I’M FROM THE GOVERNMENT – and I’m here to help... The Brexit conundrum has dominated the news pages for over two years – and is set to continue. There is no doubt that the political focus on a single issue has hampered progress on the bread and butter topics which affect our lives, jobs and businesses. But, we know that the actions of Government cannot solve all our challenges and we have to tackle these ourselves. All evidence suggests that the construction equipment industry is embracing the task. In this issue of Construction Worx we highlight the commitment of our industry to invest in training and education. Stories from Nylacast and Flannery show that companies can make a difference to people’s career opportunities. We also include an article on Mates in Mind and highlight their mission to raise awareness and improve mental health in the construction industry. It’s good to see that at this year’s PLANTWORX show that Skills, Employment/ Education,Training, under the GetSET banner, will be part of the event – as will Mates in Mind. To accentuate the positive, we can’t ignore the terrific potential in the UK construction equipment market at the moment. Upcoming investment in UK infrastructure includes: £48bn in rail, £30 bn in roads, £1.7 bn in prisons and 1.5 million new homes by 2022. We have announced the programme for the CEA’s annual conference on 21st March which
will feature briefings on rail investment, Highways England and EDF Energy plus an insight into Formula 1 technology. You will also get the opportunity to dust off your black tie or evening dress for the PLANTWORX innovation awards in the evening. In my last editorial I stressed the contribution of individual people to the success of our industry. It is great to see that the Queen has also recognised this in awarding an MBE to one of our Patrons, Susan Scurlock, the founder of the Primary Engineer organisation. A mention too to Peter Bennett, the MD of PASMA, for his award of an OBE for his contribution to the access and work at height sector – also a terrific recognition of the value of trade associations. So, in uncertain times, if we are looking for the support of government for all our challenges then as business people we are being a little naïve. Let’s follow the example of the companies and individuals that will keep us moving forward whatever the political and economic climate. And the quote from the title above… is mostly attributed to US President #40, Ronald Reagan, but he stole it from someone else. ■

Movers & Shakers New Policy Manager at the CPA Chris Cassley has joined the Construction Plant-hire Association (CPA) team as Policy Manager. This is a new position, and the principal purpose of the role is to analyse external and internal influences on CPA policy and strategy. Chris will also be responsible for working with CPA Council and the team to develop and implement policy, to further the best interests of CPA members. Chris was previously employed by the Confederation of British Industry (CBI) for over 16 years. His most recent role at the CBI was Lead Policy Advisor for the EU Science and Innovation campaign, acting as the link between government, the EU and CBI members. Prior to this he was Medium Sized Business Campaign Manager and Manufacturing and Construction Council Policy Advisor at the CBI. He acted as the secretariat to a number of high-level CBI policy committees, including establishing the Innovation and Digital Committee. Following his appointment, Chris said: “'I am delighted to join the CPA team. Plant machinery is the backbone of the construction industry and the CPA plays a vital role in representing the interests of the sector. I look forward to working with our members in developing and shaping this new area for the CPA as we meet the issues head on.” Kevin Minton, Chief Executive of the CPA added: “Chris’ appointment as Policy Manager is an exciting development for both our team and our members, as he will lead policy implementation in the interests of CPA members. Chris already has valuable experience of the UK construction market and has a great deal of expertise in analysis and implementation of key policies, so he will be a valuable addition to our team.”
CEA Honorary Patron for Education awarded an MBE Susan Scurlock is Chief Executive and Founder of Primary Engineer, which she founded in 2005 after training as a graphic designer and later as a secondary school teacher. Susan has developed a sophisticated programme of award-winning teacher training courses. ranging from one day courses to master’s level postgraduate certificates and has designed national competitions and educational programmes involving some of the best-known UK companies, universities, councils and the Institution of Mechanical Engineers. The programmes reach thousands of teachers and tens of thousands of pupils annually. These programmes have demonstrated significant annual growth addressing issues of diversity and STEM skills. The CEA work with Susan delivering the Primary and Secondary Engineer schemes to schools and hold a Primary Engineer ‘celebration event’ at the Plantworx construction exhibition. In 2018 Susan became the CEA’s Honorary Patron for Education. Susan is also a recipient of Honorary degrees from Glasgow Caledonian University and the University of Strathclyde in recognition of her work. Susan commented on being awarded an MBE she said, “What an absolute delight to find my name was on the Queen’s New Year’s Honours list and I didn't dream it. I'd had a letter saying the Prime Minister would be putting me on a list for Her Majesty The Queen to approve, for my work in engineering and education – and would that be ok!? I'd kept the letter on the kitchen cupboard, re-reading more than once, mostly checking I had ticked the 'Yes' box! It is fantastic to receive, leaving you stunned and surprised at the same time. Nothing would ever have happened without the amazing Primary Engineer Team, the Primary Engineer Advisory Board and all who we work with on this grand journey to grow engineers! What a start to 2019.”

