SickKids launches $1.3 billion fundraising campaign JUSTIN SKINNER jskinner@insidetoronto.com The Hospital for Sick Children (SickKids) is renowned for pro-

viding cutting edge care for children with complex health needs, but ensuring that care is state of the art is becoming increasingly difficult in a building that was

first built in 1949. To help bridge that gap, SickKids is launching the largest fundraising campaign in the history of Canadian health care,

looking to bring in $1.3 billion, a large chunk of which would be used to completely rebuild the

JUSTIN SKINNER jskinner@insidetoronto.com Luke Savage’s small but tidy eighth-floor Annex area apartment offers a great view of the city at a reasonable, rent-controlled rate. Unfortunately, he shares his space with plenty of unwanted guests. Savage is one of the many tenants at 70 Spadina Rd. who have been battling a cockroach infestation, with repeated treatments by landlords the Wynn Group having no lasting effect on the problem. He said the problem has been ongoing since he moved in about five years ago, adding that many longer-standing tenants have told him the problem has persisted far longer than that. "The breaking point for me was when I was speaking with a lady who’s lived here for 20 years who said it’s been a problem the whole time she’s been here," he said. "Some of the older tenants will joke and say ’I’ve started naming mine.’" Savage noted the Wynn Group has treated individual apartments and, while

Right, Luke Savage and other residents of 70 Spadina apartment building have had an ongoing problem with bugs for years. Left, Dishes left out for a night attracted plenty of unwanted attention from cockroaches in the apartment of Luke Savage. that provides a temporary reprieve from the infestation, the pests soon return as soon as the treatment wears off. At its worst, the cockroach infestation affects residents daily. "There are three or four dead ones on the floor and I vacuumed yesterday," Savage said. "There are people who say they see dozens and dozens every day." Fed up with the situa-

tion, he leafletted his apartment building to get tenants working together to apply pressure to their landlords. Last week, the Wynn Group delivered letters to all tenants saying they intended to imminently apply powder and gel to all units in hopes of getting rid of the cockroach problem on a more permanent basis. Savage also received a letter threatening to evict him

for disrupting other tenants when he was working to mobilize them. The Mirror witnessed both documents. "They just want people to shut up about it," Savage said. Fellow tenant Glenn House has been dealing with the issue since he moved into the building four years ago. "When you open the cupboard door, they scur-

ry around and they’re quick," he said. "I can only keep cans in the cupboard. If I open a box of cereal, I have to put it in the refrigerator or they’ll get into it. I’ve had to throw out quite a bit of food." House has also noticed the bugs in his bathroom, including on the ceiling of his shower. He said work orders to repair holes in his apartment walls have been met with patchwork

solutions on the rare occasions where they have been dealt with at all, and he is worried that any of the holes, cracks and crevices could provide entry for the pests. "It’s like a zoo of bugs," he said. "But (the landlords) basically said ’if you don’t like it, move out.’" House, Savage and other tenants have expressed dismay over the fact they can’t often have guests over out of embarrassment. They hope the Wynn Group’s decision to treat every unit at once ends the problem but are worried the roaches will just hide in the walls until the treatment wears off. "It’s a win, but I think it’s only a partial one," Savage said. When contacted, a spokesperson for the Wynn Group denied the problem had been going on for years and alluded to the notice tenants received stating all units would be treated before hanging up. A followup call resulted in the same response, and a request for comment via an online form on the Wynn website was not replied to as of The Mirror’s press date.

"Ultimately, I believe people like helping each other and this gives everyone a chance to help." Eventually, he noted, he may add premium features or insurance, but his goal is to ensure the Adam app remains free to use. McLeod admitted that with any new app of this type, safety and security can be concerns. To that end, everyone signing up must be identifiable through social media. Users can also contact one another directly through the app to ask for references or con-

tact information, and in-app reviews allow users to rate each other. "If there’s a negative review, we get an automatic alert and can follow up to see what went wrong," McLeod said. Launched in mid-October, the app quickly drew more than 800 users and saw 82 tasks completed in its first week. The goal is to have 10,000 downloads across the GTA by early next year. "Right now, we want to hear how people like the app, how they use it and how it affects their daily life," McLeod said. He added that the app will help to build community by allowing people to connect one-on-one and forge relationships with the peo-

Living in Parkdale and then in downtown Toronto, Adam McLeod routinely saw some of his neighbours struggling with daily tasks. While he was happy to help out when he spotted a neighbour in need, McLeod wanted to give more Torontonians the chance to help one another out and connect with those living around them. He quickly got a team together to create the Adam app, which connects people looking for a little help with those offering up services for hire, from babysitting and caregiving to pet care, yard work, snow removal, minor repairs around the house and moving help.

