for attachments has actually gathered pace thanks to the advent of a new breed of advanced quick couplers and hitches from the likes of Lehnhoff, Miller, OilQuick and a multitude of other specialists and OEMs. These quick couplers allow the operator to switch seamlessly between an increasing array of specialist tools and to do so safely, without the fear of site dirt finding its way into the hydraulic circuit, and while keeping the operator’s posterior in constant contact with his (or her) nice warm seat. Over the next few pages, we round up the latest and greatest new attachments and couplers in the UK construction equipment market.

JCB Gets Hitched JCB Attachments is introducing two improved hydraulic hitches for JCB’s midweight JS excavators. The hitches, which meet the ISO 13031 standard, have been designed to suit machines in the 1314 tonne sector and the 20-22 tonne market. The two new hitches, which have been designed for use with both crawler and wheeled JS excavators, have a positive locking system in which the front safety lock is forced into its default position by a spring, retaining and locking the attachment pin. The hitches use the rear lock as a secondary safety feature, backed up by two powerful springs. This retains the attachment’s rear pin in the event of a cylinder failure. Variable pin centre designs make the hitches suitable for use with a wide range of attachments. They have an open frame design to prevent material build-up and there are no grease points, cutting regular maintenance and boosting productivity. Both front and rear pin hooks are painted, to make them visible to the operator in the cab. There is also a heavy-duty lifting eye on the end of the hitch that is CE tested and certified. JCB Attachments has improved the hose routing to the hitch and there is now a guide on the hitch’s tipping link to prevent snagging and damage to hoses. Depending on operation, a hydraulic hitch can save up to 25 percent of total machine operating time compared to direct mounting or a mechanical hitch. To operate the hitch the machine driver must press and hold the hitch switch in the cab for one second until a buzzer sounds and the hitch light on the boom is activated. An unlocked image also appears on the machine’s main console. The buzzer will continue to sound and the lights flash to indicate that the hitch is unlocked. Once the operator has changed the bucket or attachment, they simply crowd the bucket service

to position the attachment in a safe position and fully close the hitch jaws around the attachment pins. A prompt on the machine display ensures that the operator has checked the attachment security, with a press of the dial required to confirm this. The smaller of the two new hitches is designed for use with the JS130, JS131, Js140, JZ140 and the JS145W. The larger version is for use with the JS200, JS220, JZ235 and JZ255 models. Both hitches are available as line fit items, or can be ordered through a JCB dealer as an aftermarket offering.

Small Tilty Change Engcon’s smallest tiltrotator, the EC02 has had its weight classification reduced to 1.5 – 2.5 tonnes (from 1.5 – 3.5 tonnes). “This is a natural adaptation as our new EC204 tiltrotator for excavators in the 2-4 tonne range will take over part of the EC02 market,” explains Fredrik Jonsson, Development Manager at Engcon. “The EC02 will be equipped with our S30 quick hitches as standard; however, if necessary it is available with other types of quick hitch, as long as they are the equivalent size of the S30,” Jonsson says. The change comes into force immediately and the EC02 will only be available with quick hitches larger than the S30 in special cases. In such cases it will be counted as a special product with components that are not normally stocked. In addition to its suitability for the 2-4 tonne weight range and its S40 quick hitch compatibility, the EC204 can also be fitted with an integrated grab.

Crushing It At Bauma 2016 Atlas Copco launched its next game-changing generation of bucket crushers, BC 2500 and BC 3700, robust attachments offering up to 30 percent higher output with significantly less maintenance. More good news for contractors is that two more models have been added – BC 2100 and BC 5300 – so the BC range now includes units with service weights of 2,000 to 5,300 kg, suitable for carriers weighing 18-54 tons.

