HABITAT FOR HUMANITY HOSTS GINGERBREAD BUILD FOR CHILDREN Habitat for Humanity GTA hosted its 14th annual Gingerbread Build in City Hall on Saturday, Dec. 3 and Sunday, Dec. 4, with families decorating more than 150 houses in exchange for a donation to the charitable organization, which helps build houses for low-income and at-risk families throughout the GTA. With sponsors providing tea, pizza and prizes, the build typically brings in some $30,000 per year. More than 400 people usually take part in the event. MIKE ADLER Edges of Toronto None of this will change things in the five selected areas, and these councillors know it. Enforcement takes too long; fines are too low. Demand for cheap housing in these places isn’t going away. Four are near campuses (Humber College North, Seneca’s Newnham, York University’s Downsview, University of Toronto Scarborough) enrolling more students than they can house; the fifth, is across northwest Scarborough, in aging neighbourhoods conveniently close to Markham.

It’s said many rooming house tenants don’t know their housing is illegal, but let’s assume many do. They are usually newcomers to Canada, or young adults, or both. They learn they need to break the rules, to dump their garbage somewhere else, to furtively move their cars around, and to expect no protection from the city they live in. Some rooming houses need to be shut down, but shutting them all before licensing begins is impossible. In old Toronto, licensing at least provides rules and inspections that can keep people safe. Mel Lastman - once mayor of a North York where three persons unrelated by blood or marriage couldn’t legally live together - used to say legal basement apartments would lead to disaster in his former suburban city. The province made second suites legal in Toronto - all of amalgamated Toronto - in 1995, and the disaster has yet to arrive.

The electrified third rail of municipal politics isn’t road tolls, after all. No, in what used to be Toronto’s suburbs, it’s rooming houses. Homeowners in Scarborough, North York and north Etobicoke can’t abide them. A generation after amalgamation they are illegal, a threat to property values, blamed for nearly everything dragging a neighbourhood down. Yet, those parts of the city - in five selected areas across the north end - are where city staff want to introduce some form of legal, licensed rooming houses before the next city election in 2018. Here’s a prediction on the number of rooming houses licensed north of Highway 401 by then: none. It’s easy for suburban councillors to side with homeowners, call for fresh crackdowns, talk about petitioning the province to give city bylaw enforcers the right to immediately enter homes.

Indeed, Tory’s own deputy mayor Denzil MinnanWong’s ward 34 (Don Valley East) straddles the Don Valley Parkway and at the Executive Committee he was concerned that his constituents would wind up being disproportionately gouged with tolls. His solution was to look into providing a cap on tolls for Toronto residents. There will likely be other solutions designed to mitigate the impact of the new fee on constituents by the time this gets to Council and we would urge councillors to look at any such measures with caution. That’s because by any estimation, as ambitious as it might seem to raise money for transit and transportation through road tolls, road tolls alone are not enough. Mayor Tory selected his three revenue measures from a list of nine put forward by city staff. Those include alcohol and sales tax, an income tax, changes in residential property tax rates, a parking tax and the reintroduction of the vehicle registration tax, at double the rate that it had when briefly in place. At some point, council will have to revisit some or all of these measures, after having taken this first step of tolling roads. Knowing that, it would behoove councillors not to stumble out the gate.

CONTINUING OUR ROOMING HOUSE STANDOFF IN THE SUBURBS

Next week, Toronto Council will gather to talk about the prospect of tolling two highways: the Don Valley Parkway and the Gardiner Expressway. It wasn’t so very long ago that politically at least, such conversation would have been unthinkable. Ontario’s only experiment with a toll road, the privatized Highway 407, has not been the best proof-of-concept for commuters and taxpayers - and that was a road that was purpose-built in parallel to the existing toll-free Highway 401. The idea of putting tolls on roads already built, without easy free alternatives, has been political poison for more than a decade in this town. Now, road tolls on the DVP and the Gardiner are more pill than poison, and even John Tory, who once ran for mayor opposing them, seems to understand that. He’s thrown the weight of his office behind the idea, along with a couple of other revenue sources - a hotel tax, and the closing of a tax exemption for vacant businesses - and it’s unlikely that Toronto Council will turn him down next week. Of course, voting in favour of tolls will be easier for some councillors than others. Those who represent wards along the two highways will get pushback

