Notice of Commencement and Public Meetings GO Rail Network Electrification Transit Project Assessment Process Metrolinx, an agency of the Province of Ontario, is upgrading its commuter rail system into Regional Express Rail. The Greater Toronto and Hamilton Area (GTHA) is now home to nearly 7 million people and heading towards 10 million by 2041. To address the urgent transit needs of the GTHA, the Province of Ontario committed to implement Regional Express Rail and make other improvements to the GO system. By 2025, electrified trains will be running every 15 minutes or better, all day and in both directions, within the most heavily travelled sections of the GO network. The Process Metrolinx and Hydro One are co-proponents, jointly carrying out the Transit Project Assessment Process (TPAP) in accordance with Ontario Regulation 231/08 - Transit Projects and Metrolinx Undertakings (made under the Environmental Assessment Act) to examine the environmental impacts of converting several GO rail corridors from diesel to electric propulsion. The Project As part of Regional Express Rail, Metrolinx is proposing to electrify GO-owned corridors. The GO Rail Network Electrification undertaking will entail design and implementation of a traction power supply system and power distribution components located along and within the vicinity of the rail corridors. The Study Area (see key map) includes six GO rail corridors, as well as proposed locations for the traction power facilities (i.e., Traction Power Substations, Paralleling Stations, Switching Stations) and ancillary components: • • • • • •
Union Station Rail Corridor Lakeshore West Corridor – West of Bathurst St. to Burlington Kitchener Corridor – UP Express Spur (at Highway 427) to Bramalea Barrie Corridor – Parkdale Junction to Allandale GO Station Stouffville Corridor – Scarborough Junction to Lincolnville GO Station Lakeshore East Corridor – Don River Layover to Oshawa GO Station
Traction Power Supply and Distribution System Electrification of the GO Network requires a connection to the provincial electrical system. It is proposed that power be supplied from Hydro One’s existing 230 kilovolt (kV) transmission lines through the installation of five (5) Tap locations which will bring power to the Traction Power Substations (TPS) and then feed into the power distribution system components adjacent to and along the rail corridors to be electrified. Consultation Building on the first and second rounds of public consultation meetings held in February/March 2016 and November 2016, Metrolinx and Hydro One are now formally commencing the TPAP. A third round of public consultation is planned for June/July 2017 (details below) and will present the findings of the technical/environmental studies (posted online at www.gotransit. com/electrification) undertaken for the GO Rail Network Electrification Project. Members of the public, government agencies, Indigenous communities and other interested parties are encouraged to participate in the process and/or contact the project team directly with feedback or questions. "The construction, the noise, the dust," lamented Eddy Spinola, owner of La Carnita, Good Fortune and Sweet Jesus restaurants at Yonge and Eglinton. He said on many days he can’t use his patio and in the mornings he and his staff dust off the tables inside. His beer supplier only delivers on Saturdays now as access is blocked off during the week. "How are we supposed to
do our business - where we have a licence and pay our taxes to run our business and so does Brewers Retail (his beer supplier) - and they’re telling you, you can’t do it. It’s a little unfair," Espinola said. "It’s just been an ongoing struggle for me for years at this location." He said he’s seen three neighbouring longtime businesses close since construction started. In Leaside, in the city’s
east end, things are no better. Businesses that spoke with Metroland Media Toronto said their sales have dropped since construction started. One shop owner at Laird and Eglinton said he’s lost 30 per cent in sales and argues parking enforcement is too aggressive on side streets when Eglinton parking is reduced or sometimes removed. Another shop owner, Sam To, said his business,
Mr & Salon + Spa, lost 20 per cent in sales. "Right now, few people are walking in," To said. Metrolinx, the provincial transit agency co-ordinating the project, said it’s working closely with businesses, business improvement areas (BIAs), city agencies such as Toronto Parking Authority and others to reduce the impact of construction. The Crosstown LRT transit line promises to be a great asset for moving large numbers of people through the city of Toronto. But, the service is not scheduled to open until 2021, and while residents and businesses along Eglinton Avenue are awaiting their reward, those same businesses are hurting through years of construction. "I’m happy they’re doing construction and there are going to be subway stations here," said Flowers of the World owner Liana Margaryan. "But I don’t know how long I can survive here." Margaryan’s floral business is located between Mt. Pleasant Road and Yonge Street, sandwiched by construction for two stations, which she’s been told will take two years to build. Her business is surviving on online orders, as walk-in customers have disappeared. "If you put out the signs and the flowers, whatever you do, it doesn’t help. There are no walk-ins," she said. "Walk-ins are the most important thing for flower shops." She’s not the only one dealing with construction headaches, either. Drivers and customers are simply skipping Eglinton to avoid construction and as a result fewer customers are coming into the shops. Parking is also a problem as street parking gets removed, at times, to move traffic through reduced lanes and construction sites are placed in front of stores, blocking them off from view. Access always remains open to the stores, but customers have to walk around construction structures to get there and pedestrians are often forced to change sides of the road
strictions when parking spots along Eglinton have been eliminated and it ensured businesses maintain access to their buildings and entrances, including doorways and driveways, Metrolinx spokesperson Vanessa Barrasa said. Its shop-local campaigns let customers know Eglinton businesses are still open. For business owners such as Enzo Torrone, who is the Fairbank Village BIA chair, Metrolinx hasn’t done enough. He said construction is leaving shopping areas dirty and dusty, making them uninviting. Construction sites make it hard for people to get around and parking spots are removed, so people park illegally on side streets and return to find parking tickets. "It’s so hard that sometimes people just say forget it, I don’t have the time to get around these barricades, I don’t have time to spend with this, I’m gone. And this person is not coming back," Torrone said. Joe Torrone, Enzo’s father and owner of Dynevor Furniture, said that while his sales are down, his property tax went up nearly 50 per cent in 2017 over last year. "We don’t make no business, but we have to pay more taxes. On account of maybe the subway, our value is going up, but it should go down, not up, because in those three years (of construction) we’re going to die," Joe Torrone said. He pointed to a tiered commercial property tax that charges a greater rate on commercial properties valued over $1 million. Since 2008 in Toronto, a lower tax rate applies to commercial properties for the first $1 million of assessment and a higher rate for anything over $1 million. This year was the first time Torrone was hit with the upper tier on his property tax. Property values are established by the Municipal Property Assessment Corporation (MPAC), city officials said, and 2017 is the first taxation year of MPAC’s most recent reassessment.

