Legacy includes Regent Park Aquatic Centre and Wellesley Community Centre DAVID NICKLE dnickle@insidetoronto.com

Pam McConnell/Facebook

David Nickle/Metroland

The Regent Park Aquatic Centre is one of the highlights of Councillor Pam McConnell’s long career in municipal politics.

’First and foremost, Pam was a social justice advocate.’ - Coun. Kristyn Wong-Tam advocate," said Ward 27 (Toronto Centre-Rosedale) Coun. Kristyn Wong-Tam, who represents communities to the north and North-West of McConnell’s ward. "That was clear in the way she led her discussions and her decision-making. She had a strong sense of moral conviction. This is how we got along extremely well - we were singing from the same hymn book." Both Wong-Tam and McConnell represent a

part of the city that faces similar planning challenges: a combination of dense and sometimes economically challenged neighbourhoods and parts of the city under immense development pressure as Toronto’s condominium boom has persisted. Wong-Tam, who was elected to Toronto council in 2010 replacing longtime local Coun. Kyle Rae, said McConnell provided her with a solid example of how to manage development. "She really had a lot of confidence over all her neighbourhoods - she had developed a strong relationship with all the stakeholders and I was able to watch the way she was able to be firm with her residents’ associations and be able to balance the two," she said. "I was able

’Planners shed tears with Pam’s passing.’ - Coun. Paula Fletcher to see her be very effective and leverage her political office to get the things that her community would need. She did it with a quiet intelligence ... She was not the loudest in the room, she was the quietest, and I learned that being that might mean that, you were the smartest in the room." Glenn Gustafson, business manager at the Ralph Thornton Centre and a former Executive Assistant to McConnell at city hall, said that bringing stakeholders together - particularly those who were least advantaged - meant that

she was able to come up with solutions that benefited the community. "She became the ears of the city to hear what the community had to say and that’s reflected in the planning work, but also the different policy work she had as well," he said. Gustafson pointed particularly to the Regent Park Aquatic Centre which he singled out along with the Wellesley Community Centre as two peaks in McConnell’s legacy. "With the Regent Park Aquatic Centre, it wasn’t just the city saying this is going to be a really nice facility: she made sure the community had a say in that space," he said. "Making sure that there was a place for seniors, for youth, so everybody had a stake in it - right down to

making sure that there would be retractable blinds for a women’s only swim ... so that Muslim women could swim." John Campey, the former head of Social Planning Toronto, noted McConnell fought hard for social equity in planning overall, and met with "limited" success. "Pam worked closely with developers and community associations to try and get a bit more co-op housing built where that’s possible, and did have limited success with that," she said. "Regent Park is the best example of that, but wherever there was development in the ward, Pam would try to find any kind of angle to to work with developers and shoehorn in affordable housing." Wong-Tam recalled that some of her last conversations with McConnell were more reflective. "Pam had quite a number of battle scars," said Wong-Tam. "There are times I was a bit more impatient, saying ’Pam, why aren’t we going for more?’ And she’d say, ’Just wait. There’ll be another chance.’ She was good at having the long vision of community planning. But I think she had concluded that she couldn’t get everything done. "That was clear in some of our final conversations this year. We were talking about what her retirement would look like. There was always a sense she should do as much as possible." When Pam McConnell was elected to represent the South-East corner of downtown Toronto in the newly-amalgamated megacity in 1997, it was a very different collection of neighbourhoods. St. Jamestown was an underserviced, overcrowded, high-needs neighbourhood, and Regent Park was a long-inthe-tooth, crumbling public housing complex. Corktown was part of a stretch of underdeveloped industrial lands along the mouth of the Don River, largely neglected. Twenty years later, it is clear that the councillor for Toronto-Rosedale, who died July 7 at 71, left the ward transformed. St. Jamestown is served by the Wellesley Community Centre. Corktown is booming along with the rest of the city’s downtown. And Regent Park has been transformed into a new mixed-income community with a giant new aquatic centre and services that the area had lacked. And that, according to colleagues and stakeholders, is just scratching the surface of the transformation that McConnell led and nurtured. "You can tell you’re in Pam McConnell country in the eastern part of downtown," said Ward 30 Coun. Paula Fletcher in an interview. "Pam was a titan as far as planning was concerned. Planners shed tears with Pam’s passing." Fletcher and others saw McConnell’s approach to planning as a unique offshoot of her core, progressive values. "First and foremost, Pam was a social justice