High resistance to wear and fatigue, combined with greater reliability, make the new BC bucket crusher one of the best pieces of equipment in its class. They are often an efficient alternative to a mobile jaw crusher for small demolition, recycling and road construction applications, offering a high level of flexibility in terms of operating reach, depending on the mobility of the carrier. A unique circular crushing cycle gives BC bucket crushers in the next generation unmatched performance with up to 30 percent higher output than previous models. The advanced twin-drive system comprises two powerful hydraulic motors. The sturdy timing belt is designed for long service life and the system provides huge torque right from the start. Full loading capacity can be used without risk of blockages and the absence of slippage during start-up ensures constant power transmission and no extra load on the bearings. Two useful features on the new BC bucket crusher provide stable productivity. The automatic anti-lock mechanism gives continuous repositioning of the material, ensuring that even larger pieces are guided automatically in the direction of the crushing jaw. If the material gets jammed, the reversing function enables the operator to change the rotation direction, push the material back into the inlet and thus easily remove the blockage. When adjusting the crushing size (granulometry) on the new BC bucket crushers, intuitive functionality eliminates the need for long experience or special craftsmanship. In very little time, the user can adjust the required jaw outlet correctly without special tools.

Hammer Time Quarrying and civil engineering plant hire specialist, K.J Services Ltd is the first business in the UK to put the new Cat H130 ES hammer to the test, in the harsh environment of a quarry in South Wales. The new hammer is part of the Cat E Series that features a new symmetrical housing design, which allows for rotating the housing 180 degrees to compensate for wear, which effectively extends its life. The H130 ES model includes automatic shut-off, which instantly stops the hammer when the tool breaks through material. This system increases hammer reliability and durability by eliminating the high internal stresses created by blank firing. “By using the new hammers we are achieving an increase in productivity of up to 20 percent, we have happier operators, and by choosing the
Cat H130 ES we don’t get any misfiring,” says KJ Services’ plant manager Jack Stephens. “To be honest, being able to tackle misfiring through the functionality
of the new hammer was one of the main reasons we selected it, as the hammer will only fire once the full weight is on the stone, and then stops automatically.
Our machines are also running on half revs whilst utilising the hammer, which saves on fuel and is overall far more economical. On a practical level, we also opted for the Cat hammer as we primarily wanted to match it with our existing Cat 323D excavator, we currently use it to break up limestone for one of our quarry customers. Having now used the hammer for a number of months, we have had some great feedback from the operator, but more importantly our customer has seen real benefits, as we have been able to break down more rock within the allocated project time. Stephens reports that the new hammer is performing well, despite the harsh conditions and long working days. “We are typically using the new Cat hammer for 10 hour long shifts, five days a week. In financial terms, our customer is now getting almost one day a week more activity from us due to the increase in productivity – of course, this will go straight to their bottom line,” he continues. “Equally for us, by opting for a threeyear warranty, supported by the Llantrisant Finning branch, we are able

to reduce any downtime from what is already a reliable product. This ultimately means we are able to offer all of our customers a much better and more competitive service.” To increase functionality and efficiency still further the design of the lower portion of the Cat E Series hammers incorporates rock edges that add protection to the housing, and enables quick positioning of boulders. An optional wear package is also available to further enhance hammer durability in severe applications. Another feature continued in each Cat E Series Hammer is the external pressure control valve, which reduces service time when an adjustment is necessary. Sound suppression is standard for environmental protection and enhanced operator comfort.

O’Keefe Gets the Scoop Earthmoving attachments from Miller UK’s extensive range are being used on major construction sites across London thanks to its relationship with specialist civil ground works contractor, O’Keefe. The company has long benefitted from its excellent working relationship with Miller. This year alone, O’Keefe has ordered Miller PowerLatch couplers and Scoop Buckets to the value of more than £60,000, which will be used in a variety of building and groundworks projects, including work on the prestigious Battersea Power Station development. The PowerLatch coupler and Scoop Bucket have both been carefully designed to improve efficiency, and together they provide a powerful combination for O’Keefe. Miller’s PowerLatch coupler was developed with safety firmly in mind with its patented ‘twin lock’ design to ensure that it remains securely attached in the event of loss of hydraulic pressure or if the operator accidently knocks the switch inside the cab. The PowerLatch coupler is easier to operate as well as being much lighter and stronger than comparable quick hitch couplers, making it more efficient. The Scoop Bucket design, specifically developed to work with Miller’s PowerLatch coupler to maximise machine productivity, features integrated bucket pins to reduce the distance from the dipper arm to the tip of the bucket. Its unique profile enables the bucket to cut through the ground more effectively with minimal resistance and drag and its self-fill action gives an increased pay load. Tooled Up