"Living in my own building, I was friendly with my neighbours, but in Toronto you don’t always get to know people as well as you would like," McLeod said. "I would see people struggling with daily tasks like moving or bringing in their groceries, and I thought ’I’m sure a lot of people would be happy to help them, but how would they know that?’ We need a way to talk to each other more in the city." The Adam app allows the two parties to negotiate their own terms. Thanks to investors, the app is not only free to download and use, but for each transaction completed through the app, $20 will be donated to one of four local charities, including Toronto Pflag, the Park-

Nurse practitioner Diane Wilson stands before devices used to transport patients from other hospitals to SickKids. Due to a lack of space, SickKids often must keep critical items in hallways to keep rooms open for patients. in adapting to changing needs, but between a lack of space, spotty internet capabilities, new standards for air flow to prevent the spread of infection and other issues, the challenges are constantly growing. "What a new building does is it allows everyone to be at their best and do their best work," he said. "Right now, we shoehorn things in and we compromise things like line of access and access (around patient beds.)" Estelle Gauda, head of SickKids’ division of neonatology, said overcrowding is a real problem for the families of newborn babies, many of which are born prematurely. In one small room, a number of patient beds are situated in spaces that are small, and noise from one patient area impacts the other five patients in the room. The small "pods" leave little room for both the babies’ parents and medical staff. "Right now, our space doesn’t allow the families to be around as much as they should," she said. "We

know now how important (having parents around) is for a baby’s brain development." Gauda said the new building would allow for more privacy for families, would give the parents a place to sleep and would increase capacity. "The care I get here is amazing but the space isn’t," said 13-year-old bone marrow transplant recipient Owen Weinstein. "In the isolation rooms, there’s not a lot of room for parents and there is no bathroom. There’s no showers, so if I want to take a shower, I have to walk down the hall past all the other rooms, and it doesn’t feel very sanitary (sharing facilities.)" SickKids launched its new SickKids VS Limits Campaign on Friday, Oct. 27. Of the $1.3 billion fundraising target, $600 million is earmarked for the new building, $600 million for research and $100 million toward partnerships for better care. clinical space in its original building. "It’s an old building and it’s been showing its age for a long, long time," said SickKids Foundation CEO Ted Garrard. "There are spaces with ceiling heights that aren’t tall enough to accommodate the latest robotic equipment and floor plates that can’t hold some of the heavier equipment we have today." Refurbishing the space to meet current needs would cost more than a complete rebuild, Garrard said. The new facility would not only meet current needs but would be adaptable to meet changing health care needs in the future. "If we want to do the best possible work when treating the patients of the future, we need to have the best possible facility," Garrard noted. The 10-year redevelopment would consist first of the demolition and reconstruction of the McMaster North building across Elizabeth Street from SickKids. Some SickKids functions would be moved to a new facility built on that site as the old 1949 SickKids building fronting on to University Avenue was demolished and rebuilt. The new facility would continue the hospital’s ongoing transformation into a family-centred healthcare facility. Peter Laussen, who heads up SickKids’ department of critical care medicine, said his department has been increasingly cramped in recent years. Storage spaces have been converted into patient spaces and hallways are cluttered with equipment. The department is consistently at operational capacity, and in an alreadycrowded hospital, there are few options when patient numbers swell. "The problem is, we don’t have anywhere else to send them," he said. "This is where people come for specialist care (for children)." Laussen lauded the work of doctors and nurses