Residents of Seaton Village know getting to know your neighbours can take just a few simple steps dance steps, that is. For the sixth straight year, the neighbourhood held its Porch View Dances, with local homeowners teaming up with professional choreographers to perform short pieces on their own properties. The initiative was founded by Seaton Village residents and Kaeja d’Dance co-artistic directors Karen and Allen Kaeja. "We started it in 2012 and now it’s spreading all across the province, said Allen. "We’ve had people who have seen it and asked if we could bring it to their neighbourhood." Each performance sees local residents paired with a choreographer, who will help them showcase their own stories. In the end, it becomes both a free dance show for passersby and a way for people to get to know those in their own neighbourhood. Tour guides conduct minitours through the neighbourhood to bring viewers along the performance route and share tidbits of information about the community. "The concept is really to

engage everyday people with dance and with their own neighbourhood," Karen said. "They collaborate with the choreographer to create a dance about 10 minutes long that expresses who they are." The dancers are often newcomers to the dance scene, and Porch View Dances allows them to stretch their personal boundaries and try something new while sharing their own stories and experiences through movement. Choreographers are carefully selected to best suit the families’ wants and skill levels, and the dances are created to cater to the performers’ skill and comfort levels. The shows tend to attract audiences from within Seaton Village and beyond. Beyond providing some free and fun entertainment in their own neighbourhood, Porch View Dances helps to foster a sense of community. "People get to witness their neighbours - people they may not know - doing something special and personal," Karen said. Allen noted the performances help change the nature of the neighbourhood as a whole, bringing life to spaces that might otherwise go unnoticed, even among

those who live there. "It’s a whole reimagining of your neighbourhood," he said. "You never walk the streets the same way again. You think ’I saw a performance in this front yard’ or ’I saw a vignette in this alleyway.’" It also helps to create safety, with neighbours more likely to look out for one another when that sense of community is created. "It brings a sense of community pride, comfort and safety to the neighbourhood," Karen said. Porch View Dances is but one festival Seaton Village residents have used to create a tight-knit neighbourhood. The Open Tuning Festival, a music festival that brings residents out to perform for one another, was inspired by the initiative and has likewise become a staple in Seaton Villagers’ summer entertainment schedules. With Porch View Dances taking place in mid-July, the Kaejas are now looking ahead to Downtown Dances in Moncton, New Brunswick. The City of Moncton asked the duo to lead the initiative after learning about the success of their Seaton Village shows. For more information, visit www.kaeja.org

Antonio Piretti/Photo

Downtown Toronto resident Antonio Piretti has just completed a cross-Canada tour, cycling from Vancouver to Halifax and performing at cities along the way to raise funds for charity.

Musician rides bike for cross-country concert tour JUSTIN SKINNER jskinner@insidetoronto.com

rail his trip, however. "I had a gig at the end of every week, so I couldn’t say ’it’s raining and windy, so I can’t go today,’" he said. Piretti was spurred on not only by his gigs but also by the kindness of those he met along the way. From people in the cities he visited who were always willing to help or fill his water bottle to drivers who were courteous as they passed him on the road, he was impressed with Canadians’ trademark politeness. "Everyone was always very gentle and very nice to me," he said. Having concluded his tour, Piretti is now embarking on an adventure tour in his native Italy, embarking on rafting, mountain biking and other adventures. He splits time between his place in downtown Toronto, Bologna, Italy and Hamburg, Germany, but he considers Canada home after arriving here as a landed immigrant in 2009 and starting up his charity here. Any musician who has hit the road for a crosscountry tour knows the long days of travel can be gruelling. Antonio Piretti also known as TOZ - took this to a new level, performing 13 gigs across Canada while traversing the nation by bicycle for Canada’s 150th birthday. Piretti, who had his wife following along in a camper van, ended his crosscountry tour with a gig in his hometown of Toronto on July 20, putting an end to an exhausting three months on the road. Playing venues everywhere from Vancouver to Halifax before backtracking to Hogtown, he raised funds through his own Art Takes Action for Charity initiative along the way, with money raised going to Doctors Without Borders, Amnesty International and Save the Children. While his journey was rewarding and he was touched by the support offered by Canadians everywhere along the way, Piretti faced no shortage of hardships as he made his