Hyundai Construction Equipment Europe appoints new Director for Material Handling Europe Hyundai Construction Equipment Europe recently announced the appointment of Peter Verbiest as the new Material Handling Director for the European market. With more than seventeen years of experience in the Material Handling business, both in general management and sales, Hyundai welcome Peter Verbiest who will further develop the company’s Material Handling business unit. In close cooperation with Hyundai’s branches and European dealer network, Peter Verbiest will lead the European Sales department, the After Sales department and the Product Support team. He will be developing and implementing commercial strategies with focus on long-term partnerships while securing HCEE’s business objectives in Europe. Johan Thiels, HR Director at HCEE “Peter Verbiest brings an in-depth business industry experience with him. He will now head up the Material Handling business unit where he will manage and lead the European division. Following a year of fast paced growth which included the opening of a new depot in Inverness and the addition of several new brands, Young Plant Sales has been renamed Molson Young Plant Sales as part of a rebranding exercise being completed by Molson Group. After a year that saw significant expansion in the breadth and depth of the Molson Group’s product offering throughout Britain, a decision to re-brand all companies within the group has been taken. The objective of the re-brand exercise is to align the individual organisations under the Molson brand and provide a clear proposition of all the Group's capabilities, whist still maintaining each unit’s unique identity and making clear their particular focus. The re-branding exercise will be rolled out across the Molson Group throughout Q1 of 2019 with front line services being the first things to change. The re-brand has already begun with the change from A&Y Equipment Sales to Molson Compact Equipment in Q4 2018. Jonathan Wilson, Molson Group joint MD said; “2018 was a fantastic year for the Group and the re-brand is simply about bringing it all together. As a Group, we are in a unique position in the market because of the breadth of products and services we are able to offer. Trakm8 Asset provides real-time location data on all your vehicles and equipment, from one dashboard. Trakm8 is one of the UK’s largest manufacturer of telematics devices and one of the latest companies to join the CEA. The company designs and manufactures its devices in the UK and holds the Made in Britain marque. The company supplies a wide range of customers in the fleet, automotive and insurance sectors. Last year Trakm8 invested circa £1.5 million in a new 1,500sq m factory in Coleshill, West Midlands, increasing its production capacity to around one million telematics devices per annum. The investment in automated assembly and test equipment will also increase manufacturing efficiency and further enhance quality. The two buildings are approximately 30 metres apart, retaining the operational benefits of being on one site. With its Trakm8 Asset solution, the company report that users are able to track all of their vehicles, plant and equipment from one dashboard. Nick Guise, Trakm8 Group Marketing Executive said, “Going beyond track and trace capabilities, Trakm8 Asset is a fleet management solution that can increase utilisation rates and improve productivity. It’s all in the Wrist! The cost-conscious UK market has always been relatively steadfast in its ways, sometimes slow to pick up on new-fangled ideas, fobbing them off as ‘flash in the pan’ fads. This happened when Japanese excavators first came to the shores and more so with the advent of the tiltrotator. In its formative years the tiltrotator concept has attracted a huge amount of interest whilst in the same breath been called a waste of money, an expensive toy, and something for those with too much money. Whilst the early years proved tough for the sellers of these high quality, Swedish manufactured attachments, the owner operator market saw the benefit in what could be achieved by using such a piece of equipment. One man ever present from the inception of the tiltrotator revolution and instrumental in promoting the possibilities of this technology is managing director of Steelwrist UK, Pat Bulcock. Pat started out in the industry with OEM Volvo on the sales side of the company and regularly came into contact with the early incarnations of the tiltrotator concept. Seeing the promise and potential of the idea led Pat to move on from Volvo and began selling the Engcon brand of attachments in the UK. The urge to set up his own dealership saw Pat form AgCon UK and take on the black and green Steelwrist brand, a product he has developed to become one of the market leaders in tiltrotators in the UK. Early 2017 saw Pat sell AgCon to Steelwrist – he then become the UK managing director for the brand with the full factory backing. Construction machinery journalist and photographer Paul Argent caught up with Pat Bulcock, on behalf of Construction Worx magazine, to ask about the rise of the tiltrotator in the UK and his role in promoting the concept within the UK construction sector…
PA: Why did you believe that the tiltrotator concept had a future in the UK? PB: The concept was huge in the Nordic region and when I say huge, almost every excavator up to 25 tonnes had one. I thought that, like the quick hitch and the likes of OilQuick in the demolition industry, the benefits of operating an excavator with a tilt rotator was hugely beneficial to both the productivity of the company and their clients. It has taken a while for the UK to accept change, it always does, but thanks to some of the early takers of any of the tiltrotator systems, they have seen and promoted all of the benefits from day one. It was easy to see that the concept of using such a system would benefit the owner operator or a company undertaking their own works far more than a plant hire company who were only looking at the bottom line figures and the hire costs. It’s not a system that just anyone can be given. PA: Why do you think the industry has been relatively slow in taking up the concept? PB: I don’t think they’ve been that slow. Owner operators have seen the benefits immediately. When you have to factor into your costs, charges for undercarriage wear, time repositioning the machine, having a man with a shovel working on the ground next to the machine and a whole raft of other issues, spending on a tilt-rotator to eradicate almost all of these can soon become a no-brainer. We, as an industry, are too quick to dismiss a product because of its perceived high cost. When you are a bigger company, what you don’t often do is look at what the cost savings can be and don’t look at the longer term, bigger picture.

The tiltrotator these days is on a plug and play system which will integrate into the machine’s electric and hydraulic systems with relative ease. This means it can be moved from your first machine, to a second and a third with very little effort and cost. So, what initially looks like an expensive attachment, soon costs very little for the potential cost savings and productivity gains which can be achieved.
PA: Where do you see the future for the concept?

PB: Steelwrist has recently launched the SQ hitch which incorporates the ability to transfer all hydraulic and electrical functions through the hitch without the need for hoses dangling between the excavator and attachment. It’s a further step towards upping productivity and site safety. For instance, if I was digging a trench and came across a large piece of stone or concrete, I could drop the bucket and connect my hammer in under 30-seconds. I would break the obstruction and have the bucket back on and be digging away again without having to leave the cab. No more leaking oil fittings, no more having to crack pipe fittings because the pressure wouldn’t drop enough. It’s all about increasing productivity and safety. If we can help an operator do that then we are ultimately saving them money in the long term. GPS is another key area. Our system can be integrated with the leading brands available and as the popularity of its use increases, we aim to drive our technology along with it too.
PA: You are often seen as the ‘Go to’ person within this sector – why do you think that is? PB: Ha! I’m not sure that’s the case. However, I do think the concept is the way to go and I have worked with various manufacturers of the system – so I guess I have extensive knowledge of the concept and its capabilities. It doesn’t matter what ‘colour’ you choose - for me, I will only offer the system that is absolutely right for you. I won’t undersell a system to get a deal as people talk to each other. We are getting repeat business and referrals from existing customers - so we must be doing something right. It’s a small industry and one which can easily punish you should you get a bad reputation. The equipment market remains positive The CEA’s Paul Lyons looks at the latest reports and statistics for the UK market… Construction equipment sales show 4% growth in the first nine months of 2018 Retail sales of construction and earthmoving equipment in the UK market grew by 1% in the third quarter of 2018, compared with the same period in 2017, according to the UK equipment statistics exchange*. This continues the trend of a slowing rate of quarterly growth compared with growth at 5% in Q3 2017. The graph below shows quarterly sales on an index basis, using Q1 2016 as 100. This illustrates a continuing upward trend in sales in the UK market, but at a slowing rate of growth. In the first three quarters of 2018, equipment sales have recorded 4.2% growth in total compared with the same period in 2017, reaching over 24,000 units. The graph below illustrates a consistent seasonal pattern of sales across the last 3 years, with Q2 remaining as the peak quarter of demand each year.
in the first three quarters of 2018. On a year to date basis, mini/midi excavators (below 10 tonnes) are the next strongest product, showing over 5% growth in the first three quarters of the year. The equipment type showing weakest sales in Q3 was telehandlers (to the construction industry), and this has resulted in sales in the first three quarters of the year falling below 2017 levels. In contrast, sales of compaction rollers have continued to improve during 2018, and on a year on year basis are now only 3% below 2017 levels in the first three quarters. Overall, the latest equipment sales provide an encouraging position for the industry, against the background of an uncertain construction market, which is anticipated to show relatively flat output in 2018 and 2019. The latest results from the ERA/IRN rental tracker for the rental market in the UK for Q3 2018 suggest that confidence is being maintained, against a background of uncertainty due to Brexit. This is significant in the UK, where it is estimated that c.60% of equipment sales are via the rental market. In the survey, only 13% of rental companies reported a decline in business in Q3, while more than half saw an improvement. Looking ahead, 64% of respondents expect business to be better in 12 months time. This is lower than the 73% recorded in the Q1 survey, but still provides a positive outlook for the market. The latest forecast for equipment sales in the UK market from OffHighway Research anticipates a 2% increase in 2018 for the full year. To put this in to context, the current level of sales in the UK market is at its highest level since the 2007 boom, prior to the market crash. Forecasting the 2019 market remains very difficult due to the uncertainty caused by Brexit. Off-Highway Research’s mid-year forecast was for a small reduction in sales in 2019, but sentiment may change in the coming months, depending on the outcome of Brexit.
UK exports and imports of construction equipment eased back in Q3 2018, but remain ahead of 2017 levels *The UK construction equipment statistics exchange was taken over by Systematics International Ltd. in 2017. This scheme is run in partnership with the CEA, and allows publication of quarterly bulletins to be issued on equipment sales in the UK market. The strongest equipment sales in Q3 were from crawler excavators (over 10 tonnes), which are now showing over 18% growth in sales

However, overall levels of exports still remain well ahead of 2017 levels, according to the latest HMRC trade statistics. Exports in the first nine months of 2018 reached £2,508 million, which represents a 17% increase on the same period in

