If the City of Toronto’s plans go ahead, it was the briefest of stops for a couple of street signs at the corner of Glen Road and Bin-Scarth Road in Rosedale.

The city installed a pair of stop signs on Glen Road earlier this summer after some residents expressed concern over speeding and safety in the area. After other residents spoke out in opposition to the signs after they were installed, however, the signs could be taken back down as soon as Sept. 29.

Now, the area is largely divided, with some saying the signs are necessary to keep kids in the neighbourhood safe and others suggesting their installation has led to increased congestion and noise in the area.

Rail Deck Park ’will be built’: Tory Ambitious plan would see 21-acre park in downtown core JUSTIN SKINNER jskinner@insidetoronto.com Following through on plans to build a 21-acre Rail Deck Park in the heart of downtown Toronto may be ambitious, costly and challenging, but Mayor John Tory has vowed that it will be built.

Tory made the statement at a packed public meeting in city hall’s council chambers on Monday, Sept. 25, and while details surrounding what the park will entail were sparse, the promise that it was going to go ahead drew hearty applause from those in attendance.

The park would be located atop rail lines running from Bathurst Street to Blue Jays Way, stretching from Front Street to Iceboat Terrace to its north and south. Metrolinx owns the lion’s share of the land, but the city is looking to secure the air rights above it.

That would allow the construction of hundreds of columns which would support a massive deck above the in-use rail lines, with

the park built on top of that deck.

"I believe this is a bold idea, and I’m going to tell you with every ounce of determination I have, it will be built," Tory said at the meeting. "It is the last opportunity we have to secure a major park for the entire City of Toronto located in downtown Toronto."

Joe Berridge of Urban Strategies Inc., a consultancy firm working with the city on the Rail Deck Park concept, noted that residents downtown have a massive dearth of park space, with less than onethird the amount of park space per person as in the outlying areas.

He pointed out that parks like Trinity Bellwoods - which is typically packed on weekends shows that Torontonians want and use park space.

Rail Deck Park would increase the amount of green space while serving to connect parts of the city that have long been separated by the rail corridor.

"The rail corridor has always cut us off from the waterfront," he said. "CityPlace is marvellous in many ways, but it is a bit of an island."

Berridge added that Rail Deck Park would help

create a more open and welcoming public "corridor" from the Air Canada Centre to Exhibition Place.

The park would ideally include places to play, exercise, relax, walk, peoplewatch and skate, though specifics were not laid out at the meeting.

The biggest issue could be securing the air rights above the site. According to City of Toronto acting director of community planning for Toronto and East York Lynda Macdonald, the air rights are owned by a mix of Metrolinx, private interests and the city. The private interests include developers, though the city has been adamant that it will not approve towers on the site.

The cost of those air rights is not yet known.

The park’s construction would come in phases, with the easternmost 3.6 hectares taking priority.

Macdonald said the rail lines - long an eyesore in downtown Toronto - will remain under the park.

"We have to keep that big, ugly ditch. You just won’t see it anymore," she said.

JUSTIN SKINNER jskinner@insidetoronto.com Moss Park’s overdose prevention pop-up is moving closer to finding a permanent home, something the volunteers who run the site would more than welcome.

The facility, which opened in August with a food tent and two separate tents where people can use intravenous drugs or smoke meth, crack or other substances, has been met with largely positive feedback from the community, even though the site was not officially permitted by the City of Toronto.

Run by volunteers from the Toronto Harm Reduction Alliance, the pop-up was in the works for a while, said site co-organizer and volunteer Matt Johnson.

"The THRA was debating doing something like this for a while - we looked at opening one up as a protest or public action," he said. "We thought about setting up at City Hall to draw attention (to the need for such a facility) but it wouldn’t be usable, so what would be the point?"

Moss Park became its home after a series of fentanyl deaths in July, both in that downtown neighbourhood and the Queen and Bathurst areas.

While the Moss Park pop-up is not sanctioned by the city, local police have left them alone, allowing clients to use the site rather than having them use drugs

The benefits to the area are certainly noteworthy.

"We do daily clean-ups of the park, there’s less discarded drug paraphernalia around the park and we’re giving people a place to (do drugs) that’s not out in public and that’s safer for them," Johnson said.

Volunteers also sweep the park for drug users who

may have overdosed elsewhere and provide help if needed. Johnson said there have been at least a couple of cases where volunteers have helped someone who has overdosed outside of the overdose prevention site.

In addition to providing a safe space, the facility also provides clean needles and safe injection equipment, safe crack smoking kits, naloxone to counter the ef-

fects of opioids in case of overdose, and other equipment to help reduce the risk of overdose death and the spread of communicable disease through dirty needles.

