Affordable housing builders squeezed by hot market DOMINIK KUREK dkurek@insidetoronto.com The builders of affordable housing in the Toronto area are concerned that the region’s hot real estate market could put their ability to offer homes to lower-income residents at risk. Options for Homes primarily builds condo apartments within Toronto that it sells below market value, and offers down-payment support to help buyers get into the market. Historically, about five per cent of its units have been sold to families and individuals with annual household incomes below $30,000. "We were able to sell to people with quite modest incomes. That’s a game changer for them," Options CEO Heather Tremain said. "That is going to be more difficult for us without some significant other support in place." The nonprofit organization is currently building two projects, one at Danforth Avenue and Main Street, and another Danforth Road and Eglinton Avenue. It also has plans in Cabbagetown and Weston, the latter of which is generating great interest, Tremain said. While still below market value, those projects are expected to sell at a higher price to individuals with higher incomes than Options’ previous developments, she said. The cause of this rise in prices is primarily the result of rising land costs. "It’s a very competitive environment to source and acquire land," said Habitat for Humanity Greater Toronto Area VP of Land Daniel Ger. "Land values in general are increasing at a similar rate to the housing market." Habitat GTA is feeling the same pressure as Options. Both organizations

have a selection process for their homes so there is no bidding from buyers. Habitat GTA is currently building or planning to build in 2017 four projects in Brampton, one in Caledon, one in Georgina in northern York Region, and is completing its largest development ever in Scarborough’s Malvern neighbourhood. The Malvern project, with 50 stacked townhouse units, could be the last of its kind, the organization worries. Bidding on land has become very competitive, the organization said. "Because the housing market is so strong, you get a greater pool of developers or people that would like to enter into the development world. It’s just a very competitive marketplace right now," Ger said. Land values in Toronto have risen so high that a single-family home lot in an inexpensive neighbourhood sells for approximately $500,000, Ger said. A similar lot in Georgina sells between $100,000 and $150,000. Coupled with land values, development charges (fees developers pay to governments to build) have risen. Toronto’s development charges are fairly low, approximately $25,000 per townhouse unit. Other municipalities charge much higher than Toronto, Ger said. Other costs, such as prices for concrete and labour have risen recently too. Tremain said Options for Homes will continue selling affordable housing, but affordability is relative to the market.

The organization also looks to build in areas with lower land values but with some upside, primarily in Toronto’s suburbs. "Our Weston site is a great site in an up-and-coming area, so the upside of an area like that, people will also, hopefully, experience some good appreciation in those units," Tremain said. While bidding for land against developers is becoming tougher, those developers are also integral to the nonprofit sector’s ability to offer homes. Both organizations get support from for-profit builders. Options partners with Tridel, which offers labour at a reduced price, and Habitat GTA gets support from the

who provide affordable home ownership without going through a public bidding process," he said. Luckily, governments have listened. The City of Toronto is allocating $100 million worth of city-owned land to be sold to nonprofit developers, said Davenport Councillor Ana Bailão, chair of the City’s Affordable Housing Committee. "This is a great way to bring some equity into a partnership that can be successful in building affordable housing with the nonprofit sector," she said. was approved in 2016 to speed up affordable housing construction. It includes financial contributions including capital funding and fees and property tax relief, fast-tracked planning approvals, plus the offer of surplus lands. In 2016, the province passed the Promoting Affordable Housing Act, which allows municipality to enact inclusionary zoning bylaws (bylaws that would require developers to make a certain portion of units within a development affordable). Toronto has yet to pass an inclusionary zoning bylaw, which, when enacted, has the potential to be a game-changer for the nonprofit sector, Bailão said.

Lyme Out Loud Kids hosts first Toronto event TARA HATHERLY thatherly@insidetoronto.com Having a little-understood disease that can be difficult to have diagnosed and treated is hard, especially for children. That’s why a new group called Lyme Out Loud (LOL) Kids Canada, founded by two GTA women, is focusing its efforts on Lyme disease’s youngest victims. Joanna Petrakis, a Scarborough native and Ajax resident, and Carrie Weiss, a North York resident, founded the organization in the wake of Petrakis’s battle with Lyme disease, which began when she was bitten in the Niagara area by what she would later learn was a tick. When she was bitten in 2014, she didn’t know Lyme disease was in Canada and posed a serious health risk. "I had no idea about Lyme disease or ticks," Petrakis said, explaining why spreading awareness is important to LOL Kids Canada. "I don’t think people understand the seriousness of the illness and just how sick you get and how long it takes to get better, and (that) some people never do (get better)," she added. "That’s the scary part."

Helping families who may have already come into contact with deer ticks and Lyme disease access information, research and treatment is another priority for LOL Kids Canada. Petrakis visited almost 20 doctors before getting a Lyme disease test and diagnosis. Several doctors she saw along the way suggested she might be depressed and not actually dealing with a debilitating physical illness. Even after getting a diagnosis, there were difficulties ahead. The 30-day treatment Petrakis received in Canada, covered by OHIP, didn’t fully kick the Lyme disease and other co-infections she acquired from the tick bite, leaving her in need of $150,000 to pay for further treatment in the United States. Her family, friends and Greek community pitched in to help pay for the treatment. Fiercely independent, she is brought to tears looking back on what it felt like to have to rely on donations to get well. For children and families who need money to manage symptoms or get treatment, LOL Kids Canada has made fundraising another goal. The organization hosted

