The bookstore, which has stood in its current location at 584 Yonge for 22 years, is one of several businesses that have been dealt a death blow following provincial property assessments that have seen their taxes soar. Rates doubled this year and will continue

Members of a harm reduction coalition of volunteers from across the GTA were done seeing those they know and love die on the street from IV drug overdoses. Late Saturday afternoon, members and supporters of the Toronto Harm Reduction Alliance (THRA) took matters into their own hands and set up an unsanctioned pop-up supervised injection site (SIS) at the south end of Moss Park. That first day, 15 people who use drugs stopped by the program. About 100 naloxone (a medication used to block the effects of opioids) kits were also handed out. On Sunday, two dozen people came out to safely

inject. One person overdosed and was administered naloxone. So far, Toronto police are keeping a close eye on things, but are allowing the unapproved, unregulated program to stay open. Harm reduction worker Zoe Dodd said over the last nine months, the THRA has taken part in and held numerous meetings on the pressing need to provide people who use drugs in Toronto with safe places to inject. On Aug. 10, about a dozen harm reduction workers attended a closed-door meeting with Toronto Mayor John Tory to once again discuss the city’s growing opioid crisis. Dodd was in that meeting and said her team was frustrated that no concrete, timely plans were

put in place to address the problem. "We felt deflated. We felt there was a lack of action," she said, discussing what prompted the group to make this unorthodox move. "We just thought the time is now. We’ve got to just do it." Dodd said the Alliance chose to open its first temporary SIS at Moss Park as lots of users live in the area and could use more support. A Go Fund Me campaign has also been set up to help fund the harm reduction efforts. The City of Toronto said Monday that it will be opening an interim safe injection site immediately while work on a permanent one, which is set to open this fall, is still ongoing.

DAVID NICKLE dnickle@insidetoronto.com Public meetings at Toronto City Hall often begin with a declaration, noting that they are taking place on the traditional lands of the Mississaugas of New Credit First Nation. But that rhetorical acknowledgement has often been as far as it goes: physically, the Mississaugas have little to mark their historic claim to this land. That could soon change. Mississauga New Credit First Nation Chief R. Stacey Laforme and his council, along with Toronto CentreRosedale Councillor Kristyn Wong-Tam, are working together with Indigenous communities and with the help of the federal government to create an Indigenous district right through downtown Toronto. The district would stretch along Dundas Street from Beverly Street to the Don River. "The conversation I have going on with Chief Stacey Laforme and his council is how do we ensure that Toronto’s Indigenous culture is not lost?" said Wong-Tam in a recent interview. "Right now, it’s buried - any type of artifacts, any historical reference to Indigenous people - their stewardship has been eradicated. They just never built structures in the way Europeans built structures." It’s uncertain exactly what shape the district would take - the Mississaugas of New Credit will be releasing a more detailed feasibility report, prepared by Deloitte, later this month but Chief Laforme said that it will have to have an economic basis.

to showcase their innate talents and skills." The entire district could take many years to develop, but there is a first step, in a space set aside in a condominium highrise under development at Dundas Street East and Jarvis Street. Councillor Wong-Tam said she’s negotiated a significant amount of space in the base of the 48-storey

tower - 16,000 square feet for an Indigenous incubator space. "It will be owned by the City of Toronto and we’re going to create our own Indigenous entrepreneur centre," said Wong-Tam. "The focus is to ensure that Indigenous entrepreneurs and businesses will have a place to do business - a place to meet. And it’s all innovation-driven. We’re

not coming to this project from the vantage point of social services. It’s not about housing, or mental health, or drug management; it’s working with people who are of Indigenous background, who need opportunities to lift themselves up out of poverty." Wong-Tam says that the entrepreneur centre could be the seed for a larger district that would include public art, specific street furniture, and intuitive way-finding systems. "The desire here is to make this neighbourhood visibly appear and function as a meeting place for Indigenous people - and non-Indigenous people - in the city," said Wong-Tam. Chief Laforme likewise made it clear that an Indigenous district would not only be for the Mississaugas of the Credit First Nation. "I see the district of being symbolic of and representing all of the different Indigenous people," he said. "I don’t want it to be just the Mississaugas of the New Credit because it’s our treaty land, but of all the Indigenous people who live here now. When you walk through, I want different things to showcase who

they are; things you can identify with when you walk, that you can tell you’re in the presence of these Indigenous people, the Inuit, the Métis . "That will be tremendous not only for our people, but as a tourist destination. I think that has great potential. One of the things that’s lacking in Toronto is you have such a large Indigenous population, and you don’t have a way to showcase it." He said that the district could also create an opportunity for Indigenous people in the north. "There are so many people who have skills and talents, but not a large enough target market to really succeed," he said. As Laforme sees it, the treaty that acknowledges the Mississaugans’ claim to these lands creates obligations on both sides. "Because this is treaty land, we have obligations to the city too," he said. "The only way to meet those obligations is for people to understand the treaty relationships. It’s very important that as Mississaugans we act not only to make it better for us, but to make it better for all people."

