FROM Th E pResIDent ceA mANAGemeNT cOuNciL: Having attended and participated in the PlantworX 2015 exhibition last month, i came away with three or four key conclusions. Firstly that the event was a great success and a wonderful showcase for our industry; I hope all of you who visited will agree with me. Secondly that most people I spoke to were reasonably optimistic about the uK construction sector and the opportunities for equipment within it. Thirdly that we (as an industry and the CeA) need to continue to actively promote our sector, to the media, to the politicians, to the industry and to the public at large. We need to communicate a positive message about the strength and robustness of our industry here and abroad and not let it get talked down as so often is the case. Fourth, but by no means least, I believe that our efforts to get schools, colleges and universities directly involved in PlantworX and our industry is exactly the right thing to do for the long-term sustainability and success of our sector. Having spoken to students, teachers and apprentices who attended PlantworX, it proved to be a great success in raising awareness and stimulating interest in engineering and careers in our sector. As the CeA, we continue to move forward with implementing the initiatives we outlined in our manifesto. The Skills Panel has met again and has set a course for a number of specific initiatives that will be followed through and reported back on at the annual conference in November. The initiative to focus on the uK market and those of our members who supply into it continues, led by Allan Batty, Dan Thompstone and Paul Fennessy. There are now a number of workstreams under way to respond to the feedback and areas outlined in the recent survey of members. Watch this space for updates. I look forward to the remainder of 2015 and ensuring that the CeA goes from strength to strength. It can only do this if we continue to receive feedback from our members. On joining the CeA, engcon’s marketing manager, Sten Stromgren said, “We see many advantages to being a part of CeA that fits our business very well. Among other things, we get access to the latest brand information, we receive information about the standards that apply and we have the opportunity to participate in fairs organized by the CeA.” engcon has recently returned to the uK with a new dedicated sales organisation to grow the market for its recently developed secondgeneration machines, which were launched at Plantworx 2015. Coming back to the uK prompted the company to join the CeA. The move, which coincides with the company’s 25th anniversary, is timed to capitalise on the growing awareness of tiltrotators as a major tool for increasing the safety, utilisation and profitability of excavators within the British market. Although the company’s products have been available within the uK since the mid-2000’s through a number of specialised distributors and plant dealers, engcon’s new focus will be on the operator market - both large and small - where the company believes the benefits of the system will be most strongly felt.
The CeA would also like to welcome DeuTZ – the company is one of the largest independent manufacturers of diesel engines and was the very first engine manufacturer in the world! In Scandinavia, where the concept was invented, over 80% of excavators are fitted with them and no serious operator would contemplate buying a new one without having these attachments. By enabling the bucket or other attachment to continuously rotate and tilt they transform the effectiveness of the machine, reducing downtime and unnecessary transits and increasing efficiency and profitability. engcon’s goal is to replicate this awareness here in Britain.”
This year DeuTZ were first to announce that its 2.9 to 7.8 litre cubic capacity range, met with the forthcoming Stage V mobile machinery emissions standard. This latest legislation for engine manufacturers is expected to apply to europe from January 2019. With DeuTZ ahead of the game – their customers benefit from long-term planning certainty.
Hunt added: “The uK market has become savvier during the recession and the benefits of tiltrotators are increasingly understood by both Operators and main Contractors alike. What sets engcon apart is not the fact that they were responsible for introducing the concept to the uK a decade ago, but that they have moved the whole system to a new level by developing a fully-integrated range of equipment with the tiltrotator at its heart, but including a range of services-enabled safety hitches and ancillary tools.”

Bomag sell two soil stabilzers to same company – only 50 operate in total in the UK
Within Bomag’s wide product range it’s fair to say that soil stabilizers are at the more ‘exotic’ end of the range.There are as few as 50 machines of this type at work in the uK and so to sell one is a special day, but to sell two to the same company within three-months, is rather unique – but that’s exactly what Bomag has done! The Independent Stabilisation Company, specialist ground engineers, has recently taken delivery of two new Bomag mPH 600 soil stabilizers.The first machine was delivered to Oxford earlier this year and the second machine was delivered to site at The Hub, Aston Birmingham in June and put straight to work. The mPH 600 is a large 28 tonne machine capable of tackling the toughest soil stabilization jobs with outputs of between 3,000 and 5,000 cubic metres per day.

