Wednesday, May 24, trustees voted overwhelmingly to support the agreement, which was based on a risk assessment report conducted by environmental consultants ECOH. TDSB director John Malloy said the agreement "holds firm a couple of very significant principles: that students and staff must be safe, that we need to work closely with the developer in order to make that happen, that the work done with ECOH that provides clear strategies will be followed." Despite the mitigation matters included in the agreement, parents remain concerned about enforcement and traffic and noise impacts, particularly when it comes to outdoor play. "Parents are concerned about traffic at the site," noted Don Valley West trustee Gerri Gershon, in whose ward John Fisher sits. Gershon noted that parents in the area had a traffic study done and wanted more assurances that measures would be taken to follow the recommendations made in that study. While TDSB associate director of facilities Angelo Bacopoulos noted TDSB staff approves of those recommendations, he pointed out that enforcement would have to come from the City of Toronto, which has received a copy of the report. Another point of contention for parents revolves around enforcement, with both the KG

Group and the TDSB’s consultants having to agree on action that must be taken, said parent Mary Mowbray. She noted that the agreement does not go far enough in ensuring the mitigation measures are enforced. "The biggest concern is that there was a risk assessment done that the TDSB itself commissioned, and the risk assessment stated that unless these mitigation measures were put in place, it was not safe," she said. "It said the risks could be mitigated but they had to be done properly and the agreement doesn’t cover that." Not all trustees were in favour of the agreement, with Beaches-East York trustee Sheila CaryMeagher making the most impassioned speech against it. She argued that those who approved the development in the first place should be held to account for their decision. "All the authorities above us have failed the children in this school," she said. "The Premier, the Legislature, the OMB, the Mayor and City Council. They should not have permitted a building which is next door to a school. "There is something not even sane about it." TDSB staff argued that the safety plan was necessary as the development was approved at the Ontario Municipal Board. Mowbray noted, however, that despite urging from parents, the school board did not send staff to the OMB hearing to argue against the development.

The mother of Cameron, 14, who is typically developing, and Ellie, 12, who has a developmental disability, is in her eighth year in the family leadership program at Holland Bloorview Kids Rehabilitation Hospital, where Ellie accesses outpatient programs and services. "I appreciate that anything that helps my daughter, helps me. But you also have needs as a caregiver outside of the needs of your child," Hammond said. "Through my volunteer work, and particularly with the family leadership program, I now have a community of friends with similar experience to mine that is absolutely necessary for me."

Hammond pays forward the support she has received from parents by supporting other parents. In particular, she is the family lead on a website, developed with Holland Bloorview’s foundation, expected to go live in late June with resources specifically geared to caregivers. It will be part of Holland Bloorview’s website. "All the resource suggestions come from families and caregivers themselves," Hammond said. "We asked, ’What would you like to see?’ We’re super excited about it." Hammond lauded Holland Bloorview, located near Eglinton and Bayview avenues (on Kilgour Road), as "an industry leader" in client and family-centred care. "Clients and families are involved in every decision and every action at this hospital. It’s an important, prioritized value here," she said. "Every mo-

Programs open to the community include: workshops and parent talks, camps, music and arts programs, a multi-sensory Snoezelen room and swimming. Ngo and Thomas spend much of their time advising their caseload of approximately 1,000 families a year how to navigate systems, be it health care, education or funding. Every family is unique in its concerns, Thomas said. Both remind caregivers of Holland Bloorview cli-

ents, and those in the community, to first care for themselves. "There are people out there who can help," Ngo said. "I know it’s very difficult when you need support. It’s a learning process asking for help. But it’s very important for your own well-being and for your family’s well-being."

The ’Fair Hydro Plan’ is anything but that Welcome one and all to the Ontario government’s incredible, stupendous hydro-cuts emporium where you can buy cheaper electricity today - then pay big-time for it later. If this makes the Liberals’ misnamed Fair Hydro Plan sound like a slick scheme concocted to get them re-elected, that’s because to a large degree it is. Yes, we know Ontarians were begging for relief from constantly soaring hydro bills. We also know many consumers are cheering Premier Kathleen Wynne’s plan to slash hydro rates by 25 per cent this year and then limit increases to the inflation rate for the next four years. But as the province’s financial watchdog reported last week, the cost of insulating Ontarians from soaring energy bills will eventually shock them to the tips of their toes. To be sure, the Liberal plan will save consumers $24 billion over the next four years. That’s a tidy sum and it’s no coincidence the savings are perfectly timed to inspire warm and fuzzy feelings for the Liberals before the June 2018 election. But as the Financial Accountability Office just reported, it will cost the province a jaw-dropping $45 billion over the next 29 years to make those savings possible. In addition, if interest rates rise or the province starts running deficits again, the eventual cost of the plan could balloon to $93 billion. The inescapable reason for this daunting bill is that the province must borrow heavily to pay for the discounted hydro rates. That money must be repaid. And in order to lower hydro bills in the short term, the government will need to increase them in subsequent years to cover the debt that finances the plan. It’s all a bit like using a carving knife to extract a splinter. The operation may succeed, but the bleeding will be considerable. So, while you can, enjoy seeing average monthly hydro bills drop from $163 to $123 starting this summer. But brace yourself for hydro rates to increase by 6.8 per cent a year from 2021 to 2027. Be ready for the average monthly bill to rise to $213 by 2028. It is a reminder, too, of how badly this government has mismanaged the electricity file - think of their subsidies for wind and solar energy we don’t need. Other governments of different political stripes have made a mess of it before. But the Wynne government has nothing to be proud of in how they’ve handled Ontario’s electricity system.

People will keep fighting for ’$15 and Fairness’ Today, June 1, Queen’s Park shuts for the summer. It’s the last day before fall for the Liberal government to say they’re reforming Ontario’s labour laws, and raising minimum wage to $15. As of this writing, I don’t know what the government announced or hasn’t. I know people in the $15 and Fairness campaign made every day count. They’ve already done more than politicians thought they could. So many of us are stuck in precarious and parttime jobs. For two years, campaigners seemed to be everywhere, on streetcars and street corners, reaching people who fit that description. They’ve demanded $15

Fittingly, given Canada’s 150th birthday, the final piece of the community will be known as Concord Canada House and will serve as the capstone for the ambi-

tious community development project which began more than 20 years ago. The Concord CityPlace neighbourhood is a masterplanned community located on a 50-acre site on Toronto’s formerly derelict waterfront. Located at 23 Spadina Ave., Concord Canada House, with an expected 2022 completion date, will feature two towers with 1,400 residential units, 21,000

square feet of shopping and restaurant facilities, and 26,000 square feet of office space. Most importantly, the towers, stretching 68 and 79 storeys high, will celebrate Canada. "There’s a lot of history along the railways down here, and with this site next to the CN Rail and near Fort York and the CN Tower, we thought it would be best to celebrate what Canada is," said Concord Adex vice

president of development Gabriel Leung at a mid-May news conference. "There will be a maple leaf motif, but we also want to celebrate Canada in a way that’s more functional." That includes heated balconies to extend the outdoor season for residents, said Leung. Canada House’s signature feature - a skating rink that mimics a truly iconic Canadian feature - will up

the site’s Canadian content. "It’s part of the outdoor amenities and its shape was inspired by a part of the Rideau Canal," Leung said. "In the winter, people can skate on a rink that has the same geometry as one route on the Rideau and in the summertime it becomes a water feature where they can barbecue or have a picnic. We want to remind people about the great outdoors we have in Canada."
