Ninety per cent of parents coming to this room, four days a week, are newcomers to Canada, learning skills they can take home, says Koroneos. "It demystifies the whole Canadian school system for them." The Byng Avenue school, and Samuel Hearne Middle School next door, function as community resource centres, not just for children but their parents too. They need whatever help they can get. Raising the Village, a new City of Toronto initiative, ranks Oakridge - a pocket in Scarborough of modest houses, apartment towers and auto-related businesses north of Danforth Avenue - at the top of its list for neighbourhoods with the most "inequities" when it comes to raising children. Oakridge’s family poverty rate is nearly 55 per cent. In Etobicoke’s very affluent Kingsway South neighbourhood, at the other end of the rankings, it’s just above five per cent. Toronto divides into rich and poor areas. Raising the Village is meant to show authorities where surgical investments in

"It’s a mammoth program that’s going to take years to fine tune," James Pasternak, a North York councillor, said last month. "I think this mayor and this administration is prepared to develop it and invest in it," Pasternak said, but adding those resources to build a more child-friendly city won’t be cheap. The two Oakridge schools, with 1,200 students between them, already get extra funding to cover costs of field trips, free eyeglasses, pediatric clinic referrals, hearing and dental screenings. They have a settlement worker, teaching and

learning coaches. They host meetings for parents, and stay open until 10 p.m. as subsidized community spaces. They hire parent volunteers as lunchroom supervisors and clerical staff; many were teachers or administrators back home, said Oakridge’s principal, Heather Groves. After years of effort, Oakridge and Hearne just got artificial turf laid on the field between them. The neighbourhood lacks recreational green spaces for children, and so many were on the field, grass wouldn’t grow. Parents said, "Our kids have to stay home in the buildings because there’s nowhere to play," said Sohail Shaikh, Hearne’s principal. Many Oakridge parents, now predominately South Asian, arrived in Canada with one or more university degrees, though

those may not be recognized here. They’re dedicated to their children, Shaikh said. Kingsway South, between Dundas Street West and Bloor Street West, is a very different place. It’s an "extraordinarily homogenous" neighbourhood of single-family households led by professional couples, and blessed with parks and good neighbourhood schools within walking distance, said Pamela Gough, the area’s public school trustee. Kingsway’s children, she said, are well-supported by families attentive to their needs, and emerge from schools having had high-quality education and guidance. "You’ve got the basics for success right there." Raising the Village notes only three per cent of children in Kingsway South were not participating in either arts or sports,

compared to 54 per cent in Glenfield-Jane Heights. Public school trustee Tiffany Ford, who represents that North York neighbourhood, said many parents along Jane Street and other marginalized communities find it hard to get children into arts and sports programs. Sometimes lack of information, transportation or the costs of programs can be a barrier, said Ford. "As a resident, I can see there’s a lot of programming here, especially in Jane-Finch, but it’s still not enough." Toronto’s six-year-old Child and Family Network (which includes school boards, United Way and Ontario’s education ministry) based Raising the Village’s "inequities score" on five factors (see sidebar), chosen "because they are known social determinants of child health." Family poverty is given the most weight, but parental unemployment, low parental education, lack of knowledge of English or French, and housing "below adequacy, affordability or suitability" standards count too. Neighbourhoods with the least "inequities" get a negative score. Oakridge is highlighted as the one with greatest inequity, but the score "doesn’t do justice to the whole story," said Parthi Kandavel, its public board trustee. Some poverty in Oakridge spans generations, and social problems result, but many are recent immigrants or refugees working hard to make their way out of social housing, Kandavel said. "The supports are there and should help. Will it change the outcome?"