2017. This suggests UK equipment manufacturers are still benefitting from increasing demand in many of the major overseas export markets. The USA remained the single biggest country destination in the first three quarters of 2018, accounting for 25% of total UK exports. EU28 markets accounted for 45% of total UK exports in the first nine months of the year, and underline the significance to the industry of any changes in customs and trade agreements due to Brexit.
The construction market is maintaining some modest growth The latest figures from the Office for National Statistics (ONS) show 2.1% growth in construction output in the third quarter of 2018, after growth of 0.8% in Q2. This followed a 1.6% decline in the difficult first quarter of the year. The latest UK construction Purchasing Managers Index (PMI) published by IHS Markit for November reached a four month high at 53.4, with most aspects of the survey providing positive results (an index above 50 suggests growth). This included indications of increases in house building, commercial building and civil engineering activity. However, views on business confidence remained relatively subdued in the latest survey. This was due to respondents noting that Brexit related concerns were weighing on growth projections for the next 12 months.
Imports of equipment showed a further reduction in Q3 2018, after showing a small reduction in Q2. However, Q3 levels of imports were still at higher quarterly levels than 2017, and in the first nine months of the year are 14% above 2017 levels during the same time period, at £1,313 million. Japan and Germany remained the two single biggest country sources of imports, accounting for 40% of total imports between them.

The latest forecast for the UK construction market from the Construction Products Association (CPA) published in October 2018, anticipates growth will remain flat in 2018, and rise by only 0.6% in 2019. This represents a downward revision for 2019 from the previous forecast of 2.3% growth. During 2018, the two strongest sectors have been infrastructure and private housing, and are forecast to compensate for declines in other sectors. This includes the commercial and industrial sectors, where uncertainty caused by Brexit is having an impact on investment, and is slowing down activities like office development. Similarly, growth for 2019 has been downgraded amid signs that Brexit uncertainty and on-going delays in the delivery of major infrastructure projects is continuing to impact on activity levels. Glenigan have published their latest forecast for the UK construction market in November 2018. Glenigan measure construction market activity in terms of the value of new project starts, and this approach provides a more pessimistic outlook than some of the other forecasts. However, the latest forecast anticipates a slowing rate of decline in new project starts in 2018 and 2019, and some growth in 2020. Glenigan anticipate that 2018 will see a fall of 6% in new projects starts, but at a slowing rate compared with an 8% decline in 2017. The latest forecast for 2019 is for a further fall of only 2%, and then 3% growth is forecast for 2020. In the latest forecast, the most positive segments of the market in the short term are civil engineering, boosted by major projects, and demand for new logistics and warehousing, to meet the growing needs of online retail activity. From a regional perspective, Glenigan are highlighting that growth within the sector is focused outside of London and the South East, with project starts forecast to be the strongest in the South West, Wales, Scotland and Northern Ireland. Why use simulator training for operators? Dale Hawkins explains the processes and advantages.
Training plant operators is not an easy task – this is due several factors including the transportation costs and logistics of getting a large piece of construction kit to a safe environment to enable the training of a potential plant operator. Then there is the safety aspect of the process – where traditionally a training instructor would be hanging off the side of a moving machine offering instruction to the operator. The safety standards of today would not allow this, therefore the trainee operator is tasked with learning to use the controls in the cab unaided – this could be the most dangerous time of the training programme – and could cause untold damage to both man and machine! Also, this method of training only offers a one on one training schedule which elevates the cost and availability of such a course. These innovations in simulation offer a very cost-effective safe classroom based training solution where we are able to bring multiple candidates in to a classroom and teach the basics to these operators so when they do get the chance to sit in the real machine they are already familiar with the controls of the machine making the training a much safer and a more speedy process, thus allowing more candidates to be trained in a shorter time frame and a lower cost.
A winning team – PLANTWORX and Plantforce Rentals Plantforce Rentals have traditionally been at the forefront with leading projects such as HS2 and currently have over 100 machines working on nuclear reactor project, Hinkley Point C. The company experienced this change in training operators digitally first hand, which encouraged the company to launch its own program of training for its plant operators, working closely with UK Plant Operators founder and simulator training expert, Dale Hawkins. Dale and his team have already trained 150 plant operators on Leica GPS and machine control on the Hinkley Point C project. The in-house training programme focuses on the full spectrum of GPS machine control technology, electronic height/slew restriction systems, the safe use of attachments and fuel efficiency, using state of the art simulation technology. The Plantworx simulation zone will house a number of 80-inch screens and a huge event screen will project live feeds from the simulators and their operators, which will create a major visual and audible impact. All Plantworx visitors will be invited to participate. Immersive training experts, including Dale Hawkins and members of the Plantforce Rental team, will be on hand to guide each participant through the virtual world of simulation technology. Companies and contractors who would like to investigate this type of training are also invited to experience what the zone has to offer. No previous experience is necessary!

Operator Profiling Plant operator profiling and efficiency training – this method can help the operator become more efficient in his/her daily work practices. An operator may have a lot of experience in operating heavy plant machinery, but he/she may not be efficient - which when calculated over a year - could cost the company a considerable amount in fuel and site wastage. We have used simulation to help teach these drivers how to become more efficient - for example how to set the machine up for a dig with minimum rotations of the machine - the shortest distances - making sure you use full buckets - planning of the site roads and haul routes. This is also extended to the site management team for the planning process when ordering plant machinery for the site.

All in the mind A focus on mental health in the construction sector Construction Worx explores the developments within the construction sector that are helping to raise awareness and break the stigma surrounding the ‘Black Dog’. Also, schemes offering a potential lifeline to workers suffering from mental health. According to the Centre For Mental Health, at this current moment in time, one in six workers in the UK is experiencing depression, anxiety or stress. In a construction population of 2.1m, representing 6% of the UK workforce, that suggests 350,000 people in construction at any one time are suffering. The statistics are shocking - with two construction workers taking their own life every single day. And stress, anxiety and depression currently account for a fifth of all work-related illness. A recent ONS study found that, in England, the risk of suicide among low-skilled male labourers, particularly those working in construction roles, was three times higher than the male national average. Mates in Mind is a registered charity which aims to raise awareness, address the stigma of poor mental health and improve positive mental wellbeing in the UK construction industry. Launched in 2017, Mates in Mind has already reached 200,000 workers since its inception and by 2025 the charity aims to have reached 75% of the construction industry. It is led by and for the industry in partnership with the Health in Construction Leadership Group and British Safety Council, as well as with other leading organisations and charities such as Mind, Samaritans and Mental Health First Aid England. Mates in Mind appreciate that every organisation has its own culture and way of working, and it will be the same when it comes to mental health and wellbeing. Therefore, the charity looks to both support employers in creating their ideal approach, whilst recognising any existing provision. Mates in Mind has recently appointed James Rudoni as Managing Director of the charity. James said, “The work that Mates in Mind has done in year one, has been hugely impressive and is already having a significant impact in improving understanding of mental health and wellbeing across the construction Industry. It is clear that this charity has given many in the industry a voice. I look forward to taking our vision forward to ensure that by supporting
organisations across the construction sector, we can bring about the change needed to promote the importance of proactive mental health management in the workplace.” Steve Hails, Chair of Trustees of Mates in Mind, said: “Mates in Mind, as a new industry charity, has been a real success over its first year thanks to key people behind it. In this period, our message has reached almost 200,000 workers through our more than 175 supporter and partner organisations. But with the industry employing more than 2 million, we still have some way to go.”
Within the Mates in Mind framework there are four key elements which, importantly, together offer a holistic and joined up approach: 1. To educate and inform the workforce – with messages tailored to the workforce, to leaders and to champions – helping everyone understand their roles and responsibilities when it comes to mental wellbeing. 2. To support both the organisation in creating the right programme for them, offering guidance on specific worker issues from creating a stress management policy – through to connecting the workforce to appropriate support at the right time. 3. To visibly support the framework throughout the organisation with relevant and accessible communication materials – from hard hat stickers to van stickers, to posters, flyers to wallet cards etc. 4. To help build an evidence base – Mates in Mind are also developing a research programme which will help the industry understand the nature and impact of mental health and ensure development of effective and robust solutions.