GUILD OF ALL ARTS SOON MAY BE REBORN IN BUILDING 191 East Scarborough’s Guild of All Arts flourished long before the City of Toronto acquired Guild Park. The city discussed plans last week to revive arts programming at the park by turning a storage structure, Building 191, into an arts centre. The city closed the Guild Inn, a hotel and restaurant in the park’s main building, in 2001. A year ago, Dynamic Hospitality and Entertainment Group started restoring the old mansion and expanding it into a $20-million event centre, making a rebirth of art activities at the Guild possible. Alexandra Park revitalization:

A success story in the making Justin skinner jskinner@insidetoronto.com With a wealth of information learned from its redevelopment of Regent Park and the added benefit of an established leadership structure in place, the Toronto Community Housing Corporation (TCHC) was already in a good position when it came to redeveloping Alexandra Park. TCHC had been looking to improve its buildings in Alex Park, as locals refer to it, for years. Although residents there would not sign off on redevelopment plans unless promises were made that they would not be forced to move out of the area as their old buildings were torn down and new ones built. With many residents there part of the Atkinson Co-op - a tenant-led group that has managed much of the public housing in the area since 1994 - those who call Alex Park home had a strong voice to ensure that demand was met. “We knew going in that (a zero displacement policy) had to be our number 1 guiding principle,” said Leslie Gash, TCHC acting vice president of development. “We made that promise and then it took a long time to get enough units.” Adam Vaughan, who was city councillor in the area when plans were

first being discussed, backed the residents’ demands. While some opted to move out of the neighbourhood to make way for the new buildings, none had to head too far outside of their neighbourhood - mitigating a major concern that was raised by some residents during the Regent Park revitalization. Current councillor Joe Cressy has taken up that mantle, helping to ensure the revitalization goes smoothly as promised with minimal impact on residents. The push for a revitalization in

units far more comfortable than the old ones. “We can sit together now and feel like we’re living together,” he said. “The old houses, there was a wall separating the kitchen and no exhaust fan in the kitchen, so this is good for our health. We had to open the windows even if it was minus-25 outside to get air.” He added that the old units also typically had only one bathroom, whereas the new ones have two, which is much more convenient for larger families. The no-displacement policy was also a massive boon to families. “We had to move twice - once to leave our old homes and then again to come back - but we got to stay in the area,” he said. “Toronto Community Housing and Tridel made it as easy as they could, paying for our costs to get movers and boxes.” While the bricks and mor-

tar improvements are welcome, Tahir said better community safety will be another key benefit to the revitalization. Alex Park has faced issues with street violence and drugs in the past, and while increased police presence has helped, the revitalization will speed things along even more. The hiring of a primary response security firm will also keep Alex Park’s streets safer. “I know there have been some safety issues, and (Alex Park) is more than a five-acre area to cover, but as it gets more built up, I’m 100 per cent sure it will be wellmonitored at all times,” Tahir said. All told, the revitalization will see 806 rent-geared-to-income units replaced and 1,540 market units added to the community. That mix works fine for residents like Tahir. “I think I’ll spend the rest of my life here,” he said.