Tougher penalties could curb distracted driving The symbolism was perhaps a bit heavy handed, but the message was crystal clear. In the continuing effort by police to convince drivers that texting or talking on cellphones while behind the wheel can be disastrous, Toronto police recently put a hearse into service as an unmarked vehicle. The grim visual, part of a weeklong effort to combat distracted driving in the city, was intended to convey the message to motorists that using mobile hand-held devices could land you or someone else in that sombre vehicle, so common to funeral processions. If the approach seems dramatic, it’s important to point out that authorities are fighting an uphill battle when it comes to ending distracted driving, as they are with impaired driving, despite decades of powerful messaging and RIDE campaigns. This month the OPP held its own distracted driving campaign and laid more than 2,400 distraction-related charges over the period of a week. The OPP say deaths linked to distracted driving are outpacing those due to speed, so far in 2017. Last year, police observed the phenomenon become even more common than drunk driving. By the end of August last year, there were 38 distracted-driving deaths, compared to 19 impaired-related fatalities. Overall, 2016 saw 309 traffic fatalities on OPP-patrolled roads, up from 301 the year before, and distracted driving was one of the main causes. In Ontario, texting, talking into a hand-held mobile device, even eating while driving, can result in a fine between $490 and $1,000, plus the loss of three demerit points. A ticket can also result in a $200 or more uptick on your insurance bill. Distracted driving has been illegal in this province since 2009. Insurance Bureau of Canada statistics show that a driver is 23 times more likely to be involved in a collision if texting while driving and four times more likely if talking on a cellphone. Eighty per cent of collisions involve some sort of driver inattention. But drivers continue to do it. A Canadian Automobile Association survey, conducted late last year, revealed that 33 per cent of Canadians admit to texting at red lights. If stiffer penalties are what’s required (Transport Minister Marc Garneau is calling for national standards on fines) then they should be implemented. We can’t allow distracted drivers to continue to make our roads more dangerous.

On poverty, Toronto listens to experts Years ago, Cassandra Chambers was in a parking lot in Scarborough’s Bay Mills area talking to six youths who, like her, were West Indian. They believed their only option was playing basketball or rapping, things "the whole society and media told them they were good at," she remembers. To them, high school "was an elaborate daycare." Chambers took those kids to Union Station, then randomly stopped people "who looked like us," on their way to accounting, media and marketing jobs. One man did mineral trades. Two youths got placements with him, and Chambers, trained as a legal assistant, became a social worker, running a program called Youth Outside

Chambers, who lives in Malvern and recently became an artisan baker, believes the anti-poverty strategy is "on a good path." "That helps one or two, but the reality is the number of people in poverty that want to work is in the thousands," she says. LEAG will focus on getting over the obstacles keeping people poor. JUSTIN SKINNER jskinner@insidetoronto.com For the past half a century, the North Toronto Skating Club (NTSC) has provided a place for youngsters to learn the ins and outs of getting on the ice. The venerable club is celebrating an impressive 50 years in operation with a two-night showcase, allowing students and alumni a chance to hit the rink to demonstrate their skills. Operating out of North Toronto Memorial Arena, the club boasts nearly 600 members, an impressive figure as interest in skating at many other clubs has dwindled. "Skating has definitely struggled over the last 30 years after the 80s, which we think of as the golden age of skating in Canada," said longtime NTSC coach Robert Burk. "A lot of clubs have struggled with membership, but we’ve stayed strong."

While the NTSC boasts several top competitors, it is open to all. "We train everyone from beginners to competitive skaters," said club office administrator Marie Jonsson MacKenzie. "It’s really a community club with a lot of young skaters starting out there when they’re little." The 50th anniversary celebrations will feature current and former members taking the ice for a pair of massive shows with full lighting, curtains and music. Current skaters will take the ice on Thursday, April 6, while alumni will join the fun on Friday, April 7. "We’re using the theme of ’Our City’ and we’ll be highlighting things from Toronto like the ROM and the zoo," Jonsson MacKenzie said. The shows will take place at North Toronto Memorial Arena at 6:30 p.m. on both April 6 and 7, and tickets are available at the club or at www.northtorontoskating.com

"It’s a place where coaches and skaters both want to come," he said. "A lot of the coaches on staff now grew up skating here. If you started out here and stayed in skating, you want to come back." The club has helped several young skaters on their way to regional, provincial and national championship competitions, including Kevin Alves, who reached 25th in the world rankings at his peak.