Rammer has unveiled a number of new attachments including Cutter Crushers, Scrap Shears and Pulverisers. The new Rammer Cutter Crusher (RCC) range is manufactured from wear resistant HB400 steel for a longer life. Suitable for carriers in the 3.0 to 130 tonnes operating weight range, the RCC models (except the 290 kg RCC04R) feature a chamfered jaw design for greater penetration and a speed valve and desynchronised jaws for more precise placement and faster cycle times.

The Rammer Scrap Shear (RSS) line-up is designed to withstand even the harshest demolition environments. These can provoke diverse and unexpected answers such as “Swindon Town”, “A classic 2CV” or “Keep your money under a mattress!”. However, we are united

when it comes to what we want in business. We need a growing UK economy with an emphasis on investment in construction, clear and beneficial trading terms with the rest of the world, a respect for manufacturing, policies promoting commerce and jobs – and a listening government of whatever colour.

So, if we have some common ground, what is the message you should give to the decisionmakers and influencers in our country? In this issue of ConstructionWorx we start with a sample letter to your Member of Parliament.

Studies show that for every £1 invested in construction there is a c. £4 benefit to the economy. Whilst infrastructur e investment is often announced by government, the path from policy to practice (i.e. spades in the ground) is too long. International trade: the depreciation of sterling against major currencies is a welcome bonus to exporters but this can along take us part of the way to future succes s. The earliest possible indication of changes in tariff regimes in respect of the European Union and beyond is neede d. Government has also failed to provide clarity on how the Department of International Trade proposes to help promote exports in the wake of the aboliti on of UK Trade & Investment (UKTI). Business confidence: Whilst the execution of the Brexit process is obviously a priority, this should not be an excuse to neglect practical measures which could under line the government’s commitment to business. Whilst a reduction in the headline rate of corporation tax is welcome, such measures as a reform of business rates, a reduct ion in the energy burden for manufacturers and more genero us R&D investment tax reliefs would provide welco me boosts to business confidence. I realise that government action is not the only way to make a difference. At ABC we are pleased to play our part locally. What a Recovery

December 1st 15:00 hours: A major plant hirer reports the theft of a JCB telescopic handler from Barnsley, South Yorkshire to South Yorkshire Police and CanTrack’s operations room. The CanTrack Asset fitted in the machine had last reported its location as north of Accrington in Lancashire, 60 miles from Barnsley. CanTrack’s operations team switch on the Asset’s tracking and homing beacon and assign the recovery to an experienced investigator in the North of England.

He immediately reports the incident to Lancashire Police who log the incident which will be reopened the next day when he arrives in the area. In the interim the CanTrack Asset reports a new location as the Great Harwood area of Lancashire, 13 miles from Accrington. Shortly after 08:00 hours on December 2nd the investigator arrives in the Great Harwood area and starts a ‘sweep’ to locate the tracking signal using a sophisticated scanner. In under an hour a strong signal

is located emanating from an industrial estate. The investigator immediately contacts Lancashire Polices who dispatch 2 officers to the scene. On arrival, the Lancashire officers tell the CanTrack investigator that the area is well known to them and so they call for a second police unit and two more officers. The team quickly find the stolen machine parked in a yard area of the industrial estate. The thieves had attempted to hide the machine’s true identity by fitting a false serial number plate but this crude attempt at switching the machine’s identity didn’t fool the compact and self-contained CanTrack Asset hidden deep within the machine. Before 12:00 noon the stolen JCB was on a truck and on its way back to its rightful owners. Lancashire Police are continuing with investigations into the theft and the handling of stolen equipment. Once again a CanTrack Asset and CanTrack’s recovery process have proved their worth with the safe recovery of a £50,000+ machine and CanTrack maintain their impressive 90%+ recovery rate.  ■