way from British Columbia to Nova Scotia. "The first week, the ulnar nerve on my left hand got entrapped and my hand wouldn’t work properly," he recalled. "I was going to bike 120 kilometres a day but I changed to an average of 140 so I could get two days rest instead of one (before each gig)." Because his left hand was crucial for his shows he couldn’t form some chords on his guitar due to his injury - he wound up using MP3 files as backing music for a couple of early shows. "It started to improve day by day and from Winnipeg, I started being able to play to guitar again," Piretti noted. "I’m still not recovered 100 per cent, but it was strange having a hand problem when my big concern was that I would have a problem with my knee or something from all the biking." He also faced harsh winds across the prairies, biting cold in Northern Ontario and seven flat tires, including three in one day while cycling through Quebec. None of those woes managed to de-

Toronto needs help dealing with legalized weed Drugs cost money. This is a universal truth: whether it’s the legal kind like alcohol or tobacco, or the banned stuff like cocaine or heroin, or, for now, marijuana, a habit is going to take a chunk out of anyone’s paycheque in addition to their life expectancy. As it is with us as frail individuals, so it is with the governments we elect, when we make the choice to turn on the tap - or light the pipe - of legalized intoxicants. And when legalized marijuana becomes a reality in Canada next year, it’s going to cost money. Last week, Mayor John Tory pointed this out, in the latest of a series of letters to Ontario Premier Kathleen Wynne. Tory made the point as he was insisting that Toronto be heavily-involved in any of the decisions regarding implementing that legalization. Much of those decisions will come at a provincial level - notably, how and where the drug is sold, what the minimum age will be for purchasing marijuana, and so on. For Toronto, it’s particularly important to regulate where and how marijuana is sold. We know here from bitter experience with illegal dispensaries that relatively unregulated sales will go badly. The province should make sure that the sale of marijuana takes place well away from schools and community centres, and other places where young people and the vulnerable congregate. Although Tory didn’t mention it in his letter, the federal government would also do well to take a cue from Toronto’s Medical Officer of Health Dr. Eileen De Villa, who earlier this year wrote a report calling for the immediate decriminalization of marijuana. De Villa noted that many of the problems that the city is having now with illegal dispensaries would go away with an immediate legalization and subsequent regulation. But that is not to say that legalization, now or next year, will solve all of our problems. Tory notes that Dr. De Villa and Toronto’s health department will be very busy as marijuana use becomes more widespread, dealing with the very real public health issues that arise from use, and inevitable overuse, of the drug. The city will inevitably be involved in providing inspections and regulating locations. Police will take on new and potentially costly roles. Tory’s suggestion that the cost of those services come out of provincial tax on marijuana is a sensible one. The fallout of legalization will cost money, and it only makes sense that those who choose to use foot the bill.

Scarborough’s shoreline belongs to everyone The Toronto and Region Conservation Authority (TRCA) has a collective headache coming this Friday as they vote on a new shoreline park. The Scarborough Waterfront Project will be monumental if it’s ever built. People will go to Bluffers Park Beach, and realize they can walk or bike from there to Pickering. They could visit Guild Park, Highland Creek, or the Rouge River. Most of the park already exists, You walk down Bellamy Ravine, see Marlene Hilton Moore’s steel statue, Passages, and the road below the Scarborough Bluffs stretches east. There’s landslide danger, especially this year, but the water’s blue, the bluffs lovely. People, most-

But now that the TRCA wants to finish the park spending perhaps $170 million - self-appointed defenders of the bluffs and beaches call the plan "malevolent," saying it’ll destroy sandy beaches "teaming with rare flora and fauna." On Friday, the TRCA board will listen as they paint their cause green. Hardening a shoreline

Legal parking anywhere around the bluffs is scarce, as if the city wants to discourage visitors. We hear about selfieseeking yahoos on the bluffs, the litter and campfires. But many Torontonians never go, and should. Scarborough’s shoreline and bluffs doesn’t just belong to people who live there. I heard green frogs. The place was artificial, and hardened, but not devoid of life. The Authority says the two sandy beaches in question, one of which it will preserve, can only be accessed now by crossing private lands on homemade paths trampling sensitive vegetation. The new park will give visitors safe, legal access. But access shouldn’t just be for the few. There’s something unspoken in Scarborough: people living north of