"We also have a chill-out tent where people can sit and be in a space where they’re safe," Johnson said.

"We have people who can watch over them to make sure they’re OK and they won’t be bothered by po-

lice."

Volunteers are trained in de-escalation, and some have experience as drug users. While the pop-up site has provided a safe space in the community, Johnson noted the hope is that an agreement can be reached where they can set up indoors at the Fred Victor Centre or another downtown space.

"The biggest issue right now is funding," he said.

"Although we’re all volunteers now, we want to be treated like The Works’ safe injection site (a city-run facility downtown)."

Should funding come through, the THRA will hire full-time co-ordinators to run the new facility.

"This makes this corner safer for everyone."

He added that, with a long straightaway on Glen Road without any stop signs, cars tend to pick up speed as they drive through the neighbourhood.

But concerns over safety are overblown, opponents of the signs say.

Blake Acton, who lives at the affected intersection, said there have been no fatalities or serious injuries at that corner.

"You get the odd speeder, but you get speeders everywhere in the city," he said. "(Proponents of the signs) say they’ll save lives, but there haven’t been any fatalities, so what lives are you saving?"

Acton added that cars,

buses and trucks stopping at the corner have made the intersection far noisier than it ever was.

He said the stop sign issue was discussed at an Aug. 29 council meeting, where city council decided to remove the new stop signs. Given that everyone was welcome to give a deputation and council decided to remove the signs after hearing from everyone who spoke at the meeting,

he said, it seems as though the protests are too little, too late.

Both Acton and John Wilson, who is also opposed to the stop signs, said a survey designed to gauge interest in the stop signs left much to be desired.

"As far as I know, those nearest to (the corner) were not in favour of it or were not consulted," Wilson said.

Florida is one of a small but vocal contingent of residents who are taking to the streets every evening until the signs are

Fellow resident Satish Srivastava said he takes his grandkids to tennis in the mornings and soccer in the evenings, both at around peak times for traffic. With no stop signs, he said, it creates a dangerous situation.

The first of many installations set to be featured in a new public art program in the 500-acre Don RIver Valley Park was launched on Saturday.

Monsters for Beauty, Permanence and Individuality by acclaimed Omaskêko Cree artist Duane Linklater includes 14 concrete gargoyle sculptures.

The large-scale figures, which depict the gargoyles that adorn prominent buildings in downtown Toronto, is located along the Lower Don Trail in a meadow north of the Bloor Viaduct.

In his works, Linklater, who is originally from Moose Cree First Nation, but now calls North Bay home, invites viewers to examine the trajectory of Toronto’s history and the changes made to the natural environment with the development of cities in settler societies. According to a release, the artist sees gargoyles as the protectors of buildings that communicate a certain kind of power and authority, speaking to a larger conversation regarding ongoing Indigenous and colonial occupation of the city.

"Many Tent City residents became housing activists."

Crowe said the rent supplement program is a "lesson for all Canadians" that if you give people enough money to stay in housing they will.

"Programs like rent geared to income and the rent supplement made a huge difference and bettered people’s lives," she said.

Simmonds, who now lives comfortably near Wellesley and Sherbourne streets, is a shining example of that.

"Now I can live in downtown Toronto. It’s great to just be alive," smiled The Colonel, who gets around with the help of a motorized scooter.

"It’s not just to get people housing, but to keep them housed."

Artist Elinor Whidden of the Department of Public Memory is currently working to develop a sign honouring what she described as the "most inspiring fight for housing in Toronto." Along with fellow artist Maggie Hutcheson, she’s working to collect stories from former Tent City residents as well as those who helped support them.

It was a daily struggle to survive, but it was also a lot of fun.

That’s how Ron "The Colonel" Simmons remembers the five or so years he lived at Tent City, a makeshift community of about 140 people at the foot of Parliament Street and Lake Shore Boulevard East.

Fifteen years ago on Sept. 24, 2002, private security officers along with police officers from various jurisdictions including the Toronto Police Service evicted those who lived at the disused Home Depotowned site and dismantled the encampment.

WoodGreen Community Services, the City of Toronto, and numerous front line staff co-ordinated the response.

The east Toronto social service agency stepped in to provide emergency housing as well as other supports to ensure former Tent City residents got back on their feet and remain housed.

"I remember when about 110 people along with their pets slept in the large multi-purpose room at our 835 Queen St. E. site and how difficult it was for everyone at that time," said Anne Babcock, WoodGreen’s president and CEO, during a 15-year reunion held last Friday at Joel Weeks Park in River-

towne.

"Jimmie Simpson (Recreation Centre) was a makeshift soup kitchen.

All of that lasted about a week until we started to make a plan to get people rehoused."