Gator Becomes Protected Species Mud soaked trails, impossibly steep inclines, freezing cold starts, John Deere Gators have proved themselves year after year as goanywhere, dependable and reliable work vehicles. With more than 500,000 built, they’ve earned a reputation for durability and quality like no other. Unfortunately, their positive attributes have made Gators a popular target for professional and opportunistic thieves. Reacting to this, and following the success of CESAR in reducing tractor theft from John Deere customers and dealers, John Deere has announced that from the 1st November 2016, all XUV and HPX Gator utility vehicle models sold in the UK & Ireland will be factory fitted with the CESAR security marking and registration scheme. According to the Metropolitan Police’s PANIU team around 200 Utility Trucks are stolen each year in the UK with approximately half being John Deere Gators. Many machines are ‘stolento-order’ and shipped abroad within hours of being stolen. The official CESAR Scheme, which is owned by the CEA and delivered by Datatag, is widely supported by trade bodies including the Agricultural Engineers Association (AEA), it uses

a range of security marking technology supplied by Datatag ID, including tamper evident plates, with a unique registration number for each piece of equipment, RFID tags, forensic DNA and Datadots to give each machine a unique fingerprint that thieves cannot remove. Datatag ID Managing Director Kevin Howells commenting on John Deere’s announcement said, “I’m delighted that John Deere has decided to expand its support of CESAR and introduce it as a standard fit for its Gator range. I’ve every confidence that this move will be as successful for Gators as it has been for John Deere tractors in reducing theft.” During the LAMMA 2015 exhibition, John Deere’s Marketing Manager, Chris Wiltshire, proudly unveiled an XUV 855D model as the 200,000th machine to be fitted with the CESAR Scheme. Nearly two years later the 225,000th CESAR plate was fitted to BBC’s Countryfile presenter Adam Henson’s combine harvester at his home in the Cotswold’s. “As leaders in the tractor and utility vehicle markets, we have an ongoing responsibility to address the concerns of our customers over the security of their machinery. The CESAR system

is a proven method of protecting against theft, successfully recovering stolen equipment and reducing insurance premiums,” says Wiltshire. “With this announcement, we are very happy to demonstrate our continued support of the system by fitting CESAR as standard from now on to our best-selling Gator UTV range.” CESAR is widely recognised to have contributed to an overall drop in equipment theft of over 60 percent since its introduction in 2007. Many leading insurers offer discounts for all CESAR marked equipment including NFU Mutual who offer up to 12.5 percent insurance discounts.  ■

Turning the Corner in Emerging Asia India has been the solitary shining star among international equipment markets over the last 12 months. But according to Off-Highway Research, things are now looking encouraging in China too.

I

n the final reckoning of 2016, the Indian construction equipment market stands out as the only bright spot in an otherwise bleak picture. Overall worldwide demand for machinery fell about five percent last year, but in stark contrast to this the Indian market stormed ahead with 27 percent growth. Off-Highway Research’s preliminary figures for sales in 2016 of 17 types of earthmoving, road building and materials handling machinery suggest that it is the Indian infrastructure market which is driving demand. High volume products such as backhoe loaders, crawler excavators and pick and carry cranes continue to dominate and account for more than three quarters of the market. However, niche machines such as rigid dump trucks and other equipment associated with the mining sector have not yet seen the same robust growth. Infrastructure investment is expected to continue to drive equipment demand. The country needs an estimated Rs31.0 trillion (about £370 billion) over the next five years to keep pace with its growth targets, of which over 70 percent would be needed for power, roads and urban infrastructure.

Road to Growth The forecast is for sales to grow to some 75,000 machines by 2020, compared to the 57,800 or so in Off-Highway Research’s provisional figures for 2016. Much of the drive is expected to come from the road building segment in the next few years, but as other types of

infrastructure and development gain traction, segments such as rail – maybe even high-speed rail – metros, ports, power and the so-called Smart Cities, are the positives for our industry could be amplified. The turnaround in the Indian construction equipment industry followed the election of Narendra Modi as Prime Minister in mid-2014 and the instigation of policies to accelerate infrastructure investment and streamline the formidable Indian bureaucratic machine. He is yet to put a foot wrong, and certainly looks likely to complete a full five-year term in office, which is helpful for business confidence and consistent policy-making. This also adds to the confidence that Off-Highway Research has in the prospects for the Indian equipment market.