Further complicating matters is the fact that the Hearn is not approved for hosting events on a regular basis. It has been used as a film location, but zoning bylaws do not permit it to be used as a regular event space. The city plans to continue working with the building’s lessee, Studios of America, and event organizers to ensure proper safety standards are met, but the interior will effectively remain off-limits until corrective action has been taken to ensure proper safety measures are in place. Studios of America could not be reached for comment.

The Hearn Generating Station earned plenty of plaudits as a venue for last year’s Luminato Festival, but safety concerns have led to it no longer being deemed suitable for indoor events. Toronto Fire Services determined that there are concerns with various safety elements on the inside of the building, including issues with fire alarms, proper lighting and suitable fire exits. The closure led to the Waterfront Night Market slated to host an event at the site last weekend - moving the entire event outside. The Hearn Generating Station was once a massive electricity generating station, burning coal and then oil before being shut down in 1983. Despite its massive size

- 20 storeys high with a 250,000 square foot footprint and 70-storey smokestack - and location at 440 Unwin Dr. in the Port Lands, it went largely unused until recently. Last year, Luminato took over portions of the building for programming, and other events have also taken place inside the building. "The city has a history of working with event organizers at that venue," said City of Toronto spokesperson Wynna Brown, adding that occupancy permits were granted for certain events where safety standards have been met. Now, however, Toronto Fire Services is warning that the building’s interior requires corrective actions before it can be used for events. "Our primary focus is to protect the safety of the public," said Toronto Dep-

Be a tourist in your own backyard At 150, it’s safe to say that Canada has aged pretty well. It’s also safe to assume that most Canadians have a fairly decent grasp of their country; its diverse regions and cultures, and the landmarks and destinations that have become synonymous with travelling across our land. The majestic Rockies. The vast prairies. Thundering Niagara Falls. Historic Quebec City. Peggy’s Cove. You know them, but have you visited? Canadians like to travel, flocking to New York City, or Florida, or heading overseas to explore Paris or Rome. All worthy destinations. But is 2017 the year to explore a little closer to home? Many in the tourism industry certainly think so. Last fall, Lonely Planet chose Canada as its ’destination of the year’ for 2017. Earlier this year, the New York Times ranked Canada as its top travel destination. The reasons are many: a favourable exchange rate; safety concerns in major destinations in Europe; an endless variety of attractions that coincide with our year-long sesquicentennial celebration. Fun and cultural awareness aside, tourism is big business. Nearly 20 million international visitors came in 2016, with the majority, 13.9 million, coming from the U.S. To keep those intrepid travellers happy, fed and informed requires hundreds of thousands of jobs in the tourism sector, accounting for roughly 11 per cent of the total labour force. Generating $90 billion in total economic activity, tourism is good business as well as nation-building. So by all means hop on a plane or train and see the sights. But remember, some of the best-kept secrets are right around the corner. It’s often true that citizens of a particular city or area, having lived there for years, have never taken the time to actually be a tourist in their town. The CN Tower, Fort York, Kensington Market, all draw foreign visitors but may remain a mystery to folks literally around the corner. Don’t know what’s out there to see? Start with a visit to your local tourism office. There are a myriad of treasures in and around Toronto. Or check out one of the dozens of festivals or attractions in the city. From the CNE to Buskerfest to TIFF, thousands attend these events each year, but you wouldn’t have to look very hard to find a friend or neighbour who has never attended any of them. On a tight budget? Hop on a bike and see things you typically miss in a car. Find a free movie night at a local park. Head to your local library for free programs and events. Be a tourist in your own backyard. You’ll be happy you did.

A vibrant culture may be victim of city’s success One of the advantages of being a few steps behind the curve is that you get a warning before the precipitous drop. So it is, and often has been, with Toronto when held against other major world cities. For example, as our underfunded transit system teeters, New York City’s bigger and older one is in collapse. Watching that sort of thing go on elsewhere gives us urgency here. With that in mind, it might be wise to peer over the horizon and across the pond at another city on a different kind of brink: London. The U.K. capital is way ahead of Toronto on a different trajectory than public transit: raw wealth. Toronto’s until-just-now booming real estate market is nothing

As reported in The Guardian earlier this month, people are leaving the city to the tune of 80,000 annually: both homeowners and renters. And, it’s not just people. It begs the question: how long can Toronto stay a cultural centre, with the culture gone from its centre? with that - because, as old common areas are redeveloped, so go the activities that might have taken place there. Culturally, the city is becoming sterile. It seems as though Toronto is on the same trajectory. Live music venues have been shuttering like a row of dominoes this year, as redevelopment pushed out some and untenable rent hikes pushed out others. And it’s not just concert venues. Dramatic shifts in property values are forcing softer cultural spots, like the venerable Eliot’s Bookstore on Yonge Street, to close down. It’s a side-effect of prosperity: a rising real estate tide raises all boats, and property taxes too. The House of Lords hair