an international medical and educational symposium last month. The event, focused on Lyme disease and other tick-borne infections, featured clinicians and researchers from Canada, France and the United States. "There’s a lot of science and a lot of research happening that we don’t have access to in Canada, and this was our way, Lyme Out Loud Kids Canada, to bring that science and research to Canada, so people can have access to it. So in that sense, it was a great success," Petrakis said. "It was a huge success in the sense that people got a lot of the information that they were looking for, and the doctors that came are very, very interested in helping our Canadian government and health advocates here in getting the message out and getting people help." Petrakis and Weiss hope to make the Toronto conference an annual event, and host other events throughout Canada. They also want to get more information about Lyme disease and ticks into schools. Weathered flags should be grounded With Canada Day celebrations, marking the 150th year in our nation’s history, rapidly approaching, flags will be flying from coast to coast. In many cases, bright, pristine Canadian flags will be front and centre at legions, government offices, businesses, and private residences. They’ll be prominent at countless special events and even attached to cars and trucks. And, unfortunately, there might be a few cases where our cherished symbol looks less than pristine, maybe even a bit ragged and threadbare. "When a flag becomes tattered and is no longer in a suitable condition for use, it should be destroyed in a dignified way." We’re not quite sure what constitutes a ’dignified’ disposal, but we do concur with the notion that the Maple Leaf should fly only in a pristine condition. To display Canada’s national flag is to demonstrate one’s patriotism and appreciation for our good fortune in being able to live in the best country on the planet. To display a weathered, shabby version is to do a disservice to this most important symbol of our nation.

Bringing stories of Toronto’s suburbs downtown I remember being disappointed two years ago when the Toronto Public Library released the Toronto Poetry Map. It’s a great idea: dots on the map, each linked to a snippet of verse describing that place, or this intersection in the city. Except, some downtown places had overlapping dots, swollen with multiple mentions. All of Scarborough had just four dots. The Toronto Zoo, Scarborough Bluffs, and the Hav-A-Nap Motel got mentioned, but not much else. For our other suburbs, things weren’t much better. Etobicoke, on that map, was a poetry desert. Ditto, East York. Where were the words describing them? How can this be a city whose stories

events happening downtown. "It can seem very insular to an outsider." This is the second year the group has received stories and poems inspired by these four former suburban cities. Once again, Kent says, the contest jury was "floored" by their quality. You’ll be able to see this year’s winners reading their work this fall. Now that the city’s major art groups and festivals are finally discovering the suburbs, the literary scene is making it out there too. Through fiction, we’ll find more of the truth about this city. Torontonians can take a guided tour of a proposed five-kilometre park that would transform a hydro corridor in the city’s west end. It’s all part of Doors Open later this month. The "Green Line" located north of Dupont Street

between Landsdowne Avenue and Spadina Road is a series of disconnected parks, parking lots and vacant spaces. The walks will explore the history of the Green Line idea, its challenges, opportunities and potential as a future linear park

through exploring different sections of the Green Line, according to the event posting. Those interested can sign up on the city’s website for four tours, two in the morning and two in the afternoon, on May 27 and May 28.

Organization getting families to volunteer abroad A Toronto-based organization is offering Canadians a chance to do something worthwhile on their next family travel adventure. Projects Abroad, which is part of Projects Abroad Global that operates in more than 30 countries, organizes volunteer opportunities for people across the

world, particularly in Asian, South American and African countries. Started by a university professor to offer students a chance to teach English in post-USSR Romania, the organization has grown dramatically. Projects Abroad is now offering volunteering trips to families who

Final concert for Hard Rock Cafe Venue closes to make way for Shoppers Drug Mart JUSTIN SKINNER jskinner@insidetoronto.com Last Thursday marked the last call for one of Toronto’s most venerable and historic music venues as the Hard Rock Café’s performance space hosted its final concert. While the Hard Rock itself dated back to 1979, its location just south of what is now Yonge-Dundas Square has a long and storied history on the Toronto music scene. The site has been home to The Nickelodeon and the Friar’s Tavern, both legendary musical institutions. It was at the latter where Levon and the Hawks met Bob Dylan en route to forming the influential and acclaimed The Band. Over the years, the stage above the Hard Rock restaurant, which will remain open until Monday, has hosted countless world famous acts, including Oscar Peterson, Dizzy Gillespie, Bill Haley and His Comets, The Drifters, The Platters and more. The venue got a proper send-off last Wednesday, with Canadian music legends such as Rompin’ Ronnie Hawkins, Gowan and The Spoons showing up to pay homage to the historic music site. Memorabilia highlighting not only the Hard Rock but other Toronto iconic music sites such as Sam the Record Man was for sale. While the Hard Rock is shutting down to make way for a Shoppers Drug Mart, there is some hope that the site’s musical roots could be preserved in some form. "It will be a flagship operation for Shoppers, but hopefully they can find a place to display some

Hard Rock Toronto general manager Bobby Gelewiak said the closure does not necessarily mark the permanent demise of the Hard Rock in Toronto. "Our intent is to continue with the brand and hopefully be back sooner rather than later," he said. Gelewiak started his career with the Hard Rock chain in the first ever Hard Rock Café in London. "It’s strange now to be finishing off the second Hard Rock location ever,"

he noted. Longtime music promoter Keith Correa, known around Toronto as "The Original Kid Rock", said the loss of the Hard Rock served as the end of an era. "I’ve been promoting in Toronto for 41 years - I’m 58 years old and I’ve been around," he said. "This place has always been special but it’s a great way to see it off." Toronto has seen many of its music venues disappear in recent times, with the Hard Rock joining the Hideout, Soybomb and others among the recently closed. With the city pushing a music strategy, however, hope remains alive that the city will once again return to a place of prominence on the global music scene. "There are other performance venues we’re working on," Garner said. "But the legacy of this building, this is a hard one to lose."