Bottom of the Cycle In China meanwhile, life has not been so rosy. Following an enormous surge in sales in 2009-10 on the back of the government’s US$590 billion stimulus spending programme, the market has suffered an inevitable bust. The equipment market in 2016 will only be about 25 percent of the size it was at its peak in 2011 – a punishing collapse in the space of just five years. The good news is that 2016 looks like it was the bottom of the cycle, with sales touching a low of 127,400 units. Indeed, in the second half of the year there were encouraging signs of the start of a recovery. The economic fundamentals in China are good. GDP growth may not be what it was in the last decade, but it remains in the 6-7 percent

market of six or seven years ago, to the 150,000-ish unit market of the immediate future. There is still excess capacity, weakling manufacturers and dealers endure and many still have the mindset of chasing volumes rather than profits. China maybe a market in recovery, but it is not yet in good health.

range. Investment in road construction continues to grow, railway investment has had its ups and downs, but looks good for the future thanks to a new national network plan, and water conservation projects are also important. But there is also a clear shift in emphasis from say 10 years ago. Many of the major inter-city routes are now complete, so spending on road building now focusses on smaller roads and repair & maintenance. The same is true to a lesser degree in the rail sector. There are still many inter-city high-speed links to be built, but the real growth area now is in urban metro construction. This is of course positive for construction equipment sales, but Off-Highway Research expects only modest single-digit growth for the coming years. One issue is that the surplus of machines from the 2009-2011 boom is still in the population with relatively few hours on the clock. A much larger issue for the Chinese industry is that it is yet to adjust its production and cost base from the 450,00 unit per year

Trade fairs can be an excellent barometer of market health, and both China and India had major events in the closing weeks of 2016 – Bauma China and Bauma ConExpo India. The trough in the Chinese market was apparent with the number of big-name absences in Shanghai. They included Caterpillar, Case, Doosan, Hitachi, JCB, Kobelco, Komatsu, Kubota, Liugong, Lonking, Shantui, Sumitomo, Xiagong (XGMA) and Volvo. At the same time, the show reflected China’s growing maturity as a market, with access platforms and compact equipment becoming much more visible. Many types of work attachments were displayed, and these will help improve the versatility of machines and open new sales opportunities. Component suppliers have continued to improve their exposure to the industry, and even dealers have begun to promote their services at the show. Meanwhile Bauma ConExpo India in New Delhi reflected a much more buoyant industry, with a record 31,000 visitors and all but one or two of the major players in the market taking stand space. Again, the equipment on display reflected a certain increase in sophistication of the industry, but India is not yet on a par with China. A handful of machine types such as backhoe loaders, crawler excavators and the fantastically unstable pick and carry crane dominate, with the abundance of manual workers in India leaving limited opportunities (but growing) for compact plant and diverse attachments.  ■ For more information and regular news on global construction equipment markets, visit www.offhighway.co.uk

Changing Customs With President Trump seemingly determined to erect a wall separating the US from Mexico and UK Prime Minister Theresa May still wrestling with what Brexit will mean for the movement of goods, Rob Jenkins from new CEA member Customs Connect analyses the likely customs developments for the construction equipment industry in 2017.

T

hree key developments from 2016 will continue dominating the customs and international landscape again this year, namely: • A new set of customs regulations introduced in May 2016 • The UK leaving the EU and the shape of the new relationship • A Trump presidency The construction equipment industry is international in focus and as such imports from outside the EU and trade within the EU are a key factor in supply chains and regulatory risk management.

