businesses along the strip worry whether they’ll be around to witness the benefits. In response to those concerns, Ward 15 councillor and TTC chair Josh Colle has put forth a motion that aims to help beleaguered store owners. The motion, passed
at council on Tuesday, Oct. 3, asks the city manager to look into implementing 24 recommendations to promote business in the area, offer loans and other perks to affected stores, investigate the possibility of free or discounted parking in the area and more.

JUSTIN SKINNER jskinner@insidetoronto.com One of Toronto’s oldest ghost stories will take centre stage as part of a series of tours on the Toronto Islands this October. As legend goes, the first keeper of the Gibraltar Point Lighthouse was murdered in 1815. The keeper, John Paul Radelmuller, was said by some to have been killed by a couple of soldiers from a nearby blockhouse after they had all been partaking in some of Radelmuller’s bootlegged beer. According to the folk tale, the soldiers then dismembered their victim’s body and buried the parts in shallow graves. While elements of that story have been disputed the soldiers accused of his murder were acquitted of the charges - some still say Radelmuller’s ghost haunts the area to this day.
Toronto Island Stories: Murder at the Lighthouse will bring guests to the island via water taxi, with a tour of the grounds around the lighthouse led by a guide in period garb. Luc Cote, owner of water taxi service Tiki Taxi, spearheaded the tour as a means of bringing the water taxi companies together in light of a painfully slow season. "With the flooding this year, we thought if we didn’t find something else (to attract customers), we could be out of business," he said. "Nobody ever really tells the story of the island in a super-entertaining form, and we thought this would be a good way to help people see a side of the island most people don’t know about." Cote enlisted the help of Jimmy Jones, who has called the island home for 85 years, to help round out the tour. "The lighthouse has a

Cote said. Jones shares his own recollections of the island in a recording played on all the tours, hearkening back to the days when the
area was like a small town of its own apart from the city. Back then, Toronto Island had grocery stores and other amenities that kept it independent from much of the rest of the city. That came to an end when the city expropriat-
ed much of the land to create a large park and turn Toronto Island into a public venue. "I think they made a terrible mistake when they tore the island apart," Jones said in an interview. "They came and
took the heart of the island, thinking people would just leave, but some people stayed." Jones’ history of the island recalls many of the site’s most famous moments, such as the fact that Babe Ruth hit his first professional home run there as a minor leaguer. "It’s enlightening for people to learn some of these old stories - people will say, ’Really? There was a baseball stadium there?’" Jones said. Cote said the tour as a whole will take roughly an hour, with Radelmuller’s story serving as a creepy centrepiece. "That’s our Halloween-y aspect, but it’s not like Screemers or haunted houses with a lot of gore; it’s family-friendly," he said. Tours will take place throughout October. Veerella said that even with the fencing moved from in front of Banjara, the restaurant is still noticing a marked decrease in business due to the ongoing road work. Both Yonge Street and Mount Pleasant Road - on either
side of the eatery - have hoarding and fencing erected, making it more difficult for cars to get through. "(The fencing) is not directly in front of us anymore, but it’s still blocking traffic flow," she said. "A lot of drivers will detour off of Eglinton because they don’t want to deal with the traffic, so people just don’t see us here."
Tadashi Kojima of the Leaside Acupuncture and Shiatsu Clinic near Eglinton and Bayview said his business has been hit less hard than some others but said he has seen a noticeable decrease in customers with construction in full force at the nearby intersection. "There’s almost no access to the parking area, and some people aren’t able to come to this area now," he said. "People who come for maintenance (massage or acupuncture), a lot of them don’t come here anymore." While businesses continue to struggle to cope with the impacts of construction, Sheliza Esmail, administrator of the Eglinton Way BIA, said she is hopeful the motion put forth by Colle will provide much-needed support and relief. "This is very positive news for the businesses on Eglinton that have been significantly impacted by the ongoing construction
activities associated with the Crosstown LRT," she said via email. "The initiatives put forward by the councillors are the exactly what the businesses need right now to remain competitive while construction continues to threaten the viability of their businesses." While Colle is eager to see the city manager’s report on his recommendations, he acknowledges that some of what he proposed may not come to fruition. "There are a bunch of asks of Metrolinx regarding financial aspects and they may say no to some, they may say yes to some," he said. "We took a lot of ideas from businesses. We heard what they said they needed and what would help them out through the construction." The motion calls for the city manager to report back to council in December in hopes that the recommendations can be implemented quickly.

Other key features of Colle’s motion include the possibility of waiving street fees for festivals, designating Eglinton as a Cultural Hotspot with arts and culture events, freezing property tax assessments, looking at tax deferrals for affected businesses, and using City funds on print, radio and television ads to promote the fact that Eglinton is indeed still open for business. While he is confident that many of his recommendations will be relatively easy to implement, he noted that his motion also features some challenging requests. "The most difficult part
will probably be finding ways to offer forgivable loans, incentives and tax deferrals to ensure businesses can survive," Colle said. Many of the proposals will require buy-in from the City, Metrolinx and other parties, making the passing of the motion at council a mere first step. Preethi Veerella, manager of Banjara Indian Cuisine near Eglinton and Redpath, said she has noticed a number of businesses closing down as construction has continued along Eglinton. She estimated that business at the midtown restaurant has declined by 30 to 40 per cent, and while things have picked up since fencing was removed from in front of the store, Banjara continues to be impacted by the construction. "We’re lucky because we have another restaurant at Christie and Bloor that’s doing well and we’ve been able to pump money from that location into this

