JUSTIN SKINNER jskinner@insidetoronto.com Thousands of Torontonians from all walks of life took to the streets to speak out for science and evidence-based research. The March for Science Toronto - one of 600 such events around the world decrying a move away from facts and scientific knowledge - saw participants gather at Nathan Phillips Square before heading up to Queen’s Park for a large rally on Saturday. At one point in the march, the line of scientists and their allies stretched nearly all the way from the starting point to the end point, an impressive showing, but one participants said was necessary given the political climate in the U.S., where President Donald Trump and many others have been critical of climate change and other key issues. "Politics should not be shaping science; science

should be informing politics," said rally MC Dr. Rupinder Brar. "(Science is) not an ideology - it’s a process. It’s a method that we employ for learning the truth and it’s under threat in many ways." The march came in solidarity with a similar march organized in Washington D.C., which came in response to the Trump administration. Speaker Dr. Chelsea Rochman, an assistant professor at the University of Toronto, got involved in science to make a difference in understanding and protecting the environment. She noted that the rejection of evidence-based research and facts makes little sense given its contributions to modern society. "Science is the reason we can fight cancer and win," she said. "Science is the reason we can share pictures of our children with our family from anywhere at any time. Science is what brought us to the moon and is bringing

noted that the assault on science and facts is a real and serious threat. He noted that while the current political climate south of the border has sparked action, Canada is hardly innocent of science

denial. "Only a few years ago here in Canada, we had a government that muzzled scientists, that muzzled facts which didn’t fit into the political narrative of the day

or which fed into the interests that funded them themselves," he said. "We saw scientist after scientist complain that they weren’t allowed to share the truth that they found." He added that the White House website has removed all mention of climate change and emissions, thereby pushing issues that the scientific community considers urgent to the background. While Canada has improved in terms of basing policy on science, speaker Eden Hennessey noted there is still work to be done, particularly when it comes to women and minorities in science. "Science can no longer afford to tolerate the systemic underrepresentation of women and marginalized groups," she said. "We’re leading the crusade for reason over opinion, for evidence over anecdotes. Let’s make sure we don’t leave half the cavalry at home."

An ambitious plan in Toronto’s waterfront will bring about new opportunities for artists, thanks to the creation of a new Artscape facility that will offer equipment, technology, networking, mentoring and more. The Artscape Daniels Launchpad, a $27.3 million project, will help artists and designers develop entrepreneurial skills in the heart of the Daniels Corporation’s City of the Arts. The 30,000-square-foot facility, located at the foot of Lower Jarvis Street, will provide a much-needed boost to the careers of artists and designers. "One thing we wanted to address through our research is ’who’s teaching (artists) to make a living?" said Artscape CEO Tim Jones. "We looked to a number of models from all over and found there

JUSTIN SKINNER jskinner@insidetoronto.com The closure of the city’s emergency warming shelters and 15 of 16 Out of the Cold shelters for the season is only exacerbating Toronto’s housing problems, and agencies serving the city’s homeless population are calling on all levels of government to address the problem. Leaders and volunteers from several of those agencies gathered at Street Health last week to discuss the critical need for more shelter spaces to combat the ongoing problem of homelessness. According to city statistics, Toronto’s shelter system was at 97 per cent capacity in March, well above the 90 per cent target the city has set. That number was even higher - 99 per cent - for homeless women. For many, emergency shelters are a lifeline throughout the winter months, but they are forced to sleep on the streets once the weather warms up. "On an average night this winter, 194 people slept at a warming centre or a 24hour drop-in, and approximately 100 people slept at an Out of the Cold," said Street Health executive director Capri Rabin. "That’s an average of nearly 300 people a night who slept on floors, mats and in chairs, and in facilities that don’t even have proper showers or enough bathrooms." Rabin called on the city to open 300 emergency spaces on a permanent basis to meet the needs of Toronto’s homeless population. She added that keeping warming centres open longer beyond their mid-April shutdown was hardly an adequate solution given the lack of beds and amenities on offer in such spaces. Patricia O’Connell, executive director of Sistering, noted that her organization does what it can to provide emergency shelter for women, but added that the need was far greater than Sistering’s ability to meet demand. "Last night, Sistering had 57 women staying in our facility overnight, as they have done for the last year," she said. "We have 12 reclining chairs. That means . 45 people sleeping on the floor in a facility that is not designed for that. It’s not a shelter, but it is better than a woman sleeping on a grate or sleeping in a park." Out of the Cold was created as a temporary fix to the city’s homeless crisis, but after more than 20 years, the problem persists.