New Customs Rules The Union Customs Code (UCC) came into effect on 1 May 2016 but transitionary measures put off its full implementation until this year. Businesses operating customs duty relief regimes such as Inward Processing (IP), commonly applied in the construction equipment sector, could continue operating under current authorisations but most will need renewing under the more stringent rules this year. The new rules require businesses to document operating procedures and demonstrate greater management controls. Businesses also need to put in place new financial guarantees to

cover the duty (and sometimes VAT) suspended on the goods under the duty regimes or apply for a further customs authorisation (Authorised Economic Operator) which is akin to an ISO 9001 certification for the customs world. The UCC introduced other key changes which HMRC is likely to focus on including: • Changes to the method of valuing imported goods • Increased focus on whether royalty and licence fees are subject to duty • The requirement to include Binding Tariff Information (BTI) references on customs declarations Further information about the UCC can be found here.

Customs Impact of Brexit The UK Government promises to submit Article 50 by March this year, giving up to two years before our exit (unless a transitional agreement is negotiated). The Government is looking for a bespoke deal to suit the UK but there seems little appetite for customisation (within the other major EU member states. As such, our post exit relationship with the EU is likely to be in one of the following forms below.

GENERAL OVERVIEW

Single Market Access

This provides for free movement of people, goods, services and capital plus contribution by non-EU countries. Only goods originating in signatory countries qualify for duty free treatment. The current EEA agreement which gives certain non-EU countries SM access excludes agricultural and fisheries products and so such a deal could in theory be sectoral.

Customs Union

A customs union provides duty free access to goods irrespective of origin. However, membership would require the UK to keep the same external tariff rates as the EU would restrict our right to negotiate other free trade agreements.

Preferential Trade Agreement

WTO

Free trade in accordance with the terms of the agreement for listed goods that originate in the UK or EU in accordance with specific origin rules set out in the Trade agreement. Proof or origin is needed to benefit. No free trade agreements and so all movements are subject to duty at the normal rate. WTO membership ensures all members work to the same tariff so commodity codes are harmonised to the first six digits, valuation rules, origin rules and customs procedures (including reliefs) are common.


ConstructionWorX Brexit

The US is the top export market and fourth largest source of imports for the UK and so its trade policy there will have an impact over the next few years. Given the red line issues of immigration and sovereignty (national law over EU law and freedom to make our own trade deals and control over our borders) most commentators have drawn the conclusion that we are heading for a ‘hard Brexit’ outside the Customs Union and Single Market. Businesses are modelling the impact of the various options and devising plans to mitigate any adverse effects. Although two years may seem plenty of time it is worth noting that implementing planning to mitigate these effects is likely to take between 12 – 24 months. The UK government proposes copying the new customs rules set out above (UCC) across into national legislation. Interpretation of these rules is likely to diverge over time, which will complicate customs compliance for those businesses with UK and EU based businesses. It is also worth noting that customs duties will go to the UK Exchequer post Brexit. At present 80% of the duty collected goes to the EU. This change may impact HMRC’s focus on non-compliance.

Trump and Trade The US is the top export market and fourth largest source of imports for the UK and so its trade policy there will have an impact over the next few years. President-elect Trump set out his trade agenda during his campaign to include: • An attack on Free Trade Agreements including withdrawing from the TPP and renegotiating NAFTA • A trade war with China, including the imposition of tariffs of up to 45% unless reforms its trade relations with the US • An investigation to identify every violation of trade agreements and the use of every tool under American and international law to end these abuses

It is to be seen how much of this is campaign rhetoric and how much translates in to policy, but the appointment of Robert Lighthizer suggests addressing the trade deficit and protecting jobs is high on his to-do list. Protectionist measures against China are likely to deflect China’s exports to the EU. Such a deflection is likely to bring about trade protection measures here too in the shape of anti-dumping duty (ADD) investigations. Any US/ EU trade agreement is now likely to be dead and President Trump is unlikely to be rushing in to any such agreement with the UK, especially if the UK signs a deal with the EU. Strictly Strickland Independent thinking and a willingness to work alongside OEMs has been the key to the success of Strickland MFG.