With the first residents having moved into their new townhomes this summer, a new community centre will serve as the next big milestone in the revitalization process, Gash noted. “It will be twice as big as the one they have now, and it will be located in a residential building,” she said. Other improvements to the area will include more through streets - Vanauley Street now ventures further north from Dundas and Augusta Avenue will no longer stop at Grange Avenue - a new community park, a pedestrian walkway connecting Alex Park with Kensington Market and more. “What we’re doing here and

what we did in Regent Park is part of reintegrating communities into the city,” Gash said. “They’ve been isolated for so long.” With developer Tridel signing on for the project and building market-rent units to go along with the affordable housing units and community amenities, TCHC built a model that allows it to upgrade its properties without having to dip into its own already-stretched budget. “We think it’s a pretty good way to deal with capital repairs for neighbourhoods that are in pretty poor condition,” Gash said. As one of the first residents to move into the new TCHC townhomes, Waseem Tahir noted the improvements make a massive difference to his family’s quality of life. Open space living arrangements, better ventilation, basements, wider windows and central air conditioning all make the new

Tory pointed out that violence against women is an issue that affects all communities across the city and around the world. "We need look no further than the shelters that exist in our city, where today there are many women residents in those shelters because they were fleeing abuse," he said. "This year, the Toronto Police Service will service 20,000 calls that relate to domestic incidents ... involving violence." Tuesday's ceremony also featured a moment of silence and candlelighting ceremony to honour those women who have lost their lives to violence.

When a lone gunman killed 14 female students in cold blood at Ecole Polytechnique on Dec. 6, 1989, it brought the discussion of violence against women to the fore. Sadly, 27 years later, violence against women remains prevalent, as evidenced by the murder of Dr. Elana Fric Shamji last week. A ceremony to commemorate the victims at Ecole Polytechnique and other women who have lost their lives to violence was held at Women's College Hospital on Tuesday, Dec. 6, the National Day of Remembrance and Action on Violence Against Women. At the event, hospital president and CEO Marilyn Emery, Ontario Premier Kathleen Wynne, Toronto mayor John Tory and others noted more needs to be done to combat the problem. "Each year, we gather on December the 6th to remember the 14 young women who were murdered on this day in 1989," said Emery. "They were murdered simply because they were women."

Emery noted that those who commit violence against women are most often men. Intimate partners and close relatives are common perpetrators, and no one from any age group, particular cultural background, region or socioeconomic level are immune. "We are shocked just this past week yet again by the loss of someone from our community, violently killed and discarded in a suitcase thrown under a bridge," Emery said, making note of Fric Shamji's death. A successful physician, the victim's murder sent shock waves throughout the medical community and society at large. "This tragic case illustrates again that the women victims of violence are also from many diverse backgrounds. There is no such thing as what we think is a typical victim of violence," Emery said. Wynne, whose government created the It's Never Okay action plan to stop sexual violence and harassment last year, said the issue of violence against women has touched everyone in one way or another, even if the problem too often goes unreported. "It's a reality that is too often shrouded in secrecy and in shame," she said. "The truth

BETTS, William It is with great sadness that we announce the sudden passing of Bill on Sunday, November 27, 2016, at home. Loving husband of Barbara (nee Dunn), proud father of Marlene (Richard) and Gary (Julia), cherished and supportive grandfather of Jenna, Ryan, Bryan, Madeleine, Jacklyn, Kristen and Evan. Brother-in-law to Bob Dunn (Susan) and uncle to Sandra (Norm) and Warren (Joanne). Bill was born in Montreal and later moved to Toronto with his wife and children where he enjoyed his sales career in the printing and packaging industry. He was a dynamic speaker and helped raise money for the Heart & Stroke Foundation through his inspirational talks. Bill was an avid runner; ran several marathons and enjoyed working out at the Fitness Institute. His favourite pastime was attending his grandchildren’s milestones and activities. Visitation and Funeral Service was held at the Highland Funeral Home, Scarborough Chapel, 3280 Sheppard Avenue East (Sheppard and Warden). Visitation was on Sunday, December 4th between 2 and 4 p.m. and 7 and 9 p.m. Funeral Service was held on Monday, December 5th at 11:00 a.m. Reception Followed. If desired, donations to the Heart & Stroke Foundation would be appreciated by the family.