ABOUT US

Term limits are a temptation best avoided Sometimes it seems that nobody overstays their welcome so well and easily as does a long-serving city councillor. With inertia on their side in the form of long-held incumbency, they have an easy time of it come re-election time, or at least some of them do. Voters in some parts of the city don’t seem to know when to get rid of a bad, or even just mediocre councillor. Last month, Beaches-East York Coun. Mary-Margaret McMahon made it clear she’s not going to be one of those councillors. She was first elected in 2010, and in 2017, she confirmed she will follow through on what she promised then: she would serve two terms and then step aside. City politicians, she said, should not stick around more than two terms. As refreshing as it is to see a politician follow through on her promises and stick to her principles, it is hard to follow McMahon’s reasoning too far - particularly to the point that she has continually advocated: term limits for city politicians. McMahon has twice put forward motions asking council to set a two-term limit. Doing so, she argues, might promote a more diverse and representative council, and would certainly clear out the old and allow the new to gain a foothold. If that were all we cared about in a city council, then term limits would make a lot of sense. But in the context of governing a city the size and complexity of Toronto’s, there is more to consider. Which is to say that experience and deep institutional knowledge and understanding is crucial - as is a professional understanding of public service. That sort of depth can be gained after just a few years in office, perhaps. But it is squandered, if developed in a politician whose political lifespan wouldn’t even run to the end of an elementary school education. More commonly, city councillors only find their feet after their rookie term in office, and hit their stride in the third and fourth term. Why squander that? There is the matter of accountability. A two-term councillor is really only accountable to the electorate in the second election, after that rookie term. Disappointed voters in the second term have no recourse but to wait it out. And that leads us to a final point to consider. Incumbency may offer an advantage, but only insofar as voters are apathetic. If a city councillor has overstayed his or her welcome, it is up to their disappointed constituents to do something about it. Term limits do nothing but let lazy voters off the hook.

Basing car insurance on postal codes isn’t fair The Kanetix.ca map showing car insurance rates by neighbourhood is something every Torontonian should see. It looks strikingly like maps showing Toronto’s highest concentrations of poverty. Angry red the company uses to show highest rates covers North Etobicoke, the Jane Street corridor in North York, the former City of York, Scarborough along Eglinton Avenue and north of Hwy. 401. It’s white, signifying lowest rates, in places like Rosedale, Lawrence Park, and Bloor West Village. As my colleague Justin Skinner reported recently, drivers in North Scarborough pay $2,300 on average $950 more than people in the wealthy core.

MIKE ADLER Edges of Toronto That’s driving them "to the poorhouse," says Jim Karygiannis, a Scarborough-Agincourt councillor who knows some of his constituents are registering vehicles elsewhere to avoid their rates. David Marshall’s report to the province, released in April, was clear: something’s very wrong, since "Ontario’s roads continue to be among the safest in

I had a Civic, Canada’s most popular car, so insurance companies punished me for that. They taught me buying a larger, more expensive, car will pay off if you keep it long enough. Kathleen Wynne’s Liberal government pledged years ago to cut rates by 15 per cent, and hasn’t. They’re supposedly dedicated to reducing income equality. The map tells a different story. The Financial Services Commission of Ontario is supposed to make sure the rates are "just and reasonable." They’re based on the vehicles, where drivers live, driving experience, and their accident and conviction history. But postal codes - just the first half of postal codes carry enormous weight, which is unfair. I benefited a while, while I lived in downtown North York. Then I moved not far very west, into a postal code for Downsview. My rate took a huge jump. Yes, there’s a plaza at Bathurst and Sheppard where you can watch people maneuver around the park-

Riders ascend a small rise through a stand of trees during the Midweek Cycling Club/Bateman’s Bike Company cyclocross clinic and race at Etobicoke’s Centennial Park.

Toronto’s bike culture goes off road T

hat Toronto’s bike culture is changing and growing rapidly is made apparent by increased numbers of bike commuters and leisure/ sport riders on the city’s roads and paths, and the financial resources devoted to them. But two less well-known cycling disciplines, street riding and cyclocross, are gaining a foothold among Toronto’s twowheeled enthusiasts. Street riders go freestyle and use ramps, man-made and natural obstacles, as well as their own bikes to perform stunts

and jumps of outrageous athleticism. Cyclocross riders follow a set cross-country course over rolling terrain and varied surfaces, at some points even hoisting their bikes up and running with them. These two off-the-main-road sports recently found outlets in the city. Montreal-based The Rise Bikes brought its Party Master Tour to Toronto cyclists in partnership with Dufferin Street bike shop ZM Cycle & Fitness. The boutique frame manufacturing company’s pro

demonstration team took to area venues with local fans and riders to test their skills. The Midweek Cycling Club, in cooperation with Bateman’s Bike Company, holds weekly cyclocross clinics and races at Etobicoke’s Centennial Park in the late summer and fall. Riders of all ages and experience ride high and low perfecting their off-road abilities, with a competitive edge. Toronto’s cyclists have served themselves well by embracing these two specialty rides.