S

trickland MFG is a well-known name in the construction plant and earthmoving industries – the company’s head office operates from a purpose built, 2.4 hectare facility in Evesham Worcestershire. Producing couplers and attachments for earthmoving machinery since 1945, Strickland MFG has become a trusted supplier to many OEM, OED and national plant hirers. The company started out as N Strickland Ltd, a privately-owned business that has been operating from the same site in central England since 1945. In 2002 the company reinvented itself with the sale of its well-known Berco undercarriage distributorship. Two new companies then emerged and became Strickland Direct Ltd and Strickland Tracks Ltd. With Strickland Direct Ltd concentrating on buckets and attachments for the earthmoving sector, its sister company developed a new market place manufacturing track systems for mobile crushers and screeners. After four steady years of growth for both companies, in August 2006 there was a change of leadership. The new leadership came in the guise of the O’Neill Manufacturing group. The O’Neill family were well versed in the

growth. With sustained growth year on year, the staff put this success down to its strategic production planning and aggressive stocking levels, with an eye on long term goals.” More recent changes to the business have included a new manufacturing facility in Northern Ireland to help satisfy the increased demand. New offerings have been added to the product portfolio including the S-Lock quick couplers and hydraulic thumbs. The company can also react quickly when a customer needs a particular specification build. Included in the Strickland MFG product portfolio are telehandler buckets that are tapered at the rear to enable the buckets to be stacked neatly and in a more compact fashion during transport and storage. The company is one of the largest stockists of buckets and attachments in the UK, with huge stocks of finished product available for immediate shipment at any time. The company offer buckets on a next day delivery style basis, minimising downtime on site and allowing customers to reduce their own stock inventory. The Strickland range is designed using the latest 3D CAD technology, to produce bucket and attachments that will last in even the

most arduous applications. The company’s own trained engineers work hand in hand with the very experienced sales team, who take note of customer feedback to constantly increase the range of products available. Strickland MFG has been working closely with Ernest Doe for over six years. Account Manager Nicola Troy has built up an excellent working relationship with the sales force and office staff alike. “Knowing your customer is a vital part of account management,” she says. Bobcat Goes Rigid A new range of rigid frame telehandlers has been launched by Bobcat for the construction and rental industries. Bobcat now offers a choice of 11 new telehandler models for the construction/ rental markets covering maximum lifting capacities between 2.6 and 4.1 tonne with lifting heights from 6 to 18 metres. ost industry experts are forecasting that activity in the UK construction market this year will show little change on 2016 levels, at best. However, latest updates from the industry are providing some positive sentiment as the New Year begins. The latest Markit/CIPS Construction PMI survey (purchasing managers’ index) for December came out at 54.2. This continued the improving trend since the July 2016 “low”, and was the fourth consecutive month to record a result above 50, suggesting growth in the industry. The monthly survey consists of responses from over 170 construction companies, and provides a reasonably upbeat assessment of market prospects in 2017. Nearly half of respondents (48 percent) expect a rise in business activity during the next 12 months, while only 13 percent forecast a reduction. Another feature highlighted in the Markit/CIPS survey is the increase in input costs for the industry, resulting from higher

imported material costs due to the weak exchange rate since the Brexit referendum. The latest rise was reported to be the steepest for approximately five-and-a-half years. The ONS (Office for National Statistics) have published construction output figures up to October 2016, (see figure 2) and this shows a weakening level of activity in the second half of the year. However, in the first 10 months of the year to October, output is still one percent above the same period in 2015, and overall, output in 2016 is expected to outturn at similar levels to the previous year. The Construction Products Association (CPA) published their latest forecast at the end of October last year, and this anticipates that the UK construction market will be “broadly flat” in 2017 and 2018. Due to the impact of uncertainty following the Brexit referendum, a mixed picture is anticipated. New projects started before the vote are expected to sustain activity until the middle of 2017, but after this, the impact of uncertainty and reduced investment levels will begin to be felt across the industry. For activity in 2017 and 2018, fortunes are forecast to vary across the construction sectors. Infrastructure is likely to be the key driver, with major projects such as HS2, and Hinkley Point and the Thames Tideway Tunnel (both in the National Infrastructure and Construction Pipeline as private funding) providing significant growth. In contrast, office and factory developments

