More Than Mere Talk It is only six months since the Construction Equipment Association’s skills Advisory Panel met for the first time. And already its impact is being felt both within and beyond the CEA. In March, I hosted the “Skills for Profit Day” in Leamington Spa. The event was moderated superbly by TV news correspondent Nick Higham, and brought together experts, influencers and thought leaders from the worlds of engineering, education, government and academia. Those that were fortunate enough to attend will know that this event was more than just talk. It was a meeting of minds to forge a solution to the skills shortage that has plagued the construction and construction equipment industries for longer than most of us can remember. Against that background, the work of our Skills Advisory Panel starts in earnest now, turning those plans into meaningful and sustainable actions for the betterment of the sector. Addressing the skills gap will also be the focus of our Student Trail during the PlantworX exhibition at the beginning of June. Rather than dissuading young people to attend like so many other exhibitions have done in the past, PlantworX wil be throwing open its doors to students and teachers on the final afternoon to provide them with an insight into what an innovative, dynamic and exciting industry this really is. The take-up among local schools and exhibitors has been extremely gratifying. And if we can inspire just one student to join this remarkable industry of ours, then the exercise will have been a success. And we’re not finished yet. The Skills Panel is scheduled to meet again mid-year to maintain the phenomenal momentum it has created. It is now down to CEA members to take advantage of these numerous initiatives, details of which can be found in our all-new web portal. And they will need to act fast. As you will see on Page 72, the Construction Products Association is forecasting continued growth across the UK construction sector. With that in mind, the CEA’s management committee has formed a new sub-group charged specifically to develop initiatives for members in the UK market. But those initiatives will be driven by you, our members. So we want to know what you need and we want to know what we can do to help you succeed. There is a genuine optimism in the UK construction sector at present. Help us to help you take full advantage of the opportunities presented by an industry reborn after years in recession.

THE CEA – Giving you the World We, at the CEA, like to think that we give the best service possible to our exhibitors and trade and seminar mission participants.
We have been delivering international events for over 30 years and the CEA’s Director of Global Programmes, Joanna Oliver MBE, has just celebrated her 20th anniversary with the CEA. Very many of the companies who participate in CEA run trade missions or exhibit on our UK Pavilions do so time after time – so we must be doing something right. *VSQ VYRRMRK PEVKI LMKL TVS½PI 9/ 4EZMPMSRW EX major exhibitions like Bauma and Conexpo to TEXL½RHIV 9/ +VSYTW EX RI[ IZIRXW ;I [IVI EX XLI ½VWX &EYQE 'LMRE MR ¯ ERH LEZI returned to each show with ever larger groups. The CEA were active in BRIC countries long before they even had that epithet.
The Mongolia mission provided an excellent platform for research into a future market. The seminar was well organized and very well attended. Our first CEA mission – and certainly not our last. Excellent!

We know that it is important not to rest on our laurels, so have carried out scoping visits to develop new markets, opening up opportunities in the construction and mining equipment sectors in countries as diverse as 1SRKSPME %PKIVME ERH 8YVOQIRMWXER %W 4EGM½G Latin America develops and new opportunities for our sector occur, the CEA is there running UK groups at Atexpo, Exponor and Conexpo Latin America in Chile and a trade mission to Peru with Colombia to follow.
The mission site visits were excellent.

