JUSTIN SKINNER jskinner@insidetoronto.com While weathering a serious disaster is far from most people’s minds, it’s in everyone’s best interests to be prepared in case the worst comes to pass. A group of roughly 80 students from St. Paul’s Catholic School in Regent Park got a primer in how to ensure they and their loved ones are ready should disaster strike with a special emergency preparedness course last Wednesday. The session, which took place at the Regent Park Community Centre, got important tips from Toronto Police, Fire and Emergency Services, the Red Cross and other first responders, learning how to be ready in case of fire, evacuation or other crisis. "It’s all about what they can do to help their families and help first responders," said Brad Eyre, manager of the City of Toronto’s Office of Emergency

Not-for-profit and downtown university announce partnership JUSTIN SKINNER jskinner@insidetoronto.com They may not be university age yet, but the exceptional students who are part of this year’s SHAD cohort will get a post-secondary experience thanks to a partnership between the educational enrichment program and Ryerson University. The two parties celebrated their new partnership on Monday, May 15 at Ryerson’s Student Learning Centre, where SHAD participants will stay and learn throughout the month of July. The agreement makes Ryerson the first university in the GTA to host SHAD students. SHAD describes itself as a registered Canadian charity that empowers exceptional high school students - at a pivotal point in their education - to recognize their own capabilities and envision their extraordinary potential as tomorrow’s leaders and change makers. SHAD brings high achieving students together to work together for lectures, workshops, labs and team challenges, channelling their talents and helping to form the leaders of tomorrow. Since the program began in 1980, its alumni include 32 Rhodes scholars, 80 Loran scholars and leaders in a variety of fields. The ranks of former SHAD Fellows includes entrepreneur Michele Romonow who founded Buytopia and appears on Dragon’s Den and Ted Livingston who founded online chat sensation Kik. Ryerson to host high-achieving SHAD students this July

Arts program needs volunteers

Student Rudy Jarvis talks about being enrolled in the award-winning SHAD educational program launched at Ryerson, marking the first collaboration of its kind in the GTA. us," said Ryerson president Mohamed Lachemi. "It’s not surprising that so many SHADs have gone on to great success." SHAD endeavours to ensure ambitious and entrepreneurial students all have access, with bursaries and partnerships with other organizations, including a recent team-up with Pathways to Education, an organization that helps youth from low-income communities achieve postsec-

ondary goals. "We’re always looking for students who want to make a difference and we’re also looking for those who have to overcome some obstacles on the way," said SHAD CEO Tim Jackson. That commitment to ensuring all students have an opportunity is exemplified by Rudy Jarvis, who lost both his parents as a young age and who says he would not have been able to attend without a bursary. Once he did get into the program,

however, it made a huge difference in his life. "SHAD was a life-changing experience," he said. "It introduced me to 55 other like-minded students and 14 absolutely amazing staff." Thanks to the program, he was able to hone his leadership skills and challenge himself to achieve his goals. For more information on SHAD, visit www. shad.ca

The Toronto Arts Foundation aims to bring free arts events to parks across the city this summer and it needs help doing it. The organization needs more than 250 volunteers for its Arts in the Park program. Events are planned from June to September. Volunteer opportunities are available to anyone who is 14 or older. Arts in the Park is a city-wide initiative that brings free, familyfriendly arts programming to parks in neighbourhoods across Toronto, the organization said. The program will encourage community building, enjoyment of local parks, and activities for residents and tourists of all ages. Events will include performances, dance, music, theatre, film, community-engaged work and more. tion or to For apply, more visit inforwww.tomarontoartsfoundation.org.

Management. "In early May, every year, we like to get together with our partners and go out into the community to teach people how to be prepared." The St. Paul’s students learned such important skills as performing CPR, planning a fire escape route, and having an emergency kit at the ready to help them and their families survive for up to three days in case of emergency. The students were then encouraged to share the information with family members. The students had "passports" stamped as they learned new life-saving skills at a series of displays and activities. "If there’s a real widespread emergency, we don’t know when first responders will be able to get to everyone, so we urge people to have everything

they need for 72 hours," Eyre said. He added that while more than half of all Canadians say they feel prepared in case of emergency, only about a third have an emergency preparedness kit at the ready. Aman Kainth of the Office of the Fire Marshal and Emergency Management noted that having a kit at the ready can save lives in the event of natural disaster. "We’re trying to encourage everyone to build 72-hour kits," she said. "Make sure there’s enough in the kit for everyone in the family and factor in for pets and seniors." Toronto’s Emergency Management Services showed the students the basics of various simple first aid tasks such as performing CPR, stopping bleeding in case of an open wound, and creating a splint out of newspaper or

magazines. "It’s all about making sure people know what to do if EMS can’t get to you right away," said EMS spokesperson Kim McKinnon. St. Paul’s Grade 5 student Amy Sisteberio said her family is prepared in case of emergency, but said the hands-on information session gave her some important information to share with her parents. "We learned how to prepare a go bag (emergency preparedness kit) with things like food, water, money and a flashlight," she said. Grade 4 student Genesis Bishop, meanwhile, said she wanted to share the information on planning an escape route in case of fire with her family. "We need to make a plan so everyone can get out safe," she said.