until Tent City put the issue of homelessness on the map. "It was like a refugee camp in downtown Toronto," Crowe said. "We worked on the ground at Tent City seven days a week for literally three years." The formation of the Toronto disaster relief committee, which highlighted homelessness as a major crisis, was a win for homeless activists, but with the city still facing an urgent shortage of affordable housing, Crowe remains active on the advocacy front. The city continues to miss its self-imposed goal of the shelter system being at or below 90 per cent capacity, and Crowe wants to see the Moss Park Armoury and other sites opened up to increase the number of available beds. Having built a strong reputation as an advocate over the years, she knows she is in a position now where her voice will be heard on homeless issues. "The best role I can play right now is using my background to move things forward," she said. For her work in fighting homelessness, Crowe was recently named to the Order of Canada.

Over the span of the past 30 years, Toronto’s "street nurse" Cathy Crowe has both worked on the front lines in helping the homeless get the care they need and served as a tireless advocate for homeless issues in the city and beyond. While that is where she made her biggest mark, she fell into homeless advocacy almost by accident. "I had co-formed a group called Nurses for Social Responsibility back in the 80s, so I’ve been involved in a whole array of things - antinuclear work, peace, access to choice for women, a huge range," she said. While working in low-income communities in South Riverdale and the downtown core, she came face-to-face with poverty at a time when she was becoming more politically active. Crowe worked for various organizations and found the impact she could have in the community depended on the doctors and
agencies she was working with. "I felt very frequently that my role was diminished or I couldn’t work to my full capacity," she recalled. "I learned that this little group called Street Health had just gotten funding. I knew them and respected them - they were volunteer nurses that were doing health care for people who were homeless." She applied to work there largely because the agency was run by nurses, meaning that her voice would resonate and her skills would be maximized, thus beginning her journey into homeless advocacy. The care model at Street Health was unconventional, with many coming in just to talk. "Probably the biggest difference I could make was to be kind and to advocate and fight and to make sure the patients I was seeing got their referral or got to a specialty clinic or got the forms filled to get into housing," Crowe said. Street Health largely delivered primary care to the homeless and underhoused at various clinics and worked to ensure the homeless could get identification. That work remained largely invisible to many

No time for red tape on housing Earlier this year, Statistics Canada released data from the 2016 census that indicated a long predicted, but nonetheless startling change had occurred in our country’s demographics. "From 2011 to 2016, Canada registered the largest increase in the proportion of seniors since Confederation. This acceleration of population aging is the result of the first baby boomers reaching the age of 65," StatsCan reported. "For the first time, the share of seniors (16.9 per cent) the share they represent of the total Canadian population exceeded the share of children (16.6 per cent). The increase in the proportion of seniors from 2011 to 2016 was the largest observed since 1871 - a clear sign that Canada’s population is aging at a faster pace." In our news feature Senior Tsunami on insidetoronto.com, Metroland Media looked at this change and its implications on housing for the average senior. We defined average as the range from having no additional income from a company pension or RRSPs (surviving solely on CPP and OAS benefits), to having a retirement pension or savings. In short, we focused on housing solutions for the middle-class senior; the one who can’t afford the average monthly cost of $3,526 for an Ontario retirement home (in the GTA, it is more than $4,700), but does not qualify for government-assisted housing. We also used a projection by the province’s ministry of finance that shows the senior population in much of central Ontario will more than double in the next 25 years. The results were frightening. Although we have watched the baby boomers ascend the population triangle year after year, we are ill-prepared to provide housing alternatives to match their income level. Several in-depth reports by the Canada Mortgage and Housing Corporation have forewarned of the impending crisis, but little in the form of solutions have taken shape. The province has been silent. In fact, we believe we are in a too-little, too-late situation for the Ontario government to show leadership on the issue of senior housing. We no longer have the luxury of time to meander the red tape of government. What we need are community-based, grassroots solutions. Ontario could offer surplus land or closed schools for senior housing developments. Municipalities, regional councils and provincial programs must collaborate to eliminate barriers, such as zoning and building bylaws, to pave the way for these alternatives. We need to work together to resolve this crisis. And with Food Banks Canada saying 45,000 seniors across the country rely on food banks each month, we need to start today.

It may be a long time before we’re over amalgamation It has been a long time since amalgamated Toronto’s first day - nearly 20 years - and there are no doubts some who think it’s time we got over it. Pity those poor forward-thinking cynics. Last week at Toronto council’s October meeting, Janet Davis rose to remind us that ... well ... that perhaps we need reminding. The Beaches-East York councillor was sponsoring a request from the East York Historical Society and the East York Foundation to please include the East York logo on any street signs that might be replaced. Of all the former municipalities, Davis reminded her colleagues, East York was "special."

Notice of Completion GO Rail Network Electrification Transit Project Assessment Process Metrolinx and Hydro One, as co-proponents, have completed an Environmental Project Report (EPR) in accordance with Ontario Regulation 231/08 for the GO Rail Network Electrification Project. The Project As part of Regional Express Rail, Metrolinx is proposing to electrify GO-owned corridors. The GO Rail Network Electrification undertaking will entail design and implementation of a traction power supply system and power distribution components including: an Overhead Contact System (OCS) along the rail corridors, electrical feeder routes, and a number of traction power facilities located within the vicinity of the rail corridors.