The event – now in its 4th year – has gone from strength to strength since it was first staged in 2012, when 500 people entered.Today’s record field attracted entrants from afar afield as Ireland, Norfolk, Devon, essex,Yorkshire and Surrey and they slithered and clambered over more than 35 obstacles on land near JCB’s World Headquarters at rocester watched by 5,000 spectators. Among the runners this year were the wellknown adventurers, twins ross and Hugo Turner, also known as ‘The Turner Twins’ and Commonwealth Games rowing silver medallist Nikki Spencer. The JCB mud run raised a staggering £55,018 for the NSPCC and a cheque for the amount was handed over during the event by George Bamford, son of JCB Chairman Lord Bamford. It means JCB’s mud runs have raised an impressive £175,000 for the NSPCC since

THe euROPe AGeNDA The mantra that markets don’t like uncertainty is trotted out on a regular basis. similarly, companies in the construction equipment space want some confidence that their business won’t get totally blown off course by factors outside their control. The election of a majority government in the Spring was to many an unexpected bonus – which offers some prospect of continuity and consistency in public policy (or at least we can but hope!). But that result has thrown up a further uncertainty – this time concerning the uK’s long term place in the european union. Over two-thirds of the construction equipment we produce in the uK is exported, so continued access to european markets is essential, with or without eu membership. We also have a high level of overseas investment in our manufacturing capacity – and international companies can get nervous if they see the prospect of a fundamentally changed relationship with mainland europe. Government has set a course for reform of the eu which may involve treaty changes.

However, its pro-competitiveness agenda and calls for better regulation can be pursued without reference to constitutional issues. This is why we should be supportive of moves to free up european markets in digital services, finance, energy and capital. There still remains much to do to ensure we achieve the full “single market” that was promised many years ago. The CeA will be canvassing our members’ views to help us to continue to monitor and contribute to the eu debate. We also continue to work tirelessly within the Committee for european Construction equipment (CeCe) to ensure we get the best possible deals on regulatory issues for our sector. An interview with CeCe Secretary General, Sigrid De Vries, is featured in this issue of Construction WorX.
THe CONSTruCTION PIPeLINe The future allocation of vehicle excise duty to roads maintenance expenditure is a step in the right direction but may only be small beer compared with major construction projects that could leak out of the construction pipeline. most obvious is the WWW.THeceA.ORG.uK
This has been a live issue for over 40 years now and unless a clear decision is made by the year end the danger is that it will be once again kicked into the long grass. more encouragingly, the HS2 project seems to be proceeding well – and the CeA has been involved in procurement discussions with the team piloting the programme. We are also alert to other major projects such as the Thames Tideway Tunnel – a £4 billion plus initiative which is now going ahead. Getting closer to opportunities on the home market will be one of the priorities for the CeA going forward.

The event gives us the chance to keep close to government and its agencies and to catch up with market trends and developments. I NTERNATI ONAL NeWs eXPORTiNG equALs eXPANsiON The Government believes that the key to economic growth is through exports. it has set a target of doubling uK export sales to £1 trillion by 2020. statistics show that companies who export see a 34% growth in productivity in the first year (source: uKTi). But, the uK still shows a balance of trade deficit – over £7 billion in may 2015 with less companies exporting than in 2014. so why aren’t more uK companies exporting? In the construction equipment sector we have better exporting statistics than many sectors with around 60% of uK manufacturers involved in exports. But that still leaves 40% who have yet to take the plunge – and grow their businesses. What is putting companies off exporting? Too risky, too difficult, language barriers, previous negative experiences, getting paid, technical regulations and red tape? The list of excuses is a long one. But why not give exporting a chance? Starting small and carefully targeting markets exposes the manufacturer to little risk – but significant gains. The uK is one of the most open global economies with many free trade agreements in place, plus the ongoing TTIP negotiations to create the world’s largest free trade market. Just over 60% of uK goods and services exported are to the eu and uSA. While the formerly high flying BrIC economies languish in the doldrums, new high growth markets are opening up in Latin America in the Pacific Alliance countries of Chile, Peru, Colombia and mexico, eurasia and Africa. Yes, the uK is feeling the effects of a strong pound and weak commodity prices, but now is a great time to explore new markets without having to rush in unprepared and overstretched as happens in the boom times. relationships forged