A new collaboration between the Lighthouse Construction Industry Charity, construction software firm ‘COINS’ and ‘Building Mental Health’, also aims to address this sensitive subject with a new Construction Industry Helpline app. This free mental health app will provide vital information, advice and guidance on many wellbeing topics including stress, anxiety, depression, anger and suicidal thoughts. The app, which is 100% confidential, was launched in December last year. Bill Hill, CEO of the Lighthouse Club charity said, “The app is aimed at construction workers and their families and complements our 24/7 Construction Industry Helpline. We recognise that not everyone feels comfortable talking about their feelings or personal situation, so the Construction Industry Helpline app is aimed at people who would like to find out more information about how they can perhaps help themselves or if necessary, take the next step in seeking professional help. It is a preventative tool and aims to provide support at the initial stages of a situation so that the problem does not reach a life critical stage.” Although the construction industry is rising to the challenge of creating a healthier workplace, finding the right support is not always easy. The Lighthouse Club are already helping to drive significant change through a variety of mental health and wellbeing support programmes – but realise that there is still a long way to go before the culture in construction removes the stigma about talking about mental health and wellbeing. By providing a free app, which can be downloaded by anyone in the industry, they hope to combat this. The Construction Industry Helpline app will provide information, advice and guidance about how people can relieve the long term effects of stress, anxiety or depression as well as providing access to other areas of support such as anger management, drug and alcohol dependency, debt management, legal advice, and emergency financial aid. COINS, who have over 35 years of developing software solutions for construction companies, are also passionate about giving something back to the industry and their CEO, Robert Brown, adds: “Collaborating with the Lighthouse Club in building this important app to help support construction workers and their families has been a privilege. It is great way for COINS to give something back to the construction
BBC Radio 4’s programme, All in the Mind, has also recently explored how a change within the construction industry’s culture around mental wellbeing has begun. The segment featured Steve Hails, Tideway’s Director of Health and Chair of Trustees of Mates in Mind, Safety & Wellbeing and RSE’s Group Director Russell Stilwell, and explored their personal and professional experiences with mental health difficulties and the challenge of tackling the stigma so often associated with the topic within a predominantly male workforce. Both Russell Stilwell, a Mates in Mind Business Champion and Steve Hails also a founding member of the HCLG (Health in Construction Leadership Group), discussed how this initiative aims to break the silence and stigma by enabling individuals to know how, when and where to get support. Importantly, they also see this work not just about ensuring a reduction in mental ill health but encouraging a state of positive wellbeing. UK Infrastructure Sales Opportunities – the Mega Projects 2019-2025 The media may be consumed by Brexit doom and gloom, never forget the expanding UK market for construction equipment to meet the demands of upcoming mega infrastructure projects. Civil Engineering Major infrastructure schemes, including Thames Tideway, HS2 and Hinckley Point, will be important drivers for sector activity next year. The value of underlying project starts (with a construction value of less than £100 million) is estimated to have fallen 13% this year and a further 5% decline is forecast for 2019. The value of underlying project starts is expected to strengthen in 2020 as road, rail and water industry investment programmes gather momentum. Energy industry work currently dominates the civil engineering sector. The ONS estimate that energy projects accounted for 43% of sector output in 2017. UK Construction Prospects The value of underlying construction projects is forecast to slip back during 2019 as the UK and the construction industry transition out of the EU. Overall the value of project starts is estimated to have declined by 6% this year, in line with our previous forecast. A smaller 2% fall is now anticipated for 2019, with a small recovery in project starts anticipated for 2020. This outlook for the industry is critically dependent upon the realisation of a Brexit agreement and the planned transition period. A no-deal Brexit would have a disruptive impact on the UK economy and construction activity over the forecast period.

Major projects make up a significant proportion of energy industry workload, a trend that was amplified by the current focus on major generation projects such as new gas-fired plants, Hinckley Point ‘C’ and off-shore wind farms. Work on HS2 is now contributing to sector activity as various contracts start on site. In addition, Network Rail’s new five-year investment programme (CP6) runs from next April. Within the programme £4.1 billion has been allocated for maintenance and renewals work during the first financial year, a 23% increase on 2018/19. A further 12% increase in spending is earmarked for 2020/21. Increased investment in the national road network is anticipated as Highways England brings forward projects under its collaborative framework, although major schemes such as the Stonehenge Tunnel fall outside the forecast period. Similarly, Heathrow’s third runway development is not expected to contribute during the period covered by this report with initial works potentially commencing in 2023. Water Industry projects starting on site have fallen away during the second half of this year and are forecast to remain weak during 2019 as the current industry investment period (AMP6) draws to a close. The new investment programme (AMP7) will begin to lift industry spending from April 2020. In addition, sector activity will continue to benefit from major work packages for the £4 billion Thames Tideway Tunnel.

EDF Energy – Hinkley Point and Beyond EDF Energy’s £19.6 billion investment in Hinkley Point C, followed by a second proposed £16 billion development at Sizewell C in Suffolk, are creating exciting opportunities for businesses - during construction and once the plants are operating. EDF expect that around 64% of Hinkley Point C’s construction costs will be spent in the UK, building skills and expertise for the future. Local companies are growing their skills and experience with
contracts being delivered for everything from construction – remediation works, road improvement, ground works, fencing, plant hire, material transport – to site services – catering, reprographics and design, fleet hire, landscape maintenance, electrical services, road sweeping, waste management – and supply of goods and materials – aggregate supply, building materials and consumables.