That’s what a Torontoarea group is urging of Canadian residents, businesses and institutions. The national flag is flown at all federal government buildings, airports and military bases and establishments within and outside Canada. That mandate should extend to all government institutions, including provincial and municipal, says Marga van den Hogen, who in 2009 founded Flag Flyers, an organization dedicated to promoting the Canadian flag. "It’s the most beautiful flag. It stands out. It’s our Canadian emblem," she
said, adding the flag should be displayed "to show our patriotism and the government has to set the example for us to follow." John Davies, a founding member of Flag Flyers, said the Canadian flag should be flown at public institutions like town halls and hospitals. "We’re very proud of our health system, and the Americans seem to envy it, and yet we don’t fly flags in front of them (hospitals)," he said. "The government to me doesn’t seem to promote the flag anymore. I believe it should." Davies suggested Canadians could take a lesson from the U.S. "You see flags all over the place in the States. People are very proud of it," he said. "We don’t seem to have the same pride. We have, I think, pride in our flag for some of the sports teams but not much else." Davies also encouraged everyone attending Canada 150 celebrations to pick up a

"The government is spending a lot of money on such things as fireworks. Perhaps it could ensure that all the people who go to see the fireworks are carrying a flag in show of sup-
port," he added. Van den Hogen said residents should also "encourage each other" to display the flag. "Just be proud Canadians and show your patriotism." The national flag can be
displayed in many ways, from the front yard of a house to the top of a building, though there are some rules and regulations, according to the Government of Canada. For example, if affixed to a vehicle, the flag must be
on a pole "firmly fixed to the frame of the car on the front right." Nothing should be pinned to or sewn on the national flag, and it shouldn’t be signed or marked in any way. The national flag should not be used as a table or seat cover or as a masking for boxes, the government says. The flag takes priority over all other national flags when flown in Canada. The only flags that are given priority over the Canadian flag are the "personal standards of members of the Royal Family and of Her Majesty’s 11 representatives in Canada." There is also a specific process for the national flag to be folded. And when the flag becomes tattered and is no longer in a suitable condition, it should be destroyed in a dignified way. The flag was adopted on Feb. 15, 1965; that date is now celebrated annually as National Flag of Canada Day.