The simplest way to find export opportunities is to exhibit at a major global exhibitor such as Bauma (munich, 11-17 April 2016). Bauma sees over 3,700 exhibitors and around half a million visitors – nearly 50% are international from 160 countries. Giving potential uK exporters an opportunity to assess the competition, meet prospective dealers, agents network with existing uK companies on the Pavilion who will share exporting experiences and, of course, customers. The CeA runs a high profile uK Pavilion with over 40 exhibitors; £1,500 uKTI grants for eligible Sme companies have been applied for. The CeA offer cost effective export PODs to companies not wanting their own stand, but needing a presence at Bauma. The show, which spanned 135,000 square metres and was home to 344 exhibitors for three-days, was deemed a huge success and following the show and over the weekend social media platforms such as Twitter and Facebook were ‘buzzing’ with positive comments from both exhibitors and visitors alike.
A HuGe success The PlantworX 2015 show opened to gale force winds and driving rain. But this did not dampen the spirits of visitors who flocked through the gates to see the plethora of brand new equipment on display at the show’s new Bruntingthorpe Proving Ground home in Leicestershire. The PlantworX team has reported a record footfall of more than 14,000 visitors over 3 days, up 18 percent on the 2013 event.

Hewden finalised a deal at the show investing around £1m in a range of miller breaker attachments, which will see more than 180 new breakers added to Hewden’s attachment portfolio for use with its range of excavators (1.5-ton to 22-ton) and telehandlers (5m to 17m). “We have worked closely with the miller team to provide Hewden customers with not only the safest breakers on the market, but a range that adds real value to the onsite solution they provide,” said Adrian murphy, CeO, Hewden.
Student Afternoon at PlantworX The final day of the show (Thursday 4th June) was a heatwave and ice creams were the order of the day. As well as trade visitors PlantworX opened its doors to students from local schools and colleges in the hope to encourage more youngsters into the construction equipment industry. Day two of the show saw the sun peeping through the clouds and the wind and rain were almost a distant memory. Husbands Bosworth Primary school brought along 75 of their students ranging in age from 5 – 10 years old. Louisa morris Head Teacher said, “This was a wonderful opportunity for the children to see the world of construction machinery. The children have had a wonderful time. Volvo Construction equipment were particularly brilliant and went out of their way to engage with the children. This was an experiment for us to bring so many of the children – they all had a very good and worthwhile visit.” In a tweet from Volvo Ce – the company quoted “One of the children said, that this was the best school trip eVer. Confirmation that the student initiative was a success. ” rob Oliver chief executive of CeA said, “The sheer delight on the faces of many of our junior visitors on the last afternoon suggests we may repeat the experiment of allowing the next generation of construction equipment enthusiasts access to the event”. Those working with tilt and tilt-rotating hitches were particularly good, making a significant contribution to the ongoing industry debate on these time-saving attachments. Best Outdoor Static:
There could only be one winner for Best Outdoor Static and that was Altrad Belle for its ambitious stand construction. It took the company two weeks to construct with the team working tirelessly day and night to complete the ‘work of art’. At the heart of the stand was a wooden cabin, hand constructed, complete with solar panels, winches and a pulley to demonstrate the lifting of its new bucket. This was surrounded by underground tunnels, pumping water and an eight foot tree encircled by hand painted small equipment showing their ‘green’ credentials.