And now Crossrail 2 Nigel Wordsworth BSc(Hons) MCIJ, Editor of Rail Engineer, updates Construction Worx readers on Crossrail 2. Although Crossrail 2 seems the natural follow-on from the original Crossrail, the projects, and the reasoning behind them, are actually quite different.
Although the Crossrail project, which will become London’s Elizabeth line, has run into some unexpected delays, and is now not expected to enter service before next year, thought has already turned to what comes next. The Elizabeth line will run across London from the West to the East, bringing passengers from the Thames Valley and the West country, Essex and North Kent into the city, to destinations such as Bond Street, Tottenham Court Road, Farringdon and Liverpool street. What is needed next is a North-South crossing, or more accurately a North East to South West route, crossing London and bringing commuters from those suburbs into the city where they can connect with the Underground and, yes, even the Elizabeth line – at Tottenham Court Road. This project is imaginatively called Crossrail 2. Its managing director is Michèle Dix, and she heads up the team planning the new route from her office at 55 Broadway, the iconic former London Underground headquarters above St James’ Park tube station. Although Crossrail 2 seems the natural follow-on from the original Crossrail, the projects, and the reasoning behind them, are actually quite different. In its 2012 policy paper, the coalition government stated: “Crossrail is creating new transport infrastructure to support London’s economic growth. It will increase London’s rail transport capacity by 10 per cent, make journey times shorter and bring an extra 1.5 million people within 45 minutes of London’s business centres - leading to employment growth of up to 30,000 jobs by 2026 in central London.” In other words, it was all about making the commute to work easier for 1.5 million people and, as an extension to that, result in 30,000 new jobs. However, Crossrail 2 is about more than that - it’s about housing as well. Michèle Dix met with Rail Engineer magazine a couple of years ago to explain that Crossrail 2 will not only transform travel across the whole of the South East region, it will also support economic regeneration by providing the infrastructure needed to support 200,000 new homes and 200,000 new jobs. “It’s not just a railway scheme,” she
explained. “It’s a growth scheme and it’s based on the fact that, by the 2030s, London won’t be able to cope with the demands for travel because population growth is predicted to continue. And because we’ve got a housing shortage now, and with that population growth we’ll have a bigger housing shortage, we also need to plan our railways so we can open up new housing areas as well as get them to work.” Also, Crossrail 2 will take inner-suburban services away from Waterloo and Liverpool Street. With the forecasted continuing increase in traffic, when built it will provide much-needed additional capacity. So it’s not just about moving existing commuters in a more efficient and quicker way, it's about giving them new places to live and work as well.
Early plans The first plans for Crossrail 1 and Crossrail 2 were drawn up in 1991. Crossrail 1 was taken forward for further development while Crossrail 2, then called the Chelsea-Hackney line, was safeguarded for the future. Over time, the proposed route was reassessed and, during the 2009 review, it became clear that the safeguarded route was no longer the best one. The overall need for improved transport from the south west to the north east of London was still needed but, with recent improvements to train services on the Jubilee and Central lines, as well as the London Overground service, the alignment in the north east could be improved. “There was a big gap in terms of connectivity that was needed up the Upper Lee Valley,” Michèle stated. “So we redirected the route up the Upper Lee Valley to open up that area in terms of additional housing. “We also reviewed the whole route and we undertook a study which looked at about 100 different options in terms of how Crossrail 2 could be aligned in that general south west to north east corridor. The overwhelming response was that stakeholders want to see the regional route that we are now developing because, not only would that help London’s problems of growth and immediate capacity shortage in the centre, it would help the wider South East.” The principal change is the route in An early route for the Chelsea-Hackney line.

the North East. The original plan had been for a tunnel across London connecting the District and Central Lines, linking ‘Chelsea to Hackney’. Now it is to go through to Tottenham Hale, where it will connect with the Network Rail route to Waltham Cross and beyond, and then continue to New Southgate. There was also a modification of the route to include a combined Euston/St Pancras station rather than King’s Cross, so as to connect with HS2. With platforms 250 metres long, it is intended that the Euston connection will be at one end and the St Pancras one at the other. Trains will be equally long, nominally the same as those for the Elizabeth line - full-sized trains running on a full-sized railway under the heart of London.

The line will take around ten years to build, so that would give an opening date about 2035. “This is a big scheme, this is twice as big as Crossrail 1,” Michèle commented. That may surprise many readers, but Crossrail 1 has a total of 44km of tunnels under the capital while Crossrail 2 will have 38km of twin-bore tunnels, a total of 76km. Preliminary design is already underway, a large part of the work being undertaken by Arcadis. As the Hybrid Bill gets closer, this will ramp up and more packages of design work will be contracted. Many of those designers will work with potential contractors, to take advantage of their practical experience and to get the much vaunted ‘early contractor engagement’. “We won’t be issuing contracts to contractors at this stage, we will be issuing contracts to designers but ensuring that contractors are part of that,” Michèle stated. “Arcadis at the moment have Taylor Woodrow working with them, so they’ve got that good contractor involvement. Because, whilst they are designing it, they also need to be thinking ‘how can I construct it?’ as that influences the design.”

What the road investment strategy aims to deliver The second Road Investment Strategy (RIS2) will set out the parameters for the future investment in the UK’s Strategic Road Network (SRN) from 2020 to 2025. Highways England is charged with delivering the strategy – CEA Chief Executive, Rob Oliver, looks at what is involved… THE RIS PROCESS “The Strategic Road Network (SRN) – our motorways and principal A-roads – is a highly valuable national asset, which carries one third of all road traffic, and almost half of all the UK’s internal freight. This demands a carefully thought-through and well evidenced strategic vision for the SRN, and this in turn will guide the right investment choices, and the performance standards that Highways England will need to meet as network operator and steward”. Thus wrote Jesse Norman MP in the foreword to the second Draft Road Investment Strategy (subtitled Moving Britain Ahead) last October, shortly before his promotion to Minister of State for the Department of Transport, which continues to include the Highways England brief. The draft RIS triggered a process whereby Highways England must prepare a Strategic Business Plan, indicating whether it believes the government’s objectives can be delivered within the resources available. The Office of Road and Rail, the official independent monitors of Highway England, must then pass their judgement by the middle of this year – in time for the final plan to be published by HMG by the end of 2019. For RIS2 the government has set an indicative budget of £25.3 billion for the five years from 1st April 2020. It is expected that
within the detailed cash allocation there will be some designated funds, as there have been for RIS1. These are likely to include environment and wellbeing targets, covering noise and emissions; and innovation and modernisation. Within the latter categories it is envisaged that a fund will be created that supports the continued development of new technology for the road network, as well as its wider introduction once concepts are proved. Eligible activities would include prototyping, realworld trials and on-network introduction. Whilst trials around automated vehicles are expected to get priority financial support, there may be some opportunity for machine suppliers, providing road construction and maintenance solutions, to receive some dividends. The document is peppered with references to the importance of using new technology and innovation to deliver the programme e.g. “Many of the indicators will specify the level of performance we expect Highways England to achieve, but not the actions it should take. This is because we want Highways England to use a range of tools and activities to achieve these objectives. In some areas, we propose to set levels of ambition that can be achieved only by innovation reflecting the fact that highways management by 2025 may differ significantly from today”.

HIGHWAYS ENGLAND AND THE CEA Highways England employs between 4,000 and 5,000 personnel – based at a wide range of locations up and down the nation before their cars screech to a halt at the Welsh and Scottish borders. The most public face of the organisation comes in the form of its traffic officers, which are now a familiar sight on our motorways. The CEA, via its CESAR anti-plant theft initiative, is engaged in training traffic officers to help them recognise and report possible stolen plant being transported on their roads. This will add to the network of “eyes and ears” joining the fight against crime. Highways England regularly engages with the construction equipment community to play a part in meeting the organisation’s priorities around safety, customer service and delivery. Jim O’Sullivan, HE’s Chief Executive, claims, “We are potentially entering the “era of roads revolution”. A time when technological changes could drastically alter not only our country’s transport network and roads, but even our concept of mobility. Now is the time for us to look to the future and consider what it might mean.” This applies not only to what goes on the road, but how our roads are made, with what techniques and with what machines going forward. Historically there has been an ongoing battle to get innovative product adopted by the public procurement process in whatever area. The twin barriers have often been client specifications written around out-of-date technology and the drive to keep acquisition (or rental) costs down on capital equipment rather than evaluating the longer term value and efficiency benefits. In my discussions with Highways England, it is clear that they have an aspiration to embrace new solutions, but need be told precisely what capabilities the new generation of machines have on offer. Paul Whitehead, Highways England’s “plant man” has accepted an invitation to brief our sector on supplier opportunities at our AGM Conference on 21st March. This should be a worthwhile listen for those with an interest in keeping our roads infrastructure modern and fit for purpose.
MAJOR PROJECTS STATUS REPORTS
Where some of the multi-billion Highways England budget is spent, or they would like to spend it, on major projects. A303 Stonehenge The proposal is to improve the A303 past Stonehenge by providing a dual two-lane carriageway between Amesbury and Berwick Down in Wiltshire. The scheme will help unlock economic growth in the South West by improving journey reliability, increasing safety and improving connectivity with neighbouring regions, while protecting and enhancing the environment. Costed at £1.6 billion the development is scheduled to start in 2021. A feasibility study on the proposal was conducted back in 2013, 2019 sees the official public examination of the plans – so plenty of local stakeholder input is anticipated before the project can proceed.
A14 Cambridge to Huntingdon Another long mooted project is now underway with the £1.5bn A14 Cambridge to Huntingdon improvement scheme. This includes a major new bypass to the south of Huntingdon and upgrades to 21 miles of the A14. Predicted benefits are a boost to the local economy, a cut of up to 20 minutes off journeys and create a positive legacy for the region. Frequent travellers up and down the A14 over the years will appreciate the investment. Work officially started in November 2016 and the new road is expected to open to traffic by the end of 2020.
Lower Thames Crossing Despite being named as a priority national infrastructure project in 2011, the Lower Thames Crossing has not yet been scheduled. The aim of the scheme is to benefit the Lower Thames area around Kent, Thurrock and Essex; improve journey times along parts of the A127 and M20; cut congestion on approach roads to the Dartford Crossing (including parts of the M25, A13 and A2); increase capacity across the Thames from four lanes in each direction currently (at Dartford) to seven lanes each way (Dartford plus the Lower Thames Crossing). This will nearly double the amount of traffic to cross the Thames. The budget is estimated at between £3.5 bn and £6.8 bn – but with 42,000 responses to a 2016 consultation on the route would suggest we are a while away from the first spade in the ground.