Babcock credited Sean Gadon of the City of Toronto’s Affordable Housing Office for his idea to develop the historic rent supplement program, a subsidy paid directly to landlords in private nonprofit, co-operative, and privately owned buildings to bridge the gap between the monthly market rent charged for a unit and the rent-geared-to-income portion paid by the tenant.

Laurie Ellis spent four winters at Tent City living in a two-room shack with her friends Jen and Kelly.

She said she wouldn’t be alive without WoodGreen.

"They helped me survive. They helped me get back on my feet," said Ellis, who also attended last Friday’s reunion.

Ellis now lives in Cabbagetown and has had a roof over her head for the last 15 years, which she said is largely due to Toronto’s rent supplement program.

Street nurse Cathy Crowe, the co-founder of the now-defunct Toronto Disaster Relief Committee, said Tent City was more than just a shantytown for homeless people.

Amazon bid shows the value of inter-city teamwork Toronto and the regions surrounding it have had a long and not entirely salutary history of going it alone, when a united front would have been better.

Under former Mayor David Miller, Toronto withdrew from the Association of Municipalities in Ontario because he thought the city was better off talking to the provincial government on its own. Miller’s successor Rob Ford, largely skipped meetings of the Greater Toronto Area mayors and again, took us off on our own.

It’s memories like that, that make all the more impressive, the efforts of Mayor John Tory and a coalition of Greater Toronto Area municipalities to work together on a bid to lure U.S. e-commerce behemoth Amazon to Canada.

Toronto is teamed up with Durham, Mississauga, York, Brampton and Halton - and also Waterloo - under the umbrella of a new regional economic development coalition, Toronto Global, with an express purpose of bringing business to the region.

The bid for Amazon’s business is a very bold early move. And there are many reasons to suspect that it might be doomed.

There is enormous economic uncertainty in a U.S. company choosing to locate a headquarters outside of the U.S. at the best of times, and in these times it is moreso. It’s unclear what will be in the North American Free Trade Agreement - or even if there will be one once negotiations between Canada, the U.S., and Mexico are concluded. And there is risk in engaging the ire of America’s unpredictable President.

And there are other viable options within the U.S. for the Seattle-based giant before they consider crossing a border.

But Toronto and the region has much going for it: notably, political and social stability, and also more welcoming policies in bringing in overseas tech workers.

And Toronto - or the region at least - would have much to gain. The request for proposal that Amazon has put out for hosts for its "HQ2," has indicated that it will spend more than $5 billion U.S. on construction, and will offer up 50,000 high-paying jobs.

Toronto has some choice spots for such a development - notably, in the east-end Portlands. But even if those jobs and that construction migrate to other parts of the Greater Toronto Area, it would still be a colossal win for Torontonians.

If nothing else, we all would have learned a valuable lesson in regional cooperation - that we could apply to the next big opportunity for growth. In the end, everybody wins.

The road to public office is... along a road It is a truth long held that in Toronto for the last decade or so at least, the road to political office is most often found. along a road.

Rob Ford, back in 2010, paved his way to the mayoralty with automotive promises and commuter grievances: he promised to get rid of those car-blocking streetcars, erase bike lanes and build new transit underground, to keep the roads clear. When David Miller’s council put a tax on vehicle registration, Rob Ford promised to take it off.

John Tory, meanwhile, made it his mission to get traffic moving faster on downtown roads. He directed the city to spend a premium to have roadwork completed more quickly,

tion, is defending the laneswhich do provide a necessary linkage in the bike lane network between East York and the waterfront trail. Mayor Tory, who’s announced he will be running for a second term, has, as of this writing, supported keeping the lanes too.

They may slow down traffic, but they make Woodbine safer by keeping car and bike traffic separate.

That may all be true in real life. In politics? We’ll see.

seen fit to support a bike lane pilot project on Bloor Street and a streetcarfriendly pilot project on congested King Street. But Tory knows well, that a politician that doesn’t cool the tempers of drivers stuck in traffic is a politician on the way out.

It will be interesting to see, given that long-held truth, what Tory does with the newly-installed bike lanes on Woodbine Avenue.

They were approved by Toronto Council earlier this year, and installed in late summer. and at least some of the east-end residents of the Beach are not taking kindly to them.

The Toronto Archives’ Wide Open World: A Celebration of the Suburbs in Toronto exhibit features photographs of people "raising families, building communities, working and celebrating together" in the former suburban neighbourhoods of Etobicoke, North York and Scarborough from the 1950s to the 1980s.

"This remarkable collection of photographs conveys a strong sense of what life in Toronto’s suburbs has meant to so many people," city archivist Carol Radford-Grant said in a statement.