Following a lengthy tour around the pavilion a winner was decided – and that was Ifm electronic who dedicated their stand to its ecomatmobile system solutions for vehicle and mobile machines. Angela said, “Ifm really used the space available to its full potential. The stand was welcoming and the stand staff were attentive. The displays were clear and innovative and drew in the crowds. A huge well done to Ifm electronics.” As PlantworX 2015 closed its doors on Thursday 4th June the feeling amongst its exhibitors, visitors and organisers was one of success. rob Oliver chief executive CeA said in response to the show, “The aerial photos of the event are stunning – and underline the fact that we have created a show of substance and clear benefit to the uK construction market. P LANTwORX 2015 THe sTARs OF OuR FuTuRe Over 400 people attended the cPA 'stars of the Future' ceremony at this year's Plantworx, to celebrate the outstanding achievements of the young people who are the future of the industry. The plant hire sector – not to mention the wider construction industry – has a bright future judging by the quality of the entrants at this year's 'Stars of the Future' ceremony for apprentice mechanics. The event, organised by the CPA (Construction Plant-hire Association) and held during the Plantworx construction equipment show at Bruntingthorpe Aerodrome in Leicestershire, was attended by over 300 people.
Richard Noble (left) and Kevin Minton There were 20 regional winners of the Stars of the Future awards from across the country, with separate prizes for level 2 and 3 apprentices, plus two national winners for each level, picked by the judges. A full list of winners can be found on the CPA website at www.cpa.uk.net. The national award winners – Paige Carter (level 2) and Darragh Spencer (level 3) – attracted exceptional praise.
“There are so many opportunities in this industry,” he said. “I'm now a plant manager and buyer, and last week I negotiated the purchase of a £60,000 piece of equipment. Those are skills I've learned in this role. I also enjoy my work with apprentices, mentoring and developing them, and I've become a CITB ambassador. my ambition is to be a construction director and work on renewable energy projects like wind farms – I want to put myself on the cutting edge of innovation. People need a better impression of construction. It's more than the brickies who come round to do some work on your house. Beyond that, there is so much more, and so much variety.” Darragh's proud father Chris, who also attended the awards ceremony, said: “He's been working with cars and machines since he was six years old so we're not surprised how well he's developed. As parents, we've just let him get on with what he loved doing, and tried to keep his interest going.”
Celebrated entrepreneur and engineer richard Noble OBe, who is attempting to break the world land speed record next year, presented the awards to the 20 winners, who were picked from over 500 entries.

In a rousing speech, Noble told the ceremony how important the plant sector's engineers were to the future of the country. “We need to rebuild Britain; we need new airports, new roads, new railways,” he said. “That requires an innovative construction industry and innovative construction equipment, so the young people here today are not only this industry's future, they are the country's future.”
Paige, the first female winner in the awards, was “overjoyed”. She said: “I’m a specialist in powered access and what I love about this job is that it's always different, it always challenges you mentally and physically. When people ask how I feel about working in a male-dominated industry, I say that the men I work with could not have been more welcoming; I felt that I fitted in from day one.” Darragh, who has scored a 'double', having won the level 2 prize in 2014, was “delighted” at winning again, and believes his experience as an apprentice will help further his wider career ambitions. There was a time when, as the name implies, an excavator was used for excavating. But, with the addition of a seemingly endless array of specialist attachments, the modern excavator might spend as little as 40 percent of its time actually digging. The rest of the time, it can be found breaking out foundations, lifting materials, putting in fence posts, compacting the ground or any one of a multitude of other tasks. And now, with the advent of advanced quick couplers that facilitate fast attachment changes, it is not unusual to find one carrier machine carrying out the work that would previously have been trusted to two or more machines. In our latest special feature, we take a look at some of the hottest new attachments and couplers on the market:

Suitable for carriers in the 0.8 to 1.8 tonne class, the 90 kg rammer 155 completes the “double-five” family and utilises the proven power cell design with PrS (Pressure release System). Tools are the same as for the rammer 111. The unit is offered with a sealed side-plate housing construction that allows mounting using bolted mounting bracket or direct Pin-On mounting to linkage, making it ideally suited to rental fleet operations. With the smallest model in the range enhanced, rammer’s design team turned its attention to the largest model in the rammer Small range; the rammer 1322. Like the rammer 155, this new model is based on a well-accepted power cell design and housing construction. The operating weight for this model is 850 kg, making it suitable for carriers in the 9 to 15 tonnes range. The Swedish manufacturer might be best known for its tilt rotator range, but there’s more to engcon than that. The company recently introduced the newly upgraded eC-Oil, engcon’s system for hydraulic and electrical connection of hydraulic tools and attachments. The eC-Oil is designed for maximum operational safety in demanding environments. It is the market’s only fully hydraulic hitch that can tackle connecting pressurised tools and attachments at full system pressure. The proprietary oil and electrical connectors are designed to be even more resistant to the often tough working conditions for excavators. The connectors are claimed to
be the most durable on the market – proven through destructive testing at 400 bar operating pressure and innumerable tests in contaminated environments.
Cat Grapples for Attachment Supremacy
The new Cat G315B WH Waste Handling Grapple is designed for hydraulic excavators with operating weights ranging from 15 to 22 metric tons. The new grapple is an addition to the Cat G300 Series and is engineered to handle large volumes of low-density material, such as plastic and foam products. “The addition of the G315 WH grapple expands our current worktool offering to the growing number of businesses in waste handling and recycling,” says Dick Hermann, Commercial manager, Caterpillar Work Tools B.V. “We believe this addition, coupled with our technical and application expertise, will continue Caterpillar’s leadership as a global supplier for excavator and wheel-loader attachments. WORKiNG TOGeTHeR ceA chief executive, Rob Oliver, met up with sigrid De vries, the secretary General of the committee for european construction equipment (cece) on a recent visit to Brussels. Q. Sigrid, you have been CeCe Secretary General for a little over a year, I think. How does the role compare with what you have done before? A. I enjoy working with people from different countries, cultures and professional backgrounds, and “Brussels” has offered me this for many years now in different roles and settings and often dealing with the interests and needs of europe’s main manufacturing industries. For me, it’s all about reaching common ground, putting the focus on finding solutions by combining the interests, knowledge and commitment of the many other human beings in the room. It’s also about translating relevant and credible information into a language understandable to the other party -- no matter if they use ‘political' or ‘technical’ speech.
Q. What do you see as the main task of CeCe as the representative organisation for europe’s construction equipment manufacturers? A. CeCe is the voice of the construction equipment manufacturers at european level. The sector deserves to be more visible, which will also help to be taken into account better when policies and legislation are put into place. The main tasks of CeCe are to provide information about the sector, monitor policy developments, influence the outcome of regulation, and be an information exchange for technical experts and industry executives. Q. Do you think you are fulfilling that task? A. There’s always more to aspire to, but the CeCe team is very focussed and doing a good job. Q. What is the trick for getting all of CeCe’s member trade associations pulling in the same direction - particularly as you have members that aren’t in the eu? A. CeA and the other CeCe member associations have a long tradition of working well together. They understand each other’s differences, and they WWW.THeceA.ORG.uK
understand how much they all need each other to achieve common goals at the european level. Diversity is a key feature of the construction equipment sector and it’s good to see how it’s being used as a strength rather than a divisive force. Apart from that, many have meanwhile become good friends. CeCe is also fortunate to have members from outside the eu, with associations from Turkey and russia. They are less involved in the daily european regulatory matters, but a keen reminder that europe is part of a much bigger world, and that the efforts on internal eu issues always have to be put in the global context. Q. I can’t remember a time when there hasn’t been european legislation either being discussed or implemented that doesn’t add more cost to CeA members’ machines for debatable benefit to the end user or general environment? What can we look forward to at the moment? A. Not that much change, I’m afraid. Stage V emissions legislation is in the ‘hot phase’ of decision-making and will force a further round of investments on many manufacturers ahead of its implementation in 2019/20. noise emissions are never far away. manufacturers are telling me how desperately they long for breathing space to invest in meeting customer requirements — increasing productivity and lowering total cost of ownership — rather than the next series of eu rules that the market doesn’t really understands or wants to pay for. That’s an important message CeCe tries to pass on to policy makers. It’s a story that all in the industry need to tell together.
Q. And the european Parliament has a lot more influence than it did in determining final policy. What are your dealings like with mePs? Could individual companies do more to lobby their own representatives? A. Definitely: we often take business leaders with us to meet mePS and I call on all companies to step up their efforts and talk to their local political representatives, whether national or

european. Politicians must hear about manufacturers’ experiences first-hand. A lobbyist alone can never be as convincing. So, don’t tire of telling your story and making your case. And also share your stories in CeCe and CeA: we will use and replicate them where we can.

Q. Of course the uK supplies a growing number of mePs who don’t want to be in Brussels at all! We have a referendum promised that will ask the British people if they want to stay in or leave the eu – and with the recent experience with Greece it is clear that not all Community projects have been successful. Do you think it would make any difference if the CeA dropped out of CeCe if the Brits decided against “the european project”? A. A huge difference it would make, just as it would for the uK itself: you would not sit at the table any longer and miss out on the opportunity to influence future decisions, while the reach of those decisions over uK businesses would not necessarily become less. Could it really be underestimated that the uK have a powerful voice in the eu, not least also on the so-called ‘working level’ of daily eu affairs, and know very well how to make
an impact? The uK are an important weight in the european balancing act. I wished I could find a nice British understatement to express pointedly what the cost would be, on both sides of the Channel. Q. I see that the theme for this year’s CeCe Summit is “Smart regulation for Smart machines”. What can participants expect from the event?

A great way of encouraging graduate talent to join our industry can be to offer sponsorship or bursaries to promising students.
Since then our network of expertise in this area has grown, valuable relationships have been made and our “Skills for Profit Day” conference in the springtime provided insight, inspiration and focus needed as we embrace this challenge.