MEMBER news TEREX TARGETs sALEs Terex Washing Systems (TWS) has announced the appointment of Global Sales Director, Iain Walker, who will lead the growing TWS sales team. Responding to business growth and increased customer demand the sales director will be responsible for growing TWS business across key markets globally. He will work closely with the sales, marketing, engineering and aftersales teams to fulfill TWS ongoing commitment to provide expertise, project management and technical and service support. Walker was previously a Regional Manager within the material processing and washing industry. His career within materials washing started in 2002 and has included responsibility for direct sales, dealer management, marketing and sales team leadership, including a directorship of an operation based in Kolkata. He combines technical expertise, specific to materials washing, considerable export sales experience, the ability to develop and lead multiple sales channels and an unrivalled sectorial knowledge of the Middle East, Asian and African markets. “This is such an exciting time to be joining TWS, as a growing global leader in the industry. It is often said that the simplest ideas are the best and FuelActive definitely fits this criteria. Fuel contamination is a fact of life; condensation, poor fuel supplies, poor fuel storage and bad housekeeping all play a significant part in diesel fuel contamination. Traditional fuel systems draw fuel from the bottom of the tank, but due to their higher density, water and contaminants will collect at the bottom of the tank, and during normal operation and refuelling the water and contaminants will become agitated and drawn into the fuel system. The FuelActive Fuel Delivery System works by using a floating suction pipe; a flexible coiled tube is connected to a float to track the level of fuel in the tank. Recently FuelActive signed a distribution contract with Komatsu/Cummins SA to supply the system throughout South America following successful operation on Komatsu 930 trucks in the region. Walters Group are another new customer, FuelActive has been fitted into a fleet of new Volvo and Liebherr wheel loaders for Görrel Equipment Solutions and Volvo A25G, A30G A40G ADT's for Walters Plant Hire. "Since using FuelActive in a particularly troublesome machine we have found it to be the most cost efficient way of combatting the ongoing problem of fuel contamination,” says Walters Group director Huw Richards. “The evolution of the modern engine has resulted in a virtually zero tolerance to contamination such as water, fuel injectors costing what they do the Walters Group have taken the decision to install FuelActive in all equipment going forward as an insurance against injector and pump failure." Martin Leahy, FuelActive’s managing director, believes that its membership of the CEA will be of huge benefit to his business. “As a company, we have been increasing our product range to cover construction, plant, and power-generation equipment and are in an exciting period of our development. Heterogeneity was great across countries: while the UK saw sales growth of one third compared to the already strong 2013, Turkey and Russia had a devastating year with market declines of 25 percent and 37 percent, respectively.
Earthmoving Recovering
EuROzONE DEMONsTRATEs DYNAMIsM European construction equipment market was the second most dynamic region in 2014 according to new report from Committee for European Construction Equipment (CECE). 2014 was a troubled, yet good, year for the European construction equipment industry. Sales on the European market grew by 9 percent compared to 2013. Exports showed a slight momentum of growth. Behind only North America, the European construction equipment market has been the second most dynamic region in 2014.
In 2014, 135,000 units of earthmoving equipment were sold in Europe (including Russia and Turkey). This amounts to an increase of 6 percent and puts the sector back to the levels of 2012 although, on an aggregate level, the industry lost momentum over the year. The negative impact is particularly attributable to Russia. Another problematic market was France where the economic scenario of the industry worsened significantly over the year. A tremendous growth of 32 percent pushed the UK earthmoving equipment market to the second rank in Europe, behind only Germany. The German market, already on comparably high levels, was remarkably stable and managed to further grow by almost 10 percent. Nordic countries were equally robust last year and grew by 10.5 percent on average.
“This is a positive development,” says Sebastian Popp, economic expert at CECE. “But we have to bear in mind that the good performance was just enough to recover what had been lost in 2013. The market is still more than 40 percent below the record levels seen in 2007.
In Western Europe, the Netherlands (+35 percent), Belgium (+11 percent), and Austria (+14 percent) were strong. Southern Europe finally delivered some sign of life, albeit at an extremely low absolute level: the Spanish earthmoving market grew by 54 percent, the tiny Portuguese market jumped by 69 percent. Italy, the only remaining volume market in Southern Europe, saw a sound growth of 20 percent.
There were huge disparities: Southern Europe remains at very low absolute levels whereas markets such as the UK and Germany are not that far away from precrisis levels. In Europe, the industry experienced an entire economic cycle within just one year – starting extraordinarily strong after a very mild winter, it saw an extended summer slump
In terms of products, compact earthmoving equipment performed stronger than heavy equipment; this applied in particular to mini excavators and compact wheel loaders. Heavy equipment sales also grew in 2014, but the weakness of the mining and quarrying sector, lack of infrastructure investments, and the Russia crisis took its toll. WWW.THECEA.ORG.uK
Focus on Roads In 2014, the total sales growth of road construction equipment amounted to 19 percent compared to 2013. Rates of growth were similar across product groups: light compaction equipment sales increased by 20 percent, sales of selfpropelled rollers were 16 percent above 2013 levels and sales of asphalt pavers grew by 21 percent. The picture looked much less friendly for the building construction equipment sector. Major reasons for this are a flat building sector in Europe after two consecutive years of decline, and a statistical base effect (strong growth of equipment demand in 2013). Total sales of concrete equipment in 2014 were 13 percent below previous year's levels on the European markets. Tower cranes business developed in line with concrete equipment.
Outlook for 2015 The prospects are not too bad for 2015. “It is likely that recovery will continue, however the extent of it is more questionable,” Popp continues. “The European construction industry should be on a recovery path, with all three sectors of construction having a positive growth forecast. The mining and quarrying sector might have weathered its crisis and could stimulate demand. Much uncertainty emanates from political crises, the RussiaUkraine conflict being probably the most severe one for the European equipment industry. The flaring up of the Euro crisis could further impede the readiness of customers to invest. Against this backdrop, a flat market or a slight growth appears to be the most realistic scenario for Europe in 2015. According to the recent CECE Business Barometer, manufacturers of earthmoving and road equipment remain the optimistic ones whereas concrete equipment manufacturers are more hesitant. Against a background of such unbridled innovation, it was important that the judging panel was representative of the entire construction and construction equipment industry and as diverse as the award entries themselves. Each member of the panel was, therefore, hand-picked to look at the entrants from a different perspective. Those judges were:
AN ABuNDANCE OF INNOVATION The PlantworX 2015 awards coincide with the equipment industry’s re-emergence from years of enforced concentration of research and development designed solely to make machines cleaner and greener. The result is an industry unshackled and more innovative than ever before. Mark Anthony, editor of Construction WorX and chairman of the PlantworX Awards judging panel, reports. The legislation-driven need to reduce emissions and fuel consumption to comply with EU Stage IV regulations tested the innovation muscles of the construction equipment industry. And some of the results – the development of hybrid-powered excavators, for example – have advanced the industry’s environmental cause rather more quickly than anyone had previously imagined possible.
Innovation Unleashed
And yet, with OEM research and development budgets targeted almost exclusively towards the sole aim of making equipment cleaner and greener, wider “abovethe-bonnet” innovation has been stymied for a number of years. As a result, non-enginerelated developments in the field of construction plant and equipment have generally been in the form of small, incremental changes and improvements: a new in-cab display here; a new shape of engine hood there. But with Stage IV regulations largely satisfied and the push towards Stage V still several years away, equipment manufacturers have emerged from a period of enforced focus. And the result has been a surge in true innovation; a fact highlighted by the sheer diversity of the entrants in the PlantworX 2015 awards. And while some of the entries remain enginerelated, the way in which those engines operate or are being harnessed is totally new and unprecedented.
Wendy Bates, innovation and customer experience director of Speedy Services - a lady in tune with the ever-changing needs of construction equipment users Neil Edwards, chief executive of The Builders' Conference trade association which is dedicated to enhancing industry efficiency Rich Holt of Fabrications by Design; a metal bending master who spends much of his time modifying OEM equipment to better suit customer needs Kevin Minton, director of the Construction Plant-hire Association (CPA) whose members buy the vast majority of the equipment sold in this country Austin Wilkinson of AW Demolition, an owner/operator who splits his time between office and machine and who sees equipment from an operator's perspective. Between them, the judges had to choose the very best of the best in five key categories: Green; Safety; Security; Engineering; and Efficiency. Each category had multiple entrants and each was hotly contested by major multi-national OEMs offering a full range of equipment, and by smaller specialist companies with a very specific expertise in a particular field. The judging was far from easy with each judge bringing their own perspective and preference to bear. But ultimately, the winners in each category shone through.
Safety
A key focus of construction equipment design and development is to ensure the safety of the person operating the machine, their fellow workers, pedestrians, and local residents. The entrants in this category ranged from a safer way to cut metal in the workshop or in the field from Hypertherm, WWW.THECEA.ORG.uK

P LANT wORX 2015 AwARDs through a remote-controlled demolition machine from Brokk, to a new kind of Personal Protective Equipment (PPE) from GSS Elite.
But in the Wacker Neuson 803 mini excavator, the judges identified one of the most innovative entrants in this year’s awards. Utilising diesel to travel to and from its work position before switching to electric drive to allow it to work in confined spaces or applications where emissions cannot be tolerated, the Wacker Neuson was a clear winner. “Wacker Neuson have taken a radical and innovative approach to allow this machine to work inside,” the judges said. “This machine is a significant breakthrough in equipment design.”
This turned out to be one of the most hotlycontested categories with the judges split and each endorsing a product or solution that might benefit their own specific corner of the industry. Ultimately, after much negotiation and not a little compromise, the judges whittled it down to just two favourite entrants. The “glow-in-the-dark” personal protective equipment from GSS Elite was highly commended and earned the backing of several judges. But ultimately, the IPAF smart card system, which ensures that only qualified operators can operate a specific access platform, was named the category winner. Green
The drive to meet Stage IV engine emissions regulations, not surprisingly, continued to hang over the Green Award category. But it was not the engines themselves that earned the plaudits. Rather, it was the way in which clean power was harnessed that truly caught the judges’ eyes. Both JCB and Firefly utilised state-of-the-art technology to bring hybrid power to the field of electrical power generation; Wacker Neuson brought electric power to play in the highly-competitive compaction sector; and Morris Site Machinery utilised an advanced control system to run three lighting towers from a single power source with no loss in performance.