BBQ to commemorate Christie Pits riot JUSTIN SKINNER jskinner@insidetoronto.com Last weekend’s protest organized by white supremacists and neo-Nazis in Charlottesville, Virginia, which turned deadly when things got violent between those gathered and protesters denouncing hatred, paints an ugly picture of the return of bigotry in the United States. Before Torontonians consider themselves above such intolerance, however, it’s worth noting this city was home to a similarly horrible display of intolerance in the form of the Christie Pits riot of 1933. With Adolf Hitler rising to power in Germany at the time, anti-Semitism was on the rise the world over, as many felt emboldened by a leader who pushed an antiSemitic agenda. Following a baseball game on Aug. 16,

1933 between the predominantly Jewish and Italian Harbord Playground baseball team and a largely Catholic St. Peter’s team, a swastika was prominently displayed by a group known as the Pit Gang. That led the Harbord Playground team to charge the Pit Gang, leading to a riot that eventually saw hundreds of people get involved. While no one was killed, the incident remains a stain on Canada’s image as a country where all are welcome. Now, those sentiments seem close to returning, said Sharlotte Lake, a spokesperson for an upcoming Christie Pits Riot Commemorative BBQ. "We’re seeing more antiSemitism and anti-Muslim sentiment everywhere," Lake said. "So much of the attention on creeping fascism and white supremacy is focused on the U.S. but it’s

happening here, too." The disruption of an Indigenous event in Halifax by the far-right Proud Boys organization on Canada Day this year serves as another example of white supremacy in Canada, Lake noted, and reports of harassment of Muslim students in Peel district schools add yet more evidence that hateful elements are still at work. The Christie Pits Riot Commemorative BBQ, hosted by the Toronto Industrial Workers of the World General Defence Committee Local 28, will feature speakers discussing the rise of hatred in Canada, followed by food and games. "There’s never been a tax increase like this in this area, ever," he said. "We’re working on a 100 per cent increase and then it will be another 100 per cent and another and another. "What you’re saying to small business on Yonge with this is ’goodbye.’" While Anderson understands city hall is not responsible for the tax assessments, he noted the city is the entity that issues property tax bills. He’s hoping city hall can find a way to mitigate the tax burden, allowing small business to survive. "We need leadership," he said. "You cannot issue a tax bill this size and not think there will be serious repercussions and sleepless nights for small guys on the street." Don Peat, a spokesperson for Mayor John Tory noted the mayor has delivered three consecutive budgets with property tax increases at or below the rate of inflation. "According to city staff, the increases we’ve seen on the Yonge Street properties are solely and directly attributable to the increases in the current value assessments of these properties," he said in an email.

"We know MPAC is reviewing the Yonge Street assessments based on new planning information and recent sales. This review has led to assessed values being lowered and amended assessment notices are being sent to property owners. The mayor hopes MPAC will be able to resolve the situation quickly." Beyond the loss of small businesses, Anderson laments the loss of jobs in the area. "We’re the ones who hire the people who work in this area," he said. "You bring in a condo, how many jobs will that bring in for young people who need the work?" George Giaouris, owner of Northbound Leather and a large property on Yonge with multiple tenants, said he is worried his site and others like it in the area will soon be vacant, with tenants unable to cover TMI (tax, maintenance and insurance) payments. "These people are going to be doing a lot of midnight moves," he said. "They can’t pay a five times tax increase - they can barely make a living on what they’re paying today. Eliot’s is the latest. "Right now, it’s not affordable anymore, so I’m basically trying to find a new tenant." Panayiotidis had no intentions of quitting the business, but his property assessment made it impossible for him to continue without bleeding money. "I’ve been doing what I’m doing for so long because I love selling books, but I guess I’m being forced in a way to retire," he said. The bookshop has become a favourite among Toronto bibliophiles, with three storeys of floor-toceiling shelving stacked with literature of all kinds. Panayiotidis said his customers have been nothing but supportive, even if some have been heartbroken to see the store’s end on the horizon. "The other day, I had a young girl come in here who said she saw the ’for lease’ sign in the window and took the day off to come shopping," Panayiotidis recalled. "A woman came in here almost in tears. I have a lot of customers who really care about this place." He added that his store has some 60,000 books, and he’ll consider himself lucky to sell 10,000 of them. With small businesses lining that stretch of Yonge near Wellesley, Eliot’s Bookshop is hardly the only store poised to crumble under the weight of the tax increase. With condo development beginning to infiltrate the neighbourhood and properties often assessed based on "highest and best use" tax rates have ballooned out of proportion to many of the stores’ current uses. John Anderson of Morningstar Trading has been on Yonge for 47 years and is helping to lead the charge for a reprieve.