TECh NI C AL bRIef in this edition we give an overview of some of the issues currently being discussed on the european construction equipment scene.
NOISe: new and tougher limits on the way Having considered merging the Noise of Outdoor equipment Directive with the machinery Directive, the european Commission eventually decided to keep them separate. As such, on 1st April they launched a study on the scope and limit values of the existing Outdoor Noise Directive (2000/14/eC). The Commission selected a consortium called 'Odelia' (Outdoor equipment Noise Limit Assessment), under the leadership of TNO, the Dutch Organisation that was involved in a similar capacity with the NOmeVAL study of 2007. The CeA contributed to the CeCe comments submitted to TNO, reiterating the necessity to consider the legislative environment affecting machinery manufacturers, especially the Nrmm (exhaust emissions) and machinery Directives. At the end of June, ODeLIA issued its first intermediate report and suggested preliminary proposals, which are mainly based on the NOmeVAL report (2007), and new findings. In short, revised noise limits are proposed for about half of current Article 12 equipment (having to meet limits) and several categories, which currently just need to be labelled with the sound power, are proposed to have a noise limit. Affected machine categories include, amongst others, some compaction machines (plates, rammers, rollers), drill rigs, hydraulic hammers, road milling machines, truck mixers, mobile sieve installations and mobile breakers.
Industry will continue to provide input to the Commission, including as a stakeholder at Steering group meetings before the final draft ODeLIA report which will be submitted during October 2015, with publication expected in early 2016. The study conclusions will be used as input for the impact assessment to be launched in 2016 or 2017 and the Commission expects to table its proposal in 2018, with the new legislation being applicable as from 2020/2021.
mACHINerY DIreCTIVe: revision anticipated The european Commission is considering a revision of the machinery Directive to start during 2015. A study is expected to be launched in September and will last for 18 months, with a legislative proposal on the revised machinery Directive expected in 2020. Other ongoing studies include the european Commission's Joint research Centre (JrC) Institute for energy and Transport which is carrying out a study on behalf of the DG GrOW (Internal market, Industry, entrerpreneurship and Sme’s). This is to assess the impacts of a possible extension of the scope of the machinery, the Pressure equipment and ATeX Directives, regarding equipment intended for use in the offshore oil and gas industry. The Commission is now gathering stakeholders’ input via an online ‘Survey on Offshore Oil and gas equipment 2015 – Cost of compliance with eu Product Safety Legislation". This consultation will run until 19 September 2015 with the results of the study to be published in early 2016.
rOAD reGuLATION HArmONISATION: study expected The final terms of reference have been submitted to interested stakeholders and member states for the study on the harmonisation of road circulation requirements for mobile machinery. The consultant, ecorys, aims at completing the study by the end of 2016. A stakeholder meeting took place on 24 June, with a view to sharing knowledge from researchers, industry and the european Commission to discuss preliminary findings, the planned approach for data collection as well as the quantification of non-harmonised requirements. CeCe has co-signed the industry position together with CemA (ag tractors), Fem (materials handling) and eGmF (garden machinery).
reVISION OF eXHAuST emISSIONS DIreCTIVe FOr Nrmm: slow progress The issues and current situation were reported extensively in the last edition of Construction Worx and there is little more to add as this goes to press. Of greatest interest to equipment owners will be whether we manage to get a provision for replacement engines introduced, as this was not included in the Commission proposal. Amended proposals from european Parliament committees, member states and stakeholders on the replacement engines’ provision range from a time limitation of 7 years, to 10, 15, 25 and even no time limit as suggested by two mePs, which replicates the current situation under the directive 97/68/eC. We continue to press for the industry position and wait for the result, exhausted!