ABOUT US

Election year budget will be a tough one Another year, another squeeze. That’s the message from Toronto’s City Manager Peter Wallace as councillors get set to dig into the 2018 budget. It’s going to be the last budget that Toronto Council and Mayor John Tory approve before they go to the voters in the fall of next year. And while it’s looking a little easier than last year in some ways, in important ways it’s going to be more difficult than ever. Like last year, Wallace has asked for across-theboard restraint from city departments and agencies. Not a 2.6 per cent cut this time, just a freeze in spending at 2017 levels. When he spoke to Toronto’s budget committee May 11, he made it very clear that he didn’t expect every department to come in with a zero spending increase. But it’s important to try. That’s because, he noted, there is very little wiggle room this year for council to increase spending beyond inflation, and maintain a property tax increase at or below the rate of inflation. And Mayor Tory and council have made it clear that there’s no appetite for an increase any higher than that on property taxpayers. Council made use of that wiggle room in 2017 – among other things, approving a budget that anticipated robust increases in the revenue from the municipal land transfer tax and therefore boosted revenue. That was a good bet in 2017 but not necessarily so in 2018, when market-cooling measures approved at Queen’s Park could put a damper on Toronto’s blazing hot real estate market. Wallace has been warning since his arrival that Toronto’s reliance on an ever-growing land transfer tax could eventually be its fiscal undoing. That warning seems more apt than ever right now. It all leads to exactly the kind of debate that survival-minded politicians don’t want to have coming up to an election: do we cut services or raise taxes? In the past, faced with these choices city politicians have had a third option: extend a begging hand to the provincial government for help to balance the books at the last minute. But again, what worked 10 years ago is less likely to work now, with the Ontario Liberals facing their own day of reckoning with Ontario voters in 2018. In 2018, there’s one more option: have an honest conversation with taxpayers about the type of city they want to live in. Explain what that city costs. And then, hand them a bill and a ballot at the same time.

A reckoning may come for our worst landlords The front of 500 Dawes Rd. is a busy place during dinner hours. People are in and out with children, dogs, groceries, deliveries. But this East York building is known across the city as one of the worst in Toronto, a reputation it’s had for years. That’s an opinion you can base on the hundreds of orders the city issued against the management of 500 Dawes, a management reluctant to fix anything the right way. Janet Davis, local councillor, stood in the lobby last week, asking passing tenants about repairs, letting them know they can call 311 about them. She does this in other buildings, but 500 Dawes "is the No. 1." The building went

MIKE ADLER Edges of Toronto without heat for weeks at a time, Davis recalls, and when the owner finally was ordered to paint hallways and replace their ruined carpets, "quality of the materials was pretty poor." Last week’s complaints covered everything from insects and mould to doors which don’t properly close, and stairwells whose smell can make you

ants’ Associations. "It’s not like July 1 bing - a magic wand is going to be waved," he says, but the new bylaw comes with penalties. "This building is definitely, definitely on the radar." Tenant activists fought desperately for the new bylaw. Many, like Geri Stevens, paid a price. She’s been active since 2011 in 500 Dawes, and she’s leaving soon, worn out. "It’s a horrible, horrible building," says Stevens. Cheap rents are why many tenants stay. If there was any justice, many wouldn’t have to. retch. Consensus from tenants? Management does nothing, or gets away with bare minimum. That may change. A reckoning may come for bad Toronto landlords, because on July 1 a new bylaw goes into effect. Landlords must give the city plans on repair, pest control, maintenance. They’ll be required to post information too: the lobby corkboard at 500 Dawes will have to hold more than redirected mail and flyers for airport taxis. Until now, the city could pressure landlords, but had no hammer. Soon, it will be more expensive for them to ignore the law, says Geordie Dent of the Federation of Metro Ten-

Layton’s legacy lives with Tie One On fundraiser JUSTIN SKINNER jskinner@insidetoronto.com Former NDP leader Jack Layton may be gone, but his legacy lives on with a fundraiser designed to ensure everyone has a place to call home spurred on through a donation of his old ties. Homes First held its fifth annual Tie One On event at the Addison Residences on Wednesday, May 10, with proceeds going toward stable housing for Toronto’s chronically homeless or underhoused. The fundraiser came about serendipitously when not-for-profit housing organization Homes First invited Coun. Mike Layton Jack’s son - to attend a gala event. "I couldn’t attend, but when they asked, we had just finished going through a bunch of my dad’s stuff," the councillor said. "He had about 300 ties and I thought maybe they could do something with all that fabric."

Homes First made great use of the ties, opting to auction them off to bring in money. "When we talked to our foundation about what to do with the ties, a light bulb went off," said Homes First CEO Patricia Mueller. "Since then, we’ve had a lot of people donate ties, scarves and all kinds of wonderful things." This year’s auction included a scarf worn by movie star Rachel McAdams, a belt from acclaimed director Atom Egoyan, a bevy of ties from other celebrities, bikes, a Chilean getaway and more. The funds will all go toward housing and other supports for the homeless. "We provide housing and shelter for those individuals in the City of Toronto who are considered the hardest to house," Mueller said. "We have four shelters and 13 housing sites because there’s no one size fits all when it comes to meeting the needs of the people we

Beyond simply providing a roof over people’s heads, Home First offers recoverybased programs, art therapy, music programs, yoga and more, and serves as a liaison to other community

supports. Because many of those the organization helps are dealing with addiction, mental health issues, physical disabilities and other complex needs, the organization knows it must go above and beyond to help its

clients integrate into society. Others who use the services are members of the LGBTQ community, aboriginals, veterans, and those recently released from prison. "We want to do better

than the basics," Mueller said. Homes First resident Tesfa Selassie said the organization provided himself a place to live when he felt he had nowhere else to turn. "I was paying rent, but I was having a lot of difficulty and I was miserable a lot," he said. "Finally, I couldn’t stay where I was anymore, but I didn’t have anywhere else to go. I called the police and they gave me the number (for Homes First). I went to Homes First Scarborough and was there for a year because it was a beautiful place." Mike Layton noted he was thrilled his father was able to engage in one of his passions combating homelessness - even after his passing. "It’s amazing to see how (Tie One On) has taken off," he said.