Security With plant and equipment theft and online fraud showing no signs of abating, the protection of industry assets remains a key focus. From the outset, the security category was a two-horse race. In the red jersey was the International Powered Access Federation with its machinereadable card which can be used to ensure that only trained operators can use aerial work platforms (AWPs) on site. And in the blue jersey was industry security stalwart Datatag with its “DNA for fuel” system to prevent fuel theft and to aid in its recovery in the event of a theft. The IPAF Smart PAL Card looks the same as the standard PAL Card but is marked by a wireless icon and has a chip embedded in it. The data in the chip can be read by a card reader fitted to the machine.The reader can be set up to accept certain data which in turn will allow the machine to be operated.This data includes whether or not the cardholder (operator) is trained, to what level and in which machine categories. The judges all agreed that this was a “major leap forward for the security and safety of powered access equipment” and demonstrated “a willingness to embrace technology” for the good of the industry. But with diesel fuel now viewed by criminals and organised crime gangs as a key target, the judges agreed that Datatag’s Venom system

P LANT wORX 2015 AwARDs offered a broader industry-wide benefit. Indeed, it was the only entrant to achieve a unanimous nod among the judging panel. “Fuel theft costs the industry millions of pounds. With the use of this simple fuel additive, the police can trace fuel back to its rightful owner, aiding prosecutions and acting as a superb deterrent. Datatag Venom has the potential to make a major contribution to the fight against theft in the construction industry.” Highly Commended – International Powered Access Federation (IPAF)
One was a quick coupler that allows a machine operator to switch attachments safely and securely without leaving the cab of his machine; the other was a generator that harnessed hybrid engine technology to reduce fuel costs and to reduce the environmental impact of on-site electrical power generation. The winners in the Engineering category are: Highly Commended – Worsley Plant Lehnhoff quick coupler Winner – JCB Inteli-Hybrid Generator

Ultimately, all construction plant and equipment is designed to enhance the efficiency of a process and to make the owner, operator or user more profitable as a result.
Engineering
The broadest category in this year’s awards was also the most eagerly contested, attracting a record number of entries from the four corners of the plant and equipment sector. Entries ranged from a new dozer from Case and a new quick coupler from Worsley Plant through to an 11 tonne, 360 degree rotating tracked dumper from Cautrac to an electric drive wheel loader from Wacker Neuson that has been designed for work in inner city and zero emissions applications. But there were two products in this category that shone through, primarily for their ability to do an existing task but to do it better.
This category attracted more than 20 superb entries that ranged from state-of-the-art plant hire software for equipment tracking from InspHire; a Morooka 11 tonne tracked dumper with the ability to dump its load through a full 360 degrees; a low-cost but highly efficient plasma cutting system from Hypertherm; and an equipment refuelling bowser capable of storing both diesel and AdBlue in a single, easy-to-transport unit. The judges agreed that the AdBlue fuel bowser from Western Global helped overcome a specific refuelling challenge. But they ultimately agreed that a new Intelligent Machine Control excavator designed to make machine operation easier and more accurate should win the Efficiency category crown. With the winners of each category agreed, the judging panel was then required to choose the very best of the very best who would then be awarded an Elite Award. In true Olympian style, the Elite Awards were divided into Bronze, Silver and Gold categories, with the Gold Award winner being crowned this year’s key innovator. Once again, the discussion was heated and prolonged; the case for each winner equally valid; and several entrants – notably the JCB IntelliHybrid generator and the Komatsu PC210i-10 excavator – came within a whisker of landing an Elite award. But, in the end, the judges reached parity around three highly-innovative and deserving Elite award winners. And it is notable that all three are totally new products, not mere incremental improvements on a proven theme; that all three embrace the use of modern technology to satisfy a specific customer demand; and that all three did not even exist when the first PlantworX exhibition took place in 2013. P LANT wORX 2 015 ALL THAT Is NEW The second PlantworX exhibition promises to be yet another construction equipment extravaganza, with a host of manufacturers displaying new machines – some never seen before in the uK.The show has moved venues from the first event – visitors will find PlantworX at Bruntingthorpe Aerodrome, Leicestershire from 2nd – 4th June 2015. No matter what equipment you are interested in - you’ll find it at PlantworX – earthmoving equipment, compaction kit, drills and hammers, compressors, attachments and much, much more. Some of the exhibitors will be strutting their stuff on the demo plots and others have taken the leisurely option with impressive static displays. The event - hosted by the CEA (Construction Equipment Association) - is the UK’s largest ‘working’ construction equipment event spanning over 135,000 square metres and has over 320 exhibitors committed to the show and of these over half of these will be exhibiting at the event for the very first time. In terms of size and exhibitors numbers the 2015 show has far exceeded the inaugural 2013 exhibition event and the PlantworX team is expecting the show to be a ‘sell out’ making this event the hottest ticket in town and a spectacular action packed three days! Rob Oliver, chief executive of CEA said, “Walking the PlantworX trade show site at Bruntingthorpe is an impressive experience. New Power Generation
New products and innovation will be in the spotlight on the Morris Site Machinery stand. Accompanying industry favourites from the company’s four key brands SMC, ArcGen, Denyo and Hilta will be a new super silenced 500amp mobile welder generator, a new 8kVA generator developed at the company’s facility in Lincolnshire, Britain’s first solar tower light and a new unique Link-Up technology created by the designers at SMC to maximise fuel usage.
Another new and innovative offering is the GenPac 10 generator, a compact and robust 8kVA single phase generator and the first of its kind in the SMC range. Barrus will showcase Final Tier 4 compliant engines at PlantworX. The company is now able to offer the latest John Deere and Yanmar Final Tier 4/Stage IV compliant engines covering a power range from 6 to 600 hp. Barrus showcase new Tier 4 engines “We have ensured a reliable Final Tier 4 solution through 60 million Interim Tier 4 field hours and more than 500,000 hours of Final Tier 4 testing,” comments John Piasecki, director of Worldwide marketing, sales and customer support for John Deere Power Systems. “The total diesel fuel and DEF consumption with our Final Tier 4 engines is generally expected to be lower than diesel fuel only consumption of our Interim Tier 4 engines,” John concludes.