ment that payday lenders offer necessary services for people who need cash. "It’s a lure. You don’t make ends meet through these payday loans. You get further into debt," said Augimeri. "Small, struggling communities don’t make for a successful bank, but they do make for a successful usuary shop." With Bill 59, the Putting Consumers First Act, Ontario’s Liberal government is proposing extended repayment periods, more time between loans, more rules covering "unfair debt collection practices," and minimum distances between cash shops. On Jan. 1, the province reduced the maximum $21 payday lenders charged for a short-term $100-loan to $18. A $15-limit is proposed for next January. Irwin said Alberta imposed a $15 limit last August, and "virtually extinguished" the payday industry there, though he acknowledged "not a lot" of Alberta cash stores have closed yet. If rates go to $15 per $100, the Independent PayDay Loan Association of Canada told the province, independent cash stores "will have to shut down entirely, or they will have to resort to lending a far higher per cent of net pay than the 50 per cent currently being offered by them." The group also argues unregulated online lenders - many operating from offshore and using search advertising to find customers in the U.S. - could scoop their business if it gets harder for Ontario consumers to reach regulated lenders. Many, however, think Bill 59 won’t go far enough. Jagmeet Singh, deputy leader and Consumer Affairs critic for Ontario’s New Democrats, says the legislation doesn’t cap annual interest rates for payday loans or allow borrowers to pay them back using instalments, instead of the entire principal and interest at the same time.

Payday lenders tend to cluster in areas where people with low incomes or on social assistance need help making ends meet. There are several near the intersection of Morningside Avenue and Kingston Road in Scarborough. The City of Toronto has asked the province to tighten rules for payday lenders. That practice, Singh said, "puts people already in difficult financial positions in a worse financial position." By allowing cash shops to get around rules keeping a lender from charging more than 60 per cent interest a year, Augimeri charges, the province is condoning "highway robbery." Should the storefront lenders vanish, however, opponents don’t believe the need for quick cash will disappear. Toronto ACORN, a group representing lowerincome residents, told the province more than half its members need to use "high interest" lenders "because mainstream financial services have failed them." The federal government should force banks "to create an alternative to payday and instalment loans at low interest and with extended repayment terms," ACORN said. Singh said the province itself could help provide affordable credit or "micro fi-

nancing," and raising its minimum wage would help relieve financial pressures for many. Frances Nunziata, a Toronto councillor who contends payday lenders in her Weston neighbourhood target "the most vulnerable" and are "almost like loan sharks" in interest charged, represented the city at Bill 59 hearings last month. Toronto asked for an interest cap, and supported "microcredits" or other alternatives that can fill "the current credit gap." In 2012, the city introduced reloadable social services benefits cards which, for residents on social assistance, are meant to eliminate need for cheque-cashing services, a profitable sideline of the cash shops. Parents have voiced concerns that the development near Yonge-Eglinton, which calls for a 35-storey rental apartment building to be built at 18-30 Erskine Avenue, would force students to switch locations throughout the construction process. Vaughan Road Academy has been selected as a possible alternative site for the 500-some students that currently attend John Fisher, but the

Toronto District School Board (TDSB) noted a move may not be necessary. "As of right now, we’re waiting for the results of a Phase 2 risk assessment," said TDSB spokesperson Ryan Bird. "That will look at what the full impact of the development on the school will be and whether it’s safe for students to remain (in John Fisher) or if relocation is necessary." He noted that if students were to move to Vaughan Road Academy, bus service would be provided to help with travel. Bird added that concerns that students may lose French immersion instruction are unfounded. "If the entire school relocated to a different site, French immersion could continue," he said. "And obviously if the students were able to stay at John Fisher, it would continue. "Right now, we are experiencing a crisis that needs to be addressed because of the shortage of spaces and the high cost of these services. We need action now. Toronto families need action now." This year’s federal budget allocates $500 million toward a national child care program that works with the provinces and territories to address affordability, accessibility, inclusivity and flexibility. The funding is set to rise slowly year over year until it starts ramping up faster by 2022 or 2023, and reaching $870 million per year by 2026 or 2027. Jane Mercer of the Toronto Coalition for Child Care calls the Liberal government’s budget good news, but the money could be coming faster. "It’s not coming quite as

Federal funding alone won’t be enough to fix the problem, Davis said. In Toronto, more than 18,000 children are waiting on a subsidy and there is a shortage of licensed child

care spaces. Davis calls on the province and the city to join Ottawa at the table to both plan and fund a "made-inToronto" strategy that is sustained for expanding child care. She said capital money, operating money and subsidies are needed to create a system that serves all families. "Child care is critical to the healthy development of young children and the financial well-being of families, and the economic vitality of this city." Toronto’s Community Development and Recreation Committee will consider a city staff report on growing child care at its April 13 meeting.