It’s time to give those unwanted instruments a new lease on life, with the children in music education programs. Sistema Toronto, a charitable organization running free after school music programs, launched its first community call for instruments in June with its inaugural instrument drive. "This is the first time we’ve done a really big drive like this to reach out to the community for instruments. We know there are a lot of really great instruments in the city, just sitting in cupboards not being played or used," said Christie Gray, the executive director of Sistema Toronto. "And we know there are a lot of kids in our program who would love those instruments and would put them to good use and bring them back to life." Donors will receive a tax receipt for their charitable gift of gently used or new instruments. Sistema is also willing to pick up the instrument from your home. Sistema offers free music lessons to students at four schools in priority neighbourhoods in the city - Yorkwoods Public School near Jane and Finch, Parkdale P.S., Military Trail P.S. and St. Martin de Porres Catholic School. Students receive 10 hours a week of music education, which runs during the school year. Each child re-

The goal is to collect 50 instruments for the 50 new kids joining the music program across the city in the fall. It’s looking for violins, violas, cellos and percussion instruments of any kind. So far they’ve received five violins and one full-sized cello from the community. "We’ve really been on the hunt for the bigger instruments. As kids get older they grow and we need more of the larger-sized instruments to grow with them," Gray said. She admits 50 instruments is a "lofty goal," but she’s optimistic that people will come forward to donate the instruments they’re not using. They’ve often received a few instruments here and there from families in the community. They have also had a partnership with Yamaha Music over the years. Although Sistema also fun-

draises for new instruments, which they purchase at a discounted rate from Yamaha Music, it can add up with each instrument costing between $500 and $1,000, she said. "They (Yamaha Music) have donated new instruments to us, which has been incredible as part of their community outreach program and they helped us for the first three years of the program, but they can’t do that forever," Gray said. The instrument drive comes to a close Sept. 12, the first day of its 2017-18 programming. "We’re hopeful that it (the instrument drive) will help the kids in need and give them the sense that their community is out there supporting them," Gray added. "Kids need to know there are people out there to help them and support them in everything they do." Instruments can also be dropped off at Sistema Toronto’s office at 3300 Yonge Street, Suite 210.

STEPS taken to brighten up bus terminal JUSTIN SKINNER jskinner@insidetoronto.com From visitors who arrive in Toronto by bus to cab drivers in the city’s downtown to residents at a local women’s residence, a bright new mural at the Toronto Coach Terminal will brighten the day of countless onlookers. The mural, a colourful and abstract work, will capture the notion of movement - a fitting choice for the exterior of a bus terminal. The piece is currently being painted by a team of volunteers that include public art organization The STEPS Initiative, established and up-and-coming artists and residents of the YMCA Elm Centre, who helped shape the mural’s design. The residents of the shelter will add their own personal touches to the mural, sharing their culture through designs of their own choosing.

Justin Greaves/Metroland

YWCA Elm Centre resident, Angela Malley, works on a huge mural at the Toronto Coach Terminal along with Emerging artist. "I’m part of Mohawk Nation, and when (the Mohawks) first came to the area, they called it tkaronto where the trees meet the water," said Cheryl Smith, a resident of Winona’s Place, a part of the YWCA Elm Centre. "I want to add a canoe to the tapestry of movement." Smith added that residents of Winona’s Place know Edward Street - which

the mural faces - as "diesel alley" because of the large number of taxis, buses and vehicles that travel along it. By adding a cheerful and upbeat mural, the artists are turning a drab wall on a nondescript city street into something that can be enjoyed by those who live, drive or visit there. The mural will span two storeys, with the lower level stretching more than 150

feet. While residents of the Elm Centre will benefit from the added brightness on a regular basis, it will undoubtedly make for a better welcome for visitors who come to Toronto by bus, with public art serving as their introduction to the city. "The piece will be seen by more than two million travelers every year as they come through the termi-

nal," said Anjuli Solanki of the STEPS Initiative. "It’s already brightened people’s experience as we’ve worked on it, and we’ve had cab drivers, pedestrians and the women living across the street all happy to see it going up." The plan for the mural started to come together a year ago, with the STEPS Initiative partnering with the YWCA Elm Centre

shortly thereafter. Sean Martindale, the lead artist on the project, said the partnership made for a great fit. "The whole mural’s an abstract piece, but it was inspired by workshops we had at the YWCA, the function of the space and the architecture itself," he said. The mural is expected to be completed by the end of July.