Currently an excavator driver spends a vast amount of their working day making large surface areas flat, hence to ‘grade’.This is currently achieved using a standard ditching bucket 1.8 meters wide, proving to be an extremely time consuming and skilled process to achieve the desired flat surface. With the introduction of the AgCon Grading Beam this process can be achieved approximately 5 times faster than with the ditching bucket - lowering man hours, lowering waste material, and more importantly lowering fuel consumption, which in turn is lowering Co2 emissions. CPA (Construction Plant-hire Association) is planning a number of small round table briefings and workshops on the stand covering topics including Operator Competence; BIM, Mobile IT, Medical Fitness Drugs & Alcohol and the Public Health Responsibility Deal;Telehandlers, including new work on Suspended Loads and Ground Conditions. CPA’s new projects for 2015 are also on the agenda: Inadvertent Operation of Controls on excavators; and Lifting Using Excavators. The CPA’s 2015 ‘Stars of the Future’ Plant Mechanic Apprentice Awards
will also be held on Thursday 4th June at PlantworX. The Stars of the Future competition is an annual award scheme, now in its 3rd year, devised by the CPA to recognise talented youngsters on plant mechanic apprentice schemes in colleges across the UK. The awards will be presented by Richard Noble OBE, pioneer of the Bloodhound SSC project, where in 2016, Noble and his team intend to break the land speed record with a 1,000 mph dash across the African desert. Noble will also be on the CPA stand from 2 pm. GAP Hire Solutions will be showcasing a range of products specially selected from its eight divisions. GAP plan on showing an Eco Dumper and the latest range of excavators, alongside the new VT-Hybrid Towerlight, which contains a rechargeable battery as well as offering total silence on site. Combined with zero emissions the Towerlight offers a practical and ecological solution to site lighting. GAP’s ‘Top 50 Tools’ will also be on display. Look out too for gantries, chain hoists and stone magnets and the GAP nonmechanical plant division will present a range of products which will include echo barriers which are designed to mute sound from sites (particularly useful in busy areas), fencing, Vortok barriers for the rail industry and track mats. Garic will be showing what it says is the most eco-friendly welfare unit on the market.The company is also launching a new dust suppression unit.The V12 dust suppression cannon’s revolutionary hydro-technology creates an ultrafine mist which clings to dust particles. Capable of spraying water at 130 mph the cannon has been designed to
eradicate airborne particle emissions at demolition and construction sites, quarries, landfill and coal mines more quickly and thoroughly than equipment currently available. P LANT wORX 2015 PAVILION POWER PlantworX 2015 will provide visitors with an incredibly diverse range of equipment, technology and services, and nowhere is that more evident than in the PlantworX Pavilion. The popular Pavilion sold out early in March and once again promises the most varied line-up of exhibitors yet seen at a PlantworX exhibition. These are just some of the highlights on offer.
Components & Attachments While the external demonstration areas at PlantworX provide a chance for visitors to see the latest equipment at work, the Pavilion allows both end users and manufacturers to get under the skin of that machinery. Component suppliers provide an essential role in the back-up and service of existing equipment, while their continual evolution and innovation offers equipment manufacturers a chance to improve and advance the design of their machinery. Companies like Flowfit, Gates, Losi and M&R Hydraulics offer both replacement hydraulic components and a service back-
up facility. Losi will have a range of its M+S hydraulic motors on show, delivering a high torque drive solution for such compact motors. The motors are intended for wheel and conveyor drives and can be had with a wide range of pressures and flows. As well as hydraulic component supply, there will be equipment capable of testing and maintaining hydraulic systems. Hydraulic measurement and control specialist Webtec will show a new range of testers, control valves and positive displacement flow meters. The DHM series of portable hydraulic testers will allow service engineers to create and send a certified certificate of up to 12 logs of pressure, flow and temperature directly from their mobile in the field. Being able to provide validation from the job site will save time on administration, cut time on site and increase the level of service available. On-site hose replacement specialist Pirtek will be demonstrating its hose cleaning service that can overcome the problem of in-line contamination. The firm will also show its Pirtek Xflex hose range, developed to withstand the harshest operations conditions on site. If you need to clean more than the hoses in a hydraulic system, Environmental Technologies has the answer with its Cardev 4S-E mobile filtration system.

The 4S-E is said to remove particles and water contamination from oil, extending service life and reducing the risk of breakdowns. UK fire suppression expert Nobel Fire Systems will exhibit its Stat-X range of automatic condensed aerosol fire suppression systems in the Pavilion. Designed to protect vehicles, mobile equipment and electrical components from fire, Stat-X uses eco-friendly and non-toxic generators. The system can be thermally, manually or electrically activated and provides economic fire suppression for the construction equipment industry.
The Stat-X range from Nobel Fire offers non-toxic fire protection Right Lines will show the recently announced Lazer range of diamond core drill bits and blades. Available in 22-162mm diameters, primarily for the plumbing market, the Lazer core bits are said to be suitable for concrete cutting where reinforcing bar is present.

C.Scope in particular will show a range of cable avoidance tools and signal generators. Recent advances include multi-frequency signal detection, data logging, in-built GPS and a fully automatic self-diagnostic function. The firm’s XL2 range now requires no annual service or calibration work, only needing to be returned to a service centre if it is damaged.
Nu-Star’s MUV electric wheelbarrow offers a 350kg tipping load Powered by two 12V batteries, the MUV has an on-board charger for 110 or 220V connection. The Smart PAL card has an embedded data chip with information concerning the holder. Card readers can be installed on machines and set to only allow correctly trained operators to use the platforms. Compact Machinery Italian firm Ghedini will be at Plantworx for the first time with a host of attachments Italian manufacturer Ghedini will be at PlantworX for the first time this year. The firm will show a range of attachments, including augers, bush cutters, submersible pumps, compactor plates and weed cutting buckets. The attachments are available to suit mini excavators, skid steer loaders and backhoe loaders.
While there might be plenty of larger site dumpers on the external working plots, Nu-Star Material Handling has chosen to show its MUV electric wheelbarrow in the Pavilion. With a tipping load of up to 350kg, the MUV has a push-button electric dump function as well as electric drive. The machine comes with a choice of 800W and 1,200W elecric drive motors and is virtually silent, as well as being zero emissions. The company claims that there are no handlebar vibrations either. P LANT wORX 2 015 The AMI Nexis Fuel Pro takes a different approach to tracking, monitoring fuel use and alerting the customer to any fuel theft. The unit can be installed on both powered and non-powered assets, monitoring fuel levels in the tank and reporting any sudden heavy fuel drainage or loss through the AMI Nexis software platform, that provides GPS location and time and date data. The company says that the system can pay for itself within 2-3 months, thanks to fuel savings.
The DualID tracking and telematic system from Trackunit offers improved safety and theft protection Electronics are playing an increasingly important role in the equipment business, with tracking and telematic systems from the likes of TrakM8, Enigma, Plant-i and Trackunit fast becoming the norm for larger rental and contracting companies. One of the latest additions to this growing sector comes from Trackunit, with the launch of the Trackunit DualID. DualID is designed with two separate units, a visible identification device, that accepts either a PIN code or a personal ID card such as the Smart PAL card, plus a hidden tracking unit. By controlling both machine access and by tracking operating performance, the DualID system can improve site and operator safety, while delivering a theft prevention and recovery component. Enigma Telematics will launch Skyline Mobile Performance Guru (MPG) at the show. Skyline MPG allows the fleet manager to see the same on-board machine data as the operator or driver, including engine temperature, revs, fuel consumption and journey distance for onroad vehicles. The system is said to use contactless, non-invasive technology to extract CANbus data. ATE is announcing the Towman tracking system, that keeps managers in touch with towed equipment. Towman delivers tracking data via a cloud-based system with live reports on equipment location, mileage and running time.

Designed for Android mobile and tablet devices, the driver app allows jobs to be sent directly from the Syrinx system in the office to the driver’s device in the cab. On completion of the job, the details are automatically uploaded and saved in Syrinx, allowing office staff to check the status of the job in real-time. There is no longer a requirement for printed delivery and collection notes and the system frees up more time for the driver, adding to productivity. Office staff can also spend less time on paperwork and more time dealing with customers. Rental software firm inspHire has also updated its system, adding workshop functionality within the inspHire mobile app. This allows the customer to add parts, capture fitter signatures, record job completion times, add labour costs and notes to workshop reports directly from a portable Android device. Regular safety examinations can be completed and logged using a phone or tablet with signatures and GPS location data to assist with legal obligations.
Education & Training An exhibition such as PlantworX not only provides today’s workforce with an opportunity to see the latest machinery in action, but also allows youngsters to investigate potential careers within the construction machinery business. The CITB (Construction Industry Training Board) will of course be promoting careers in plant operation and maintenance. There will also be a host of educational providers offering careers advice, including Wiltshire College and Myerscough College.