Beyond simply giving people a place to stay, many drop-ins offer meals, health care and other life-saving services. For Brian Riccardi, who has benefited from dropins, the cutting of emergency shelters puts people at risk. "For four months, people had a safe, warm place to go and a lot of times got help for the various things they need help with, including housing, clothing, food, abuse of substances," he said. "After those four months, they’re told in no uncertain terms, ’for the next eight months, you’re on your own - pray for the best and hope you’re back next December.’" The speakers called on Torontonians to urge councillors to vote in favour of opening more shelter beds immediately.

Amalgamated Toronto remains a work in progress Twenty years ago this month, then-Ontario premier Mike Harris officially introduced the law that would erase the historic municipal borders in Metropolitan Toronto, and create the new city in which we live. To say that Bill 103 was unpopular in the six former municipalities in the 416 area code would be an understatement. When it was all settled, the Progressive Conservative government found itself persona non grata in the new Megacity that they’d built. And for decades afterwards, the residents of North York, Scarborough, Etobicoke, East York, York and the old City of Toronto glared suspiciously at one another across the old borders, dreaming of better days long past. It’s not to say that the old, preamalgamation days in Toronto were entirely perfect. There were a lot of nooks and crannies for corruption to hide and flourish in all those little councils. And the relationships between some of those little councils and the larger regional Metropolitan Toronto council led to some absurd bylaws. But if corrupt dysfunction sometimes ruled the day well at least it was our corrupt dysfunction. Communities gathered around common values and a shared urban esthetic had their own accountable municipal governments. If they failed to hold them to account, well, it was on them. When amalgamation descended, that was lost in the Megacity of Toronto. It’s hard to say what’s improved for Torontonians. Amalgamation was sold as a money-saver and a way to cut the size of government. And while there were some savings identified at amalgamation, they were swallowed in the immense cost of amalgamating seven governments, and in the new cost of downloaded services like housing and transit. Amalgamation may well have aided in cleaning up local government, but it took its time. A hotbed of corruption surrounding bad computer leasing deal was uncovered in the early years of the new city, and a public inquiry led to a suite of accountability offices in place to look over councillors’ shoulders - to often good effect. But 20 years later, amalgamation remains a work in progress. We’re getting along better than we had in the beginning, but not all that well - witness the ongoing suburban/urban battles over subways in Scarborough and elevated highways downtown. We’re beginning to get a handle on municipal finance but we still can’t quite balance the cost of our needs with our capacity to raise revenue. To put it another way: Toronto may be grown, but it’s not yet grown up.

Downtown businesses offer the homeless respect In downtown Toronto, on the busiest part of Canada’s busiest street, handing out tickets to homeless people doesn’t work. But respect works. Knowing each street person’s name works. Mark Garner learned that. He wants us, and particularly the city’s business communities, to learn it too. The Downtown Yonge Business Improvement Area (BIA) that Garner leads is "the front line support team" for a top tourist destination, a growing neighbourhood getting a flood of people each night. Some stay on the street. New faces appear daily. Garner and his Clean Streets Team - half its members once lived on the street - tell newcomers at

One man we’ll call Howard was on the street more than 20 years, selling flags and key chains at Yonge and Dundas. Refusing housing, Garner says, was Howard’s right. But after 18 months of work by the BIA and several agencies, plus lots of hand-holding, Howard got clean, and now makes guitars for a living. "You can’t save everyone, but if you tackle them a case at a time, you have more of a chance," says Garner. Imagine if Toronto’s other BIAs committed to pursuing the same plan. approach them with compassion, Garner argues, and "you can then have a different conversation." Garner, who grew up in Scarborough and walked this part of Yonge in the 1970s and 1980s, isn’t trying to gentrify it. He wants social housing, real affordable housing, to be part of every development the city okays, because homelessness isn’t just a downtown problem. The BIA’s infographic, "One Night in Toronto," makes a point: if 5,253 people on a given night wind up in city shelters, jails, or hospitals, that costs us maybe $421,386,000 a night. If they’re in social housing, it’s $34,512 a night. Many street people don’t want housing. Mental illness is one reason.