Chinese market – Predictions for 2019
Having sunk to a painful low in 2015 and 2016, the Chinese construction equipment market is motoring once again. But will it be ‘steady as she goes’ or ‘boom & bust’? asks Off-Highway Research managing director, Chris Sleight. Anyone involved in the Chinese construction equipment market over the last ten years or so knows more than most about the ups and downs of life. Having emerged as a serious market in the early 2000s, sales rocketed to unprecedent highs in 2010 and 2011 in response to the Chinese government’s near US$600 billion programme of spending to ward off the worst effects of the global financial crisis. With other countries floundering in 2010 in particular, the Chinese market briefly represented more than half of the global demand for construction equipment. However, with much reduced construction output from 2012 onwards and a fleet of almost 1 million construction machines which were less than two years old, the Chinese construction equipment market fell into a crushing five-year decline. Sales fell from the peak of 490,000 unit sales in 2012 to a low of around 137,000 in both 2015 and 2016. Salvation came towards the end of 2016 with the launch of the Chinese governments One Belt One Road infrastructure investment initiative, which once again spurred significant growth in equipment sales. The market rose more than 80 per cent in 2017 and a further 30 per cent in 2018. That has certainly given both the international OEMs and indigenous Chinese manufacturers something to smile about. Volumes are back up to a reasonable level at some 330,000 units in 2018. As an aside, the improvement of other emerging markets in the

last few years, particularly those in Southeast Asia, is also helpful for the industry as indigenous and international manufacturers alike now meet a lot of this demand from their plants in China.
What next? Off-Highway Research expects equipment sales in China to drop 5-10 per cent in 2019, with a further and bigger step downwards in 2020. However, volumes should stay reasonable above 240,000 units and there could be gentle growth again from 2021 onwards. We say this because although the One Belt One Road projects are on-going, we believe a lot of the earthmoving work is reaching an end and certainly the bulk of the equipment buying associated with this is done. Certain equipment classes still have growth to come we think, but they are machines which are more associated with construction when it reaches the above ground phases – mobile cranes, for example. There are also some important structural changes taking place in the market. Historically the familiar and most available machines in China have been wheeled loaders, and in the 2000s they sold in staggering numbers. However, there is now a shift towards crawler excavators for construction applications in China, and there is also pressure on ‘proper’ wheeled loaders in power bands up to about 150 HP from low technology economical machines made at a very local level.

There is also a clear shift towards smaller equipment types. In the crawler excavator segment, it is midi sized machines up to about 10 tonnes which are the most popular and there is also a significant mini excavator segment – surprising for a country of 1.4 billion people, where manual labour is clearly available and still cheap. But the key point is that the forecast is for a gradual winding down of demand over the next two years, rather than a repeat of the 20122016 crash. Why? First, the current high has not been anywhere near the 2010/2011 peak. When the party was not as wild as last time, you would expect (or at least hope) that the hangover won’t be quite as bad. Having said that, almost 600,000 construction machines have been sold in China in the last two years. Such a large population of relatively young equipment can always act as a block on new equipment sales, particularly if the workload drops away. Second, as witnessed by the shift towards compact and midi equipment, there is a growing repair and maintenance market in China. Granted, some of these sales are linked to the boom in urban light rail construction, and reflect the fact that threading these infrastructure networks into cities which are already built requires machines with small footprints.

However, the fact remains that having seen an initial new-build construction boom in the 1990s and 2000s, China now has a large stock of infrastructure which has to be kept in working order.
The Caveat Any forecast has its risks and uncertainties. The complicating factor with China is the government’s deep-rooted presence throughout every aspect of life and its tendency to use policy to actively manage the economy, rather than simply influence it. So if growth is seen to be flagging – and this is a worry with the tit-for-tat trade war brewing with the US – it could turn up infrastructure investment and stimulate more equipment sales. Equally, if there are inflationary pressures or bubbles building up in the economy – a persistent worry in the real estate sector – the government may be minded to take its foot off the accelerator. In 2018 the trend was to stimulate the economy through measures such as reducing banks’ reserve requirements to increase the money supply and reduce the cost of credit. There were also tax cuts, with more promised for 2019. But as ever, the situation in China can change quickly and it is prudent to stay alert and nimble.
New construction equipment sector study underway In partnership with the Department for Business, Energy & Industrial Strategy (BEIS), the CEA has commissioned a new report on the UK construction equipment industry. The study will look at technological trends, the size and scope of the industry and offer some pointers for the future. CEA Chief Executive, Rob Oliver, explained, “We produced an official report back in 2014 which helped inform our future strategy and brought the construction equipment sector in sharper focus with government. The 2019 update has a lot of new developments to report. This includes the advances of hybrid and electric machines and the full range of efficiency drivers provided by the digitalisation of construction”. The report will be authored by Knibb, Gormezano & Partners (KGP), with the support of other leading consultants and researchers. A Day in the Life of... CEA Honorary President, David Bell, tells readers about how his life is busier than ever, working hard to train the workforce of the future at the JCB Academy and volunteering at the local church. Proving the old maxim “ if you want something doing, always ask a busy person”. As most people will tell you who are retired, or in my case almost retired, we are often busier now than we were when working full time. For me, my main focus is The JCB Academy and some project work for JCB, and outside of ‘work’, volunteering at my local church. The JCB Academy has been close to my heart for close to 20 years, since it was first proposed by JCB Chairman Lord Bamford. Having spent most of my career either fixing, selling, designing, manufacturing products and starting new businesses at JCB, which has been an amazing experience, my association with the JCB Academy came about as a result of an unlikely move, when I became JCB's Group HR Director in 2003. Skills, or more importantly the lack of them, was the reason the JCB Academy came into being, and I’m afraid on most business agendas today, skills shortages would still feature as an area of concern. So, the question that I keep asking is “What is the purpose of education?” Sadly, everything I see from the Department for Education has little to do with skills, and everything to do with academic qualifications. But 40% of our young people will never get to Level 4 in terms of academia. Does that mean they have nothing to offer? Not at all. The reality is that the DfE (which now incorporates skills) has all but priced Level 2 apprenticeships out of existence and has little or no focus on non-academic students. This is a travesty. However, not so at the JCB Academy. Despite numerous changes in Secretaries of State for Education, fundamental changes to curriculum design, marking, grading and evaluation of school performance, we have held firm to our original vision of focusing on the student’s personal development through some ‘real life’ business challenges set by our committed employer partners. Academic qualifications are clearly important, but ‘exam factories’ rarely produce skilled work-
ready young people. Our aim is to ensure all our students, not just the academically bright, leave with a meaningful destination and for 40% of them, this will mean an apprenticeship at Level 2,3, 4 or 5. So, I often find myself working alongside the Academy principal and fellow governors dealing with funding shortages arising from reduced government support for vocational learning, and a curriculum that doesn’t match with current DfE measures. As you can imagine, this takes some courage, as on many DfE measures we score badly. However, I am delighted to say that our recent Ofsted visit included the following: You and governors, who are a dedicated group of professionals that bring a wealth of experience and expertise to the school, have originally created the school to improve life chances for your pupils. You are highly successful in this aim. Pupils leave the school to a wide range of appropriate destinations. They benefit from the school’s close link with a wide range of highly prestigious business partners, for example Rolls Royce, Bentley, JCB and Toyota. So at least Ofsted think we are doing something right, as do our students and parents. The result is that The JCB Academy is the most oversubscribed school in Staffordshire. I was at the Academy this morning, and our intake numbers for next September are again well oversubscribed. Tomorrow morning, I will be working as a volunteer in the local church café, which means I will be making drinks and washing up and meeting people from all walks of life. It’s all part of our desire to be at the centre of our community and serve others with the love of God. So, in summary, I have had a wonderful career and I’m now able to spend time giving back to others. I know what I prefer.