Construction Europe (www.khl.com/magazines/construction-europe/ detail/item124088) published an article in January which followed a similar theme. This was about the accountancy firm KPMG describing the 2017 construction market as a year of “feast and famine” for building contractors in the UK. Companies involved in infrastructure are forecast to win more work as government and utility companies spend heavily on roads, rail and energy investments. While in contrast, companies more dependent on commercial projects will see a decline in demand. Glenigan (www.glenigan.com) published their forecast for the

A high level of political uncertainty is one of the key reasons, not just Brexit, but also up and coming elections in France, Germany and the Netherlands. The UK was listed alongside a number of Eastern European markets (Poland, Hungary, the Czech Republic and Slovakia) where prospects are weakest for 2017.  ■

Trailblazer Standards Approved Land-based Engineering. Get used to the phrase. Within the context of apprenticeships for construction plant service and maintenance engineers it is vital that you do. The CEA’s Philip Burgess reports.

O

n 16 December 2016, the Skills Funding Agency approved for use the two Trailblazer Apprenticeship Standards on which the CEA has been working in partnership with the agricultural sector’s Land-based Engineering Training & Education Committee (LETEC) for most of the past year. This successful outcome has provided the construction equipment sector with standards Philip Burgess that describe the job role that apprentices will undertake and the skills required of them by the Land-based Engineering (LBE) sector and are pitched at Level 2 for ‘service engineers’ and at Level 3 for ‘service engineering technicians’. The good news extends further in that the LBE standards have been placed in the highest funding band for government funding under its new regime to commence in May 2017. In 2015 the CEA Skills Advisory Panel identified the need to analyse the construction equipment sector’s apprenticeship training needs within the context of the (then) relatively new UK government policy of developing new sector-specific ‘Trailblazer’ apprenticeship standards. We quickly recognised the importance of such standards with respect to service engineers as these employees are the backbone of construction plant manufacturers and their dealers and there was widespread recognition that steps must be taken to ensure they are provided with the right structured training programmes and with recognised career paths. This need was also driven by the government’s intention to remove funding for existing ‘Framework’ apprenticeships by 2020 and also by pressure put on the supply chain by the public sector and other clients. Moreover, the government’s imposition of the Apprenticeship Levy from May at 0.5 percent of employers’ pay bills over £3 million will have a significant impact on larger companies. Therefore, for employers to derive best value for the spending of training vouchers that are to be used as part of

the levy scheme, it makes sense to have apprenticeship standards tailored specifically to our sector. Discussions early last year with LETEC regarding its previouslyapproved LBE Trailblazer demonstrated the closeness between construction plant and agricultural plant and that they share most of the generic requirements for underpinning technical skills and knowledge. Consequently, our efforts throughout 2016 were to serve the interests of construction plant by defining and securing approval for an appropriate pathway for use within an amended LBE Trailblazer rather than shaping a new, separate Trailblazer which would have involved considerably more time and cost and risked not being approved by government due to its closeness in character with the LBE Trailblazer. The work has involved close engagement with the agricultural sector, the Skills Funding Agency, training providers and training assessment bodies and now continues on the development of the associated assessment plan for the Trailblazer – approval of which is anticipated by April, ahead of the introduction of the government’s new regime for apprenticeships funding in England. The LBE Trailblazer standards are available on the Gov.uk website and can be readily accessed via the CEA Skills Portal at http://www. thecea.org.uk/skills/ as can the government’s updated guidance on the changes to apprenticeships funding, and on the Apprenticeship Levy and how it will work. Particular actions for employers to consider in the immediate term future are: • Employers subject to the Levy will, from May, be able to choses a provider from a new register – the Register of Approved Training Providers – so they should check that their preferred provider is included on the register. Larger employers may intend to provide their own training in house, in which case they will need to be on the register. • Levied employers will also need to register with HMRC for the government’s digital payment scheme • Employers operating across UK national borders as the new apprenticeship funding regime applies to England and the regime will not apply to those apprentices receiving their training in Scotland, Wales or Northern Ireland.  ■