PlantworX will also provide an opportunity for other international equipment shows to promote their events, with both Hillhead 2016 and the organisers of the Bauma exhibitions in Munich and around the world among the stands.

In keeping with working machinery demonstrations, plant owners and operators will be offered the chance of ‘stick time’ on a wide variety of machines on presentation of the necessary accreditation, in keeping with industry guidelines such as CPCs card, CMPE or NPORs. ECY haulmark will be exhibiting the range of Furukawa FX hydraulic breakers, including the FX15,FX25, FX35,FX45 & FX55 which are suitable for 0.5-7.0 tonne machines. Long established attachment specialists ECY Haulmark return to PlantworX for the second time and will be featuring the full range of FRD Furukawa hydraulic breakers on their stand. The all new Morooka MST2200VDR 11 tonne capacity tracked dumper will make its debut at PlantworX. Tracked dumper specialists Cautrac will showcase the new Morooka MST2200VDR model. This 11 tonne capacity dumper features a superstructure that can rotate through 360 degrees and fully tip a load at any angle. This is Morooka’s first fully rotational dumper and is powered by a Cat C7.1 6-cylinder turbocharged diesel engine which develops 186 kW @ 2000 rpm and drives the hydrostatic transmission (HST). Multiquip will be demonstrating its new Lightning Strike Roller Screed system. Multiquip will be displaying equipment from its comprehensive range of concrete finishing products including the new Lightning Strike Roller Screed.This new expandable lightweight “Next Generation” machine has been designed to provide maximum performance, ease of use and reliability with its self-contained Honda engine.

PlantworX will also be the venue for the Volvo Operators Club 2015 UK heats inviting machine operators to sign up for membership and take part in the GB heat and win a place at the 2015 European finals being held in Italy in the Autumn. Merlo UK will be demonstrating a wide range of telescopic handlers including the ROTO 60.24MCSS which offers a 6 tonne lift capacity and a reach of 24 metres. Merlo UK will be exhibiting a full range of its distinctive green liveried rough terrain telescopic handlers, which cover a wide array of construction needs, from the ultracompact P25.6 with a lift capacity of 2.5 tonne and a lift height of 6 metres up to the heavy lift P120.10HM, which features a 12 tonne lift capacity and a reach of up to 10 metres.

Takeuchi have taken their time getting a new micro and finally it’s on these shores. The new TB210R offers lots of micro advantages with significant short tail swing and less than a metre width capacity but with valuable extending tracks for added stability when digging. Mini excavator manufacturer hanix will be displaying and demonstrating models from its range of machines including a long arm version of its h55DR model. PlantworX 2015 marks a welcome return to the demo circuit for Hanix Europe.The company will be demonstrating its full range of micro, mini and midi excavators at the show. P LANT wORX 2015 Auger Torque who recently merged with Kinshofer, will be demonstrating a wide range of its earth drills and trencher attachments along with several new innovative products at PlantworX. Live demonstrations will include earth drills and trencher attachments. In addition the company will be showing Skidsteer Pallet Forks and the ‘Drill/Mix’ Mixer Bowl attachment for fencing, the revolutionary new Stump Planer, a device that removes tree stumps quickly and quietly whilst keeping the debris to a minimum. Firefly will be demonstrating its fuel efficient Cygnus 48kva hybrid Power Generator.
Clean energy experts Firefly will be demonstrating examples from their Cygnus Hybrid Power Generator (HPG) range at PlantworX. Hybrid power generation means significant reductions in fuel consumption, emissions and noise levels across a wide range of applications where endlessly and inefficiently running a diesel generator is the alternative. The new Cygnus Four model is predicted to offer fuel savings of up to 4,500 litres per year, offering an estimated £40,000 cash saving. Over on the CGCS Midlands stand, meanwhile, the company will be displaying a representative model from its PRONAR range of trammel screens. P LANT wORX 2015 ON THE sTuDENT TRAIL The final afternoon of PlantworX Construction Equipment Exhibition 2015 12 pm – 4pm Thursday 4th June is dedicated to the industry’s future, with students and teachers from primary and secondary schools and colleges encouraged to visit the show and get a taste of the construction equipment sector.
Pupils, students and graduates from Leicestershire have been invited to join the construction equipment industry at PlantworX to help young people better understand the UK construction industry, plant equipment and all it offers. The CEA (Construction Equipment Association) initiative has the support of Leicestershire STEM (Science, Technology, Engineering and Mathematics) and Susan Scurlock founder and CEO of Primary Engineer, a non-profit organisation whose aim is to encourage young people to consider careers in STEM related professions. Susan recently gave a presentation at the recent CEA ‘Skills’ conference on the Primary Engineer project she said: “Our vision is to bring engineering into the heart of schools, enabling a greater understanding of engineering in the world
today and to help prepare the engineers of future generations. PlantworX is the perfect opportunity to showcase the Construction Equipment industry and what it has to offer and influence students into pursuing a future career in engineering.”