CECE Call for Free and Fair Trade Worldwide Riccardo Viaggi, Secretary General of the Committee for European Construction Equipment, called on the construction equipment industry to clearly state its support for a global, rules-based, free trade system, in the face of unilateral decisions and protectionism. Viaggi was speaking at the opening of the Bauma China trade show, in Shanghai. He focused on the performance of the European construction machinery industry to that European manufacturers are interested in long-term business relationships with Asian customers in order to be able to support them with services beyond sales. They are interested in long-lasting business relationships based on partnership, within which new solutions and ideas are constantly generated by innovating to face challenges. He stressed that, to guarantee free trade, development and wellbeing for everyone, industry at a global level must build mutual trust through dialogue. It is therefore important for the European construction machinery industry to be supported by a strong partner such as CECE. Well-known policies such as “Made in China 2025” and major infrastructure projects, such as the One Belt One Road initiative, with its ambitious effort to improve infrastructure and connectivity on a trans-continental scale, are increasing demand for heavy construction and earthmoving equipment. Dale’s Diary The CEA’s Senior Technical Consultant, Dale Camsell, provides the inside information on regulatory developments in Europe. Brexit As 29th March 2019 draws nearer, we are still no clearer as to what the final outcome of Brexit will be. Thankfully though, from a regulatory perspective, we are at least aware of the product compliance implications regardless of the political outcome. Members of CEA’s GTC were previously advised as to the consequences of a no-deal Brexit which covered conformity assessment procedures aligned with new legislative framework regulations, the future role of authorised representatives, REACH registrations, and implications on non-road mobile machinery engine type-approvals. The information that was previously provided for all but the last on that list remain valid and relevant. However, there have been developments in the engine type-approval regulations both in UK and EU. GTC members have received a full briefing on this activity but in summary, the EU regulation has almost completed its development and is expected to be published early in 2019. This will allow engine manufacturers to transfer their existing UK (VCA) obtained type-approvals to an approval given by an EU27 authority instead, thus enabling continued access to the EEA market. In the UK, the requirements are evolving but it now seems that the requirements will be less demanding than originally thought. In fact, engines that already have UK type-approval will not be affected by a hard Brexit.
Revision of the Machinery Directive On 5th November 2018 a meeting of the Machinery Working Group (MWG) was held in Brussels. The Commission announced that the inception impact assessment on the review of the Machinery Directive (MD) will be launched by the end of 2018 or early 2019. It will then be followed by an open public consultation and targeted consultations running throughout 2019. In parallel to this activity, the Commission also plans to issue a report on the broader implications of potential gaps in the liability and safety frameworks for Artificial Intelligence, Internet of Things and Robotics. The analysis of the impact of new technologies on the current safety and liability frameworks will specifically focus on the Product Liability Directive, the MD and the Radio Equipment Directive. It is estimated that this report will be published in June 2019. Future meetings of this forum will change during 2019 with the meeting being held over two days. The focus on matters related
to the current MD, i.e. general implementation and interpretation issues, an update on standardisation matters, formal objections etc. The second day will be exclusively dedicated to topics related to the revision of the Directive, which is expected to be published in 2021. CEA members are actively contributing to the revision of the MD through CEA’s involvement in the European level trade association, CECE.
Revision of the Outdoor Noise Directive The Outdoor Noise Directive (OND) is also in the revision process and publication is expected in late 2021 or early 2022. The EU Commission is progressing the development of the revision with the evaluation study and the impact assessment study of possible changes in the legislation being recently finalised. The next step is the Commission will develop its summary document on the results of the study, which will be released in the first quarter 2019. The Commission will then prepare its proposal for the revision. The implications of the proposed changes in the impact assessment do not affect the majority of products in CEA members’ product portfolio. However, manufacturers of some types of compaction equipment, piling equipment, and water pumps might see new/reduced limits, whilst manufacturers of mobile screeners might have to add informative labels to their products. Again, CEA members are participating in the revision process though active involvement in CECE.
Regulation on Enforcement and Compliance in the Single Market for Goods The development of this regulation, which is more commonly referred to as the “Goods Package” is currently only at the proposal stage. The proposal comes after the Commission’s analysis showed that an increased number of products sold in the internal market do not meet requirements for safety or consumer information required by EU legislation, thus distorting competition and putting consumers at risk. Both in 2014 and in 2015, more than 2,000 notifications of dangerous and non-compliant products were submitted through the European rapid alert system for dangerous products (RAPEX), and 90 % of those concerned products posing a serious risk to consumers. The proposed regulation seeks to remedy this situation by enabling

better cooperation among national market surveillance authorities. It covers market surveillance of industrial products whose placement on the internal market is subject to EU legislation. These products include construction machinery. The proposed new regulation is intended to require manufacturers to: designate a person responsible for compliance information established within the Union to facilitate contacts with market surveillance authorities; define the ways competent authorities should cooperate; set out Member States’ obligations as regards organisation of market surveillance within their territory; provide a set of powers for market surveillance authorities, including the power to access data and documents, carry out on-site inspections, make test purchases and carry out mystery shopping, withdraw products and destroy them, impose penalties and order the recovery of profits; strengthen the provisions for customs controls on products entering the Union market; establish a Union Product Compliance Network within the Commission to coordinate enforcement tasks in Member States and to maintain an information and communication system for collecting and storing information on the enforcement of Union harmonisation legislating on products. The European Council adopted its compromise text on the compliance and enforcement proposal in November 2018 and negotiations aimed at concluding a deal between the EP and the Council are now underway and are planned to be complete by the end of February 2019.
Standardisation Policy The Commission has recently issued a communication on harmonised standards, which points out the key role of harmonised standards in giving presumption of conformity to the requirements of applicable EU legislation. It is stressed that harmonised standards, when used, decrease the financial and administrative burden for manufacturers, while increasing legal certainty and stability to standards users. The Commission wishes to improve the functioning and implementation of the harmonised standard process and suggests that an action plan should be implemented to decrease the stock of harmonised standards that are not cited in the Official Journal of the European Union (OJEU). To address this problem, which has triggered a lot of criticism in the last few years, the Commission outlines the following action points: 1. Eliminating the existing backlog of uncited harmonised standards as soon as possible: A new system of Harmonised Standards (HAS) consultation has been in place since spring 2018 and provides the Commission service with the technical support in assessing the compliance of draft harmonised standards with the relevant legislation. This new framework is also intended to help detect possible issues with the standards as early as possible in the development process. 2. Reviewing the Commission’s internal decision-making processes to streamline the procedures for publishing the references of harmonised standards in the OJEU.