h ARD DAtA LOWeR OiL PRices FAiL TO iNsPiRe The uK remains one of the few shining lights in a stubbornly gloomy global economy according to mark Berrisford-smith, Head of economics, uK commercial Banking HsBc Bank.
The global economy shows no sign of escaping from its extended slumber. Interest rates have been cut still further in many countries in recent months, as consumers and businesses in many parts of the world have enjoyed the benefits of lower fuel and commodity prices.
Among the larger advanced economies, Spain, the uK, and the uSA (in that order) will continue to lead the growth rankings, while among the large emerging economies China has now been overtaken by India, which has conveniently recast its GDP statistics.
Yet cross-border trade flows remain in the doldrums and the growth dial has ticked down a few notches.
Leading the G7 pack
To be sure, there are some bright spots, notably the uK and the euro Area. In Britain, electoral uncertainties have dissipated, while the eurozone economy has continued to recover at a modest pace, despite Greeceâ&#x20AC;&#x2122;s knife-edge debt drama. elsewhere, the uS will struggle to offset the poor start to the year; the Chinese growth engine is spluttering; the recession in Brazil has turned out to be deeper than expected; while oil and commodity exporters continue to feel the squeeze from lower prices.
In the uK, the past few months have seen a largely positive flow of economic data and survey results, not to mention a slew of upward revisions to past data. The release on 30th June by the Office for National Statistics (ONS) of detailed national accounts data for the first quarter brought a small upward revision to the overall growth rate from 0.3 percent to 0.4 percent. This was still the weakest quarterly growth rate since 2012, with the biggest culprits being the manufacturing and construction sectors, but it wasnâ&#x20AC;&#x2122;t quite as weak as was WWW.THeceA.ORG.uK
first thought, with plenty of time for more revisions at a later stage. Note that while revisions can be in either direction, in the recent past theyâ&#x20AC;&#x2122;ve tended to be upwards. The statisticians also had a good fiddle with the data for last year, revising the growth rate a little higher in every quarter. This meant that the full-year growth rate for 2014, previously reported as 2.8 percent, is now reckoned to have been 3.0 percent, putting yet more distance between the uK and the rest of the G7 chasing pack. There has also been plenty of evidence to suggest that the pace of growth picked up again in the second quarter. For one thing, the economy is continuing to generate new jobs at a brisk pace. Despite net migration running at over 300,000 last year, the unemployment rate has continued to trend downward, albeit more slowly, and is now close to any notions of equilibrium and full employment.

The unemployment rate stood at 5.6 percent in the three months to may, as against the Bank of england’s estimate of the equilibrium (i.e. non-inflationary) rate of 5.1 percent, and a historic pre-recession low-point of 4.7 percent.
HSBC is expecting growth of 2.7 percent (a rare upgrade from our previous forecast). Household spending, which accounts for about two thirds of GDP, will largely drive this growth, with business investment lending a modest hand.
The long period of car-fuelled growth of exports to China has come to a halt, at least for now, with the value of shipments in the first five months of this year being 4.3 percent lower than in the same months of 2014.
The plunge in oil prices during the second half of last year, together with a modest acceleration of the rate of earnings growth, has finally allowed consumers to enjoy a substantive increase in real disposable incomes.
Investment spending by businesses has softened slightly in recent quarters, with some of this accounted for by postponement of projects in the North Sea, and pre-election jitters perhaps also playing a part.
In other words, they can now spend more without having to save less or borrow more. Consumer sentiment, as measured by the monthly GfK/NOP survey, leapt by six points in June (the first survey to be conducted after the General election) and is now at a level not seen since 2000.
But recent figures have been more encouraging, with the ONS reporting an increase of 2.0 percent in the first quarter.
At a sectoral level, the weakness of exports and the hiatus in capital investment has translated into a dismal run of monthly output readings for the manufacturing sector.Last year’s talk about a British manufacturing renaissance, fuelled by improved competitiveness and 're-shoring', has given way to the realities of stagnation.
It is therefore hardly surprising that spending growth has been brisk, with the volume of retail sales (excluding fuel) in the three months to June up by 4.3 percent compared with the same months of last year. With confidence riding high and earnings growth set to run well ahead of inflation for at least the next year, GDP growth of at least 2 percent is already baked in for 2015.In fact,
The weak spot, as it has been so often in recent years, is exports. Selling into overseas markets has been made harder by sterling’s appreciation, which now amounts to a seventh over the past two years, and by less than ideal economic conditions in many major markets. Although conditions have perked up somewhat in the euro Area in recent months, this has been offset by weakening in many emerging economies, including China.
Output has barely risen since the start of the year, and in the three months to may was only 0.8 percent higher than a year ago. The sector’s output is still 4.5 percent down from the pre-recession level, while activity in the professional, scientific, and support services sector is 22.4 percent higher. It is something of a mystery why so much attention continues to be heaped upon the data from the manufacturing sector, when it is services which has been the real driver of the uK’s economy for several decades.