For the young visitors PlantworX has a ‘Student Trail’ planned where they can follow a trail to visit exhibitors who are actively taking part in the Student Day. There are going to be a whole range of jobs for a wide range of people.” A number of local schools and colleges have already booked to come along to the event. Sara said, “This is a great opportunity for our students and we are all really looking forward to the event.” Also coming along are Husbands Bosworth Primary School, John Wycliffe Primary School, Grantham College and Brockton College. SKI LLS & tRAInInG sKILLs FOR PROFIT The CEA’s latest and most-focused conference was aimed squarely at the industry-wide skills shortage. And it scored a bull’s eye, as Mark Anthony reports. In the UK, it has become customary to blame the government for virtually everything. Snow closes road? Lack of governmental preparedness. Target hospital waiting times exceeded? Lack of government investment. Overseas war and conflict? Trigger-happy government. But while it is easy to lay blame at the door of Number 10 Downing Street for a multitude of things, the current (and escalating) skills shortage impacting the construction and construction equipment sectors is not one of them. In fact, at a time when there are almost 800 government-backed initiatives – funded to the tune of £14 billion per year - designed to get more people into work, the industry must look closer to home to find the reasons for its current predicament. Throughout the recession, training and career progression – understandably – took a back seat to survival. Thanks to the growth in the use of zero-hour contracts, staff were downgraded from the industry’s greatest asset to a transient commodity that could be picked up and put down as workloads dictated. Now, with the industry’s fortunes pointing up and to the right once again, this failure to plan for the future has come home to roost. Enter stage left the Construction Equipment Association and its fledgling Skills Advisory Panel which has seized the skills nettle with both hands and – together with CEA members – sought to remove this obstacle from the road to recovery with the recent Skills for Profit day in Leamington Spa.
Get Connected
Of course, individual member companies are already setting in place their own initiatives to restore staffing levels, recruit the stars of the future, and to make ready
for ongoing industry growth. But if there’s one thing the CEA has in spades, it is connections and an unrivalled ability to engage with industry experts. The Leamington Spa event – Tools to Bridge the Skills Gap – attracted a roster of guest speakers and guests that would be the envy of any government committee. Moderated by TV news correspondent Nick Higham, the event brought together influencers and thought leaders from the disparate but conjoined worlds of engineering, education, government and academia. And, for a single day, they had just one target – Bridging the skills gap. First to speak was Professor Simon Hodgson, president of the Engineering Professors’ Council and Dean of the School of Science and Engineering at Teesside University. As someone who straddles the worlds of engineering and academia, Professor Hodgson provided a unique insight into the challenges facing both. He stated: “By 2020, the UK needs to double the number of (suitably skilled) annual recruits into engineering to meet expected demand, increasing the numbers of graduate engineers produced annually from the current 46,000 to almost 90,000.” A copy of the professor’s presentation can be found within the newly-launched CEA Skills Portal here: http://tinyurl.com/nmb2jv2
The BRIC Challenge
Next into bat was Christian Warden programme director, Engineering Skills Service, EEF – who came with a stark warning. “For every engineer that the UK produces, India produces 10. The BRIC countries – Brazil, Russia, India and China – represent a major threat and may overtake the countries that make up the G7 by 2027,” he stated. “The UK needs WWW.THECEA.ORG.uK
96,000 engineers, scientists and technologists merely to replace those lost to retirement to 2016.” A copy of Warden’s presentation is also available in the CEA Skills Portal here: http://tinyurl.com/kck57ew Claire Donovan, Head of Engineering the Future at the Royal Academy of Engineering, delivered a multipoint plan aimed at making the engineering sector more appealing to young people. Her recommendations included: improved delivery of Science, Technology, Engineering, and Mathematics (STEM) subjects; improved careers information within schools; improved recruitment practices; and more opportunities for young people to experience life in the engineering sector. “The engineering community should work with employers to encourage and support provision of work experience for post-16 students studying in colleges and schools,” she says. According to his presentation, some 18,000 young people and their teachers have visited a modern manufacturing facility since 2011 with 85 percent of them finding the visit inspiring. The final presentation came from Susan Scurlock, founder and CEO of Primary Engineer Programmes. Scurlock believes that the solution to the current and worsening skills shortage in the engineering sector is not in government or industry but in primary schools. Indeed, in perhaps the most inspiring presentation of the day,

The Skills Toolkit Portal The skills gap is widely recognised as a significant inhibitor to manufacturing and export-driven growth – two vital ingredients needed for re-balancing the UK economy. Addressing it requires a strategic and more collective approach and the CEA’s Skills Advisory Panel, drawn from key stakeholders in and around the construction equipment industry aims to make a difference in the skills challenge on behalf of the sector. Far from being just a ‘talking shop’ the Skills Advisory Panel is determined to address the skills issue seriously by providing a comprehensive review of the situation and developing meaningful strategic and practical solutions. A generic issue is that not all employers within CEA membership are proactive in workforce skills development. Training budgets are often very low and with investment in people and skills vastly less than in equipment, time for training release can be severely limited. Emphasis on skills can often be just at the point of recruitment, with a focus on mandatory and company-specific training rather than broader development. In addition, most companies do not have apprentices. This Skills Toolkit Portal aims to facilitate a greater engagement by CEA member companies in contributing to a closing of the skills gap. CEA chief executive Rob Oliver calls for some “out of the box” thinking to solve a worsening skills shortage across the construction and engineering sectors. Every industry or profession thinks it is unique. But if you dig a little deeper you usually unearth many common threads. When the Construction Equipment Association surveyed companies in our sector last year, the big issue that emerged was the skills challenge. We have an unemployment rate of 5.8 percent which seems pretty low by international standards – but actually represents 1.91 million individuals looking for work. Yet we know that the wider construction industry - from contractors and manufacturers to plant and transport hire firms - needs at least another 200,000 people in the coming years. We also know that while the leading political parties pledge extra support for apprenticeships, most industries complain about the lack of job-ready recruits. So why is there such a mismatch between those that need jobs and those enterprises that need skilled workers? And more importantly what can we, in business, do about it? I’ve been talking to a lot to a wide range of academics, entrepreneurs and others, here are 10 ideas on how to bridge that much talked-about skills gaps. l Don’t assume that government initiatives can solve your problem, and
don’t forget you are unique. There are over 200 government-backed, employmentrelated initiatives. If they worked, we wouldn’t still be talking about the skills gap. l We’ve all interviewed the drama or media studies graduates who are not quite right for that clerical or shop floor job. We should no longer assume that a degree denotes knowledge, aptitude or proper coaching in how to turn up for an interview on time. l The answer can be within. You know you have some good people working for you, but have you given them the opportunity to upskill and take on that extra task and responsibility? Upskilling is the new hot button, as, to paraphrase Dorothy in the Wizard of Oz, “Happiness is in your own backyard”. l They don’t know about you. Careers advisors at schools, colleges and universities are hard pressed. They don’t have the resource or knowledge to advise their charges about the vast range of opportunities available to them. If you’re the local employer, do your local education establishments know what you do? l Those school trips you remember - to the zoo (that made you want to become a zoo keeper), that museum (that made you want to be an archaeologist). Have you invited your local school to tour your factory or depot? It might be standard to you but memory making for the school students. l You’re not in the army now. Britain’s armed forces have been revolutionised in the last few years – and there has been an exodus of highly trained personnel, used to taking and accepting orders, leaving the forces. If you hook up with one of their outplacement schemes you could find the right people for you. l Be an ambassador. You’ve trained a bunch of your staff to give presentations and how to be confident in public speaking. Test them out with the kids by becoming STEM ambassadors. They will talk to school students about their work life and the application of STEM knowledge i.e. Science, Technology, Engineering, Maths (go to http://www.stemnet.org.uk for more information). l Use universities as a resource. Last time I counted, there were 1.76 million undergraduate students plus another 539,000 post graduates. Many are looking for something to do – either working with you part-time or working on co-operative research projects you have introduced to your local college or university. l Open up. When you think about it you have facilities that could be useful for community groups in your area. You have meeting rooms, spaces for various activities etc. Subject to your insurance cover, you could open up to these groups – and grow your local reputation. The word will get out that your corporate social responsibility = being a good employer. l Treat the people you have in the right way - It’s a lot easier keeping the good people you have. One of the ironies of the relatively low political profile suffered by construction, engineering and related sectors is that we have a lot to offer on issues that are close to the hearts of many in Westminster. For example, politicians fret about lack of social mobility.Yet ours is one of the most socially mobile industries there is. What is more, getting more of our unemployed youngsters into work in industry will reduce the need for firms to recruit overseas to plug the gaps. Construction and related sectors are necessarily fragmented with often long and complex supply chains. But the issues we all face are remarkably similar. We urgently need to find more effective ways to work together to solve common problems - with the skills shortages top of the list - without expecting central government to do it for us. We have made skills one of the central themes of this year's Plantworx exhibition. Organised by the CEA, it takes place at Bruntingthorpe, just off the M1 in Leicestershire from June 2-4. The Panel’s plan of action in the shortmedium term will derive from a strategy that not only presents the consolidated view on behalf of our industry, but provides a focus for the promotion and achievement of a handful of realistic, solutions-based outputs. Taking the key messages from the conference, these outputs are most likely to be based around: l The clear need to make provision for upskilling of existing employees in our sector in order to achieve greater productivity, competitiveness and profitability; l A step-change in the promotion of our industry and greater encouragement for it to open its doors to young aspiring engineers, from primary schools through to elite universities;
l The provision of more diverse and compelling opportunities to develop and share best practice between companies in relation to the each of the above. An immediate start has been made with the Skills Toolkit Portal on the CEA website. Launched at the conference, the portal is provided to facilitate a greater engagement by CEA member companies in contributing to a closing of the skills gap. It gives a quick and easy reference point for information on skills reports and key initiatives as well as funding opportunities relevant to our sector. It will be maintained and updated regularly and is commended for use by companies across the construction equipment industry.