Training and Upskilling are key to Flannery Plant Hire’s success Louise Carney talks to Patrick Flannery, Managing Director, Flannery Plant Hire, on why training and upskilling are crucial to the company’s success and that of the construction sector as a whole. National hire specialist Flannery Plant Hire will celebrate forty-seven years of hire excellence in 2019 and with a roster of some of the biggest projects and contractors in the UK, the firm is investing in the next generation to ensure it is ready to supply excellent service going forwards. The growing demand in highly skilled plant operatives is clearly a focus as Managing Director, Patrick Flannery, explains to Construction Worx readers. Perhaps what sets Flannery apart is a wider focus on upskilling in many key areas in this ever-developing industry. “I am very proud to co-chair the Construction Plant Operative (CPO) trailblazer working group. The proposed standard has received occupational profile approval by the Institute for Apprenticeship (IFA) and we expect full approval by Autumn 2019. My objective is to work with leading sector professionals to deliver a standard that is fit for industry. We are currently recruiting for six apprentices to join our existing apprenticeship scheme in February 2019 and have made a commitment to recruit thirty apprentices throughout the year. Inspiring the next generation is vitally important if we are to keep up with demand.”

The CITB estimates that the industry needs to recruit and train 158,000 workers between 2018 and 2022– 31,600 annually – simply to keep up with the current levels of demand. Whilst Flannery plans to inspire the next generation, they also place huge importance on upskilling their existing operators. Flannery plans to accommodate their apprentices in a recently announced £2.5m state-of-the-art plant operative training facility located just outside Birmingham. Patrick continues, “Flannery is the only Plant Hirer to have a dedicated team of CPCS Plant Trainers who work alongside operators, conducting regular reviews and additional training in order to ‘upskill’ our people. These in-house upskilling modules focus on specialist operations and attachment training and go above and beyond the CPCS scheme’. Flannery are the first UK hirer to invest in the innovative Wacker Neuson Dual View Dumper. The revolutionary design enables the operator to change the seat position through a 180-degree rotation of the entire seat-operating console. As part of its introduction, the

Flannery training department have developed an industry leading module designed to upskill an existing forward-tipping dumper operator to drive the new Dual View Dumper. Patrick explains, “From our point of view, having this upskilling module for our dumper drivers just adds to their credentials and ensures we have the very best people at work on customer sites. By developing courses like these we can offer our operators the opportunity to expand their knowledge and skill set. The better their education the more efficient, productive and most importantly the safer they are.” At Flannery though, it is not just operators that benefit from this proactive approach to training. Patrick is particularly proud of Loadmaster Training: a set of best practice standards for the loading, unloading and securing of plant and equipment. Developed initially for Flannery drivers, it now being delivered to customers on sites around the UK. When Flannery Plant Hire was founded in 1972, they were a London based hire company (operating out of a single depot adjacent to The Oval). It is clear that, while now a national player operating out of five depots, the company recognises the importance of supporting local businesses. Patrick Flannery explains “We are lucky enough to work on many of the UK’s major projects, for us this means setting up depots in key locations to support customers. Wherever we can we work with local fitters, operators, hauliers and other
support businesses. For many of them they are new to working on a major project and do not necessarily have documentation like refined risk assessments, method statements or training programmes. It is absolutely our responsibility to share our knowledge and best practice and leave a positive legacy for our wider stakeholder group.” Flannery Plant Hire have a set of five core values, People, Safety, Innovation, Sustainability and Value. LC Apprenticeships and working with young people are high on Nylacast’s agenda – can you expand on this? IM As a business we recognised the need to actively combat the skills shortage within engineering; this led to the establishment

With our most valuable asset being our people, we also took the decision to invest in and create our own dedicated engineering training academy in 2014. LC What percentage are female apprentices? How can we as an industry encourage more female apprentices?
LC How do you identify which of your employees are put forward for further development?
IM Just over 5% of our apprentices are female. We run a number of different activities to inspire engineering into future generations. This ranges from taster days, student placements and our summer programme ‘Introneering’. We have had many female students participate in these activities. We also actively promote engineering within schools – our own female engineers host talks and engage with students to share their experiences. LC Can you tell us more about your new facility for training?
IM We run an annual review process to help identify the training needs and wants of our team members, this then develops into a personalised training and development plan for them. As technology evolves we also look to identify future skills gaps across the business and further develop team members who wish to advance their skills and knowledge.
IM Nylacast’s Engineering Training academy includes a dedicated machine shop which houses manual lathes and milling machines dedicated to training – we encourage our students and staff to work with traditional methods in addition to digital training. We pair apprentices up with a skilled, experienced mentor and engineer to shadow and learn from.
LC What is Nylacast’s apprentice and staff retention rate? How does Nylacast retain their employees once trained?
We also have a CNC simulator centre which contains touch screen systems with CNC machine keyboards and a computer room for delivering CAD/CAM courses. The simulator element builds apprentices confidence and numerical programming skills, the training machines builds the basic foundations and understandings. There are also multi-purpose training rooms used for delivering a wide variety of courses and programmes. Mental, physical health and well-being is also high on our agenda – courses include Mental Health First Aid, workshops and Yoga lessons for our staff, which are proving very popular and excellent for mental and physical well-being.
IM Over 70% of qualified apprentices choose to continue into full time careers at Nylacast. We frequently offer our employees opportunities for growth and development and engage with our workforce – who are our most important asset. We have an eight-year average length of service at Nylacast and over 22% of our current team members have been with Nylacast for more than 15 years – which is testament to our commitment to our employees. LC Nylacast Young Engineers - once qualified what roles might they take on? IM Our engineering apprentices rotate throughout the company to give them a holistic understanding of engineering before choosing which area to focus their career and training in. Therefore, we have qualified apprentices, now engineers, in various departments ranging from maintenance, quality, manufacturing and production and design engineering. Some apprentices are now in team leader and supervisory roles. LC How many apprentices do you have? IM 35 of our apprentices developed from students to engineers through Nylacast’s in-house Engineering Training Academy. We take on 6 – 8 new apprentices per year within engineering and have recently taken on three in Sales & Marketing.

LC Is there anything else you would like to add? IM Nylacast have forged strong links with local schools, colleges and national universities. We use our facilities as a platform to develop current and future engineers as well as providing many opportunities across all in-house departments for students, local and international. We would encourage other CEA member companies to explore opportunities within their local areas. We continue to face a chronic skills shortage of engineers and technologists, anything a company can do to reduce this shortfall, however small, is important.