Wave the Maple Leaf on Canada’s 150th What makes Canada one of the best places in the world to live? Ask 10 people, you might get 10 different responses. The international community certainly has some thoughts on the question. Canada is consistently ranked among the best nations on the planet by the U.S. News & World Report, the University of Pennsylvania’s Wharton School and global brand consultants BAV Consulting. In 2016, the Reputation Institute ranked us second only to Sweden, with Switzerland third. We measure among the top according to the United Nations Human Development Index, as well as the FutureBrand index. Reasons for our lofty status abroad range from our economic and political stability to our education and health care systems, to our relative safety. According to the 2017 Global Peace Index, released by the Institute for Economics and Peace, Canada was rated the eighth safest out of 163 countries. In January, the New York Times announced Canada was its top recommended travel destination for 2017, citing our "cosmopolitan cities, barely-explored natural wonders and everything in between." There are actually countless reasons why this is such an amazing country. There’s Canada’s natural, rugged beauty. We have inclusive social policies, a (mostly) welcoming approach to immigration and refugees. Diversity is not a dirty word here. Our social support programs are there, as are our communities, when people need a helping hand. Our government’s business is conducted, for the most part, in a reasonably transparent, civilized manner. Our game, hockey, is easily the best, as is our side of Niagara Falls and our Rocky Mountains. Our military has a history of punching well above its weight when called upon to defend freedom. Our environment remains largely unspoiled, our cultural and geographic diversity incredible. Many non-Canadians like to poke fun at our penchant for politeness, our readiness to deliver an apology if required, but we’re OK with that. Canadians are patriotic, but we hesitate to blow our own horn. Others do it for us. We know we are not perfect, that there are elements of our past that continue to haunt us. But really, is there anywhere else you’d rather be? On July 1, Canadians will mark our nation’s 150th birthday, with celebrations from coast to coast. We hope everyone joins in and, with passion and appreciation, waves the Maple Leaf.

Toronto celebrates a future of possibility It is going to be a big day on Saturday: for Canada of course, but for Toronto too. The country is 150 years old. Toronto is either 33 years older than that, if you count back to 1834 when Muddy York was renamed Toronto, or 130 years younger, if you count the point at which the Toronto we all know was amalgamated from six smaller municipalities. That, certainly, was the point at which Toronto became if not a linchpin for the country as a whole, then the biggest kid on the block, the largest city in the land. Forgive us, if we take a moment to feel smug about that - a smugness that may be incompatible

As Toronto’s skyline continues to change, an exhibit at Metro Hall showcases how the city will look in a few years - and possibly well into the future. Titled "Toronto of the Future," the exhibit, which runs until Friday, highlights many of the projects currently in the works and concepts that could reshape the city. A massive scale model shows the city along the lakeshore and up Yonge to Bloor Street, while other models highlight different concepts and projects and placards offer information on various developments, from High Park Village to the Etobicoke Civic Centre to several in the downtown core. "Most of what we’re showing are projects that are planned and approved by the city, with some creative visions of the future that we might not see for 50 or 100 years," said event founder Robert Vezina. One such vision, "re-silos" proposed by architecture firm WZMH, shows where defunct Canada
Malting Company grain silos along the waterfront could become massive towers, perhaps even stretching taller than the CN Tower. New additions to Toronto’s residential building stock will certainly alter Toronto’s skyline, with tall towers planned throughout much of the downtown core. The YSL Residences at Gerrard and Yonge will stretch 343.9 metres, while "The One," the landmark development at Yonge and Bloor, will reach 307 metres. While those buildings are taking the place of smaller structures in the city core, there is still plenty of space to go around for development, particularly along the waterfront. "The big trend I think we’ll see in the future is development along the Docklands," said Vezina. "Toronto’s not like Manhattan where you have to destroy something to build. There’s still some land here." Another trend is toward master-planned communities, such as Wynford Green at Don Mills and Eglinton. That plan will feature towers and lowrise residential developments, office and retail space, and amenity space including a community centre with a swimming pool, two hockey pads, in-
door basketball courts and more. "You look at a project like this and it’s more than buildings," Vezina said. "It’s about making it work for the people who live there." There is also plenty of potential for increased public use of current assets. "The Park" concept by Oxford Developments, for instance, would see the CN Rail tracks covered near Front Street downtown, connecting the areas north and south of the tracks and creating usable public space. "Right now, that’s kind of a dividing line for the city," Vezina said. David Pontarini of Hariri Pontarini Architects foresees a changing face of Toronto as more families seek to embrace city life, shopping centres aim to create more of an immersive experience beyond the stores and residents demand more amenities. "I think you’ll see a continued push toward improving the public realm streets and blocks - and increased demand for green space," he said. "There also needs to be more of a focus on growing up in the city how do we incorporate kids into neighbourhoods and change the way we look at development to allow families to adapt to urban living?"