The flexibility (flex) scheme has been in place for many years to help machinery manufacturers manage the transition from one emissions ‘Stage’ to the next. The scheme allows machine manufacturers to purchase a controlled number of ‘previous Stage’ engines from their engine supplier after the start of the ‘new’ Stage. However, when the legislation was passed to increase the flex allowances for Stage IIIB, which the
European Commission put forward to help manufacturers after the crash of 2008, there was a sting in the tail: a sunset clause was included for the 37 to 56 kW power band. The reason was that flex in the other power bands of Stage IIIB, from 56 to 560 kW, had a natural expiry date at the introduction of Stage IV but as there is no Stage IV for 37 to 56 kW the legislators introduced a cut-off date, and that date is the end of 2015. So, if you are powering your machinery from 37 to 56 kW using Stage IIIA engines under the flex scheme you need to review your plans. Your engine supplier will be unable to supply you with such engines after the end of the year, no matter how hard you beg. You will have some options. Of course, you could update the product to use a Stage IV engine or you might consider buying extra engines for stock before the end of the year to tide you over. Engines
that you buy from your supplier before the end of the year can be used without time limit, provided that they are physically within the EU and cleared customs. And that brings up another point: if you are importing machinery with flex engines be especially careful. The comment about them being in the EU and cleared customs applies just as much for an engine installed in a machine as an engine on its own: it’s not the engine build date that counts, nor when it was sold to the machine manufacturer. Note that none of the above applies to engines in the 19 to 37 kW band for which Stage IIIA still applies. And when we say the end of flex is in sight, we mean it. Stage V is expected to come into force for all engines in 2019/2020 and flex is not on the table for that transition. Watch this space and we’ll keep you informed.

T ECh NI C AL bRIef ENGINE EMIssIONs – 2020 VIsION Malcolm Kent,Technical Consultant to the Construction Equipment Association gives an update on the progress towards new engine emissions legislation. You might be thinking that you have heard enough of machinery salesmen telling you about European emissions legislation and why that means their Stage IV machines have to be more expensive than the last ones but there is more in the pipeline. We have been reporting for some time on the plans for a European Stage V and we now have a pretty clear idea of where we are heading. But first, a bit of background.
European air quality is a problem
The member states of the European Union signed up a long time ago to make sure that the air that its people breathe is clean enough. They agreed limits for pollution levels in the air and agreed a timetable for delivery. Now plans are one thing but reality can be different. Many of the member states, including the UK for some areas, are in breach of their obligations and are facing the prospect of massive fines. This is leading to huge pressure to do as much as possible to improve air quality by reducing emissions. Any company looking to work on major developments in London will be aware of the new rules on emissions from sites and the need to do assessments of dust emissions and introduce control measures where necessary. That also carries over to machinery with diesel engines. (See the table below).

The controls in London were introduced via the ‘Supplementary Planning Guidance’ issued in August 2014 and make planning approval dependent on a set of conditions including the emission control levels of the machinery used in the construction phase.

The requirements are as follows: Note that the “emission stage” dates are complex and are different depending on engine power. Also, due to various details of the engine emission laws, there is no simple check as to what stage of engine is in a machine based on its manufacturing year so a more careful check might be necessary. The dates for single-speed engines, such as are often installed in compressors and generator sets, are different again. Overall, due to this complexity, there are real concerns about how well the London boroughs will understand what is in a machine and be able to enforce the planning conditions correctly. Negotiations are under way to allow some exemptions from the rules but at the time of going to press this was not finalised. All the pressure about air quality has led to the view in some quarters that as much as possible must be done. It is well understood that pollution from onhighway engines adds up to a great deal more than the off-highway sector but the view is that a contribution to improvement is required from off-highway too. No matter that diesel emission levels have been reduced by 96 percent over the fifteen years between Stage I and Stage IV: we have to make inroads on the remaining 4 percent.

in the emissions. All the off-highway engine emission limits so far, including the recently-introduced Stage IV, have been based on the total mass of pollutants emitted, with no regard for whether the particles are small or large. The onhighway sector has had controls on particle numbers (related to particle size) for some years now, which is why diesel particulate filters (DPFs ) have been pretty much standard on vehicles for several years. So, where are we going with the next stage for off-highway diesels?
Stage V
After extensive debates the European Commission have published their proposals for Stage V, but that is by no means the end of the haggling. The European Parliament and the Council of Ministers now get the chance to get their teeth into it and to propose amendments. The three parties will then go through a process to agree on the final text of the law. However, the Commission proposal gives us a pretty good idea of what is going to be in the final package. Firstly, the principle of minimising the emission of ultra-fine particles is transferring into the off-highway sector for all engines between 19 and 560 kW. That means that, unless someone comes up with some cunning new technology pretty quickly, all machines between the equivalents of, roughly, excavators from 2.5 tonnes to 150 tonnes, will need particulate filters. Of course, there are a lot of machines in the market today with DPFs already installed. That is because different

manufacturers have chosen different ways of complying with the recent emissions limits. Some have used urea injection (such as Ad Blue) without a DPF while others have done the opposite and others again have applied both. However the stringency of Stage V will probably mean less diversity in the solutions applied. Almost everyone, perhaps actually everyone, will be applying both urea injection and a DPF.
Timing
It’s hard to be certain about when the new stage will come into force until the final legislation is published but what is on the table now would mean that only Stage V engines can be built after the end of 2018 for all engine powers other than 56 to 130 kW which would be one year later. For machine manufacturers this means a huge crunch. They will need to engineer new engine installations for their full line-up of machines over a very short timescale. All production of pre-Stage V engines, from the smallest to the largest, will come to an end over a time span of just 12 months. That is going to consume an enormous amount of engineering resource.
The replacement engine bomb-shell
The one aspect of the proposed new legislation which is potentially the most worrying for machine owners is that it would prevent the manufacture of all nonStage V engines from the date the new stage starts. All. That includes any intended as replacements for failed engines. Complete engine failures are quite rare nowadays but not completely unknown, especially as machines get older. Under the proposed legislation engine makers would be unable to manufacture old-spec engines to supply as replacements, meaning that the market would be reliant on reconditioned engines to keep machines going, but even then there would be legal and logistical obstacles to overcome. Given that the engine manufacturers do currently supply a moderate number of replacement engines for old machines it is
Compressors and Gen-sets The types of machines that will see the biggest changes are those which use constant speed engines. The definition of constant speed is strict – basically they are just on/off engines with no standby speed – but they are used in a great many generators and compressors. Although these engines come under the same law as variable speed engines they have had different requirements up to now. Those constant speed engines currently regulated are still at Stage IIIA where the variable speed engines have gone through the changes of Stages IIIB and IV. However, from Stage V constant speed engines will have the same limits as variable speed engines and the introduction dates are the same too. That means that there will be a big jump in the technology applied to those engines and a much bigger jump in cost than is likely to be seen on variable speed engines.

hard to see how the gap will be filled. If it is not, it means that a machine with a failed engine could be scrap. That would to lead to a lot of unhappy conversations between machine owners and manufacturers’ dealers. I can hear it now: “I’m sorry, Sir, but we can’t fix your engine. We can’t replace it either, but can I sell you a new machine instead?” Industry groups are not taking this lying down and are pushing hard for the draft legislation to be amended to allow the continuation of the supply of like-for-like replacement of engines for older machines. This will go on for several months yet so it’s too early for us to know how this will pan out. Wait and see. increase 6.2 percent in 2015 and 5.6 percent in 2016.This is primarily due to the offices sub-sector, which is expected to rise 8.0 percent in 2015 and 7.0 percent in 2016 as the number of major projects in London declines, but is offset by offices projects in other cities. Increases in take-up of existing office space have led to contracts for new offices projects in cities outside the capital, which should provide an increase in activity on the ground from this year. In addition, a return to increasing real wages and consumer spending growth is anticipated to lead to retail construction recovery next year despite a scaling back of expansion plans by major supermarket chains.
Output in the construction industry is forecast to rise by 17.8 percent between 2015 and 2018. This is anticipated to be primarily driven by growth in the private housing (20.2 percent), commercial (21.0 percent) and infrastructure (51.5 percent) sectors, which together account for half of the entire construction industry. Activity in the industry is expected to rise 5.3 percent in 2015 alone but, between 2016 and 2017, growth rates are expected to slow. Output in construction is anticipated to increase 4.2 percent in 2016 and rise a further 3.4 percent in 2017. The slower growth rates partly reflect the higher base, with output in 2016 finally surpassing the level seen at the 2007 pre-recession peak. The slower rates of growth also partly reflect increased uncertainty regarding output in 2016 and 2017 from a potential hiatus in contract awards this year due to the General Election in May. In 2018, construction output is expected to accelerate once again as major infrastructure projects boost activity.
Infrastructure output is expected to rise 51.5 percent between 2013 and 2018. Within the sector, roads construction is expected to grow 52.1 percent by 2018 as work progresses on projects in the Road Investment Strategy, published in December. However, work on local authority roads is still expected to be hindered by financial constraints on local authorities. The housing market accelerated in 2013 and the first three quarters of 2014 but house prices and mortgage approvals slowed in Q4. Despite this, private sector house building has maintained its momentum. Private housing starts in 2014 were estimated to be 18.0 percent higher than in 2013, boosted by strong UK economic growth and policies enabling previously latent demand such as Help to Buy. In 2015, private housing starts in Great Britain are expected to rise a further 10.0 percent to 148,000. After this year, uncertainty regarding the long-term sustainability of policies to boost the housing market further and a slowdown in growth from major house builders, partially offset by a recovery in house building from SME house builders, are likely to lead to slower rates of growth. However, private housing starts are still expected to rise 5.0 percent in 2016. Private commercial output is expected to

Rail construction is expected to be boosted near-term due to work on major projects such as Crossrail and Thameslink but, after 2016, funding constraints may curb Network Railâ&#x20AC;&#x2122;s work.The energy subsector is growing significantly, primarily due to decommissioning work. From 2016, Round 3 offshore wind generation and main works at Hinkley Point C, are expected to boost activity in the sector. Overall, the energy construction is expected to rise 81.8 percent by 2018. Public sector construction is forecast to rise 2.5 percent per year between 2015 and 2018 as further austerity focuses on current spending. Increases in capital investment may boost schools and hospitals work. However, this is likely to be partially offset by local authorities subject to further austerity. The Hs2 railway project has the potential to change the uK construction industry’s fortunes. But are we ready to seize this once in a lifetime opportunity asks Finning strategic Project specialist, Eric Brindley. Break this down and you are talking about over 400 articulated trucks operating across the site at its peak. This alone represents the largest fleet of articulated trucks on one project the industry has seen for decades, not to mention the excavators, operators and support services needed to keep them fully operational.
The HS2 railway project has the potential to change the UK construction industry’s fortunes. But are we ready to seize this once in a lifetime opportunity asks Finning Strategic Project Specialist, Eric Brindley. There are not many projects that come about with the potential to drive real change in the plant sector, but with HS2 having already appointed contractors for its ground investigation framework in February 2015, the £1 billion earthmoving phase is not far away.
So in answer to my main question, is the industry ready? At the moment I don’t think we are. The main reason for this is we currently don’t know what the earthmoving part of the project looks like. We have been told it will be articulated truck led, but only recently one of our customers highlighted HS2 as a real opportunity to bring new scrapers back into the UK, for certain sections of the line. This in itself is very interesting and with new equipment like the Caterpillar 745C larger articulated truck just being launched, the typical 30 tonne truck and excavator mix, may not be the answer. What is clear however is HS2 is not just going to be
about the equipment. We will need hundreds of highly competent operators to be trained and upskilled to use this new plant and the technology that will come with it. More importantly, for HS2 to be delivered well and consistently throughout the phases, the project will have to embrace this technology and become a connected site. This will mean the adoption of a single data protocol or the full range of plant and equipment used on the project. In-turn we will need to ensure we are collecting the right data from each machine, processing it in real time and interpreting it effectively, so we can recommend appropriate actions to deliver programme efficiencies back to site. So to get HS2 right, we all need to play to our strengths, whether it is equipment manufacturers, distributors like Finning, plant hirers or specialist contractors. The key to unlocking the potential in HS2 is collaboration and we have to start turning that key now.
With John Carroll, Head of Construction and Logistics HS2 Ltd, presenting his vision for the project at the CEA and CPA conferences in June and October 2014 respectively, the challenge has already been laid out to the industry. Because the UK plant sector requires plant hire organisations and specialist contractors to work together to deliver projects like HS2, we will all have to approach the project in a much more collaborative way. We will also have to look at other successful large-scale projects, like the Olympics and Crossrail to learn from best practice and the use of technology. When you look at the figures for HS2, it is staggering. I liken the project to a ‘Mine in a Line’ with 55 million cubic metres of excavation required to deliver 560 kilometres of track that in turn will support 18 trains per hour, travelling up to 360 km/hour.
